Douglas Park music venue proposed By IGOR STUDENKOV Contributing Reporter
Earlier this month, Ald. Michael Scott (24th) held a series of public hearings on a proposed music venue in North Lawndale that, until the community meetings, had been a concept mulled in media reports and the subject of closed-door discussions. At a Sept. 7 public meeting, organized by the North Lawndale Community Coordinating Council, Scott and Chicago Park District Project Manager Michael Lange clued residents in on the details of the proposal, which calls for an outdoor stage and a lawn area in the north half of the park, at the northeast corner of Ogden Avenue and Sacramento Drive. The existing native plants would be located northwest of the lagoon, replacing part of the existing golf course. A proposed nature area may feature recreational space for kids. While NLCCC enthusiastically endorsed the proposal, some of the residents that attended were skeptical. Several expressed concerns about how much input the community had in the process and argued that the money would be better spent fixing the park’s existing problems. Scott told the residents that he had the idea for the music venue in Douglas Park since he worked for the park district, but he couldn’t get much traction until he became an alderman. Catalyst Circle Rock Charter School, 5608 W. Washington Blvd., welcomed 200 fathers and men from the community to celebrate students as they walked into the school building on Sept. 15 during the K-8 school’s annual “Dad Take Your Child to School Initiative.” Catalyst previously held the ceremony
last year to showcase the positive male role models within the Austin community, said Catalyst Circle Rock Principal Elizabeth Jamison Dunn. “We really did it as a response to the negative feedback and press that our community often gets, especially in regards to young black boys and black men,” said Dunn. “We thought it would be a fantastic opportunity to show that black men do care and do matter in our community.”
Dunn said one of the school’s goals is to make the celebration of students an annual event. She said she wants to make men a staple presence in the school. This year, Catalyst Circle Rock will launch “Daddy & Me,” a program that will bring men into the school on a monthly basis for reading activities, inspirational workshops and to as-

Gardening with Gabby: Benefiting the Community Hey, this is Gabby! This week I would like to speak about the community pop-up market we had a few weeks ago. We sold some items out of the garden and ABC 7 news came to ask us about the garden. They put our garden on TV! People came to buy our items we put it in the bags for them. People told us, when they see the garden it makes them feel good about our neighborhood. They think of peace when they see the garden, which is good because there is a lot of violence in Chicago.
As my first year as the resident services manager, overseeing the task of garden manager was a lot to undertake. As a way to increase a holistic approach to gardening, we incorporated a financial literacy component of Junior Achievements to the curriculum. The thought was for this to serve as a learning tool for budgeting and entrepreneurship leadership. The program incorporated money worth, balancing, building a business and understanding consumer behavior. In addition to learning money basics, we partnered with KitchFix, a local organic food delivery service, to buy produce from our garden. Students set the prices, learned how to weigh produce from harvest, and began to learn how to determine return on investments. These skills are encouraging students to use smart money habits to determine the cost value of products and make more informed consumer purchasing choices. By encouraging early learning of consumer purchasing power, students can become more empowered to invest in community projects where their hard work and labor skills can be a profitable and a positive alternative to a community with scarce economic stability and a high crime and recidivism. Each student had the opportunity to earn a small stipend for their participation in the summer program. Students were evaluated on attendance, participation, team work, classroom instruction, punctuality, and behavior. These are some of the skills that encourage a strong work ethic and positive reinforcement to earning wages. Students had the opportunity to use their stipends for their own reward for hard and tiring work this summer. During the last week of the summer program we hosted a pop up community farmer’s youth market. Students were given the opportunity to sell produce to community members as well as speak about their experience in the garden and the summer program as a safe haven and opportunity to work and develop skills as an alternative to participating in activities that may be less productive.

