Riverside residents on March 20 reaffirmed what they have expressed vocally over the past two years on the subject of video gambling, with 76 percent voting to prohibit it via an advisory referendum on the primary ballot. With all eight precincts reporting, unofficial totals showed that in response to the question “Should the village of Riverside allow video gambling?” the antigambling vote topped the “yes” vote by 2,069 to 652. While the referendum won’t ensure that the subject will never surface again in Riverside, the result sends a certain message to village leaders, said Cristin Evans, one of a core group of video gambling opponents who pushed hard for the “no” vote. “The message is clear,” Evans said. “The community does not think video gambling is right for the village.” Evans said she hoped the result would inform future decisions on the subject by the village board. “However, it is non-binding, so ultimately it’ll be See GAMBLING on page 8

Edward Meksto, 94, retired United pilot was Riverside president Served for 16 years in village government

Edward Meksto, the only three-term village president in the history of Riverside, died March 20, 2018. He was 94 years old. Mr. Meksto spent 17 years as an elected official in Riverside, serving first as a trustee from 1972-77 (he was first appointed in 1972) and then as president from 1977 to 1989. He was the village board’s liaison to the Riverside Centennial Committee in 1975, and upon retiring as an elected official in 1989, Mr. Meksto was named Riverside Township Person of the Year by the Lions Club and Chamber of Commerce. “We just loved the town,” Mr. Meksto told the Landmark in a 2017 interview prior to him being honored for his military service at the Riverside Memorial Day ceremony. Meksto and his wife, Esther, moved to Riverside in 1962 after Esther read an article about Blythe Park School in Life Magazine. “I didn’t want a subdivision,” Mrs. Meksto said. “I mostly wanted a small-town community with a village feel.” The couple bought a home across the street from Blythe Park School, living there for 30 years. In recent years, they split their time between homes in Palm Beach, Florida, and an apartment in Hinsdale. Mr. Meksto had a 33-year career as a commercial airline pilot, first for Capital Airlines – where he met his wife, who was a flight attendant – and then with United Airlines, which merged with Capital in 1961. He learned to fly while serving in the U.S. Marines during World War II. Meksto enlisted shortly after the Japanese bombed Pearl Harbor but wasn’t commissioned a 2nd lieutenant until 1944, when he underwent training to be a B-25 bomber pilot. He shipped out to the Pacific in 1945 and piloted a handful of bombing runs over Rabaul, a Japanese-held stronghold, before being transferred to the Philippines to train for the invasion of Japan. “While we were en route … that’s when they dropped the big one,” Mr. Meksto said of the nuclear bomb dropped on Hiroshima. He spent several months as a pilot after the war transporting troops, and he was recalled

Brookfield police are investigating two incidents last week where gunshots were fired, possibly randomly, during the early morning hours of March 21, in the 2900 block of Prairie Avenue and the 3500 block of Sunnyside Avenue, where a van was struck by two bullets. According to police, a witness reported hearing two gun shots at about 3:40 a.m. The witness reported looking out a window and seeing two figures inside a dark vehicle parked at 29th Street and Prairie Avenue. They left the scene, southbound, at a high rate of speed, according to the witness. Police later recovered a .38-caliber shell casing lying in the middle of 29th Street between Prairie and Forest avenues. That same morning at about 4:30 a.m., someone called police to report hearing a gunshot in the vicinity of Sunnyside Avenue and Grand Boulevard. At the time, police did not find any evidence of shots being fired. However, at about 6:40 a.m., police got a call from a resident of the 3500 block of Sunnyside, reporting that there was a bullet hole on the driver’s side of his van. Investigators later determined that two bullets had struck the driver’s side of the van. One bullet hit the driver’s side door, while another hit the rear driver’s side quarter panel. Police recovered both bullets from the vehicle and determined they had been fired by a .38-caliber or 9 mm weapon.
Riverside closes robbery case Riverside police announced on March 19 that detectives were closing their investigation into an alleged robbery that took place at 8:15 p.m. on Feb. 28 on Forest Avenue near the Des Plaines River. A 16-year-old boy reportedly told police that he was jogging eastbound from in front of Riverside-Brookfield High School across First Avenue to Forest Avenue, where he continued down the north side of the street. The victim alleged that three people emerged from the woods and attempted to rob him at knifepoint. Police said the victim’s parents have prevented police attempts to re-interview him and that they have signed a “failure to cooperate agreement.” Police also stated that they had been able to obtain surveillance video from RiversideBrookfield High School. The juvenile victim is never seen jogging past the school on the date of the alleged incident, police said. “The case is being closed administratively and detectives are no longer actively investigating this crime,” police said in a press release.
One more time A 46-year-old Chicago man arrested for driving under the influence of alcohol and drugs in Riverside on March 24 had been charged with the same offense – by the same cop and in the same location and stopped for the same reason – in 2011, according to police. The officer stopped James Fernandez Sr. on March 24 at about 2:20 a.m. after reporting that his vehicle was traveling 55 mph in a 30 mph zone while southbound in the 3300 block of Harlem Avenue. Fernandez finally pulled over in the 7300 block of Ogden Avenue. According to police, Fernandez was combative with officers, who had to take him to the ground to place him into custody. Police charged Fernandez with both driving under the influence of alcohol and drugs (he reportedly mixed alcohol with morphine sulfate and another controlled sedative) as well as resisting arrest. In 2011, the same officer pulled over Fernandez in the 7300 block of Ogden Avenue for going 51 mph in a 30 mph zone and ended up charging him with DUI.
Drugged driving Riverside police charged a 39-year-old Berwyn man with driving under the influence of drugs on March 19 at 12:25 p.m. after stopping him from driving at Herrick and Herbert roads. The driver reportedly told police he used heroin and also took Prozac. Police reported finding drug paraphernalia strewn throughout the vehicle and that the driver had been shooting up while driving through residential neighborhoods in the middle of the day. These items were obtained from police reports filed by the Riverside, North Riverside and Brookfield police departments, March 19-25, and represent a portion of the incidents to which police responded. Unless otherwise indicated, anybody named in these reports has only been charged with a crime. These cases have not been adjudicated.

