Rachell Entler named as interim village administrator

Previously served as mayor’s administrative assistant

Forest Park’s village council appointed Mayor Rory Hoskins’ administrative assistant Rachell Entler as an interim village administrator amid cheers from the department heads in the audience.

The special meeting Tuesday took place a week after Mayor Rory Hoskins told the Review that he had no firm timeline for when a village administrator would be appointed and said that department heads could take over some of the administrator’s functions on interim basis. He also said that he had no specific candidate in mind, and denied rumors that Entler was in line for the job. Entler served on the village council as the public property commissioner from 2015 to 2019.

The previous village administrator, Moses Amidei, was placed on administrative leave Aug. 22, and the village council approved his severance agreement during its re gular meeting about one week later.

PMSA again ranked in Top 10 high schools by U.S. News

Proviso East and West languish among state’s worst

Once again this year the Proviso Math and Science Academy (PMSA) has been ranked among the top 10 public high schools in the state of Illinois by the news magazine U.S. News & World Report This year PMSA dropped two spots in the U.S. News rankings falling from sixth to eighth. U.S. News ranked PMSA as the 281st best public high school in the country.

Nevertheless District 209 Interim Superintendent Bessie Karvelas, a for mer principal at PMSA, was happy that PMSA was once again ranked in the top 10.

“I’m very excited because this is what the Proviso Math and Science Academy is about,” Karvelas told the Forest Park Review. “It’s about the rigor of the curriculum, it’s about our IB program, our advanced placement classes, our students, how well they do and how they excel and it’s always been about all the way back to 2014.”

Seven of the top 10 high schools in Illinois in the U.S. News rankings are, like PMSA, selective enrollment high schools meaning they only admit some of the students who apply to go there. The two schools that jumped ahead of PMSA in the rankings this year are not selective enrollment schools, Stevenson High School in Lincolnshire and Ver non Hills High School in Ver non Hills. The top five schools in the state, according to U.S. News are all selective enrollment high schools in

Chicago. The order was unchanged from last year. Payton College Prep was ranked the top high school in the state followed by Northside College Prep, Jones College Prep, Whitney Young Magnet School and Lane Tech

Karvelas pushed back against the suggestion that it’s not that great an accomplishment for a selective enrollment high school, such as PMSA, to be highly ranked because the school only admits smart kids.

Karvelas, who once was the principal at Lincoln Park High School and spent much of her career working for the Chicago Public Schools, said the kids who get admitted into the top five schools often have test scores in the 90th percentile

“That’s not the case with Proviso Math and Science Academy,” Karvelas said. “We accept these kids with a lot lower scores and these children excel and they reach the top. There’s no comparison to the jumps that these children at Math and Science make by the time they go to their junior and senior year.”

U.S. News bases its rankings on a statistical analysis of six factors. College Readiness, which is measured by the proportion of a school’s 12th graders who took and earned a qualifying score on an Advanced Placement or International Baccalaureate exam is worth 30% of a school’s score. Proficiency on state assessment exams counts for 20% as does a measure of the performance on state assessments adjusted for the proportion of the student body that is Black, Hispanic or low income

Counting for 10% of a school’s score each is the breadth of a school’s college prep curriculum which is measured by the percentage of a school’s students who took and earned a qualifying score on multiple AP or IB exams, a measurement of the academic

performance among Black, Hispanic and low income students at a school and the school’s graduation rate.

Proviso East and Proviso West, the two other high schools in District 209 didn’t fare well in the rankings as they were among the lowest ranked 228 public high schools in the state. East and West finished tied for 437th. U.S. News gave a numerical rank only for 436 public high schools in the state. The rest of the state’s 664 public high schools were ranked as tied for 437th.

According to U.S. News Proviso East had a 71 percent graduation rate for the Class of 2021 and only 7% of Proviso East students passed an AP exam. Only 2% of Proviso East students met the state standard in math, 3% did so in reading and 5% in science. The comparable statewide average is 20% in math and 30% in reading and science.

In the past few years District 209 has started math and science academies at Proviso East

and West using the school within a school concept giving some students at Proviso East and West exposure to a more rigorous curriculum.

“We’re starting to grow the program,” Karvelas said.

Karvelas said it will take time to make significant improvements at East and West.

“This is the beginning stages of what we’re trying to do at East and West,” Karvelas said. “We are putting in programs to help support the students and we have challenging programs that we are just now rebuilding. I have just become acting superintendent here and we are just starting to build the programs and starting to get more rigorous courses and our teachers now are being trained and being trained for new programs so that we can have these students grow and excel in all of our academic programs so we are going to get to that level. It doesn’t happen overnight. Rome was not built in a year.”

