Majority of trustees favor future referendum

A majority of sitting Riverside trustees said Feb. 7 that they support placing a referendum on an upcoming ballot that asks voters whether they want term limits for future elected village government officials. And at least one trustee supports the present board passing a resolution stating that goal, even though future boards would not be bound by it.

Exactly what the limit would be hasn’t been fleshed out and the present board would have no role in drafting a referendum question. It’s too late to place a question on the April 2 ballot and the next local election won’t take place until the presidential primary in March 2020.

The issue seemingly has surfaced now in reaction to the dissolution of the Riverside Community Caucus, an organization that until late last year had for nearly a century recruited, interviewed and endorsed candidates for See TERM LIMITS on page 11

Kristopher Rivera says district ‘felt like a complete fit’

by school board until late January, but once board members met Kristopher Rivera, it didn’t take long for them to decide that he was the right person to lead the district.

At a special meeting on Feb. 5, the District

103 school board voted 5 to 1 to hire Rivera as its next superintendent.

Rivera, 43, presently works as assistant superintendent for human resources for the Hammond, Indiana, school district. He will

officially start work in District 103 on July 1.

“He just kind of spoke to our district,” said board member Sharon Anderson.

Crime prevention, cameras on tap in Riverside Police will roll out surveillance video downtown this spring

In the wake of a pair of unusually violent crimes committed on consecutive days in late January, Riverside’s police chief at the Feb. 7 village board meeting outlined a series of crime prevention efforts aimed at making the village less attractive to criminals.

In addition, members of the village board voted unanimously to approve spending up to $130,000 to implement a program that will bring high-definition surveillance cameras to key areas of the village.

The first group of surveillance cameras will be placed in and around the village’s downtown. A second phase, which could come later this year, would focus on determining the best locations for cameras along Harlem Avenue.

“This is going to be ready to roll out quickly,” Police Chief Thomas Weitzel said of the first set of surveillance cameras. “Some of that will depend on weather … and then we will start in earnest and work on that program when the weather breaks.”

Crime prevention initiatives Weitzel said he would be inviting the landlords of all multifamily buildings in Riverside to a seminar on improving security at their properties. He said he would work in concert with the head of the village’s community development department to draft a letter to send to landlords inviting them to learn more about security measures such as signage, lighting, security cameras, door systems and better ways to screen potential tenants.

“It’s going to be voluntary,” said Weitzel. “At least it’ll be the start of a conversation in what we can help them do in the multiunit dwellings.”

The chief also said he was inviting residents throughout the village to contact police if they wish to have someone come by and do property walkthroughs, pointing out opportunities to improve lighting, garage door security and install video doorbells.

Weitzel said his department has already reached out to Ring, the most popular of the video doorbell companies, and will reach out to another, called Nest, to see if the firms might be interested in giving Riverside residents a discount on the doorbells and provide assistance in installing them.

Residents can also sign a waiver allowing police to enter their homes when they are not there if there’s a report something is amiss, such as a teen drinking party.

Riverside police will also begin to make

their presence more pronounced on the streets by remaining in their squad cars in various locations around the village when they are writing reports.

“Maybe they could park on Forest Avenue or Pine or Groveland or Lincoln or Selborne … and they can sit there for 15 or 20 minutes and type their report, which I think will get a good visibility in that area,” Weitzel told trustees on Feb. 7.

Weitzel also urged residents to call police whenever they see something out of the ordinary going on their neighborhoods.

“That’s why we’re here, that’s why you pay taxes for police services,” Weitzel said.

Weitzel said the department in 2018 received 1,600 calls regarding suspicious people, circumstances and noise, so residents are engaged. However, some incidents have gone unreported that might have made a difference.

In a separate interview, Weitzel revealed that about two weeks prior to the Dec. 25 home invasion on West Quincy Street a resident observed some sort of altercation after midnight involving someone who lived at the home that was targeted. However, the shouting match lasted about 45 seconds and the witness didn’t call it in to police.

“Don’t ever not call because you think you’re bothering us,” Weitzel said.

Surveillance cameras The first phase of the surveillance camera program will cost about $65,000 and will include up to nine cameras in and around Riverside’s downtown, according to information contained in the online packet for the Feb. 7 village board meeting.

Two of the cameras will be positioned at the intersection of Woodside/Kimbark/Park Place, including a multi-head camera that will be able to monitor north and south bound Woodside Road, southbound Kimbark Avenue and westbound Park Place. Another pan-tiltzoom camera at the location will be able to sweep the area.

In the downtown area, cameras are slated to be placed both inside and outside the train depot, not only to monitor the platforms but to also sweep Longcommon Road from Burlington to Quincy Street.

Weitzel also said the owner of La Barra was receptive to the village mounting a camera on that building. While the board packet indicates that a pan-tilt-zoom camera is planned for the water tower, Weitzel told the Landmark that camera is unlikely if the other cameras can sweep the area sufficiently.

Home invasion still under investigation Police have made no arrests but continue to investigate the Jan. 25 home invasion/kidnapping incident that took place in the 200 block of West Quincy Street.

Police Chief Thomas Weitzel, at the village board’s Feb. 7 meeting, confirmed that the incident was drug-related, but he did not provide additional details.

Police continue to work with the victim and his family in their investigation.

Some physical evidence has been collected and turned over to the Illinois State Police Crime Lab, according to Weitzel.

Meanwhile, Nicholas Radkiewicz, the 20-year-old Riverside man charged with attempted murder in the Feb. 26 shooting of a 19-year-old Broadview man outside a Forest Avenue apartment complex, remains in Cook County Jail awaiting his next hearing on Feb. 26 at the Maybrook courthouse.

Radkiewicz is being held on $400,000 bond and has been in custody since his arrest on Jan. 27. He reportedly gave a police a full videotaped confession and the shooting reportedly was caught by a surveillance camera mounted on the apartment building where he lived.

Police have not recovered the gun used in the shooting, and Radkiewicz reportedly has refused to tell police where it is.