Alleged online threats prompt school lockdown Dad’s posts temporarily put all D103 schools on alert

All the schools in Lyons-Brookfield School District 103 were placed on a soft lockdown Friday morning, after a parent of a student at Robinson School reportedly posted what could be interpreted as a threatening photo and messages on Facebook. Paul Chapman, 43, of Lyons, was taken into custody Friday by the Lyons Police Department and the lockdown was lifted at about noon, according to District 103 Superintendent Carol Baker. The Cook County State’s Attorney’s Office approved charging Chapman with felony disorderly conduct “for transmitting threats via social media towards faculty and students at Robinson School,” according to Lyons spokesman Ray Hanania. Screenshots of the Facebook posts, which were shared on a Lyons community page,

At a hearing on March 24, a Cook County judge set Chapman’s bond at $10,000. As of Monday morning, Chapman was still being held at Cook County Jail, awaiting a March 27 preliminary hearing, after the Landmark’s press time, at the Bridgeview courthouse. Garcia easily wins Dem race in 4th District GOP nominee Lorch, of Riverside, an underdog in November

The fall race for Congress in the 4th Congressional District is now set. Cook County Commissioner Jesus “Chuy” Garcia will face Riverside Republican Mark Lorch in the heavily Democratic district, which is centered in the heavily Hispanic Northwest and Southwest Sides of Chicago, but includes Riverside, North Riverside, and the northern part of Brookfield. Garcia (D-Chicago) rolled to victory last week in a three-way Democratic primary, capturing nearly two thirds of the vote. Garcia received 66 percent of the vote. Nonprofit executive Sol Flores received 22 percent of the vote, while Chicago Police Sgt. Richard Gonzalez received 12 percent of the vote. But Flores handily carried Riverside, where she gained a following among activists from the Indivisible West Suburban Action League group, some of whom volunteered on her campaign. “The western suburban section of this severely gerrymandered district found a voice in Sol Flores,” said Nilsa Sweetser, a founding member Indivisible West Suburban Action League and a resident of Riverside. Through numerous visits to Riverside, she
listened to our concerns and showed us we matter.” Flores won Riverside Township, which includes almost all of the village of Riverside, much of North Riverside, and the Hollywood neighborhood of Brookfield, winning 53.5 percent there compared to 35.1 percent for Garcia. Flores ran even stronger in the village of Riverside, winning most of the village’s precincts by more than a 2-to-1 margin, while Garcia carried North Riverside. But Garcia piled up big margins in the rest of the district winning 68.39 percent of the vote in the Chicago part of the district and 59.6 percent overall in the suburban areas of the district. Garcia had a huge edge in name recognition. He was the favorite in the race ever since late November when longtime incumbent Luis Gutierrez abruptly withdrew from the race and endorsed Garcia to succeed him. Garcia, 61, a resident of the Little Village neighborhood of Chicago, has been involved in Chicago progressive politics for more than 35 years. The key to Congressman Dan Lipinski’s narrow primary victory over Marie Newman in a hard-fought primary for the Democratic nomination in the 3rd Congressional District was Lipinski’s strong performance in the Chicago portion of the district, which stretches from the Bridgeport neighborhood of Chicago southwest to near Joliet. Lipinski (D-Western Springs) edged Newman by only 2,202 votes, winning 51 percent of the vote to Newman’s 49 percent. Lipinski built a margin of 5,041 votes in the Chicago portion of the district, which Newman couldn’t quite overcome despite her strong showing in the suburbs. Lipinski’s best performance came in Illinois House Speaker Mike Madigan’s 13th Ward. The incumbent won the 13th Ward by 2,624 votes, more his overall margin of victory in the race. Lipinski also ran strongly on his former home turf of the 23rd Ward, where his father was once the alderman capturing 59.53 percent vote of the vote.