The changes come after the Forest Park Village Council freed the way Clear Channel, which leases the billboards from Chicagobased J&B Signs, to replace the analog billboard with a modern version and to upgrade the existing digital billboard. That design

goes back to 2006. They sit on a small patch of land at 732 Desplaines Ave.

The smooth approval, which involved a zoning change, sits in stark contrast to a similar request 17 years ago by the same company.

At the time, digital advertising was still in its infancy and village officials had concerns that the design would be distracting to drivers. The controversy culminated in a lawsuit that resulted in a settlement. It requires the village to approve any changes in ownership

Ice cream used for marketing and fundraising

A chamber board member once quipped, “Marketing doesn’t cost. It pays.”

The realtors on the Gillian Baker Team have taken a creative approach to marketing for years now, and their latest tactic was to work with Connie Brown to concoct a new ice cream flavor to use in their marketing and fundraising. When you look for a flavor to try in the Brown Cow freezer, the new addition will be labeled “Home Sweet Home” and the label will include a credit to the realtors.

“It is a vanilla-based ice cream with a caramel ribbon, sea salt, and chocolate-covered potato chips,” April Baker explained. It is the perfect blend of salty and sweet, and is delicious … if we do say so ourselves!”

The idea for the innovative tactic was borrowed from another realtor. “A friend and fellow realtor shared this idea,” said Baker, “which he has successfully implemented in his area. We love working collaboratively with our peers. It’s good business to engage our clients, and a bonus that we happen to have become friends with most of them!”

pitched the idea to Connie Brown who has been running her ice cream parlor, Brown Cow, for almost 20 years.

“Connie Brown brought our ideas to life after a brainstorming session,” said Baker. “She created eight different flavors, including chocolate-covered bacon ice cream, and the one we call Home Sweet Home was clearly the winner.”

“The Gillian Baker team,” Brown noted, “is the first business to sit down and create a flavor. We make 15 gallons of ice cream at a time which fills six of the 2.5 gallon tubs you see in the parlor’s freezer. One tub makes 18 pints, which Dorothy and April used for marketing, and the other five tubs we will have up front for patrons to enjoy until we run out.”

For Gillian, Baker and Brown, it’s never “just business.” For example, the Gillian Baker Team website declares, “To us every day is an investment in not only our clients, but also our communities.”

Likewise, the Brown Cow websites states, “Our business is committed to sustainability, diversity & inclusion, empowering our teams, giving back to the community in which we work.”

One example of how these women entrepreneurs walk the talk is that both Baker and Brown are board members of the 209 Together Scholarship Fund. On Aug. 9, they hosted an ice-cream tasting party for 70 clients and friends. The fundraiser included opportunities to donate and to buy ice cream to take home. What’s more, all proceeds from the sale of Home Sweet Home in the parlor will go to the scholarship fund as well.

But things weren’t so easy 17 years ago.

Any changes to the billboards on the highway require permits from both the Illinois Department of Transportation and the local municipality. In 2005, J&B set out to add a digital billboard — a relatively new technology at the time — below the existing billboard. It obtained the IDOT permit in late 2005, and, according to the lawsuit, it got “written and verbal authorizations” from the village on

Connie Brown added, “We made Kiwanis Peanut Day Ice Cream, which we sold in pints during June with all proceeds going to the Kiwanis Club as they celebrated their 100-year anniversary.”

Jan. 24, 2006. Over the next month, it built the sign and on Feb. 24, the lights went on.

The lawsuit states that while the village took no issue with the sign in March 2006, by April 2, village employees turned off the sign and posted a stop-work order.

The Review reported that in late June 2006, J&B went before the Forest Park Zoning Board of Appeals to get permission to operate a digital sign. The zoning board recommended denying the request, saying they had issues with the design and worried that it would distract the drivers. The village council concurred and ordered J&B to remove the digital billboard “immediately.”

Giving to the community has been reciprocated by the community giving to the three women. For example, when COVID-19 shut down her business, Brown made lemonade out of lemons, so to speak, by converting the back part of her store into a creamery and bakery, which required an investment of hundreds of thousands of dollars.

“I made the investment,” Brown said, “and the community helped by donating over $60,000 in a Go Fund Me [campaign] which helped me pay for one of my machines.”

