GarArt is back, just in time

J

ust when I was worried Forest Park was losing its community spirit, along comes the 3rd Annual GarArt extravaganza this Saturday. Artist Amy Turilli launched this event in 2014. Because she does her oil paintings in an attic, she wanted to display them in a more accessible space. GarArt is the only exhibit of its kind on planet Earth and every year it has grown in popularity. The first year, there were three garages, 10 artists and about a hundred patrons. Last year featured 10 garages, 30 artists and hundreds of art lovers. Now, there are a dozen garages on the tour, where artists will display every form of art imaginable: paintings, watercolors, sculptures, photographs, ceramics, stained glass, jewelry, crochet, woodworking and quilts. These pieces are for sale and you can bargain with the artist. The garage doors go up at 6 p.m. and remain raised until 9. Hosts typically serve light refreshments and some provide live music. Buddy Fambro will be playing jazz guitar at 1002 Marengo. Amy’s Wine House is opening its garage to five artists and providing live music for the GarArt after-party

at 7235 Roosevelt. GarArt revives an old Forest Park tradition of socializing in garages, but not all of the art will be exhibited in buildings with sliding overhead doors. The Historical Society, for instance, is opening its sanctuary to 15 artists. Forest Park filmmaker Ed Pickart is also using the space to screen a video he made focusing on the church’s urgent need for repairs. Nothing needs fixing at Ralph Di Febo’s “Garage-mahal,” 1110 Thomas. Ralph and Andrea’s cars enjoy a higher standard of living than I do. The couple have been enthusiastic supporters of GarArt, encouraging Amy to keep it going. There are also some new hosts this year, like Rose Mattax, who is presenting artists from L’Arche Chicago, at her 540 Ferdinand garage. A complete list of the garages and artists can be found at the garart.wordpress. com website. There is a concentration in the 1000 and 1100 blocks of Elgin, Marengo and Thomas. At 507 Circle, Deb Funderwhite and her daughter will display their photographs. Further north, patrons can visit three garages in the 7700 blocks of Adams and Monroe. Another photographer, Dave Tepper, will display striking portraits he’s taken of elders of the Omaha tribe. Dave made platinum palladium prints of

the elders that could last a hundred years. Patrons can walk, bike or drive from one garage to the next. If the weather is true to form, it will rain, like it has for every GarArt. Drizzle didn’t stop people from flocking to the garages last year. It was common to see bicyclists holding umbrellas. But rain or shine, artists will begin setting up. Muralist Armando Arceo, for instance, will commence turning the white garage at 1000 Marengo into a masterpiece. I displayed my own masterpiece last year, an acrylic painting of Ireland’s Cliffs of Moher. The bidding war I expected didn’t break out. This year, I’m displaying a piece from a real artist. It’s a collage titled “Bloomsday at Molly Malone’s.” It was done by a local artist known as Deco. I was there for that 2008 celebration and Deco captured it beautifully. Molly Malone’s may be defunct but does anything express the spirit of Forest Park like a boisterous Irish pub, with a patron hoisting a pint of Guinness? Come to GarArt and you’ll see that community spirit on display, though hoisting a glass of white wine might be more appropriate. ■ John Rice is a columnist/private detective, who has seen his business and family thrive in Forest Park. Forest Park among suburbs at ‘high risk’ for West Nile Mosquitos test positive in suburban Cook County By MICHAEL ROMAIN Staff Reporter

The Cook County Department of Public Health (CDPH) is warning residents that the risk of catching West Nile Virus from infected mosquitoes that feed on infected birds is high. The virus usually doesn’t often present a significant health threat, even when contracted. In rare cases, complications can result in “severe illness, including encephalitis [inflammation of the brain], meningitis [inflammation of the lining of the brain and spinal cord], or even death,” according to the CDPH. According to recent reports, a woman in her 50s who lives in a northwest suburb is the first confirmed human case of West Nile Virus in

suburban Cook County. She reportedly became sick late last month. A recent CDPH West Nile surveillance report shows that 57 communities were found to have mosquito pools during tests conducted between July 31 and Aug. 6. Some of those mosquitos tested positive for West Nile. Those communities include area suburbs such as Forest Park, Hillside, Melrose Park, Oak Park and River Forest. According to the CDPH, four out of five people infected by West Nile don’t show any symptoms of the virus and some may become sick three to 15 days after the infected mosquito bite. Common symptoms include muscle aches, headache, fever and nausea while serious symptoms can include stiff neck and confusion. Those symptoms typically last from several days to a few weeks.

