A Forest Park man is out on bond after being accused of murdering his younger brother. Nestor Soto, 38, was arrested on Sept. 22 for the alleged murder of 25-year-old Ivens Soto on Sept. 20. The younger Soto was found in the kitchen of Nestor Soto’s Forest Park home on the 7700 block of Adams Street in a NESTOR SOTO pool of blood. Why can’t it always be like this?

uring the three decades we’ve lived on the 1000 block of Beloit, we’ve had exactly two block parties. Our last one was in 2007. Thencommissioner Rory Hoskins was the driving force. This year’s block party was the brainchild of Nicole, Resa and other women on the block. Women like Danylle, Diane and Terri did the bulk of the work. This included circulating petitions, making fliers and delivering them. They also collected funds and did the food shopping. Besides all of this, they arranged for the bouncy house, DJ, and visits by the fire department and police. By 8 a.m., kids were already leaping about inside the bouncy house. I doubted they could keep it up in the extreme heat, but they were still going 12 hours later. In the meantime, they delighted in taking to the street with their bikes, scooters and skateboards. They were sustained by a steady diet of snacks, cold drinks and snow cones. When it came to carrying tables, setting

up chairs and moving grills, I was careful not to help. Besides, I was busy talking college football with my brand new buddies. As the temperature dropped to a safe level, adults emerged from their houses. It was still too hot for one longtime resident named Jan, but she generously donated bags of chips and treats for the kids. My new neighbor, Hussein, who had just arrived from Saudi Arabia with his wife and three kids, hoped the block party was a regular event. While his son glided smoothly through the street on a scooter, he asked if we did this monthly. Meanwhile, our daughters arrived with our three grandsons. The boys were accustomed to festivals in far-off suburbs, but this was downhome Forest Park fun. A police officer arrived and apparently let every kid on the block push the piercing siren. Then there was the siren call of the fire truck at other end of Beloit. Kids flocked there and danced in the spray. It was one of highlights of the day. But as more and more adults gathered, their senti-

could keep it up in the extreme heat, but they were still going 12 hours later.

ment was, “Why should the kids have all the fun?” I met William from the 1100 block, who had hosted a gathering in his backyard that brought together longtime neighbors for the first time. I chatted with Norm and Ruth who have only lived on the block for 44 years. There were so many different shades of skin color mingling in the street, I could almost hear Satchmo singing “What a Wonderful World.” By 4 p.m., playtime was over for me. It was time to grill. Soon I was slaving over two hot grills, cooking over 100 hamburgers. Thankfully, I had a crack crew. Roy and Larry shuttled the burgers to the food table, while Jerry cooked the hot dogs. Jerry delivers the Review each week, and I had to agree with him that writing the paper is a snap compared to carrying those heavy stacks. At 8 p.m., the DJ arrived and the party wound down by 9. People still perched on lawn chairs in the street, wishing that Beloit could always be blocked off like this. Megachurch buys last of Forest Park mall Living Word Ministries now owns the entire property By JYLLIAN ROACH Staff Reporter

Bill Winston Ministries has expanded its properties in Forest Park and now owns the entirety of what used to be the Forest Park mall. The ministry, which runs the Living Word Christian Center, located at 7600 W. Roosevelt Road, purchased two properties attached to its building from Lemont LLC for $3.5 million in early August, said Kim Clay, director of communications and senior leader for Living Word. Clay said the space is now called Sanctuary East and is used as overflow seating for services. There is a potential to do more with the space, she said, but those plans are still being developed. The county assessor’s website lists the whole of Living Word Christian Center as 315,080 square feet. Bill Winston Ministries was founded in 1988 by Bill and Veronica Winston. The two originally held their evangelical meetings at a Quality Inn Hotel in downtown Chicago with only a handful of members, according to livingwd.org. The group eventually moved their headquarters to the then-empty Forest Park mall in 1990.

