Business incubator planned for Garfield Park The Hatchery could break ground in 2017 if all goes according to plan By IGOR STUDENKOV Contributing Reporter

The plan to build a business incubator for restaurateurs, caterers and other food-related businesses on a vacant lot south of the Kedzie/Lake Green Line ‘L’ station cleared its first legal hurdle on Nov. 29 at a city zoning committee meeting, where a potential community benefits agreement for the project was discussed. The Hatchery is a joint project by the nonprofit Accion Chicago and the Industrial Council of Northwest Chicago. Once built, it would have kitchens of various sizes, as well as communal kitchens. As Mary Fran Riley, Accion’s senior vice president of external affairs, explained to this newspaper, this would allow entrepreneurs to launch their businesses while saving on start-up costs by taking advantage of the Hatchery’s equipment. In order to get the project off the ground, the lot would need to be rezoned to C1-3 Commercial and Manufacturing District. N. Lawndale industrial campus moving forward The project could create over 300 jobs says West Side alderman By IGOR STUDENKOV Contributing Reporter

The project that would establish an industrial and retail campus on a 21-acre lot near the Roosevelt Road/Kostner Avenue intersection is getting closer to reality.

The zoning change the developers requested cleared the Chicago City Council Committee on Zoning, Landmarks and Building Standards on Nov. 29. Ald. Michael Scott (24th) said that he expects the change to go before the full City Council sometime this month and for the development agreement to be voted on in January. Once that happens, there will be another round of public hearings to get further community input on what they would like to see on the site. The project, currently known as Clarius Park–Chicago Westside [sic] is a brainchild

of Clarius Partners LLC, a Chicago-based commercial and industrial developer. It would be built on a land that stretches between Roosevelt Road, Kostner Avenue, 5th Avenue and Kildare Avenue The north half of the lot will have three industrial buildings, and the south half will have three retail buildings. Bethany Stannard, 23, on dancing in Austin I talked to Bethany Stannard at the West Side Business Network’s annual holiday party on Dec. 1 at Columbus Park Refectory, 5701 W. Jackson St. The event, which is sponsored by Austin Weekly News, among other entities, featured numerous talents, including a praise dance group that was put together to exclusively perform at last Thursday’s event. Stannard talked about her passion for praise dancing and her connection to her hometown of Austin and the church that helped raise her. I’ve been dancing for 16 years at Rock of Our Salvation Evangelical Free Church, 118 N. Central. The first time I danced was at my church when I was about 7 or 8 years old. I danced with a few other girls and it just felt right. You know how sometimes things feel right and you know it in your soul? As my knowledge of God and my relationship with him deepened and grew, I recognized that this was his call on my life.

On living and growing up in Austin The West Side gives me a very unique perspective on the world, because I look at things differently than other Caucasians. I’ve seen families where grandmas are in a house with 18 grandkids. I’ve had people shot in my alley. I’ve seen it all, but I’ve also seen the resilience and strength of African Americans — their passion, their love of God, their pursuit to get the best out of life that they can get. I’ve seen parents work endless hours to get their kids that leg up. So when people say [bad] stuff about Austin, it hurts me personally, because I identify so closely with this place. All the struggles that African Americans feel — I feel them, too. My church is my other family. We’re a relatively mixed congregation, but it’s still predominantly African American. W. Side praise dance group debuts in Austin The debut, members say, could be the first of more performances to come By MICHAEL ROMAIN Editor

Bethany Stannard, 23, Liz Guerrero, 55, Ora Thompson, 30, and Iesha Polk, 27, had never danced together before their performance at the West Side Business Network’s annual holiday party, held Dec. 1 at the Columbus Park Refectory. The dance group was assembled just for this performance, which was choreographed and organized by Thompson’s mother. “It’s been awesome, we’ve had such a great time together,” said Polk. “It’s been nothing but good vibes.” Guerrero, an Oak Park fitness instructor, said she’s been dancing for 40 years now. “I think I took my first ballet class at 7 years old,” she said. “I’ve always been in and out of some kind of dance. I love anything that has to do with movement. I’m a physical person.” For Stennard, whose been dancing for nearly two decades, the art is a means to express her love for God. “As my knowledge of God and my relationship with him deepened and grew, I recognized that this was his call on my life,” said the Austin resident. For Thompson, dancing isn’t her only passion. She also loves cooking and just recently started her own catering business. While the group, like Thompson’s culinary ambitions, is relatively new terrain

Clarius Partners bought the land from the city. Under the terms of the sale, it set aside $1 million that it can offer as incentives to the companies that reach at least 50 percent local hires. Scott previously indicated that he was planning to use funds from the Roosevelt/Cicero TIF district, which includes the industrial campus site, to provide job-training.

