While no one who spoke at the May 5 Forest Park School District 91 public hearing about the proposed closure of Grant-White Intermediate and Betsy Ross Primary schools outright said they didn’t want the schools closed, they made their feelings clear.

The hearing, which was held at Betsy Ross, 1315 Marengo Ave., was the last of the three community hearings on the proposal. The district is considering closing that school because of overcrowding and closing Grant-White, 147 Circle Ave., because of low enrollment. It is proposing putting all preschool and kindergarten students at Garfield Elementary School, 543 Hannah Ave., all first through fourth grade students at Field-Stevenson Elementary School, 925 Beloit Ave., and adding fifth grade to the Forest Park Middle School, also at 925 Beloit Ave. As with the first community meeting, which was held See SCHOOLS on page 6

‘He remembered our names’ Proviso East alums, community members mourn Chuck Suwannasri, the popular Al’s Drive-In worker who died May 4

While he waited in line at Al’s Drive-In, 80 Madison St. in Maywood, on Thursday afternoon, Arian Wade couldn’t help but notice the difference.

“It’s not the same,” Wade lamented to another customer who was waiting in line.

As soon as he walked to the window to order, Darrell Stevens asked about the man whom Wade called “the face of this window.”

“How’s Chuck? Where’s Chuck at?” Stevens asked the worker taking his order.

Art Boonma, the restaurant’s longtime general manager, said he’s fielded the question so much that he had to tape a poster to the takeout window, notifying the public about Chuck’s memorial.

Chokchai “Chuck” Suwannasri, 63, died on May 4 from cancer. For decades, his gregarious, sincere personality and warmth was what made Al’s so special for so many community members, particularly the students of Proviso East High School, located right across the street.

Wade, who graduated from East in 1989, spoke about Suwannasri as if he were a relative or a close neighbor.

“Chuck would already know your or-

der,” Wade said. “You didn’t even have to say nothing. He’d say things like, ‘Where’s your father at?’ He had a good memory.”

Stevens, who graduated in 1983, echoed the sentiment.

“He was a great guy, man,” Stevens said.

“Fun, entertaining — didn’t ever forget your name.”

Born in Thailand in 1958, Suwannasri moved to the United States at the age of 14.

“We stayed in Baltimore before we moved to Chicago in 1977,” said Boonma, whose sister, Sue Rapanavanich, owns Al’s, which her family founded in 1979, replacing a restaurant by the same name. Boonma said Suwannasri is his nephew-in-law.

While he reminisced, Boonma pulled out his cellphone to show a 2017 episode of “Chicago’s Best.” The TV show, which profiles eateries across the Chicago area, had featured Al’s in their episode, highlighting the region’s best Chinese food.

Another video — which shows Suwannasri reciting “The Message,” the 1982 rap song by Grand Master Flash and the Furious Five — has been making the rounds again on social media.

The group’s other co-founder, Rajeska Jackson, still recalled what for many Proviso East students was something of a ritual. Jackson wrote on Facebook that she went to Al’s “almost before every game.”

Many customers recalled their favorite dishes — from the shrimp fried rice to the super tacos. And who can forget the mild sauce and fries?

But perhaps even more important than the food was Suwannasri’s unique way of greeting customers, many longtime Al’s patrons recalled on Facebook.

long I’ve been away, you always greeted me the same,” wrote Damien T. Harvey on Facebook. “‘Wassup Mr. Harbry … You back in town? Let me get yo shake started my good sir …”

Harvey added that a “void has been created because no one … ABSOLUTELY NO ONE … made a Strawberry Shake for me the way you did.”

On Saturday, about 100 people — many of them wearing Al’s serving hats like the ones Chuck donned — gathered in the parking lot of Al’s for an impromptu memorial service for Chuck that was planned by a group of East alums, including McFarland, who graduated in 1986.

“One thing I liked about Chuck is he remembered my name,” said Chris Brown.

“I think he remembered all of you all’s names. For whatever reason it was, he had that ability to remember names. He was a community favorite. He was a guy who gave you a laugh and a good time.”

“The thing with grief comes hope,” said Suwannasri’s niece, Heidi Ratanavanich, 40. “Seeing this, seeing all of the people Chuck touched reflected here is truly incredible. He’s an institution and touched so many people’s lives in the simple way of just serving food.”

Al’s owners planned another memorial service on Tuesday. Ratanavanich said that funeral services for Suawannasri will be private.

