The U.S. Army Reserve isn’t allowing the Village of Forest Park or other prospective bidders to do any environmental studies on its recently vacated facility at 7402 Roosevelt Rd. – a nonstarter for commissioners Joe Byrnes, Maria Maxham and Ryan Nero.

All three told the Review they wouldn’t support the village’s attempt to acquire the property unless there’s an environmental study and more solid estimates of the costs involved. The military vacated the building in June, and now wants to dispose of the property through its Real Property Exchange (RPX) program, where a municipality or a private developer would get the site in exchange for improving another, active facility. In

Forest Park wins grant to install charging stations Electric vehicle charging planned for the Constitution Court parking lot

Forest Park was recently awarded a grant from ComEd to build a few more charging stations in the village.

The utility announced, Aug. 2, that it was awarding 21 community grants totaling $171,000 “to help launch community-driven projects across the region, from innovative pedestrian safety technology to clean transportation projects that support the adoption of electric vehicles (EVs) and are designed to reduce carbon emissions and improve community resiliency,” ComEd officials explained in a statement.

ComEd said the Forest Park grant will support the installation of two EV charging stations at the Constitution Court parking lot on Madison Street next to Doc Ryan’s.

“This year’s program fulfills our commitment to helping cities and towns across ComEd’s service territory achieve the vision of the Illinois Climate & Equitable Jobs Act and adopt new technology that will accelerate electrification, improve air quality and make our communities cleaner and safer for the future,” said ComEd CEO Gil C. Quinones.

“We expect to see more electric vehicles in and around Forest Park over the next decade,” said Forest Park Mayor Rory Hoskins. “So this grant, which gives us the capacity to charge four vehicles, will help the village meet its goal of locating charging stations in places where consumers eat and shop.”

The grants are part of ComEd’s 2022 Powering Safe Communities program, which has been established for eight years. The

utility has given out 157 grants and $1.7 million over that time.

“Electric vehicles and charging stations have significant emission benefits over conventional vehicles,” said Kevin Burns, mayor of Geneva and chairman of the Metropolitan Mayors Caucus’ Environment Committee.

“By working with ComEd to provide grant funding to communities and through the EV Readiness partnership, we are clearing the way to electrify our cities throughout the metropolitan region and beyond,” Burns said.

The ComEd grant comes a few months after Mayor Hoskins joined the Cross-Community Climate Collaborative (C4) along with more than a dozen other mayors across

the west suburbs.

According to the collaborative’s memorandum of understanding, the initiative is designed to “bring together BIPOC [Black, Indigenous, and People of Color] and nonminority communities across income lines to share ideas, secure resources, and drive large-scale projects within and across communities that achieve agreed upon greenhouse gas (GHG) emissions reductions, equity, and sustainability goals.”

Village officials in participating suburbs agree to participate in monthly “cross-community” team meetings, establish a sustainability working group or commission, and raise awareness about the C4 initiative, among other responsibilities.

Dead tree mystery gets Forest Park’s full attention Neighbor complains trees keep dying. Salt and clay may be to blame

The trees planted at the spot where Thomas Avenue dead-ends at Constitution Court keep dying and the village is trying to figure out why after a nearby resident reached out to Forest Park officials.

Resident Christian Altman, who lives half a block south, said he was worried the trees hadn’t been adequately watered especially after a second round of plantings also failed.

On July 25, Mayor Rory Hoskins asked the village council to vote on whether to submit a proposal, which called for the reserve building to be converted into the new municipal center. Byrnes and Maxham balked, citing potential high costs of the drainage improvements and environmental remediation of the building in Forest Park. While Nero was unable to attend that meeting, he told the Review that he would have voted ‘no,’ for similar reasons.

While the council expected to be able to do an environmental study, on Aug. 8, they were informed that the Army Reserve wouldn’t allow it until the property is transferred, saying there was no need. While Byrnes said he hoped that the military could be persuaded to change its mind, Maxham and Nero said that, as things stood, they simply couldn’t support the acquisition.

While the application deadline was originally set at Aug. 1, the military has since extended it to Nov. 1. Hoskins told the Review that he was still interested in converting it into a municipal center, describing

According to an e-mail shared with the Review, they determined that it was likely a combination of accumulation of road salt and the clay in the soil keeping the water from getting in. The village kept Altman in the loop about the results of McAdam investigation, and he said he was pleased with Forest Park’s responsiveness.

it as a spacious alternative to the current cramped, deteriorating village facilities.

He argued the village could use revenue from the Hannah/Roosevelt Tax Increment Financing district to renovate the building piece by piece.