In July 2006, the sign company sued the village, claiming that the village had no right to shut down the billboard and demanded damages for potentially causing it to lose “at least $17,000 a month” in advertising revenue.

A little more than two years later, the two sides reached a settlement. The village agreed to let J&B put up a digital billboard facing west, on the other side of the existing billboard. The sign company agreed to let the village use the billboard for public service announcements for up to seven hours a month, with each ad running up to seven consecutive days. The settlement would remain in force for any future site tenant and owner

Smooth-Ish juice bar closing after 18 months

Forest Park couple tried to encourage community to eat healthier in friendly environment

Smooth-Ish, a juice bar that opened at 7415 Madison St. in Dec. 2021, is closing mid-September.

The owners, Forest Park couple Ismeal “Ish” Le Dezma and Heidy De la Cruz, did not respond to calls and emails seeking comment. The closure announcement posted on the juice bar’s social media channels on Aug. 13 didn’t go into any detail, saying only that Aug. 25 would be the last time they would be open on weekdays, and that they would close for good on Sept. 17.

Building owner Art Sundry has already listed the space for rent.

When the Review stopped by Smoothish on Sept. 2, the juice bar had a slow but steady trickle of customers. The staf f on duty declined to speak to the Review.

Smooth-Ish was Forest Park’s first business that put healthy, all-natural juices, smoothies and smoothy bowls at the core of their business. In the interview three months after the opening, La De zma and De La Cruz said that they wanted to create an environment where the customers wouldn’t feel pressured or judged.

The couple have lived in since 2017. Le Dezma works as a transport engineer and De la Cruz is a firstal-language teacher in Berwyn. In the 2022 interview, they said that their relatives would help them run the business they are at their day jobs.

Le Dezma worked at his uncle’s Mexican restaurant in his youth, and he began experimenting with juice combinations and smoothie recipes during pandemic related lockdowns. As the restrictions relaxed, his hobby became a more serious endeavor. He and De la Cruz, who described herself as a “fruit and ve ggie convert,” decided to build a brick-and-mortar business in the community they called home.

“We want Smooth-Ish to be a business that allows us to value ourselves and the community around us,” said Le Dezma in the 2022 interview. “Pleasing our customers is a top priority and we are excited to be a part of Madison Street.”

Tanya Friese, an assistant professor at Rush University Medical Center and a Forest Park resident, emailed a public comment supporting Entler’s appointment as both interim and permanent village administrator “Rachell is uniquely qualified as she knows the village and its dive rs e population,” she wrote. “Her educational back ground is well-suited to thi s p osition, and I’m able to speak to this, as my doctoral de gree [from Rush] is in systems leadershi p. ”

Friese added that she knew Entler “all of her life.” She said that being a good village administrator takes “someone who knows, and is dedicated to the village to help it adjust, and not just survive, but thrive.” That someone, she said, is Entler. Under the commissioner form of government, the village council runs the village, with commissioners responsible for their respective departments. In practice, much of the responsibility for day-to-day village operations is dele gated to a village administrator and department heads.

Seeking PMSA rankings story

I woke up this mor ning to be absolutely gob smacked by the bias of the editorial board that runs both the Review and the Wednesday Jour nal. Front and center on my feed was an article from Wednesday Jour nal about the ranking of OPRF High School in the annual U.S. News rating issue.

The article tries to explain the issues behind their current spot in the ranks and compares it to all other top ranking high schools in the area except Proviso Math and Science Academy. No mention of our gem that came in at 8 for the state and 281 for the U.S. Well above the rankings for OPRF, which came in at 34 for the state and 790 for the country. I went to check the Review Facebook page and newspaper website and I cannot find any article about this outstanding accomplishment by our top high school. I now really question the credibility of the editorial decisions of the Forest Park Review and Wednesday Jour nal. Has anyone seen anything in the Review or Jour nal about PMSA’s ranking? I have not.

Walmart janitor uses garbage bins to steal from store

A janitor working at the Forest Park Walmart was caught stealing more than $1,000 worth of store merchandise throughout August.

The security cameras captured the 64-year-old Chicago man taking items on Aug. 10, Aug. 13, Aug. 18 and Aug. 20, shoving them into garbage bins he usually used to remove trash, taking the bins out into the parking lot and loading the stolen goods into his car.

Two Walmart employees confronted the janitor about the thefts on Aug. 28 at 11:43 p.m. He denied stealing anything, saying that he was simply taking out the trash. According to the employees, he “g rew angry” during the questioning and fled the store.

