In W. Garfield Park, TIF funds available for home repairs
The program funds critical exterior repairs and some life-saving interior repairs By IGOR STUDENKOV Contributing Reporter
Homeowners in portions of most of the south half of West Garfield Park can now benefit from a program that’s been available to residents of nearby sections of East Garfield Park and North Lawndale for years. Late last year, the City Council approved the expansion of the Midwest Tax Increment Financing District. As the result, residents of West Garfield Park will, for the first time, benefit from the Tax Increment Finance Neighborhood Improvement Program (or TIF-NIP). Home owners will be able to apply for TIF funding to fix up their homes. Although the program mostly funds exterior repairs, it can be used for interior repairs if there is life-threatening damage. Homeowners have until Jan. 17, 2017 to apply. To help spread the word, aldermen of those wards that fall within the Midwest TIF organized community meetings. Despite interest in the program, there was also some apprehension. One resident in particular spoke out against the organization that runs the program, alleging that homes that get inspected wind up in housing court. When a TIF is created, the amount of tax revenue that gets collected from it is frozen. If the taxes go up, the extra revenue instead goes into a TIF fund. This funding is then meant to be used to encourage development. The Midwest TIF was originally created in 2000 and it included significant portions of East Garfield Park and North Lawndale. In response to a request from Mt. Sinai Hospital, the city moved the expanded TIF to include most of the lots between Madison Avenue, Hamlin Boulevard, Laramie Avenue and the Eisenhower Expressway. The City Council gave its final approval on Dec. 9, 2015. The TIF-NIP program has been around since 1999 and is run by the Chicago Department of Planning and Development and the Neighborhood Housing Services, a Wicker Park-based nonprofit organization that works to help Chicagoans buy, maintain and keep their homes. There are currently 25 TIFs throughout Chicago that have the program. According to Darris Shaw, NHS’ Director of Construction Services, and Destiny Ed-
monds, the organization’s loan specialist, the grants are available to owners of singlefamily and multi-unit homes, so long as they live in the building and the building is located within the Midwest TIF. Homeowners must be able to show proof of household income and they must have property insurance. Any debt the applicant owes to the City of Chicago must be paid off before they get the grant. If the building ever got a grant through the program, it can’t get another one — not even if the building had since changed owners. The grants come in multiple levels. There is the basic grant, which can be no more than $12,500 for a single-family home, no more than 417,500 for a 2-flat, no more than $20,000 for a three-flat and no more than $22,500 for a four-flat. Applicants can also get extra money if they are looking to insulate the building and install energy-efficient boilers or furnaces, which can increase the grant up to $16,850 for single-family homes, up to $22,400 for two-flats, up to $25,500 for three-flats and up to $30,500 for four-flats. For the most part, the grants can only be used for exterior repairs. Up to 30 percent of the grant can be used for interior repairs if the building conditions deteriorated to the point where it’s not livable. And even then, the owner must be able to show that they can cover whatever costs the grant doesn’t cover out of their own pocket or by getting a loan. Either way, NHS inspects the house before it issues a grant. Shaw emphasized that the grant isn’t a blank check. “We will not take a small porch and build a nice party deck,” he said. “If you have a porch that’s not up to code, we’ll get it rebuilt so it’s up to code.” Shaw also explained that, when they get the grant, home owners must use handymen who are licensed by the City of Chicago and carry liability insurance. Edmonds emphasized that all applicants will be considered. “It’s not first-come, first-serve,” she said. “We pay until we get zero [in TIF-NIP funding].” If the program runs out of TIF funds and there are still eligible applicants, they would be put on a waiting list until the funds become available. The order in which they get funds will be decided by lottery. Applications must be either turned in or faxed to any of NHS offices. The closest office to West Garfield Park is located on the fourth floor of Homan Square’s Nichols Tower, 906 S. Homan. For most of its existence, the gray building at 1922 S. Avers Avenue hasn’t been that much different from the surrounding twoflats on a quiet residential block between 19th Street and Ogden Avenue. But, in a few months, it will become something its neighbors have never seen before. The North Lawndale College Prep school has teamed up with the Night Ministry and Empowered to Succeed nonprofit groups to convert the building into co-ed transitional housing for homeless students. It will be able to house up to eight students at a time and the Ministry staff