Hoskins previously declined to share how much Fort Sheridan improvements were expected to cost, except that the village believed that they were 20% of the Army estimates. Maxham said the village’s bid only included “a portion of the Fort Sheridan work” because “the village felt like [what the Army wanted] wasn’t a fair exchange in terms of what the Roosevelt [Road] property was worth.”

The July 25 meeting ended in a tie. Nero said that he planned to attend the meeting remotely while on vacation, but, after some back and forth with village officials, he wasn’t allowed to take part. He told the Review that he would have voted against the bid.

“I don’t believe the village council had enough information to move forward – that’s what I would have said had I been there,” Nero told the Review on Monday.

Village Clerk Vanessa Moritz said the issue was Section 1-4-4-H of the Forest Park municipal code which she said allows commissioners to attend meetings remotely only if they either have a health issue, are on a work trip or have an emergency.

his capacity as mayor. None of the commissioners, including Nero, objected. However in his commissioner’s report at the end of the meeting, Nero suggested changing that aspect of the municipal code, saying that it was outdated in a world where remote work and remote meetings were increasingly becoming a norm.

In an interview after the July 25 meeting, Hoskins said he had no idea where Nero was. Both Byrnes and Nero said that the mayor was included in the e-mail chain where they were discussing the latter’s attendance.

During the Aug. 8 village council meeting, Nero proposed amending that section of the municipal code, saying that it was outdated and should be more flexible.

On Aug. 4, both Byrnes and Maxham said that due diligence on the project was vital.

Maxham said she would want to see an official appraisal of the property and a completed environmental study.

“I am pleased that the Army granted us an extension to bid on the project, because it allows us to slow down and take a more thorough look at our options,” Maxham said. “It is an exciting opportunity, and I am open to investigating the matter further, but there are many unknowns we need to figure out before proceeding with an application.”

She added that due diligence would be especially important if the village converts the building into new municipal offices.

Byrnes said he was reluctant to comment

too much about what he’d like to see on the site until “I put the whole caboodle in my hands,” but he said that he would like to see at least some of the property generate tax revenue. As a government property, the building isn’t currently bringing in any property taxes .

“We have to find some way we can tax it, [levy] real estate taxes and business taxes, which we’re not getting right now,” Byrnes said. “If we put the village [facilities] on it, it will stay that way.”

Both commissioners said they wanted residents to have a chance to review any proposal the village might submit.

“I just think this whole proposal should have been put out to the public, so anyone can understand what we’re talking about,” Byrnes said.

“I want to stress that I welcome resident input on this project, because it could impact village finances and therefore taxpayer money for years,” Maxham said.

Nero said that, after the Aug. 8 announcement regarding an environmental study, he didn’t see the point of going any further.

“I don’t think that’s a responsible way to spend taxpayer money,” he said.

Maxham said the military saying environmental studies were “unnecessary” does not bode well.

“Prior to getting the news today, I would’ve been open to discussing [acquiring the property] further,” she said. “It feels like a red flag, and it concerns me.”

Forest Park amends entertainment license regulations Allows amplified music in beer gardens once a month

Forest Park’s Village Council voted unanimously Aug. 8 to allow amplified music to be played in beer gardens – but only once a month.

The village municipal code previously only allowed bars and restaurants to play acoustic music on an outdoor patio, and establishments had to get entertainment licenses to play it. The amendments specifically limit amplified music to beer gardens, but it still represents a notable change. Commissioner Maria Maxham suggested doing away with the once-a-month limit, but the majority of the council argued that it was a useful guard rail to have while the village gets a chance to see how the new policy works in practice.

During its July 25 meeting, the village council considered Exit Strategy Brewing Company’s, 7700 Madison St., entertainment license application.

The brewery wanted to have a “90s

cover band” play on Aug. 13 from 2 p.m. to 5 p.m. as part of a larger event that would run from 1 p.m. to 7 p.m.

Commissioners raised concerns about whether the music was acoustic or amplified, and Commissioner Joe Byrnes suggested that the village should consider allowing amplified sound outdoors.

“Given the fact that the hours aren’t as late as they used to be, maybe the council can allow for amplified outdoor music,” he said.

The council agreed that it was worth considering and decided to postpone the decision on Exit Strategy’s application until Aug. 8.

During that meeting, the village council not only approved the application, but the municipal code amendments. The new regulations specified that, in this case, “patio” means “beer garden,” explicitly prohibiting music from being played at sidewalk cafes.

The establishments also can’t play amplified music on the patio more than one day a month.

Finally, the ordinance states that no entertainment license can be valid for more than a month. While this has become the village council’s standard practice in recent times, it wasn’t codified into law until now.

Maxham argued that, since the council already reviews all performances on a case-by-case basis as part of the entertainment license application process, it could afford to be more flexible.

“I just feel like this might be a be a bit unnecessarily strict,” she said.

Byrnes argued that caution was warranted, at least at first.