“Serious illness can occur in people of any age,” the CDPH notes. “However, those at greatest risk are people over 50 years of age; who have certain medical conditions, such as cancer, diabetes, hyper tension, kidney disease; have received organ transplants; and/or spend a lot of time outdoors; especially between dusk and dawn.” Anyone experiencing symptoms is encouraged to contact his or her health-care provider. In order to decrease your risk of contracting the virus, use repellent with DEET, wear protective clothing, remove pools of standing water that may attract mosquitos and make sure window and door screens are properly sealed. DiFebo gets his day in council Commissioners and mayor express support following presentation By ROBERT J. LIFKA Contributing Reporter

Forest Park elected officials all expressed support for resident Ralph DiFebo’s concept to create a cultural center in the village following his presentation at Monday’s village council meeting. In his long-anticipated presentation to the Forest Park Village Council and before a large crowd of supporters, DiFebo shared his vision for year-round use by all ages of vacant village-owned property near the Altenheim Retirement Home. Also speaking were two others who have worked on the concept, architect Brian Peterson and financial advisor Gary Frantzen. Although no formal vote was taken, comments from the commissioners and Mayor Anthony Calderone indicate the project will soon be moving from the concept stage to a formal plan. In particular, Commissioner Joe Byrnes said, “I think we can make this a reality in the future,” and Commissioner Tom Mannix said, “I’m looking forward to moving forward.” The 25-minute presentation was the latest in a series DiFebo has given around the village last year and this year. “People ask me why I’m doing this,” DiFebo said. “There’s no personal gain. This is a great town and I want to make it better.” The village purchased the property for $3.6 million in 2001, averting a sale to a pri-

Forest Park Village Clerk Vanessa Moritz said that the hearing would determine a day where the signatures will be examined, which will take place in Chicago at the Cook County Clerk’s Office. That date is Aug. 31. The clerk’s ruling on that date could be appealed, so the process may continue. Despite the challenge, Jacknow believes they will have enough signatures to make it on the ballot. To get a binding referendum on the ballot the group would have to get at least 25 percent of registered voters in the village to sign the petition, which means 2,304 residents. “I’m confident our numbers are correct,” he said. “The signatures we looked up online, and they were all registered voters.” Hosty was not available for comment,

At one point the West Cook YMCA in Oak Park targeted the site for a new facility but negotiations fell through. Fenwick Hugh School in Oak Park also inquired about purchasing the property for a football field and other athletic fields. DiFebo and Peterson explained that the centerpiece of the concept is a band shell and great lawn for concerts with seating for up to 7,200 on the lawn and on a terraced berm that also would contain sound. A building containing restrooms and concessions, plus rooftop seating, would be near the band shell and another building across the lawn would serve as a pavilion. The property would be primarily open space although a skating rink, walking trails and a home for the farmers market are possible. A limited access roadway would connect the south and west sides and opportunities for art, including sculptures, would be scattered around the property. DiFebo and Peterson also addressed environmental concerns. DiFebo said sound concerns would be addressed by the berm, performance curfews and decibel limitations as well as through the use of speaker poles. Peterson said flooding concerns would be addressed through on-site storm water management, including permeable pavement,

but he is the brother of former village commissioner Mark Hosty and Ted Hosty, who owns Old School Tavern in the village and would like to see video gambling allowed in the village. Ted Hosty said his brother needed no prodding from him to object to the petition. “He’s been vocally programming and wanted to be the objector,” he said. “The only interest he may have is that I occasionally give him a free beer.” Bar and bar/restaurant owners like Hosty in Forest Park want video gaming

DiFebo said initial costs to the village could be offset by selling naming rights, applying for government grants and soliciting donations from corporations and individuals. Frantzen said holding 12 “income events” a year on the property could offset operating expenses, including musical performances, festivals and community events. Assuming attendance of between 3,500 and 7,000 per event, Frantzen estimated that revenue from ticket sales, concessions, merchandise and parking would offset expenses from artist fees, salaries, concessions, merchandise, marketing, advertising and insur-