Clarius Partners presented their plan at the 24th Ward community meeting in August and at a special community meeting in September. But since then, there hadn’t been many updates until now. During the Nov. 29 meeting, William Banks, the attorney for the company, laid out a plan that was largely identical to what was presented before. Scott told the committee that the project has his blessing “I am here to voice my unwavering support for this project,” the alderman said. “We’re in desperate need for those jobs. I think it’s something that’s a catalyst, a jump-start without the help of the federal government, making sure that the least of [residents] have the ability to move up.” The preliminary plans call for a grocery store to be included int the retail portion of Clarius Park. Scott emphasized that it is major priority for him. “We’re working to hopefully bring a grocer that’s disparately needed, because North

Lawndale is a food desert,” he said. Indeed, while there are some grocery stores just outside its borders, the community itself has no grocery store at all. As previously reported by Austin Weekly, Eats Groceries store considered moving in, but because the TIF district in the area they were looking at expired, they decided to pursue the former Moo & Oink space near the intersection of Madison Street and Cicero Avenue. Later that day, Scott held a regular community meeting at the Greater Open Door Baptist Church. Several residents asked him about the status of the project and the alderman offered more details. Scott said that he expects Clarius Park to bring in 380 permanent jobs, and reiterated that there is an incentive for prospective tenants to hire from the nearby zip codes. When asked what would happen if the tenants ignore the incentives, he replied that there was always a chance that this might happen, but that he would try to push them in that

direction. “There will be things along the way they would need my office for so if they don’t …,” Scott said. The alderman added that hiring local will be part of the development agreement. He also felt that chances are pretty good that the tenants would need to hire new people, because he didn’t believe that all of the positions will be “retention jobs,” or jobs carried over from their previous location. In the end, Scott argued that, whatever happens, the community will gain something. “If we pick up some jobs, it’s better than no jobs,” he said. Scott said that he expects the project to be approved in January. “Once the development agreement is passed, [Clarius] will do another round of community meetings [about] what kind of retail we want,” Scott said. A compromise solution for a broken voting system The debate has started again as to whether the US Constitution should be amended in order to change the presidential election process. Some promote eliminating the Electoral College in favor of a direct popular vote for president while others believe the Electoral College should remain unchanged. Just as compromise solved the initial problems of the framers so it is that compromise can solve this problem. The solution is to change the electoral votes to electoral points and reward each candidate a percentage of points based on the percentage of popular votes received in each state. This would eliminate the “winner take all” system, thus allowing for all the votes to count. A voter is more apt to believe their vote counted when a percentage of popular

votes are taken into account rather than the “all or nothing” system currently in existence. Further, this new system would integrate the desire for a popular vote for president with the need for the individual states to determine who actually gets elected. As for political primaries, the number of delegates awarded in each state should be determined by the percentage of votes won by each candidate. For 2016, multiplying the percentage of votes each candidate received in each state times the number of electoral votes in each state results in the following: Clinton 256.985 and Trump 253.482.

Nonprofit puts school choice into parents’ hands

Kids First steers parents, students through the city’s complex school selection process By LEE EDWARDS Contributing Reporter

