Forest Park’s village council voted unanimously June 27 to approve the purchase of a new diesel-powered street sweeper after the village couldn’t find a hybrid or electric street sweeper that fell within its budget.

The existing 2009 Elgin Pelican street sweeper was already past its useful life, and Sal Stella, public works director, previously told the council that he didn’t expect it to make it past 2022. The council was originally scheduled to vote on June 13 to authorize the purchase of a new 2022 Elgin Pelican street sweeper, but Commissioner Jessica Voogd requested a two-week delay to give Stella more time to investigate whether the village could buy something more environmentally friendly.

West suburban mayors team up to address global warming Officials vow 100% greenhouse gas emissions reduction by 2050

If the June 13 supercell storm that uprooted trees, downed power lines, damaged cars and ripped the roofs off of buildings is any indication of the hazards that await communities on a warming planet, a gathering of elected officials held last week was an indication of what local leaders plan to do about it.

Mayors from at least 10 west suburbs met June 23 in a conference room on the campus of Triton College in River Grove and took turns signing a memorandum of understanding that signals their commitment to joining the Cross-Community Climate Collaborative (C4).

The new initiative puts participating suburbs on the hook for achieving a 100% reduction in greenhouse gas emissions by 2050.

The memorandum the mayors signed and that most of their village boards voted to approve isn’t legally binding and there’s no cost for any suburb to join. Participating suburbs include Broadview, Oak Park, River Forest, Forest Park, Riverside, Maywood, Berwyn, Bellwood, Westchester and River Grove. Other suburbs may join in the weeks and months to come.

The C4 initiative is spearheaded by Broadview Mayor Katrina Thompson, Oak Park Village President Vicki Scaman and River Forest Village President Cathy Adduci.

Politicians from other levels of government also attended the signing ceremony, including state Senate President Don Harmon (39th), Senate Majority Leader Kimberly Lightford (4th) and Cook County Commissioner Brandon Johnson (1st).

“There is no downside to signing this agreement,” President Adduci said on June 23. “Climate and environmental issues — whether you’re a Republican or a Democrat — affect us equally. Today is about working together to find solutions.”

President Scaman, who grew up in River Grove, said the C4 coalition wanted to have

the signing ceremony at Triton for a reason.

“This is an institution that we all share for learning for our young people, and we are here to make sure that their future is as bright as we all want it to be,” she said.

“And we’re going to need them to help us on that journey.”

According to the C4 memorandum, the initiative is designed to “bring together BIPOC [Black, Indigenous, and people of color] and non-minority communities across income lines to share ideas, secure resources, and drive large-scale projects within and across communities that achieve agreed upon greenhouse gas (GHG) emissions reductions, equity, and sustainability goals.”

Mayor Thompson, who sits on the environmental committee of the Metropolitan Mayors Caucus, a local government advocacy organization that represents 275 municipalities in the Chicago region, said during a Broadview Village Board meeting on June 21 that the C4 collaboration targets the roughly two dozen municipalities in Oak Park, River Forest, Proviso and Leyden townships.

“This is really getting all the communities together to do something more local versus the whole region of Chicago,” Thompson said.

The C4 initiative will lean on two environmental consultants — Gary-based Urban Efficiency Group and Oak Park-based Seven Generations Ahead — that will provide a range of services for participating suburbs.

Mayors who signed the memorandum commit to a range of responsibilities. In addition to publicly endorsing the C4 initiative, they also agree to C4’s goal of a 45% greenhouse gas emissions reduction by 2030 from 2010 levels and 100% reduction by 2050.

In addition, village officials in participating suburbs agree to participate in monthly “cross-community” team meetings, establish a sustainability working group or commission, and to raise awareness about the C4 initiative, among other responsibilities.

Thompson said though suburbs aren’t committing any financial resources to C4, funding to pay for constant services and other costs could come from a variety of other places.

She said the West Central Municipal Conference, a government council that represents the 40 municipalities comprising Chicago’s inner-ring suburbs, is a possible source of either direct funding or leverage for accessing other funding sources. Participating governments pay a membership fee to be in the conference.

The conference is one of 10 Chicago area government councils that have adopted the Metropolitan Mayors Caucus Greenest Region Compact, which aims “for enhanced quality of life for residents; protection and stewardship of the environment and sustainable economic vitality,” according to the caucus’ website.

Urban Efficiency Group has worked in Broadview and Bellwood for several years.

Most recently, the firm, which is minorityowned, helped Mayor Thompson create the Broadview Alliance for Sustainability, which focuses on a range of ways the village can bolster its renewable energy infrastructure.

For instance, Broadview officials are planning to install electric vehicle charging ports in its municipal parking lots along the village’s Roosevelt Road corridor.

During the June 23 signing ceremony at Triton, Darnell Johnson, president of Urban Efficiency Group, said while there are many different climate initiatives, C4’s emphasis on equity is what sets it apart from the others.