Celebrating 100 Years

St. John Lutheran celebrates 150 years Church historian attributes its long life to inclusivity By JOHN RICE

t is rare for a once ethnic-based church, started by a German-American congregation, to survive for a century and a half, and that makes St. John Lutheran’s 150th anniversary truly remarkable. Churches like these have shut down in Forest Park and have closed their doors across the country. St. John, however, is tackling these 21st-century challenges by finding ways to serve the residents who surround its landmark 150-foot-tall tower. The current church was constructed in 1914, for a cost of $60,000. The thrifty, hard-working members made sure it was paid off in time for the dedication. Thousands attended that ceremony, as St. John then had 1,100 members. Besides holding packed services at the church, they held large outdoor services at The Park during the summer. That wouldn’t happen today but, as St. John historian, Bev Jagow said, “The Forest Park community was built around the churches.” The town was still called Harlem when St. John constructed their first church building in 1867 on the corner of Marengo and Franklin. The wood frame structure cost only $1,164.72, which included $40 for the bell. The pastor’s annual salary was twice that much — $80 per year in two payments. Three years after they built the church, the congregation started a school. The tuition remained 50 cents per year all the way into the 1920s. As the church continued to flourish, the congregation moved the old church to the back of the lot and used it for a school building. They built a second church, BEV JAGOW on the front of the lot, in 1873. It St. John historian had a towering steeple and cost $8,035. In 1928, they built a second school, at 1033 Marengo, to serve the south side of Forest Park, as enrollment peaked at 556 students. St. John didn’t just hold worship services. The church had many organizations for men and women. There was a Young People’s Society, a Men’s Club, and an interchurch sports league. “My great-grandmother was a charter member of Ladies Aid,” Jagow recalled. “Five generations of my family attended St. John.” Jagow herself attended the school when it was located at Circle and Warren, where the church parking lot is now. That school stood for 61 years before it was torn down. Classes at the south campus were also discontinued when the present-day school was built north of the church in 1964. It closed in 2009. The closing of the school was a terrible blow for St. John. Meanwhile, membership declined and it looked like the congregation would go the way of so many mainstream Protestant churches. That’s when the church began to fully engage the people of Forest Park. It started with a weekly PADS program and AA meetings. The church became a huge supporter of the Forest Park Food Pantry. “We pass out grocery bags to the congregation every month,” Jagow said. “They bring them back full, the following week. The people at the food pantry said they didn’t

Pastor Leonard Payton walked the streets around St. John and asked residents what the church could do for them. Many asked that they start a community garden. The church had vacant land along Washington Street and began renting plots for $20. (This fee is refunded in the fall, after the renter cleans up their plot.) Many of St. John’s programs are open to the public, including concerts and tours of the church. They even open the parking lot for revelers attending the Christmas Walk. The church joins in the festivities with a brass band and a choir singing carols. St. John is also helping Wesley Lutheran Church by allowing the congregation to worship in one of their classrooms. They recently signed a five-year contract with the YMCA to allow them to use classrooms for their pre-school, afterschool, and summer programs. The school gym is home to an adult basketball league. Forest Park’s Boy Scout Troop

also meets at St. John. “We now have a culturally-diverse congregation,” noted Jagow. “The church directory isn’t all German names.” The congregation continues to fill the church and school with meaningful activities, like a new quilting group called Sew What! which makes quilts for cancer survivors and others who need a good comforter. “The church has been evolving for 150 years,” Jagow said. “The community has changed and people are more mobile. We don’t have generational families anymore, but we’ve become more community-minded.” In that spirit, the church is welcoming its “friends and neighbors” to enjoy the festivities marking St. John’s 150th birthday. The Oct. 1 all-day affair will kick-off with a service at 9:30 a.m. This will be followed by tours of the historic church at 11:30 a.m. and an organ concert at 4 p.m. After the concert, the celebration will culminate in a potluck dinner. Eisenhower construction vote soon Council could decide as soon as next month whether to approve project scope By ROBERT J. LIFKA Contributing Reporter

