Bar owners speak out about video gaming Some say they can’t compete without it and fears are overblown By DAVID POLLARD

fter three years in business as owner of Chalk, a bar in Forest Park, Matt Mathey is considering closing because other bars in neighboring towns have something he doesn’t. “If we get gaming, I’ll stay,” he said. “It’s been a struggle these past three years and then you see the other guys [with video gambling] doing well.” He, along with several other bar and bar/restaurant owners on Madison Street and the surrounding area, believe, despite a recent forum on the issue of video gambling that dispelled many negative misconceptions about the issue, it is still getting a bad rap. There is a group in the village working to put a referendum on the November ballot asking residents to vote on the issue of whether or not to allow video gambling in the village with the hope that voters opt to keep it banned. Meanwhile other businesses, especially bar owners in the village, are asking, “Why not?” Bar and bar/restaurant owners like Mathey, Ted Hosty and Martin Sorice believe that making video gambling available for their businesses would help both business and the village overall. They believe the push by some business owners and residents to keep video gambling out of the village is unwarranted, and they oppose the move to put the issue to a binding referendum when the village council, they believe, should have the final say. Working from home? Join the Homies
If working from home sounds like a dream, you haven’t tried it. About six years ago, the Recession forced me to give up my shabby office on Marion Street and retreat to a spare bedroom. I immediately felt isolated. I missed bantering with co-workers and building mates. I missed my Chinese restaurant down the street and my bakery, where I bought emergency soup and a slice of bread. I even missed the second-story view through my grimy windows.
local businesses. We networked about job openings. Exchanged tips about the best auto mechanics and contractors. Invited each other to events. We also discussed the food at local restaurants, before choosing our next meeting place. We never missed a month. I was proud of our little group. Eventually, our starting lineup became set. Few surprise Homies showed up. Still, we shared a bond: Homies don’t have to wake up early; Homies don’t have to get dressed up or care about their appearance; Homies don’t have to commute. Homies also have to battle to stay motivated and not be detoured by distractions. Finally, though, it happened. A few months ago, I was the only one who could make it to lunch. Standing alone in the restaurant, I was a Homey — singular. This isn’t what I signed up for. So our group of regulars recommended an outreach to other homebound Forest Parkers. We decided to keep our lunch time the same, the second Wednesday of the month, at 1 p.m., and shake up the starting lineup with some new faces.

So I decided to do something to improve my situation. I put out an SOS to other homebound workers to see if anyone wanted to meet me for lunch. Two brave women showed up at Amelia’s and we got off to a pleasant start. We decided to meet once a month for lunch at a Forest Park eatery. Our group grew and I looked forward to our gatherings. We called ourselves “The Homies.” Over the years, we lost our charter members and gained new ones. We had some one-timers. One of our Homies even went to heaven. It was not only stimulating to share lunch, we felt good about supporting

Forest Park resident a victim of gun violence A Forest Park resident, shot on a Chicago street on July 27, died the following day, according to the Cook County Medical Examiner. Demetrius Paskel, 19, of the 7400 block of Washington Street in Forest Park, died at 4:43 p.m. on July 28 at John H. Stroger Jr. Hospital of complications from multiple gunshot wounds, according to the medical examiner. Paskel was shot in the 4000 block of West Van Buren Street in the West Garfield Park neighborhood of Chicago. According to the Chicago Sun-Times, police reported that Paskel was standing on a sidewalk when a subject walked up to him, pulled out a handgun and started firing before fleeing the scene eastbound on Van Buren Street. The Sun-Times reported that Paskel produced rap videos under the name “Money Makin Meech.”

We’re meeting at Yum Thai on Aug. 10 at 1 p.m. The restaurant is one of the oldest Thai restaurants in the area and is located at 7748 W. Madison. It was a fortunate choice I found out, when I stopped in to give a heads-up. The owner, Vicky, bought Yum Thai in 2014. She had previously worked there parttime in 1994, while pursuing her degree from Concordia University. When she took over, Vicky resurrected her mom’s recipes and revamped the menu. She draws loyal customers locally and from the far western suburbs. If you’d like to join us, you’re more than welcome. We rarely discuss religion, or kids. We do discuss national politics but find the local political scene even more fascinating. Plus, Vicky promised to make us something special. It’s got to be better than this ham sandwich I’m staring at.