“One of the things that’s unique about this particular opportunity is the fact that

it is truly built around making sure equity is centered in all of the work we do,” he said, “to make sure we are finding the gaps and spaces that exist between more resourced communities and those that are less resourced.”

The C4 signing ceremony comes a few months after the International Panel on Climate Change (IPCC), a United Nations body comprising global experts on humaninduced global warming, released its latest report.

“The [IPCC report] tells us that by the year 2030, we have to reduce global emissions by 45% from 2010 levels,” Gary Cuneen, the executive director of Seven Generations Ahead, said on June 23.

“If we don’t do that, then we run the risk of having global temperatures that increase by 1.5 degrees Celsius from preindustrial times,” he added. “Now if that happens, they tell us we are going to have a catastrophe on a level that is just going to be unprecedented.”

Cuneen said the June 13 supercell storm that struck the Chicago area is just one extreme weather event within a week full of them — from monsoons in India and Bangladesh, to 100-degree temperatures around the country, to “massive, massive wildfires” in Spain.

“Who knows what is going to happen next week or today,” Cuneen said. “All we know is that it’s just going to continue to happen unless we address this issue.”

Forest Park, somewhere over the rainbow Seven drag queens energize an audience at Constitution Court

The Public Works Department installed 70 rainbow banners along Madison Street, which created a stunning streetscape; Joana Fischer at Twisted Cookie baked rainbow cookies; and Connie Brown made rainbow ice cream, but what the 300 people who packed Constitution Court will remember is the show seven drag queens put on last Thursday evening.

and residents greeted their neighbors and friends from out of town. One man wore platform sneakers with 5-inch rainbow soles and several women wore rainbow dresses When the host of the show, Angel LeBare, appeared in drag, the crowd of SLGBTQS (Lesbian, Gay, Bisexual, Trans, Queer and Straight) people in the audience responded with smiles, hoots and hollers. LeBare had responded to an interview question a week earlier by saying, “I am excited to be hosting the inaugural Forest Park Pride Fest.

I hope the day will be filled with love and inclusion.”

She wasn’t disappointed, and the crowd was on her side.

The seven drag queens — LeBare, Fox E. Kim, Britney Taylor, Harlet Wench, Aleyna Couture, Mariela Duarte and Monique Greene — strutted their stuff. Audience members, including little kids, ran to the stage and gave the queens dollar bills.

Some even busted a few moves with the performers.

A poignant moment came when Aleyna Couture danced to the song by Young MC titled, “Bust a Move.” Lyrics like “You’re on a mission and you’re wishin’ someone could cure your lonely condition … Looking for love in all the wrong places” put into words feelings everyone in the audience could identify with.

Before the performance, the drag queens had each gone to a business on Madison Street, including Brown Cow, Twisted Cookie, Jimmy’s Place, Fiore, Team Blonde, Play it Again Sports and MacDaddy Salon.

At each business, people could chat with the queens, ask questions and get their pictures taken with a queen by Dexter Cura from Escape Factor.

a guy named Dan Walsh who is part of a group called Art Reach, and he helped me plan, organize and coordinate an event for this year.”

Krumrei hopes the Pride Stroll, as he called it, will become an annual event in the village along with Juneteenth, the St. Patrick’s Day Parade and German Fest.

Performance tables were set up, where information and swag were available for PFLAG (Parents and Friends of Lesbians and Gays), OPALGA (Oak Park Area Lesbian and Gay Association) and the Howard Brown Health Center, which provides “Access to LGBTQ-affirming primary care.”

The Forest Park Chamber of Commerce and local businesses participated in one way or another because they share progressive values. “Here at the Brown Cow Ice Cream Parlor,” said owner Connie Brown, “we pride ourselves in our diverse organization and our strong stance on social issues, like diversity, inclusion and sustainability. Proceeds from the sale of our rainbow products go toward the Brave Space Alliance in Chicago — a local nonprofit organization providing resources and community for LGBTQ+ young people.”

They also participate because, frankly, it’s good for business. Any event that brings people to the street exposes them to the many unique shops in town. Business owners felt it would attract customers rather than put them off, because they have their finger on the pulse of the community.

Forest Park has the second highest per-

centage of LGBTQ residents in the entire state of Illinois.

Krumrei reported that there were a few negative comments on social media, but the response leading up to the event had been overwhelmingly positive.

That the event was designed to be family friendly was evidenced by the number of children present in Constitution Court, posing for pictures with the queens and even running up to the stage to tip the performers.

Village talks new revenue, police spending, stimulus during budget workshop Deficit projected for fiscal year, starting July 1

Forest Park village commissioners and department heads spent much of the June 27 budget workshop discussing new revenue sources, ways to save money, upcoming capital projects and how to spend money from Tax Increment Finance districts and the federal American Rescue Plan Act (ARPA) stimulus funding.

