Residents eye spot for proposed West Side library Three locations were proposed for a full-fledged Galewood Montclare branch library By IGOR STUDENKOV Contributing Reporter
Residents who want the city to build a larger, full-fledged Galewood Montclare library branch recently took their pitch directly to the Chicago Public Library Board of Directors. The group of residents, called the Committee for the New Galewood Montclare Library, suggested three options that would make their vision possible. The options included expanding the Rutherford Sayre Park fieldhouse location or building a brand-new space, which could possibly be located at the now vacant Sears store located at the corner of North Ave. and Harlem in Galewood. The funding for any of the options could come from an outside entity, members said. Low wage earners said they are worried about being able to make ends meet now that currency exchanges have won state approval to increase their check-cashing fees, including for government checks.
“I cash my paycheck every two weeks at a currency exchange because I do not have a bank account,” said Jonathan Carrington, 47, who lives in Austin. “But if the fee to cash a check goes up, I’m not sure how I will make it considering I’m struggling already.” Carrington, who works as a customer service representative for a telemarketing
company, said he pays $6 to cash his weekly paycheck at a currency exchange. “Those who have less usually end up paying more. The poor is already getting hit with higher taxes and fees while the rich gets avoids paying anything,” added CarSee CURRENCY EXCHANGE on page 9

Austin Library undergoing renovations
The library will reopen on Nov. 11 with better lighting, other improvements By IGOR STUDENKOV Contributing Reporter
When Austin Branch Library, 5615 W. Race Ave., reopens on Nov. 11, it will have more natural lighting and a new circulation desk. The library closed for repairs on Sept. 25. According to Patrick Molloy, the Chicago Public Library’s director of government and public affairs, the idea was to fix the roof, make the building more energy-efficient and let more of the natural light in. The library will also get a new circulation desk and a number of minor fixes. According to the Chicago Public Library system website, the Austin Branch Library originally opened in 1929. It previously went through major renovations in 1979 and 1981. It is one of the larger branch libraries in Austin, and it boasts the largest meeting room, which takes up much of the building’s second floor. According to the website, the meeting room can hold up to 130 people, and it can be reserved by any resident, business or organization. Once the library reopens, the biggest change patrons will see is that the skylight over the circulation desk, which was sealed before the renovations started, will reopen again. Molloy said that it will have “highperformance glass.” “There will be a lot more light brought in, it will be a much different look,” he said. In another major, less visible change, the existing gravel roof will be replaced with more energy-efficient materials. Molloy said that the circulation desk will be replaced with something more modern,

A new look from page 1 rently is located. Over the next 80 years, the library moved to different locations, including in a building at the intersection of Grand and Sayer Avenues. That location closed in 2010 after a lengthy dispute with the building’s landlord over $70,000 in property taxes and assorted fees owed to the city. The move back to the fieldhouse was meant to be a temporary measure until a new, full-fledged location could be found, but that never materialized. CPL tried to improve the space, adding a computer and a drop box, but the location is still constrained by its size. Many amenities patrons at most other branches take for granted, most notably free Wi-Fi, isn’t available, and, unlike

The windows will be sealed to prevent water from getting in, the exterior wear and tear that accumulated over the years, the interior walls will be repainted and new carpet installed. “It’s a total refresh inside, which always makes a branch more welcoming,” Molloy said. In the weeks before the closing, the library set out to let the patrons know what was coming, posting fliers on the door and leaving fliers on the circulation desk. The flier mentioned that the book drop will not be checked during renovations, so patrons should drop them off at one of the other branches. It also mentioned that due dates and holds would be extended. Patrons who want to pick up a hold while the library is under renovations can change their preferred hold location by either logging in on the library’s website or speaking to the staff at one of the other branches. Other branch libraries in Austin include West Chicago Avenue branch, 4856 W. Chicago Ave.; North Austin branch, 5724 W. North Ave.; and the Galewood Montclare Branch, 6871 W. most other branch libraries, it isn’t open on Saturdays. Earlier this year, Ald. Chris Taliaferro (29th) formed a committee to try to find a solution. In August 2017, it launched a petition demanding a full-fledged library. Drebenstedt said that the petition was meant to help bolster the case the committee planned to make to the library board. At the time, he said that the committee came up with several locations, but he didn’t want to reveal what they were until the Sept. 25 meeting. Drebenstedt told the library board that the first idea was to simply expand the fieldhouse and put a library in a larger space. “Our fieldhouse needs some work, and the idea we had is to do addition to fieldhouse,” he said. “That way, we’d be sharing expenses with the [Chicago] Park District and library. We’d be able to upgrade mechanical systems.” Drebenstedt also argued that the city could take advantage Galewood/Armitage Tax Increment Financing District.