Council approves D209 summer school use at PMSA

Summer school students in Proviso District 209 might still complain about the teachers and their homework next year, but they will not be able to complain about un-airconditioned classrooms, thanks to the Forest Park Village Council. At their July 25 meeting, the four members present voted unanimously to accept the recommendation of the Zoning Board of Appeals and approve an ordinance granting the school district permission to use the air-conditioned Proviso Math and Science Academy, 8601 W. Roosevelt Road, for summer school beginning in 2017. Commissioner Rachell Entler was absent. Because use of PMSA for summer school was not allowed under terms of the original conditional use granted in 2004, the school district needed the village council to grant such usage in a separate ordinance allowing a zoning variation. The ordinance approved July 25 allows the school district to use PMSA property for outdoor activities, which also had not been permitted since 2004. In response to Commissioner Dan Novak’s request for clarification, Mayor Anthony Calderone said the outdoor activities would be supervised physical education classes. School district officials applauded the vote, with Proviso board member Ned Wagner saying he was “very happy” with the decision. “It is a great example of two governing bodies working together to do what’s best for our students,” he said. “The changing of PMSA’s zoning to allow for summer school will enable the district to utilize its air conditioning to provide a more comfortable learning environment for our students. Forest Parkers are already used to having high school activities there, so I don’t see it having a perceptible effect.” D209 Superintendent Jesse Rodriguez also was pleased. “This decision allows our schools to come together as one Proviso during the summer programming,” he said. “Furthermore, it provides us an opportunity to enhance our infrastructures in executing effective and efficient operations.” The Zoning Board’s recommendation, which came at the June 20 meeting, included 10 conditions, four of which addressed security concerns. PMSA, Proviso East High School and Proviso West High School will each provide a minimum of five security personnel during summer school and the school district will cooperate with the Forest Park Police Department as requested or required to address special concerns that arise during summer school. In addition, at least one PMSA security person will be stationed in the parking lot and at least one PMSA security person stationed at the crosswalk at First Avenue until all students have left school grounds. Among other conditions, outdoor activities will be limited to physical education during regular school hours; the school district will submit to the village a plan detailing the area to be used for outdoor activities and the measures to be taken to ensure student safety from vehicular traffic; and the school district will implement a lottery program for parking in the west lots if the east lot is used for outdoor physical activities and will prohibit parking in the east lot. Other conditions pertain to the grounds at PMSA, including landscaping, screening dumpsters and ongoing maintenance. Calderone explained after the meeting that school district officials had not requested that summer school or
outdoor activities be allowed at PMSA when the original request for a zoning variation was made in 2004. “Those were their terms,” he said. “We never discussed summer school.” Under the 2004 ordinance that allowed the school district to open PMSA, the property was rezoned from I-1, light industrial, to B-2, community shopping. In 2007, an ordinance modified conditions to allow Triton College and “other bona-fide accredited higher learning entities” and professional businesses and their association or-
ganizations to use the facility for small business meetings, training sessions and seminars. The 2007 ordinance also modified the outdoor use restriction to allow “a faculty member to supervise a class of students outdoors during classroom time” but specifically excluded outdoor sports, outdoor physical education and outdoor extra-curricular activities. The ordinance approved July 25 lifts that prohibition but includes the condition that such activities be limited to physical education during regular school hours.

Community effort from page 4 described by several groups involved with the Proviso East community. The components of the plan are being proposed to the district to get started over a three-year phase-in schedule. Hardy presented the plan but insists the program was developed by the community, for the community. Over the past eight months, he said, parents, alumni, students, faculty and other stakeholders have met to develop the plan. “I get the privilege of being the face of the product, but I didn’t go in my office and write a plan,” Hardy said. Highlights include moving to “mastery learning,” establishing four career academies, launching an action team for partnership, implementing a four-year post-secondary plan for all students, and enhancing studentto-school connections. Hardy said the goals were developed after hearing community concerns about quality of education and learning that some students say they feel disconnected and want to build better student-teacher relationships. Hardy said the school has needed something like this for quite some time and also noted to the board and the public that the plan is state-mandated. “It’s not an option here,” he said. “When I was hired, I understood the plan was due this year. It’s not a traditional school improvement plan; it’s a school transformation plan. We just leveraged the opportunity as opposed to doing the same old work here. The community said, ‘Let’s not harp on the fact that the state says you have to write it and actually write something meaningful and get everyone involved in that process.’” While administrators have bounced different ideas for change around in the past, what makes this transformation plan unique is that the school worked closely with a

number of different people to figure out what everyone envisions for current and future students. The school organized data from polling parents, met with alumni who offered suggestions, and discussed with teachers best educational practices to meet the needs of students. While many ideas are new, Hardy said, the school does not necessarily have to spend thousands of dollars or come up with new resources to meet the plan’s goals. For example, one way to help students have a clear sense of their post-graduation plans involves utilizing Naviance, a comprehensive software program already owned by the school which helps align student strengths and interests with post-secondary plans and improve student achievement outcomes. “We can do this with the resources we have, and we don’t have to ask you for additional funds,” said Hardy, who remains optimistic about implementing the transformation plan, his biggest concerns being finances, school philosophy and fear of failure. Hardy says even with the district’s shaky history of finances, the school has done its best to anticipate financial variables that may arise. “Any reasonable person understands that something could come up,” he said. “I don’t mean to the tune of millions of dollars, but when you write a plan, the state asks you to account for things and we did.” Philosophically, he says some schools tend to quit when the going gets tough but hopes Proviso East
won’t follow the trend. “We [quit] in education way too much,” he said. “We start something, we stop something. We can’t afford to do that this time. The kids lose when that happens.” He also hopes the school faces its fear of failure as a means of self-improvement. “This is my first year at Proviso East, and this is not the environment that will allow you to fail,” he said. “Businesses do it all the time; go back to the drawing board and understand the importance of figuring out what’s wrong. My attitude is we’re going to put out the best product we can, and if we rise or fall, we have to be willing to come to the table and do it again.” From the school board’s perspective, first-term member Ned Wagner said he is pleased Hardy has worked hard on the implementation of such a thorough plan. “We went through an exhaustive principal search last year and we were looking for a principal not just to hold the fort but someone who had the educational background and spirit to really do something special,” Wagner said. “Proviso East has been stuck in a rut for a very long time [and this is] such a brave, courageous revision of a high school. It’s exactly what Proviso East needs. I think it can contribute to a culture of purposeful learning.” Hardy continues to insist he is not the only one behind this initiative. “I’m just thankful to everyone for helping us get this far,” he added. “We’re going to do our absolute best.”

he sun and moon have been recurring images for artist Samantha Rausch throughout her life. It began in her childhood, growing up in Maryland, where her parents had masks of the sun and crescent moon hanging on the wall. Rausch and her crew recently constructed these images on a gigantic scale at ReUse Depot in Maywood. They were completed in time for display at Artscape, in Baltimore. Billed as the largest free arts festival in the U.S., Artscape was held July 15-17. “Celestial Light” was one of the festival’s anchor pieces, prominently displayed on the St. Charles Bridge, next to Pennsylvania Station. Rausch said the
crowd’s response was very strong and positive, which was rewarding for the artist and her crew who had just completed a mammoth undertaking. The project began when the Baltimore Public Arts Office awarded a grant to Rausch to create “Celestial Light.” Rausch was living in the Pilsen neighborhood in Chicago and had a friend who knew Kyle Fitzgerald, the proprietor of ReUse Depot. Fitzgerald was open to hosting the crew and providing the lumber and metal needed to construct the enormous pieces. He allowed them to use the former armory space, which is the size of a high school gym with a 40-foot ceiling. “We couldn’t have asked for a better place to build it,” Rausch said. Rausch was facilities manager at Redmoon Theater and has a master’s degree in Fine Art and her