will be on site to help them. The students will be able to bring their children, but the facility won’t have more than three children in total. Before the project could get off the ground, it had to be cleared with the Chicago Zoning Board of Appeals. The board approved the project in November. John Horan, the president of NLCP, explained to the zoning board that student homelessness has been a recurring issue at his school. Some of those teens were homeless in the sense most people understood, while others spent the nights at friends and relatives, but didn’t have a home to call their own. “We figured out early on that between 5 percent and 8 percent [or 50 to 70] of our students, at any given time, were unstably housed, in dangerous position or straight-up homeless,” Horan said. “We figured out pretty early on we needed systemic outreach to those kids.” Most of those students, Horan said, are from either Austin or North Lawndale. The lack of stable housing hurts those students’ ability to do well academically. After all, Horan said, it was hard to concentrate on studying when they had to worry about where they were going to sleep. At first, Horan said that he simply asked teachers to take students in. While that approach worked initially, it became clear that it wasn’t sustainable. NLCP is part of the North Lawndale Kingship Initiative, a partnership between West Loop’s St. Patrick’s Roman Catholic Church and a number of North Lawndale institutions and community organizations. Horan reached out to Old St. Patrick’s for help. The church established Empowered to Succeed, a non-profit specifically designed to address youth housing instability in the community. It wound up buying the house at Avers Avenue. The Night Ministry is a Ravenswood-based nonprofit that has been helping the homeless

As Horan explained to the zoning board, Night Ministry had the experience to help his students, so partnering with them was a natural choice. He told the board that he hopes that this project would be the first step in addressing youth homelessness in North Lawndale. “We start with NLCP and based on what we learn, we’ll see if we can expand to other schools,” Horan said. “We hope we’ll have100 more kids and start 10 more of those [facilities].” While the Avers Avenue house will be the first project of its kind of this particular group of organizations, it won’t be unique to North Lawndale. Project Fierce Chicago is currently working to turn another residential building into transitional housing facility for LGBTQ youth. According to the organization’s Facebook page, they are currently raising money for the interior remodeling. Paul Hamann, the Night Ministry’s president and CEO, told the board that his organization did extensive outreach in the community for the past 14 months “We attended a lot of community events, hosted community events, barbecues and pizza nights,” he said, adding that they went door-to-door and talked to North Lawndale elected officials and church leaders. Jennie Merritt, who will run the facility’s day-to-day operation, said that the outreach will continue once it opens. “Continue my position as the community liaison,” she said. “We want a full-time person to continue engaging with the community.” Hamann said that the facility could open by March 2017, but added that the opening could be later. term currently is bandied about by folks whenever anything happens that is not to their liking. The more freely the term is used, the more it becomes meaningless. It is a subject for deeper analysis and one in which we should be engaged all the time. I said the time was ripe for State Attorney Anita Alvarez to go. The voters used our version of “term limits” to end her reign. Goodbye and good riddance. I have gone to more funerals this year than in my entire life up to this point. Losing those we love hurts. Losing them to sickness is painful. Losing them to old age is expected. Losing young people to gun violence is a situation we need to cure from within our own households, blocks, and neighborhoods. Every year, St. Sabina hosts a speaker series. This year I got to hear from Jim Brown and he was fabulous. His message then and today still rings clear. As a community and as a people, we need to address the symptoms of our problems and not the excuses! Making excuses is the American way. Illinois ended the death penalty but the criminal element that lives, walks and breathes among us continues daily. The 13th Amendment still allows slavery as punishment for a crime and those whose criminal activity would make them eligible for “life in prison” should be sentenced to “enslavement!” I wonder if our criminals, including those whose job it is to enforce the law, would be so quick to commit carnage if they knew they could be “enslaved”? Lastly … a black woman did not write The Matrix or win a billion-dollar lawsuit. The story of Sophia Stewart’s allegations flairs up, and then disappears, every couple of years. In the meantime after having done extensive research on the issue, I can attest that it’s a lie, it didn’t happen and hopefully we can put that rumor to rest. More year in review next week.

