Village council approved purchase of camera system, license-plate readers in January

Parts of Forest Park will be under government video surveillance starting Monday, April 21, according to Mayor Rory Hoskins.

In a letter distributed by the Forest Park Chamber of Commerce on April 7, Hoskins said three new surveillance cameras were being activated in “high traffic locations” along Madison Street, with locations at Harlem, Circle and Desplaines avenues, beginning later this month. A license-plate reader will also be up and running at Harlem and Madison. The village council agreed to purchase the camera and license-plate reader systems in January.

Hoskins’ letter was distributed as temperatures are expected to rise and larger crowds could begin gathering on Madison Street, which is home to a number of late-night bars. It was at this time last year that the village was embroiled in a conflict between business owners and village hall over rowdy behavior on Madison

Heartfelt response to a heart-breaking situation Forest Parker from Ukraine reflects on the current conflict

Before Liliia Chernytska moved from Ukraine to Forest Park in October 2020, she had been working with orphans in Kyiv for 10 years. Those were happier days.

For the last two months she has been getting distressing calls from those kids telling her how frightened they are.

“They are traumatized,” she reported.

“They hear bombs exploding. One group has been living in a basement and told me they have only five days of food left.”

What Forest Park residents see on TV, her family and friends are seeing up close and very personal. People close to her are fighting on the front lines. A friend in Mariupol has been under siege for two years, because the war in that part of Ukraine actually began eight years ago. “No one sleeps in their own bed anymore,” she said, pointing out that their homes have either been destroyed, they’re fighting in the army, or they’re refugees.

“For many, even if they are able to return some day,” she said, “they have nothing to return to, so much has been destroyed by Russian artillery and rockets. It’s heartbreaking.”

Chernytska is a deeply empathic person.

She intends to return to Ukraine with her American-born husband after she earns a master’s degree in clinical mental health and work there as a trauma therapist with her orphans and with so many other people whose lives have been turned upside down and inside out.

Meanwhile, she is collecting money — $7,000 so far in just the last month — to buy things like battlefield medical kits, bulletproof vests and even clothing for her fellow Ukrainians who are defending their country against the Russian army. Some of the money will also go to refugee houses in parts of Ukraine that are not on the front lines. One need, for example, is a washing machine and drier for a hospice facility where, until now, workers have been washing clothes by hand. She and her husband Matt, who is teaching at Moody Bible Institute while she pursues her degree at Wheaton College, are presently preparing to send seven boxes of supplies to her homeland.

Rat remediation returns Residents urged to take measures at home to prevent infestation; public safety director ready to chip in

Steve Glinke’s catch of the week is a full foot long with a slippery tail and two fanged teeth that send shivers up the spine of every homeowner.

It’s rat season in Forest Park — and just about every other municipality in the northern hemisphere — and so returns Glinke’s friendly competition with the village’s pest control contractor to snag the biggest rodent every week as they work together to rid the village, as much as is humanly possible, of rats and mice.

Rat wrangling is not, by title, supposed to be at the top of Glinke’s work priorities.

But for the man who takes his role as a public servant seriously, it’s about this time of year that the phones in the department of public health and safety offices in the basement of village hall start ringing with seemingly every rodent sighting in town.

“Our job always is to help educate the public,” Glinke, the village’s former fire chief and now director of the public health and safety department, said from his office last week. “A lot of times they’ll say, ‘well, we see a rat in the alley.’ Well, that’s not the village’s rat. We didn’t put them there. We didn’t raise them. They need two things: they need food and water, and they need harborage. Our area’s all concrete.”

Glinke, whose biting sense of humor masks a true conviction for the work he does, may not claim ownership of the village’s rats, but he can still be found on a regular basis checking traps or helping homeowners rat-proof their properties.

He even creates his own rat “pate” out of white bread, tuna fish and liquid poison to line area rat traps.

“They eat it like caviar,” he said. “And that’s a sure sign that your strategy’s working is you see hits on the bait. A lot of times we put those commercial baits out there and rats are, um, they’re a lot smarter than people think they are. You don’t survive the plague without having some survival skills.”

The Sisyphean task of preventing rats from burrowing around town starts with a few simple measures homeowners and their neighbors can take, as illustrated on

a leaflet helpfully available on the village’s website at www.forestpark.net/dfp/wpcontent/uploads/2020/03/Rat-Brochure. pdf. Measures include storing trash in ratresistant containers, eliminating tall grass where rats like to hide and cleaning up after your pets, but in the last few years when the rats do appear and a call gets made to his office, it’s often Glinke himself — one of only two full-time employees in the department — who comes to answer.

“I started going out during COVID simply because we made budget cuts,” Glinke said. “It was one of the line items that we sort of took down and I don’t mind it, to be honest with you, I’ll pretty much do anything that will get me out of the office.

“Yeah, I guess it is a little anomalous that the director will come out, but a lot of it, it’s just simply public engagement.”

Last week, the village newsletter reminded residents of nine steps to take to control the rat population themselves. The 10th step was to call Steve Glinke’s office.

One of those bars, Forest Park Tap Room, had its liquor license revoked in 2021 following numerous citations, but that revocation was overturned by the Illinois Liquor Control Commission earlier this year. The Tap Room reopened after its license was reinstated but was already issued a one-week suspension in March for failing to maintain the bar “in a peaceable and orderly manner.”

Hoskins’ letter does not address any specific incidents but says that police patrols will be more frequent on Madison Street in addition to the new video surveillance. He said Chief of Police Ken Gross is increasing patrols in the

area “to increase police visibility and for traffic enforcement” and added that Gross could potentially activate the village’s auxiliary police force, if necessary, on Friday and Saturday nights. He noted that officers already perform regular “premise checks” to ensure compliance with all village ordinances.