Lipinski also received outside help. During the weekend before the primary the anti-abortion group, the Susan B. Anthony List, spent about $120,000 to send 70 canvassers to knock on the doors of 17,000 prolife Democrats and to pay for digital ads. Overall it is estimated that about $1.1 million was spent by outside groups helping Lipinski. In the November general election, Lipinski will face Art Jones, a perennial candidate who has views that have been characterized as neo-Nazi. Jones received 20,339 votes running unopposed in the Republican primary. Jones’s candidacy has been disavowed by state Republican leaders. The district is considered by political observers a safe Democratic seat. Lipinski said that he has not yet decided whether he will debate Jones. “I think it’s unfortunate that he has received as much publicity as he has, the national publicity especially,” Lipinski said. “I think that giving his views less air time, less print is better, but we’ll see as we move to the November election what exactly we’re going to do with that.”

Navarro, Vahey win county judicial primaries Barrido, Reggi, O’Meara come up short in Democratic races

Two Riverside residents were victorious in judicial elections in the March 20 Democratic primary election, while two other Riversiders and a public defender from Brookfield lost their judicial races. In the Cook County 4th Subcircuit race, Judge David Navarro, who was appointed the bench last year, defeated Countryside lawyer Caroline Jamieson Golden, who had the party’s endorsement. Navarro won with nearly 56 percent of the vote. Kathryn Maloney Vahey, a public defender from Riverside, is on her way to becoming a judge. Vahey was one of only two judicial candidates running countywide to win despite not being slated by the Cook County Democratic Party. She has no Republican opponent in the fall. Vahey defeated Judge Oran F. Whiting and prosecutor John Maher, receiving 44 percent of the vote. Whiting had the endorsement of the Cook County Democratic Party and the Chicago
Tribune although the Tribune also praised Vahey. Last week, Vahey was still absorbing her victory. “I’m thrilled and I’m still kind of taking it in,” Vahey said. “I’m excited, but it’s KATHRYN so new that I’m MALONEY VAHEY trying to adjust to the reality of it.” Jerry Barrido, a public defender from Brookfield, finished a distant second in his countywide race, losing to Judge Clare Joyce Quish. Quish won nearly 65 percent of the vote, while Barrido received just 22 percent and Patrick John got 13 percent. Barrido had teamed up with Vahey and another countywide primary winner, Kathleen Lanahan, but he could not overcome a challenger who was endorsed by both the Cook County Democratic Party and the Chicago Tribune.
In the closest race involving local candidates, Elizabeth Ciaccia-Lezza, a sex crimes prosecutor from Westchester, edged Riverside resident Judge John Andrew O’Meara by 770 votes in a fourDAVID NAVARRO way race. O’Meara had been appointed to the 4th Judicial Subcircuit of Cook County in 2016. Ciaccia-Lezza received 13,485 votes, 34.89 percent of the total, to O’Meara’s 12,715 votes, 32.9 percent. Riverside resident Martin Reggi finished third in the race, with 17.71 percent of the vote. It was his second attempt to become a judge. Danny Collins from La Grange received 14.4 percent. Reggi was the endorsed candidate of the Democratic township committeeman of the district. The 4th Subcircuit runs from Worth in the south to Franklin Park. Ciaccia-Lezza faces
no Republican opponent in the November general election. Ciaccia-Lezza was endorsed by 12 west suburban mayors, including Hubert Hermanek Jr. of North Riverside, and she was the only women in the four-candidate field. “I think being a woman is an advantage of sorts when going up against three men,” O’Meara said. “That is a factor in this race.” Having two candidates from Riverside in the same race hurt both O’Meara and Reggi. In Riverside Township, which includes Riverside, part of North Riverside, and the Hollywood neighborhood of Brookfield, O’Meara and Reggi split most of the vote, with O’Meara winning 37 percent to 35.5 percent for Reggi. “Mr. Reggi and I were, to a certain extent, going after the same votes here in Riverside, and that probably did not work to my benefit in this race,” O’Meara said. O’Meara will remain a judge at least until December. O’Meara could remain on the bench past December if he is appointed to be an associate judge. There are currently 17 vacancies for associate judges in Cook County.
Pritzker carries Brookfield, North Riverside in guv race By BOB SKOLNIK Contributing Reporter
The Democratic primary race for governor was closer in the local area than it was statewide. J.B. Pritzker easily won the Democratic nomination with 45.2 percent of the vote statewide, compared to 26.6 percent for state Sen. Daniel Biss and 24.3 percent for Chris Kennedy. But, in Riverside the order of the top-three candidates was reversed. Kennedy carried the village of Riverside with 39 percent of the Democratic vote, while Biss received a little more than 31 percent and Pritzker received just 26 percent. However, Pritzker carried Brookfield and North Riverside. In Brookfield, Pritzker received 35 percent of the vote to 33 percent for Biss and 29 percent for Kennedy. Pritzker carried North Riverside by a bigger margin, but still less than his statewide margin. Pritzker received 40 percent of the vote in North Riverside, compared to Kennedy’s 30 percent and Biss’ 27 percent. Statewide, Pritzker seemed to do best in less affluent areas, piling up huge margins in pre-
dominately African-American wards in Chicago. The Republican race for governor was as close in the local area as it was statewide. Incumbent Governor Bruce Rauner held off his conservative challenger, state Rep. Jeanne Ives, by less than 20,000 votes receiving 51.4 percent of the vote to 48.8 for Ives. Locally, Rauner carried Riverside and North Riverside by small margins, while Ives had a slight edge in Brookfield. Rauner did best locally in Riverside winning 52.2 percent of the vote there to 47.8 percent for Ives. In North Riverside, Rauner edged Ives by just four votes, 172 to 168. In Brookfield Ives received 51.5 percent of the vote to 48.4 percent for Rauner. As it was statewide, turnout was much heavier in the Democratic primary than it was in the Republican primary. Across Riverside, North Riverside and Brookfield more than three times as many people voted in the Democratic primary than the Republican primary. There also were more contested races on the Democratic ballot, including races for judge, which may have influenced some typical Republican voters to take a Democratic ballot.