Jacknow, who runs a real estate agency, believes the opposite will happen. “[Forest Park] would revert back to its former self,” he said. He means a time when there were bars in the village, but it came with other things like illegal gambling. He said people don’t mind having bars in town, but video gambling takes it a step too far and would drive residents away and property values down. “People who move here see the charm of Madison Street,” he said. “They don’t want to see video gaming signs.” Although local bar owners have said they would not put up signs if they were to get video gambling, Jacknow said there is nothing on the books to stop them from doing it. “If one puts up a sign across the street from another bar, what do you think will happen?” he said. “They want to make money.”

DiFebo said he estimates indirect economic benefit to the village of over $200,000, assuming 100,000 nonresidents spend an average of $20 in the village before or after events, including shopping and dining. Mannix and commissioners Rachell Entler and Dan Novak raised questions about the financial aspects of the concept. Responding to a question from Mannix, DiFebo said the total cost will not be known until after a plan is created and a feasibility study is completed, noting the cost will vary depending on scope of the final plan, comparing it to choosing between building the S.S. Minnow or the Queen Mary. His estimates range from $1.3 million to $15 million; Calderone said he thinks the cost will be “north of $10 million.” Entler also asked whether the project could be completed in phases, noting the cost estimates are “a big chunk of change.” DiFebo and Peterson agreed that phasing the project would be possible, with DiFebo recommending the removal of the existing unoccupied buildings on the site and Peterson prioritizing infrastructure improvements, including the roadway, site grading and overall drainage. Peterson also said completion of the music venue should be the initial phase with the proposed skating rink, pavilion and the building housing restrooms and concessions completed in later phases. He noted the later phases offered a good opportunity for financial support from sponsors. In voicing his support, Calderone suggested that an ad hoc committee be formed to move the project from a concept to a plan, a suggestion that Entler met with an enthusiastic “Absolutely.” “We need to keep Ralph and company energized,” Calderone said. “Thank you for an excellent job. Now we’ve got to figure out how to get there.” “I’ll help any way I can going forward,” DiFebo said.

State comes through with $2.9M for park district

Funds freed following state budget compromise By TOM HOMES Contributing Reporter

The Park District of Forest Park (PDFP) received a letter last week from the Illinois Department of Natural Resources informing them that with the passage of a temporary state budget, the parks would be receiving the $2.5 million in a PARC (Parks and Recreation Construction) grant approved two years ago and $400,000 in an OSLAD (Open Space and Land Acquisition Development) grant approved in January, 2015. Executive Director Larry Piekarz said the good news from Springfield will enable the park board to restore elements of the Roos Property Development plan, which had been cut following the potential non-receipt of funding as a result of the year-long inability of Gov. Rauner and the state legislature to pass a budget. Piekarz said the money will enable the board to put showers in the new gym’s locker rooms but will mainly allow the architects to restore elements outside the new facility like a gazebo and a lighted walking path all around the former Roos Property, which had been included in the original plan.

In an interview with the Review on Monday, Piekarz expressed gratitude for the many people who worked together to bring the vision closer to becoming a reality. First, he wanted to thank the residents of Forest Park for their patience with a process that began with the passing of a referendum to fund the Roos Property development way back in 2010. He also had high praise for state Sen. Kimberly Lightford (4th District) and Rep. Chris Welch (7th District). “They have been instrumental in keeping this project alive,” he

said. “They made sure that our grant money was included in the temporary budget. They do the best they can in the ‘jumbled’ situation in the state government.” Piekarz added that the two legislators were enthusiastic about the project partly because it would create jobs in their district, short-term jobs for construction workers and long-term jobs for the staff who will be working in the gym. Piekarz said Mayor Calderone has “been supportive of the project from the beginning and has talked to legislators on our

