County expands HIV medication for West Side Grant funding allows Cook County Health & Hospitals System to offer more pre-exposure prophylaxis By IGOR STUDENKOV Contributing reporter

The Cook County Health & Hospitals System is expanding its efforts to make pre-exposure prophylaxis (PrEP), a pill that significantly reduces the risk of HIV infection, more widely available to West Side residents. The system already offered PrEP at the Ruth M. Rothstein CORE Center, its HIV treatment facility in Illinois Medical District. After receiving a $506,000 grant from the Chicago Department of Public Health, it was able to expand the CORE Center’s service hours and launched “PrEP Clinics” at the Austin Health Center and Dr. Jorge Prieto Health Clinic. According to CCHHS spokesperson Mofita Thomas, patients that don’t qualify for insurance can apply for financial assistance and the system will help those that do qualify get coverage. PrEP, also known by its brand name, Truvada, is designed to help people who are at high risk of HIV infection. According to the Centers for Disease Control and Prevention, PrEP keeps the virus from infecting a patient permanently, reducing the risk of infection by up to 92 percent. The organization also emphasizes that it becomes much less effective of patients don’t take it regularly. HIV prevention is a particularly acute issue in Chicago’s minority communities. The past few years have been kind to Austin resident and full-time rapper Christopher Harris, 30, who goes by the stage name Chris Crack. His 2015 self-released album Public Domain 4 garnered a respectable re-

view by Pitchfork magazine, which noted that the Oak Park native has “played local support for acts like Slick Rick, Mystikal, and Can Ox.” Last May, Crack was the subject of a Twitter shout-out from the actor John Leguizamo after the Carlito’s Way star was mentioned in a song, “Wanna See a Dead Body?” on which Crack collaborated with his two musical mentors, the widely respected underground rapper Vic Spencer and the rapper/producer Tree.

“I’ve contemplated quitting almost every day,” said Crack during a recent interview in his Austin apartment. “This isn’t very lucrative, but it’s like right when you want to quit, that’s when things start happening.” Crack’s elevated stature in the Chicago hiphop scene didn’t come out of nowhere. Something to say from page 4 who goes by the name Cutta and is something like Crack’s muse (the rapper shouts out his best friend in virtually every song). In their teens, the former elementary and high school classmates would meet inside of Cutta’s parents’ basement studio, cranking out mischief and music during rambunctious jam sessions that, in the beginning, were heavier on the mischief than the music. “It was pretty much us [messing] around and recording,” Gulyas said. “It would be a bunch of people in the basement. Over the years, people would fall off. It wasn’t really who they were. They were just doing it for fun, so the crew got smaller and smaller. Now, it’s really just us and our one mission is to make great music.” The duo, who call themselves the New Deal Crew, have since gotten more serious about the work that goes into making a career of this. Crack sounds like a craftsman recalling that he learned from Spencer how to write his lyrics in a more efficient and workmanlike way. They are now focused on cultivating a sound that Pitchfork music critic Winston Cook-Wilson described as “lightly psychedelic,” “personable,” a bit quirky and spontaneous, less ambitious than atmospheric (“On every level, this is music that is about just living, moving forward and getting by, told from the perspective of a proverbial Lothario and party-hunting nomad, loose in the city at night”). A brown-skinned Barbie doll still in the box hangs inexplicably on a wall in the musicians’ bachelor pad like a statue of the Virgin Mary, which might add to that Pitchfork characterization, i.e. all nocturnal, hazed in smoke and tinted in the proverbial neon glow of club life. But during the day, Crack talks about properties he owns, which allow him to rap fulltime, a process that varies by the season. A small shelf of books underneath the television betrays deeper sensibilities, which the rapper said “make up like 80 percent” of his lyrical content — Naomi Klein’s The Shock Doctrine, W.E.B. DuBois’ The Souls of Black Folk, Michael Moore’s Stupid White Men and Howard Zinn’s A People’s History of the United States. “If you play 10 songs, eight of them will have that [stuff] in there,” Crack said. “It’s like super-conscious. I feel like that awareness [of injustice and systemic racism] skipped the last generation.” Cutta, who produces much of Crack’s music, is also a musician in his own right, working as a full-time sound engineer for live concerts. But the pair is right where they want to be. “Most people aren’t in this music thing forever,” said Crack. “Some just do it for months, some try to make a hit and some do it for a couple of years. AAHH Fest unites West, South, other sides of city