The village is currently projected to end the upcoming 2023 fiscal year, which will begin July 1 and end June 30, 2023, with a $1.8 million deficit. That said, the projected deficit for Fiscal Year 2022 was $3.7 million and the year is expected to end with a $5.27 million surplus. As Forest Park finance director Letitia Olmsted explained during the budget report, she budgeted conservatively in several areas and the budget doesn’t reflect several grants – most notably, ARPA funds, which the village still needs to decide how to allocate. Still, several revenue sources are expected to be down, compared to last year – even for taxes that brought in more than expected this fiscal year.

Much of the discussion centered around revenue. As village administrator Moses Amidei emphasized, as a non-Home Rule municipality with the commission form of government, the village doesn’t have many revenue options, property taxes are capped and the ability to provide financial assistance is more limited. But the officials floated new taxes that would be allowed, along with other sources of revenue – most notably, the possibility of getting some kind of reimbursement for emergency services provided at the Forest Park Blue Line el station.

Revenue sources During the budget hearing, Olmsted suggested the village may want to consider implementing a tax on streaming services and/or the Places of Eating Tax on eateries that offer indoor dining. But she cautioned that because it wouldn’t be something that the state or the county would collect on Forest Park’s behalf, the village would need to

hire additional staff.

The staff also briefly discussed potentially increasing parking meter hours along Madison Street. These meters, along the meters at the Forest Park Blue Line el station, have seen revenue increases during the 2022 fiscal year. Mayor Rory Hoskins said the current hours are set based on what the surrounding communities have set.

Commissioner Maria Maxham wondered whether there was a way Forest Park could get CTA reimbursements for police calls to the Blue Line el terminus. A look at the police reports shows that it’s one of the village’s major sources of police calls, though many calls involve minor matters such as graffiti or a broken window.

Director of Public Health and Safety Steve Glinke said he was skeptical, noting that, if this was possible, other suburbs that have el stations, such as Oak Park, Skokie and Rosemont, would have done that already. He also wondered if it would create a slippery slope, since the same logic could apply to other major call generators, such as the Forest Park Walmart, 1300 Desplaines Ave. Commissioner Joe Byrnes responded that “they already do it, through [their] property taxes.” - which CTA, as a government body, does not.

Police Chief Ken Gross noted that there were calls for CTA to restore its transit police, which was disbanded in the 1980s – but he argued that it wouldn’t solve the issue since such police would more likely focus their efforts on “hot spots” in the city.

Byrnes also argued that the village should look at the ways to get reimbursed for ambulance services to the Forest Park station.

“Ninety percent are non-playing people, who don’t have insurgence or things like that, and we’re eating it,” he said. “I just think that somebody should be helping us out with that, whether it’s the state, the county, the federal government or the CTA.”

Public services During the discussion of the public works portion of the budget, Commissioner Ryan Nero said the village may want to explore moving away from the current model of leaf pick-up, where residents rake them to the curb, and toward having residents put the leaves in bags.

“It keeps our catch basins clean, it’s less burden for [public works employees],” he said.

Commissioner Jessica Voogd supported the idea, describing it as a “no-brainer.”

Nero also mentioned the village might want to look at how it handles sidewalk plowing.

In a follow-up interview, Nero took pains to emphasize that he wasn’t proposing getting rid of those services altogether. He also said that, when it comes to snow removal, he didn’t have any particular changes in mind – he just wanted to “ask tough questions” to see if they spark ideas further down the line.

The officials also discussed reinstating the 50/50 cost-sharing program for public sidewalks. While public works director Sal Stella said the program died due to a lack of interest, Glinke said he still gets calls about it.

TIF revenue When a TIF district is created, the amount that gets collected in property taxes is frozen. When the property taxes increase, the extra money goes into the TIF fund, which can then be used for development-related expenses. The idea is that the development will increase property values, increasing property tax revenue in the long run. Once the TIF expires, any money that’s not committed to particular projects goes back to the taxing bodies, with the amounts calculated based on their share of the tax bill.

Forest Park currently has three active TIFs – the Brown Street Station TIF at the northwest end of the village, which will expire next year unless renewed, the Roosevelt/Hannah TIF covering the commercial areas on the south side of Roosevelt Road between Desplaines and Hannah avenues, which is scheduled to expire in 2025, and the Roosevelt Road Corridor TIF, which expires in 2038. All TIFs are projected to end FY2022 with surpluses.

Much of the discussion revolved around the Brown Street Station TIF, which is projected to have $4.4 million on hand by the end of FY2022. Glinke urged the village to figure out a way to spend as much of that money as possible before the TIF expires.

“I’m not suggesting that we burn the money but sending it back to other taxing bodies is not what the money is for in the

Hoskins floated the idea of using GPS locators to track public works vehicles when they work within the TIFs, since maintenance is a TIF-eligible expense. Nero suggested using simple time sheets might be easier and could be implemented right away, but Hoskins said that using GPS data made more sense since, while time sheets can be fudged, GPS data is clear-cut.