Builder gets OK to work up plans for bowling alley site Preliminary development agreement gives Tartan Builders head start

Brookfield trustees earlier in March unanimously voted to approve a preliminary redevelopment agreement with Tartan Builders, giving the company a leg up – at least in the short term – on transforming the long-shuttered Brookfield Bowl, 3415 Maple Ave., into a viable development. The agreement essentially ensures that Tartan Builders can act as the exclusive developer of the property, which is owned by the village, for the 60-day term of the agreement. The agreement became effective March 12. “My expectation is that Tartan Builders will have a more detailed proposal and concept,” said Nicholas Greifer, the village’s director of community and economic development. “It gives them a chance to do their due diligence with more certainty

that they’d be contenders down the road as the developer.” In seeking the agreement, Tartan presented two concepts to trustees in February. The first was a three- to five-story mixed use development with commercial uses on the ground floor and residences above. The second was an active senior living facility. The firm indicated that other parcels could be assembled to create a bigger footprint for a new development. During the period of the agreement, Tartan Builders is expected to flesh out a more detailed development plan. Greifer said his department is trying to expedite the process for developing the property, which could provide a shot in the arm for the Eight Cor ners area, which the village board made a tax increment financing (TIF) district in 2016. The group also raised about $300, which paid for some 2,500 door hangers. The group recruited volunteers to go door to door placing the anti-gambling door hangers at residences throughout the village prior to Election Day.

lage’s recently adopted comprehensive plan, which sees the area as a candidate for increased pedestrian-oriented commercial and increased-density residential development. Should the village like what Tartan Builders has to offer when the preliminary agreement expires, it may choose to issue a public request for proposals for the site. Because that proposal submittal period is unlikely to be lengthy, Tartan Builders’ work during the two-month preliminary agreement will give them a head start. “Even though it’s not close to a train line, I think we have a good shot at getting one or two developers to take a look at the bowling alley,” Greifer said. The village used a similar method for its property at Ogden and Eberly avenues, which eventually led to the construction of a Sherwin Williams paint store on the formerly village-owned parcel.
Brookfield also sought proposals late last year for its Congress Park TIF property at 4000 DuBois Blvd. The village previously had a preliminary development agreement in place for that property with the firm Troutman and Dams, which had pitched two apartment buildings for the location. The village is close to finalizing a formal redevelopment agreement with Troutman and Dams for the Congress Park TIF property. The village board was expected to take a look at the proposed agreement on March 21 in executive session, but that didn’t happen. With a shakeup in village management, said Greifer, the board probably won’t review the proposed Congress Park TIF redevelopment agreement until later in April. “I’m confident we’re close and that we’ll have something that’s a win-win for the village and the developer,” Greifer said.
Hernandez hangs on in 24th Statehouse District Incumbent beats back strong challenge from Berwyn resident By BOB UPHUES Editor
Elizabeth “Lisa” Hernandez, who has served as the state representative in the 24th District since 2007, survived a strong challenge by Berwyn resident Robert Reyes to remain the Democratic Party’s nominee for the general election in November. The March 20 primary election win essentially means Hernandez, a Cicero resident, will retain her seat in the Illinois House for another term. There is no Republican candidate slated in the 24th District, which includes portions of Chicago’s Southwest Side, Cicero, Berwyn, a sliver of Riverside along the BNSF tracks and a portion of Brookfield. Unofficial vote totals, with all 61 precincts reporting, showed Hernandez taking 57.5 percent, or 6,219 votes, to Reyes’ 4,578. The win marked the end of a sometimes nasty campaign in which a former suburban political backer of Hernandez, Berwyn Mayor Robert Lovero, threw his weight behind Reyes, a real estate professional. The race was a repeat of the 2012 Democratic primary in the 24th District – when Reyes positioned himself as an outsider
and Hernandez had the support of Lovero. Hernandez lost that backing in 2017, when she broke ranks and endorsed Berwyn City Council candidates from slate challenging Lovero’s Democratic Citizens of Berwyn. However, Hernandez had the backing of powerful Illinois House Speaker Michael Madigan, whose political committees pumped thousands of dollars into her campaign. Still, the loss of political support in Berwyn had some effect on the totals. In 2012, Hernandez breezed to a win over Reyes and a third candidate, garnering 70 percent of the vote in the suburbs. Reyes took about 28 percent of the suburban total in 2012. Back in 2012, Hernandez defeated Reyes by a comfortable margin of nearly 600 votes in Berwyn. Six years later, with the mayor swapping endorsements, it was Reyes who captured the majority in Berwyn, though only by a slim 60-vote margin. Hernandez on March 20 carried every other suburban precinct she represents in her hometown of Cicero, Riverside, Brookfield and Stickney. She also won 55 percent of the votes in 24th District precincts in the city of Chicago.