The shooting victim remained hospitalized as of early last week, but he was out of intensive care, said Weitzel. The victim had been shot twice in the abdomen as he tried to flee the scene after allegedly using counterfeit bills to pay Radkiewicz for cannabis.

Harlem Avenue and First Avenue are trickier, since any cameras mounted in the right-of-way require permission of the Illinois Department of Transportation and other access to electricity is limited in the public way.

The village is open to working with commercial property owners who would be receptive to the village mounting cameras on their buildings and also paying for the cost of installation and electricity.

A 26-year-old Brookfield man has been charged with criminal sexual assault after he allegedly assaulted a female houseguest who was asleep in a bedroom of his apartment in the 4500 block of Maple Avenue on the morning of Feb. 10.

Mladen Sibinac is free while awaiting trial after posting 10 percent of the $40,000 bond set by a judge during a hearing at the Maybrook courthouse on Feb. 11.

Police responded to the apartment at 7:44 a.m. and arrived to find the victim inside a bedroom along with her husband and Sibinac. The victim and her husband were visiting from out of state and were staying overnight at the apartment, which is shared by Sibinac and his girlfriend and other roommates, police said.

Six people were inside the apartment when police arrived and police learned the group had been out drinking at a club prior to coming home. The victim fell asleep while her husband was elsewhere in the apartment.

While the husband was away from the room, Sibinac allegedly entered, got into the bed with the sleeping woman and began groping the victim. The victim’s husband rushed to the bedroom when he heard his wife scream his name. The door reportedly was locked, so he kicked it open to find Sibinac trying to escape through an open window.

The victim’s husband pulled Sibinac into the room and detained him there until police arrived. Paramedics took the victim to LaGrange Hospital to be examined while police collected evidence from the scene and interviewed everyone who was in the apartment at the time of the alleged assault.

An Oak Brook police officer served as a Serbian translator during the interviews, police said.

Gun recovered in Riverside used in 2018 shooting State police have confirmed that a Glock 19 handgun outfitted with a drum-style magazine that was found by Riverside police at the scene of a crash in Swan Pond Park last August was used in a shooting on Chicago’s West Side in early 2018, according to Police Chief Thomas Weitzel.

Riverside police found the gun near the site of the crash, which happened as police chased a vehicle allegedly driven by Bellwood resident Derrius Burns, 26, around midnight on Aug. 11, 2018.

Burns fled the scene on foot, talked his way into a nearby home and convinced a resident to let him call someone for a ride home. Burns was able to elude that manhunt

but was arrested in Chicago in December.

At the time of his arrest, Burns was on parole and previously had served eight years for an attempted murder conviction.

Weitzel said state police confirmed that the weapon found near the vehicle Burns was driving in Riverside matched ammunition used in a non-fatal shooting in Chicago in 2018. The victim in that case, said Weitzel, was not cooperating with police.

Burns remains held without bond at Cook County Jail.

Men using stolen credit cards busted An alert employee at the Riverside Post Office, 45 E. Burlington St., became suspicious and called police when two men attempted to purchase money orders for $995 with credit cards that kept being declined.

The two men, it turned out, had previously stolen $2,000 in LaGrange, police said, and were attempting to do the same in Riverside using credit cards taken in vehicle and residential burglaries in Chicago.

Ashwan L. Jones, 22 and Keshaun A. Bullock, 27, both of Chicago were charged with unlawful possession of stolen credit cards.

Police said Jones, Bullock and another man had been committing burglaries and then using stolen credit cards and fake IDs to open fraudulent bank accounts before committing crimes.

Police arrested Jones and Bullock as they exited the post office. Officers also confiscated a handgun in the getaway vehicle, which the men had rented through a car-sharing app. The owner of the car had nothing to do with the crime, police said.

Vehicle break-ins ■ Riverside police responded to the 300 block of Shenstone Road on Feb. 5 at about 7:30 p.m. after someone called to report seeing a white male in his 40s, with short hair and glasses and wearing all dark clothing enter his backyard through a break in neighboring fences and then enter the driver’s side door of his vehicle.

The suspicious man fled the area when he and his intended victim made eye contact through the kitchen window. No loss was reported.

■ A resident of the 4500 block of Maple Avenue, Brookfield, contacted police on Feb. 6 to report that someone had entered his SUV, which was parked in the driveway of his home, and removed a battery jump pack and a wheel from the rear cargo area.

The victim said he was sure he locked his vehicle, but police reported no signs of forced entry.

New village planner in place in Brookfield Fills void after departure of Emily Egan last June

After an eight-month vacancy, the village planner’s office inside Brookfield Village Hall is once again occupied with the recent hiring of Elyse Vukelich, who started in her new post on Feb. 4.

Vukelich, 27, comes to Brookfield from the village of Franklin Park, where she served as that town’s planner for a little more than a year. She replaces Emily Egan, who left last June to become assistant city planner in Elmhurst after serving as Brookfield’s planner for about three years.

Her starting salary is $59,000, according to Village Manager Timothy Wiberg.

“I’m drawn to the inner-ring suburbs, places that have good proximity to the city, access to the forest preserves and good transit options,” said Vukelich, a Downers Grove native who now lives in Chicago. “So much has happened in terms of planning here in the last couple of years – the comprehensive plan and station area plans – there’s a good foundation of things they’ve approved. I’m excited to help implement the comprehensive plan’s strategies and objectives.”

“In the next 18 months I want to investigate new grants for Congress Park,” Greifer said. “Even just addressing the pedestrian tunnel would be a big step forward. It’s not a big ticket item, but it could be cost effective.”

Other projects likely to come across Vukelich’s desk in the coming months will be a pair of development applications from developer Michael Gatto for a residential building on Grant Avenue and a mixed-use development on Grand Boulevard, a revised plan for a development proposed by Tartan Builders in the 8900 block of Burlington Avenue and a planned development application from the Brookfield Public Library.

“I’m just kind of jumping head first into things,” Vukelich said.

