Karen Mansfield, a retired labor attorney, had never taken an art class before stepping inside of Austin native Jesse Howard’s drawing class at the Oak Park Art League several years ago.

“I had absolutely no talent and I really had to push myself, but it’s something I wanted to conquer,” Mansfield said. “And I stuck with it. It’s a challenge.”

The fruit of Mansfield’s artistic labor, along with the work of several other advanced students who have taken Howard’s class over the years, is on display in “Mark Making With Piccolo,” an exhibition that runs through Jan. 7 in the second-floor Main Gallery at the Oak Park Public Library, 834 Lake St.

Mansfield described one of her pieces, a playful drawing of Democratic Vermont Senator and for mer presidential candidate Bernie Sanders at the 2021 inauguration of President Joe Biden. The famous photo graph of Sanders “sitting masked, cross-le gged and bundled up in a bulky coat and mittens against the frigid weather,” according to a Washington Post description, turned into a popular meme.

made,’” Foxx said. “People seem to believe that every time an incident occurs, there’s an arrest, and it then comes to our office.”

Foxx said her office does not investigate crimes once they occur; instead, they only get involved once police officers make an arrest on a felony charge A felony is a crime for which someone can be sentenced to more than a year in prison.

The State’s Attor ney’s office then must review if there’s enough evidence to charge someone with a felony crime. The State’s Attor ney’s Felony Review Unit is responsible for reviewing and initiating felony cases. Law enforcement can only directly file felony narcotics cases, Foxx said.

Foxx said the work involved in tur ning a felony arrest into a felony case that ultimately results in charges and sentencing is not as easy as it may seem on TV crime shows like “Law and Order.”

“That is not how it goes,” she said. “It is not as easy as one might think Our job in the Felony Review Unit is to look at evidence brought to us and make a deter mination whether we have enough evidence to substantiate bringing charges where we believe we’d get a likelihood of conviction — not a guarantee of conviction because there is no guarantee of conviction — but can we meet our burden?”

Still, Foxx said, contrary to speculation about her office being lax on crime and criminals, the overwhelming majority of felony arrests are approved by the Felony Review Unit.

According to the State’s Attor ney’s Felony Dashboard, of the 7,787 cases presented to the Felony Review Unit for initiation in 2022, 5,349 were approved, 857 were rejected and 633 were continued for investigation.

“When we reject a case, it is not because of some theory we have that we want people to go out and har m folks,” Foxx said. “We want to charge cases where they’re appropriate and for the most part, we do.”

Foxx also cleared up misconceptions about her office’s authority in detaining suspects. She said judges have that authority, not the State’s Attor ney’s office.

“A judge makes a deter mination as to whether or not someone is held in custody or not,” she said. “Now listen here. Do you know how many times I have heard, ‘Kim Foxx has let people out of jail’? I don’t have the power to let anyone out of jail. That is not a deter mination that the State’s Attor ney’s office makes.”

Effective Jan. 1, Illinois will be the first state in the nation to completely eliminate cash bail. Foxx said she supports the measure.

“I am supportive of bail reform,” she said. “But just because I am supportive of bail reform does not magically empower me to let people out of jail The system right now allows for you to be charged with a violent offense and write a check to go home. I find that fundamentally problematic.”

Foxx said the current bail system allows violent offenders who can afford to post bail to go free while low-level, nonviolent offenders who can’t afford bail must languish in jail.

“There was a man who stole a $300 pair of Jordans back in 2016 who had a $1,000 bond,” Foxx recalled. “He didn’t have it. So he sits there pre-trial; he is not yet found guilty He spent more time waiting for his day in court in jail than the sentence he got afterward. Make it make sense.”

Foxx said Illinois currently has the lowest thresholds for felony shoplifting in the country. In Wisconsin, the threshold is $2,000 worth of merchandise stolen and in Indiana it’s $750. In Illinois, however, it’s $300.

“I’m not condoning stealing but something is fundamentally wrong [when] our prosecutors are spending more time going after shoplifting than after guns,” she said, adding that 2016 was “the bloodiest year since 1999,” with “somewhere around 900” homicides in Cook County, the second-largest county in the country.

“The number one referred prosecution to our office Felony Review Unit wasn’t guns or murder — it was shoplifting,” Foxx said. “Seventy percent of the people in our jail in 2016 were there for nonviolent offenses they couldn’t afford their bond.”

When bail reform takes effect on Jan. 1, Foxx said, if “you’re charged with murder or a violent offense, you can’t write a check and get out. We now have to say you have to be held. There is no amount of money you can post to get out. You are a danger to the public and your danger won’t go away just because somebody said to give me $1 million. That’s what’s changing.”

Pivoting to the issue of electronic monitoring, Foxx

said that her office is not responsible for putting people on electronic monitoring devices; judges have that responsibility.

“With the rise of violent crime, people have been given bail amounts for having a gun or having shot a gun, and they’re able to pay that amount,” she said. “So what judges have done is say, ‘If they’re going to get out, I want to put a bracelet on their ankle.’ So we see this large population of people on electronic monitoring because we have a system in place right now for some folks we could not detain in jail These are complicated things [and] I think we have a moral responsibility in law enforcement to tell the truth.”