Brookfield agrees to severance deal with former manager Package includes three months’ pay, plus sick and vacation time By BOB UPHUES Editor
Without comment on March 26, Brookfield’s village trustees voted unanimously to approve an employee resignation and release agreement with former Village Manager Keith Sbiral, who resigned earlier this month after a roughly fouryear run as Brookfield’s top staffer. The terms of the agreement state Sbiral will receive a severance package worth $113,630, which includes vacation and sick time he is owed per the village’s personnel code, as well as 90 days’ salary. The terms of the agreement were negotiated by the two sides prior to Sbiral’s official resignation on March 15. A resignation from Sbiral, which is included as a part of the agreement, indicates that his last day on the job was March 13, and
he was absent from the village board’s March 12 regular meeting. “As I move into the next phase of my career I’ll carry with me a wealth of experiences, opportunities and knowledge that I gained from my time in Brookfield,” Sbiral wrote. The resignation letter thanks Riccardo Ginex, who brought Sbiral on as assistant village manager in 2006, and called the village hall staff “second to none.” “You have some of the greatest human resources anywhere I’ve worked,” Sbiral wrote. “I will miss working with the village hall team.” Attempts by the Landmark to contact Sbiral for comment were unsuccessful. The agreement also includes a letter of reference from Brookfield’s human resources director, which is positive
and complimentary. The letter states that Sbiral “significantly improved village services to its residents through technological advances, management of the village’s departments and community relations.” In addition, the letter of reference points out that Sbiral “received excellent performance evaluations and earned the respect of his department heads and village officials.” Village President Kit Ketchmark declined to talk further about the terms of the agreement or the events that led up to Sbiral’s departure. The resignation agreement also includes a “non-disparagement” clause, prohibiting either side from making any adverse statements about the other, including to members of the news media.

‘Jumping right in’ from page 1 Jay’s name came up all over the place,” said Brookfield Village President Kit Ketchmark of his inquiries into who might be able lead staff during the transition. “He brings tremendous knowledge to the table. I think he’s really going to help.” He steps into the breach created earlier this month when Keith Sbiral resigned as Brookfield’s village manager as part of a mutual agreement between him and Ketchmark. The village board also approved a formal separation agreement with Sbiral on Monday night. Dalicandro, 60, is well-known to several Brookfield officials through professional associations like the West Suburban Municipal Conference and due to his work in Elmwood Park, where the village of Brookfield’s legal counsel, Storino, Ramello and Durkin, also serves as that village’s law firm. Retiring in 2012 after serving for more than 23 years as village manager of Elmwood Park, Dalicandro has spent the past four years serving as a consultant for municipalities in the midst of a management change. Dalicandro described himself as “a good crisis manager and communicator.” For the past nine months, Dalicandro has worked as a management consultant in the village of Westchester, whose board removed its village manager from office last summer.