Amidei suggested that the village should look at extending the Brown Street Station TIF – though, as he noted, that would require the support of all of the affected taxing bodies and the Illinois General Assembly approval.

ARPA funds The one great unknown is how the village will decide to spend $1.863 million in ARPA funds.

At the end of the budget meeting, Amidei passed around a worksheet detailing his suggestions for how the funding would be split. He declined to provide a copy to the Review, saying that he was reluctant to share draft documents. But based on the discussion, the expenses include fire station and public work building repairs, purchase of replacement emergency service vehicles, grants to Forest Park businesses, marketing assistance to the Forest Park Chamber of Commerce and funds to retain village employees.

Amidei said that, while he would ideally like to spend more on other three, the maintenance backlog was too large to ignore.

“The Chamber -- they would like marketing assistance,” he said. “What I have here is less than what they’re asking for, because we have a lot of needs.”

Forest Park postpones Tap Room hearing yet again Unclear if bar’s license has already expired

Rory Hoskins, Forest Park’s mayor who acts as the village’s liquor commissioner, cancelled a June 23 hearing on the potential renewal of Forest Park Tap Room’s liquor license citing the unavailability of a key witness.

The hearing was delayed twice over the course of May, and the June 8 hearing was scrapped after a court reporter raised the issue of the Review reporter recording the meeting. The latest cancellation came so late that the staff already set up chairs in the council chamber in preparation for the hearing. Hoskins told the Review that the hearing has been rescheduled for July 8 at 10:15 a.m.

One of the issues that remains unclear as the case continues is whether Tap Room’s liquor license has actually expired as the process dragged on.

According to Section 3-3-7 of the village municipal code, the liquor license must be issued for no longer than six months and must be terminated on either April 30 or Oct. 31. But Section 3-3-9 states that the license is “good for not to exceed one year after issuance,” and it can’t be revoked any earlier than that unless the liquor commissioner finds them in violation of the village liquor code. Tap Room’s liquor license was issued in Oct. 2021.

Hoskins told the Review that Tap Room’s license has expired, referring the reporter to Police Chief Ken Gross’ complaint. The complaint doesn’t specifically mention anything about the term of the license or the license’s expiration other than the date it was originally issued.

The June 27 village council meeting packet lists Tap Room’s licenses as one of the 14 active Class A1 licenses.

First suburban Cook County monkeypox case may be in Forest Park When asked why the village is still holding a hearing on the license renewal if the license already expired, Hoskins referred the Review to the village clerk.

“I am not going to discuss matters involving hearings, including liquor hearings,” he wrote in an e-mailed response.

Village Clerk Vanessa Moritz told the Review that the Tap Room’s license status is essentially in limbo pending the outcome of the hearing. She said the bar owners didn’t pay the liquor license fee in May because it made no sense to pay a fee for something that might not get renewed anyway -which would normally cause the license to lapse. If the license does get renewed, they would be required to pay the late fees the village charged.

Since it opened on Oct. 23, 2020, inside the former Healy’s Westside space at 7321 Madison St., the bar has faced multiple complaints about loud music, fights and violating COVID-19 mitigation limits in place at the time. Those alleged actions resulted in multiple liquor license suspensions and citations. In August 2021, Hoskins revoked the Tap Room’s liquor license after ruling the bar had stayed open after hours.

But in January, the Illinois State Liquor Control Commission reversed the village’s license revocation, ruling there was no evidence that the bar was selling alcohol after the cut-off time.

In a complaint filed on April 27, Forest Park police chief Kenneth Gross filed a complaint asking Hoskins not to renew their liquor license, citing the Tap Room’s record and the owners allegedly lying to the village about their past criminal records and the police records related to another business the owners operate called the Berwyn Tap Room.

The notice of the most recent hearing on the village website said that it was rescheduled “due to scheduling conflicts between both parties.”

While, during the June 9 meeting, the first row was close behind the tables where the defendants and the village legal team sat, the seats were moved about one row back for the planned June 23 meeting, creating more of a gap.

Health officials list symptoms, precautions

The Cook County Department of Public Health announced June 25 that a Forest Park resident likely contracted monkeypox – a rare viral disease that has been spreading more widely than usual this year.

According to public health officials, the resident tested positive for a virus in the orthopox genus, which monkeypox is part of, but they are waiting for a Centers for Disease Control and Prevention (CDC) test to confirm that it is indeed that particular virus. The patient has been reportedly isolated, and their close contacts were offered a post-exposure monkeypox vaccine. Since monkeypox doesn’t spread as easily as COVID-19, CCDPH officials hope to be able to track down all of the patient’s close contacts and reduce transmission.