With “Celestial Light,” Rausch and her crew are keeping the spirit of the theater alive by bringing art to people in their everyday environment. They began work on “Celestial Light” in late-April, by constructing 25-foot wooden towers to serve as interior supports for the structures. “We needed lots of lumber,” Rausch said. “ReUse Depot has so much affordable building material.” They used steel tubing to create the frames for the sun and moon. “We bent it all on-site,” she said. “It was a long process. We also did lots of welding to create connections.” While some team members worked on building the structures, others were busy sewing together the white fabric to cover them. The crew put in 10-hour days, seven days a week. But she said the working environment, was so pleasant, no one complained. “Everyone here at ReUse Depot was so kind to us,” Rausch said. “They’d make sure we had enough water to stay hydrated. They are so involved in helping the community, and they’ve created this socially-engaging place. It’s like a harbor for the community. They gave me and my team a home to build our dream.” Rausch made sure her “dream” was structurally sound. Architect Sarah Sutherlin signed off on the plans. After the structural

enue — and also owns other bar/restaurants outside of Forest Park that have video gambling — said he’s seen how it is a positive for businesses like theirs. “Big and beautiful things are being built outside of Forest Park because they have video gambling,” he said. “I’d like the opportunity to have it.” The added revenue from video gambling, he said, will help make their businesses more competitive when it comes to what they offer to customers and how their businesses look inside and out. “We feel if we had gaming, we would be able to get the capital we need to make our places nicer,” he said. Hosty, who owns the Old School Bar and Grill across the street from Pioneer Tap, said although they all have similar businesses, they would all benefit from video gambling.
“I think it’s good for the town, not bad for the town,” he said. Concerns by residents of a “negative element” coming to the village as a result of video gambling is one issue that has been brought up, according to Sorice, but that and other concerns were dispelled at a village forum on July 12. He said he has not had a problem at his businesses where he has video gambling in place. There is a lot of speculation on the negative effects from those opposing it, he added, but no evidence. Speculation and actual evidence are two different things, he said, noting that he and similar business owners have remained silent on the issue until now. “We are really, really depressed that it is our own business community that is attacking us without any evidence,” he added. The group said they were all against video gambling cafes and large video gambling signage. Matthey believes at the end of the day it’s all about making money to keep his business doors open, and it has been tough getting customers, but he is seeing other businesses flourish because they
have something he doesn’t. “Video gambling is a business tool for bars and restaurants,” he said. “Pool tables and darts are getting old and for other businesses like mine, video gambling is giving people a reason to come out after work instead of going home. Video gambling is saving their businesses.” With the additional revenue from video gambling, he said, his competitors in surrounding villages are able to cut prices on drinks and offer discounted food specials to attract customers. Matthey said he can’t compete with that. Hosty said that those pushing to not allow video gambling in the village don’t represent all of the residents. “Just because 20 to 30 people say they don’t want it doesn’t mean that everyone else [feels that way],” he said. Sorice believes the voice of business owners in Forest Park need to be heard and residents are encouraged to stop by their businesses to get their view on video gambling. “This would help us stay in business,” he said. “It would help us evolve to where we can actually win. This would allow us to grow, allow us to evolve.”

enading the crowd. A platform was built on top of the “sun” to accommodate a drum kit. In Baltimore, the drummer would play a duet with a guitarist. There would also be a musician inside the “moon” playing sitar and harp. He would be costumed as a “moon man.” This piece had another unique feature: a bridge that allowed patrons to walk through the moon. The crescent moon is a powerful image for Rausch. “I’ve always loved the crescent moon — its growing potential, so full of possibilities.” “The sun and moon are symbolic icons that collapse time and space,” she continued. “We’re all seeing the same sun and moon all over the world. We all share these symbols. That brings hope to my heart.” These symbols were constructed at ReUse Depot in such a way that they could be flat-packed into the crew’s 26-foot box truck. Rausch said this process went smoothly. The crew then caravanned to Baltimore, traveling 16 hours straight. Now the most grueling task had to be done. They worked 27 hours straight to install “Celestial Light.” “I couldn’t have done it without my 10-person team,” Rausch said. “We took turns taking two-hour power naps.” They completed the installation on time for the July 15 opening. “All the work paid off when the sculptures were activated by our musicians. People were interacting with the sculptures.” It caused a sensation. Rausch said “Celestial Light” is only the starting point of a series of sculptures and musical performances she has planned. She would also like to see her sun and moon on display in her adopted city of Chicago. The Windy City might consider holding an event like Artscape. It pumped $26 million into Baltimore’s economy. The festival displayed sculptures that are truly out of this world.