“Despite increased costs due to overtime, this [extra] detail is beginning this month,” Hoskins wrote. “The detail will be focusing their efforts on traffic and ordinance enforcement along Madison Street from Harlem to the Des Plaines River.”

One additional law enforcement measure was announced in Hoskins’ letter, aimed at curbing loud music coming from cars traveling down Madison. By April 12, the village’s public works department will be installing a new sign at Elgin Avenue and Madison that reads, “Loud music is a violation of Forest Park village code. Drivers can be fined up to $750.”

The village’s full allotment of surveil-

lance cameras will be installed in the “next several weeks” according to the letter. The cameras will be located at: • Harlem Avenue and Roosevelt Road • Harlem Avenue and Jackson Boulevard • Harlem Avenue and Circle Avenue • Desplaines Avenue and Roosevelt Road • Desplaines Avenue and Randolph Street • First Avenue and Roosevelt Road • North water tower • South water tower Three additional license plate readers will be installed at Harlem and Roosevelt, Desplaines and Roosevelt, and First and Roosevelt.

The camera system was approved for purchase from Griffon Systems LLC for $163,275 at the village council meeting on Jan. 10. The cameras and licenseplate readers are designed to aid police in solving and preventing crime, according to Gross.

Attempted carjacking report on Madison Street

A 38-year-old man called Forest Park police on April 10 at about 10:20 p.m. to report that someone had attempted to hijack his 2014 Mercedes-Benz at gunpoint in the 7700 block of Madison Street.

The victim told police he parked his vehicle in front of Papa John’s, 7744 Madison St., and went inside to pick up his order.

When he exited the store, a person wearing a full facemask ran at him, pointed a gun with a red laser sight at him and demanded his car keys and struck him in the face.

Instead of giving over his car keys, the victim ran back inside Papa John’s and locked the door behind him. The offender ran back toward Madison Street where he entered a black Toyota Camry, which drove off.

River Forest police reported that a surveillance camera showed the vehicle was last seen heading north on Franklin Avenue from Madison Street.

The victim was not seriously hurt and said he didn’t wish to sign a complaint.

Knife-wielding clerk at mini-mart

A man who complained about the price of a few lighters said he was confronted by an angry cashier with a knife in his hands on April 1, according to the Forest Park Police Department.

The incident occurred a little before 1 p.m. at a store in the 400 block of Desplaines Avenue and escalated when the 64-year-old clerk exited from behind the cash register allegedly wielding what was described as a butcher knife or machete.

After talking to the customer outside, officers asked the clerk for his version of events, at which point he “abruptly pulled out a butcher knife.” Officers requested he put the knife down and the clerk complied, but he soon began giving conflicting statements on whether the store’s video surveillance system was working.

Later, officers asked the man to come out of an enclosed space behind the register and he refused so officers eventually had to kick the door down to remove him. After

being removed, the clerk also admitted he had been drinking a beer during his shift.

The clerk was arrested and charged with assault and resisting arrest.

Alleged car thief arrested A 19-year-old Berwyn man who allegedly stole a 2015 Kia Optima from Thorntons gas station, 601 Harlem Ave., found himself charged with auto theft and other offenses after getting the vehicle stuck between a trash can and a building while trying to elude police by driving on the sidewalk at the intersection of Harlem Avenue and Madison Street on April 8 at about 4:20 p.m.

Joshua D. Devine-Cox reportedly told police he’d exited a CTA Blue Line train at Harlem Avenue and went to Thorntons to get snacks when he observed the Kia unoccupied and running at a gas pump.

He allegedly entered the vehicle and fled westbound on Jackson Boulevard before police spotted him in the 500 block of Circle Avenue. Devine-Cox reportedly sped away from police, blowing a couple of stop signs before getting stuck in traffic eastbound on

Madison Street.

Devine-Cox allegedly tried to get away by driving up onto the sidewalk and between a light pole and a building at Harlem and Madison, but the car got hung up on the base of a mounted trash can.

Police took him into custody as he tried to exit the vehicle through the driver’s side rear door. Devine-Cox reportedly told police he’d been caught for a similar offense in Oak Park a couple of weeks earlier.

In addition to auto theft, Devine-Cox was charged with two counts of aggravated fleeing and eluding and criminal damage to property. He was also cited for several traffic violations.

These items were obtained from police reports filed by the Forest Park Police Department, April 1-10, and represent a portion of the incidents to which police responded.

Unless otherwise indicated, anybody named in these reports has only been charged with a crime. These cases have not been adjudicated.

Community cleanup event set for April 24 Volunteers asked to help beautify Forest Park, will be rewarded with post-cleanup ice cream

Forest Parkers are invited to make their village shine at the annual Forest Park Community Cleanup event scheduled for Sunday, April 24 starting at 9 a.m.

The second annual get-together is being put on collaboratively by the village, park district, public works department and the village’s park and recreation board, and is open to Forest Parkers of all ages, although those under 16 must be accompanied by an adult.

Commissioner Jessica Voogd is one of the organizers of the effort and said that last year’s inaugural event proved there’s interest in sprucing up the village with a warm, sunny spring, hopefully, just around the corner.

“When folks see other folks taking care of their community, it encourages others to do the same, and so I just think it’s a great opportunity to sort of help out and also to show people that we care about Forest Park,” Voogd said.

Around 30 people volunteered for the first official cleanup in 2021, although unofficial cleanups organized by various community members have long been part of the fabric of Forest Park, something Voogd acknowledged in talking about this year’s event.