W hen the p olice officers c onfronted the man in the pa rk ing lot, he said that he was a ccused of theft. He i nsisted that he was i nnocent and was simply taking out the trash.

T he of ficers reviewe d the security footage and, after c onfirming that it showe d the man stealing the merchandise, ar rested him. He was charged with one c ount of theft.

Man steals tequila

A man reportedly walked out of Famous Liquors store with several tequila bottles on the evening of Aug. 30.

According to the employee, a man walked into the store at around 6:45 p.m., picked up a basket, went into a tequila aisle, grabbed several bottles and walked out the store without paying for them. The employee said that she saw the man get into his car, a black 2015 Mitsubishi Sedan.

The employee said that she had no idea how much the bottles were worth. While she took the picture of the Mitsubishi, she didn’t know how to access the security camera footage, so the police officers weren’t able to view the incident at the time of the report.

Stolen vehicle recovered

Forest Park police recovered a stolen black 2018 Infiniti sedan after a license plate camera flagged it as it was exiting Eisenhower Expressway onto Harlem Avenue

The car was flagged on Aug. 28 at 9:03 p.m. A Forest Park police officer on routine pa-

trol spotted the car matching the Infiniti’s description enter Thorton’s gas station. He requested additional units as back up and confir med that it was indeed the stolen car.

Inside the Infiniti were the driver, a 29-year-old Chicago man, and two passengers, a 22-year-old Chicago man and a 26-year-old Chicago man. When the police sur rounded the car, all three sur rendered without incident.

According to the report, the driver said that he wore latex gloves because he didn’t want his DNA to end up in the stolen car. The 26-year-old passenger insisted that he didn’t know the car was stolen.

The 22-year-old passenger, who said he was friends with the other two men, said that the two men picked him up from his home He said he suspected that the car was stolen because he knew that neither of them could afford such a car. He also admitted that the pill the officers found while searching him was ecstasy

The driver and the 26-year-old passenger were changed with one count of motor vehicle theft each. The 22-year-old passenger was charged with possession of a controlled substance.

Battery charger stolen

The driver of a bronze 2009 Cadillac Escalade truck discovered Aug. 29 at 11:20 a.m. that someone broke into his vehicle overnight.

The victim parked the truck in the alley at the 7200 block of Jackson Boulevard. The burglar broke the truck’s rear window and stole a combination car battery charger and an air compressor machine stored in the back.

When the victim opened the front passenger door, a brick fell on the ground. The brick was not where before, and the victim believes that the burglar used it to break the window

These items were obtained from police reports filed by the Forest Park Police Department, Aug. 28-31, and re present a portion of the incidents to which police responded. Unless otherwise indicated, anybody named in these re ports has only been charged with a crime. These cases have not been adjudicated.

Step into our rotunda any Sunday morning, and you’ll see why we treasure Oak Park Temple as our Jewish home.

Our men’s club, the Bagel Boys, is serving up bagels and cream cheese. Kids are rushing from religious school class to a youth service, where we can hear them joyfully singing. Adults are chatting, reading the Sunday papers, or heading to Torah study.

First Pres River Forest: Your “Third Place”

“Third place”: a sociocultural concept that describes a familiar spot where you connect with others, known and unknown, over a shared interest or activity to foster a sense of belonging and community.

First Pres is a real church for real people. We are a community growing together as apprentices of Jesus Christ to reflect God’s love. How to describe this special place in 250 words? We’ll try: Christ is our center, everything we do is in service to him. We love each other, putting others’ needs before our own. We worship from the heart, not in rote habit. We believe music has the power to build unity in community, and to draw us closer to God and each other. The Word of God is our foundation; text directly from the Bible provides our teaching. We believe what we do, not what we say, should be visible demonstrations of God’s truth and love.

PMSA and the others

It is gratifying for certain to see Proviso Math and Science Academy, the selective enrollment school within the District 209 Proviso Township High Schools, again place right near the top of the U.S. News rankings of high schools in Illinois. This year it was 8th in the state

While we have our doubts about the ef ficacy of such rankings as a method to assess our schools, it is a genuine accomplishment when PMSA places so well year after year. And it is also impossible to ignore just how dismally Proviso East and Proviso West place in the same ranking system. U.S. News does not even bother to rank the worst 220 high schools in Illinois. It just declares that they have all tied for 437th place.

We appreciate that Bessie Karvelas, the interim superintendent of District 209, spoke to our reporter for our news story. Karvelas, a for mer principal of PMSA, was rightfully proud of the school. But she did not shy away from acknowledging the grim state of academic achievement at East and West.