At a Forest Park village council meeting on Monday, no elected officials talked about the county’s monkeypox announcement. Rory Hoskins, Forest Park mayor, told the Review that he had no comment, except that the county health department didn’t alert him of the incident, and that he had to find out about it from news reports.

According to CDC, monkeypox was discovered in 1958 in a colony of monkeys used for research, but a human case wasn’t detected until 1970. The virus is related to several pox diseases, most notably smallpox, so vaccines and treatments that work against smallpox work against it as well. For the most part, the disease didn’t spread beyond central and western African countries, but 2022 saw the virus spread globally.

Still, its spread is nowhere near as virulent. The first US case was confirmed on May 18 and, as of June 24, there have been 201 cases in United States as a whole and 26 cases in Illinois. On June 16, the Il-

linois Department of Public Health identified nine cases in Chicago and one case in DuPage County. If confirmed the Forest Park case will be the first monkeypox case in suburban Cook County.

Unlike COVID-19, which is airborne and can spread by someone who doesn’t show any symptoms, monkeypox is spread via bodily fluids, and people who don’t show symptoms can’t spread it.

Symptoms of monkeypox include rash “that can look like pimples or blisters” on the body and inside the mouth, swollen lymph nodes, fever, headache, muscle and back ache, chills and exhaustion. According to county health officials some patients get a rash before other symptoms, and some don’t experience any symptoms other than rash.

“The rash goes through different stages before healing completely,” the county stated. “Most infections last two to four weeks and resolve on their own, but some cases can become severe.”

According to the CDC, “antiviral drugs and vaccines developed to protect against smallpox may be used to prevent and treat monkeypox virus infections,” including drugs geared toward people with weakened immune systems.

The county recommends that people who are worried about exposure should consider covering exposed skin in dense, indoor crowds and asking prospective sexual partners if they’ve had any rashes or sores recently. Since body fluids remain infectious when they soak in clothing, the department advises avoiding sharing bedding and clothing with others.

In a statement to the media, Dr. LaMar Hasbrouck, the county health department’s CEO, urged residents to contact their doctor if they think they might have symptoms.

Mr. Beef and Pizza, 123 Harlem Ave., hosted a festive grand opening celebration on Saturday, June 26. The purveyor of house made Italian beef, pizza with parmesan tomato sauce, and fresh salads opened in the winter, but waited to celebrate its Forest Park debut under the summer sun. To bring a sense of fun, Nick Kollias, invited owners of colorful hot rods and pristine vintage cars to park in the spot’s generous lot.

Kollias and his wife Ioanna were joined by their business partners Peter and Kathy Kerasiotis to mark the occasion. Mayor Rory Hoskins and Congressman Danny K. Davis joined Laurie Kokenes, executive director of the Forest Park Chamber of Commerce, for a ribbon cutting ceremony.

“We’ve brought in a restaurant destination for families, visitors, friends and resi-

dents with lots and lots of menu choices,” said Kollias. “We are happy and excited to be here.”

Kollias is no stranger to the local business scene. His family owns Petersen’s ice cream and Giordano’s Pizza in Oak Park as well as the Mr. Beef and Pizza location at 3917 N. Harlem Ave. in Chicago. In fact, Kollias pointed out a large percentage of the Chicago location draws business from the Forest Park, Oak Park and River Forest area.

“Customers kept encouraging us to come closer. We were literally drawn here by our customer base,” said Kollias. “The build out of the property was extensive and the parking lot represents a real investment.”

is clear that the year-long property renovation paid particular attention to creating enough space to divert traffic to the restaurant without disrupting traffic flow on the busy throughfare. The building itself benefitted from a total gut rehab. Owners kept only the exterior walls and brought in an excavator to dig out the floors to make room for a new plumbing system. The added drainage allows for daily deep cleanings without fear of flooding.

Most importantly Kollias wants Mr. Beef and Pizza to be a high value option in the local community. The business offers a free membership model where repeat customers can accumulate points to put toward free pizza. Membership also opens up a different buy-one-get deal every day of the week.

“Thursdays are becoming very popular because members get buy one get one free salads,” said Kollias. “Customers can mix and match different types of salads and some people buy four and enjoy them over a few days.”

The owners behind Mr. Beef and Pizza are grateful for the outpouring of support they have received from the Village of Forest Park as well as the Forest Park Chamber of Commerce.

“We are so fortunate to be in the Forest Park community,” said Kollias.

6-year-old boy injures himself with uncle’s gun A six-year-old boy who lived with his grandmother on the 200 block of Circle Avenue ended up in a hospital with his finger shot off after he accidentally discharged his uncle’s gun.

The grandmother told officers she has been raising the boy since he was eight months old, and that his parents live in Milwaukee. She said that, on June 21, the uncle was watching her grandson. The gun was stored in the closet in the bag, and it’s not clear how the boy got his hands on the gun. The uncle had a valid Firearm Owner’s Identification (FOID) card.