Plan Commission, Zoning Board merger finalized by council Attempt to streamline decision process

Forest Park’s village council voted unanimously May 9 to approve the merger of its Plan Commission and the Zoning Board of Appeals, and to appoint six out of seven of its members.

The village has been talking about merging the two commissions since early 2020 in order to streamline the zoning process and because, given how few cases each body processed, it made sense to bring them together. Many other Chicago area municipalities, including the Village of Riverside, have done that over the past 15 years. The pandemic delayed the merger, but the process resumed during the last few months.

Commission will inherit the Plan Commission’s responsibilities of reviewing development-related applications and developing village-wide comprehensive development plans. It will inherit Zoning Board of Appeals’ responsibilities of reviewing requests for variances and Special Use permits, reviewing proposed zoning code changes and ruling on appeals against the village’s zoning decisions.

Like the Plan Commission and the Zoning Board, the new commission’s decisions are advisory in nature, but the village council tends to follow the advice.

Commissioner Maria Maxham, who has oversight over zoning matters as part of her role as the Commissioner of Public Health and Safety, previously told the Re-

view that five members would carry over from the Plan Commission, one would carry over from the Zoning Board and one would be brand-new. The end results were slightly more balanced. Mayor Rory Hoskins ended up appointing Plan Commission members Ryan Russ, Scott Whitebone and Paul Price, who were appointed in Feb. 22, 2021, and Marsha East, who was appointed earlier and will serve as the new commission’s chair. Zoning Board members Kevin Hibbitts and Kerri McBride were appointed to two seats, and one seat has been left vacant, to be filled at a later time.

The first members are appointed for shorter terms to ensure that the terms are staggered. Hibbitts and Russ will serve

one-year terms, Whitebone and the seventh member will serve two-year terms and the rest will serve three-year terms.

Once those terms end, members will be appointed for four-year terms, and incumbent commission members will be able to apply for another term.

The new commission will have its first meeting on May 16 at 7 p.m., and the initial agenda may prove to be contentious.

According to the public notices published in last week’s issue of the Review, the commission will host a public hearing on whether to make cannabis dispensaries a permitted use in the downtown district, and a public hearing on the long-discussed expansion of the Crystal Car Wash, 901 S. Harlem Ave., to the lot at 7201 Lexington St.

Busy summer for public works Village OKs sewer work, alley-paving projects

The village council unanimously voted during its May 9 meeting to approve three ordinances moving several major infrastructure projects forward.

Most notably, the council approved the contract for a sewer separation project in the section of 15th Street between Marengo and Circle avenues. The council also entered into an engineering services contract for the alleys the village plans to repave over the next two years. Finally, the council authorized the village to go out to bid for the project to replace 9-10 lead service lines connected to the water main under the section of Jackson Boulevard between Des Plaines Avenue and Madison Street.

The 15th Street project is part of the village’s longer-term effort to replace water mains with separate sewer and water lines to increase sewer capacity and, with it, reduce flooding. The project received $360,000 in federal Community Development Block Grant (CDBG) funding through a Cook County grant, with the village planning to use up to $40,000 from its capital fund as a

local match.

While the village estimates put the project costs at $377,000, the lowest bid, which was submitted by Downers Grove based Uno Construction, came in at $392,450. This is still under budget, but with less room to cover any unexpected cost overruns.

The village also entered into a $35,860 contract with Christopher B. Burke Engineering, Forest Park’s long-time engineering consultant, to do a final design and provide engineering services for the rehab of four alleys that Village Administrator Moses Amidei previously told the council were in particularly dire condition. The village plans to repave the east-west alley directly south of Madison Street, between Elgin and Harlem avenues, and a north-south alley north of Roosevelt Road, between Elgin, Harlem and Filmore, this year.

Finally, Forest Park plans to replace the Jackson Boulevard lead lines while repaving a portion of the street. The state Lead Service Line Replacement and Notification Act requires the village to replace all lead lines over the next 20 years, and Amidei previously said it made sense to replace the

estimated 9-10 lines while the street was already being dug up.

The lowest bid for the resurfacing portion of the project, which was submitted by Bensenville-based Lindahl Brothers Inc., was $485,406. $418,000 of the costs will be covered through the federal Surface Transportation Program grant, and the rest will be covered with village Motor Fuel Tax Revenue.

replacement portion will cost around $90,000.

In his report to the council, Amidei said Forest Park is in for “a busy summer.”