According to its official map, the district’s western edge stops across the street from the park. The second location was a large vacant lot between Sayer, Newland and Grand avenues, and an alley. To help defray the costs, Drebenstedt suggested that CPL partner with the Chicago Housing Authority to build a facility that would combine the library with new, affordable senior housing units. As he noted, CPL already teamed up with CHA to build three other branches. Finally, he suggested the site of the recently closed Sears store at the corner of North and Harlem avenues. Private developers have already expressed interest in the site and Drebenstedt suggested working with those developers to include a branch library in whatever they wind up building. “We’re talking with them through Ald. Taliaferro’s office, to lean on them so they help us out,” he said. Drebenstedt said that they deliberately
tried to put them within walking distance of the Milwaukee District West Metra Line tracks, which serves as a border between Galewood and Montclare. The idea, he said, was to have a library at a central location relative to the two neighborhoods. In the end, Drebenstedt said he was optimistic “Hopefully, in a couple of years, we’ll be able to get out of our 500-square-foot space and get into something more comfortable,” he said. Library Board President Linda Johnson Rice thanked him for a “very thoughtful presentation,” but didn’t comment any further. In response to a follow-up inquiry, Patrick Molloy, CLP’s director of government and public affairs, said that the library’s position remains the same as before — they are open to building a full-fledged branch library if there’s enough funding and an appropriate location. “We look forward to continuing the discussions with the community about the best ways to deliver library services,” he said. Louis Carr, the president of media sales for BET Networks, visited By The Hand Club For Kids, 415 Laramie Ave. in Austin, last Thursday, to deliver a brief motivational speech to an audience of around 100 students. Carr, a native of Austin, “is responsible for more advertising dollars targeting AfricanAmerican consumers than any other professional or company in history,” according to his personal website. The author of Dirty Little Secrets: Daily Motivation for Business & Personal Growth, talked about his life growing up on the West Side and how he made it out. Below are excerpts of his speech:
‘You are young, gifted and brown’ You guys don’t realize the opportunities you have on your hands and how advanced you are. When I look at these two buildings and the people supporting you and working with you, you are truly blessed. You are young, gifted and brown. What an opportunity. You are the world’s cherished gift. A lot of people don’t know this, but in the business I’m in I know that everybody wants to understand you, they want to follow your habits and your lifestyle, your taste in music, your taste in fashion, your technology habits. They all want to understand you and they all want to learn from you. We have more people trying to understand young people of color than you can imagine.
Pushed to greatness When I was young, running up and down Madison, Lake, Washington, Central, Cicero, Columbus Park, I was just having fun. Believe it or not, I had no desire to go to college. None. Zero. I didn’t know anybody who went to college. Nobody in my family went to college. I didn’t know what it could do for me. I had zero expectations. I had no technology. I didn’t have an iPhone or a computer. I couldn’t see what the rest of the world was doing. At that time there was nobody of color on the TV. Cosby didn’t come on until the early 1980s, so we couldn’t see ourselves being very successful. We didn’t know anybody outside of our neighborhoods who had done anything great. We didn’t. So I just happened to have a bunch of people who saw something in me before I saw it in myself. There were a lot of people who