AAHH! Fest 2016 brought people from all sides of Chicago together in celebration at Union Park over the weekend of Sept. 23. The two-day festival gave local artists an opportunity to perform on the main stage for the event’s Community Day” on Saturday, Sept. 24 and the headline acts, such as J. Cole, Common, The Roots, Ice Cube and Jeremih, among others, performed the following day. In addition to the music, event attendees were greeted with food trucks, live art creations, family friendly games/activities, educational booths and more. The festival returned after a one-year hiatus following its successful 2014 debut. Chicago native rapper/actor Common, who presented the event through a collaborative effort with his non-profit organization, Common Ground Foundation, was eager to bring his vision back to the city after telling Chicago Magazine in 2015 he wanted to “wait and do it right,” for the next AAHH! Fest. “I’m excited to bring this expression of

love back to Chicago,” said Common. “Music brings us together and allows us to celebrate all that is great about our City, the people, and culture.” During his various times on the stage, Common encouraged festival attendees to be proactive in changing their neighborhoods and the city as a whole and to vote in the upcoming November election. The Academy Award winner stressed the community should not have to wait on individuals, government agencies or organizations to make a positive impact on Chicago. The Common Ground Foundation partnered with Donda’s House and Juan & Only Events to produce AAHH! Fest 2016. According to its website, CGF works to provide youth a sense of hope, self-esteem, and love that will help them embitter the world. CGF youth were given front row access to the performances on Community Day. A few youths met Common at the media tent for pictures and autographs. “AAHH! FEST by Common is more than a musical festival, it’s Common’s personal commitment to his hometown, Chicago, to bring jobs, education and inspiration to the city that gave him the strong roots he has used to sustain an entertainment career for

Donda’s House played an integral role in selecting the local talent who took to the AAHH! Fest stage. Over seven local performers rocked the AAHH! Fest stage. Founded by Grammy Award-winning rappers Kanye West and Che “Rhymefest” Smith, Donda’s House provides access to premiere arts in-

struction from working professionals to youth. DH’s own Matt Muse was selected out of over 90 applicants to perform on the AAHH! Fest stage on the second day. “Donda’s House is proud to partner with the Common Ground Foundation to support AAHH! Fest 2016 and give back to the city we love,” said Donnie Smith, Executive Director of Donda’s House. “While it’s easy to put out the negativity that has affected Chicago, we sometimes forget to celebrate the amazing people that make this place a world-class city. AAHH! Fest is back to simply remind the world why Chicago is phenomenal.” The AAHH! Fest was not without its surprises. On Community Day, Chicago native superstar rapper Chance the Rapper made a surprise appearance and performed a number of songs, including his latest chart-topping hit “No Problem.” Chance would later that day perform at his own daylong music festival “Magnificent Coloring Day” at U.S. Cellular Field. The following day, R&B/Soul singer R. Kelly made a surprise appearance where performed an abbreviated version of his hit song “Step In The Name of Love” to a mixed crowd response. My first day Downtown was amazing. My mother drove me in her car from the West Side. We were looking around at some places like Soldier Field, Lake Michigan and the signs along the way. I was so excited because I was experiencing new things and learning new things that are so close to me that I had never seen in my life. My mother dropped me off. I was Downtown for my interview with the Columbia College’s Links program. I was kind of nervous because it was my first time Downtown, and this was my first job interview. I was thinking about things I wanted to say, but I was interrupted by the beautiful things I saw. I couldn’t focus. It was so much fun, but at the same time I was scared because it was my first time doing things at the same time. I was thinking: “Who are all of these people I am seeing? And what are all of these places I am looking at now?” People are nice, and people will help you when you ask about anything. On my second trip Downtown, I took the Green Line train. I was confused on how to get to Columbia College, so I asked a white man to help me. “It’s your first time being downtown?” I said, “Yes [meaning taking the train downtown for the first time and by myself].” He walked me to the college at Wabash and Congress. Nashon Peace, 18, a senior at Al Raby High School, is another West Sider who has never been Downtown. “It’s a fact because most teens feel like they shouldn’t leave and they are scared to leave the West Side,” he said. “I don’t think it’s being a traveling problem. I feel like it’s the violence teens are accustomed to, and they don’t want to see bigger and better things. They don’t want to see themselves learn and don’t want to see themselves explore things in life.” Howard Sandifer, founder of West Chicago Community Music Center on the West Side, said: “For many of the kids on the West Side, like many of the kids on the South Side, travel is limited to their respective neighborhoods. Other than attending school and church, which most times are in their communities, and due to the danger of crossing gang boundaries and fear of racial attacks, it is safer to stay in areas where they feel safe.’’ Zennan Owens, football coach at Al Raby