Following brief discussion at each of the past two meetings, the Forest Park Village Council appears ready to sign onto a proposal to expand and rebuild the Eisenhower Expressway, including the section that passes through the village. In a letter sent in August, the Illinois Department of Transportation asked Forest Park officials to approve a letter of intent confirming their agreement with the proposed project and accepting responsibility for the village’s share of the cost, estimated to be $354,135. At Monday’s council meeting, Commissioner Tom Mannix expressed concern about binding future village officials to the project, especially the financial commitment. However, Nick Peppers, village attorney, assured him the village council is only being asked to indicate concurrence. “All we’re saying is we’re in agreement with the scope of the project,” he said. At the Sept. 11 Village Council meeting, Commissioner Joe Byrnes questioned whether participation by the Chicago Transit Authority in the project would reduce the village’s share of the cost. On Monday, he said village officials are still researching the impact of incorporating expansion of the CTA’s Blue Line terminal in Forest Park. In recommending that the village council approve the letter of intent, Mayor Anthony Calderone noted that IDOT of-

ficials have yet to establish a timetable for the project. “It’s not happening this year or next year,” he said. “We’re not sure when.” Village Administrator Tim Gillian pointed out the project is not listed on IDOT’s five-year plan, which means 2023 is the soonest it could take place. “We’re far away,” he said. “It’s not even designed yet.” Calderone indicated a vote is expected at the Tuesday, Oct. 10 village council meeting. In addition to widening and rebuilding the expressway, the plan calls for managed toll lanes to be installed between Mannheim Road and Racine Avenue. IDOT would install a fourth lane to the expressway in each direction between Mannheim and Austin Boulevard, which would bring the entire expressway to four lanes in each direction between I-88 and I-90/94. Total cost of the project is estimated at $2.7 billion. The project includes wider sidewalks and bicycle lanes on Desplaines, Circle and Harlem avenues, where those streets cross the expressway. The southbound right turn lane would be extended at Desplaines and the traffic signals would be improved at Harrison and Circle. At Harlem Avenue, the ramps would be moved to the right and turn lanes would be added. The project also would extend the Prairie Path bike trail east into Chicago. The council Monday also approved five more change orders for the Roosevelt Road streetscape project, increasing

the cost of the project by $239,000. Approval in August of five change orders had increased the cost of the project by $180,000. Among the change orders is removal of two underground storage tanks that were discovered during construction. The tanks, which Gillian speculated originally contained heating oil, were leaking, which led to the involvement of the Illinois Environmental Protection Agency. The permitting, testing, removal of the tanks and removal of contaminated soil to meet IEPA requirements cost $26,741.39. Gillian said the other change orders were due to the increase in quantities of materials needed for completion of the project as well as field conditions encountered during construction. The other change order costs are $127,571.50 for concrete work along the curb line; $42,290 for additional electrical improvements; $29,279.73 for storm sewer revisions; and $13,300 for installation of additional catch basins. Calderone said previously that additional change order costs would not affect the project budget, noting the village is using tax increment financing funds. He also said change order increases are a small percentage of the $4.75 million project cost. The much-anticipated and long-awaited project began in March with an original completion date of October. It was unexpectedly delayed for a week in July when the Illinois Department of Transportation shut down all road construction throughout the state after state officials failed to approve a budget before June 30. The project includes pavement resurfacing between Harlem and Desplaines, raised landscaped median islands, decorative crosswalks at Lathrop Avenue and Circle, site furniture, sidewalks with a brick paver ribbon and replacement of all street lighting with decorative street lighting. The cost will be covered by $2.46 million from the TIF fund and a $2.29 million grant from IDOT.

District enrollment holds steady Halts a decade of steady decline By JYLLIAN ROACH Staff Reporter

Enrollment at District 91 schools did, or didn’t do, something surprising this year — it didn’t change. Enrollment at this time in 2016 was 820, and 2017 boasts the same number. Presenting to the school board earlier this month, Louis Cavallo, D91 superintendent, said enrollment for the district had been in decline for about a decade, and this year was the first in what Cavallo hopes that’s a good sign for the future. “We’re hoping this is the start of a trend upward,” he said. The declining enrollment numbers were

not a surprise for anyone in the district, Cavallo said. A 10-year-old study had predicted that student populations would go down. The study looked specifically at factors like birth rates and housing. He said this was the first year the study hadn’t been spot-on. The decline aligned with U.S. Census data from 2010 (the most recent year available), which showed only 23 percent — around 3,000 people — in Forest Park were under 20 years old. The latest enrollment figures do not include students in the district’s preschool program, just children attending kindergarten through eighth grade at Betsy Ross Primary Elementary School, Garfield Primary

Cavallo told the board that they also saw an uptick this year in enrollment for students who live outside of the district — a total of 24 students have been investigated so far — but he said a number of those students do actually belong in the district. “That does not account for the 50 kids we have that we didn’t expect,” he said.