“Forest Park is lucky to have a lot of very engaged citizens so there’s some different groups of people that sort of take it upon themselves to get together and clean up from time-to-time,” she said.

This time, on Sunday the 24th, volunteers will meet behind the park district’s Roos Recreation Center at 7329 Harrison St. and pick a predetermined zone to target for

cleanup. The public works department will provide long-handled pickers, gloves and bags to those who need them, and the cleanup crews will disperse around town.

When the work is done, probably sometime between noon and 1 p.m., volunteers are asked to come back to the Roos to turn in their gear and enjoy a tasty frozen treat donated by The Brown Cow ice cream parlor.

In addition to serving as a tool to bring community members closer together, the cleanup also has a practical impact on the public works department, which Voogd said spends an inordinate amount of time picking up litter around town.

“We all have a responsibility to help do our part and dispose of litter properly, but not everyone does,” Voogd said. “There’s been a lot in the last year showing up and we don’t have a huge [public works] depart-

ment, and a lot of their time has had to go to cleaning up litter in a lot of well-trafficked corridors in town.”

Organizers are strongly recommending volunteers preregister, something that can be done by visiting the village’s website, forestpark.net, clicking on the cleanup event on the village calendar, and scanning the QR code on the flyer.

The event is somewhat weather dependent, so a rain makeup date of April 30 has been scheduled in case of inclement weather.

Voogd and village officials have another earth-friendly event scheduled this month as well, with the village’s annual tree planting for Arbor Day tentatively scheduled for April 29 near Garfield Elementary School.

More details on that event will be released at a later date.

New allegations against Fenwick teacher already accused of misconduct Another Fenwick grad releases video, detailing teacher’s ‘threatening,’ ‘predatory’ behavior

A second Fenwick High School alumna has come forward claiming longtime teacher John Quinn allegedly harassed her while she was a student.

Emma Seavey, a 2015 Fenwick graduate, detailed her encounters with Quinn in a video posted April 5 to YouTube, calling out the “daily sexual harassment” she allegedly experienced by him while she was a junior in his history class.

Among the incidents she described, Seavey spoke of instances where Quinn ushered her out of his classroom and wrapped his arms tightly around her. One time, she said, Quinn “slid his hand under my bra strap over my blouse.”

The video, which has surpassed 10,500 views since it was posted, came roughly a week after Helen Quinn Pasin, another Fenwick graduate, took to YouTube and accused Quinn of inappropriately touching her when she was a student.

Pasin, who claimed the incidents between her and Quinn spanned over the course of two years, from 2012 and 2014, has since released a three-part video, publicly reading stories submitted by other former students who have stepped forward and recounted Quinn’s alleged patterned behavior.

In one of Pasin’s videos, former students, some of whom asked Pasin to remain anonymous, recalled how Quinn “touched them freely” or would use racial slurs in the classroom. Pasin read a submission from one former student, who remembered Quinn “making sexual innuendos about me in front of a class.”

In Pasin’s video, she called Quinn her “abuser” and described instances where he, like Seavey, hugged her tightly and afterward ran his cheek against her face while asking about her “love life.” In one instance, Pasin said, Quinn looked her up and down “and [made] noises that sounded like he was growling” while hugging her.

John Quinn has since released state-

ments through an attorney, his brother Thomas Quinn, denying both Pasin’s and Seavey’s claims and highlighting his commitment as an educator. Quinn, who is the younger brother of Illinois Gov. Pat Quinn, a 1992 Golden Apple Award recipient and a decorated boys basketball coach, has been placed on paid administrative leave since allegations arose against him in late March.

In the video, Seavey said she reached out to the school twice since graduating in 2015, voicing concerns over the way Fenwick officials handled her allegations against Quinn.

In 2018, Seavey wrote to school officials and told them she was still experiencing “emotional reactions bordering on panic attacks” upon hearing John Quinn’s name.

She reached out to school officials once more last year after allegations against a priest at the school surfaced. Through a community alert email, Seavey rehashed the incidents that occurred between her and Quinn, pointing out his “threatening and predatory behavior.”

Fenwick responds, investigation almost complete In an emailed statement released two days after Seavey’s video, the Rev. Richard Peddicord, Fenwick’s president, updated families on the school’s investigation into Pasin’s allegations of misconduct against Quinn.

Peddicord wrote that Fenwick “immediately launched a third-party investigation” once they were made aware of Pasin’s allegations against Quinn last December, and that investigation is now near complete.

When asked for details on when the investigation would conclude, Fenwick spokesman Scott Hardesty told Growing Community Media he had “not been given a specific timeline.” Peddicord, however, wrote in the email sent to school families that “Fenwick is well prepared to take prompt and decisive action based on the findings and the facts.”

The Oak Park Police Department previously confirmed that Pasin filed a police report with authorities last September.

The report was later sent to the Cook County State’s Attorney’s office, which declined to press charges, saying the statute of limitations had expired.

The detective investigating Pasin’s claims also requested and received Quinn’s personnel file from Fenwick High School last October. The investigator noted the file included allegations reported between October 2012 and May 2015 of Quinn “putting his arm around students, putting his face close to theirs, back rubbing and shoulder massages that made students feel uncomfortable.”

In that same report, the police also noted there was a “previous DCFS case against Quinn.”

That case was filed in May 2021, and the police report includes allegations of misconduct against Quinn dating back to 1990 with a male student.

Police attempted to contact the individual several times but were unable to reach him, according to a police report, which was obtained via a public records request.

Police also wrote they notified the person once more, informing him that a report has been made but the “statute of limitations has expired and the incident is no longer prosecutable.”

The report says the investigation was closed.

Quinn, through his brother, also denied this allegation and maintained that he has never “abused a Fenwick student at any time or in any place.”