“We’re just starting to let amplified music out on patios,” he said. “I think we should walk before we run,” Commissioner Ryan Nero said the village has been considering changing how entertainment licenses are structured, if not doing away with them altogether, so the extra check may not be there.

“I’m riding with Joe Byrnes on this,” he said. “Let’s roll it out, wait and see what’s going to happen.”

CSX removing one of two rail lines through Forest Park No conversion to bike trail likely

For well over 100 years, there has been double main line of railroad tracks running through Forest Park.

The right-of-way is owned and operated by the CSX Railroad and it runs along the south side of the Eisenhower Expressway. It then curves north to

cross Des Plaines Avenue on a trestle and continues north into River Forest.

Last week, the CSX began retiring one of the tracks that runs through Forest Park.

Amanda De Cesare, who manages public projects for the CSX out of their office in Kentucky, confirmed this change. She then referred the Review to Cindy Schild, of CSX public affairs. Schild issued the following statement, “CSX is removing a secondary rail line in Forest Park, IL because it is a double main line and we are con-

verting it to a single main line. Our records indicate that the track existed since at least the 1890s.”

When asked if this rail line could possibly be converted to a bike path, as part of the CSX Rails-to-Trails program, Schild replied, “This is not a good candidate for conversion to a trail due to its proximity to active railroad operations. For the safety of employees and the community, CSX can only consider conversion of rail lines to trails if the property in question is not adjacent to railroad operations.”

Village goes out to bid for alley improvements New water tower coat of paint expected to last 15-25 years

Forest Park’s Village Council voted unanimously Aug. 8 to go out to bid for an alley improvement project and to accept a change order for the north water tank rehabilitation.

The former involves rehabbing roughly 630 feet of a north-south alley near Harlem Avenue and Roosevelt Road. The latter will change the scope of work for the ongoing water tower rehabilitation, which had the net effect of decreasing the project cost by $93,670. Commissioners approved both motions without discussion.

The alley project includes alleys in the area between Harlem Avenue, Filmore Street, Elgin Avenue and Roosevelt Road. The alleys will be repaved, stormwater drainage will be rehabilitated, and all of the other structures will be repaired. The project is funded entirely through the village budget.

The bids are due by Aug. 30, so the earliest the village council can choose the bidder is the Sept. 12 council meeting.

The change order deals with the rehab of one of the two village water towers that are used to maintain water pressure and store water in case of emergency. The village also has two water tanks – one under the Mohr Community Center playground and one under the Hannah Avenue pump station. The village is currently rehabbing the north water tower, 7435 Franklin St. According to the memo from Christopher B. Burke Engineering, the village’s engineering contractor, it’s looking to remove the existing fence and guardrail east of the water tank, install a new pedestrian gate, and install J-hooks in the access tube to help support the T-Mobile cellular antenna infrastructure on the top of the tower.

While this added to the cost, they were also able to reduce the price of repainting the tank exterior. According to a July 26 memo from Sherwin-Williams, the paint supplier for the project, it suggested applying a new coat of paint on top of the existing one – a practice known as “overcoating” – instead of completely replacing the paint. The memo stated that the new coat of paint has a life expectancy of 15-25 years.

Overall, the change order brought down the project cost from around $1.06 million to $969,880.

Forest Park to get share of $760 million opioid money Village could see roughly $344 thousand over nearly two decades

SPRINGFIELD – Gov. JB Pritzker and Attorney General Kwame Raoul announced plans July 29 for how the state will distribute its share of funds from a national settlement with opioid companies. And Forest Park is poised to see a significant portion of that money.

Illinois expects to receive approximately $760 million over 18 years from a $26 billion national settlement with three opioid distributors – Cardinal, McKesson, and AmerisourceBergen – and one opioid manufacturer, Johnson & Johnson.

“The opioid crisis will go down as one of the most disturbing examples of corporate greed and medical mismanagement in human history, giving way to an epidemic that has become more deadly almost every year of the last 40 years,” Pritzker said at a news conference in Chicago.

Under an executive order that Pritzker said he would sign July 29, the money will flow through a new Office of Opioid Settle-

ment Administration to be set up within the Illinois Department of Human Services.

That agency will also appoint a Statewide Opioid Settlement Administrator to ensure that the JB PRITZKER funds are used in accordance with the State Overdose Action Plan, which Pritzker announced earlier this year, and that they are used to fund recovery and treatment programs in the counties and municipalities with the most urgent need.

Allocation of funds will be based on recommendations from a newly created advisory board, chaired by the state’s chief behavioral health officer and made up of state and local appointees. The board will work with an existing state opioid steering committee led by Lt. Gov. Juliana Stratton and the state’s directors of the Illinois Department of Public Health and IDHS. “This crisis has reached into urban, suburban and rural areas, every kind of community,” Stratton said at the news conference.