Local man arrested from page 1 Assistant State’s Attorney Jason Fisher asked that Soto be held without bail. He said firefighters arrived first on the scene to find Soto standing on the front porch, covered in blood and “hysterical” but not crying. Soto and the victim were the only people in the house, Fisher said. He also noted that when a search warrant was later executed on the home, Soto’s cellphone had been reset to its factory defaults. Fisher said there were also signs of a struggle, but Nestor Soto had no physical injuries. Todd Pugh, Soto’s defense attorney argued that no one had found any IVENS SOTO motive for Soto to kill his brother. His client, he said, was traumatized by finding his brother’s body, and that blood found on him was consistent with the type found on someone checking an injured person. Soto, Pugh pointed out, did not change his story at all during the 48 hours in which he was interrogated. Surveillance cameras discovered by police show the two brothers drinking at a local tavern the night before. The two left together and went to bed in separate rooms at Nestor Soto’s home, Pugh said. Soto and his wife had bought the Adams Street house in 2015 but had listed the four-bedroom, four-bathroom home for $471,000 about three weeks prior to the murder. Both Pugh and Fisher mentioned a realty lockbox that held keys for use by

Lyke Jr. said the lockbox would likely be a lynchpin in the case for both sides before rejecting the prosecution’s no-bail petition. Soto has since paid the $25,000 cashonly bond and is now on electronic monitoring, said Forest Park Deputy Police Chief Mike Keating. He is allowed only to be inside his home or at his recently opened restaurant, Whistle Pig Barbecue in Chicago. Soto’s wife and mother, along with about 30 other supporters were at the court-

house on Saturday, said Pugh. He has two small children and is a veteran chef with more than 20 years’ experience. According to Ivens Soto’s Facebook page, he had attended Lewis University, was living Chicago and working for American Airlines as a flight attendant. The last homicide in Forest Park occurred eight years ago, when 18-year-old Kenyana Bates was shot and killed while sitting in a parked car outside an apartment complex. Bellwood resident Darrell Topps pled guilty to second-degree murder and was sentenced to 15 years. He was released on parole in November 2016.

September is National Suicide Prevention Month

A woman was arrested after fleeing the Walmart on Desplaines, where she had been caught shoplifting a ratchet, sockets and some beverages on Sept. 20 around 10 p.m. Forest Park police officers later found the vehicle in which the woman fled and pulled over the driver. The woman behind the wheel matched the description of the alleged thief. When officers searched her purse, they found the missing items and a tied condom filled with smaller baggies that tested positive at the scene for heroin.

Attempted burglary Police were called to a home on the 700 block of Harrison on Sept. 24 at 10:30 p.m. The victim said she heard glass breaking at the front of her apartment building. When officers arrived, they found a window in the front door had been broken, but no items in the lobby had been taken.

Car vandalized Officers were called to the Bulk Mail Center on Roosevelt Road around 8 a.m. on Sept. 21 when a man found his car had been vandalized sometime during the night while in the employee parking lot. The car had scratches on the front driver’s side door and panel. The car owner told police he had had issues with co-workers for years and was not well-liked.

Building vandalized An abandoned building on the Altenheim property was discovered on Sept. 21 to have been vandalized. An officer doing a premise check found the board covering a doorway had been pried off and spray painted graf graffiti throughout the interior. No suspects.

Property theft A woman reported on Sept. 20 that sometime between noon and 3 p.m. an unknown person removed a package that had been delivered to the lobby of her condo building on the 7200 block of Madison Street. She told police the package had contained an item she ordered on Amazon.com, and this was the second time in as many days her packages had been stolen from her lobby. These items were obtained from police reports filed by the Forest Park Police Department, Sept. 18-24, and represent a portion of the incidents to which police responded. Unless otherwise indicated, anybody named in these reports has only been charged with a crime. These cases have not been adjudicated.