Ferrari said she plans to continue the village’s traditional outdoor concert and movie series during the summer, but she wants to augment those with other events, such as an outdoor murder mystery event, a Summer Fairytale Wedding event, Spooky Walks through the oak savanna in October, a Holiday Brunch with Buddy the Elf and others.

“Special events have the greatest impact to the most amount of people, and it’s really important to not only have [quality events] but to have them as frequently as possible,” Ferrari said. “That is what is bringing everybody together. That is what is exposing people to different walks of life, different demographics, to see that we are all families here and we all have a goal of being happy.

It is really our goal to make sure the village has a special place in making that happen.”

Apart from events, Ferrari said she wanted to increase early childhood program-

ming, saying that age group was “our lowest served demographic, even though it is one of our larger programs.”

The department already runs an early childhood program for kids ages 3 and 4, but it’s only offered during the morning, even though there’s open space at the village hall Monday through Friday to accommodate more.

Ferarri is proposing adding a Little Learners program for 2 year olds at the village hall, morning recreation programming for parents and small children and early afternoon Lunch Bunch and creative programs, as well as T-ball classes.

She also pitched hiring independent contractors to teach karate, gymnastics/ tumbling, chess and soccer. In-house programming for youths could include outdoor basketball, self-defense and a junior trustees program as well as specialty STEAM, sports and travel camps.

She’s also proposing additional adult sports programming such as softball, kickball, volleyball and bags.

“The larger impact these programs will have is taking effect in 2019, and which would be our largest barrier, would be our lack of athletic facilities,” Ferrari said.

The success in implementing so many programs, Ferrari said would be in partnering with other agencies, institutions to find indoor recreation space.

Seven years for Riverside developer convicted of fraud Judge dismisses last-minute calls to withdraw plea, recusal

A Riverside resident sentenced to a little more than seven years in federal prison for fraud has appealed the judgment, which was handed down by Judge Charles R. Norgle in U.S. District Court in Chicago on Feb. 1.

Warren Barr III pleaded guilty in 2016 to one count of making a false statement to a financial institution after accepting a plea deal with federal prosecutors. He and five others had been indicted in 2014 on 13 counts of fraud related to the sale of about 60 units at Vision on State, a condo building in Chicago’s South Loop neighborhood, developed by Barr.

The appeal appears to be in reaction to last-minute failed attempts by Barr’s attorney to, first, dismiss the indictment and withdraw Barr’s guilty plea, and second, have Norgle recuse himself from the case.

It took more than two years to get to a sentencing hearing, originally set for Jan.

8. Following Barr’s guilty plea in June 2016, his attorney sought records relating to Barr’s apparent arrest and six-month detention in Saudi Arabia two years earlier.

Court records indicate Barr sought and was given records related to his detention in Saudi Arabia. In November 2018, Barr’s attorney, Michael Leonard sought a 90-day continuance of his client’s sentencing in order to obtain security clearance to review classified documents related to Barr’s detention overseas.

Norgle denied the request and on Jan. 2, a week before the sentencing hearing, Leonard moved to dismiss the indictment against Barr, withdraw the guilty plea and continue the sentencing hearing.

On Jan. 7, Norgle denied those motions.

At the Jan. 8 sentencing hearing, Norgle told Leonard he “would not consider anything that happened to [Barr] in Saudi Arabia,” even though Leonard wanted that information considered.

Leonard sought the judge’s recusal following a contentious hearing, which Leon-

ard described as “openly hostile” and demonstrated “the unmistakable appearance of bias or prejudice” against Barr and his lawyer.

Norgle denied the recusal request, arguing Leonard was evasive and engaged in “fencing with the court.”

What Leonard described “as ‘hostile’ conduct was nothing more than the court’s ‘ordinary efforts at courtroom administration’ when faced with Mr. Leonard’s repeated obfuscations,” Norgle wrote.

Leonard, who stepped in as Barr’s attorney on Nov. 15, 2018, argued that Norgle’s hostility stemmed from the fact that another case Norgle had decided, and where Leonard was the defense attorney, was overturned by a federal appeals court and remanded to a different jurisdiction.

Following the Feb. 1 sentencing, Leonard told Crain’s Chicago Business that by barring evidence about Barr’s detention in Saudi Arabia, he was ignoring “the big elephant in the room.”

“There is documented evidence showing that U.S. intelligence was working closely

with Saudi intelligence to get an American citizen arrested on Saudi soil. In lots of cases, someone’s incarceration in connection with the crime is relevant,” Leonard told Crain’s after the sentencing hearing.

In addition to being sentenced to 87 months in prison and two years of courtsupervised release, the 67-year-old Barr is required to pay more than $12.4 million in restitution.

According to court documents, Barr is to surrender to federal marshals to begin his confinement before 2 p.m. on April 30. The court recommended imprisoning Barr at the Federal Correction Institution at Oxford, Wisconsin.

When indicted on 13-counts back in 2014, federal prosecutors said Barr and five others had perpetrated a $22.8 million mortgage loan fraud scheme. Prosecutors charged that Barr and the others made false statements on loan applications that caused buyers to fraudulently obtain some 60 mortgages from several banks to buy condos at Vision on State, 1255 S. State St. in Chicago.

On the heels of considering plans for an addition to Ames School, the Riverside Elementary District 96 school board got a first glimpse at plans to improve its other three elementary schools.

More secure entrances, new multipurpose rooms and an increase in flexible learning spaces are the key ingredients of the plans for Blythe Park, Central, and Hollywood schools, unveiled at the school board’s Feb. 6 committee of the whole meeting.

Superintendent Martha Ryan Toye said she expected the board to decide on final plans by the end of the school year.

The plans came out of an exhaustive review of the district’s facilities over the past year by the district’s facility advisory committee working with the district’s architect, Carrie Matlock. The recommended work at the three schools is estimated to cost nearly $8 million based on preliminary plans.

“We are looking at the numbers from 10,000 feet,” said Ramesh Nair of Vistara Construction Services, who the district has hired to help manage the project. “This

is an estimate. We are confident that the numbers we presented are good numbers to start with.”