behalf.” In an election campaign season in which many anti-government voices are being heard, Piekarz said this is a good example of government working together. Rachell Entler, the park district’s recreation supervisor, noted that Piekarz, park board members and staff like herself had driven to Springfield multiple times to present their case to the legislators. “When you drive all the way down to Springfield,” she explained, “you show them how important the project is to you. We were able to show them concrete ways that the budget freeze was affecting us in Forest Park.” Piekarz agreed that forming and maintaining relationships is important. “It’s nice to know that I can pick up the phone and talk to Sen. Lightford and Rep. Welch,” he said. “We know each other. It’s a nice working relationship.” What being known by legislators does, he added, “is to get you in the door more quickly.” Piekarz said that Scott Entler, a park board member, has been an especially effective advocate for the park district. As a member of the Illinois Association of Park District board, he is in Springfield more than anyone. Piekarz also praised the park board for being fiscally conservative and maintaining a good credit rating while paying for an over $3 million project. The take away from this project, now much closer to completion, is, he said, “If we all work together and no one worries about who’s going to get the credit, a lot more things will get done.”

Lawsuit claims couple was forced out of Forest Park Dispute over towed vehicles in driveway at center of dispute

couple that recently moved out of Forest Park has filed a federal lawsuit claiming their prominent next-door neighbors conspired with the Forest Park Police Department to harass them and that the harassment eventually drove them out of their Elgin Avenue home. Gladys Perez and her husband, Miguel Magallanes, are suing Park District of Forest Park Commissioner Eric Entler and his wife Village Council Commissioner Rachell Entler, the village of Forest Park, parking enforcement officers Nick Treantafeles and Francis Lane, and police officers Roberto Salas, Nicholas Defors, and Young Lee, claiming false arrest, abuse of process, conspiracy to violate civil rights, infliction of emotional distress, and trespass to property for arresting Perez and issuing numerous tickets to vehicles owned by plaintiffs during the last two years. The plaintiffs moved out of their approximately 900-square-foot home in the 1000 block of Elgin Avenue in June after stopping mortgage payments and allowing the home to be foreclosed upon. “They were basically chased out of their home by the police,” said Nicolas Albukerk, the attorney who filed the lawsuit on behalf of Perez and Magallanes. “The bottom line is that they were frightened out of their home.” Magallanes is an independent tow truck driver and often had numerous vehicles parked in his driveway which is just inches away from the Entlers’ home. “[The Entlers] were furious that my client would park all his trucks,” Albukerk said. “We have a video of Eric Entler literally screaming at my client.” The lawsuit claims that the Entlers believed all the trucks parked in the driveway next to their home was interfering with their attempts to sell or rent out their home. Lawyers for the defendants denied the allegations. “Mr. Entler denies any wrongdoing and we look forward to clearing his name in court,” said Austin Zimmer, who is representing Eric Entler. Zimmer serves as the president of the Forest Park Zoning Board of Appeals. The attorney representing Rachell Entler, the police officers and the village also denied the allegations without going into any detail. “We deny the allegations; we’re going to fight the case,” said Carol Reich, an associate at the Northbrook law firm of O’Halloran, Kosoff, Geitner & Cook. Albukerk recently filed a motion to amend his lawsuit to add Rachell Entler as a defendant. He has already amended the complaint once to add Magallanes as a plaintiff. The first two complaints listed an incorrect address for the plaintiffs. The complaint claims that Perez was arrested for aggravated battery on the morning of Feb. 5, 2015 after Treantafeles claimed that Perez spit on him after Treantafeles issued four tickets to vehicles parked in the defendant’s driveway. Albukerk claims that Perez was arrested and placed in a Forest Park jail cell. After processing and questioning, Perez was released after about 2½ hours at the police station and issued a ticket for disorderly conduct. Albukerk claims that Perez was arrested because Treantafeles was angry that Perez was taking video of him on her smart phone as he was issuing tickets. “She should not have been arrested,” Albukerk said. “It’s not illegal to videotape or to audiotape somebody in public, especially when they are doing something you believe to be illegal.” Albukerk said that a cellphone video shows Treantafeles was not spit upon or even spit at.