Two face armed robbery charges Two men from Chicago were charged following a robbery, July 26. Police were called by a resident who heard a woman screaming about 4:30 a.m. in the 300 block of Elgin Avenue. Officers located a woman who said she was robbed by two men, one of whom was armed with a stun gun. The woman told police she was sitting in front of a business in the 7200 block of Madison when two men approached her. One walked past her and the other waited in front of her. The man behind her then grabbed her in a headlock and demanded money while shocking her with a stun gun. She gave the men her backpack and iPhone. One of the men then began to lift her shirt and she began to scream, causing both men to run. Police later learned that Melrose Park police had two people in custody for a suspected armed robbery, and they matched the description of the two who robbed the woman in Forest Park. Melrose Park police had recovered a stun gun from the men and they were positively identified by the victim in Melrose Park. Forest Park police charged both men, identified as Sharelle D. Sims, 19, and Dominique O. Brown, 23, with armed robbery and unlawful restraint.
Man charged with public indecency Forest Park police charged a 64-year-old Riverside man with misdemeanor public indecency and trespassing on July 25 after staff members at the Forest Park Aquatics Center, 7501 Harrison St., complained that he was exposing himself in the men’s locker room and appeared to be “aroused.” The subject had left the pool by the time police arrived. They later arrested him at his Riverside home, where the subject denied wrongdoing. He posted bond and awaits an Aug. 9 court date. According to the police report, staff at the pool reportedly had banned him from the property last year although they did not call police at the time. Last summer, an employee said he observed the offender with a GoPro camera in his possession. The employee didn’t actually see the subject recording anyone with the camera, but the subject had the camera sitting on the changing bench and quickly put it away upon seeing the employee, according to the police report filed July 25. The offender apparently showed up about a few days before the July 25 incident but left the scene as an employee approached him. The employee at that time made a written report that the subject had returned to the pool despite the ban in 2015. On July 25, an employee reported seeing the subject take off his swim trunks and walk back and forth to the showers numerous times in the presence of children and that the subject appeared to be
“sexually aroused.” The subject reportedly told police he has a bladder condition that explains his frequent trips to the locker room and that he was allergic to chlorine, which forces him to wash off often because of the pain it causes. Police said the subject had no previous arrest record.
California man charged with trespassing

A 30-year-old man from La Mesa, California, was charged with disorderly conduct and criminal trespassing to state-supported property after he walked on the CTA tracks multiple times at 3:13 p.m., July 31. Police were called to the CTA Blue Line station at Harlem Avenue after the man was seen walking on the CTA tracks and then getting back on the platform. Police were told he then got back onto the tracks and was told to stay off them by a CTA employee, and he complied. When a Forest Park officer was on the platform, he again walked onto the tracks and then onto freight line tracks nearby and told the officer he was looking for his dog. He was taken into custody and charged. Oak Park police later located the dog, which was reported injured, and they took it into their custody.
Lawn furniture stolen for fifth time Lawn furniture valued at $150 was reported stolen at 7:39 a.m., July 26, in the 800 block of South Elgin Avenue. The stolen item was the fifth reported stolen from the resident’s yard recently. Police later found the furniture in the possession of a 28-year-old man, of no known address, in the 800 block of Harlem Avenue. He was charged with trespassing and possession of stolen property.
Romeoville man charged with drug possession A 35-year-old Romeoville man was charged with possession of a controlled substance after a traffic stop at 6:28 p.m. July 28 in the area of Desplaines Avenue and Interstate 290. Jason D. Sperka was stopped for failing to use a turn signal and could not provide identification. After giving police a false name, they discovered his identity and conducted a search of his person. Police discovered 14 small bags of a substance that later tested positive for heroin. Sperka was additionally charged with a felony for driving on a suspended or revoked license and possession of drug equipment. These items were obtained from police reports filed by the Forest Park Police Department, July 25-31, and represent a portion of the incidents to which police responded. Unless otherwise indicated, anybody named in these reports has only been charged with a crime. These cases have not been adjudicated.