“We’ll see a lot of work going on,” he said. “Be on the lookout with our newsletters and social media in the next month or so. We will blast out what public can expect in terms of timelines and detours and everything that goes into it.”

Fifth-grader raising funds to upgrade dog park New equipment on its way to improve ‘mud bucket’

Juliet Harrington, a fifth-grade student at Grant-White Elementary School, is asking Forest Parkers and dog lovers everywhere to pitch in as she tries to raise at least $5,000 to improve the village-owned dog park at 632 Circle Ave. While Forest Park effectively turned over four of its pocket parks to the Park District of Forest Park, leasing them for a symbolic $1 a year, it’s still responsible for the dog park and Veterans Park, 631 Circle Ave. During the April 25 village council meeting, Harrington said she thought that the park “lacked the wow factor” and she wanted to get dog play equipment where dogs could run and climb.

While this was the first time she announced the project publicly, she and her mother, Allison Harrington, have been discussing the plans with the village officials for the past few months. The village made a commitment to not only dedicate the donations exclusively to dog park improvements, but to run the dog park equipment options by the Harringtons before putting it in.

Allison Harrington told the Review that, after her daughter lost a class president election, “she decided that she really wanted to do something to make a difference in the community” and she wanted it to be “a change that she could see.”

While Juliet Harrington doesn’t currently own a dog, she told the village council that she loves dogs, so she was invested in the village dog park “We drive by the dog park daily, and it would really bother [Juliet] that it was such a ‘boring mud bucket,’ so she decided to make the dog park her project,” Allison told the Review. “She did research on dog equipment to identify what she thought would be the easiest items to maintain, things that the most types of dogs could use and a realistic cost that she could raise.”

Juliet put that research in a Power Point presentation, and her mother reached out to Commissioner of Public Property Jessica Voogd, whose duties include oversight of the village-operated parks.

Voogd told the Review that she was impressed with the presentation and Juliet’s interest in serving the community. She and the other village officials had several conversations with the Harringtons, and the

“All donations made via that selection are marked as such and will be used only for dog park improvements,” Voogd said.

Residents can also leave cash or check donations at village hall. Juliet also said that she planned to do raffles. Allison said that they got a donor who would match every dollar but didn’t elaborate any further.

“I’m really proud of the initiative that Juliet has shown in this and her taking action to change things in her community that bother her,” she said.

Voogd said the village is in the process of getting the new equipment. The presentation showed tube-like structures dog can run through and raised structures dogs can run up and down on. Since “this is Juliet’s vision and she’s a driving force behind the fundraiser,” the village wanted to make sure she approves what they buy.

“Public Works Director [Sal] Stella has been in contact with a local dog park equipment vendor and received estimates

for items referenced in Juliet’s proposal,” Voogd said. “I have sent those options to the Harringtons and we are awaiting their feedback.”

The commissioner said she hopes that Juliet’s fundraiser would inspire others.

“I want to say that it is just wonderful to see young people looking to get involved with their community,” Voogd said. “Juliet’s initiative, hard work, and kindness are impressive. I am thrilled to do what I can to encourage civic engagement such as this.”

Chuck Whelpley, 83 Longtime Forest Park police lieutenant Charles E. Whelpley, 83, a member of the Forest Park Police Department for 31 years, died May 2, 2022 in Camdenton, Missouri, surrounded by his family.

Mr. Whelpley was born Aug. 6, 1938 in Chicago, CHUCK WHELPLEY the son of Charles Earl and Florence (Hruby) Whelpley. He graduated from Proviso, class of 1957. After graduation, he played football at the University of Miami.

He joined the Forest Park police department in 1963 and served until 1994 when he retired as a lieutenant.

He married his wife Carol in 1964. He has two sons Charles and Christopher and three grandchildren Alexis, Ashley, and Charlie Whelpley.

As a police officer, he was president of the Illinois Police Association, president of the West Suburban Juvenile Association. He also served on the Board of Governors of the International Juvenile Association and was chosen as one of five officers to attend the Police Exchange Program in England with the University of Illinois Police Training Institute.

When he retired from the police department, he went to work for Kemper Insurance Co. as supervisor of the special investigation unit for the United States Midwest Division. In 2000, Charles and his wife Carol retired to the Lake of the Ozarks. While he was here, he served as president on the University of Missouri Extension Board.

He served as president on the very first Camden County Sewer District.

Mr. Whelpley’s greatest joy was his family and serving in law enforcement. He and Carol had an amazing life and the family has many happy memories.