The grandmother said she just returned home at around 1 p.m. when the incident happened. The two adults decided to take the boy to Rush Oak Park Hospital emergency room, 520 S. Maple Ave. The uncle subsequently went back to the apartment to retrieve the boy’s finger. Neither of the relatives contacted emergency services – the emergency room staff reported the incident to police.

The grandmother declined to give the police permission to search her apartment.

She told the officers that she didn’t know if the gun was still there. Police units were sent to keep an eye on the apartment as officers waiting for the search warrant.

Identity theft attempt

Car burglaries

Identity thieves tried to trick a resident of 500 block of Grove Lane by acting as if they were Amazon employees trying to prevent fraud.

The scammer called the resident on June 21 at around 9 a.m., saying that he was from Amazon and that someone tried to use her account to buy $1,000 worth of merchandise in several different states.

He told her they needed her information to prevent fraud. While she confirmed her identity, she didn’t share her social security number or any financial information.

The scammer said he was transferring the resident to the Treasury Department and the Social Security Administration. She then spoke to an individual who identified himself as “Peter Williams,” who had her take a picture of her driver’s license and text it. That’s when the resident realized that it was likely a scam and stopped answering questions.

The resident said that she contacted her bank and credit card companies, and she

Forest Park saw three car burglaries on three consecutive days – but the latter two involved burglars taking advantage of unlocked doors.

The first incident happened on the 7200 block of Madison Street. The victim said sometime between June 20 at 9 p.m. and June 21 at 8 a.m., someone broke into her car, a white 2015 Infiniti Sedan. The burglar smashed the rear driver’s side window, which allowed him to gain entry. The perpetrator went through the car’s center console. The only thing taken were a few bills stashed in the console – the rest of the items were dumped onto car’s back seat.

During the investigation, the victim discovered that her key fob wasn’t working – something that the police believe was a sign of the burglar attempting to reprogram the lock.

The second incident took place at the Forest Park Blue Line el station, 711 Desplaines Ave, on June 22 at around 5:22 a.m., the victim drove in and parked her car, a

Welding the frame together would fix the problem, but it would only last until the end of this year. The village agreed to this fix to get the street sweeper back in service as soon as possible.

Voogd has been continuously urging the village to adopt more environmentally friendly practices, including equipment purchases. During the June 13 meeting, she asked the village to give Stella a few more weeks to research for electric street sweepers.

“They’re generally quite expensive and we’re waiting to get information from a couple of companies in the region about cost, and we need to do research about grant opportunities,” she said. “I do believe it’s worth taking a couple of weeks to give this its due diligence and look at the

possibility of this alternative option that’s going to [keep] a lot of harmful CO2 emissions from entering the airways.”

At the time, Stella said that he only needed another week.

During the June 27 meeting, Voogd said that, while options were there, the village ultimately couldn’t make the math work.

The third incident took place at 640 Marengo Ave. On June 23 at 9:30 a.m., the resident discovered that someone broke into his car, a silver 2010 Nissan Altima sedan, at some point after 10 p.m. the previous day. The victim said that he leaves his garage door open overnight, and that the car wasn’t locked. The burglar stole some small change and a pair of prescription sunglasses.

These items were obtained from police reports filed by the Forest Park Police Department, June 20-26, and represent a portion of the incidents to which police responded.

Unless otherwise indicated, anybody named in these reports has only been charged with a crime. These cases have not been adjudicated.

Defending the pool

F

orest Park’s park district has a knotty problem. We don’t envy them trying to find solutions.

On June 14, the situation at the Forest Park Aquatic Center spun out of control. Large crowds of youth were drawn to the Harrison Street pool via social media posts. On a steaming day, the pool was already at its capacity. At various points in the day, entry to the pool was closed down for reasons of safety and capacity because of those already inside.

That did not stop rowdy teens from pushing against entrances and later in the day going over security fences. They caused damage to the splash pad construction site. They intimidated and threatened lifeguards and others on staff. Police were called. Reinforcements from neighboring villages were also called as a tough attempt was made to contain the melee. Eventually the pool was closed early that day.

In response, the park district has implemented a policy barring single-day admissions for anyone outside of Forest Park. This will cost the district money. It will deny access to people just looking for a way to cool off and have some summer fun.

But honestly, we don’t have a better idea. Protecting season pass holders and locals is obviously vital. Protecting the pool itself, especially the expanding splash pad, which is under active construction, is necessary. And protecting the young people working this summer as lifeguards and concession workers is the most important thing.

These are edgy times and social media can be used to foment disruption. That’s what happened here and it is a damned shame.

Laurie Kokenes has been at the helm of the Forest Park Chamber of Commerce for 30 years, an outstanding run for an organization that has been a vital connector and builder of Forest Park’s business community.

Kokenes has roots in both the Review and the Chamber going back to the days when her dad, the inestimable Bob Haeger, ran both. While Bob operated with a mix of charm and bluntness, Laurie Kokenes is always about building consensus, being inclusive and making things happen on time.