“It’s also true that opioids have disproportionately hurt BIPOC (Black, Indig-

enous and people of color) communities,” Stratton said. “In fact, in Illinois alone, the opioid fatality rate for Black communities was 55.3 per 100,000, and that is the highest of all demographics.”

KWAME RAOUL The settlement, which was first announced in July 2021, resolves more than 4,000 lawsuits that were filed across the country by state and local governments against the drug companies.

In Illinois, Raoul said, 94 counties and 77 municipalities have signed on to the agreement.

Terms of the settlement spell out what percentage of the proceeds each community will receive, and they require that at least 85 percent of the funds be used for programs that will help address the ongoing opioid crisis through treatment, education and prevention efforts.

Forest Park signed on to the agreement, according to the settlement terms. The village could get roughly $344,000.

Raoul noted that the state stands to receive even more money in the future from other national cases. He said Illinois is

part of a national settlement to resolve opioid claims against drug manufacturer Mallinckrodt. That settlement was finalized in a bankruptcy plan that took effect last month and will bring about $36 million to Illinois over nine years.

Raoul also announced last week that state attorneys general have reached settlements in principle with drug manufacturers Teva and Allegan that will bring as much as $6.6 billion of additional relief to states and local governments nationwide.

“It’s important to highlight that the abatement and remediation of the crisis is the primary goal of the settlements and the resources that come from the settlement,” Raoul said.

“Unlike major settlements of the past, the vast majority of funds Illinois receives through the settlements will go towards a remediation fund,” he added. “This fund will be used to pay for abatement programs throughout the state instead of being used to pay for other unrelated initiatives.”

New county report outlines effects of redlining County treasurer study shows harms of racist real estate practices

A new report shows how governmentsanctioned redlining, a practice dating back 80 years, continues to harm poor, minority communities.

“Maps of Inequality: From Redlining to Urban Decay and the Black Exodus” was released July 19 by the office of Cook County Treasurer Maria Pappas.

“Redlining is the practice of denying loans to homebuyers in minority areas by

deeming them a financial risk,” the study explains. “The term referred to the red shading on maps of urban areas where the federal government, working with lenders, discouraged issuing mortgages.”

The places in red, were heavily populated by Blacks and other ethnic groups. The study recreates the 1940 Home Owners’ Loan Corporation “security map” for Chicago that shows where those redlined areas were located.

The Pappas study shows that nearly 60 percent of properties sold in the 2022 Scavenger Sale — mostly “vacant lots, abandoned homes and boarded-up businesses” that have accumulated delinquent property taxes — were redlined.

Meanwhile, 40 percent of properties were yellow-lined, “meaning they were at

risk of being redlined.” Only 3 percent of 2022 Scavenger Sale properties are located in areas that, in 1940, would have been deemed “Best or Still Desirable” by the Home Owners’ Loan Corporation.

The Pappas study also shows that the same Cook County suburbs where property taxes are highest, property values are lowest, and Scavenger Sale properties are most heavily concentrated, are also where property owners are most likely overpaying for property taxes by not taking advantage of various exemptions, which might prevent properties from going into delinquency.

For instance, from 2020 to 2022, property owners in Bellwood, Broadview and Maywood received 2,100, 981 and 1,704 refunds, respectively. Those refunds totaled $4.5 million, $2.6 million and $3.9 million, respec-

tively.

Pappas recommends returning deteriorating properties to productive use by creating a “public database of abandoned properties; replacing the Scavenger Sale with a program allowing developers and local governments to receive properties free of financial encumbrances and rehab them more quickly; and advancing legislation to lower the interest rate applied by the county to delinquent property tax payments from 18% per year to 9% per year, lessening the burden on homeowners trying to repay their delinquent taxes to save their homes.”

10-day sales tax break on clothing, school supplies Tax on eligible items decreases to 1.25% from 6.25% through Aug. 14

Through Aug. 14, the state of Illinois has reduced its sales tax rate from 6.25 percent to 1.25 percent for certain clothing items costing less than $125 and school supplies.

The “tax holiday” was included in Gov. J.B. Pritzker’s “family relief plan,” one prong of several bills making up the Fiscal Year 2023 operating budget. The tax breaks passed with nearly unanimous support in the General Assembly and provided an estimated $1.8 billion in tax relief for Illinoisans.

“These past two-and-a-half years, for everyone, of managing through the pandemic has been hard,” Pritzker said at a news conference at Roosevelt Elementary School in Broadview on Aug. 4. “And the last nine months of inflation on top of that has strained the budgets of parents and teachers alike. Prices have risen for everything from gas to groceries to school supplies, and everyone is taking a hit.

