West Side residents are disproportionately burdened by pollution and environmental hazards that harm residents’ health, and are among those most heavily impacted by environmental issues when compared with

other Chicagoans, an environmental justice city report released in late summer showed.

Deadly conditions from page 1 hoods go to school or live closer to freight rail lines, brownfields and hazardous waste facilities than residents in other communities. They also live amid heavy transit, industrial corridors and fewer green spaces. All of that, combined with historic disinvestment in these neighborhoods, is taking a toll on residents’ health, experts said.

Often, these neighborhoods are also impacted by activities that benefit the city’s economy, such as distribution centers or asphalt or metal manufacturing facilities. At the same time, they bring higher volumes of heavy traffic to these areas or intensive industries that pollute the air and water.

People in these communities also tend to live in heat islands, or areas where heat feels more intense because of a lack of trees, heavy traffic and a high density of buildings and paved streets.

During extreme heat waves, like the one that hit Chicago Aug. 28, people in heat islands are at higher risk of heat-related illnesses than people living in cooler neighborhoods. When heat islands are compounded by the pollution, congestion and disinvestment of such communities, people’s risk for health problems or even death is increased.

three decades is heat,” said Raed Mansour, director of innovation at the Chicago Department of Public Health.

In this year’s report, called the Chicago Cumulative Impact Assessment, city officials didn’t just look at the environment in these neighborhoods; they measured how they combine with social and economic conditions that impact the health and quality of life of these communities.

These efforts areas the result of a yearslong push from environmental justice organizations and community members, as well as health officials, who recognize environmental conditions play a role in the life-expectancy gap between Black and white Chicagoans.

On average, Black Chicagoans live 8.8 years less than White Chicagoans, a city health report shows.

The city also considered people’s pre-existing health conditions, which may make them more vulnerable to pollution. Studies show that air pollution can trigger symptoms in people with asthma and reduce the heart’s ability to pump blood, increasing risks of heart attacks for people with heart failure.

children and people with disabilities – were also considered.

People living in areas disproportionately affected by environmental issues are also more vulnerable to the effects of extreme climate events.

With heat waves becoming more frequent in the future, these findings show why the city’s policies and plans must consider how much more vulnerable West Side communities are – and take action to build up their resiliency, Mansour said.

Environmental justice is achieved when everyone has the same degree of protections from environmental and health hazards, according to the Environmental Protection Agency. For years, community and environmental advocates have demanded the city considers the disproportionate impact of industries on Latino and Black communities on the South and West Sides.

This assessment is part of a multi-departmental city effort to implement policies and procedures that guide decisions in issues like zoning, land use, permits for new industries, transportation and public health.

The city’s report evaluated all 77 Chicago community areas, considering how environmental factors affect residents’ health and quality of life. That included environmental conditions and exposures, such as the presence of polluting sites and measures of air pollution. They did that because such measures affect people differently based on their socioeconomic status and health.

The city measured how all these factors combined affect Chicagoans using a method applied by a California environmental agency and data from Chicago’s 2020 report on air quality. Officials then calculated an environmental justice index for each community area in the city. The index includes 28 indicators, such as measures of air pollution, traffic volume, how close a community is to polluting sites and the percentage of people affected by illnesses like asthma or coronary heart disease, among others.

Areas in the West Side, along with the South Side, came in last, the report shows.

Former Obama campaign staffer running for Danny Davis’ seat Kouri Marshall said he’ll bring his political, nonprofit experience to the office

Kouri Marshall never held a political office before – but he’s still running on his record.

That record including work for President Barack Obama’s 2012 reelection campaign and work for former Cook County Commissioner Richard Boykin (1st) and Gov. J.B. Pritzker. Marshall also touted his work in the nonprofit sector. He serves as a director of state and local public policy for the

Chamber of Progress, a trade organization for technology companies.

