Don’t rush to close schools, parents ask D91 leaders General support for action but a request for more planning

While most people who attended the April 30 Forest Park School District 91 hearing said they were open to the idea of closing Grant-White Intermediate and Betsy Ross Primary schools, they wanted the board of education to take its time and not make the decision for at least another year.

The district has proposed closing Grant-White, 147 Circle Ave., because of low enrollment and Betsy Ross, 1315 Marengo Ave., because of overcrowding. With other schools facing declining enrollment, the district is proposing moving all preschool and kindergarten students to Garfield Elementary School, 543 Hannah Ave., moving all first through fourth grade students to Field-Stevenson Elementary School, 925 Beloit Ave., and having fifth through eighth grade students at the Forest Park Middle School, also at 925 Beloit Ave. The district would hold on to the shuttered school buildings as

a contingency should the long-term decline in enrollment begin to turn, and it would consider putting a specialized school inside the Grant-White building.

The April 30 hearing, which was held at Howard Mohr Community Center, 7640 Jackson Blvd., was the first of the three planned public hearings. The nearly standing room only crowd of teachers and parents said they wanted the board of education to consider every factor carefully and listen to all the stakeholders.

Several argued that the conversation ignored what they felt was a major reason behind the declining enrollment – parents wanting to avoid having to send their kids to Proviso East High School.

Unless the quality of Proviso Township District 209 schools improves, they argued, the district will be back to talking about closing schools in another few years.

pandemic. In the 2021-2022 school year, the district has 595 students, less than the 622 students that were projected.

“Our largest school is pre-school,” Alvarez said. “Our preschool students tend to leave us the most.”

Grant-White currently has 71 students, while Betsy Ross has 141, Garfield has 197 and Field-Stevenson has 121. But there is the question of capacity – Betsy Ross has 11 classrooms, while Grant-White has 21, Garfield has 17 and Field-Stevenson has 21. Alvarez said if the situation isn’t changed, Betsy Ross could end up with 20 students per classroom, while the other elementary classes will keep getting smaller.

The superintendent argued there are several advantages to the proposal. It would make it easier for teachers who teach the same grades to work together in a single building, allow all students within the same grade levels to build relationships with each other, and ease the transition between elementary and middle schools. The district would be able to rent out the two emptied

schools and potentially set up a “specialty school” such as a gifted school or a STEM school at Grant-White, which may or may not charge tuition. And it would also save money on staffing. If vacancies emerge as staff retires, they won’t have to worry about filling positions.

Kristin Pekoll, a District 91 parent and president of the Betsy Ross’ Parent Teacher Organization – though she said wasn’t speaking in the latter capacity – said she generally supports the process.

“I don’t know what the right decision is for our district, but I do have trust and faith in the integrity of our board, and our teachers and [the community] to do right by students,” she said.

Asia Britt said her children thrived in District 91 schools, and she was worried about how disruptive school closures would be for them. If the schools do get closed, she wanted to see at least a year-long transition period.

“Just want the big people [in charge] to know – think of the children when you do anything,” she said.

Drew DePriest said he generally supports the proposal, but he still saw value in taking things slowly and studying the issue carefully.

“Schools aren’t failing,” he said. “We’re not out of money. We’re doing fine. I think of it as a vaccine instead of medicine. It’s the way to help get you more efficient.”

Stephanie Crabtree, who said she was worried about her daughter not being able to walk to school if the proposal passes, was among several speakers who said the plan was missing a bigger picture.

“We have a great school district and great community, but once you get to the high school level, you run for the hills,” she said.

Parent and Citizen Advisory Committee member Jennifer Barbahen agreed that District 209’s reputation was an issue but argued that Forest Parkers need to think of it differently.

“Proviso East – it is our public high school,” she said. “Instead of flight, Forest Park really needs to come together and fight for our kids.”

District 91 is holding two additional public hearings – one on Tuesday, May 3, 7 to 8 p.m. at Grant-White and one on Thursday, May 5, 6 to 7 p.m. at Betsy Ross. The board is also expected to discuss the matter during its May 12 meeting.