“Fenwick High School investigated this accusation at the time it was made,” the statement read. “John fully cooperated with that investigation. After concluding its investigation, Fenwick determined that the accusation was unfounded. The Oak Park Police Department also closed its investigation and took no action with respect to this accusation.”

In an April 7 schoolwide email, Peddicord informed families that Fenwick is a

cooperating participant in the investigation and unable to relay specific details or aspects about the investigation. He urged that individuals with concerns related to employee misconduct at Fenwick are “welcome” to share their experiences and reach out at confidentialinfo@fenwickfriars.com.

For Seavey, in her video, she said she hoped her story would help “bring justice for myself and those subjected to similar abuse” by Quinn. Seavey, who now holds a master’s degree in social work with a specialty in mental health and trauma, counsels high school students.

“My largest concern, there, is Mr. John Quinn has continued to have access to students while teaching at Fenwick High School. I wish to see him be removed from Fenwick High School as soon as possible,” she said.

Signs for Change offers a creative outlet Arts Alliance and Juneteenth Committee co-sponsor May 22 event

When some want to explain their inactivity in response to the big issues of our time, they often say, “The problems are great but what can one person do?”

Allison Holman isn’t buying that.

In 2020 she was new in town, having just moved here from Dallas, and observed that Forest Park is “a very artsy community with solid people.” She also dived right into activism, participating in the Black Lives Matter marches downtown.

It was while she was participating in those demonstrations that she conceived a vision for her newly adopted community.

“Especially in the political climate of 2020 which was so divisive,” she recalled, “it was nice to see everybody come together. So I imagined everybody in Forest Park putting their passion into creating something that would be beautiful and that they could display in their yards or their windows that would be a visual representation of how they feel.”

At that point the vision was still gestating. She called her Realtor, April Baker, who connected her to Lin Beribak a cochair of the Forest Park Arts Alliance, who immediately liked the idea. Beribak knew what to do on the art side, but needed help with the diversity part, so she called Mar-

jorie Adam Clark, who co-chairs the Juneteenth Committee, and the three women birthed the event scheduled for Sunday, May 22 at Reiger Park, which they’re calling Signs for Change.

Clark said, “Juneteenth is Mayor Hoskins’ baby and Signs for Change is Allison’s baby. We — the Arts Alliance, the Juneteenth Committee and the whole village — have to take care of this baby and help it grow.”

Like all visions in the “toddler” stage, Signs for Change is still a work in progress. Beribak, for example, has a wish list of things she would like to see happen to make the dream a reality: ■ food vendors like Smokey Joel’s hot dogs and Brown Cow ice cream ■ refreshments ■ parking ■ tents (in case of rain) ■ Kribi Coffee ■ music (a band or maybe a DJ) ■ speakers (short talks on the meaning of Juneteenth) ■ Black businesses since it’s a Juneteenth event So far the park district is letting Signs for Change use Reiger Park rent free and is providing the tents without charge, while Sarah’s Inn is letting the group use their parking lot across the street. Smokey Joel, however, was already booked, so the search

for food vendors continues. Beribak hopes residents will offer their time and talents.

From an artist’s perspective, the event at 1526 Circle, will begin at 1 p.m. and end at 4. As participants enter the park, they will receive a blank yard sign which they will be free to decorate any way they want — in the tradition of the Cover the Rust project on the Circle bridge — keeping with the Juneteenth theme of freedom and inclusion.

Holman emphasized that people don’t have to be artistic to participate. Stencils will be available for drawing letters and a few signs will be already made up to give participants ideas and inspiration. “We’ll have the Juneteenth flag,” Beribak added, “and 24 packs of multicolored markers available. For those who register in advance on Eventbrite, the cost per sign is $10 and for those who come on the day of the event the cost is $15.

“We’re hoping people register in advance so we don’t run out of signs and supplies or over-purchase. Metal frames will be available for those who want to plant their sign in their front yard.”

The Arts Alliance has kicked in $500 as seed money, and sponsors are, of course, welcome.

Beribak said the Arts Alliance is depending on Clark to create ways to tell the Juneteenth story and Clark said the Juneteenth Committee is looking to the artists in town to help participants imagine what our community might look like.

Clark said, “I think artists have a way of being forerunners of a lot of movements. They help us catch a glimpse of a better reality, of a better version of ourselves. We think of racism as a structural issue, but you can’t change policy until the people in power change their hearts and minds.”

To quote Robert Kennedy, “Some see things as they are, and say why. I dream of things that never were, and say why not.”

Clark’s show combines his lived experiences as a magician, consumer of the arts and autistic adult, and the result is a 30-minute show dedicated to the special needs community. In this show, which he calls a Sensory-Friendly Spectacular, the magic is gentle, there are no jarring images and no sudden sounds, but the magic is just as impressive.

Clark also weaves some of his personal stories into the show and explains what being autistic is like for him. He promises audiences will be “amazed and inspired.”

The Bama Lamas These Chicago-based, horn-honking frat rockers return to action with this show at Outta Space, 6840 32nd Street in Berwyn, on Friday, April 15 at 8 p.m.

Led by the tag-team vocals of Chris Holtane and Gabrielle Sutton, this band was last seen in Uptown at the Green Mill, where they laid waste to a packed house during the Paper Machete variety show in February. An evening with Emery Lehman Olympic medal winner, speed skater and Oak Park resident Emery Lehman will be present for a special question-and-answer session at the Cheney Mansion, 220 N. Euclid in Oak Park, on Wednesday, April 20 from 6:45 to 8 p.m.