They were coaches, neighbors. They all wanted me to be great.
Mentors vs. advocates You want to be special. You want to be singled out for the right reasons. You want advocates. I did an interview on WGN and they asked me, ‘What’s the difference between a mentor and an advocate?’ A mentor tells you how to be great. An advocate tells everybody else how great you are. Mentors will tell you do this, don’t do that. An advocate will tell somebody else, ‘This kid is great.’ You want both mentors and advocates.
On the motivation for writing his book If you can’t be anything else in life, be a great communicator. Be able to articulate your life experience. One day, I happened to sit next to a guy on the plane and everybody on the plane knew who he was except for me. Everybody who got on said, ‘Can I have your autograph? Can I take a picture with you?’ And I’m sitting next to him like, ‘Who is this guy?’ Finally I turned to him and said, ‘I apologize. I don’t know who you are.’ He said, ‘My name is Harvey Mackay and I wrote a book called Swimming with the Sharks and I wrote another book called Beware of the Naked Man Who Offers You His Shirt.’ We talked during the ride and as the plane was landing he said, “When are you going to write a book.’ I said never. Boykin announces reelection bid

On Sept. 28, Cook County Commissioner Richard Boykin (1st) announced he will seek reelection to his commissioner seat, deciding against challenging Cook County Board President Toni Preckwinkle. “After some deep soul searching and careful consideration, I’ve determined that my part, my highest and best use as a public servant, is to run for reelection as a Cook County commissioner for the 1st District,” Boykin told dozens of his supporters and reporters at a press conference held in Oak Park. The first-term commissioner, whose district includes a good part of Chicago’s West Side, had been considering a challenge to fellow Democrat Preckwinkle after weeks of debate and controversy over the unpopular soda tax the board passed earlier this year. “This is a course of action I seriously considered,” Boykin said of his interest in running for the top spot on the 17-member county board. In recent weeks, he had been collecting petition signatures for that post as well as for his 1st District commissioner seat in order to get on the March 2018 primary ballot. “The people of the 1st District deserve then as they deserve now leadership that puts people above politics,” Boykin said.
Candidates cannot run for both board president and commissioner at the same time, meaning Boykin would not remain in office if he failed to defeat Preckwinkle, who’s expected to seek a third term as board president. Boykin has been vocal in his opposition to a number of policies backed by Preckwinkle, most notably the soda tax. He did not let up on that during Thursday’s announcement, criticizing the administration’s responses to budget challenges the past four years and calling them “at best inadequate and at worst harmful.” “The board president again and again faces revenue shortfalls because of an unwillingness to seriously consider systemic fiscal reforms,” Boykin said. The price of county government has increased under Preckwinkle’s administration, he said, adding tax increases like the 1 cent county sales tax hike in 2015 “always hit those who can least afford it the hardest.” He said he would be committed to working on economic development, job creation and public safety in the communities that he represents. “While we have made significant strides in the last four years, that work is not finished,” he said. “I intend to remain on the job and finish what we came here to do.” Before Thursday’s press conference, Preckwinkle told the Chicago Tribune that “this is a free country, and Mr. Boykin is free
to run for whatever office he wishes.” In an email Friday, Frank Shuftan, a spokesman for Preckwinkle, called Boykin’s proposals “vague and general,” adding, “Commissioner Boykin has proposed a road map in need of an actual map,” he said. After the press conference, Boykin told the Chicago Tribune that Congressman Danny Davis, for whom he served as chief of staff before being elected in 2014 to the board, had counseled him not to challenge Preckwinkle. Still, some people on Thursday expressed disappointment that Boykin won’t be challenging Preckwinkle. “I’m very disappointed in the decision that Commissioner Boykin made today, but I’m supportive and hopeful that he would continue to fight,” said Rev. Ira Acree, pastor at the Greater St. John Bible Church. “As the pastor of this community in the 1st District, I want to express my appreciation for this leader being the vision — one who has not been tentative or afraid to raise issues that affect us every day,” Acree said. Rev. Marshall Hatch, pastor of the New Mount Pilgrim Missionary Baptist Church, said the commissioner has been a voice against the inequities that disproportionately impact people on the West Side. “He has done about as much with a Cook County commissioner seat as one can do. The regressive taxes like the sugar tax affects poor
people more,” he said, adding the board should not “raise budget on the back of the poor.” Others supporting Boykin include Ald. Emma Mitts (37th) and Ald. Chris Taliaferro (29th). “I’m looking forward to four more years,” said Mitts, chairwoman of the West Side Black Elected Officials. “We want to continue to work on violence, education, mental health, workforce development.” Cherita Logan, a representative from Davis’s office, was also present Thursday to deliver an endorsement from the congressman, who was in Washington, D.C. “We don’t lose anything today,” Logan told the crowd. “We gained a leader, a visionary, an advocate. We gained unity.” When asked whether he would seek Davis’ 7th congressional seat after he retires, Boykin said his plan is to be “focused on today.” “I’m here making sure our citizens have everything that they need from the county government,” he said, adding he would continue his fight to repeal regressive taxes, including the sweetened beverage tax pushed by Preckwinkle. A repeal vote is scheduled for Oct. 10th. Although there’s no other declared Democratic or Republican candidates for the 1st District seat at this point, Boykin said he will be prepared for what’s to come. “If somebody decides to challenge, we will be ready” he said. “And I’m confident that we will win.”