Forest Park moves to deny Tap Room liquor license renewal Hearing will continue on May 11

Forest Park Police Chief Kenneth Gross filed a complaint asking Mayor Rory Hoskins, who also serves as the village’s liquor commissioner, not to renew Forest Park Tap Room’s liquor license.

Since it opened on Oct. 23, 2020, inside the former Healy’s Westside space at 7321 Madison St., the bar has faced multiple complaints about loud music, fights and violating COVID-19 mitigation limits in place at the time. Those alleged actions resulted in multiple liquor license suspensions and an attempt to have its liquor license revoked. In his complaints, Gross wrote that, in addition to those issues, the bar owners lied on their initial Forest Park liquor license application. Specifically, the complaint said owners were not forthcoming about liquor license violations at a bar they own in Berwyn or about one of the coowner’s arrest records.

An initial hearing on the matter was held May 2 and will reconvene on May 11 at 11 a.m. at the Forest Park Village Hall.

The Tap Room is co-owned by brothers Lance and Hansel Law, who have also owned Berwyn Tap Room, 6330 16th St., since 2019. The bar has had its Forest Park liquor license suspended three times since its opening – most recently March 4 through 11 – due to Tap Room’s alleged failure to control crowds and prevent fights, as well as violating COVID-19 related capacity restrictions. In August 2021, Hoskins revoked the Tap Room’s liquor license after

ruling the bar had stayed open after hours.

But in January, the Illinois State Liquor Control Commission reversed the village’s license revocation, ruling there was no evidence that the bar was selling liquor after hours.

In his complaint, Gross described every single incident that led to liquor license suspensions in detail, adding that they’ve been cited 21 times, five of which happened this year. He also alleged that the brothers lied to the village on several occasions.

While both brothers indicated in the original liquor license application that they were never “arrested for a crime related to decency and/or morality,” a routine background check revealed that Hansel Law was arrested for domestic battery in 2019.

The case against him was dismissed after his wife “did not cooperate” with the legal proceedings. At the time, Law said that he forgot about it because nothing came out it.

Gross also wrote that, on March 11, 2021, the brothers met with several village officials, including then-Police Chief Thomas Aftanas, to discuss police calls and possible violations of COVID-19 capacity limits in force at the time. While the brothers indicated that they never had any issues at Berwyn Tap Room, he noted that a subsequent Forest Park Review investigation uncovered numerous police calls and a liquor license suspension to prove otherwise.

The complaint was dated April 27. According to a police report prepared by

Forest Park inspects water reservoir with eye on play area Need to see if Community Center playground renovation will interfere

Forest Park’s village council unanimously approved a recent contract to expand and clean up village water reservoirs.

Simultaneously, the council wants to see what it might need to do to ensure that potential improvements to the Howard Mohr Community Center playground, 7640 Jackson Blvd., won’t interfere with the west reservoir underneath.

Forest Park has two reservoirs where the village stores water it receives from the City of Chicago. The one under the playground holds a million gallons. The one under the Hannah Avenue pump station holds approximately 350,000 gallons, but it has the capacity to hold 1 million as well.

The reservoirs need to be inspected and cleaned of cerement every five years. What makes this year’s inspection different is that the village is looking into upgrading the community center playground equipment and repaving the playground surfaces. The village wants to see if they would need to do anything to the reservoir if the resurfacing proceeds as planned.

Mayor Rory Hoskins told the Review in February that he wants to update the playground that has been at the community

center since the 1980s. Community Center Director Karen Dylewski told the Review that the playground isn’t up to current code, but it’s been grandfathered in.

Village Administrator Moses Amidei previously told the Review that, in addition to getting the new playground equipment, the village is considering replacing the current wood chip surface with a more modern rubberized surface, resurfacing the asphalt portion of the playground, and erecting new fencing around the playground area. Hoskins said that fencing was needed given the proximity to a freight railroad line and the Pace bus staging area north of the Forest Park Blue Line el station. At the time, he estimated that it would cost “at least $200,000.”

In the memo to the village council, village staff said that the inspection would “help determine if additional construction requirements will be applicable should pavement improvements take place at the Community Center in the future.”

Only two contractors bid for the project, and only Liquid Engineering Corporation of Billings, Montana, submitted a bid below the budgeted $20,000, bidding $9,275.