For many Chicago parents, deciding which school best fits their children’s academic path begins with elementary and high school instead of post-secondary options. Enter Kids First Chicago, a nonprofit that offers families consultation on how to find the best educational options for their children. Jade Jenkins, a native of Los Angeles, joined Kid First’s as a community organizer after teaching sixth grade literacy and English & Language Arts and eighth grade humanities and English & Language Arts at KIPP Create College Prep in Austin for three years. She likened Chicago Public School’s school enrollment to the process she undertook applying for colleges for her undergraduate degree — and one that she said parents and families simply don’t have adequate enough time to pursue in detail. “We feel that the system of choice in Chicago needs to be reformed and make sure that students have streamlined information to make the best situation for their education,” said Jenkins, on Kids First’s mission. “Every school has its own application process, timeline, and more so for parents from Austin and in neighborhoods where parents are working long hours it’s hard for parents to access this information,” she said. The nonprofit considers a child’s environment, structure, curriculum, extracurricular activities, preference, and more during face-to-face consultations with parents. Currently, workshops are being offered to parents free of charge. Kids First operates throughout the school

year, according to Jenkins. Students of all socio-emotional and intellectual development levels are eligible for assistance from the nonprofit. Kids First consultants contact schools directly to learn how many students with intellectual development needs are being serviced and to learn how many special education teachers are on staff. Jenkins added that the nonprofit helps facilitate school visits for parents to assess a given school’s capacity to serve their child. She noted that while CPS is aware of KF’s activities there is not an active partnership. Michelle Scott, a mother two, first learned of Kids First through her daughter’s neighborhood school. She admitted to being initially skeptical of the nonprofit, because she had already decided where she wanted her daughter, Natalie Anderson, to attend school. But after meeting with Kids First representative she came away with a new perspective. “They were knowledgeable about schools in Chicago, especially in the Austin area,” said Scott. “I left with 20 schools on my list to apply for my daughter. Some of the schools I never heard of, didn’t know they existed, [but] they were less than 15 minute drive. So, I was very confident when I left there that the schools that I chose would be a perfect for her.” Scott said with Kids First’s assistance she evaluated schools by their teacher-to-student ratio, rate of violence and other factors. Already, Scott has forwarded Jenkin’s contact information to other parents looking for school enrollment assistance. “Selecting a school is very, very stressful on top of everything else because you have more than one option; you don’t have to go to the school down the street,” said Scott. “It’s almost like picking a college for your kid and you want to be sure that whatever school you put them in they grow as well as if your kid is going to learn.” To learn more about Kids First, visit http://www.kidsfirstchicago.org/. No matter who is president, we must define our future

E

ver since Donald Trump became President-Elect, social media has been in a frenzy, especially if those people who are posting had been ardent Hillary Clinton supporters. Reading some of the commentaries that certain folks wrote, one would think Trump’s election was the repeal of the 13th Amendment re-establishing slavery and involuntary servitude. Immediately after the announcement was made that Trump was winning more states, and thus Electoral College votes, many has-been and wannabe political pundits began spewing their diatribes. From thoughts of how to make the Electoral College vote for Hillary instead (and who knows what will happen on Dec. 19 when the electors meets to cast their votes?) to blaming Trump for everything that happens, the vitriol that was being displayed was probably akin to what some people felt when Barack Obama was first elected president. The amazing thing is that the same people who posted the “respect the office” when Obama won all of a sudden didn’t feel that those words applied because of their dislike for the outcome of this current election. I know that many will respond that Hillary Clinton won the popular vote. But I give kudos to the framers of the Constitution who gave voters in lesser populated states as much of a say as to who becomes president as those who live in highly populated states. Yes, the framers’ decision to count the slaves in the South gave those Southern states more meat in the game so that the more populated North wouldn’t dominate the elections the same way that states like New York and California with high populations aren’t allowed to dominate elections now. While the bitterness over the outcome of

the election is slowly starting to dissipate, I am not seeing many who are planning for what and how we will make a Trump Administration work for black people. Rev. Al Sharpton and his National Action Network is planning a “We Shall Not Be Moved March and Rally” on Saturday, Jan. 14 in Washington, DC. As Obama will still be president and Trump doesn’t get inaugurated until the 20th of the month, it is unclear if the march is in keeping with celebrating the Dr. King holiday or what. What I do know is that the recent announcement that the unemployment rate is alleged to be at 4.6% is a fallacy, especially when it comes to inner-city communities and black people. That number is akin to the kind of accounting that Hollywood made popular where a movie can earn millions at the box office while on paper it is a complete loss. If there is one thing I want and will work for now, it’s to reverse the trend of unemployment in the black neighborhoods. The ongoing surge of violence is testament to the criminal mindset of a certain segment of the black community that chooses illegal actions over legitimate ones and money is always at the root of it. No one knows or can predict the future with 100 percent accuracy. But it doesn’t take a psychic to see and know that with each new presidential administration, we have the opportunity to define our future. The question is will we do it or spend the next 4-8 years lamenting? Or will we get off our butts and get out and go do? We’ve been on a romanticized lull over the past eight years as we watched the first black president swagger his way through it. But his time is coming to an end and our reality is nowhere near the dream state we have been in.