Fast day, fun rides

It was Pinewood Derby Day in Forest Park on April 9. The annual Cub Scout event features Cub Scouts racing small, driverless wooden cars down a sloped track. The cars are powered only by gravity.

With an adult’s help, each Pinewood Derby car is built by a Cub Scout using a kit that includes a wooden block, plastic wheels, and metal axles.

The scouts race in heats organized by den (age/grade), then a final race of den winners to determine the overall fastest car.

The derby was held at the Forest Park Community Center.

The scouts offered shout outs to the Forest Park Kiwanis, Karen Dylewski, director of the Community Center, Mayor Rory Hoskins, BSA Scout Troop 107 volunteers, and a special shout out to Melissa Hurley who organized food and snacks for the event, and John Hegg, the one-man pit crew, who kept all the cars on track throughout the day.

Forest Park raises water rates, keeps sewer rates the same 5% hike is the maximum allowed under pact with Chicago

Forest Park’s village council voted unanimously April 11 to approve a 5% water rate hike that will take effect on June 1.

The Village of Forest Park buys its water from the City of Chicago, and the increase is in direct response to Chicago increasing its water rate. Under an agreement in effect since 2016, the rate the village pays Chicago is adjusted based on the annual changes in the Consumer Price Index, but the increase can’t be higher than 5%. Since the CPI rose by more than 5% this year, this limit will save the village some money.

According to the water rate schedule included in the ordinance, the rate for commercial and industrial buildings will go up from $13.72 per 100 cubic feet to $14.41

per 100 cubic feet. The rate for residential homes and condos will go up from $7.96 per 100 cubic feet to $8.36 cubic feet, while the rate for apartment buildings will go up from $10.01 per 100 cubic feet to $10.51 per 100 cubic feet. The discounted residential rate for senior citizen customers will go up from $6.16 per 100 cubic feet to $6.76 per 100 cubic feet.

For the large meter commercial and industrial buildings, the rate will go up from $137.24 per 1,000 cubic feet to $144.10 per 1,000 cubic feet.

Since 2018, the village pegged the water rates charged to its customers to the changes in Chicago water rates. Between 2015 and 2018, Forest Park kept the rates the same, absorbing the increases out of its pocket, until it determined that such an

approach was unsustainable amid growing budget deficits and rising costs.

The previous 2021 increase, which was approved on July 12, 2021, raised the fees by 1.1%. That year also saw the village raise the late fee from 1.5% a month to 10% from the date of payment – which, at the time, was set up to encourage customers to pay on time and reduce staff time that went into sending and delivering water shut-off notices. The April 11 ordinance

doesn’t make any changes to the penalties.

The village council approved the new rates unanimously and without discussion.

Council hopes to tighten license language for local bars Village council delays decisions on May licenses

Almost six months after the village government updated its regulations on live entertainment at bars and other liquorserving businesses, ambiguities in the legal language started to crop up – but any major changes would have to wait for the larger update of the village liquor code.

Section 3-3-12 of the village municipal code requires liquor license holders to apply for an entertainment license – known as the “amusement license” until the Oct. 12, 2021, update – if it wants to hold a live event of any kind. The provision was seldom enforced until the summer of 2021. On July 2, 2021, the village council imposed a moratorium on such licenses to give the village time to update the rules, only to let the moratorium expire Sept. 15, 2021, without taking action. On Oct. 12, 2021, the village overhauled that section, explicitly adding DJs, karaoke events and band per-

formances to the definition of “entertainment” and requiring that indoor entertainment end no later than 11 p.m.

But the April 11 meeting revealed that the overhaul still left some ambiguities. Several applicants mentioned that they were planning to “self-DJ” – using a phone or some other device to play pre-programmed playlists. The council broadly agreed that this wasn’t the kind of DJing they wanted to regulate, and that establishments shouldn’t have to get permission for that.

Commissioners also raised concerns that some applicants were submitting broad descriptions that gave them enough leeway to defeat the point of the oversight the licensing process was supposed to provide.

Mayor Rory Hoskins agreed that the guidelines could be improved and encouraged commissioners to submit ideas. But he told the Review that he didn’t expect to have any significant overhaul until the village attorneys review the rest of the liquor code – which he didn’t have a firm timeline for. In the meantime, Hoskins did say that the village was looking on improving the application forms, so that applicants could fill them out and potentially submit them digitally instead of having to print them

out and fill them out by hand.

As it’s currently written, Section 3-3-12 requires liquor license holders to get an entertainment license in order to “sponsor, conduct, or permit entertainment,” which the code defines as “includ[ing] but not be limited to, any public show, theatrical, animate or inanimate exhibition, live bands performing music (maximum of five (5) performers), DJ’s, karaoke, or any other amusement, diversion, production, etc. offered, operated, presented or exhibited to the public.” The municipal code doesn’t explicitly define the term “DJ’s.”

The village council considered five applications, all for the month of May. Blueberry Hill, 427 Des Plaines Ave., and Carole’s Next Best Thing. 7307 Roosevelt Rd., which are both co-owned by Lynn Sorice, asked for permission to “occasionally have customer birthday parties that we self-DJ” on weekends within the 1 p.m. to 11 p.m. time slot. Lathrop House Café, 26 Lathrop Ave., wanted to hold acoustic duo performances in their back yard from 6 p.m. to 9 p.m. and Sunday live jazz performances from 11 a.m. to 2 p.m.

While the council didn’t take issue with the first three applications, several com-

missioners raised concerns that the other two were too broadly worded. Pioneer Tap, another Sorice-owned bar, this one at 7445 Randolph St., asked to be able to play music every between 4 p.m. and 11 p.m.

“We employ DJ or self-DJ by playing music from the laptop,” the application stated.