Foxx also said she’s not anti-police, contrary to what some people may claim. She said her office relies on police officers to be credible to secure convictions.

“Why would it behoove me to tear you down? Make it make sense The reason I talk about those officers who have defiled the badge These are officers whom the courts have said are not credible. I don’t just randomly [pick on officers]

This year, one West Side alder man r esigned another failed to be elected judg e. Ald. Michael Scott (24th) r esigned on May 24 to take a job as a director of industry and c ommunity r elations at Cinespace Chicago studio, wh ich is located in his ward. He was subsequentl y a ppointed to the Chicago Board of Education.

Nineteen c andidates a pplied to fil l Scott’s seat. Mayo r Lori Lightfoot eventually a ppointed his sister, Moniqu e Scott. S he is r unning to ke ep her sea t against seven c andidates, most of whom r an ag ainst Michael Scott in the past. Ald. Chris Taliafer ro (29th) r an for C ook C ounty Circuit C our t Ju dge in the 11th Subcircuit, wh ich includes Galewood and other par ts of Austin nor th of No rt h Avenue, the Chicago neighborhood s fur ther nor th, the entirety of Oak Pa rk and about half of Proviso Townshi p, and po rt i ons of seve r al nor thwester n suburbs. But he lost the Democrati c primary to a ttor ney Aileen Bhandari, who headed the C ommunity Justice C enter West and previously r an fo r an at-lar ge Circuit C our t seat. Whil e Taliafer ro did well in the city, Bhandar i led in the suburbs Wi th no Re publican or inde p endent c andidates r unning , Bhandari won by default.

Invest S outh/West, Mayo r Lightfoot’s p ush to steer investment toward vacant, usually city-owned proper ties on the S outh and West side s, is pr ogr essing .

In Nor th Lawndale, the city a ppr oved E ast La ke Management Co rp oratio n’s and Grace Memoria l C hurch ’s plans to build a sixstor y, mixed-use development on the underutilized 10th District p olice station, 3201-3423 W. Ogden Ave. Dubbed Grac e Manor, the project will include r etai l on the gr ound f loor and 65 apar tments af fordable to tenants ear ning 60% of the Area Median Income for the Chicagoland re gion.

Fur ther west, the city a ppr oved Related Mi dwest’s and 548 Development’s p lans for the long-vacant land b etween Roosevelt Road, Kostner Avenue, 5th Avenue and Kildare Avenue — b est known for i ts r ole in the Sil ve r Sh ovel anti-co rr uption FBI investi ga tion. Th e developers ag r eed to build an industria l c omplex housing freight, distribution and c old storage tenants T he p lan will also include a c ommunity i nnovation c enter, a r ooftop solar fa rm and a pa rk T he project is projected to create 700 per manent and temporary jobs and of fer wo rk force training pr ogr ams and b usiness incubation spac e.

T he city also announced that it ’s looking for developers for the vacant lots around the Ke dzie/La ke Green Line ‘L’ station in E ast Garfield Pa rk and the site of the West Garfield Pa rk Aldi location, wh ich was shut down in October 2021. T he city is c onsidering p otential development teams for the for mer, bu t the process is still fairly early for the latter.

This year also saw some u pdates and some incremental pr ogr ess on Austin developments that have b een in the wo rks for year s. Westside Health Authority and Austin C oming To g ether c oalition unve i led the p lan to transfor m the for mer E mmet E lementary School, 5500-5536 W. Madison St. i nto Aspir e C enter, a wo rk p lace training and c ommunity service hub While the

c enter is n’ t expected to open until 2024 at the earliest, on Dec. 3, the org anization unve i led the POPfit outdoor fitness spac e at the cor ner of the school’s for mer pa rk ing lot.

T he p lans for the long-awaited redevelopment of the for mer S ear s location at the nor theast cor ner of Nor th and Harlem avenues c hanged again. Nov ak re presentatives said tha t a medical tenant would only o ccupy the nor ther n half of the west lot and tha t they are still i nterested in p utting r etai l on the south half T hey have not r uled out the gr ocery stor e.

T he new p lans require city a ppr ov al, b ut Nov ak hopes to have the medical c enter po rt i on built by 2024.

Business and Financing

Last January, Tina Augustus resigned as the executive director of the Austin Chamber of Commerce to establish the West Side Chamber of Commerce to act as an umbrella entity that will allow neighborhood-based chambers to pull to gether their resources.

By that point, the Austin chamber was already struggling. Augustus was filling in as interim director, the org anization lost its city funding and the board was down to four members.

The remaining board members set out to revitalize the chamber. They expanded the board, hired a new executive director, Khalilah Johnson, and worked to get funding back. Under Johnson’s watch, the chamber has sponsored events, hired employees to help businesses navig ate city and state bureaucracy and worked with the Illinois De par tment of Economic Development and West Side Forward to hold business development workshops.