Community stakeholders joined with former NFL players to launch the “Touchdown Score: Keeping Our Communities Safe & Clean Campaign,” an anti-violence and mentoring initiative geared toward young men ages 15 to 20. One of the group’s first actions was to clean up Hubbard Park, 4942-58 W. Hubbard St., last month. The roughly four-hour clean-up included raking and bagging leaves, picking up broken glass and other beautification efforts. Austin native Garrett Wolfe, a former Chicago Bears running back, was one of three former NFL players to lead the campaign. Wolfe was joined by Corey Mays, a Chicago native who played linebacker for four years for various teams and Rashied Davis, a former Chicago Bears wide receiver. Wolfe recalled his developmental years growing up in Austin as his reason for coming back to lend a hand. “I grew up in the Austin neighborhood, so the Austin community has always meant a lot to me, because it helped to give me the foundation for the many successes that I’ve endured in life,” said Wolfe. “This community has always meant a lot to me.” Ald. Emma Mitts (37th), who participated in the clean-up, said it’s necessary for star athletes to take an active role in aiding the community. “As I talked to [the players and heard their stories, they want to give back, they don’t want to hear all of this happening where they grew up,” said Mitts. “I’m excited about it because I think it’ll show that we’re all together,” she said. “We need to keep our neighborhood clean, our parks clean, and let the people around here know what they’re doing is not right. For groups to come out and do something like this it shows a presence in the neighborhood for those who are afraid to come out.” The Institute of Nonviolence Chicago, who was a partner in the event, enlisted their amateur chefs to provide grilled hotdogs, chips and water for volunteers. INC Program Manager Marilyn Pitchfork said the clean-up is one of many events taking place in Austin to make the community a safer place. She said these sorts of efforts will increase the appreciation for the community. “We’re bringing the guys out here to take

ownership of what’s going in the community with a clean-up,” said Pitchfork. Colin Longworth, director of Home Team Closet, a nonprofit started by former NFL star D.J. Williams, hoped similar community-focused events will encourage other former professional athletes and neighborhood residents to do their part to help. Home Team Closet gives players the opportunity to donate clothing to individuals in underserved communities. “In talking with Ald. Mitts, I think this kind of the first step in trying to curb that violence,” said Longwood. “When you’re proud of where you live and where you come from, it emboldens people to want to do better. Hopefully, we can start there.” Longworth anticipates future sponsorship from Skoozi, a new, Chicago-based informational app that will provide more aid to tar-

The Hatchery’s official website also mentions food storage facilities and meeting spaces. Riley also said that Accion Chicago is planning to move its own offices, which are currently located downtown, into the new building. During the Nov. 29 Zoning Committee meeting, Mike Tomas, CPCC’s Executive Director, told the aldermen that they are working on a community benefit agreement with the organizations behind the Hatchery. Among things they are hoping to get is the year-round space for the community market, training programs for local entrepreneurs and a community advisory board. Riley told the Weekly that they are already working to provide job opportunities for locals. “We already providing training for residents in food handling, so when the Hatchery is open, they are ready to take jobs at the Hatchery,” she said. Accion Chicago is currently working to raise money to get the project off the ground and they are reaching out to potential tenants. Since June 2016, they have been holding a series of workshops dealing with various aspects of creating a successful food and beverage business, including advertising, accounting, networking and legal requirements. While there aren’t any workshops currently scheduled for December, Riley insisted that more would be scheduled in the future. Both she and Taylor said that there would be community outreach as the project gets closer to groundbreaking. “We want to make sure we do this right, and that [the East Garfield Park] community is engaged is close as possible,” Riley said.