Kenneth Gordon High School, believes it is a myth that West Siders don’t travel. “They assume urban youth don’t get out of their neighborhood to see more of the city,” he said. Christian Godfrey, 17, a junior at Al Raby High School, said: “It gives them an idea that it’s life and bigger things going on than in the ‘hood. They need to get out and see how good things could be if they make the right choices.’’ The difference between Downtown and the West Side is that people are mean on the West Side. For instance, one Sunday there were five fights and two shootings on the West Side. The homeless are treated better Downtown. People on the West Side will see a homeless man asking for change and ignore him or lie and say, “I don’t have it.” But Downtown they will give the man money or food. People on the West Side should try to find different friends from all across the city, not just on the West Side. I’ve learned how to speak more and how to ask more questions. I met a lot of different people, white and Hispanic. And I learned about different cultures [on our Columbia Links tours]. I learned that “We are more alike, my friends, than we are unalike,” as the late poet Maya Angelou said in her poem “Human Family.” Kenneth, a student at Al Raby High School, wrote this commentary as a participant in Columbia Links, a journalism skills and leadership program for Chicago teens and teachers. A play’s the way to spend an evening

love going to plays. Sadly, I don’t go as often as I would like. Yet when I do take in a play, the idea that an entire story or memoir of someone’s life can be told in 2½ hours by someone performing “live” is just shy of being a miracle. This past Saturday, I had the opportunity to attend the final preview performance of the Black Ensemble Theatre’s production, I am who I am (the story of Teddy Pendergrass). The last time I had the opportunity to see one of their productions, it took place at their previous location on North Beacon Street. After raising nearly $20 million to acquire and design their own theater, I was anxious to see the new location. It is a stunning edifice on North Clark Street, magnificent inside and out. For those who came of age in the 1970s and ’80s, Teddy Pendergrass was our sensual ideal. He was the poster child for “tall, dark and handsome.” His sexy songs, complemented by his sexy stage presence, gave black women our own idol that we could scream, faint and salivate over. Plus Teddy had a buff body, which he utilized to add to his appeal. I saw him in concert twice when I was younger. The first time was at an event at Soldier Field and then in the early 1980s at the Golf Mill Theatre. It’s no secret that Teddy Pendergrass was a ladies’ man. The play, which is based on his autobiography, Truly Blessed, managed to cover that point nicely. It is also no secret that Teddy was involved in a horrific car crash that left him paralyzed from the neck down. At the time of the accident, it was revealed that the person in the car with him

was a transgender female. The play managed to address that issue as well. There are two performers playing the role of Teddy Pendergrass. There is the young Teddy, performing with Harold Melvin and the Blue Notes, who was their featured performer. He later decides to strike out on his own while still maintaining a relationship with the writing team of Kenneth Gamble and Leon Huff, an award-winning team who produced 15 gold singles and 22 gold albums. If the Black Ensemble Theatre needs a new subject to create a play about, that writing duo would definitely be one whose story needs to be told. But I digress. The second actor plays Teddy as an older individual and as the one who spent 28 years in a wheelchair after the car accident. I really enjoyed how the play interacted with the audience. Each actor played their role to perfection and greeted us at the end of the performance. One of the things I noticed is that our young people were not out in force. I saw one young man, who was attending the play with his parents, and he appeared to be around 10 years old. I remember taking my son to see a play at Black Ensemble Theatre when he was around that age. Such exposure for our young people is a good and entertaining way of allowing them to see and enjoy live theater. The Teddy Pendergrass story will be playing at the theater until the end of this month. I highly recommend it. www.blackensembletheatre.org.

Affected by the property tax hike? Lighten that burden starting this week [By the City of Chicago] The City of Chicago Property Tax Rebate Program provides working- and middle-class families and seniors some property tax relief through a City-funded rebate. Mayor Rahm Emanuel and the Chicago City Council are implementing this rebate program to offset the property tax increase needed to fund the pensions of police officers and firefighters. The program is available to homeowners citywide, and it is easy to apply at any of the 26 neighborhood locations and at City Hall. The program includes a standard rebate for qualifying homeowners, a senior supplement for eligible senior homeowners, and an enhanced grant for homeowners experiencing significant hardship. If you are a Chicago homeowner with a household adjusted gross income (HAGI) of $75,000 or less earned in 2015 and the City portion of your most recent property tax bill (received in July 2016) increased from the previous year’s property tax bill (received in July 2015), you may be eligible for a rebate from the City of Chicago. Austin gun buy-back nets a few dozen firearms