TRANSITION TEAM LEADER: Former longtime Elmwood Park Village Manager Jay Dalicandro will help Brookfield officials recruit a new village manager and manage village staff and projects during the next two to four months. In that capacity, Dalicandro helped recruit a new village manager. Dalicandro’s last official day on the job in Westchester is March 31. Prior to that, Dalicandro was called in to guide the staff in Bensenville after a shakeup in that village removed three top officials. Dalicandro said he still works with the village of Bensenville as a mentor to its new manager and as a consultant on special projects. Of his role in Brookfield, Dalicandro said
he’s confident he’ll be able to help the village transition smoothly to a new manager. “I don’t think it’s unique,” Dalicandro said. “It’s a matter of keeping everything together, making sure the staff is comfortable and have continuity.” Dalicandro said he also does work for the village of Schiller Park, providing economic development consulting services. For the past 10 years, Dalicandro has served on the Cook County Sheriff ’s Merit Board, which oversees disciplinary hearings for Cook
County Sheriff ’s Police, Forest Preserve District Police and corrections officers. The consulting services agreement approved by the village board on Monday calls for Dalicandro to be paid $4,000 per month. He will work about three days a week. Both Dalicandro and Ketchmark said they believed the transition to a new manager would likely take three or four months. “I learned a lesson in Westchester,” Dalicandro said. “The first thing you have to do is have proposals from search firms quickly.” With that in mind, Dalicandro said he already has proposals in hand from search firms. Ketchmark said about six firms will be considered for the search. Firms charge between $15,000 and $30,000, said Ketchmark. Dalicandro is expected to make a search firm recommendation to village board members at their next meeting on April 9. In addition to assisting in the search for a new village manager, Dalicandro will have a hand in helping the fire department transition to a new chief. Patrick Lenzi will retire as fire chief at the end of April, and Ketchmark said his plan is for a permanent replacement, hired from the department’s ranks, to start right away. Dalicandro will also help the village determine how to best reorganize the recreation department. The department’s longtime de facto leader, Program Coordinator Mary Pezdek, retired earlier this month, leaving just a part-time employee working for the department on the cusp of its busy season. “He’s jumping right in,” Ketchmark said of Dalicandro. “He brings years of experience and lets us keep moving.”

Brookfield kicks off 2018 road work soon More than $4.4 million in improvements slated this summer

Temperatures outside may not make it feel like summer road construction season yet, but the season is upon us and signs of the work will start popping up in Brookfield very soon. Preliminary work, including tree protection measures, tree removals and pavement saw cutting will begin as early as this week in some of the dozen or so areas targeted for street resurfacing or reconstruction. By April 2, said Village Engineer Derek Treichel, repairs to sewer drainage structures will begin, beginning in earnest the third year of work funded through a $22 million bond issue approved by Brookfield voters in 2016. Earlier this month, the Brookfield Village Board of Trustees awarded a roughly $4.4 million construction contract for the street improvements to West Chicago-based Triggi Construction, which submitted the lowest of 10 bids for the work. Triggi’s bid was almost $900,000 (about 16.6 percent) below the village engineer’s estimate for the work, the third consecutive street bid to come in under the estimated budget. “It’s the village’s decision,” said Treichel, “but with any leftover funds, the village would probably apply them to streets that were not part of the referendum [plan].” The streets targeted for basic resurfacing this year include Cleveland Avenue, from Grand Boulevard to 31st Street; Lincoln Avenue, from Madison to Maple; and Riverside Avenue, from Arden to Hollywood. Work there will also include removal and replacement of deteriorated sections of curb and gutter, the removal and replacement of some sidewalks and driveway aprons. Windemere Avenue, from Vernon to Prairie, will be reconstructed, with complete curb and gutter replacement. Streets that will be widened to 25 feet, in addition to being resurfaced and/or reconstructed with full curb replacement, will be Jackson Avenue, from Cleveland to Grand; Elm Avenue, from Brookfield Avenue to Fairview; Park Avenue, from Brookfield Avenue to Grand; Rosemear Avenue, from Brookfield Avenue
to Washington; Parkview Avenue, from Arden to Rosemear; McCormick Avenue, from Southview to Riverside Avenue; Vernon Avenue, from Ogden to Burlington; and Elm Avenue, from Ogden to Shields. In addition to those streets, which should be completed in mid-September, the village will also undertake two street projects funded in part by federal grants. Elm Avenue, from Monroe to 31st Street will be reconstructed and widened to 25 feet, with full curb and gutter replacement. The work will cost an estimated $750,000 and is being funded in part by a federal $200,000 Community Development Block Grant. Referendum bond funds will pay for the remainder of that cost. Also getting resurfaced in 2018 will be Custer Avenue from Ogden to 47th Street, a combined project with the village of Lyons. About 75 percent of that project is being funded by Surface Transportation Program funds through the Federal Highway Administration. The village’s share of the cost will be about $200,000. The Illinois Department of Transportation is handling bids and construction contracts for both the Elm Avenue and Custer Avenue work, so those projects will begin and end a bit later than Brookfield’s referendum-funded work. Finally, the bond-funded improvements this year will include repaving the main parking lot at Ehlert Park, on the west side of the park at Congress Park Avenue. The parking lot, which has not been resurfaced in more than two decades, will be excavated and completely reconstructed. The parking lot work is scheduled to take place between July 5 and Aug. 15. Also on March 12, the village board voted to award a $327,800 engineering services contract for the 2018 street improvements to Hancock Engineering Co. The village is expected to issue a second round of bonds, in the vicinity of $6 million to $7 million to fund a portion of the 2018 work and work in the coming couple of years. Brookfield issued $9 million in bonds prior to the 2016 project. The village is expected to issue the balance of what’s left of the amount approved by the referendum in 2020.