Never seeking the spotlight, promoting her board as primary, and always being there when it counted has made Laurie Kokenes a respected leader. She has been the right person for this Chamber and this village and we all owe her a debt of gratitude.

Stop blaming and start interrupting

T

he disturbance caused by what Park Director Jackie Iovinelli referred to as a “flash mob” at the pool on June 14 did not approach the violence at our nation’s capital on Jan. 6, 2021, yet there are enough similarities to make many of us feel concern, especially because this kind of behavior has happened before in Forest Park — at Music Fest, in funeral processions, and at The Park.

When my neighbors hear reports of the incident, they often shake their heads and ask, “What’s wrong with our young people these days.”

Part of the answer, when they step back emotionally and think about it objectively, is that there is nothing wrong with most of our teenagers. Most of the kids I observe — at Roos and at the aquatic center, working at McDonald’s or attending class at Proviso East — are polite and respectful. They are just trying to make it in a challenging world and have a little fun while doing it.

So the (modified) question is: “What’s wrong with at least some of our young people these days?”

Another answer I often hear is, “There’s nothing wrong with our young people, including the so-called bad apples. What’s wrong is the environment in which they’re growing up. The answer is to change the system. When you change their environment you change individuals. Call it the liberal perspective.

Another answer goes like this: “Don’t blame a person’s circumstances. Blame the person’s character. The reality is that there are good people and bad people. The answer is to change the hearts and minds of individuals, one at a time. When you change individuals, you change the system. Call it a conservative point of view.

Tio Hardiman gave me yet another perspective on youth violence three days before the disturbance at our pool when he gave the keynote address at the monthly PTMAN (Proviso Township Ministerial Alliance Network) meeting.

Hardiman is the CEO of Interrupters, an organization that works on the West Side to “interrupt” violence before it starts, or escalates.

What struck me about what he said was how nonideological it was. During his 20-minute talk he didn’t, as far as I can recall, use the word racism once.

He began by acknowledging that there is an “epidemic” of gun violence, and added that it has many causes, but he did not dwell on the causes. Instead he urged the audience of mainly Black ministers to deal with the present realities on the ground.

Then he talked about teams of Black youth purse-snatching and carjacking, Black men disrespecting Black women, and folks in the hood not taking responsibility for their brothers and sisters. He described a high level of trauma on the West Side.

And he didn’t seem to care that some folks might accuse him of feeding into stereotypes about Black males. He seemed more concerned about being real. To quote a Black friend of mine who did youth mentoring on the West Side, “My kids are victims but my job is to get them to not think of themselves that way.”

From 20 or more years of experience with gang members, he described the “adrenaline rush” that can come when you shoot and kill someone. He talked about the need for revenge, about not having empathy for other human beings, and the need to join a gang in order to just survive.

Noting that many critics blame the police for not doing anything to reduce crime, he pointed out that the police can only respond to crimes when they are happening or after they have been committed.

All of the above led Hardiman to conclude that the cure for the epidemic of Black on Black violence is in the hands of the Black community itself.

Hardiman grew up in the Henry Horner projects and knows that growing up in poverty is hard, but his work with Interrupters involves dealing with immediate problems that arise on the streets every day. It’s hard work to talk down angry young men who might also be high.

Sure, providing more jobs might affect some of the underlying causes of violence, but until the dawning of the Age of Aquarius, what is needed, according to Hardiman, is unity in the Black community, tough love, changing the mindset (because it’s hard to change the circumstances), soul power and putting God first.

Hardiman earned a master’s degree in inner-city studies, but when you’re doing the work he does, often courage, commitment and pragmatic decision-making are more important than theory, and more important than political ideology.

So what does this white boy who grew up in a small town in Wisconsin know about these problems? Not much, I admit, but what Hardiman said at the PTMAN meeting applies to whites as well.

Stop complaining, blaming and excuse making — like political campaign ads are doing right now.

And start “interrupting” in your own community.

Grandparenting in complicated times raised what you would call “free range” kids. They were free to roam Forest Park and were not closely supervised.

We rarely had to drive them anywhere. They could make it to school, The Park, dance school and their friends’ homes on their own. Watching the grandsons was a completely different story. I felt like their ride-share driver.

Suburban parents spend a lot of time in their cars. I recall seeing parents sitting in cars lined up at a suburban school and wondered, “Is this what suburban parents do?” I have since sat in that line of cars waiting to pick up my grandsons from school. That was no big deal, but they have so many activities apart from school.

They have the aforementioned youth sports, which require transportation to and from practices and games. They also have birthday parties and play dates to attend. They are not over-scheduled like some kids, but they had enough going on to require daily trips to the gas station. I could not believe how far-flung some of these places were. Plus, the parks were so vast they had multiple soccer and baseball

hate the word “cute.” It’s generic and meaningless, like “nice.” But we happened to watch a cute movie titled, Parental Guidance. It stars Billy Crystal and Bette Midler as befuddled grandparents. They are assigned to watch their three grandkids for a week at their high-tech house. Marisa Tomei plays their neurotic mom.