Forty-six firearms were turned in at a local Austin church Saturday, part of the Chicago Police Department‘s 10-year gun turnin program to get weapons off the streets. Residents received a $100 gift card per-gun turned over or a $10 card for every replica brought to St. Martin de Porres Parish, 5112 W. Washington on Oct. 1. The firearms included four replicas, said Beth Ford, deputy director of the department’s community policing division. The program has netted more than 1,500 firearms this year from about a dozen turnin events citywide. Since the program’s launch in 2006, just over 30,000 guns have been turned in, including about 3,000 replicas and BB guns. In all, the department paid out $4,200 for real guns and $40 for fakes. Based on the department’s numbers, the city has distributed some $2 million in gift cards for actual guns

and about $30,000 for replicas. “Every gun we get off the street is potentially, one less person who gets shot and killed, and one less person who accidentally shoots themselves,” Ford said. Residents are allowed to turn in guns anonymously. One resident who did so told AustinTalks that she came traveled from the South Side after hearing about the event. The resident said she and her neighbors are active in getting people to get rid of their guns. “I tell them, ‘Just drop it off at the fire station, just take it there and get rid of it,” she said. A member and volunteer at her local church, she said there are just too many guns on the street now than ever before. “Where else are they going to take them?” she said of the CPD program. “This is so important because these guns are just flooding into our community. Where are they coming from?” Last year, Mayor Rahm Emanuel pledged $250,000 to local groups looking to host their own turn-in events that are approved by CPD. Saturday was the first time for St. Martin de Porres, said church pastor, Fr. Tom Walsh. Some residents are at first hesitant to come to such an event, Ford said. Some come inside first to take a look at what’s going on

Walsh said he’s heard similar concerns. “We’re trying to calm their fears, and we’re trying to establish ourselves too, that this is a place where people can come,” Walsh said. “There’s a lot of people who I’ve talked to who are nervous about this process – can this gun be traced back to me?” Residents are not asked to identify themselves or details about a firearm. They receive a number, which is called by one of the officers on the scene. Once a gun is taken and tagged with a number, residents receive

their gift card and are free to leave. Serial numbers are later checked to determine lost or stolen guns to be returned to an owner; the rest are destroyed. Any guns found to be involved in a crime can’t be traced back to an owner because of the program’s “no questions asked” policy, Ford said, adding that no one would ever turn in a gun otherwise. CPD also reserves the right to refuse a weapon, she said. This was due largely to suburban and Downstate gun owners looking to dump their old stock for cash at these events, Ford said, adding: “We want this to be a neighborhood event for people who actually live in the community.” The program collected 4,339 guns in its first year, according to a 2013 audit by the city’s Office of Inspector General. In 2012, between $600,00 and $800,000 was allocated for gift cards, with about a half-amillion dollars paid out that year from some 5,700 guns received. The total number of guns collected varied over the first six years, with about 6,700 received in 2007 but only 1,877 in 2009. School bus driver shot with high school students on board The 31-year-old victim suffered a graze wound, no students were hurt By MICHAEL ROMAIN Editor

A 31-year-old school bus driver is fortunate to be alive after a Sept. 30 shooting in the 4300 block of West Jackson in West Garfield Park. The shooting happened at around 5:33 p.m. According to reports, 32 juniors from Christ the King Jesuit College Prep, in addition to one chaperone, were on the bus at the time of the shooting. The students are participants in a corporate work study program and were coming back from jobs in the city, a statement released by the high school noted. Police told reporters last week that the shooter may have been targeting a passing car. A bullet struck a window on the bus, leaving the driver grazed on the left ear either by shards of glass or the bullet itself. He was rushed to Mount Sinai Hospital, where police said he was in good condition as of last week. No one else on the bus was hurt. Although the shooter hadn’t been identified by press time, police noted that they were reviewing several surveillance cameras in the area of the crime and searching for leads. Woodrow Wilson, who was in the area when the shooting happened, told Chicago Sun-Times reporters that he heard between 10 and 20 gunshots. “I took off down that alley,” Wilson said. “I didn’t know a bus driver got shot. That