Sorice-owned Shortstop Lounge, 7425 Madison St., wanted to be able to play music on Fridays and weekends during the same time slot to accommodate “groups of customers who enjoy occasional DJing or playing acoustical live music.”

“It feels like you’re applying for a license and you don’t know if you’re going to use it,” said commissioner Jessica Voogd, adding that she wasn’t comfortable approving a license that would “blanket-cover” several different types of performances.

“Unfortunately, I think, as a village, we weren’t specific enough when we asked people to fill these [applications] out,” said Commissioner Maria Maxham. “I don’t want to say ‘no,’ but I’m going to say ‘no.’”

The council agreed to hold off on the decision until the April 25 meeting to give Sorice a chance to address their questions.

I had no idea this would impact every aspect of my life.

The first thing I did was buy new threads. I not only stocked up on turtlenecks, I bought summer clothes. There’s nothing like the classic look of black knee socks with Birkenstocks. To further enhance my appearance, I asked my hairdresser to go short in front and the sides but to leave my hair long in back.

I really miss my mullet and can’t wait to get that party started in the back.

It was also time for a new set of wheels.

Our Prius was getting great mileage but you can’t beat the look and feel of the Buick Regal. Plus, that baby can really burn rubber. It also has plenty of trunk space for bringing our new beanbag furniture back to the pad.

The whole vibe of our place is different, starting with the music. No more hip-hop or techno, Alexa only plays orchestral

versions of classic rock songs.

You haven’t rocked out, until you hear the Boston Pops play “Gimme Shelter.”

We also put the kibosh on cable TV. I was tired of watching indie films, cutting edge documentaries and French cinema. We went back to the rabbit ears. As long as we can get re-runs of Frazier and Friends, I’m tickled.

We also stopped ordering gourmet dinner kits and went back to the basics. Instead of preparing dinners with fresh seafood and vegetables, we bought Chef Boyardee Pizza kits. Who knew that such authentic Italian flavor could come from a box? We also stocked up on canned vegetables and other treats we missed. Have you tasted Manwich lately?

Our lives were so copacetic, we stopped buying pricey cups of coffee. Can you believe they’re still making Ovaltine?

There’s nothing like sipping a cup, while catching up on the latest issue of “Reader’s Digest.” We also renewed our subscription to “TV Guide.”

Can you believe it’s free now? We traded in our smartphones for the flip kind. They came with belt clips. Now when we’re on the horn, we don’t have to worry about taking pictures of our ears.

Our place is no longer Dullsville. We host Tupperware parties and I still play a mean game of Pong. We don’t serve those fancy craft beers anymore. There’s nothing like the timeless taste of Hamm’s. All we need now is to win our prize from Publisher’s Clearing House and we can buy all the Amway products we ever wanted.

We also enjoy the activities Forest Park offers, although Bingo is a little rich for our blood. We’re thinking of trying Pickleball but only if helmets are included. If they ever bring back square dancing, I’m down with it. We’re more than content to simply stroll to our local restaurants. Our favorite place makes a mean egg salad sandwich.

I’m not sure how the change in shape is going to affect the “Review.” But in the immortal words of Huey Lewis and The News, “It’s hip to be square.”

Forest Park’s first female candidate The local village elections in April 1971 featured the first female candidate for village council, Mrs. Patricia Hemstreet. Her campaign was sponsored by the “Throw the Rascals Out,” committee and she was one of eight commissioner candidates.

Her campaign ad in the Review focused on the “bashfulness” of elected officials in addressing litter, streetlights, street repair, abandoned sidewalk projects and abandoned automobiles in town. While her campaign never mentioned her gender, she was breaking ground for future female leaders in Forest Park. She was the sixth highest vote getter, with 1,995 votes, falling short and placing in sixth place.

The newly elected Mayor Howard Mohr joined Sana Rizzo, Ed Lamke, John Hanley and Jim Sansone would kick off their leadership with the announcement of three volunteer lead committees: Finance, Youth and Environment.

Fenwick’s failures

T

here has rightly been discussion about the allegations that a former Fenwick student made last fall against a longtime teacher, which Oak Park police investigated, and that the Cook County State’s Attorney declined to bring charges, saying the statute of limitations had

expired.

What the Journal reports today out of that police investigation, though, is more compelling still as it reflects on a pervasive disregard for the well-being of its students displayed by Fenwick High School over a decade.

The Oak Park detective conducting the probe last fall asked for and obtained the personnel file for John Quinn, the faculty member at the center of this swirl of allegations of improper behavior toward female and male students over decades.

In that file it was reported that school leaders had received complaints between October 2012 and May 2015 about Quinn “putting his arm around students, putting his face close to theirs, back rubbing and shoulder massages that made students feel uncomfortable,” said the detective’s report.

Police also noted there had been “a previous DCFS case against Quinn.”

We’d note that it was in this time frame that Quinn, a highly successful basketball coach at the school, was removed from that post without any logical explanation. Was that Fenwick’s timid attempt at disciplining Quinn? We’ll never know because Fenwick and its Dominican order, like so many Catholic institutions, has been stonewalling on other cases of appalling sexual misconduct against children by powerful adults for decades.

The school, doing a lame job of crisis control, claims it has undertaken a thoroughgoing and independent investigation of the charges against Quinn. A school spokesperson told the Journal there is no “specific timeline” for the investigation to wrap up. And it likely needs to be extended, as the brave testimony of former students Helen Quinn Pasin and Emma Seavey has encouraged other Fenwick students to come forward with their own personal stories.

So far this has led Fenwick to suspend Quinn from teaching.

And in communications to the Fenwick community, the school has said it is prepared to act “promptly and transparently” once the investigation is complete.