New D209 board officers elected after historic strike President Della Patterson says, ‘Let’s move forward with common goals’

The Proviso Township High School District 209 school board has a new president, vice president and secretary. Election of new officers comes as the board and administration look to regain the trust of teachers, students and community members after a tense teachers strike, the first in two decades. The strike lasted for about two weeks.

During a meeting on April 26, D209 board member Della Patterson was nominated for school board president by outgoing board President Rodney Alexander, who served two 1-year terms.

Board member Claudia Medina nominated fellow member Ned Wagner, who served as board president in 2018 and 2019, but Wagner declined. Board Secretary Amanda Grant nominated Sam Valtierrez as board president, but Valtierrez also declined.

Alexander, citing board policy, said there was no need for a vote if only one member is nominated president.

“I’m excited about the opportunity to serve as president of the board of education now,” Patterson said. “We are at a critical juncture and what we do now, right now, could be the difference between improved outcomes or more of the same.”

Alexander nominated Theresa Kelly to remain as vice president, which she accepted. Valtierrez, nominated by Medina, and Wagner, nominated by Grant, both declined those respective nominations.

The board voted in favor of Valtierrez, who was nominated by Alexander, to succeed Grant as board secretary. Grant had accepted Medina’s nomination to remain in the position, but failed to secure a majority vote. Members Alexander, Wagner, Patterson and Kelly voted in favor of Valtierrez.

During the meeting, Alexander touted what he said were some of the district’s biggest achievements under his board presidency, including the state financial oversight panel’s exit, the completion of new culinary arts labs and auto shops, and the installation of air conditioning units, among other things.

The new board officer elections come after the school board voted unanimously on April 12 to ratify a new contract with the Proviso Teachers Union (PTU). The union

voted to ratify the new contract 57% to 43%. The contract runs from 2021 through 2024, The district has not yet released all the details of the contract, but some PTU members, speaking during citizen comments DELLA PATTERSON Board President at the meeting, said they were unsatisfied with the new contract.

Neil Rutstein, a teacher at Proviso Math and Science Academy in Forest Park, said the teachers voted to ratify the contract only after the board’s and administration’s “campaign of delay and intimidation,” including “a threat […] to our health insurance during the pandemic,” adding that a “bare majority” of teachers “felt they had no choice.”

Rutstein said “even after getting everything it wanted in the contract, including the unchecked power to pay sports coaches as much as they like, the board continues to view the teachers and community with contempt.

“Did you know that many classes do not have teachers even this late in the school year and the students in these classes have to learn their subjects on their own using a pre-packaged computer program?” he said.

“This is a prime example of this district’s low teacher salaries coming home to roost.”

“The goals that we set out to reach at the beginning of this last negotiation cycle process have not been realized,” said Scott Hendrickson, a 17-year veteran teacher at Proviso West High School in Hillside and a PTU officer.

“These goals would have set the conditions, the climate, the culture to improve learning outcomes for students,” he said.

“We Proviso teachers will not rest until these goals are accomplished. Proviso teachers are not going to back down, we are not going to disengage, and we are not going to go back to business as usual.”

In a statement issued in early April, D209 officials said the new contract agreement includes a “3% raise for our teachers each year over the period of the contract as well

as an annual $500 Board of Education Appreciation Bonus. All athletic positions were removed from the teachers contract,” D209 officials said. The contract also includes an eight-period schedule starting in the fall.

The PTU, which includes roughly 280 teachers, counselors, librarians and social workers, had initially demanded a 12.75% increase over three years, in addition to smaller class sizes, among other conditions.

Throughout the negotiations, PTU members had argued that Proviso teachers are among the lowest paid in the region while D209 administrators are among the region’s highest paid.

Teachers, parents, students and community members have also complained about what they’ve described as D209 Supt. James Henderson’s poor leadership, most notably reflected in his staffing decisions, his fraught relationship with the wider Proviso Township community, and the administration’s lack of communication.

During the April 12 meeting, a Proviso East High School parent complained about constant fights at the school and a lack of teachers.

“Almost every single day is a fight — fighting in the homeroom, fighting in the streets and fighting inside the school,” she said, adding that her daughter is concerned about her safety.

“What are you doing about safety? I would like to hear an answer,” she said.