Pirates close but come up short vs. Morton Proviso East (0-5) couldn’t quite get over the hump against the Morton Mustangs (1-4) in a 13-12 loss on Friday night. In the first half, the teams took turns taking advantage of each other’s mistakes to complete touchdown drives. Morton scored first after an in interception was returned to the Pirate 12 yard line. The Pirates then took advantage of two Morton roughing the passer penalties to eventually tie the game on a 9-yard TD pass from Kurt Sturghill to the ever-present Deon Bland.

Down 13-6 in the second half, James Hobson scored on an 18-yard scram scramble for East to bring the Pirates within 1 point, but that was as close as they were going to get. Overall, the Pirates were much improved. The defense was in the Mustang backfield all game and the offense was able to sustain the two touchdown drives, but unforced errors and penalties were ultimately too much for them to overcome. This Friday night they take on the Hornets of Hinsdale South at home.

Naming rights

W

e’re sentimentalists, so we like the park district’s decision to christen its new facility the Roos Recreation Center. It’s a natural since it’s being built on the historic site of the Roos Cedar Chest factory at Circle and Harrison. And as Rachel Entler, the park district recreation supervisor who doubles as a village council member, said, “Everyone we know of always says, ‘What’s going on at the Roos?’” However, we would note that the park district is somewhat challenged in the area of naming things. That would explain why the main park is named “The Park.” Presumably some long-dead folks, likely Italian or German, used to say, “What’s going on at the park?” and it sort of stuck. Other towns come up with aspirational names for things. Millennium Park in Chicago; The Scoville Institute in Oak Park, though they did knock it down and rename it the Oak Park Public Library; or they sell off the naming rights for big bucks and we wind up with the cringeworthy Guaranteed Rate Field or Lurie Children’s Hospital. Even now with fresh naming opportunities looming, Forest Park is gravitating toward Culture Park for its entirely fresh and bold concept for the Altenheim property. Not exactly lyrical. Not even a mini-Ravinia in the naming department. If you are not going toward aspirational, lucrative or poetic, we’d long ago have thought that a town as centered on its multi-generation families would do more than place honorary street signs up to remember the Tricocis, the Calderones, the Popelkas. In fact, in the office pool we were pulling for the rec center to be named for Lorraine Popelka, the longtime mayor and council member whose real power base was built on decades of teaching Forest Park runts to swim at the pool. There is still time to name the blandly labeled Aquatic Park for Ms. Popelka. We suppose we should just be happy with the Roos Recreation Center. It’s better than The Gym/Track.

Flat, the new up

School enrollment at Forest Park’s District 91 schools cannot go up until it stops going down. And that milestone event may have been accomplished this fall. After a decade of disturbing declines, the student population at the public elementary schools has leveled off at 820 students. Superintendent Louis Cavallo echoes the hopes of all when he says, “We’re hoping this is the start of a trend upward.” Cavallo has pointed to earlier enrollment studies and the U.S. Census to explain the steady declines in student numbers over the years. With enrollments rising in recent years in neighboring communities, we believe there is more complexity in this story. We are hopeful that new energy and optimism at Proviso East and PMSA will reduce anxiety about public schools generally among Forest Park families. Our elementary schools are strong and deserve our support.