or almost 30 years, Oak Park residents have been driving, biking, and walking by Intercultural Montessori on S. Ridgeland Avenue with smiles on their faces as they watch the children at play. But they might not be aware that Intercultural is the originator of our unique dual-language/ Montessori approach to education, providing Spanish/English and Chinese Mandarin/ English programs for children aged 3 to 6. It’s an approach that has been imitated but not reproduced, and it has gotten us a lot of positive attention with Montessori schools, teachers, and associations. That’s because it works, and I’m so happy to be a part of creating bi-lingual, bi-literate citizens of the world right here in Oak Park. As my third year at Intercultural begins, I would like to state how proud I am of the work that the teachers perform on a daily basis. That is where the magic happens, and I’ve found that it is true that the teachers are the soul of the school. As an Intercultural parent, I appreciated how hard the teachers work, but now as an administrator I understand and recognize the many subtle skills the job requires. For example: knowing how to observe constructively, and when, how, and how much to intervene, is the key secret to
a successful Montessori teacher. It’s a talent our teachers have acquired through their Montessori training and years of teaching at Intercultural. I would like to thank our teachers for their hard work, and congratulate them on the continued growth of our duallanguage program. As we grow, we continue to improve our school infrastructure at the Oak Park campus, including the installation of a new stateof-the-art security system. This week, the students harvested their first vegetables from our new organic garden! And more upgrades are coming as this new school year begins. It is extremely fulfilling to see Intercultural’s continued growth. To me it means that Oak Park recognizes the value of the unique duallanguage education we are providing. An exciting new program gets kids out of the classroom and learning to speak Hebrew
W
est Suburban Temple is launching a new experiential conversational Hebrew program that will take place on Monday afternoons starting September 19. The program, called Hugim l’Sheni (Monday Workshops), will include a Hebrew language ulpan and workshops (hugim) in art or music. The ulpan method of teaching is a fun, lively, time-tested method from Israel that gets newcomers comfortable and able to speak Hebrew as quickly as possible! In an effort to provide an effective Hebrew language experience, Hugim l’Sheni will provide an intensive ulpan for students, grades 3-8. The program will provide each participating student with an ability-based modern Hebrew ulpan, whose goal is to produce a comfort with, and an ability to speak, Hebrew! Coupled with professionally led quality workshops in the areas of art or music, Hugim l’Sheni will run from 4:306:30 pm on Mondays at the Temple and is
open to all students, grades 3-8. Due to a generous grant from the Community Foundation for Jewish Education (CFJE), the greatly reduced tuition for this first pioneering year is only $250 for the year! Learning Through All Aspects of Life at Keystone Montessori
C
hildren come from far and wide to Keystone Montessori, a school that has gained the reputation as one of the country’s premier Montessori schools. “The beauty of Montessori education is that it takes into consideration the whole child,” says Vicki Shea, Keystone’s administrative coordinator. “The physical, emotional and spiritual aspects of children are nurtured as well as their academic development and each child is respected as an individual with unique abilities.” If you’re wondering what Montessori education is all about, it’s based on the teachings of Maria Montessori, Italy’s first woman doctor who went on to become a renowned educator. From her observations of the natural development of children, she believed that a child’s independence, selfesteem and love of learning could flourish, given the right environment and with guidance from a properly trained teacher. Today, 100 years later, there are Montessori schools all over the world. Keystone has a class for two-year olds, primary classes for 3-6 year olds, junior elementary classes for 6-9 year olds, senior elementary classes for 9-12 year olds and a middle school. There are parent/infant classes also. One of the hallmarks of Montessori
education is grouping together children of different ages. “In this way children learn from each other,” says Shea. “It also helps the older children learn a sense of responsibility toward the younger ones.” Children learn by working with specially designed ‘materials’ in an age-appropriate environment which stimulates the senses and encourages exploration. The children are busy, each one involved in doing something either individually or in small groups. In one of the primary classrooms a three-year old is mopping the floor, and a five-year old is counting with a bead chain. In the junior elementary classroom a student is researching snakes and in another part of the room, a group of students is analyzing the grammatical parts of a sentence with the teacher. “Many of Montessori’s observations about how children learn have been borne out by recent research showing that children have windows in their development when they can best absorb things like language, music and math,” explains Shea. The school is proud of its consistently high academic achievement but places great emphasis on helping children become well-rounded, responsible members of society. n 2015, residents of Hulbert-designed homes south of Madison, north of I-290 and west of Oak Park Avenue, decided they’d rather not form a new village historic district, thank you very much. And in the spring of 2016, a home on the highly visible corner of Chicago and Linden avenues in the Frank Lloyd Wright Prairie School of Architecture Historic District was deconstructed beyond recognition, prompting a concerned villager to write Wednesday Journal to find out why the village allowed a home in a historic district to be “ruined.” At the root of these two occurrences is some public confusion over just what it means to own a home in a historic district in Oak Park and what role such a designation plays when a homeowner in that district wants to renovate his or her home. According to village officials and the Historic Preservation Committee, there are numerous misconceptions about village guidelines, so the standards are worth revisiting.
Back to basics First of all, many wonder if a village full of homes predating World War II (and even World War I) is equally full of “historically significant” homes. While many village homes are designated as historic, with some even listed on the National Register of Historic Places, there are only three historic districts in the village, and the majority of village homes are not included within historic district boundaries. The three districts are the Ridgeland/Oak Park District, the Frank Lloyd Wright Prairie School of Architecture Historic District, and the Gunderson Historic District. The homes within these historic districts make up roughly one third of village housing stock, and the boundaries of the districts can be seen on the village website: http://www.oakpark.us/village-services/planning/historicpreservation/historic-district-boundaries. On its website, the village defines historic districts as, “an area with geographically definable boundaries, possessing a significant concentration of properties united aesthetically by plan or physical development, or by

These buildings are referred to as ‘contributing resources.’ They help to maintain the historic integrity of the neighborhood. Buildings that do not contribute to the significance of the historic district are usually less than 50 years old or have been sig-
nificantly altered in the recent past. These buildings are referred to as ‘non-contributing resources.’”
Renovating within a historic district The village’s urban planner, Doug Kaarre, notes that the permit application for homes in the historic district is the first level of oversight the village exerts over planned construction projects. “When an owner submits a permit application,” Kaarre said, “the address will trigger [Historic Preservation Commission] review. Preservation primer from page B1 Any addition within a historic district is tagged in our system. It’s an automatic review. We look at the scope of the work and whether the building is considered contributing or non-contributing to the district.” Rosanne McGrath, an Oak Park architect and former chair of the preservation commission, says determination is key. “When the districts were created,” she noted, “all the properties within the district were surveyed. Each district has a time period of significance. Any structure built outside of that period will be ‘noncontributing.’ In our three historic districts, the vast majority of buildings are considered ‘contributing.’” Both McGrath and Kaarre note that the Chicago and Linden house, a ranch house with a build date around 1947, was a non-contributing home to the Frank Lloyd Wright Prairie School of Architecture Historic District. Kaarre points out, “Even though this is a major scope of work, the home is a non-contributing resource. Because of the visibility of the project, I reached out to the architect to see if they’d be willing to get some feedback from the commission, but my understanding is they declined that.” McGrath points out that homeowners of non-contributing properties, can do what they want to their properties, but the Historic Preservation Commission will offer an opinion that is purely advisory, and many people come in and listen to the commission’s suggestions. For homes that are considered contributing, a certificate of appropriateness is required for demolition, including partial demolition. Kaarre said that an addition to a home is classified as a partial demolition. This can be an area rife with misconceptions. Yes, a certificate of appropriateness is required for most large-scale renovation projects planned for contributing structures, but no, this doesn’t necessarily add to the burden of a homeowner seeking to work on his or her home. Both Kaarre and McGrath stress that the vast majority of projects do not require Historic Preservation Commission review. Notes Kaarre, “Typically, an addition of any sort would require approval, but if it’s not visible from the street, a certificate of appropriateness for a project can be ap-
proved administratively. Most are. Fewer than 10 percent of projects go before the commission.” McGrath points out the misconception that it is difficult to rehabilitate historic district homes is just not true. She said there are three requirements that must be met in order to trigger a certificate of appropriateness review by the commission: 1) Is the property a contributing structure? 2) Is the proposed work visible from the street? 3) Does the proposed work call for demolition of the historic fabric of the property? In essence she said the only significant changes prohibited are additions to the front of the home, which local zoning laws prohibit in most instances, and also demolition. Kaarre specifies that Oak Park’s guidelines most likely would not allow for the demolition of a contributing resource in its entirety. Unlike the River Forest case of the recently razed Mars Mansion, he said, “It’s not likely that something like that would get demolished here. The purpose of the historic district is to preserve contributing resources. Unless there are mitigating circumstances, it is very difficult to get a permit to completely demolish a contributing property.” McGrath emphasizes that for most homeowners looking to renovate their historic district homes, all that is required is a little planning. “If you know your project is large in scope and might require a certificate of appropriateness review,” she said, “it’s smart to do that when you’re in the design phase. It’s worthwhile to go in before you want the building permit just to make the process easier. The take-away is that you can enlarge, update and improve your home in a historic district, and it’s done hundreds of times a year in Oak Park.”