“We have a video of the actual arrest; we have an audio said. Condolences to the Novaks on losing Catherine

B

elated sympathy to the Novak family on the death of their mother and grandmother, Catherine Novak on Aug. 10. She was beautifully eulogized by her son, Tom, during her funeral Mass at Mater Christi Church. Mrs. Novak had a full life, much happiness, much sadness. Her husband died many years ago. We all remember the tragic death of her daughter, Joyce, also years ago. Another son, John, died young. Living sons, Tom and Dave, are well known to us. Dave’s children are Nic and Daniel; Tom’s daughter is Joy. Catherine Novak had many grandchildren to fill her life as well. Sympathy to all and fond remembrances, too. The Goodmans had a grand party last weekend, as only the Goodmans can have. One of the guests was an old-time Journal/ Review person, Leanne Pavel, remember her? Leanne Pavel Erika and her husband, John Osborn, were there with their little redhead, Kathy Osborn. A true Goodman is Kathy, but with the name Osborn. The Goodman home is an art museum with the works of the kids and grandkids proudly displayed on the walls of the living and dining rooms. One special prize winner is L.A.’s prize piece, seen on the cover of Scholastic recently. The Goodmans should charge admission to their home. Park’s diligence pays

t clearly is no way to run a state government. But, still, we’ll express gratitude that Forest Park’s park district will, seemingly, receive the state grant money long promised, then held hostage, and now, miraculously released as part of a kooky — OK half-assed — interim state budget compromise. The funds — actually federal dollars funneled to and administered by states to grow open spaces — are critical to Forest Park’s long-planned construction of a recreation facility on the east end of The Park. With those funds stuck in limbo, the park board was contemplating building a stripped-down version of the rec center. Now certain amenities and several necessities will be restored. Back are the critical showers in the locker rooms but also a lit walking path around the site and a gazebo as an outdoor gathering space. All involved show proper grace and deference despite the absurdity of the state’s mismanagement and petty politics. Larry Piekarz, the park’s executive director, rightly praises state Sen. Kimberly Lightford and state Rep. Chris Welch for actively looking out for this project in Springfield. He praises members of his own board and staff, Mayor Anthony Calderone for working the phones and for repeated trips to lovely Springfield to make this righteous case. Piekarz is also right to thank patient Forest Park taxpayers who voted, way back in 2010, to hike their taxes to fund this project. That was a good decision, even if no one could have predicted the absurd twists and turns that have followed. Let’s start building. And, by the way, we’d also thank Larry Piekarz for many things, but especially this quote: “If we all work together and no one worries about who’s going to get the credit, a lot more things will get done.” Amen to that, Illinois.

Bragging rights at PMSA Congratulations to the students, teachers, parents and administrators at the Proviso Math and Science Academy on its unexpected honor in being named the top high school in suburban Cook County by Chicago Magazine. No matter our conclusion over the years that all these rankings are cockamamie assessments that don’t really hold water. In fact, this year Chicago Magazine acknowledged that its criteria for setting PMSA ahead of New Trier, Hinsdale Central and Oak Park and River Forest High School had changed with a diminished emphasis on standardized tests and more oomph put on graduation rates and lower spending per pupil. We’re no fans of standardized tests, but it is hard to deemphasize academic achievement in ranking schools. Further, we’re still, after all these years, not fully on board with the model of scraping the top students from two troubled public high schools — Proviso East and Proviso West — and pronouncing a giant success at a selective-enrollment school. This model has not done Proviso East any favors. That said, there are things worth bragging on at PMSA and gaining some third-party praise such as this ought to be widely proclaimed. Add some continued stability in leadership at the school, more transparent admissions policies, and the school will continue to grow. Now, as then, the critical challenge is to raise up Proviso East and West.

Woman slapped in attempted robbery Police responded to a report of a robbery at 11:37 p.m., Aug. 17, in the area of Jackson and Marengo. Upon arrival, police were told that the Forest Park resident had left Thornton’s gas station and was walking back to her home when she heard bushes rustling at Jackson and Marengo. She told police she was approached by two men and one of them slapped her in the face and said “Give me your money.” He then reached into her shirt and grabbed her body. The two men then ran off without taking any money from the woman.

Liquor stolen A large amount of liquor was reported stolen at 12:19 p.m., Aug. 18, from a business in the 7200 block of Circle Avenue. Police were told two men entered the business and placed liquor bottles in a backpack before leaving the store without paying. In the 200 block of Harlem Avenue, police located the vehicle the two men left in. They recovered a black backpack containing 11 bottles of liquor and both men were arrested. A 23-yearold Chicago man was charged with driving on a suspended or revoked license and Romerio R.D. Morgan, 29, of Chicago was charged with felony retail theft. Police said the value of the liquor was more than $390.