Marshall officially announced a run for U.S. Rep. Danny Davis’ 7th District congressional seat in August, and he argued that the fact that he was able to raise $68,258.84 as of Sept. 30, more than most other candidates in the race, speaks to his viability as a candidate.

Marshall said that he plans to bring his political and professional experience to the office and to advocate for what have already been his priorities – to bring resources to poor and otherwise disadvantaged residents in both the city and suburban parts of the district, encourage technological innovation and advocate for issues affecting See KOURI on page 11

hilip Fairweather, an Air Force veteran turned inventor and entrepreneur, has dedicated his life to combating income disparities in communities of color. His brainchild, the Entrepreneurs Academy, is an educational institution that offers free courses in entrepreneurship, sustainable urban farming, mental health and wellness, and drone piloting.

Fairweather’s journey began in the United States Air Force, where he developed discipline, leadership skills, and a deep sense of duty to his fellow citizens. His military service exposed him to the harsh realities of income disparities and the struggles faced by marginalized communities. These experiences planted the seeds of his mission to make a difference and uplift those in need.

As a lifelong entrepreneur and inventor, Fairweather recognized the transformative potential of innovation and business acumen. He understood that entrepreneurship could provide a pathway to economic independence and empowerment. However, he also realized that many individuals from communities of color lacked the access to education, resources, and opportunities required to thrive as entrepreneurs.

In response to this critical need, Fairweather founded the Entrepreneurs Academy. Murals are coming to North Avenue

Work on the Oak Park side is underway and is expected to be complete in the summer

The North Avenue District and the Oak Park Area Arts Council are working to put up murals on both the Oak Park and Galewood sides of North Avenue.

However, the Oak Park plans are much fur-

ther along than the Galewood ones.

Adding street art has been a long-term goal for Judith Alexander, the chair of The North Avenue District, an organization that works to revitalize both the Oak Park and Galewood sides of the section of North Avenue between Harlem Avenue and Austin Boulevard. It is part of her broader vision to attract more

customers to North Avenue businesses and to encourage more people in general to patronize both sides. The North Art Bridge project also sponsored the painting of a window mural at the Code Ninjas Oak Park location at the west end of the corridor in 2021.

$103,000 in American Rescue Plan Act federal stimulus funding to paint some murals on the Oak Park side. On Nov. 2, the two organizations held a virtual meeting to get some ideas for what the murals would look like. OPAAC executive director Camille Wilson White said that they plan to choose the artists by mid-tolate winter, in time for the murals to go up in the summer of 2024, with the goal of finishing work by September.

The Galewood side will be trickier. Alexander said that she hopes that Ald. Chris Taliaferro (29th), whose ward includes Galewood, would use some money from his “aldermanic menu” funds. But Taliaferro uses the participatory budgeting process to give his constituents a say in how that money is used — and, even if the residents vote for the project, it may take years for the mural to come to fruition.

Under the aldermanic menu program, each Chicago ward gets $1.5 million a year for infrastructure projects. The aldermen have a broad discretion over how this money can be used. Taliaferro is one of several aldermen – and the only West Side one – to use the participatory budgeting process to help decide how the money is spent. All 29th Ward residents ages 16 and older can propose projects and vote on which projects would get funding.

Taliaferro could not be reached for comment by publication.

In recent years, both sides of North Avenue struggled to attract and retain businesses. The two sides split between the two different jurisdictions, and North Avenue itself is a state highway and under the Illinois Department of Transportation jurisdiction, all of which complicates efforts to improve the corridor.

In a 2021 interview, Alexander said that busy traffic and a shortage of good pedestrian crossings hinders the ability of Galewood and Oak Park residents to patronize each other’s businesses. T-NAD has been pushing for better crosswalks, sidewalk improvements, more landscaping and traffic calming measures. But she believes public art plays an important part in “turn[ing] North Avenue from a barrier to a bridge,” citing Wicker Park and Pilsen as examples of communities where street art has played roles in community revitalization.

he reality of the circle of life is that as we progress through the end part, priorities change. I, for one, used to be an active soldier in the movement to improve the lives of Black people.