That’s on top of an estimated $8 to $9 million for a proposed addition and renovations at Ames School.

Nair has worked for the district before, serving as its owner’s representative in 2013 and overseeing work at Blythe Park, Hollywood and Hauser.

The facility advisory committee recommended moving the main office at each school to right next to the main entrance to create secure vestibules, making small additions at Blythe Park and Hollywood, adding an elevator to Central School and renovating the lower level at Central which now houses the district’s administrative offices.

District administrators will be moving into the former Texor Building on Harlem Avenue. The district closed that $600,000 purchase on Feb. 4.

Work is not expected to begin on any of the schools until the summer of 2020.

At Blythe Park School the recommended plan calls for adding 1,800 square feet and renovating 5,400 square feet at an estimated cost of $2.2 million.

bout three years ago, Forest Park resident Terry Sullivan met Bobby Schiff for the first time, although she already knew the name.

Schiff, a Riverside resident, has been in the music industry for more than 30 years, a jazz pianist who has played for legendary vocalists like Mel Torme and Peggy Lee. Sullivan said she felt intimidated by Schiff ’s musicianship when she first met him, thinking they could never work together because “he’s too advanced.”

“I did have him high up here,” Sullivan said. “So I summoned my courage and called him -- I’m joking to some degree -- and said, ‘So could I come over and run some tunes?’”

And, sure enough, Schiff said yes. Even her mother was impressed.

“I called her one day and I said, ‘Mom I’m singing with a pianist who worked with Peggy Lee, and I’m singing a couple songs that he did with Peggy Lee,’” Sullivan said. “My mother’s very cynical, nothing impresses her, and she was so impressed.”

Sullivan and Schiff have been rehearsing together weekly ever since, and now they’re preparing for their biannual performance as the Terry Sullivan Trio at 3 p.m. on Feb. 17 at Saints Peter and Paul Lutheran Church, 250 Woodside Rd. in Riverside.

Accompanying Sullivan’s vocals will be Schiff on piano and Stewart Miller on bass.

“My favorite bass player in town,” Schiff said.

Tickets are $25 per person, and $20 for seniors and students at the door.

Performers estimate the show will last about one-and-a-half hours, although that really depends on the crowd.

“The millennial generation, they don’t have contact with live music,” Schiff said.

“They stream everything. The art of con-

versation is being lost, and they don’t have a connection with people performing live. To do something and have it that intimate is really special.”

Much of Schiff ’s career has been built by performing live shows at supper clubs and jazz clubs. Always a natural, Schiff started formally training as a pianist when he was 5 years old, taking the bus from Rogers Park to downtown Chicago. He would arrive early for his lessons so he could visit the Art Institute of Chicago, which was free at the time.

He was captivated by the French Impressionist paintings and credits them for “leaving an imprint on his psyche” and making him particularly fond of Gabriel Faure, Claude Debussy and other French composers.

“When I hear music by French composers of that era, I can match it to the works of art,” he said.

As Schiff grew, he went on to play at big venues in the city, where one night he bumped into jazz icon Ella Fitzgerald.

Fitzgerald had stopped by the concert and asked to sit in. Schiff, of course, obliged.

“That was fun,” he said, but random. More memorable are his longer relationships with singers like Peggy Lee, who famously sang “Fever” and “Is That All There Is?” “She had a great book, which means the book that’s passed out to musicians,” Schiff said of Lee. “Her arrangements were wonderful. Later on, she hired me to do a tour with a smaller group of guys. We did a little bit in the states, and a little bit in Canada.”

In the 1970s, he started a commercial music business and created jingles for Sesame Street, McDonald’s, Hallmark and more.

During that time, Schiff moved out to Los Angeles briefly to try his hand at film scoring, staying out west for about four years.

“I just picked a bad time to go out there,” he said. “I was just starting to make good headway when my union went on strike for like eight months. So I came back to Chicago and I never looked back.”

In 2006, he released his first CD, “Late Game.” Then, about three years ago at a mutual friend’s house, he met Sullivan, and the two bonded over their shared love for live music and French composers.

“In jazz there’s kind of a lot of risk, therein lies the fun,” Sullivan said. “It’s not planned, a lot of it is improvised, and it’s in the moment, and you just look at each other and listen. So if you get to know the person musically, as we kind of now do, you take the risk without jumping off a cliff. You kind of have a clue where the other one might go.”

Sullivan grew up in small-town Ohio, singing in choirs, taking up the flute in fourth-grade and then going on to earn a degree in the subject. After college, she moved to Chicago to pursue singing.

“I had jazz in me and I was just too young and too shy to do that,” Sullivan said. “When you’re the girl singer out front and everybody looks you over, I was just too young.

I tried for a bit and the club owners were mean, and I didn’t know what I was doing, so I went into small ensemble singing.”

“Nobody does that like the English. The scales fell from my eyes,” she said.

She went on to pursue the craft for about 30 years, performing in the famous His Majestie’s Clarkes choir. But about 10 years ago, she tried her voice at jazz again.

“By this time I was a hardened person, toughened up enough to not care about standing in front,” Sullivan said. “I was just more comfortable in my own skin and not such a shrinking violet.”

She now compares her voice to that of the late singer Blossom Dearie, whose delicate, girlish voice was such a fixture in New York and Paris nightclubs.

This singing style works well with Schiff ’s sensibilities -- since her voice complements the subtle French harmonies he loves -- as well as with the small performance the two have planned.

“What we do in these concerts, it’s small and intimate, we do up-close, small stuff and that’s a good thing,” Sullivan said.

“More and more I think people are a little bit separated and dehumanized by all these electronics.

“They’re listening on recordings, or they’re maybe going to concerts in big halls and big stadiums, and that’s great and all great, but this intimate stuff, that gives you energy.”

Candidate events brewing ahead of April election Meet and greets, forums on deck for school board, village trustee races

With local elections two months away, three area organizations will host a slew of candidate meet-andgreets as well as a couple of more formal forums in the coming weeks.