Survival of the prepared: ready for an emergency? we need, we don’t plan for the emergency situation. We poohpooh the warnings and then want to scream and holler that the rescue isn’t taking place in our timeframe of just how fast it should happen. My pantry would have me eating for at least a month. I keep staples and replenish them as I use them. I’m old school, and I know that flour, water, lard (or a can of Crisco), salt and baking powder can make biscuits. There was a time that people made biscuits daily. It was a staple meal that was eaten with syrup or sausage gravy for breakfast, with fried bologna at lunch, and with whatever was made for dinner. I dislike Alaga syrup, but I know for many of the people I grew up with, that was a staple in their households. There are other staples, like canned broth, soups, vegetables and tomato sauce that can be combined to make a tasty meal in the event of an emergency. I am not a fan of canned meats, but canned tuna, Vienna sausages, and Spam are just some of the items that one can keep on hand in the event of a disaster. Even those darn Ramen Noodle Soups in the packages can be a lifesaver in a disaster. Our ancestors canned food to prepare for a time when it wasn’t readily available. As technology and modern-day living has made us dependent on lifestyles that can be wiped out in a moment by a natural disaster, let’s take the time to plan on how to survive without the modern-day conveniences. Learning to save ourselves can be the only way we survive in a world that is unconcerned about our well-being.

he recent hurricanes that devastated Puerto Rico have left the people there who were totally unprepared for it in an even worse state. Five days before the Category Five hurricane hit the island, scientists were forecasting that it would be a devastating storm. Everyone in Puerto Rico had time to prepare for the onslaught. Even if one cannot afford to purchase bottled water, water could have been taken from the tap and stored in containers for the “just in case” moment. If someone had a bathtub, that too could be filled with water and if not used for drinking, it could be used to fill the toilet for flushing purposes. Dry staples like flour, sugar, beans, rice and pasta should have been in everyone’s cupboard. In the aftermath of a disaster, it is easy to start throwing around blame. But in the aftermath of Katrina, followed by other devastating storms that hit Texas and elsewhere, we cannot continue to put all the emphasis on government coming to save us. There has to come a time when personal responsibility has to factor in and people begin to prepare for events that are announced in advance. We here in Chicago haven’t had a natural disaster happen (other than a major snowfall which can hinder us temporarily). But if we did have one, how prepared are you should it occur? If you were give five days’ notice that the event was about to happen, do you heed the warning or do you ignore it? Sadly, many of us have become so accustomed to having stores with what