axes. Have we reached the tipping point? Potential referendums for the school districts, TIFs, the need for development, the cost of living in Oak Park and River Forest – these issues all relate to our tax structure. We are in a bit of a bind now, having defined our communities by good schools, services and parks. These need upkeep and ongoing investment, even if just to replace aging infrastructure. Absorbing the cost of new investment is a challenge any family, business or even public institution understands. Our tree-lined neighborhoods devoid of big box stores and industry are particularly sensitive to tax increases. A small increase in the levy – the amount of total tax that funds the
budgets of the schools, park district, library, township and municipal government – will be largely felt by the residents. The relatively small commercial sector pays it share and struggles mightily with taxes to be sure. But that share is smaller than in towns with more business. Our government and schools are funded by mostly by property taxes, augmented by some sales taxes and to a lesser extent fees and other use taxes. We simply have mostly residential properties to fund those property taxes. Our commercial base here is not that sizeable, meaning less commercial property tax and less sales tax than elsewhere. Think about Oak Brook, with its huge mall and numerous office towers. Or neighbors with manufacturing or industry. Westmont with its car dealerships arrayed one after another down Ogden. These businesses contribute a significant amount of revenue to the local coffers, relieving some of the burden on residents.
Our schools are not ridiculously expensive and our governments do a decent job at cost containment and efficiency. Families’ tax bills are higher here because our residents shoulder more of the burden of funding the levy than do residents in other communities. We continue to build and develop in part to increase the pie: create a larger funding base to pay for our public institutions. In the meantime, we will continue to struggle with how to pay for our much loved and much needed services and institutions.

Transforming East
P
atrick Hardy, about to start his sophomore year as principal of the beat-about-the-ears Proviso East High School, says that fear of failure is among the few notable concerns he has about the school’s audacious new “Transformation Plan.” Nearly 50 years into a relentless decline, decades into disconnection from the community and tensions within its own walls, the subject of perverse politicization and rampant instability in leadership, and faced with a state demand for a written plan to turn this sorry school around, Hardy has just presented the District 209 school board with a plan not to “improve” this school but rather to “transform” it. Hardy made perfectly clear that this effort was not his alone but the result of a year’s worth of listening and consultation with teachers, parents, students, alumni and community members. That is essential and inspiring. The plan calls for, among many things, creating four career academies with specific learning focuses, an emphasis on post-high school options for students, keying in on the need for powerful partnerships and finding ways to intimately connect more students to their school. Hardy made three essential points. ■ This cannot be the plan de jour. Educators and misguided school boards flop around, change directions, programs and staff looking for magical solutions. There are none. This is the plan. It will take hard work, patience, and some good fortune to succeed over time. ■ Fear of failure cannot be allowed to undermine or distract from the effort. Some aspects of this plan will fail, need to be adjusted, replaced. That is not the basis for continuing to wallow in mediocrity. ■ The success of this plan is not contingent on pouring money into the school. If current resources can be held steady, says Hardy, this plan can be accomplished. How wonderfully refreshing. What Proviso East needs at this point is energy, pride, love and boundless determination. Now Jesse Rodriguez, the brand new school superintendent, and the still shaky Proviso Township High School board must pledge steady support to this vital effort.
Forest Park steps up
Good collaborative work by Forest Park’s village council and the Proviso high schools in coming to agreement last week on welcoming the District 209 summer school program to the air-conditioned learning environment of the Proviso Math and Science Academy beginning next summer. There had been an unfortunate blockade on this obvious summer school location as the original zoning for PMSA in Forest Park did not allow this use. Now, with Forest Park’s growing connection to this school district via school board membership and the village’s wise inclination to foster that connection, we have a very good solution to a nagging problem. The agreement includes solid planning for D209 to provide adequate security, traffic controls and an integrated effort with the Forest Park police. Jesse Rodriguez, the new superintendent of the Proviso schools, called this another example of stakeholders coming “together as one Proviso.” We agree.