A celebration of life will be held Friday, May 20, 2022 at 6:30 p.m. at Hedges-Scott Funeral Home in Camdenton, Missouri. The family will welcome friends for visitation from 4 to 6:30 p.m. prior to services.

Memorial donations are suggested to the Alzheimer’s Association.

State liquor board says Hoskins too harsh with Lantern Haus license Final ruling says bar took reasonable actions

The Illinois Liquor Control Commission (ILCC) found that the Lantern Haus bar, 7414 Madison St., did everything that it could to prevent a fight that broke out at a pop-up event on the evening of July 25, 2021, and that Mayor Rory Hoskins, who also acts as the village liquor commissioner, was too punitive when he suspended the bar’s license for 20 days.

Hoskins suspended the license on Aug. 16, 2021, on the grounds that the bar violated the public nuisance law by failing to prevent a fight. With credit for a six-day emergency closure following the fight, the suspension was lowered to 14 days. Owner Patrick Jacknow appealed the decision to the ILCC and sued Hoskins in federal court, arguing that his bar has been unfairly penalized compared to other Madison Street bars that saw similar incidents. Hoskins returned the license on Aug. 24, the day after the lawsuit was filed.

While ILCC ruled on the case during its March 16 meeting, the text of the order wasn’t released until April 27. The commission ruled that Lantern Haus couldn’t reasonably expect a fight to break-out during a pop-up event, and that they did everything they could to stop it. The federal lawsuit, which has been suspended pending the outcome of the appeal, will now move forward.

Hoskins suspended the license on the grounds that Lantern Haus allowed the fight, which started inside the bar, to continue outside causing nuisance, and failing to hire enough security guards to control crowds. ILCC ruled that the Forest Park Code of Ordinance doesn’t explicitly define “nuisance,” but according to the state legal precedent, Hoskins had to show that nuisance was caused by Lantern Haus’ negligence.

ILCC found that, while Lantern Haus security did usher 50 rowdy customers outside, “this action was in response to an altercation within the premises,”

which was something they were required to do under the village ordinance to deescalate the situation. Once it was clear that the customers weren’t disbursing, the commission found, the bar did what they were supposed to do – called the police for help.

While a street fight did happen half a block from the bar, “Lantern Haus actions or inactions did not cause this fight.”

“In fact, Lantern Haus agents attempted to prevent the fight by separating the combatants,” the decision stated, adding that there was no evidence that the staff could’ve done anything else to stop the fight.

As for the charge that Lantern Haus didn’t have enough security, ILCC noted that the village code didn’t have any specific standards for how many security guards an establishment should have and when.

They did have one security guard on site during the pop-up event. Since “there is no evidence in the record that this pop-up shop event, by its very nature, would lead to public disruption,” the order stated, it couldn’t reasonably be expected to have additional guards.

“There is no evidence that pop-up shop events generally involve heavy alcohol consumption or lead to public disruptions, nor that Lantern Haus or other Forest Park businesses had previous unpeaceful popup shop events,” the order stated. “There is nothing else in the record that would have suggested this particular popup shop event would turn into an atypical violent event.’

Based on that, ILCC found that Hoskins “ruled against the manifest weight of the evidence” and reversed the decision.

The federal lawsuit has been suspended pending the outcome of the case. Sean O’Leary, Jacknow’s attorney, said that he isn’t involved in that lawsuit and couldn’t comment.

Hoskins told the Review that he respected the ILCC’s decision. O’Leary said that the ruling proved what his client has been saying all along – that the bar followed the law.

“Lantern Haus played by the rules; [ILCC] did the right thing by rescinding the suspension,” he said. “[My client] looks forward to proceeding and running a business that continues to follow the rules.”

D91 forum on closings from page 1 April 30 at Howard Mohr Community Center, 7640 Jackson Blvd., community members urged the school board to take its time and consider viewpoints of all stakeholders. But at this meeting, several speakers also argued that Betsy Ross plays an important role in the surrounding neighborhood and closing the school will harm the immediate community. Several voiced concerns about the impact on English Language Learners and special education students, urging the district to take those students’ needs into account.

As with the last two meetings, Supt. Dr. Elizabeth Alvarez argued there are several advantages to the proposal. It would make it easier for teachers who teach the same grades to work together in a single building, allow all students within the same grade levels to build relationships with each other, and ease the transition between elementary and middle schools.

The district would be able to rent out the two emptied schools and potentially set up a “specialty school” such as a gifted school or a STEM school at Grant-White, which may or may not charge tuition.