Indivisible Brookfield will host the first of these events, a meet-andgreet with candidates running for the Brookfield Village Board, on Tuesday, Feb. 19 from 7 to 9 p.m. in the party room at Slager’s, 9308 47th St. in Brookfield.

“The purpose of our meet-andgreet events is to provide an opportunity for the residents of Brookfield and surrounding communities to get to know who is running for office in a relaxed, social setting,” stated an email announcing the events from the Indivisible Brookfield steering committee.

At 7:30 p.m., a brief formal program will allow each candidate to

speak to attendees for a few minutes. The rest of the event will allow candidates to mingle with attendees and answer individual questions informally.

Other meet-and-greets hosted by Indivisible Brookfield prior to the election will include one for candidates for the school boards of Brookfield-LaGrange Park District 95, Riverside District 96 and Riverside-Brookfield High School District 208 on Tuesday, March 5 from 7 to 9 p.m. at The Cottage at Irish Times, 8869 Burlington Ave. in Brookfield and one for candidates for the school boards of LaGrange-Brookfield District 102, Lyons-Brookfield District 103 and Lyons Township High School 204 from 7 to 9 p.m. on Thursday, March 14 in the party room at Slager’s in Brookfield.

Rivera was not among the initial seven candidates interviewed by the school board in December. But when the board’s first choice turned down a job offer last month, the board asked its consultant to bring in additional candidates.

Rivera interviewed with the board on Jan. 24 and had a second interview on Jan. 29. He won over board members with a direct, engaging manner. His background seemed to fit the district.

“He seems to be a go-getter; he seems to be somebody who will sit and listen,” said longtime board member Joanne Schaeffer.

Before his final interview with the board on Jan. 29, Rivera spent the afternoon touring District 103 schools and being interviewed by separate committees of teachers and other staff, administrators, and parents who then gave input to the board.

Brookfield resident Krystal Steiner, one of the parents on the parents’ advisory committee, praised the decision to hire Rivera.

“I think he’ll be good,” Steiner said. “He doesn’t have political ties. I hope he brings a fresh perspective.”

Rivera said he quickly felt at home in District 103, which in many ways seemed similar to Hammond, which has a major-

North Riverside Mayor Hubert Hermanek Jr. said VIP is wary of forum events because he believes that in the past “questions have been stacked” against VIP and that opponents “are given a certain advantage in what they’re looking for.”

Eventually, the Indivisible group, which includes members from

North Riverside and Riverside, decided on a more informal meet-andgreet for Feb. 25. VIP responded to that invitation by saying the party had planned its own meet-and-greet on the same night from 6 to 8 p.m. in the lower-level conference room at MB Bank, 7222 Cermak Road.

Janunas said her group had no interest in rigging a forum against a particular group of candidates.

“We don’t have an agenda,” Janunas said. “We have a lot of North Riverside members and we really wanted to help them. This event really came out of that. We didn’t have ulterior motives.”

Rivera is very popular in Hammond and his colleagues there will miss him.

“I think he has a lot initiative, pretty assertive and pretty aggressive in terms of wanting to learn, so I think he’s going to bring a lot vitality and energy to the position,” said Walter Watkins, the Hammond superintendent and Rivera’s current boss.

Patrick O’Rourke, who has led the Hammond teachers’ union for the past 50 years, is sad that Rivera is leaving Hammond. So sad that, in a display of what he called Irish humor, O’Rourke wore a black suit on Feb. 5, when Hubacek and District 103 Co-interim Superintendent Robert Madonia visited Hammond to interview some of Rivera’s co-workers and other district officials.

“I put my suit on that I normally wear to a wake, because I’m in mourning,” O’Rourke said. “I’m happy for him, but I’m unhappy for the Hammond system, because he was a real rock in our district. … I saw him as a future superintendent here in Hammond.”

Rivera received a three-year contract and will be paid $155,000 next year. He earned his bachelor’s degree at Purdue University-Calumet, now Purdue Northwest, and a master’s degree from Indiana State University.

He is working on his doctorate in education at Oakland City (Indiana) University.

Torres said that he didn’t vote for Rivera because he preferred another candidate.

“I do like you a lot and I’m pretty sure we’re going to get along just fine,” Torres told Rivera in a short statement from the board table after the vote. Rivera went up to Torres and had a brief conversation with him after the meeting.

After failing to file financial reports with the state board of elections in a timely fashion for about two years, the caucus faced fines it could not pay and its officials decided to dissolve the political committee.

As a result, the caucus did not interview or endorse candidates for the upcoming trustee election on April 2. The three candidates who filed nominating petitions – Cristin Evans, Alex Gallegos and Edward Hannon – are running unopposed.

“For me it’s because we don’t know what’s going to happen with the caucus and I think the caucus has served the village very well … but we don’t if there is going to be a caucus going forward,” said Trustee Michael Sedivy, who also said he supported term limits as a rule.

The caucus’ bylaws included limits on terms and candidates it has endorsed have honored that limit. The last time anyone served more than two terms in one office in Riverside was when Edward Meksto served as village president for three terms, from 1977-89.

“I don’t see any reason why we should create a void that could otherwise intro-

duce political parties, partisanship, oneissue candidates – things like that – and that’s another strong reason why I kind of support this,” Sedivy said.

Trustee Wendell Jisa, who supports the introduction of term limits, says he thinks such a law would get more people involved in local politics.

“I just think that it will revitalize the town,” Jisa said. “I think the idea of having the same trustee sitting here for 30 years is terrifying to me.”

Trustee Elizabeth Peters responded that while she was open to talking about term limits, she did not think it would attract more candidates to run for office.

“I don’t think limiting terms of the current boards are going to improve the number of people,” Peters said. “If you have people who are interested in running, that’s great and they should run. … I’m not seeing people running to the ballot boxes to get on the board right now.”

Riverside has not had a problem with trustees and presidents serving long periods of time, particularly recently.

Of the 15 trustees elected since 2009, seven have served just one term and one, Ben Sells, served one-and-a-half terms as a trustee before running for president. Riverside’s last contested election was in 2009, when a slate of candidates not endorsed by the caucus won the president’s chair and all three trustees seats. None ran for a second term.