Learning to be a loser

hen it comes to sports, I’ve been a loser my whole life. My record as a pitcher on my high school baseball team was 2-5. And as far as I can remember, our church basketball team didn’t win a game in the several seasons we played. Now, of course, me and my walker are lucky if we make it the two blocks to the Brown Cow for an ice cream cone without having to stop for a rest. Being a loser is no fun in a society that values winning above everything else. My relationship with my dad is one example. My dad was good at everything he did, including sports. He made a hole-in-one at the Lincoln Fields golf course in Manitowoc the day after I was born and won several county golf tournaments in Wisconsin where I grew up. He and I didn’t play catch; we worked on pitching. He even built a pitching mound in our backyard. He had high expectations for me, which I never lived up to. It sucks to disappoint your father. Our society is obsessed with winning, with being the best. Dr. Ray Williams, for example, in a 2016 post on the Psychology Today website wrote, “America has an obsession with defining success and happiness by winners and losers. This attitude and behavior permeates everything from sports to politics and business and does more harm than good.” Tony Schwartz, in a 2012 post on the Harvard Business Review website, argued, “We’ve defined winning in a way that promises far more than it can deliver. We push children who show a glimmer of talent to focus on one sport, before they’re teenagers, and even to sacrifice their bodies, so that they might become champions. We tell teenagers that the key to success is getting into a toprated college even though there are hundreds of schools at which it’s possible to get a great education. When they graduate, society tells them that a key measure of achievement is financial success, and too often they pursue it, believing that more and more money will eventually translate into happiness.” President Trump got elected partly because his Vince Lombardi brand of “winning is the only thing” attitude resonated with millions of people in our country. Here are some of the things the reality show host has said in public: “My whole life is about winning. I almost never lose.” “I don’t like losers.” “I’ve always said, ‘If you need Viagra, you’re probably with the wrong girl.’” “I’ve always won, and I’m going to continue to win. And that’s the way it is.” “A lot of people don’t like to win. They actually don’t know how to win … because deep down inside they don’t want to win.” A commentator named Toure, who writes for the Daily Beast, was talking about how right-wing pundits attack black athletes for, in one way or another declaring that black lives matter, because they are rich — because they are winners financially.

“But my real question is this,” he wrote. “Why is a player’s large paycheck a critical part of the argument and why is it used as a disqualifier? This is a particularly bizarre sentiment in America, where having lots of money is, in and of itself, proof of your importance. In this country, we’re taught to listen to people who have money just because they have money. The only reason why anyone listened to Trump in the decades before he was president is because he was wealthy.” I’m trying to swim against the prevailing cultural current of “winning is everything,” partly because I’m 70 years old and the life expectancy for a white male is 76.7 years. That means I have statistically about 8 percent of my life ahead of me. And you think turning 40 got your attention! Part of getting older includes losing — strength, memory, friends, the functioning of body parts. The six guys in my men’s group — our average age is about 70 — have lost some mental capacity due to traumatic brain injury, suffered a broken heel, and have had something go wrong with just about every body part in between. If we don’t learn how to lose, we’re in trouble. Eventually, of course, all of us will die. Longevity is one game all of us will lose. When I was a pastor, I visited a guy dying of cancer at Oak Park Hospital. We talked and prayed together, and as I was leaving he said, “Don’t tell my wife that I’m dying.” Ten steps later I met his wife in the hall who said to me, “Don’t tell my husband that he’s dying.” I don’t want to live like that. I don’t want to die like that. Thanks to the job I did for 30 years, I was blessed to watch many of my church members teach me how to be a loser. I was able to see people die well. I watched members show me how to lose without experiencing it as a failure. Jo Wojtkiewicz, for example, was dying of cancer. She asked me to come to her hospital room and let her plan her own funeral. She picked the hymns and the readings and listened to me say her name wherever there was a blank in the service. “That’s it?” she asked when we were finished. “That’s it,” I replied. She leaned back, putting her head on the pillow for about 10 seconds with a peaceful, satisfied look on her face. Then she leaned forward again and said enthusiastically, “Now let’s plan the reception!” I watched our church members go through the decline, and eventual closing, of our congregation with grace and purpose. Realizing that our time in this village was past, they more or less gave the church building to the Thai congregation, which comprised immigrants just like the Germans who organized the congregation in 1879 had been. Our obsession with winning hasn’t made us happy. According to the United Nations ranking of the happiest nations in the world we come in at 14. Here’s the paradox: Learning to lose well might just move us out of our fantasies into reality and thereby make us all happier.

Coping with suicide is one of the most difficult situations we as a community will face. It raises a lot of strong feelings that can paralyze us. While none of us can prevent suicide 100% of the time, there are things we can do that can prevent suicide much of the time. Most attempts are preceded by warning signs.