We doubt that.

There is no evidence that the school has ever taken the many allegations seriously, has ever simply trusted the sincere testimonies of its students, has had the inclination to actively separate Quinn from those who have lodged complaints against him.

Why should we believe that the school will now be either prompt or transparent? That will need to be proven to us, to the community, to the young people brave enough to come forward.

A Spring Break from the routine Are you back from Spring Break yet?

Sedona, Arizona is a weird town. It has the same sort of hippies-turnedyuppies-turned rich vibe as Oak Park — expensive folk art and herbal-scented acupuncture and smug leaflets aplenty.

The scenery, though, is a lot better. It’s what a tour guide to Mars would look like, if Mars had scrub brush and cactuses. We spent a couple of days there at the front end of the trip. Hiked up something called Devil’s Bridge, which is the sort of terrifying and breathtaking natural rock formation that would have collapsed out from under my hero, Wile E. I have what I would consider a normal amount of experience with basketballs, and I’m not sure he could have given me a less useful measure. A river of basketballs passing at 363 of them per second? Why not just tell me that the trip length is .00000000000850539 light years? I have no idea how fast 363 basketballs a second is. You could tell me that Niagara Falls flows at that rate and I wouldn’t argue. You could also tell me that’s the flow rate of an elementary school drinking fountain. It would have genuinely been more helpful if he had just

made up a word. “The river flows at 11 limfrads per zimbu. That’s pretty light.”

I’d have focused on “pretty light” and been fine.

I asked about what a normal number of basketballs was. “A month ago it was twelve hundred basketballs per second, and we had to close the tour for a few days.” Valuable context there, pal.

After Sedona, we rolled northeast. I had long wanted to see Meteor Crater, which even I cannot describe justly. I thought it would be cool to see a crater.

It was. I was not — am not — able to describe the size of this crater. It would take several billion basketballs to fill it. The visitor center has a very satisfying computer program wherein you can simulate the destruction of Earth with various celestial projectiles; also enjoyable.

We then pointed the rented Santa Fe toward America’s most gloriously pointless tourist attraction: Four Corners Monument. Four Corners is the spot where Utah, Colorado, New Mexico, and Arizona intersect, and it is 250 miles from anywhere significant. The good news is, the 500-mile trip is spectacular. The Arizona side is a Navajo reservation that looks like a cross between a Roadrunner cartoon and Mars. It is completely unearthly and breathtakingly gorgeous. The New Mexico side — Route 64, the “high road” — crosses about 20 different environments: mountain peaks, farmland, rolling hills, desert, vineyards, used-tobe-under-the-sea, quarries, plains, high plains … you get the idea.

The event commemorated the passing of the Volstead Act in 1920 which ushered in Prohibition.

With local elegant ladies in 20’s fashion and dapper gentlemen in bow ties, the live ragtime music by the Ragtime Roustabouts made for a swinging good time. A trip back into Forest Park’s Prohibition days was presented by Jill Wagner to a rowdy crowd in favor of saloons.

Thank you to our annual sponsors the Gillian Baker Team and Rogovin Family for their continued support. We were so grateful to have the room decorated with the vintage décor on loan from neighboring Studio 8, and two outstanding ice sculptures from Nadeau’s Ice Sculptures. Many

thanks to O’Sullivan’s Public House, especially manager Anthony Crawford, who was our bartender and provided creative cocktails specifically designed for the event. Thank you to all who contributed to the raffle, several attendees went home with prizes.

We are grateful to all our friends and neighbors who support the Forest Park Historical Society and apologize for any inconveniences or disturbances created by the live music, which came to an abrupt end as guided by a visit from Forest Park’s finest. We were grateful to close the night with the last song, “When the Saints Go Marching In,” and to be together in the same room, after a long break apart. We look forward to next year.

PUBLIC NOTICE NOTICE TO BIDDERS VILLAGE OF NORTH RIVERSIDE 2022 MFT/RBI Street Resurfacing Sealed proposals for the improvement described below will be received at the office of the Village Clerk, Village of North Riverside, 2401 S. Des Plaines Avenue, North Riverside, IL 60546, until 2:00 p.m. on April 26, 2022. Sealed proposals will be opened and read publicly at the office of the Village Clerk of the Village of North Riverside, 2401 S. Des Plaines Avenue, North Riverside, IL 60546, at 2:00 p.m. on April 26, 2022.

The boundary increase for this NHL will include the portion of the Village of Riverside west of 1st Avenue which was initially developed following the Olmsted plan. The characteristics necessary for inclusion within the district remain intact.

The western portion of the Village of Riverside conveys the park-like character, tree-shaded lots, curvilinear roadways (Ridgewood, Parkview, and Wabaunsee), housing density, relationship of houses to streets (setbacks), and the hierarchy of roads with spacious intersections, characteristic of Olmsted and Vaux’s 1869 plan. The roadways and their rights-of-way feature the characteristic streetlights, tree-shaded lawns, and pedestrian sidewalks found throughout the balance of the village. Housing types within this western portion of the Village of Riverside is similar to that found on comparable streets within the original NHL boundary. All of which enables the western portion of the village to convey the park-like character for which Riverside is recognized as nationally significant.

The National Park Service (NPS) is notifying property owners, local and state officials, interested individuals, organizations, and Congressional offices. Notice of this proposed action is also published in the Federal Register.

All notified entities are encouraged to comment on the updated documentation if they so choose. Interested parties may submit written comments and recommendations which will be reviewed by the Landmarks Committee and provided to the Advisory Board. Interested parties may also attend the Landmarks Committee meeting and, upon request, will be given an opportunity to address the Committee concerning a property’s significance, integrity, and proposed boundaries.