Meeghan Binder, president of the Forest Park Education Association faculty and

staff union, said that, while they supported some aspects of the restructuring, such as plans for Garfield, they “caution[ed] against making decisions based on numbers alone” and that the schools consider issues such as scheduling for individual grade levels, the building capacities under the fire code and the logistics of busing.

Teachers previously expressed concerns about special education students being taught in common areas. Alvarez emphasized that special education teachers would get their own spaces, and compared the common areas to a quad in a college, where teachers could find “private nooks” That didn’t mollify Betsy Ross teacher Aimee Edwards.

“For [students] to feel safe and secure enough to stretch and grow, they need the dignity of private, dedicated spaces,” she said.” Financial [savings] and teacher collaboration are important, but not at the expense of the essential program’s that support our most academically challenged students.”

Noreen McNulty, a therapist who works at all district schools, said that, while she believed some restructuring was needed, she shared her colleague’s concerns.

“Neuro-diverse students [with] autism, ADHD, sensory processing disorders -some thrive, but some students become overwhelmed and overstimulated by [sensory input] in the classrooms and need space to decompress,” she said.

“I don’t want to see a vacant school, neither do our neighbors,” he added.

Gigi Hudson, who also lives near Betsy Ross and whose son went to that school as a child, said she worried that closing it would hurt the surrounding community.

“This neighborhood is something special, as all neighborhoods are in Forest Park,” she said. “There are many times we’ve thought of moving. What we’ve always come back to is this community, and this street, anchored by this amazing school.”

Reyna Baker said that the small classes at Grant-White have been good for her daughter, comparing it favorably to her own experience learning in “always overcrowded” classrooms in Chicago public schools where “learning was a problem.”

Leslie McCray said her grandson has been struggling to cope with his mother’s death, Attending Grant-White brought him out of his shell, she said, but she was worried that having to change schools would undo the progress he’s made.

“Now, this is another change for another kid, who has found a school he loved,” Mc-

Cray said, though she added that her family is “looking to move out of state, and stay there, but if we stay here, I want him to stay at Grant-White.”

Alvarez responded that, given that her grandson would eventually have to go middle school, some change was inevitable.

She pushed back on the idea that the plans were announced suddenly, noting that enrollment numbers have been dropping long before she become the district’s superintendent. And Alvarez argued that small classes would hurt kids’ development.

“It’s not just about space, it’s about human interactions, and if you have a room of just 5-8 children, they need human interactions,” she said.

Board president Kyra Tyler said that, as someone whose mother was a retired nurse who used to teach at a Chicago public school that got closed, she understood how emotionally fraught closing a school is, but she argued that it was important to take action over the next few years, “when we’re not in a desperate situation.”

“Our greatest hope is that people will come to the district and stay here, so we can repopulate what we have,” she said.

Elgin Ave. apartment burglarized

A resident of the 300 block of Elgin Avenue came home from work on May 4, only to find his apartment burglarized, police reported.

The victim told police he left for work at around 9:30 a.m. While he remembered locking the door, he left a living room window partially open. When he returned home at around 4:30 p.m., he discovered that his window screen was damaged and his door was unlocked.

Missing from the apartment was MacBook Pro laptop, a Michael Kors watch, three credit cards, a checkbook, his driver’s license, and a coin collection worth $1,000.

The victim also received fraud alerts from his bank which showed that someone attempted to use his credit cards at the Target location, 1129 Lake St., in Oak Park on 3:45 p.m. and 3:47 p.m., then at the 7-Eleven at 205 Harlem Ave. in Forest Park, at 4:05 p.m.

Drug offense A license plate check on May 3 led to an arrest of a passenger who was allegedly trying to sell cannabis illegally.

At around 1:02 a.m., an officer ran a check on a vehicle parked at the parking lot of a 7-Eleven location at 7749 Roosevelt Road and found that the vehicle registration expired and the owner’s driver’s license was suspended.

The officer approached and confirmed the driver, a 42-year-old Chicago woman, was the owner. She reportedly gave police permission to search the vehicle and they reported finding a cup containing leftover alcohol, an empty liquor bottle and a red bag on the passenger side floor board, which had 15 zip-top baggies of varying sizes reportedly containing 105 grams (or around 3.7 ounces) of cannabis. The A 34-year-old Chicago who was the passenger reportedly confirmed that the bag belonged to him.