Remembering Aunt Diana’s runaway bunny
T
his will surprise no one who has read this newspaper with any regularity in the past, but we’re not exactly thrilled that the village of Riverside is dipping its toes in the red-light camera waters again. A little more than a year ago, this newspaper published a fairly comprehensive look at red-light cameras along Harlem Avenue from North Avenue to Cermak Road. And the common denominator our investigation found was that the cameras don’t address safety so much as they address a way to raise revenue for municipalities — and one company in particular, which has cornered the suburban Chicago market — by fining the hell out of motorists. That the fines don’t affect your driving record or insurance rates — you’d face stricter consequences being stopped for speeding or running a stop sign — are a dead giveaway that the goal of these cameras is almost purely revenue. Whether the cameras have any impact on reducing crashes resulting from red-light running is questionable, but they do catch and penalize people making illegal righthand turns on red — that violation accounting for virtually all of the citations issued at intersections where these cameras are located. People turning right on red are not involved in dangerous crashes, or many crashes at all. It is a problem that didn’t need solving by mailing people $100 fines. Where in Riverside might there be enough traffic to make it worth a red-light camera company’s while — because that’s who is really making out here, the red-light company — to place one of these devices? First Avenue, at Forest/Ridgewood. Make no mistake, it’s a dangerous intersection. There have been serious, sometimes fatal, crashes near and at that particular intersection. Whether a red-light camera would have prevented many of those crashes, often involving impaired drivers or people driving at excessive speeds, is doubtful. Many municipalities argue that the red-light cameras, such as the ones at Harlem and Cermak, really don’t penalize residents, who know they are there and are wily enough to avoid tripping the shutter. The cameras mostly ensnare outof-towners, the argument goes, so the joke’s on them, ha ha. But put cameras at First and Forest/Ridgewood and what you will end up doing is mailing tickets to the parents of Riverside-Brookfield High School students who are turning right onto Ridgewood Road from First Avenue while dropping their kids off in the morning or picking them up in the afternoon. And you will fine Riverside residents heading home after work or visitors seeking to sample the splendors of Riverside’s quaint downtown, turning slowly to the right onto Forest Avenue from First Avenue. And you will be mailing $100 citations to many of the visitors heading to Brookfield Zoo. With visitors already ponying up between $16 and $22 a person, plus another $14 for parking, they — and the zoo, which is going to hear the complaints — will just adore the village of Riverside for the extra parting gift. Red-light cameras are a cash grab. Don’t do it.

he story has been told before in this column, but it is one that is timely. It could be called “The Runaway Bunny.” More than 25 years ago, Aunt Diana’s Fudge Shop in Riverside was located at 51 E. Burlington St., where Athletico is now. It was Easter time and the proprietor of the store, the late Gerry Gits, was preparing some of the chocolate delights for the season. It had been a tradition to have a large chocolate bunny in the window. The rabbit was made of solid chocolate, and like most of the candy items at the store, it was made in a mold. Most of the molds are in two pieces. The mold is fastened together and filled with chocolate, which is left to set inside the mold. On the fateful day in question, Gits put the chocolate-filled mold at the back of the store, and left it there to cool with the shop door open. It was then the heist took place. Two young men spotted the large mold, which was not light in weight, grabbed it and took off, attempting to steal it, for what purpose we will never know.
Seeing the fleeing thieves, Gits and his helper, Bob Krause, took off after the perpetrators in an attempt to save the rabbit. They caught the would-be thieves and retrieved the rabbit. The story ends with Gits not pressing charges and the chocolate rabbit serving as a window display throughout the Easter season. Since that time, many a chocolate bunny has been made in the store -- all made from the same delicious chocolate recipe that has been used for many years, placed in molds, cooled and wrapped for purchase. They come in white chocolate, milk chocolate and dark chocolate (which they say is good for you, there’s an excuse). You can get a chocolate rabbit riding a motorcycle, playing the drums or a saxophone, pushing a baby buggy and many other activities that live rabbits can’t actually perform. That is the magic of the molds. They are also in all sizes to satisfy chocolate lovers of all ages. So that is the story of the rabbit that almost got away. Now get yourself a chocolate rabbit, you deserve a treat today. By the way, which part of the rabbit do you eat first and what does that say about you? Happy Easter!