We could definitely relate to the grandparents, who don’t understand how anything works. We could understand youth baseball games, where no one makes an out and all the games end in a tie. We could see how a speech class wouldn’t require speaking.

We watched two of our grandsons for a few days at their high-tech house. Our daughter had left us a very detailed threepage note that spelled out the boys’ schedules. Once we located the correct field, I liked nothing better than plopping in my chair to watch them play sports. I’m not a big fan of soccer, but they were so wellcoached and played with such teamwork, I could finally enjoy the sport. I also liked watching their baseball games, which are played more-or-less by the rules. There were actual strikeouts and the team with the most runs won the game.

The young parents of other players actually spoke to us. After the games, I would drive the boys to pick up something to eat.

They had expensive tastes and I was grateful for the supply of cash their parents had left us. When we got home, they would relax by watching their electronic devices.

They were good about going to bed on time and waking up early to be driven to school. I don’t wake up early, so I was on pick-up duty after school. All the driving got to us. We developed a new appreciation for how much work their parents put in to make all these activities possible. But for befuddled grandparents like us, it was positively exhausting.

We were grateful when the parents returned from their trip and we didn’t have to refer to the three-page note anymore. We also felt grateful to have raised our kids in Forest Park during much simpler times.

The ‘Tell Her Not to Worry’ float The July 4th parade of 1918 in Forest Park, was formed “to arouse interest and enthusiasm” at a time when 271 “Forest Park boys” were in service during World War I. Among the parade marchers was the Red Cross “Tell Her Not to Worry” float, which was built

by P.J. Chalifoux (905 Circle) and featured in a hospital bed, private E.A. Brady of 34th Infantry (home on a 15day furlough) re-enacting a wounded soldier “confined to a foreign hospital bed.” Myrtle Heilman, a Red Cross nurse, is next to him writing a letter home “to tell her not to worry.” Eighty-one local Red Cross workers followed the battle-scene float. It was reported in the day that this large turnout of volunteers “deserves special credit insomuch as many of the ladies are at the place in life where parading over miles of cobblestones has ceased to be numbered among enjoyable outdoor sports.”

QUALIFICATIONS Knowledge of: Principals and procedures of computer systems, such as, data communication, hierarchical structure, backups, testing and critical analysis.

Hardware and software configuration of. computers, servers and mobile devices, including computing environment of Windows Server and Desktop OS and applications, Unix/Linux OS, VMware, iOS/Android.

Network protocols, security, configuration and administration, including firewalls, routers, switches and wireless technology.

Cabling and wiring, including CAT5/6, fiber network, telephone, serial communication, termination, and punch-down.

Telecommunications theory and technology, including VoiP, serial communication, wireless protocols, PBX, analog, fax, voicemail and auto-attendant.

Principles and methods of computer programming, coding and testing, including power shell, command scripting, macros, and

VB scripts.

Modern office procedures, methods and computer equipment.

Technical writing, office productivity tools and database packages.

PUBLIC NOTICES NOTICE TO BIDDERS AND INVITATION FOR BIDS VILLAGE OF BROOKFIELD TREE TRIMMING SERVICES CONTRACT - 2022 RECEIPT OF BIDS The Village of Brookfield will receive sealed proposals for tree trimming services of approximately 1,000 trees per year, twice renewable for annual terms at the option of the village until 11:00 A.M. Central Daylight Savings Time, Tuesday, July 19, 2022, at the Office of the Village Manager, Village of Brookfield, 8820 Brookfield Avenue, Brookfield, Illinois, immediately after which time bids will be opened and publicly read aloud. The Services consists of the trimming of trees from parkways and roadsides of the Village and returning the areas to a neat and orderly appearance.

No bidding documents will be issued after 4:30 P.M. on Tuesday, July 12, 2022. Bid proposals must be submitted on the forms provided. BID SECURITY Each proposal shall be accompanied by a proposal guaranty in the form of a bid bond, executed by a corporate surety company, a bank cashier’s check or a certified check payable to the “Village of Brookfield” for not less than five percent (5%) of the amount of the proposal. The proposal guaranty checks of all, except the two responsive, responsible proposers which the village determines in its sole discretion to be the proposers with whom the village desires to commence negotiations for a contract, will be returned after the proposals have been checked and tabulated.

RIGHT TO REJECT BIDS The Village of Brookfield reserves the right to waive technicalities and to reject any and all proposals for any reason deemed in the best interest of the Village of Brookfield.

AWARD OF CONTRACT Unless all bids are rejected, the contract award will be made to the lowest responsive responsible bidder that the Village of Brookfield in its sole discretion determines to be in the best interest of the village.