It’s at moments like these that we need thoughtful and creative solutions that provide financial relief for Illinois families.”

The state estimated the sales tax reduction would amount to $50 million in savings for taxpayers.

Clothing items, as defined by the law, include the standard items such as shorts, pants, skirts, shirts and underwear. The tax reduction will also apply to aprons, hats, caps and earmuffs, coats and jackets, belts and suspenders, rubber pants, lab coats, hosiery, scarves, bathing suits, school uniforms and neckties.

It also applies to footwear – shoes, shoelaces, slippers, insoles, boots, socks and sandals.

Excluded items But it does not apply to ballet, tap or athletic shoes, roller or ice skates, ski boots, waders or fins.

Shoppers also should not expect the reduced sales tax rate on accessory items such as briefcases, hair bows, handbags, jewelry, sunglasses or wigs. The reduction also does not apply to sports gloves, goggles, hand and elbow guards, life preservers, wetsuits, shoulder pads, shin guards or mouth guards.

Also excluded are protective equipment items such as breathing masks, hearing protectors, face shields, hard hats and helmets, respirators, protective gloves, safety goggles or tool belts.

Included school supplies Binders, book bags, calculators, cellophane tape, blackboard chalk, notebooks, erasers, folders, index cards, legal pads, lunch boxes, pencils and sharpeners, supply boxes, protractors, rulers, compasses and scissors are all eligible for the reduced tax rate.

So are glue, highlighters, markers, crayons and colored pencils.

Excluded items Shoppers should not expect other art supplies to be eligible for the reduced rate, however. Clay and glaze, paints and paint brushes, sketch pads and drawing pads will all be taxed at the regular 6.25 percent rate.

Textbooks, reference books, maps and globes are all excluded from the “holiday” as well.

Electronics and computers will also be taxed at the regular rate. That includes computers and related supplies such as flash drives, memory cards, data storage, computer cases, cables, printers and ink.

Shoppers also should not expect any breaks while buying cameras, cellphones or handheld electronics.

The task of adjusting the tax rate for individual items will fall on retailers, who

Other tax relief Other tax relief measures approved in the budget include a property tax rebate up to 5 percent of the homeowner’s tax bill up to $300, and a one-time income tax rebate of $50 per individual and $100 per dependent, up to a limit of three children per family. Those would be available to individuals with incomes up to $200,000 and joint filers with incomes up to $400,000.

The package also suspends for one year the 1 percent tax on groceries and puts a six-month pause on the automatic inflationary increase in the state’s motor fuel tax, which was estimated to be 2.2 cents per gallon.

The plan also permanently expands the state earned income tax credit from 18 to 20 percent of the federal credit while also expanding the number of households that can claim the credit.

The measure also set an income tax credit for teachers buying classroom supplies at $250 for the current year and $500 beginning Jan. 1, 2023.

Smoking and vaping store burglarized A man robbed the Diamond Smoke and Vape Store, 7418 Madison St., shortly after midnight, Aug. 2, leaving plenty of fingerprints behind in the process.

Surveillance footage showed a man pulling up to the store in a silver 2015 Toyota Sedan, getting out of the car and throwing a brick through a glass door to get in. The suspect jumped over the store counter and ransacked the area near the cash register.

The man picked up tobacco products and shoved them into a backpack, took a coin jar from the counter and left. He came back about three minutes later, took the digital safe beneath the cash register and went back to his car.

By that point, a neighbor had called police about the burglary. The police patrol unit pulled in just as the suspect returned to his car. He immediately took off, driving east on Madison Street. Forest Park and Oak Park police gave chase, but they lost sight of him.

The suspect wasn’t wearing a mask or gloves, and he left multiple finger prints

on the counter. The Forest Park police were still awaiting fingerprint results.

Carjacking A woman was carjacked at gunpoint on Aug. 3 at 10:43 p.m. after she parked her white 2018 Range Rover in the 200 block of Circle Avenue.

The victim said that, as she got out of the car, a black 2015 Honda Civic Sedan pulled up to her. Three teens reportedly got out of the car, put guns to her head and demanded that she give them everything. She gave her car keys, her phone and her purse, which had her Social Security card, credit cards and about $1,250 in cash. One of the teens got into her vehicle and drove off, while the rest got back in the black sedan. A video camera caught them driving south past Madison Street shortly thereafter.

Later that evening, River Forest police officers observed a black Mercedes and the black Honda used in the carjacking, traveling east on Chicago Avenue from Harlem

Avenue. The officer was able to check the Honda’s license plate and discovered it was stolen in a carjacking in Chicago a few hours earlier. While they didn’t get the Mercedes’ license plate, a similar-looking Mercedes was carjacked from the Chicago side of the North and Harlem intersection about an hour before the Forest Park carjacking.