Prior to 2009, the last contested election in Riverside was in 2003.

While the caucus has helped ensure limits on terms due to its bylaws, the caucus was criticized, historically, for wielding too much influence and being opaque in how it determined who to endorse.

Sedivy acknowledged as much in also worrying the loss of the caucus could create a void.

“There’s a view that it’s an old-boys network here, and that you need to know someone to get on the board, and how that happens is a mystery,” Sedivy said, “and we need to do a better job of communicating that.”

Trustee Doug Pollock, who is in the midst of his second term, argued against setting term limits, saying not only that he’d like the choice to run again, just like anyone else in the village, but that people right now don’t serve long enough on the Riverside’s village board.

“We have a turnover problem in my opinion: It’s too much turnover,” Pollock said.

Pollock, who previously had served on the Riverside Community Caucus nominating committee, said finding candidates was not an easy task.

“Every time it’s been a struggle to find people willing to run,” Pollock said. “Everybody’s interested in Riverside village government and everybody wants to serve.

The question is, frankly if you have a full-

time job or a young family, it is very difficult to find the time to serve on a board.

“If you have term limits, you’re eventually going to get to the point where we can’t find enough people to run or we have a board that’s completely inexperienced.”

Trustee Joseph Ballerine said he’d favor a resolution making the present board’s intentions known regarding a future referendum on term limits. If a future board disagrees, Ballerine said, those trustees can reverse the resolution.

Village President Ben Sells said that if the board wanted to embark on a proposal to change Riverside’s form of government, he would ask the village attorney to research exactly what it would take and how term limits might be applied.

“There probably is not a bigger question for us to entertain than that,” said Sells, who indicated that the topic might be good for inclusion at his next town hall meeting in May. “This is a subject we need to hear from our residents on,” Sells said.

Sells said he believed a future board should decide whether it wants to move ahead with a referendum and not the present board, which has just a few weeks remaining in office. “”What I don’t think would be appropriate would be to shove this through in the next two months before the new trustees have an opportunity to be sworn in,” Sells said.

Solution in search of a problem

O

ut of the blue last week, a number of trustees sitting on the Riverside Village Board – including three who will be walking away from the job in April – expressed support for exploring a referendum that would limit the terms of future elected officials.

Trustee Joseph Ballerine went so far as to urge his colleagues to support a resolution stating this particular board’s preference for a referendum and to send a message to the next board so that they might take up the cause.

Support for a term limit referendum was also expressed by trustees Michael Sedivy, Scott Lumsden and Wendell Jisa, who gave various and at times contradictory reasons for that support.

Jisa said he believed term limits would usher in a revitalization of village government, opening up village government to a new generation of talented volunteers who somehow have felt shut out of the past process.

Sedivy came at it from the other direction, saying that in the absence of the Riverside Community Caucus, which self-policed term limits through its bylaws, a void could open Riverside up to partisan politics and one-issue candidates. Term limits would limit their impact.

The village board is not done talking about the matter and could discuss it again at their next meeting in another week. But, to be clear, this village board can do exactly nothing about term limits, because it’s too late.

Three of the four who expressed support for terms limits at the village board’s meeting last week are leaving the board this spring – Sedivy and Lumsden after just one term each. Ballerine termlimited himself in the spirit of the Riverside Caucus’ past practice.

It’s interesting that the motivation for this now appears to be the loss of the caucus, long criticized by a segment of the village for being a bit clubby and exclusive. Indeed, that was a main theme of the last slate of candidates who were elected without the support of the caucus in 2009.

Interestingly enough, that group, who were not bound by the caucus’ bylaws, did not embark on a decades-long domination of the village board. They quietly bowed out after one term.

In the four trustee races since that 2009 election, there were 12 seats up for grabs. Only two of the candidates during that time – Ballerine and Doug Pollock -- sought another term.

What this term-limit bid is looking like to us is a solution in search of a problem.

The issue isn’t that Riverside residents are climbing over one another to set up lifetime sinecures, it’s that too few are willing to do it for more than four years.

If Riverside starts limiting terms, our prediction is that then you’ll start seeing the one-issue candidates, the cranks and crackpots who sign up because there’s no interference. Say what you will about the caucus, but perhaps the reason it was seen as exclusive is that the number who are willing to serve on the village board – for no pay, no benefits, no compensation whatsoever save the warm glow of public service – is a pretty exclusive set of people.

There has been, and there continues to be, no barrier to any group of citizens who want to recruit, vet and endorse candidates for office. There’s no barrier to anyone wishing to run at any time.

Young Life piecing together community

t each place setting was a key chain -- the fob was a piece of wood in the shape of a puzzle piece. Etched on the puzzle piece was “RB Young Life,” a gift to all guests reminding them they are a piece of the puzzle that makes up the group at Riverside-Brookfield High School. The key chains were given at the Riverside Brookfield Young Life and WyldLife’s annual fundraising banquet on Feb. 9 at the Riverside Golf Club.

Started in 1941, Young Life provides teens a place to make friends and help build spiritual growth. Participants in the program have the opportunity to help serve the community and are under the guidance of trained leaders.

This year’s banquet introduced Chesleigh Jarrett, the new RBYL area director, and the audience heard presentations from Nora Hernandez and her daughters on what the program has done for them.

Over 25 students stepped and with a short sentence what Young Life means to them. Davonte Mikell, a college student and RBYL leader, gave a very moving talk about how the program had helped him when, as a high school student, he was homeless and in need of guidance. Young Life stepped in.

member Julie Tucek, it was obvious we are the missing pieces of the puzzle and were in attendance to give their financial and physical support. RBYL receives no outside financial support and exists through donations from the community so they may continue their mission. It is recognized as a 501c3.

■ The Riverside Township Lions Club is seeking individuals to be recipients of the Jansky Award and the Person of the Year Award.