“At the beginning of the year, my student went almost one month without a teacher.

What’s going on? [There’s] poor communication with the parents. How is it possible you make robocalls about the games, everything, [but] nothing about the problems

that happen in the school?”

Micaela Soto, a teacher at Proviso East, said there was a lockdown at the high school on April 11, but there was no district communication sent about the incident.

“When parents, teachers and community members come up here to talk about communications, we’re not exaggerating the circumstance,” said Soto. “It’s really plain as day.

“We have all this money for fifth-floor administrators [when] our children need deans in the buildings,” she said, adding that school board members aren’t in buildings every day to witness what teachers, staffers and students experience.

The April 12 meeting, the last regular meeting presided over by President Alexander, was a microcosm of his two years at the board’s helm, characterized by incendiary rhetoric and frequent spats with teachers, students, fellow board members and community members — many of them captured on video.

At one point during the meeting, a backand-forth erupted between Alexander and Soto after the latter interrupted the board president’s comments. Alexander asked security guards to escort Soto out of the board room before Wagner, seeking to diffuse the tension, urged Alexander to continue his remarks.

“Rodney, you can’t argue, just go on,” said Wagner.

“You’re right, Ned,” Alexander said.

“This is what we deal with. You’re right.”

Moments after she was named the new board president on April 26, Patterson sought to strike a more conciliatory tone, addressing teachers, students and community members.

“You are important to us,” Patterson said.

“We need you. We value you. And we have to find a way to move forward together. We must trust each other.”

Addressing Henderson, the primary source of the teachers’ frustration, Patterson reinforced her support and faith.

“I believe in you and your leadership and I’m confident you will complete the job we hired you to do,” the new board president said. “We know there has been tension lately. We shall find a way to heal. This is a new day. Let’s move forward together with common goals and a shared focus.”

Village Free Press joins Growing Community Media

Writing today alongside my colleague Michael Romain to share the news that Growing Community Media is expanding to include the Village Free Press, the Proviso Township newspaper, which Michael launched nine years ago to cover his hometown of Maywood.

Over the years, Village Free Press has grown to cover nine of the 14 villages which make up Proviso. Michael’s hard work and strong community journalism have made VFP the single and respected source of local news in the township.

Simultaneously, Michael has worked at Growing Community Media, initially as editor of our Austin Weekly News and education reporter for Wednesday Journal. Over the past year, with funding from a local donor, Michael became our equity editor and columnist while continuing to edit the Austin Weekly.

Several months ago, Michael suggested we consider fully aligning Village Free Press with GCM’s four flags to make it part of Growing Community Media. We have been working out the details and last Friday signed the paperwork to make it happen.

This growth really reflects the mission we set out to accomplish when we created Growing Community Media three years ago as the nonprofit publisher of Wednesday Journal, Austin Weekly News, Forest Park Review and the Riverside-Brookfield Landmark.

Then and now, we see vital, complex and fascinating communities stretching from Garfield Park to Oak Park, from Riverside to Maywood that together make up the Greater West Side,

a geography of diversity and shared needs and opportunities.

As always, we will cover these communities individually, but also collectively. We’ll report the news and feel of each village and neighborhood at the grassroots while also reflecting the interesting and complex issues that unite us.

These changes come with an expanded role within GCM for Michael. He is now our Director of Diversity, Equity and Inclusion (DEI) while he continues as editor of Austin Weekly News and Village Free Press.

Also, we are growing our reporting staff.

As part of this transition, GCM will fund a part-time reporter dedicated to covering Proviso. In addition, Kamil Brady, who has been vital to VFP for many years, will come aboard GCM to enhance sales and community engagement.

Igor Studenkov, one of our veteran freelance reporters, joins the staff on a part-time basis to cover Forest Park and continues to report on the West Side. A month or so ago we told you about the hiring of Samantha Callender as our Community Narrative Reporter for the Austin Weekly. That hire was made possible by a grant from the Field Foundation.

Cook County Health celebrates 1 million vaccines administered Preckwinkle announces milestone at North Riverside clinic

Cook County officials including Board President Toni Preckwinkle, Cook County Health CEO Israel Rocha and Cook County Commissioner Brandon Johnson (D-1st) gathered in North Riverside on April 28 to celebrate Cook County Health administering 1 million doses of COVID-19 vaccine.