an you believe 2016 is almost over? If time went this fast when I was growing up, I could have made it through all 12 years of schooling in a single year (LOL)! I started off this year attending a meeting regarding HB 4356, sponsored by state reps LaShawn Ford (8th) and Mary Flowers (31st), to allow the recall of the mayor of Chicago. The bill is “stalled” in the Rules Committee and is an issue I will take on sometime in 2017. In truth, every election is an opportunity to recall any elected official if people take seriously the need to vote. I am still working around my house doing maintenance projects. I have the best handyman in Austin and his ability to fix/ help with my projects has been a blessing — along with his reasonable prices. African Americans are underrepresented on the CPD. Every time a new police exam is offered, blacks should be first in line to take the test to get a job that pays well and can give us officers who understand black culture, and especially black language. We cannot change the culture of the CPD by sitting on the sidelines. As always, Black History Month leads to lots of knowledge and misinformation. When all is said and done, it is up to each adult to take the time to learn black history and share it with the younger generation. I became enamored of Spanish-language telenovelas (mini-series), in spite of subtitles. I highly recommend that people watch Celia, about the life of singer Celia Cruz. To see a love story featuring a black person that goes on for 70-something episodes is heartwarming. And if you watched Narcos, the mini-series about Pablo Escobar, El Patron Del Mal, you would find aspects of his notorious career eye-opening and a wonderful addendum to what one learned watching the American-based series. This past year, I asked the question, “What is racism? What is racist?” That

winter is yucky and annoying. And they all enthusiastically second my proclamation that all people affected by anything lower than 40-degree weather should be awarded beach houses, just for the winter, of course. For some people, however, deprivation of sunlight and warmth is far more impactful than transforming into a whiner or conjuring up dreams of beach houses. Seasonal Affective Disorder, or SAD, is not a fleeting feeling, and it’s not just the tendency to want to eat a little more or stay under the covers a little longer. People who suffer from SAD have a change in overall mood, lose interest in things they used to enjoy and have trouble concentrating. Loss of sunlight resulting in disruption of the body’s biological rhythm might be to blame. Sometimes, people I’ve met who suffer from SAD minimize their symptoms. They think it’s silly that they’re having a hard time adapting to the change in seasons. But it’s not their fault. It’s depression, something that should never be ignored or minimized. Good news is there are treatments, including natural ones like light therapy, exercise programs and nutrition options. Even though there are some winter enthusiasts out there, I believe many of us are on some spectrum of being annoyed with cold weather to becoming depressed by it. If you’re seeing a pattern of mood symptoms returning every year, it may be time to speak to a therapist. Winter is hard and we don’t have to pretend it’s not. Believe me, I’ve tried. Honoring our military
here would we be as a country and society without our military members? Throughout this year, I have had the pleasure to share many special experiences with various members of the military in Illinois, along with their families. The perspective I have gained during these ceremonies will last a lifetime. I was able to learn more about our men and women in uniform, and more about the real sacrifices each member offers up in defending our freedoms. I have had the honor to hear many stories about all of the personal sacrifices they have given for our country. Many of our service members are wellcamouflaged in our civilian ranks as fulltime students, police officers, professionals, regular workers, newlyweds and parents. To hear their personal sacrifices to serve our country at a moment’s notice has been nothing but remarkable. ‘Service before self ’ is a motto that I heard often during my time spent with our men and women in uniform. This not just a slogan that military members have to remember for the sake of having a motto. ‘Service before self ’ is a value practiced every single day of their lives. We also need to honor the family members of our service members. The family is the backbone of the soldier’s health and resiliency. Families also sacrifice by understanding and supporting the military member when our country calls. They also have to share the value of ‘service before self ’. Family members are keys to ensure our soldiers stays mentally resilient to accomplish the mission at hand. Military families are, in a sense, helping to give back to our country in a very positive manner by also accepting the value
of ‘service before self ’. I was humbly honored to recently present an achievement award to an outgoing commander for the 108th Sustainment Brigade in Chicago. The young captain shared with me that he had taken a job in D.C during the middle of his command, and he continues to live in D.C. Even though he lives in another part of the country, he continues to fly or drive back to Chicago every month, and has for several months, to fulfill his military duties as commander. I believe this type of commitment and selfless service was undoubtedly instilled through his military service. I think we all should encourage more men and women to consider serving in our armed services. The professionalism and skills learned in the armed services cannot be obtained anywhere else. Service in the military offers so much more than just the professional and leadership skills and a certain presence that is often sought out by employers. Service in the military offers the opportunity to gain a college education free of charge. Illinois, I am proud to say, is one of only a few states that offers 100 percent college tuition at any public college for those in the armed services. Aside from reliable income, a serviceman or -woman can share the honor to wear the United States military uniform, with the pride of giving back to one’s country.