The Jansky Award, named after the late Bill Jansky, recognizes individuals for their community service. Nominations will be accepted until Feb. 28. The recipient will be honored at a meeting of the organization and their name added to the plaque, which is located in the main hall of the Riverside Township Hall.

The Person of the Year Award recognizes someone who has shown exemplary volunteerism for benefit of the community over a long period of time. Nominations will be accepted until the end of April.

The Person of the Year will ride in the July 4 parade in Riverside and honored at a dinner held at the Riverside Golf Club in the fall.

Sears remains alive as a company, at least for now, after a U.S. Bankruptcy Court judge in New York on Feb. 7 approved the sale of the company’s assets, which include some 425 Sears and Kmart stores, to a firm affiliated with Sears Chairman Eddie Lampert’s hedge fund, ESL Investments.

Despite strong protests from a committee of creditors, who argued the company had no future under Lampert’s leadership, and a last-minute salvo from U.S. Senator Elizabeth Warren, Judge Robert Drain appears to have had the company’s roughly 45,000 employees in mind when he made his decision to accept Lampert’s $5.2 billion bid.

“You haven’t analyzed how many of those people live week to week on their salary – or you don’t care,” Drain reportedly told an attorney representing creditors who favored liquidating the company, according to a report by CNBC. Warren, who has announced her candidacy for president of the United States in 2020, sent a letter to Lampert on Jan. 30 demanding answers to questions of how the chairman intends to keep Sears afloat after guiding it to its present state.

“As chairman of Sears for 14 years, you have made more than a billion dollars off of the company while burying it in debt, closing stores and firing hundreds of thousands of workers,” Warren wrote. “As chairman, you made a series of decisions that benefited you, your hedge fund and other investor’s short-term profits at the expense of the company’s long-term success and its workers.”

Earlier in January, the committee of creditors charged that Sears’ position “was precipitated by years of misconduct by Lampert, ESL and others against its creditors.”

But ESL Investments argued in a court filing that the company had done its due diligence in making its bid offer and improved that offer to meet the demands of Sears Holdings.

The new company under Lampert’s direction would be able to meet its debts and still own valuable brands such as Kenmore, Die Hard and others. The company would also benefit going forward by operating fewer and smaller stores, ESL’s court filing maintained.

ESL also complained about the committee of creditors’ “ceaseless attempts to stop the proposed sale at any cost” and calling their criticism of Lampert’s bid “self-serving bombast.”

While Judge Drain recognized the “verbal abuse” Lampert endured, according to CNBC, and ultimately went with Lampert’s bid for Sears’ assets, Drain remarked that Lampert “has the opportunity not to be a cartoon character … he should do that.”

What that means, for now, is that the Sears store at North Riverside Park Mall will remain open in its present, downsized form in the upper floor of the north anchor space at 7501 Cermak Road.

The store reduced its size by half at the end of 2017 in order to pave the way for Round One, a family entertainment/ amusement complex that occupies half of the anchor space’s lower level.

The anchor property is owned by Seritage Growth Properties, a real estate investment trust that Sears Holdings created in 2015 to buy 250 Sears and Kmart locations. The goal was to close or downsize the stores at those locations and lease space to new, higher-paying tenants.

Lampert is also chairman of Seritage.

Girls hoops teams ready for playoffs Each area team has enough talented players capable of taking over a game

ith all due respect to the time-honored tradition of the NCAA men’s basketball tournament affectionately known as “March Madness,” Illinois high school girls basketball teams can’t wait that long to get it on the hardwood.

A “February Frenzy” of IHSA games begins this week with single-elimination tournaments at all four class-levels. And while plenty of drama and excitement are a given, the best teams don’t always win championships which adds further intrigue.

The Nazareth Academy, Riverside-Brookfield, Fenwick, Lyons Township and Trinity teams all have postseason aspirations. Despite difficult draws, all these squads have enough talent to make a run in the postseason. Here’s a scouting report on each team.

Nazareth Academy With a school-record 31 wins and a 3A state runner-up finish last season, the Roadrunners’ goal this year is reaching their ultimate goal of winning a state championship.

Fresh off a superb regular season despite facing excellent competition, Nazareth (263) appears on course for another extended stay in the playoffs. Harvard-bound Annie Stritzel, one of the best all-around and clutch players in Illinois, leads the team.

“Our thoughts about the playoffs haven’t changed,” Stritzel said. “We believe we are a state-title contending team and we are going to take it game by game. We know it’s not going to be easy, but we are going to put everything in to getting back to where we were last year. Only this time, we want to finish the season with a win.”

Stritzel, along with teammates Kaylen Evans and Jovanna Martinucci earned allconference honors in the East Suburban Catholic Conference. Francesca Metz, Sophia Cullotta and Caroline Workman lead a solid supporting cast of players.

In addition to their tremendous roster, the Roadrunners’ head coach Ed Stritzel (Annie’s dad) is good as it gets. Factoring in the considerable losses of Alyssa Geary and Marissa Metz to graduation last year, the veteran coach has successful tweaked the team’s style of play to better suit this year’s group. With a smaller lineup, Stritzel has employed five or six different defenses to present opponents with multiple looks.

Offensively, the team plays up-tempo basketball.

“I think our team made a lot of strides this season,” Evans said. “We’ve shown a lot of people who doubted us that we are still a really good team despite our lack of height.”

Nazareth is the top-seeded team in the Fenwick Sectional. A sectional finals showdown against the host Friars is probable.

Riverside-Brookfield In recent seasons, two narratives have been common regarding the Bulldogs. The team typically racks up wins in bunches and fares well in Metro Suburban Conference play during the regular season; however, the postseason is much more problematic due to tough draws.

The first pattern held true this winter as RBHS went 19-10, highlighted by a 10-2 re-

cord and league title in the Metro Suburban Conference.

Unfortunately, the Bulldogs landed in the same stacked 4A sectional this season as state powers Montini, Whitney Young, Benet Academy, St. Ignatius and Simeon.

The players are not looking too far ahead.