Police arrested the man for suspected illegal cannabis sales. During booking, the man reportedly started acting “irregularly” and an officer reported found several pills – later confirmed to be ecstasy – clenched in the man’s fist. When one of the pills dropped,

the suspect reportedly dove after it and swallowed it.

Police charged him with illegal manufacture/deliver of cannabis, possession of a controlled substance and possession of cannabis.

The vehicle’s owner was cited for driving with expired registration and without car insurance, as well as for having open alcohol in her car.

er from a vehicle parked in a tenant parking lot in the back of a Forest Park apartment building at the 100 block of Marengo Ave. The theft took place on May 6 at around 1:16 a.m. A witness, whose window faced the parking lot, said he was woken up by the sawing sounds. When he looked out the window, he saw the parked car, a 2006 Toyota Prius Sedan, up on a jack and someone using a saw. The witness said he saw the suspect get out from under the vehicle, get into a white Chevy truck parked nearby and drive southbound through the alley and onto Dixon Street.

An Oak Park police officer who was driving in the area saw a white truck turn from

Dixon Street onto Harlem Avenue and travel north. The officer reported that the truck’s license plate was “obscured.” The truck driver refused to stop and raced north, turning east on North Avenue, where the officer lost sight of the vehicle.

The suspect remains at large.

These items were obtained from police reports filed by the Forest Park Police Department, May 2-8, and represent a portion of the incidents to which police responded. Unless otherwise indicated, anybody named in these reports has only been charged with a crime.

Titanic facing the tip of a trash iceberg Part of the Science Art and Trash (sciartrash) project is to confront the multi-faceted denial regarding garbage.

The project started in 2017 with neighbors picking up litter and documenting what is collected using the Litterati app. The data collected then was presented to the community as a mini traveling exhibit across town in 2019 at a dozen local businesses that hosted it. Because of the pandemic, the exhibit moved online to social media. With these exhibits, the gathering, classifying and analyzing the collected data exposes the connection of local pollution to the behavior and habits involved right here in Forest Park, extending from where the pollution originates to where it ends up.

Our local community does not benefit from the profits behind polluting products or suffer most of their consequences. The polluting materials we use are paid for mostly by tax-funded subsidies to the fossil fuels industry which are gifted to them in this manner. The consequences of these materials do not end at the garbage bin either. They pollute the air from countries abroad and from the poor neighborhoods here where plastic manufacturing and reprocessing occurs. They pollute water tables under landfills, pollute waterways as trash falls into sewer systems, and regrettably so much more.

Yet pollution is presented to us consumers as containers of delicious food and drink. The perception of harmlessness is further reinforced by friends and families enjoying those in social media, the ongoing harm invisible in plain sight. Well intentioned artists may even expand this perception by utilizing plastic garbage to make artworks, thus inadvertently feeding the idea that something meaningful can always be done with the trash. A tiny percentage of the pollution is also used to make benches and construction materials with names that include the prefix “eco”, also feeding this misguided impression. All the while those materials end up in landfills if not in open land or bodies of water, sooner or later.

It is only natural that we want to believe that we can compensate for or fix things after the fact, that the harm is not that extreme, that what is happening away from us does not reach us, that we are not responsible, or that our habits are insignificant.

But none of these are true. Millions of small bad habits at individual, institutional and business levels add to our dependence

on systems that profit from invisible harm, and harm that we have learned to ignore does still cause massive harm.

The amount of polluting trash we channel through our individual and collective habits alongside those from other towns, is exorbitant. Opening our senses and intellect to this reality requires both an experiential shift and learning what data can show and how data works. This is then not only an intellectual experience but an aesthetic one: aesthetics depend on managing attention and acting accordingly with behaviors that manifest context.

Street litter is like the tip of an iceberg and a very big tip at that, its solid bulk being in our trash bins. The amount of trash that ends up in our streets is enormous, yet it is quickly hidden into bins by residents and village staff. Using the app and recording the trash as well as picking it up allows us to peek into the immensity of the problem and clear mindedly face reality.

We urgently need to change our habits and behaviors at a massive scale to stop the channeling of harm through our communities. You can help steer this Titanic of a boat by collecting data and providing evidence to yourself, to the people around you, and to the global community in order to change.

Decision time at D91

third, and for now final, community meeting was held last week as the District 91 school board gathers reaction to its plan to close two schools in town. Over the course of three back-to-back public meetings, there has been little full-throated opposition to the concept of reorganizing and downsizing the number of local public schools.