OPINION Thoughts on fear … and response-ability
I
’ve been hearing the word “fear” a lot lately. Many Forest Park residents are afraid of what will happen if Donald gets elected. Others are afraid that Hillary will make things worse. Black parents give the “talk” to their children, and police officers have a heightened awareness when they leave the house for work that they might not return home at the end of their shift. The U.S. State Dept. “warns U.S. citizens of increased threats from terrorist groups throughout Turkey. As stated in the Worldwide Caution, dated March 3, 2016, throughout Europe extremists have targeted large sporting events, theaters, open markets, aviation services, transportation systems, and public venues where people congregate.” Gun sales are up, environmentalists speak in apocalyptic tones, parents worry about their kids, poor people are anxious about paying the rent, and Cub fans fear another heartbreaking season. Are all these fears grounded in reality, or are they products of our existentially insecure imaginations, fueled by the ratings-hungry, socalled “news” media? The Gospels tell two stories about Jesus and storms. In one, the disciples are in a boat with Jesus and a violent storm comes up, causing the disciples to become so afraid that that they beg Jesus — i.e. they pray — to do something to save them. Jesus responds by asking, “Why are you afraid?” and calms the storm. In the other story, Jesus tells people to build their houses on a rock because storms will inevitably come in life, and if you want to survive them, you should build your house on something solid instead of on sand. So which is it? Do we ask God to “deliver us from evil,” or do we pray for what Psalm 138 calls “strength of soul?” The first prayer pictures humans as victims of powers greater than ourselves. The second contends that we are “response-able.” The first blames the “system” for our fears, i.e. it’s the fault of the establishment, or Wall Street, or a particular race, economic class, religion or gender. The second declares, “Stop your whining and take responsibility for yourself.” If you ask Ned Wagner and Claudia Medina, “Which is
it, change the system or individual responsibility?” I think they would reply, “Both.” Almost everyone agrees that D209 needs fixing. The problem lies in the system. What Ned and Claudia have done is respond to that shared sense of dysfunction by choosing to run for the D209 School Board — and to gather more individuals into a cooperative force to change the system. I’m a person of faith, so I prefer to begin with option #2, i.e. change myself. I think it’s better to find a way to let go of feeling like a victim — even though it may be true that I am one — and invest time and energy in finding a rock to build my life on. Then, when the storms of life come and frighten me, I will ask God — or Mayor Calderone or the President or my spouse — to remove whatever it is that is scaring me. But the diversity of stories in the Bible seems to be telling us that sometimes God will still the storm and sometimes God will not. If you consider the history of this country, sometimes the government at any level will remove the source of our fears, and sometimes it won’t or can’t. In either case, Jesus, Ned and Claudia have something to say to us about response-able living. 1) Identify what frightens you, and share your fears with people you trust. 2) But don’t get stuck in feeling like a victim. 3) Find a rock to stand on, and you’ll discover others standing there with you. 4) Then, as a community of individuals, act. By first finding a rock to stand on, you will know that the storm does not have the power to “blow you away.” No matter how badly the wind and waves beat you up, your strength of soul will enable you to stand firm. That may not look like success to the “world,” however you may define it. But the world is not going to stop frightening us until individuals find rocks to stand on, from which they can, together, take on powerful storms. So, are you going to work for a candidate in the next hundred days or stay home, whine and feel like a victim saying, “I’m just one small individual, both major party candidates are far less than I had hoped for, and the system is too powerful to change?”

Correcting a few inaccuracies After reading the letter titled, “Community policing vs. siege mode,” [Opinion, July 27], I wanted to clarify some key facts that are not accurate. The Forest Park Police Department did participate in the march. Bike officers rode alongside the marchers down Harlem Avenue and then west on Madison. I met the marchers at Harlem and Madison, along with Deputy Chief Mike Keating. I intro-
L E T T E R S duced myself to the event organizer and walked with him as I explained that he and his fellow marchers could stand in the middle of Madison Street from Circle to Marengo. Due to the large crowd, we felt it would be safer to close down that twoblock stretch of Madison rather than cram everybody on sidewalks. You claim that we went into “siege mode” and did not “mingle” with demonstrators. I can’t even tell you how many people in this march approached me as well as other officers and thanked us for simply doing our jobs. The officers were on one rooftop and were not there as “sniper perch-
es.” They were simply there to watch the event with a clear and unobstructed view from an elevated level. We knew that high school teachers, residents and families of all ages that participated in this march had the best of intentions. Unfortunately, in this day and age, we have to take extra precautions. A small group of “agitators” can disrupt any peaceful march and jeopardize the safety of the peaceful demonstrators. It is my “opinion” that your intense dislike of this police department clouds your perception.

Please hear our side on video gaming There is currently a lot of talk in Forest Park about video gaming. This has created tremendous hard feelings between many businesses in our village. Please hear our side. First, we are deeply offended that our fellow retail owners so openly attack our segment of business. They advance the claim that gaming will hurt their businesses and subsequently our village. However, they offer no proof. The village forum featured the economic development director from Westmont. He clearly stated that gaming businesses co-exist seamlessly with other businesses. The chief of police of Brookfield explained that officials from 19 other villages report no problems with gaming. When researching gaming restaurants/pubs there are no problems. The lack of evidence on this issue is not one of underreporting, as it is clear that no problems exist. Second, it appears that the largest opposition to gaming is tied to the distaste for gaming parlors (Dottie’s) and signage. No one in our town wants gaming parlors in Forest Park, including us. There is a simple, legal way to ban them. The village could require licensees to derive 60 percent of their revenue from food and beverage, or they could require that no new licensee be granted gaming until the third year of operation. The other large issue is signage. Again, we agree with our opposition. Other villages restrict signs. Long Grove has gaming but no signage. They have done this by ordinance. We can do the same. Is it possible that an ordinance restricting outside signage to a business’ primary function is both legal and will restrict gaming signage? Let’s find out together. Third, we are losing business and so many businesses to neighboring towns. This hurts our local tax base, making everyone’s taxes higher and forcing the village to reduce services. Gaming will quickly create millions of dollars in new taxable revenue. In addition to sales tax, the business portion of property taxes will increase as empty buildings, like Brian Boru’s, are filled. We are completely offended by the way petitions are presented. The petitioners continue to tell people that the referendum is a vote to affirm or deny gaming. It is not. It is a vote that has only one possible outcome, to continue the prohibition of video gaming. Don’t be deceived. Only the village council can approve gaming. The petition is distributed solely by individuals who favor banning gaming. Out of respect for our village, we chose to not clutter lawns and windows with pro-gaming signs. We feel that the duly elected council should hear all sides and make an educated decision. We also think that the positive experience of a thousand other municipalities should weigh in our favor. Now if the petitioners want to circumvent this process, please do so truthfully. Please tell potential signers that your intent is to pass a referendum that can only continue to ban gaming. Understand, if the petition fails, gaming is still illegal. It is this deception that causes scars in the business community that may permanently divide us. If you have been deceived by a petitioner, please contact another petitioner or email sayyestoavote.com to get your name removed. We believe that the circulators will do the right thing. We love the town that we chose to invest our life savings in. We look forward to ending the division that the anti-gaming group created and getting back to being the great town that we know we can be.