Austin resident Julius Lumpkin, who shares a connection to Catalyst Circle Rock with numerous family members, was proud to participate in the celebration. His fiveyear-old son is a student there and his daughter Megan is a third-grade teacher. Lumpkin stood outside of the school with his son’s godfather, Charles Dell, and Lumpkin’s sonin-law, Dell Harrison. “All the men coming out as one is a powerful movement for the Austin community,” said Lumpkin. “You hear so many negative things and this is a positive event, so I wanted to participate.” Charles Dell attended the celebration after he was asked to come by his godson. Dell said he wouldn’t have missed the event “for the world.” “I think doing things like this show our kids that we love them and that they need to see positive male role models,” said Dell. “I want to keep giving back to the kids, because they need our help nowadays.” Vincent Price, coordinator with the Black Star Project’s male mentoring program, Young Black Men of Honor, was invited to assist Catalyst officials during the event. He stressed the importance of men taking active roles in the household and community on a regular basis. “I’m excited to see the brothers out this morning,” said Price, who works directly with young men ages 8 to 18 throughout the year. “I hope they take it seriously to get involved in one way or another in the schools and in the neighborhoods and take back our rightful place in the city.” The Black Star Project is a non-profit organization that strives to provide educational services to improve disadvantaged African American and Latino students. Walter Mendenhall, program director of Circle Urban Ministries, meets with young men weekly to mentor them and discuss the issues they face throughout their development. As part of Catalyst’s program, fathers will meet on a frequent basis to serve as guest speakers to share their life experiences, said Mendenhall. He hopes to take the mentoring program to new heights by instituting a curriculum with team-building and items that develop the youths in a holistic approach. “If the men, the fathers can come share their experiences, the good times and the hard times, hopefully, it can help change some of our kids and help them make better decisions,” said Mendenhall. “There are a lot of resources and a lot of good brothers that we can pull from. County to launch healthcare program for uninsured New program would allow uninsured access to regular healthcare By MICHAEL ROMAIN Editor
According to the Cook County Board, there are an estimated 900,000 people in Illinois, most of whom live in Cook County, who are uninsured because they’re immigrants, can’t afford private plans or haven’t enrolled in a public health plan. At a board meeting last week, county commissioners approved an ordinance that would launch a program designed to provide those residents who have fallen through the cracks with regular heath care. Under the new ordinance, Cook County residents whose incomes are up to twice the federal poverty level, which is $48,600 for a fourperson household, will receive “a membership card, member handbook and an assigned ‘medical home,’ and primary care physician at one of [Cook County Health & Hospitals System’s] community health centers where they can receive consistent primary and specialty
care at CCHHS facility,” according to a recent statement by the county board. “Health care is a human right,” said CCHHS CEO Dr. Jay Shannon. “A person should be able to receive the necessary proactive medical care they need to live a healthy life and not have to only rely on emergency care when they are acutely ill.” The county’s new initiative, often referred to as a direct access program, is scheduled to start accepting eligible patients by early 2017. Individuals who are currently members of the county’s CareLink program, which discounts medical care for eligible patients who aren’t insured or can’t afford private insurance deductibles, will be allowed to transition into the new program. “We cannot have a healthy economy or a healthy city without a healthy workforce,” noted Commissioner Bridget Gainer (10th), who along with Commissioners Jesus “Chuy” Garcia (7th) and Robert Steele (2nd), along with members of Board President Toni Preckwinkle’s Cook County Health Care Task Force, conceived the idea for the direct access program. “This means having strong primary and preventive care,” Gainer said, “not just an emergency room.”