The black Honda was subsequently found abandoned, and was towed to the Forest Park police station for processing.

Walmart shoplifting attempts Forest Park Walmart, 1300 Desplaines Ave., saw multiple shoplifting attempts last week: On Aug. 5 at 9:29 a.m., a 32-year-old Cicero man tried to get a refund for the 32-inch TV he had grabbed from a shelf. When he didn’t get the refund, he tried to leave with the TV, but was stopped by loss prevention.

On Aug. 6 at 2:07 p.m., a 35-year-old Brookfield man and a 28-year-old Arling-

ton Heights woman were detained after the woman was caught on surveillance video trying to hide items in her stroller. They were detained while still shopping in the store. A record check revealed the man had an arrest warrant for retail theft in Willowbrook.

On Aug. 7 at 6 p.m., a 48-year-old Berwyn man was caught on surveillance video trying to conceal multiple items in a Walmart shopping bag. The police officers intercepted him as he existed the store.

The Brookfield man was turned over to Willowbrook police for processing. The rest were issued local ordinance citations.

These items were obtained from police reports filed by the Forest Park Police Department, Aug. 1-7, and represent a portion of the incidents to which police responded. Unless otherwise indicated, anybody named in these reports has only been charged with a crime. These cases have not been adjudicated.

DEAD TREES

New dirt, new plants from page 3 Urban Forestry Management Plan, as of this June, the village had only two live Arborvitae trees which account for around 0.06% of Forest Park’s tree population. It recommends planting more of those trees, with a caveat that they should be limited to parks.

Altman said when he and his husband moved to Forest Park five years ago, they set about making a more environmentally friendly garden in their yard, with native and pollination-friendly plants. That got Altman interested in what it takes to grow trees.

On May 20, he noticed that the five Arborvitaes were all dead. Altman e-mailed Voogd to bring the situation to her attention.

“The reason why I initially emailed her was when the trees were initially dead, the weather was getting nice, and people were getting out,” he recalled. “My main incentive is to keep Forest Park a beautiful place to live, where we can walk around the neighborhood and be proud of what we see.”

That e-mail originally ended up in Voogd’s junk folder, leading Altman to send a follow-up e-mail on June 1. Voogd responded quickly.

“Shortly after Sal Stella became [public works] director, he began the practice of placing watering bags on newly planted trees to avoid exactly what you mention,” she wrote in response. “New trees do require some extra attention and we want to keep our investment of tax dollars and the future of our urban forest healthy!”

The Department of Public Works replaced the dead trees with new arborvitae trees on June 3. But, on July 17, Altman e-mailed Voogd to let her know that three trees were already dead.

“This is concerning for several reasons,” he wrote. “First, arborvitae are native trees in our area, so keeping them alive should not take a heroic effort. Beyond that, though, it worries me that, after the first set of trees died within a year of planting, the same mistake (not watering new plantings during the summer heat) was allowed to recur. It is worth pointing out that taxpayers have now paid for 10 arborvitae trees within a year for this location, and eight of them have not survived.”

Altman told the Review that he was worried that what happened with the arborvitae might be a symptom of a bigger problem.

“I know Forest Park has bigger issues than this, but it bothers me to see this sort of smaller-scale project not be successful, and

it makes me question -- what happens on the bigger issues?” he said Voogd responded that the trees have, in fact, been watered regularly this time, so something else must be causing the trees to die. She explained that McAdam was studying the issue. She also mentioned that the village will be reimbursed for the dead trees, so taxpayer revenues weren’t as much of an issue.

On Aug. 5, Stella shared McAdam’s conclusions with Voogd and Altman.

“The area in question is a high road salt area that receives salt from Thomas Avenue and Constitution Court during a given

snow/ice event,” he wrote. “The area also has a decent top layer of clay that does not let water travel through it properly to allow any plantings to survive.”

Stella said his department will dig away the clay in the soil and replace it with compost. At McAdam’s suggestion, they plan to put in several salt and heat tolerant flowers and shrubs and put in mulch “to retain moisture and promote growth.”

“McAdam recommends an outer barrier of Black-Eyed Stella Daylilies, Millennium Onions and Gerald Darby Multicolored Iris.

Sun Blanket Flowers and Kodiac Black Diervilla,” Stella wrote. “As noted by McAdam, the first year to two years the plants will grow at a slower pace to get accustomed to the area and then take off in growth by the third year.”

Altman said that, overall, he’s been pleased with how the village handled his concerns. “[Voogd has] always been very engaging and, I think, helpful and respectful of me as Forest Park resident, so I can’t complain,” Altman said.

Dead trees. Good outcome

H

ere’s a Forest Park works story that gives us hope and confidence that collaboration can solve problems, even small problems, in town.