And I’m still there as a standing member of the body when I feel like it. But I no longer want to be in the forefront. That fight and battle is for those younger than me.

Even thinking about the battle is tiring. I long for the carefree days of youth where the only priority is oneself. And I guess

that’s what I’m getting to in my old age. I am choosing Arlene over anything else.

I’m also choosing to enjoy the little things in life. For the first time in years, I decorated my house for Halloween. And even though the decorations were simple, it came out really nice and I hope the community enjoyed it. I really like the yard stakes made of corrugated plastic. They come in a variety of designs of pumpkins, scary cats, witches, headstones, etc.

After working on the Obama campaign, he served as the executive director of Democratic GAIN, a membership association for politically progressive professionals.

Hillary Clinton’s loss to Donald Trump in 2016 inspired him to work for the government. He worked as Boykin’s chief of staff, and served as a deputy director of executive appointments and agency personnel at Pritzker’s office throughout much of the pandemic. In between the two jobs, he co-founded ChiGivesBack, a nonprofit that organizes fundraisers for other charitable programs, including meal delivery for seniors and toy drives.

Marshall said that running for office was a logical extension of everything he’s already been doing.

“I thought — what was the next step for me, and I thought the next step for me is to elevate my community, and chase after the things I believe would make my community better,” he said. “I think, as member of Congress, I would be able to do even more.”

Marshall said that he respected Davis’ decades of service — but his campaign was about the future.

I think it’s time for the congressman to pass the torch,” he said. “There’s a strong

appetite for change, and if there had not been, I wouldn’t have put a hat in the ring.”

The 2022 primary election — which, in a heavily Democratic 7th District, tends to be tantamount to general election — saw Davis face his closest challenge in decades from Austin community activist Kina Collins.

That, Marshall said, is another sign that there was an opening for him. While he said that he appreciated that Collins “shattered a glass ceiling” for Black girls, he believed that he could reach the voters she hasn’t been able to.

Chicago city treasurer Melissa ConyearsErvin officially entered the race in midOctober after months of fundraising. She is currently facing allegations that she abused the power of her office – something she denied. Marshall said that since none of the allegations have been proven, he would leave it to voters to make up their own minds.

Marshall said that his major priority would be to support women’s health, whether it’s access to abortion and contraceptives or addressing the inequities in healthcare.

He said that since his wife became pregnant, he became especially passionate about addressing disparities in material morality rates. According to the Center for Disease Control and Prevention, Black women are more likely to die while pregnant and giving birth than white and Hispanic women.

“It’s alarming, to me, and that’s something where I want to advocate, not just my wife for all women [going through pregnancy and childbirth],” Marshall said. “I grew up with a strong mom, and I will say that once elected, I would be a fierce advocate for women, because my mom, my grandma and my aunts have been strong advocates for me.”

My daughter held her annual pumpkincarving event, and I created the cutest pumpkin in the world. And for one week it sat in front of my house, along with an uncut pumpkin, unbothered. However, the Saturday before Halloween when I went to put the light on, the decorated pumpkin was gone. Somebody took both pumpkins. I’m hoping whoever took them, enjoyed them!

I recently had an electrician add additional outdoor outlets to my house. I haven’t decorated for Christmas in ages.

But this year, I’m going to do it. I have tons of decorations to put out. One of the decorating ideas I have been admiring is the one that uses PVC pipe to create a sidewalk arch walkway. I’ve seen some neighborhoods where almost everyone did the same thing in front of their home.

They had the arch going from their prop-

erty, crossing over the city sidewalk, and then into the small parkway grass beside the curb.

Since I don’t have any city parkway in front of my house, I’m going to have to do my arches over the sidewalk leading to my front steps. If anybody is interested in doing it, there are numerous videos on YouTube that explain the process. The cost is pretty nominal, but it adds such a nice appeal to the neighborhood.

I’m also lining up a number of other winter indoor projects to keep me busy.