Now a 12-member state committee will meet in November to decide whether to approve a rate hike, which could begin by the end of the year for 400 currency exchanges in Illinois. Currently, it costs $2.40 to cash a $100 check at a currency exchange. After the increase, it will cost $3.50. And the cost to cash a $400 check will climb from $11.25 to $12.50. The new rates, if approved by a state committee, would be 2.5 percent, plus $1

And government checks are among the biggest risks currency exchanges take when cashing them because of fraud.” Increasing fees on government checks is one reason why state Rep. La Shawn Ford (D8th) said he does not support the proposal. Ford, whose district includes Austin, is also chairman of the House Financial Institutions Committee. “These are checks with guaranteed funds so there should be a set fee for these checks opposed to charging the same fee for every other check,” Ford told Austin Weekly News. “The [fee] increase, in my opinion, is an assault on people who cannot do better for themselves.” He added that the black community continues to be one of the most ‘under banked’ communities in Illinois and throughout the country, and that currency exchanges should be used as a convenience and not a main source to handle financial business. He suggested residents consider joining a credit union to avoid paying high fees at currency exchanges and to establish a financial track record that could be used later to secure major purchases, such as a home or automobile. “Struggling communities tend to use these alternative banking institutions like currency exchanges more often than affluent communities,” explained Ford. “Banks must do everything it can to be more friendly to underserved communities. Ira Acree, pastor of Greater St. John Bible Church in Austin, converged in front of City Hall on Sept. 29 to “demand a seat at the table in the mayor’s office,” according to literature demonstrators circulated before the march. “The community should have a voice in how the city is governed in regards to police reform. Right now there is a silent movement to keep the door closed,” the literature reads. “Stand with us to demand that the door be opened and a seat be provided to those who will be affected the most by police reform or the lack thereof. ow can the oppressor shape the narrative of the oppressed? Media, critics and white supremacy have once again altered the narrative of a protest made by a couple of football players last season. In Ferguson, Missouri, the Black Lives Matter movement was deemed violent. The story of Trayvon Martin became about wearing a hoodie. Sandra Bland had an attitude. Mike Brown was a thief. Eric Garner resisted arrest. Colin Kaepernick disrespected a flag and military veterans by first sitting and then kneeling. Now two Chicago police officers are under scrutiny for making a social statement. The rhetoric continues to blame the victim, yet the source remains largely ignored. The root cause is about social injustices that ultimately lead to political disenfranchisement. Racism at its core is about the initial social maltreatment before the bills can ever cross a desk for a signature. The large perception of otherness plagues the interactions before policy reinforces a particular set of behaviors that become perpetual. We neglect to discuss the historical fabric of slavery woven into the fabric of the American flag. We bypass the discourse of the drafting of the founding documents of this country; whereby all men were created equal except for blacks, who were considered 3/5 people. A few wars later, these sub-humans were still not allowed to vote in a country in which his kin shed blood. He was not afforded the same opportunities as racial counterparts. Jim Crow made sure to instill the fear of a blonde, blue-eyed Christ sym-

bol in efforts that colored folks know their places. White hoods, lynching and burning crosses stain and disrespect the American flag! Rape of slave women stains the American flag. The problem is that you cannot compartmentalize parts of history and call this America great without delving into the crevices of its foundation. The 45th president is testing the resolve of fundamental bigotry that was the trowel used to spread the cement of hatred. The narrative has been successfully spun. We no longer discuss in whole the racial disparity, police brutality, the separate and unequal educational system and the biased justice system. We continue to focus on the message of one man that never wholeheartedly detached himself from a group of white supremacists but would rather attend a pseudo Klan rally and call Kaepernick a “son of a bitch!” This is how 45 wins. We fall for the pageantry and show. We watch the media give him more coverage than Kaepernick’s charitable ventures. We continue to discuss everything about a protest, except the root cause.