something happen in this area,” she said. “I think people in this area are waiting for cultural things to happen and for some development.” But many residents that spoke during the meeting had reservations. Cata Truss, of Austin, argued that the Park District shouldn’t build a music venue until Douglas Park’s existing maintenance issues are addressed. She cited the field house staircase as a major example. She also argued that the revenue generated through Douglas Park programs should stay in the park. Scott responded that he would be looking for private funding to help cover the construction costs for the music venue. He also said that he would be open to including repairs to the stairs in the project. As for the program revenue, Scott said that it was necessary to help fund parks that don’t generate any revenue whatsoever. Lange subsequently told Austin Weekly News that all park revenue goes into the same pool of money, which then gets dividing up between individual parks. There aren’t “any set-asides,” he noted. Scott said that he anticipates the proposed venue generating both jobs and “opportunities for entrepreneurship.” “Hopefully, there will be some kind of concession where you can have [something] directly from the community,” the said. Resident Delette Porter-Williams said she was concerned about losing golf course space. “Each and every time that we want to put something in this park, we have to lose something,” she said, adding that part of the reason she believes the golf course wasn’t used is because the park district didn’t provide equipment for residents that want to play. “This is not a golf course where you’re going to shoot eight to 10 holes,” Scott replied. “This is a learning golf course. We are going to keep the golf course here, because we don’t want to take it away from the young people.” Resident Eric Lindsay felt that the alderman should have asked for community input before drafting the proposal. “Bringing us a meal and just saying ‘this is [what] your meal is’ – I don’t think that’s a good relationship,” Lindsay said. Kathy Haibash, who has lived near Douglas Park since 2009, told reporters after the meeting that she shared Lindsay’s concerns about community input. She said that, when rumors of the project first began circulating sometime last winter, the alderman promised greater community involvement Scott responded to those critiques by noting that the proposed Douglas Park project isn’t set in stone and that residents would have an opportunity to give feedback and suggest ideas by filling out surveys that NLCCC would hand out after the question and answer portion of the meeting was over. “We’re here before the community now, we have our surveys,” Scott said. “The plan, in my mind, changed over and over, because I’ve had conversations. “ Scott said that the feedback was being collected through NLCCC because “too many cooks spoil the broth.” CONTACT: igorst3@hotmail.com

Hey Black Lives Matter movement, did you forget or did you just not know?
am black. I am Christian. I am pro-Israel. I’m also a member of the anti-Semitism committee of the Decalogue Society of Lawyers. My comments however, are mine alone and do not necessarily reflect the opinions of the Decalogue Society of Lawyers. I can’t allow the anti-Semitic stance of the movement for black lives to go unchallenged. I’m growing increasingly alarmed at the Christian community’s selective memory. The Christian community in general, and Black Christians in particular, should be more circumspect before we condemn our historical friends and allies, the Jewish people, who have themselves been the victims of discrimination for thousands of years. I can only imagine that the members of the movement for black lives have either forgotten much history or they were unaware of it in the first place. Not only does the movement’s position defy logic and sound moral judgment, it violates one of the basic tenets of good relationships between any two people or groups: Dance with the one that brung ya’. Notwithstanding some tension between the Black and Jewish communities, Jews have been disproportionately supportive of Black strides for equal rights. From the founding of the NAACP, to the civil rights movement of the 1960’s, to Black Lives Matter of today, many Jews have spoken out loudly and boldly against racism. Some did so even at great personal sacrifice. Has the movement for black lives forgotten about all that? Did you forget about Andrew Goodman, one of three civil rights activists who was murdered in Philadelphia, Mississippi in 1964? Did you forget about Rabbi Abraham Joshua Heschel, who marched alongside Dr. King and later presented Dr. King nwith the Judaism and World Peace Award in 1965. Did you forget, or did you just not know? Did you forget that Dr. King himself was a Zionist, or did you just not know? Have you forgotten that for those of us who are Christian, our Lord and Savior-Jesus Christ, was Jewish, and that he taught that salvation comes from the Jews? Did you forget, or did you just not know? Have you forgotten that the very word “ghetto,” which is now used to describe poor black neighborhoods, was first used to describe European neighborhoods where Jews were confined and forced to live in squalor? Did you forget, or did you just not know? Have you forgotten that among Israel’s staunchest enemies are those who believe in theocracy, not democracy? Did you forget, or did you just not know? Have you forgotten that prior to Israel becoming an official Jewish state in 1948, that the Jewish National Fund spent years raising money and bought land in Israel at inflated prices from
Patrick John opportunistic landowners? Did you forget, or did you just not know? Singling Israel out for criticism is grossly unfair. Racism is an unfortunate reality worldwide. It exists among all religious groups. That includes Jews, many of whom at one point questioned the Jewishness of Ethiopian Jews who wanted to immigrate to Israel. In fact. Black Jews in Israel still complain of racism today. But are the Catholics any less racist than Jews? What about mainstream White Christians? Bob Jones University (a well-known fundamentalist protestant university in South Carolina) had an official policy prohibiting interracial dating on campus. That policy remained in place until 2000. What about Muslims? Are they free from racial bigotry? Criticizing some specific act or policy of Israel is fair game. Of course, if one criticizes a specific Israeli policy, then one can reasonably be asked to offer an alternative policy that would not leave Israel defenseless against its enemies. But to accuse Israel of engaging in systemic discrimination against Palestinians and illegally occupying Palestine without considering the reality of Israel’s vulnerability in the region is onesided and unfair. Israel lives under the constant menace of terrorism every day. All nations will at times, go to extremes when they’re at war. Even the great Nelson Mandela accepted aid from the tyrannical leaders of Cuba, Iran and Libya in his fight against apartheid. Because that’s what people do when they’re under attack and fighting for their lives. They do what is necessary to survive. That’s what every nation does. Israel has as much right to defend itself as every other nation does. Did you forget that? Did you not know? Or do you just not care?