It started with the planting of two rounds of arborvitaes, a small evergreen, on a patch of village-owned land at the intersection of Constitution Court and its cul-de-sac with Thomas Avenue. The first batch of plantings quickly died. And several of the second batch also failed.

A neighbor down the street reached out to Commissioner Jessica Voogd, who responded and also reached out to Sal Stella, the village’s new public works director. Rather than the defensiveness one might often expect from a local government, Voogd and Stella were open in sharing their frustration and the steps they took to follow up.

Specifically, the village asked McAdam landscaping, its contractor, to try and figure out what had gone wrong since the village knew the second plantings had been well-watered. McAdam investigated and concluded that the small space absorbs a lot of street salt during the winter from both the parking lot side and the Thomas Avenue cul-de-sac side. Additionally the soil had a high clay content that kept water from penetrating.

The recommended solution is for the village to dig out the top layer of clay and replace it with a more welcoming soil and mulch mix. And McAdam will follow with a blend of salt and heat tolerant shrubs and plants that should gradually prosper.

Good work by neighbor Christian Altman (appoint him to a commission), Voogd, Stella and McAdam. This is how things should work.

Participating remotely

Here’s an unexpected dive into Forest Park’s village code: Section 1-4-4-H-b to be precise.

The provision focuses on why elected officials can and cannot participate remotely in public meetings.

First, why do we care? Well, Commissioner Ryan Nero was recently prohibited from taking part remotely in a critical village council meeting while he was on vacation. Nero wanted to participate. Turns out that being on vacation is not one of the three reasons the village code allows Zooming or phoning in to a meeting.

Remote attendance, under the current code, is allowed if a commissioner is sick or disabled, must be absent due to work or being on village government business, and in the event of a family or other emergency.

A well-earned vacation inexplicably does not make the cut.

However, on Monday night Mayor Rory Hoskins was allowed to attend a council meeting remotely because he was out of town on village-related business.

We’d suggest it is past time to update this code to allow and encourage electeds to participate remotely. The technology certainly makes it possible. Perhaps a limit on the percentage of meetings one can attend remotely ought to be included.

More voices around even a virtual table are preferable to limiting debate and discussion.

hen one is almost 50, one starts needing the services that come with mileage, and at this year’s physical there were two things demanding extra attention. One was easy: I had something atop my head that, as I understood the dermatologist, was a thing that could become a second thing that could become a third thing, and the third thing could become a not-terribly-alarming form of skin cancer.

We froze it — I say “we” though the doctor did it; as a contributor to this ride I was somewhere between passenger and cargo. He froze it with a spray bottle of nitrogen. I was unconcerned because I had this done to a thing on my foot once. I did not anticipate that the difference between having liquid nitrogen sprayed on the scalp and liquid nitrogen sprayed on the foot would be significant. I was not correct in this assessment.

Fun Fact: Did you know it is possible to get a blinding but blessedly short icecream headache from having excessive cold anywhere on your head? I did not.

As to the second review required at 50,000 miles, I apologize for butting in on your day with graphic details, but I have an opening and I’m gonna go right at it.

A colonoscopy is the kind of thing that seems like a real pain in the ass when it’s on your to-do list, but — with benefit of hindsight — is no big deal once it is behind you.

Finding a hole in the gastroenterologist’s schedule is probably the most challenging part of the process. They’re often full-up for weeks and weeks. I had to sit around looking at both the appointment and the prep kit for a few months. The prep kit is a gallon plastic container with a powdered “anti-osmotic” in it, which you drink in two sprints after a day of clearliquids-only. (Shout-out to Gina’s Italian

The clear liquids for a day is, admittedly, not gonna bring a smile on your cheeks, and the anti-osmotic works like a commercial for Drano used to.

Remember the animated pipe getting flushed into pristine condition by the clog-buster?

Same idea. It’s not even unpleasant, exactly, just the digestive experience of travelling overseas without the attendant sense of physical illness or unpredict-

ability.

The schedule is tight, which is good because you have to drink eight ounces of anti-osmotic water every 10 minutes for an hour and a half, twice, and the schedule on which they exit is just as orderly and predictable. Put it this way: The anti-osmotic enters the station at one end and allows the trains to run express to the end of the line, where they arrive every 10 minutes with no real sense of urgency.

The day of the show, you will be cranky from lack of food, but they give you a lovely drug and it is over. You don’t want to have plans for the rest of the day because the medical stuff will have wrecked ’em, but any effects on the back end were addressed by a meal and a nap.