During remarks inside the Cook County Health clinic at 1800 Harlem Ave. on April 28, Rocha said the organization was one of the first health systems in the nation to notch such an achievement and both he and Preckwinkle acknowledged those who made it possible.

“This is a great day,” Preckwinkle said.

“Think about how far we’ve come since December 2020 [when vaccines rolled out]. That context makes this moment really special.”

Preckwinkle also thanked state government and health officials as well as the Illinois National Guard, which was called upon to staff mass vaccination sites and other county vaccination sites – including the North Riverside clinic when vaccines were

rolled out to the most vulnerable Illinoisans in early 2021.

“Those sites were critical in getting the maximum number of doses into arms as quickly and efficiently as possible in the early months of the pandemic,” Preckwinkle said. “Vaccine administration was a key component of Cook County’s comprehensive COVID-19 response.”

Rocha, who became Cook County Health CEO in December 2020, also praised the county’s ability to operate its mass vaccination sites, like the one set up in a vacant bigbox retail property at the Forest Park Mall, to facilitate the county’s vaccination efforts.

In addition, he credited a concerted effort that included not just the county but municipalities, schools, local pharmacies and other organizations for helping increase vaccination rates in Cook County.

As of April 28, according to the Cook County Department of Public Health, 86 percent of suburban Cook County residents had received at least one dose of the COVID-19 vaccine, while 65.4 percent had been fully vaccinated.

Locally, the rates were even higher, with more than 90 percent of Brookfield and Riverside residents having received one dose of the vaccine. In North Riverside it was 86.4 percent.

In Riverside 76.3 percent of residents had been fully vaccinated, compared to 70.4 per-

“We have been able to celebrate today that our community has substantially increased protection against this virus,” Rocha said.

“And even though we know that we have seen tides come and go between the different levels of infection, we know the COVID vaccines have made a difference.”

Hospitalizations and fatalities have decreased dramatically as vaccines have become more prevalent, Rocha said.

“When we first set out on this journey our goal was always to reach today, to be able to give one million vaccines to help our county get that sense of relief,” Rocha said.

Vaccines and boosters are still being administered at the North Riverside clinic and standing in for the 1 millionth Cook County resident to receive a dose were Pearl Links Goliath and Frederick Goliath, both senior citizens, who were there to get their second boosters.

According to Frederick Goliath, 80, the couple wasted no time in getting vaccinated when the doses first became generally available back in January 2021, so they were anxious to get their boosters up to date.

“As senior citizens we enjoyed taking the shots when they were offered,” Goliath said. “We got them right away.”

Boys’ success in education is declining but it does not have to stay that way. Recognizing that there is a problem and applying creative solutions will improve the state of boys’ education and ultimately boys’ lives. Similarly, once we recognize that we need an estate plan we can solve that problem by creating our estate plan and ultimately improving our lives and our families’ lives.

What ails enrollment?

A

t a meeting Saturday to listen to residents about its plans to close two schools in Forest Park as early as this fall, District 91 officials heard requests from parents and teachers to slow the process but not a lot of outright opposition.

That’s good. Most everyone recognizes that the continuing, accelerating decline in elementary enrollment cannot be sustained across five school buildings. Now under 600 students, that is a stunning drop from a one-time peak of 1,200 kids.

It was not a surprise to hear some residents comment on what they perceive to be “the elephant in the room.” As that expression has long translated within Forest Park, it means families don’t want to send their kids to the Proviso Township high schools.

Clearly there is truth in this. Has been to some degree for nearing 50 years. And the perceptions of the high school district aren’t getting better given recent chaos at the board and administrative level.

However, we ask Elizabeth Alvarez, the new D91 superintendent, her colleagues and the board to not rely overmuch on this excuse.

For decades as the high schools declined, Forest Park’s elementary schools shone, enrollment was strong, the system was seen as a steady standout in town.

There are other complex issues at work here. We are comfortable having the district move faster than slower in rightsizing its mix of school buildings. But we want the district to go deep in assessing its future enrollment challenges. How different is the demography of Forest Park compared to nearby districts which are growing? What does the census tell us about a changing balance of families and kids?