Simply looking at the steady, unstinting decline in enrollment in this district over decades leaves one to wonder why this response has been so long in coming.

Of course, shrinking the district’s footprint is only an aspect of a real response.

Figuring out just why the preschool, elementary and middle schools are not attracting and retaining more students is the root of the challenge ahead.

Last week’s meeting was held at Betsy Ross School, 1315 Marengo. It is one of two school’s subject to closure. And as a definite point of pride and connection in this south Forest Park neighborhood, it was assured that the turnout would be substantial and vocal.

Legitimate concerns were raised about the potential impact on special needs students, a focus of Betsy Ross’ curriculum. There were also concerns about the impact of this handsome and recently expanded and updated school being left empty.

At this meeting, district faculty and its union spoke more forcefully about their worries over capacity at the remaining schools. This is certainly a voice that the school board needs to hear.

Soon we will know if the school board and Elizabeth Alvarez, its still new superintendent, will follow through on making these critical decisions in time for the fall semester.

We hope they will hear well the concerns raised and be thoughtful in responding. Then we hope they will take action quickly and clearly. Waiting a year does little but delay the most important actions needed and those are making plans to rebuild enrollment and enthusiasm for our schools.

Going to the dogs

This is Forest Park at its best.

A Grant-White fifth-grader wants to upgrade Forest Park’s wonderful but woebegone Circle Avenue dog park. A ‘boring mud bucket” is how she described it.

So Juliet Harrington started researching puppy playground equipment, figured out about how much money will need to be raised, and then started working with Jessica Voogd, the village commissioner in charge of public property.

Multiple meetings followed and a plan emerged.

That led to a special dog park fundraising button on the bill payment page of the village’s website. And equipment for dogs to climb and run through was chosen. Voogd and Sal Stella the public works director, are now conferring with Harrington to finalize the plan and the purchase.

What a lesson and opportunity for young Harrington to have this good idea, bring it forward, and have it embraced by local government officials who will need to sign off on it. We don’t think this happens in every town. And it is what makes Forest Park feel like home.

My purchasing impairment

have a hereditary disorder that makes it very difficult for me to make simple purchases.

The symptoms fall into one of two classes: 1) Buy the cheapest possible version of an item and then complain bitterly when it turns out to be cheaply made.

2) Research the item you need so exhaustively that you never reach a point of purchasing anything at all.

Let us consider the nonrandom example of the birdfeeder.

Last fall I bought a window-mounted birdfeeder with an eye toward entertaining Spike, who is the more active of our two cats. I diligently followed the process outlined in #1 above: I typed “window mounted birdfeeder” into Amazon, sorted by price (lowest to highest, obviously — sorting the other way is solely for gawping at how much some people choose to spend on things), and made my selection. I mounted it to the window with the provided suction cups, put seeds in it and waited months for the birds to realize it was there.

It did not get as much traffic as I would like — apparently birds do not find it pleasant to eat seeds with Spike periodically slamming into the other side of the glass — and it began to fall apart two weeks ago. I know this will startle you, but a plastic birdfeeder that was delivered directly to my home in one day for $9 did not last long enough to pass along to the next generation. The manufacture of good quality items at an unadjusted price point that would have been pleasing in 1958 is dead in America, I guess.

I went looking for a pole-mounted feeder, which I had avoided at first because our yard is laden with squirrels and I did not feel like launching a suburban-dad sitcom war against them. And here is where we move from Class

There are dozens of different options, all of which come with reviews and testimonials that fall, like my symptoms, into two types: 1) “This squirrel-proof feeder is the only one that really works!

I was skeptical too, but not only has it saved me literally hundreds of dollars, but it has rid my entire county of squirrels and attracted birds normally only seen in Costa Rica. This purchase has literally changed my life for the better in every way. MUST BUY. FIVE STARS.” 2) “This so-called ‘squirrel-proof ’ feeder was entirely destroyed by a squadron of rodents in 45 minutes, and I heard them laughing the whole time. When I called customer support, they laughed at me too and screamed ‘NO REFUNDS!!!!’ I have bought many dozens of birdfeeders over the years and am a retired professor of birdfeederology, so you must listen to me that this so-called ‘squirrel-proof ’ feeder is a SCAM. DO NOT PURCHASE.” Fortunately, I learned not to read community reviews of anything in about 1997. So I asked my colleagues if anyone had polemounted birdfeeder recommendations. They produced a dazzling array of expensive options and also a collective hope-dashing that I was going to be able to keep squirrels from eating some percentage of the seeds I had provided. I was annoyed about this until I realized that if the point of the feeder is to entertain the cat, squirrels will get that job done just as well as birds.