The Landmarks Committee will review and report on the proposed update to the Advisory Board, which in turn will make recommendations concerning the update to the Secretary of the Interior.

The NPS partners with NHL managers and owners to encourage and support conservation of these nationally significant sites. Designation as an NHL is not a land withdrawal, does not change the ownership of an area, and does not dictate activity. Owners of NHLs do not give up any rights or privileges of ownership, nor do they give up use of the area.

Real estate A confidential Red-hot market means some homes never make it to public listings

few years ago, real estate professionals could test the waters or limit exposure for a buyer by marketing a house as a “pocket” listing to a select group of peers before the listing officially hit the market on the Multiple Listing Service (MLS).

In 2016 what had been an ad hoc practice -which some agents utilized and some did not -- was codified when the Midwest Real Estate Data, also known as MRED, created a private listing network, or PLN, that was accessible to all Chicago area agents via their paid access to the MLS.

The PLN caught fire in 2019 when the National Association of Realtors banned the use of pocket listings, pushing agents to use the PLN for any property they wanted to show or sell before it officially was listed on the MLS. MRED defines the PLN as a database separate from the standard listing network, and says it allows brokers to share information with other brokers before exposing it to the public.

On its website, the agency defines it this way: “The PLN provides MRED customers a secure network in which to enter their ‘coming soon’ listings with an opportunity to premarket them to peers in the spirit of cooperation and compensation.”

She says it might take more time now to get on a painter or carpenter’s schedule to make small repairs, but a house can go on the PLN while waiting to get market-ready.

The PLN can also be a good way to test the market and see if there are any issues with a home before it’s officially listed and collecting market time. Simon-Vobornik points out that people might notice an issue the seller didn’t know about, which will give the seller time to fix it.

“It can be an opportunity to work out the kinks before it goes live,” Simon-Vobornik said.

The current state of the local market makes the PLN more attractive according to Simon-Vobornik, who notes that the lack of inventory for would-be buyers is a real issue.

“It’s harder to find listings these days,” she said. “This year, I’ve got a lot more buyers.

There are four to five buyers out there for every house that’s listed.”

The shortage is nationwide. SimonVobornik cites a recent survey which shows that there were 12 million new families created last year, but only 8 million new homes.

“There’s a gap there,” she said, adding that she thinks the shortfall of homes could last

another three years.

While the PLN can be a boon to a buyer who wants to see a house early and a plus for a seller who wants to sell their house with minimal showings and less internet exposure, Simon-Vobornik says that it still pays to be realistic with expectations.

“A buyer may still be up against multiple offers, but maybe not as many,” she said.

For sellers, it can mean fewer eyes on your house as not all agents look at the PLN on a regular basis, and the general public and people working without an agent do not have access to the PLN. “The seller is entering the PLN with eyes wide open,” Simon-Vobornik said. “They’ll get the eyes that are smart enough on it.”

She also adds that regardless of whether the house is listed first on the PLN or the MLS, pricing is important.

“A seller really can’t sell their house for way, way more than it’s worth,” SimonVobornik said. “You have to price it correctly.

You still need that appraisal to come in, or it causes issues.”

In the current market conditions, SimonVobornik says that both sellers and real estate agents can benefit from access to the PLN. “It’s another selling tool in your bag to bring to your sellers,” she said.

career in marketing and graphic design in favor of snapping up the Elmwood Park property. Thanks to some significant family ties, Jardine was already familiar with the Elmwood Park eatery. His Uncle Rich Mazzulla previously owned the building.

He was the mastermind behind Baciami before transforming the space into 18 West in 2018. Jardine purchased the building from his uncle in November 2020 and after making some cosmetic alterations, opened Circle Tavern in January 2021. The pandemic allowed the novice bar owner and restaurant owner to ease into the role of proprietor. A year later, the hands-on owner is on-site every day the bar is open and prioritizes serving quality food, solid drinks and fostering a fun environment for customers and employees alike.

“I really see this as a way to take the family torch,” said Jardine. ““There is nothing I wouldn’t want to eat on this menu and nothing I don’t think is good.”

Whether ordering a single, double, triple or mammoth quad burger, fans of the smash will be pleasantly surprised that Circle Tavern is putting up a practically perfect version of this simple burger style.

Freshly packed rounds of beef are tossed on well-loved flattop before being pressed to ensure proper meat to griddle contact.

Loaded fries: Circle Tavern’s fries are memorable on their own, but bold diners can load ‘em up with bacon, cheese sauce, jalapenos, scallions and sour cream. bakery bun stands up nicely to griddled patties and requires nothing more than a sort of “all condiments in one” style sauce, pickle chips and some ooey gooey American cheese to yield a sublime smash burger. Seriously, this burger is exactly what a smash burger is supposed to be.

Circle Tavern boasts a long welcoming bar and six tables scattered throughout the establishment. In addition of luring folks with burgers and fries, Jardine has introduced weeknight specials to beckon locals to pop in each night of the week. On Martini Monday bartenders whip up nine different martinis including blueberry, pear,

and caramel apple varieties. Expect to find steak tacos on the menu on Tuesday, while Wednesdays are reserved for trivia or bingo and diners can snag two thin crust pizzas for the price of one on Thursdays.

“When he bought the place, I told him this would be his business not mine,” said Mazzulla of his nephew. “But I really couldn’t see it going to anyone else; I am proud of him.”

Circle Tavern, located at 18 Conti Parkway is open Monday through Wednesday from 5 p.m. to 11 p.m. and Thursday through Saturday from 5 p.m. to 1a.m. The bar is closed on Sundays.