What is the mix of housing options in Forest Park that limits enrollment? Why did the people who left, including a significant number of former school board members, move? Not too late for exit interviews.

This analysis should fold in the village government, the parks and library, too. What are their usage successes and challenges?

Closing buildings is a response to a problem. We need to understand better the contours and details of the problem.

Tap Room pursuit continues

Forest Park village officials, read Mayor Rory Hoskins, continue a relentless effort to rescind the liquor license it has granted to the Forest Park Tap Room. A hearing Monday and continued to later in the month, was based on an 11-page complaint brought by Police Chief Ken Gross.

It lays out the most recent incidents at the Madison Street bar which have resulted in police calls. But it also goes back to the initial vetting processes that led to the Tap Room’s owners being granted a license in the first place. And it alleges that Lance Law and his brother Hansel offered misleading answers about both their personal history and the operation of a bar they own in Berwyn.

The weather will warm. Drinking will intensify. And the Forest Park Tap Room will continue to be problematic unless ownership is brought into compliance or its license renewal is denied.

Michael Rosenthal and his neighbor Pastor Walter Mitty were engaged in their daily morning check-in by phone.

“No problem, Walt. When do you need it? Oh, and by the way, what for?”

“Well, Dan Bailey at the Poplar Park Times is letting anyone say anything they want in the letters to the editor section. Like one letter said that the middle school should take razor blades and cut out the pages in their history books that talk about the Haymarket Riot.”

“Why?” “Well, because she said it’s anti-police. The textbook stated that, after the bomb was thrown, the police started shooting ‘with random gunfire’ and the word ‘random’ shows that the book is biased.”

“Hmmm. So you want to buy the PP Times so you can edit out all the fake news and downright lies?”

“Michael, you know I was joking, but I do wish there was a way to get Bailey to censor that kind of crap. I mean, I know there’s the issue of freedom of speech, but there are laws against slander and libel, so there’s no such thing as absolute freedom of speech, is there?”

“And Trump,” Mitty added before his neighbor could respond, “has been accused of inciting violence with his speech, so that must be another limit.”

“So Walt, is Elon Musk your role model here?”

“Like I have access to 44 billion dollars, Michael.”

“But you do have fantasies about controlling the local paper and then controlling what gets printed and what does not.”

“Well, that is true, I have to admit. But Musk wants to decrease censorship on Twitter. I think he calls it a digital town square.”

“Walt, if that’s true, it means he trusts users to separate fact from fiction, truth from lies, doesn’t it? Let every voice be heard and somehow the truth will emerge?”

Mitty took a moment, then replied, “You know, Michael, I guess to be honest I don’t trust readers to be able to make that discernment. From what I hear, Musk will probably let Trump back on Twitter and that means, like a loudspeaker, Twitter

will allow him to reach even more people. I read yesterday that 35% of Americans still believe that the election was stolen.”

“I hear you,” said Michael. “I read in Newsweek that 83% of the Russian people approve of Putin’s ‘special operation’ in Ukraine, but isn’t that because he eliminated almost every voice that proposes an alternative narrative to his?”

“So,” said Mitty, “you’re saying the opposite of allowing anything to be printed or broadcast is to have only one source of information, right?”

“Even though you’re always right, of course.”

“Of course, and everyone who disagrees with me is an idiot!”

Michael laughed but felt he needed to see both sides. “But don’t conservatives call what you’re talking about ‘cancel culture’? Like you don’t want them to cut out stories about the Haymarket Riot, but you want to kind of cut out what they believe from our local newspaper.”

“Maybe in a way, Michael, but what I want is the truth based on facts, and the big lie is the product of someone’s imagination. In our library it would be shelved in the fiction department.”

“OK, Walt, let’s say you and I bought the Times.

You of course would want to be the editor, and am I right in imagining that you would not want your paper to be labeled as a liberal propaganda sheet?

So how would you make sure that conservative voices are heard if you’re the one deciding which content is admissible and which is not?”

Pastor Walt wanted to repeat that he would separate fact from fiction, but realized right away that a mortal human is limited in his capacity to discern truth, so what he said instead was, “I guess when a lie is as big as the Big Lie, I would be able to tell the difference, but in most cases I’d have to print letters if there was a grain of plausible truth in them even if I disagreed with them.”