Volunteer form discourages volunteers I believe that public participation is not only important but necessary for the development and growth of our local governing public bodies. Public bodies should not only allow the public to participate but should also encourage it. In Forest Park, the village board has discouraged citizen participation through an especially onerous volunteer application form. Like many other surrounding cities and villages, Forest Park has an application process for residents interested in serving on voluntary boards and commissions, which guide the village on matters such as the library, recreation, and diversity. Unlike other surrounding cities and villages, Forest Park’s application is invasive and excessive. At first glance, the difference is striking: While other villages’ forms are about a page long, Forest Park’s volunteer application is four pages. Unlike the other villages
and cities I surveyed for comparison, Forest Park asks for sensitive information about applicants, like Social Security numbers, and driver’s license numbers. Forest Park also requires applicants to answer 10 “conflict of interest” questions. These include asking about arrests and convictions; past and pending lawsuits in which the applicant was named a party; and outstanding government-backed loans. The final question asks if the applicant has ever done anything that could embarrass the mayor. Reasonable people, including residents of Forest Park, find this application intimidating. For example, anyone who has been divorced, been wrongfully arrested, or has pending student loans could believe that this information would disqualify their appointment. I’ve spoken to a couple of Forest Park residents who expressed these and
After dog bite, trying to locate owner and dog My mother, who is 90 years old, was bitten by a Wheaton Terrier on Thursday, July 21 around 10:45 a.m. on Marengo Avenue near Randolph Street in Forest Park. My mom was talking to the owner, and the dog came over and bit her in the hand. The wound was gushing blood, but the owner took the dog and walked off in the other direction. My mom walked herself to Rush Oak Park Hospital, where she received stiches. When she went back for a wound check on Saturday, it was infected and they admitted her. She has been in the hospital ever since. We have no idea who this woman is, her name, or the name of the dog. This is being handled as a criminal case and the Forest Park police are looking for the dog and owner. I also contacted Oak Park Animal Control, but to no avail. Please let people know this dog is out there and can bite anyone at any time. Any information regarding this case is greatly appreciated. Please contact the Forest Park Police Department and/or the Mayor’s Office. Be a good citizen and help us out. My mother has been in the hospital and on IV antibiotics for over a week. We have no idea if this dog has had its shots or is registered. Thank you for your help in this matter.

However, the most troubling portion of the application is Forest Park’s request to access the applicant’s credit report, especially when the appointments are to voluntary, advisory bodies that have no fiduciary duties. If Forest Park values citizen participation, and the promotion of all citizens being engaged, it should adopt a volunteer application form that is less intimidating to its residents. The application should encourage citizens of all backgrounds to participate. If other villages and cities use a simpler, less invasive form, then so can Forest Park.

Marilyn Ramirez, 48 Grew up in Forest Park Marilyn Ramirez (nee Riehle), 48, of Columbus Junction, Iowa, formerly of Forest Park, died on Sunday, July 31, 2016, at her home in Conesville. She was born March 30, 1968 in Melrose Park, the daughter of Wayne and Myrna (Ramker) Riehle, and grew up in Forest Park. On Jan. 31, 1994, she married Eugenio Ramirez in Wapello, Iowa. She had worked as a clerk for the City of Conesville and with special needs children at the Columbus Community School and was known for her caring, empathic and gentle caregiver ways. People would often comment on her hospitality and heart of gold. A member of the Grandview Community Bible Church, she took several lay missionary courses. She enjoyed cooking, gardening, animals, thrift store shopping, and laughing and talking over coffee. Marilyn Ramirez will be missed by her husband, Eugenio Ramirez of Conesville; her children, Daniel Antonio Ramirez and his wife Nanette, Marina Ramirez, Mark Ramirez and Mauricio Ramirez, all of Conesville; one grandchild, Fernando
Sabastian; her mother and stepfather, Myrna and Dennis Wolf; her siblings, Mark Riehle, Mitch Riehle and his wife Rosa, Margaret Riehle-Moeller and her husband Steve, and Mary Gosztola and her husband David; and several nieces and nephews. She was preceded in death by her father, aunts and grandparents. PUBLIC NOTICE VILLAGE OF RIVERSIDE, ILLINOIS PUBLIC NOTICE Notice is given of the following two proposed Substantial Amendments & a draft application for funding: Substantial Amendments 1) To the Village of Oak Park Program Year (PY) 2015-2019 Consolidated Plan for Housing & Community Development (Con Plan), through the U.S. Department of Housing & Urban Development (HUD), the Village proposes to establish a Section 108 Loan Guarantee Program, specifically making the application to HUD for a Section 108 loan fund a high Con Plan priority & noting that specific application details are listed in the Village’s draft Section 108 application. 2) To the PY 2015 Action Plan, through HUD, the Village proposes to apply for a Section 108 Loan Guarantee Program in PY 2015, with the details listed below. As approved by the Village Board at the August 1, 2016 meeting, the Village proposes to apply for & set up a Section 108 loan fund in the amount of $3 million for small to midsize businesses. These funds, if approved, will be loaned by the Village to promote businesses expansion/improvement, create and/or retain jobs, assist low/moderate-income persons, & deliver positive economic benefits for the Village & its residents. For borrowers, the Village will offer a competitive interest rate, lower than conventional financing. The Village will charge a processing fee to applicants and/or a loan closing fee to approved borrowers. Each