Now I’m leaning into the squirrel-feeding.

If you can’t beat ’em, feed ’em, right?

I might have a form of Stockholm Syndrome, but Spike doesn’t seem to mind.

A chat with a private eye

he dictionary defines serendipity as, “Finding valuable or interesting things by chance.” Forest Park has serendipity to spare. We often have chance meetings with friends and neighbors.

Serendipity can even occur in downtown Chicago.

It happened to me at DePaul University’s downtown campus. Professor Paul Booth, a longtime Forest Park resident, had invited me to participate in a conference he organized titled, “A Celebration of Sherlock Holmes.” Many of the speakers were from the world of academia, so Paul thought it would be fun to invite a real detective. My one-hour segment was titled, “A Chat with a Private Detective.”

Paul has been professor of Media and Cinema Studies at DePaul for 13 years. In 2013, a student suggested he host a conference to celebrate the 50th Anniversary of “Dr. Who.” Only 15-20 people attended, but Paul was happy to see the mix of academics and Dr. Who fans. So he organizes yearly conferences. Attendance continues to increase for these free, family-friendly events. Three hundred attended the Harry Potter conference.

I decided it wasn’t going to be a mere chat. It would be a big presentation. I readied props and prepared an outline. I was also excited about the dinner the night before the conference, where I would meet my fellow speakers. Unbeknownst to me, Paul caught COVID, so the dinner was cancelled.

Nonetheless, I arrived at the campus on May 7 bearing my props and a bag of my books.

I was also rocking my blue sport coat. I looked forward to meeting Paul and was disappointed to learn he was ill.

Suddenly, I spotted a good friend of mine, Rev. Guillermo Serrano. He was a pastor at my former church and loves to attend literary events. We grabbed lunch, while he described the presentations he had attended. One was led by a lawyer, who had packed the classroom.

After lunch, I went to that same classroom. I laid out my props and my stack of books and placed my outline on the podium. As Guillermo and I waited for the large crowd, a mother and daughter entered the classroom. Jenny turned out to be a teacher and her daughter, Avery, is a high school sophomore. They came because Avery wants to become a private detective.

I was happy to find out they were former Forest Parkers. Jenny misses the diversity of our village, while Avery has fond memories of attending Field-Stevenson. I described private detective work and told Avery she had the right personality for the job. I gave her some suggestions about how she could acquire some experience.

Meanwhile, the throngs I was expecting didn’t materialize. I had violated one of Sherlock’s basic rules by making a false assumption. Finally, Guillermo stood and informed me that my time was up. I was stunned. What about my props and my stack of books? Guillermo was kind and purchased two copies.

At first I was disappointed by the small turnout but later realized I had inadvertently achieved my goal: “A Chat with a Private Detective.” Paul had also achieved his goal. Despite COVID and being absent from the conference, he had organized a wonderful event.

Serendipity brought me together with Guillermo, Jenny and Avery. Plus, my preparation for the conference will be useful when I make my big presentation at the Forest Park Public Library. It will be on Monday. May 16 at 2 p.m. It’s titled, “Tales of a Retired Detective.” I’ll bring my props and books and will again be rocking my blue sport coat.

Sale terms: 25% down of the highest bid by certified funds at the close of the sale payable to The Judicial Sales Corporation. No third party checks will be accepted. The balance, including the Judicial Sale fee for the Abandoned Residential Property Municipality Relief Fund, which is calculated on residential real estate at the rate of $1 for each $1,000 or fraction thereof of the amount paid by the purchaser not to exceed $300, in certified funds/or wire transfer, is due within twenty-four (24) hours. No fee shall be paid by the mortgagee acquiring the residential real estate pursuant to its credit bid at the sale or by any mortgagee, judgment creditor, or other lienor acquiring the residential real estate whose rights in and to the residential real estate arose prior to the sale. Upon payment in full of the amount bid, the purchaser will receive a Certificate of Sale that will entitle the

If this property is a condominium unit, the purchaser of the unit at the foreclosure sale, other than a mortgagee, shall pay the assessments and the legal fees required by The Condominium Property Act, 765 ILCS 605/9(g)(1) and (g)(4). If this property is a condominium unit which is part of a common interest community, the purchaser of the unit at the foreclosure sale other than a mortgagee shall pay the assessments required