I’ve already completed the deep clean of my enclosed back porch, replacing some broken shutters with new ones and resealing the parquet floor. My electrician gave me a dedicated line so I can run my vintage rotisserie oven and microwave at the same time. No more blown circuits.

According to FEC filings, Collins raised $49,819.41 and Conyears-Ervin raised $383,000 as of Sept. 30, which, Marshall argued, bodes well for his campaign.

Some of these areas are in parts of the city that have been historically marginalized and have less trees, leading to higher air temperatures, Mansour said.

As other community groups pointed out, some of these sites also see high gun violence rates and are near vacant properties, showing how local economic, social and environmental conditions impact community members.

This Heat Watch program invited volunteers to measure air temperatures across the city. Volunteers equipped with heat sensors traveled 29 routes in the city in the morning, afternoon and evening of a very hot day in July.

One of the hundreds of the city identified as a “hot site,” included a city-owned vacant lot in Austin, at 4700 W. Huron St., one that is not only a daytime heat island with little tree coverage, but also on one of the most violent blocks, according to data submitted to the city’s Heat Watch program.

“Before we designed the routes to drive, we had to get a better understanding of where people perceive where in their neighborhood it’s either warm or hot or cool,” he said.

The data is yet to show it because it has not been published, but in they said that in their experience, these sites tend to feel hotter than other areas.

The information they collected will be used to create a heat island map. City officials will be able to use the map to identify areas where activating cooling shelters earlier in a heat wave could help better protect vulnerable popula-

“I would love to see one or two of these [ghost signs] restored,” she said.

“And I have checked – none of the businesses are still around. They have been

Vanessa Druckman is a marketing and communications manager for Wonder Works Children’s Museum, located on the Oak Park side of North Avenue. In 2018, T-NAD helped to get a mural put up on of its walls. Druckman said she was looking forward to seeing more murals at the corridor.

“My heart is filled with joy that all this beautiful art is coming to North Avenue this summer,” she said.

Tom Drebenstedt stood beside a mature tree on a recent Saturday morning. Surrounded by nearly 25 neighbors, Drebendstedt and certified arborist David Kusnierz walked down the 1800 block of North Nagle Avenue. On their way, they stopped at each of the trees on the sidewalk as Kuznier identified trees and evaluated their condition.

“Trees are like young children,” Kusnierz told families gathered there. “They need care.”

Drebendstedt is a tree ambassador in the Galewood neighborhood, where he has lived for more than 20 years. He organizes tree walks and recruits trees ambassadors in his neighborhoods as part of the Chicago Trees Initiative. The program brings residents, arborists, experts and local officials together to spread awareness of the importance of trees and increase the number of trees in areas with a lower tree canopy.

Drebendestedt and his neighbors have trained others on identifying parkways to see if there are spaces where new trees could be planted. Tree ambassadors also talk to homeowners to share why trees are important and how they can get a tree planted for free outside their home.

“One of the benefits, of course, is holding down the temperatures,” he said. Trees provide shade and in the winter time, they provide a barrier to break down the wind speed.”

Trees also absorb CO2 and enhance natural habitat for birds and insects. Their roots also help absorb water, reducing the risk of flooding. And, they “make the neighborhood look nicer and make people want to take a walk.”

“The majority of people say ‘Oh I can get a tree?’ And they go with it,” he said.

Since the spring, nearly Galewood’s tree ambassadors have planted about 60 trees in the area. They still occasionally hear some pushback from concerned homeowners who have the misconception that trees’ roots will damage the sidewalk, break the sewer system or create additional chores like raking leaves.

But the benefits for the community outweigh the work.

“With a more robust tree canopy, you have decreased violence, people drive slower, but it also improves social cohesion,” Mansour said. “It creates a sense of community belongness.”

“It draws you out of the home and it helps you walk -reducing obesity- but you’re also meeting your neighbor, and you build trust within that community and you feel like you belong there.”