Lemme leave you with just the teensiest bit of public service: If you’re putting off a colonoscopy because you’re nervous or squeamish about the process, you can relax. It’s a day of hunger and a nice chemically-induced nap, with no aftereffects at all. Just do it. I was nervous about it, too, but the Wakanda Forever trailer dropped a couple days before I had to go in, which seemed a sign and was a useful refreshing of the incentive, god rest Chadwick Boseman’s younger-than-me soul.

They told me everything came out fine, by the way. I have pictures, but I will keep them to myself. (I’m not an ass.)

A sesquicentennial birthday for Prof. Corbin

T

here are many prominent people buried in Forest Home Cemetery.

One of them will be having a 150th birthday party on Memorial Day 2023.

His name is Professor Joseph Corbin, a pioneering Black educator who founded the University of Arkansas at Pine Bluff.

Thanks to the tireless efforts of Gladys Turner Finney, his grave will soon be placed on the National Register of Historic Places.

Gladys is a retired social worker-turned-author who has devoted her later years to honoring Corbin. This comes naturally to her because she graduated from a high school named in his honor, and she later graduated from the campus at Pine Bluff. She authored a biography of Corbin in 2017.

Corbin was born free to formerly enslaved parents in Ohio in 1833. At the time, millions of Black people were still in bondage.

He became only the second Black student to graduate from Ohio University and continued his education by earning two masters degrees from Ohio University at Athens.

During the Reconstruction period that followed the Civil War, Corbin moved to Arkansas. In 1872, he was elected Arkansas superintendent of public instruction. He saw

the need to educate the 115,000 freedmen living in the state. He opened Branch Normal College in Pine Bluff, on Sept. 27, 1875 with seven students. This later became the University of Arkansas at Pine Bluff.

When Reconstruction ended, many prominent Black citizens lost their positions as politicians and educators. Corbin was forced out of his job and retired to Chicago. He died on January 9, 1911 and was buried in Forest Home Cemetery. When Gladys learned his grave reportedly did not have a headstone, she raised funds to have one made.

She didn’t know there was already a prominent grave marker, a large boulder bearing Corbin’s name. Nonetheless, she hosted a ceremony for Corbin on May 27, 2013, to dedicate the new headstone. U.S. Congressman Danny Davis (7th District), who also graduated from Pine Bluff, spoke at the ceremony.

Shanahan’s Restaurant then hosted a luncheon.

Gladys later set up scholarships in Corbin’s honor at Ohio University, Wright State University and the University of Arkansas. Then she turned her focus to celebrating his 150th Anniversary in Pine Bluff and Forest Park. She wanted to have his grave placed on the National Register in

time for the celebration.

Gladys lives in Dayton, Ohio and needed someone to do the legwork for her in Forest Park. She mailed me all the forms that needed to be completed. The government gave us plenty of hoops to jump through, including providing maps of the gravesite, a copy of Corbin’s purchase of the lots and securing photos. I immediately reached out to the cemetery director, Deborah Clark, to start the process.

Then I brought the forms to the office of Congressman Davis to see if he could help.

Finally, I enlisted the help of Carol Gulyas, secretary of the Historical Society. Carol had been successful in having IDOT post highway signs directing visitors to the Haymarket Martyrs’ Monument, which is also on the National Register. Carol took the required photographs for Gladys and we then learned she had completed the other necessary steps on her own.

We’ve done our best to honor Corbin over the years. There is a poem about him in the “Des Plaines River Anthology” and an actor portrayed him on the “Tale of the Tombstones” tour. Now we plan to hold a sesquicentennial birthday party for him at his nationally recognized grave in Forest Home.

Joseph Corbin was not only a great man, he’s probably the only person in the cemetery with two headstones.

When ‘one bad dude’ came to the mall

r. T, a popular actor, who rose to fame as Clubber Lang in Rocky III and later as B.A. Baracus in the television series The A-Team, came to the Forest Park Mall in 1984. The Mall, at Roosevelt and Desplaines, was helping to promote his first record album, Mr. T’s Commandments. Despite his “one bad dude” persona, he was acclaimed as a humanitarian.

His album stressed social issues — anti-drug, anti-hate, respect for one’s parents and the importance of getting an education.

A year after his Forest Park Mall appearance, he became Hulk Hogan’s tag-team partner at the World Wrestling Federation’s WrestleMania, and won the match. His well-known phrases, worthy of memes today, included “I pity the fool,” “Quit your jibba-jabba,” and “Shut up, fool!”

2022 Electric Vehicle Infrastructure Network Study The Village of River Forest is seeking to complete a comprehensive analysis of the Village to determine the ideal locations for EV infrastructure installations – both for Village-owned facilities/fleets as well as for the greater public, to encourage EV usage. Findings and recommended improvements from this study will shape the Village’s perspective relative to the installation of EV-related infrastructure. It is the goal of the VILLAGE to contract with a qualified FIRM that has substantial experience in this type of work.