‘La Esclava Blanca’ is a must-see
I
“good life” of the slaves working in the house. Almost every possible aspect of the black experience during slavery is addressed. I didn’t get any surprise or see astonishing behavior by any of the white characters. In a way, I was grateful I didn’t as it meant that the slave owners’ side has always been fully expressed. Another interesting aspect regarding the series is noting that the black actors in the telenovela came from various countries throughout Latin America and the Caribbean, including Cuba, Puerto Rico and Columbia itself. That small but realistic testament shows just how widespread was the theft of black Africans to the new world. It is estimated that 12.5 million Africans were taken during the slave trade years (1525-1866) and brought to this side of the ocean with only 10.7 million surviving the journey. One other interesting aspect of watching and listening to actors play out their roles was the translation of the word “negro.” The telenovela didn’t hold back when it translated the word based on who was speaking. When whites said it, the subtitles showed the word “nigger.” When blacks used the word “negro” it was translated as “dear” or “honey.” One of the most amazing things I noted during the hours of watching the series was the colorful and African-inspired clothing that the slaves in Latin America got to wear. No drab grey or black attire as seen on slaves in the U.S., but vivid prints and brightly colored dresses and pants. The headdresses each woman wore spoke volumes about their individual character. While we in this country lost a lot of our connections to our African heritage during slavery, our counterparts in Latin America didn’t and thus they remained closer to many African traditions. I don’t know who the costume designer was for the series, but they should be lauded for the attire of the entire cast. La Esclava Blanca is truly a marathon to watch, but I highly recommend it.

’ve always been quite cognizant of slavery that occurred in this hemisphere beyond the United States, Cuba and Brazil. Unlike the pathetic individuals who profess that they are tired of movies dealing with slavery, I think it is an absolute insult to any of our enslaved ancestors if we don’t constantly recognize the pain and suffering they endured. Slavery in the Americas (North, Central and South) was the institution that was at the core of the establishment of many of the countries that exist today. So when I learned that there was a 62-episode (yup, that’s 6 and 2) telenovela devoted to slavery in Colombia, I knew I wanted to watch it. At about 45 minutes an episode, that is tantamount to a 46-hour — give or take — movie. The series is entitled La Esclava Blanca (The White Slave) and is available on Netflix for sure. The premise of the drama is that an orphaned, young, white infant is saved and raised as a family member by black former slaves in the jungle of Colombia. The girl, Victoria, is ostracized for being white and when she and her black family’s hidden encampment is discovered and invaded, the former slaves are recaptured and re-enslaved. Meanwhile, 11-year-old Victoria manages to escape. She ends up in Spain and years later returns to Colombia masquerading as a noblewoman with the intent of freeing her enslaved family. By the way, although the series is in Spanish, they did a fabulous job of subtitling it in English. For once, instead of a couple of hours devoted to the complicated institution of slavery, there was time to show the full 360 degrees of it — especially time to show it from the slaves’ perspective as they lived in overcrowded barracks; ate communal food served on a banana leaf; did the dangerous and yet mundane chore of washing clothes in rivers by women who could not swim. They show everything from the abysmal treatment of human beings as work chattel under the sweltering sun to the fictitious

Heroin treatment advocates share their own survival stories According to an August report, the deadly drug has devastated the West Side By TERRY DEAN AustinTalks