That’s good. And a necessary start in finding a range of paths forward for these two essential Proviso institutions. She talked about the unformed efforts to create a version of the math and science academies at East and West, acknowledging the work has really just started. And while it is important to add academic rigor to both schools, we see the path forward being a wide range of programs which include more honors courses but also further investment in vocational training

The goal is not to move Proviso East and West into the top echelon of the U.S. News rankings. It is to gradually raise the graduation rate and the attendance rate and to launch more and more of our students into the world with skills and confidence to go to work or go to college

So, yes, let’s cheer PMSA. And then let’s focus on rebuilding East and West.

‘Did you see Sarge’s letter to the editor in the Poplar Park Times?” asked Michael right after his neighbor said hello on their daily check-in call.

“You mean the one where he commends Vivek Ramaswamy?”

“Wait a minute, Walt, I downloaded it. Here it is, for saying right before the debate, ‘I do think the real choice we face in this primary is, do you want incremental reform from traditional Republicans? I stand on the side of revolution.’”

“Yeah, Michael. I saw it,” Pastor Walter Mitty replied. “What do you think Sarge … I mean Ramaswamy … means by revolution?”

“Well,” his friend began, “I think Ramaswamy is trying to be Donald Trump Jr. He says climate change is a hoax, supports Putin’s invasion of Ukraine and promises to pardon Trump when he is elected president. You know, to be the next generation car rying the MAGA torch forward.”

“So, by revolution you think he means draining the swamp?”

“Walt, don’t you agree that Trump’s populist message is that big gover nment is the enemy and that woke is the enemy’s creed?”

“Like drop an ideological nuclear bomb on American institutions because they get in the way of freedom?”

Michael thought for a minute and took a different tack. “Is it like incremental is a 4-letter word?”

“Maybe,” Mitty replied, “but our conversation made me think of what Sharissa said last Sunday at the coffee hour after church. She is frustrated with Biden’s incremental approach to moving the country forward. Sharissa is a disciple of AOC. She was sort of like Sarge in a way.”

“How so?”

“Sort of like FDR after Pearl Harbor?” said Michael.

Michael laughed. “I would like to be there to hear a conversation between AOC and Ramaswamy!”

The two friends decided to walk over to Ber nie’s

History/Herstory Bookstore and ask him to throw his two cents into the conversation. After listening to their summary of the “debate” so far, Ber nie gave historical perspective on the question.

“First,” he began,” the American Revolution wasn’t really a revolution. It didn’t turn the world upside down like the French Revolution did. It was a war of independence, Like a teenager moving out of his parents’ house but retaining the same values

“Second, the Declaration of Independence put one foot on the accelerator with its vision of liberty and justice as a goal to strive for and a few years later the Constitution put the other foot on the brake with its checks and balances. The founding fathers were terrified that what they saw going down in France might happen here.”

Mitty’s mind naturally went to his theology of human nature. “You mean we’re created in God’s image so we should put our foot on the accelerator and press forward to form a more perfect union but at the same time we’re fallen beings, so not so fast? Let’s put hurdles in place to test the worth of any radical ideas?”

Michael added, “You know Kina Collins is running against Danny Davis again in the Seventh District. I once was at a meet-and-greet for Davis where he told the group that they have to be patient, that it takes a while for things to move through Congress.”

“Don’t let the perfect be the enemy of the good?” asked Bernie.

Mitty couldn’t tell if the question was rhetorical or not, but he started laughing

“What?”

“The gospel for Aug. 13 was about Jesus walking on water, Peter trying to walk on water too, and the one Jesus called ‘The Rock’, got scared and sank like a stone.”

The next morning Mitty sat down with his coffee and went online to see what was happening in the world. He found a piece by David Brooks who commented on Ramaswamy:

“Wednesday’s debate illustrated the cancer that is eating away at the Republican Party. It’s not just Trumpian immorality. The real disease is narcissistic hucksterism.

“If Trump emerged from the make-believe world of pro wrestling, Ramaswamy emerges from the makebelieve world of social media and the third-rate sectors of the right-wing media sphere.”

Pastor Mitty prayed with special urgency, “Thy Kingdom come, they will be done on Earth as it is in heaven.”

Eugene Field School at 925 Beloit Avenue was built in the summer of 1907. The first floor was used until 1909 when the stairway and one room on the second floor was completed. Soon after other rooms were completed.