could’ve been me.” “As always, the safety and well-being of our students is our primary concern,” noted Angela Gillespie, the director of Christ the King’s corporate work study program, in the statement. “Our thoughts and prayers are with the driver who has been taken to Mount Sinai Hospital. We recently learned the driver is in stable condition. The driver is not a CTK employee, but an employee of our contracted bus service.” Gillespie said that school administrators “followed our written crisis management plan and our students were exceptional throughout this incident.” Shawnetta Murry, a resident of the block where the shooting happened, told Fox 32 that she worries constantly about the violence. “You just live in constant fear, and we should not have to live in fear,” she said. “Every single day like they have no regards, they don’t care, bus full of kids like you said it’s broad daylight and you’re just shooting like there’s nobody out here, but they don’t care,” said Shawnetta Murry. Gillespie noted in her statement last week that the following Monday, administrators would be checking in with each student and a crisis team of counselors and social workers would speak with students. “Understandably, some students may choose to stay at school for the day to meet with counselors,” she noted. “We will delay our departure to work in order to ensure the health and well-being of our students. HIV MEDICATION Infections dropping from page 1 higher among African-Americans (57.6 per 100,000) and Hispanics (27.6 per 100,000) compared to whites (24.6 per 100,000). According to a CCHHS press release, patients don’t get PrEP just by asking for it. “To determine eligibility for PrEP, clinic staff assesses patients’ risk of contracting HIV, their overall health status and other factors, including their likelihood of adhering to a daily medication regimen,” it the release stated. “Patients who start PrEP receive counseling about medication adherence and reducing risk of infection for HIV and other sexually transmitted infections.” Before July 5, the PrEP clinic hours were only held during three afternoon sessions a month. Now, the clinic is open on weekdays, between 9 a.m. to 3 p.m. Austin Health Center, located at 4800 W. Chicago Ave., launched its own PrEP Clinic on Aug. 15. Thomas said that the clinic is open by appointment only Tuesday and Thursday from 10 a.m. to 5 p.m. However, walk-ins are available every second and fourth Tuesdays and Thursdays of the month 10 a.m. to 3 p.m. On Sept. 15, CCHHS launched another PrEP Clinic at its Dr. Jorge Prieto Health

LOWERING RISK: Cook County is making it easier for West Side residents to get pre-exposure prophylaxis, or PrEP, a vital medication that significantly reduces the risk of HIV infection. Clinic. It’s located at 2424 S Pulaski Rd, south of North Lawndale. Thomas said that its PrEP Clinic will he held on Monday and Wednesday, from 10:30 am to 6 pm, Thursday from 8:30 am to 4 pm and Friday from 11:30 am to 3:30 pm. Dr. David Schwartz, Chair of Infectious Diseases at CCHHS, said that the expanded PrEP clinic will go a long way toward reducing HIV infections in the community. “We’re committed to doing all we can to reduce new HIV infections, and PrEP is an integral part of that,” Schwartz said.

The CCHHS statement indicates that commercial insurance plans cover the costs of the pill. Thomas clarified that Medicaid and Medicaid expansion programs such as CountyCare cover it as well. If the patients are eligible for those programs, the CORE Center will help them apply. There is even a program for patients that can’t qualify for any insurance program at all. “The manufacturer’s assistance program (MAP) in question is from Gilead, the manufacturer [Truvada], “ Thomas said. “Patients are eligible for the MAP as

long as they remain uninsured and do not qualify for insurance through the Affordable Care Act. For instance, unnaturalized immigrants might fall into that category, because they are not eligible to get insurance through the law.” CORE Center, she said, helps such patients to apply. The center also lets the patients know if they’ve been approved. Thomas said that CCHHS has been working with a number of West Side and city-wide organizations to get the word out about the PrEP Clinics. “To get the word out about the program, we are collaborating with West Side partners, including Loretto Hospital, TaskForce Prevention, Enlace, Association House, Westside Health Authority, West Side Ministers Coalition and WHARP, “ she said. “[The] citywide partners include Chicago House, Chicago Black Gay Men’s Caucus, AIDS Foundation of Chicago, Making a Daily Effort (MADE) and Legal Council for Health Justice.” The grant will be enough to keep the clinics going until the end of 2019. But what will happen once the grant money runs out? “CCHHS will continue to look for funding support that will be available through other grantors,” Thomas said. “Also, CDPH will likely reapply for funding available from the CDC, since they will want to continue funding PrEP services if data indicates that HIV infection rates are decreasing with the implementation of this bio-medical intervention.” CONTACT: michael@austinweeklynews.com