Early this year, the Mars Candy manufacturer announced that it was planning to close its Galewood plant at 2019 N. Oak Park Ave., in 2024. This fall, the company worked with Collaborative Connections and LISC Chicago to org anize several in-person and vir tual meetings to develop a resident-led vision for the site’s future.

elated Mer ry Christmas, Celebrate Kwanzaa, Happy New Year!

The end of the year is always a good time to reflect back on the New Year’s resolutions I made this past January. I am very proud that I accomplished the majority of things I promised to do. My front yard was gorgeous this past summer. The bald grass patches got filled in and the flowers added an elegant appeal. I even managed to purchase a window box that was pre-made from a house that was about to be demolished in Wilmette The flower box is bigger than I would have wanted and I’m going to have to make some adjustments so it can fit. That will be a project for this upcoming spring. In the meantime, it’s sitting up on bricks and covered with tarp to protect it against the harsh winter elements. The prior owners even had a built-in sprinkler system for it. They gave that sprinkler system to me and I’m going to figure out how to make it work by just being able to do a quick connect to the main hose as opposed to one that involves built-in plumbing.

Because until we know for sure that the rat is dead, we cannot assume that the poison is working — or that the population is being diminished — specially when there’s so much food being left out for the critters in the alleys.

I’m grateful that the Austin community still is a thriving, viable area. It has always been a great place to live, and if we can only get more people grateful to be living here, we can change negative mindsets into positive ones

I’m grateful for my wonderful neighbors. Recently the post office lied and claimed they had delivered a package to my front door. When I went and checked, there was nothing there. Of course the initial assumption is that a porch pirate had got the package. But truth prevails and the post office didn’t actually leave the item until Friday mor ning My neighbor, knowing that I had been going ballistic over the missing package, accepted it for me.

My garage is still on its last leg. There’s a special way for me to get the overdoor to go up. But the door does work, and I am so grateful that I don’t have to try to find a place to park on the street. My evicted tenant (that gnarly rat) has tunneled his way under my neighbor’s sidewalk. I am so grateful he is leaving my garage alone. There was one day this past summer, as I raised the garage door, he ran out and you could hear me screaming for miles

I’ve done my best to blockade his way in, and it seems to have worked. I truly feel Chicago needs to host a reward program

I’m grateful my health is good. To be 68 years old and the only medication I take is some vitamins, it’s a miracle. Yes I’m moving slower and I do feel certain aches and pains. I have to think twice about getting down on the floor because I recognize how hard it is to get back up. But I am able to do it and that is a blessing.

My biggest blessing is waking up every mor ning. I’ve lost several friends this past year and as time progresses, I’ll start to lose even more. It’s the natural circle of life.

And I’m grateful for this newspaper. It does a great job of reporting on what’s going on within our community

All of the pieces on display are homework assignments that the students drew for Howard’s class The pieces are all cases in mark making (the “lines, dots, marks, patter ns and textures that ar tists use,” according to the Tate Moder n) and piccolo, which refers to a “pop of color or an item that stands out in a composition,” according to a description on the library’s website

For instance, in the case of Mansfield’s drawing, Ber nie’s brown knitted mittens comprise the piccolo, which draws the viewer’s attention to Mansfield’s humorous rif f on the original photo. In her drawing, the

“When you look at the show, we try to have dif ferent social issues and a little still life,” said Howard, who is an accomplished ar tist himself. “When we put the pieces to gether, we wanted them to contrast one another.”

John Dames, another Howard student, displayed a drawing of pillows next to a drawing of “highway trash with a butterfly,” Dames said. The drawing came about when Howard told the class to go out and draw something from the expressway.

“I don’t tell them what to draw,” Howard said. “They have to solve that themselves.”

Dames said the class has been lifechanging for him.

“I have lear ned so much from this man, I get choked up, because it’s spiritual, it’s enlightening, it’s encouraging, it’s growth, its compassion, it’s love,” he said. “And the critiques … You lear n so much from those critiques It’s such a wonderful educational experience. It’s a high.”

Since its beginnings in 2002, the Collaboration for Early Childhood (the Collab) has embraced the vision that all children should arrive at kindergarten safe, healthy, ready to succeed and eager to learn. The Collab’s focus has always been on how much impact the organization could have on the youngest among us in the community.

The Executive Director will be charged with taking the organization into its next phase of organizational life. He/She/They will have the opportunity to leverage the organization’s expanded influence and funding, potentially beyond the state of Illinois. The Executive Director will enhance the organization’s advocacy profile and will help shape a policy agenda for early learning. He/She/They will help expand the organization’s opportunities for revenue generation, diversification, and strategic partnerships. Most significantly, the Collab will continue to serve as one of the state’s primary thought leaders in early childhood education.

The minimum of a bachelor’s degree is required, though a master’s or advanced degree is preferred.

The salary range for this position is between $120,000 and $140,000 and will be commensurable with experience. The Collab offers a comprehensive benefits package, including but not limited to 12 paid holidays, vacation days and group health insurance, as well as a retirement plan.