The West Side heroin crisis outlined in a new Roosevelt University study is devastating the community and its residents. One out of four hospitalizations in the entire state for heroin and other opiates occurred on the West Side, according to “Hidden in Plain Sight: Heroin’s Impact on the West Side,” which was released Aug. 31. The report, released last month, has put a spotlight on Chicago’s drug problem, one that residents know all too well. “My mother has struggled with this issue, so it has impacted my life and my family,” said state Rep. La Shawn Ford at an Aug. 31 press conference at the Thompson Center. Ford’s mother gave birth to him when she was teenager, leaving his grandmother to adopt and raise him. Ford, who grew up in the former Cabrini Green housing projects on the South Side, said drug addiction has been a lifelong struggle for his mother. The South and West sides have been devastated by heroin use the most. The predominantly black communities have racked up more hospital stays, deaths and arrests than anywhere else in Illinois, according to the report. The Roosevelt study’s data spans more than a decade, beginning in 2001. The report’s release coincided with the launch of the West Side Heroin Task Force, which includes hospitals, community nonprofits and health providers. Jamelia Hand, a clinical therapist and addiction treatment specialist in Chicago, lost her father to a drug overdose in 2010. Born to teenage parents, her dad’s drug addiction lasted from the time she was a child through her college years. His struggle continued as she became an addiction specialist and drug abuse counselor, a career decision influenced by a daughter looking to “save” her father. “Whenever you hear someone say I don’t know anyone like that or it could never happen to my child or my parent, understand
that they can and in many cases they will,” she said. Her dad’s addiction began with pain killers prescribed to him after he was shot, the victim of an attempted robbery. He would later become hooked on cocaine and heroin. Hand remembers him experiencing and surviving a previous overdose. “Overdose is an unbelievably traumatic experience, and if you can spare someone the pain of overdose, you should,” said Hand, who works in Chicago. In 2014, the city had the highest rate of heroin overdose – 7.42 per 100,000 – than anywhere else in the metropolitan area, which includes the suburban counties of Kane (2.86) and DuPage (4.72). Chicago had 202 heroin-related deaths in 2014, an increase from 194 the previous year. Chicago’s overdose rate in 2014 accounted for 28 percent of deaths in the entire state. Chelsea Laliberte, executive director of Live4Lali, a nonprofit drug education program based in Arlington Heights, lost a younger brother to heroin overdose in 2008. Laliberte said her agency helps people learn about addiction, counseling and treatment options. Marianne Schiavone, who serves on West Suburban Medical Center’s Board of Directors, spoke of the death of her friend’s grandson a day before his 20th birthday. “He had a five-year heroin addiction that began in high school. His parents, his brother and sister, and his grandparents – my friends – had worked so hard to save this boy and could not,” Schiavone said. “It’s devastating.” Schiavone and other addiction survivors encourage everyone to work together to solve this overwhelming problem. “I asked my friends if they wanted to come and speak. They said they’re not ready for that yet,” Schiavone said. “But we have to be ready for everyone else who’s been in that sad circumstance of addiction without help.” CONTACT: austintalks.org@gmail.com

Lawmakers talk racial, economic disparities at town hall Sen. Harmon and Rep. Lilly addressed violence, incarceration, education funding gap By WENDELL HUTSON Contributing Reporter
This article is part of an ongoing series analyzing how the state’s budget crisis has affected West Side residents. At recent town hall meeting in Austin, state lawmakers Sen. Don Harmon (39th) and Rep. Camille Lilly (78th) said that community programs will continue to suffer until a state budget is passed. “Illinois has a revenue problem and that has made passing a budget and maintaining community programs extremely difficult. There’s no easy way out of it. We need more revenue to do more for communities,” said Harmon at the Sept. 14 town hall meeting held at Austin Town Hall Park, 5620 W. Lake St. Harmon said almost 90 percent of state government, such as salaries for state employees, is being funded without a budget. Earlier this year, Gov. Bruce Rauner signed an emergency spending bill to fund numerous capital construction projects and education for K-12 public school students. Lilly told the roughly two dozen people in attendance at the meeting that lawmakers must collectively plan together in