Home reported burglarized A residential home was reported burglarized at 5:52 p.m., Aug. 21, in the 900 block of Harlem Avenue. The homeowners returned home from a trip and found lights on in the house and drawers opened in various rooms. A jar of change, a metal cash/lock box and costume jewelry were reported stolen. Evidence of a break in was also reported.

Felony retail theft at Walmart Travis H.Q. Morris, 18, of Chicago was charged after police responded to a report of retail theft at 9:27 p.m., Aug. 19, at Walmart in Forest Park. Morris went into the store and selected items off the shelves and then returned the items in exchange for $231 in cash and a gift card worth $95. He was stopped by store security before leaving Walmart and held for police. Morris was charged with a felony count of retail theft.

DUI Jose S. Carreno-Cruz, 36, of Palatine was charged with driving under the influence after a traffic stop at 5:46 a.m., Aug. 21, in the area of Harlem Avenue and Interstate 290. Carreno-Cruz was also charged with driving without insurance and issued tickets for three moving violations. Police said Carreno-Cruz refused testing to determine blood alcohol content.

Village joins partnership to dispose of unused drugs The Forest Park Police Department has joined the Cook County Sheriff ’s Prescription Drug Take Back Program, which is co-sponsored by the Metropolitan Water Reclamation District. Residents looking to dispose of excess and expired prescription and over-the-counter medications can bring them to the police department at 517 Desplaines Ave. The dispatcher/desk personnel will take the unwanted medications and safely deposit them in a secure container provided by the Cook County Sheriff ’s Department. Vehicle burglaries ■ A 2014 Chrysler Town and Country was reported burglarized at 6:38 a.m., Aug. 17, in the 800 block of Hannah Avenue. The vehicle’s owner noticed a stale cigarette smell inside the van and the glove box disturbed. Stolen were a $70 gift card, a phone charger and Fit Disk. The Fit Disk was later found in the alley behind the residence. Police said the vehicle was unlocked. ■ A 2015 Subaru was reported burglarized at 11:06 a.m., Aug. 17, in the 1000 block of Lathrop Avenue. The interior of the vehicle was discovered rummaged through and a pair of Ray Ban sunglasses worth $150 was reported missing. There were no signs of forced entry. ■ A 2011 Chevrolet was reported burglarized at 1:20 p.m., Aug. 17, in the 800 block of Elgin. The vehicle was discovered rummaged through and power cords, a football, a set of headphones and a Playstation game system were reported missing. ■ A 2016 Jeep was reported burglarized at 1:59 p.m., Aug. 17, in the 900 block of Marengo Avenue. The vehicle was ransacked and an MCM wallet, worth $500, was reported missing. The wallet contained identification, credit cards and $200 in cash. ■ A 2001 Honda Civic was reported burglarized at 3:52 p.m., Aug. 17, in the 1000 block of Thomas Avenue. The vehicle was found rummaged through with the glove box and center console open. Nothing was found missing. The owner was not sure they locked the vehicle prior to the break-in. ■ A 2008 Saturn was reported burglarized at 8:44 a.m., Aug. 19, in the 1000 block of Dunlop. The vehicle’s owner found the door to the vehicle slightly open and the interior ransacked. About $8 and a black knife were reported missing from the vehicle. The vehicle had been left unlocked.

Bike stolen A bicycle was reported stolen from a backyard at 10:28 a.m., Aug. 19, in the 100 block of Elgin Avenue. The value of the bike was $100.

Open liquor citations issued Three men were independently issued citations just after midnight for having open bottles of beer outside a bar in the 7400 block of Madison Street. In each case, the men said they simply forgot they were carrying the bottles when they stepped outside the bar for various reasons. These items were obtained from police reports filed by the Forest Park Police Department, Aug. 15-21, and represent a portion of the incidents to which police responded. Unless otherwise indicated, anybody named in these reports has only been charged with a crime. These cases have not been adjudicated.