“Are you saying, then,” Mitty’s best friend asked, “that you think maybe Dan Bailey is doing an OK job over at the Times?”

“You’re forcing me to think, Michael, and I don’t like that,” said Mitty with a chuckle, “especially when I have to examine my own motivations.”

“So are you taking the proposal to buy the Poplar Park Times off the table?”

“I guess so,” Mitty laughed, “and besides, you don’t have a million dollars lying around anyway.”

My interviews fell through this week, so I’m turning my column over to the immortal Mike Royko, a legendary 16-inch softball aficionado. With permission from the publisher of Windy City Softball where it first ran, and to mark the 25th anniversary of Royko’s death, here is an excerpted version of the story he wrote for that publication 47 years ago.

by Thomas Bonen, Bob Campbell and Al Maag. For the March 1975 issue, the magazine persuaded iconic columnist Mike Royko to write an article. Royko was an avid player and proponent of “Chicago’s Game.”

The story begins with Royko’s “Daily News” team squaring off against a Chicago Police Department squad.

Before the game, a considerable sum was wagered on the outcome. Royko as usual pitched for the newspaper team.

Pitching that game, I felt like General Custer. Except these weren’t Sioux Indians circling me. They were Chicago ringers.

As the dust settled, I handed Sgt. Clancy his winnings and sputtered: “The only time those ‘cops’ have been in a police station is when they posted bond to get out.” But I couldn’t stay mad. Loading up is a tradition as old as the game of softball itself.

Older. What the hell, George Washington hired Hessians, didn’t he?

So the loading up goes on. And for those who are still innocents in such matters, here are a few guidelines for success. Never be too obvious. An example: Last summer, the above-mentioned police team took the field against IBM. Suddenly an IBM player leaped up from the bench, pointed at the left-fielder, and said: “He’s no cop.”

“Howdya know?” a policeman demanded.

“Because he works with me at IBM,” was the answer.

Be sure your ringers know who they are. Example: A couple of years ago, Illinois Bell brought in a couple of heavies for a big game. The manager said something like: “You will be Eddie Burns, and you will be Jack Jordan.” Somebody had a shaky memory, because when the game ended and the Bell victors signed the back of the lineup sheet, the opposing manager said: “My, you have two players named Eddie Burns.

The ideal ringer should not look like Mickey Mantle. Guys with muscles in their ears arouse suspicion. If he weren’t so well known, the perfect ringer would be Mike Tallo, the ERV Strikers’ pitcher and a remarkable infielder. With his frail appearance and herky-jerky movements, he looks like a picnic player — until he pounces on a bad hop grounder, or floats a soft double down either line.

“I always tried to bring in little guys who could hit the ball,” said Bobcat manager Eddie Zolna. “With big guys, you scare them. A little guy hits a homer and they don’t believe it. The second homer, they start believing it.”

“Sometimes it gets confusing,” said the Strikers Len West, “The manager will say: ‘You’re up to bat Jim,’ and you sit there.

Daily News columnist Mort Edelstein discussed the ringers he used to win a national championship in a Jewish organization. There was John McCarthy, alias Albert Goldstein, and Mario Mengarelli, alias Harry Kaufman, and Vito Sarcia, alias Manny Feldman. The next season, somebody recognized McCarthy and I was barred for life.”

Finally, there was Harry Hannin, whose Prohibition-era team won 55 straight games. One day [a certain state senator], who was known to hang around with men who held gray fedoras over their faces when the flash bulbs popped, asked for use of a couple of Hannin’s players for an upcoming game. “The next day I showed up at the ball field with my two stars, Lewis and Rosen.”

“I asked the senator who his team was playing. He said: ‘We’re playing against Machine Gun McGurn’s team. There’s $10,000 on it.’” The crowd was 10 deep and when the game started, the crowd was right up to the foul lines. Then somebody took the megaphone and announced, ‘Listen, I want you should not cross the foul line.’

You know, nobody moved? The game went 12 innings and one of my guys broke it up with a hit. I think you could say that I was relieved.”

Think about that kind of pressure, next time you’re in a beer game.