order to get this state on the road to recovery. “Jobs create a revenue stream for the state [and] this is money that can be used to support community programs and our schools,” said Lilly, whose district includes a large part of Austin and other parts of the West Side. One concern that was especially on the minds of residents in attendance was the rising violence in Chicago especially in Austin, Garfield Park and North Lawndale. “There are not a lot of resources in our communities anymore and as a result young people are on the street more and not in school,” said Austin resident Sharon Farris. “I see kids every single day standing on the corners. I want to know how the state is addressing that problem.” Lilly said she passed legislation that addresses the (prison) re-entry population and the barriers ex-offenders experience once released from prison. “Previously, ex-offenders were banned from working in the healthcare system unless they got a waiver,” explained Lilly. “But Sen. Harmon and I sponsored [a bill], which the governor signed, that removed the ban and it improved the healthcare registry. Ex-offenders are now able to re-apply for any professional licenses they had prior to incarceration.” Gary Smith, an administrator with the Clerk of the Circuit Court of Cook County, said his office will continue to advocate for more legislation to address expungement. “The clerk’s office would like to see legislation that allows for non-violent felony convictions to automatically be expunged after
10 years,” said Smith. “That is something we are pushing for and I urge all of you to write your senators and state representatives to support this effort with new legislation.” Harmon said that part of the high rate of incarceration of young blacks for drug-related offenses has to do with a troubling racial disparity. Drug use, he said, is often considered a health crisis and not a crime if the offender is white. “Shortly after I was elected into the General Assembly in the early 2000s, methamphetamine was ripping through southern Illinois and my colleagues called it a health crisis because so many (white) kids were hooked on meth,” recalled Harmon. “When black kids in the city are addicted to drugs, it’s a crime. But when it’s white kids in rural areas, it’s called a health crisis.” He added that black Chicago also has a health crisis. “The crisis we are facing in Chicago is drugs and guns. Funny how some parents have empathy for their kids but not kids from our district. There’s overt racism and systematic racism that exist in our world,” added Harmon, who, in addition to representing western suburbs such as Elmwood Park and Oak Park, also represents a small part of Austin. Neely Smith, an Austin resident, thanked Harmon for his honesty about something she said has been going on for years. “I didn’t want to go there senator but I’m glad you brought it up,” said Smith. “When it comes to crimes, the justice system treats people differently based on race. A white man can embezzle a million dollars and get a year in jail, but a black person who steals a $700 TV from someone’s house out would probably get six years imprisonment even if it’s his first offense.” Education was another subject that the state lawmakers discussed with constituents, with Harmon noting that education programs are starving for revenue. “Human services and higher education are getting killed,” Harmon said. “We have a bizarre way of funding schools. State dollars are not going to the school districts that need them the most while well enough school districts are getting support and that’s not right.” Unlike teachers working at schools outside Chicago whose pensions are funded by the state, pension payments for Chicago Public Schools teachers come solely from Chicago residents through property taxes. Income taxes paid by Chicago residents, however, are used by the state to fund pensions for all teachers outside Chicago. Lilly added that the funding formula for schools was created decades ago by the General Assembly and it needs to be changed to treat Chicago teachers equally. “We have not done a good job managing human services or funding our schools and fixing these two problems is a goal I have this fiscal year,” said Lilly. Reverend Walter Jones of Fathers Who Care and the West Garfield Park Community Stakeholders acted as Moderator. Guests heard presentations by medical experts and got the chance to ask health related questions.