“My personal goal is just to win the game in front of me BRENNA LOFTUS no matter how far RBHS forward we go,” sophomore forward Brenna Loftus said. “We played as hard as we could this season, and the playoffs will be a good challenge for us.”

The Bulldogs’ formula for success features an aggressive style of play at both ends of the floor. Loftus and Sarah JnoBaptiste are the team’s top stat-sheet stuffers (particularly on offense), but Mary Maloney, Leah Rettke, Georgiana Gomorczyk and Angelina Ocampo have been productive players as well.

“I think we played very well as a team in the regular season and we will continue to do so in the playoffs,” JnoBaptiste said.

“My goal for the playoffs is to get as far as we can and to play hard.”

RBHS, the 13th seed in the Hinsdale South Sectional, open the playoffs against Curie in the quarterfinals of the Argo Regional.

Fenwick notched notable victories over Bogan, Marian Catholic, Peoria and Stevenson. The Friars also lost close games against Loyola, Montini, Fremd, Benet and New Trier -- all state title contenders.

Fenwick coach Dave Power is confident that the rigorous schedule will benefit the Friars in the 3A tournament.

“We feel we’re playing very good basketball at the right time of year,” Power said. “This is why we play an unbelievably challenging schedule. We put the team through a lot of battles to try to get ready for the war. We’ve seen it all and feel we’re able to adjust.”

Maggie Van Ermen, Lauren Hall, Sheila Hogan, Lily Riordan and Katie Schneider have been solid contributors, while freshmen Elise Heneghan and Audrey Hinrichs have infused the Friars with exciting, young talent.

Although senior guard Gianna Ortiz did miss several games with a severe ankle sprain late in the season, the Friars’ floor general is should be good to go for the state tourney.

“It’s so much fun playing on this team because we all work so well together,” Hall said. “We played many tough games during the regular season and grew a huge amount from each one. We’re excited for the upcoming games.”

Heneghan, Ortiz, and Van Ermen were named to the Girls Catholic Athletic Conference Red all-conference team.

“We’re more balanced this year, which makes it harder for teams to stop us,” Power said. “The players and staff have worked hard to prepare for the second season.”

Lyons Township Winners in four of five games to close the regular season, the Lions (13-13) enter the 4A state playoffs with confidence and momentum under first-year coach Meghan Hutchens.

“We are starting to put a few key parts of our game together,” Hutchens said.

“We are learning from our mistakes and moving forward through the season.

We can hopefully continue playing good basketball into the postseason.”

The Lions’ top player is Lily Courier.

She finished the regular season with double-doubles of 16 points and 15 rebounds against Oak Park and River Forest and LILY COURIER 15 points and 11 boards against Hinsdale LTHS forward Central. Kelly Carlson, Lindsey Hahn and Elli Kosanovich are other notable contributors.

“We had spurts of great moments on offense,” Hutchens said after the Lions’ 53-52 win against OPRF. “Oak Park is a respectable team, but we shouldn’t have let them back into the game in the fourth quarter.”

LTHS is the No. 12 seed in the Hinsdale South Sectional.

Trinity With a new head coach in Kim Coleman and largely young and inexperienced team, this season figured to be transitional one for the Blazers. To complicate matters, Trinity suffered a major blow before the start when promising junior guard Dayjah Chimelewski tore her ACL and missed the season.

Her loss redirected responsibility on the shoulders of junior guard Zee Stafford and sophomore forward Makiyah Williams.

Williams produced several outstanding game performances that cemented her status as one of the state’s top recruits in the Class of 2021. She’s the type of impact player that can power Trinity to some upset wins in the tourney.

Sophomores Savannah Childress and Maddie Miller and juniors Claire Hanley and Lauren Saleh also showed signs of progress. With only two seniors on the roster, coupled with the expected return of Chimelewski next season, the Blazers’ future appears bright.

Brock Hoyd is a building block for the future of the RiversideBrookfield High School wrestling team. His current status looks bright as well after the freshman won three matches to take second in the 120-pound weight class at the De La Salle Sectional over the weekend.

Hoyd pinned Rich East’s Jay Myles and St. Ignatius’ John Moroney in the opening two rounds of action. In the semifinals, he edged Francisco Mani of Washington by an 8-6 decision. Anthony Schickel of Oak Forest (40-1) ended Hoyd’s bid for a sectional title by pinning him at 1:04 in the final.

Hoyd (27-14 this season) also placed second in regional competition.

Senior Dominick Rowe and sophomore Edwin Valdes also competed at the sectional for RBHS. Rowe (19-13) split four matches (all determined by a fall), while Valdes (16-18) lost a

Villareal (30-20) fared the best of the three grapplers with two wins via major decision and decision in the 120-pound class. Hillard (18-11) and Bergman (159) both went 1-2 in their matches at 113 and 220 pounds, respectively.

RBHS boys basketball Balanced scoring is a given for the Riverside-Brookfield High School boys basketball team. But the Bulldogs, who have won nine games in a row, put away St. Francis and Oak Lawn with suffocating defense.

RBHS (22-4, 9-1 Metro Suburban Conference) built a commanding 59-24 against St. Francis after

three quarters en route to a 66-46 victory on Friday, Feb 8. Senior Andrew Veon led the way with 16 points and nine rebounds, while Patrick Hanley and Charles Terry scored 14 and 11 points, respectively.

Against Oak Lawn, the Bulldogs held the host Spartans to four points in the third quarter of a 7048 win on Tuesday, Feb. 5. Senior guard Zach Vaia scored 20 points and handed out five assists, while Vaia finished with 12 points and 12 rebounds. Hanley (12 points) and Terry (11 points) also reached double figures in scoring.

Fenwick boys basketball Sophomore forward Bryce Hopkins had a huge game with 29 points, 11 rebounds and four assists in the Friars’ 74-62 win over visiting St. Laurence. Freshman Trey Pettigrew had 16 points, five rebounds and three assists, while Lucas Kolovitz recorded a doubledouble of 13 points and 10 boards.

Solomon Oraegbu contributed 10 points and nine rebounds.