Riverside water/sewer fee not equitable While I totally agree that an additional infrastructure charge should be added to our bimonthly water/sewer bill for the additional funding needed to upgrade Riverside’s water system, I strongly object to the proposed method of an added flat fee of $30 bimonthly. Our water/sewer bills in 2017 totaled $608. This fee would represent 29.6 percent increase, while the typical Riverside customer pays $1,375, according to the article in the Landmark (Riverside imposes water/sewer infrastructure fee,” News, March 21). This increase applied to the typical user would represent a 13.1 percent increase. This does not seem fair both from the standpoint of being a senior citizen and of one that’s trying to conserve water. For the past 10 years (2007-17) our water/ sewer costs have been in the range of $331 as a low to $735 as a high. I am glad you did not decide to apply the surcharge in 2014, which was our low point. I believe a more equitable application of the $30 surcharge would be to base it on the units used. Using the village’s 5-unit minimum, charge an additional $6 per unit over the 5-unit minimum, with a minimum of $6 and a maximum of $30. This should not be difficult to do in this age of computers.
Getting in my dig of not being politically correct, the current method of a flat charge reminds me of the current tax-rate changes, which benefit the top tier to a greater extent than those below them. Please review your current methods of applying the $30 charge. I would also appreciate if my feelings were expressed to the other members of the board.

Red-light cameras for cash, not safety Ponzi up, Riverside! The camera blanketing of Riverside has taken a Hitchcockian turn – red-light cameras to fund spy cams. You gotta admire the candor: gone is all pretext of installing red-light cameras for “public safety.” The goal now is to raise cash. Cash to fund the recording of every entry and exit into our village. Creeping authoritarianism is picking up its pace – soon it’ll start breaking a sweat. Such accidents actually increased at those intersections after
cameras went in.” (Ibid) “The [2014] findings are the latest in a series of Tribune investigations beginning in 2012 that have exposed corruption, failed oversight and unfair enforcement in Chicago’s program, once held out as a model for automated traffic enforcement.” (Ibid) For a red-light camera to be a successful cash cow, two main ingredients are required.
First, an intersection with an inviting turn lane to entice rolling right stops. Second, a location that will capture non-residents almost exclusively. The intersection of Forest and First is wholly within the village. You might ensnare some visitors to the zoo, but too many travelers are going to the high school. A thorough traffic study should reveal if there
are enough non-resident drivers rolling on red to make the moo cow “moo-la.” Certainly the village board has to be open to ideas – some good, others not so much; but when “bad” turns to “worse,” it’s time to moo-ve the herd out to pasture (talking about cameras, not the village board).

ith nine sophomores on this year’s varsity roster, it’s easy to assume that the RiversideBrookfield girls soccer team may have a rough 2018. In reality, the Bulldogs have plenty of young talent coupled with good senior leadership to have a successful season. Second-year head coach Ivek Halic is looking to build on a solid 2017 campaign, during which RBHS went 11-6-2 highlighted by a second-place finish in the Metro Suburban Blue Conference. “This particular group has a lot of talent and skill,” Kalic said. “Although they are young, they possess a high soccer IQ and understanding of the game. There is a great balance of leadership among the players. We need to continue to progress as a team and individually and gain the necessary experience throughout the season.” Sophomore forward Grace Larson is the Bulldogs’ top returning scorer. She had nine goals and two assists as an all-Metro Suburban Conference player last season. Midfielder Taylor Kosiak, another talented sophomore added eight goals and two assists in 2017. Sophomore defenders Taylor Jurgens and Evie Roth anchor the backline. The aforementioned senior leadership will come from goalkeeper Emily Graham and midfielder Vanessa Fragoso. Graham, who will play college soccer at Purdue, recorded 161 saves and eight shutouts last season. Fragoso, a St. Xavier recruit, had three goals and eight assists in 2017. Fellow seniors set for key roles this year include midfielder Gabby Tarrant (8 goals last season) and forward Allie Kucera. The return of Kucera, who spent her junior year playing club soccer, is a huge addition offensively. She scored 30 goals as a sophomore at RBHS. The Bulldogs are off to a fast start this season with four shutout victories. Nazareth Academy head softball coach Emily Matthews has done a remarkable job in a short period of time. Last season, Matthews guided the Roadrunners to a 318-1 record, East Suburban Catholic Conference championship, and fourth-place finish in the Class 3A state playoffs in her second year at the helm. Despite the loss of five all-conference senior players, optimism is high as ever around the program. “We will be young, starting as many as seven underclassmen,” Matthews said. “Team speed and defense up the middle will be the key to our season. We have returning experienced players up the middle defensively. We will need big contributions from underclassmen to reach our program’s lofty goals of winning conference and returning to state.” While the Roadrunners will feature a wave of promising new players, a handful of upperclassmen return this spring. Junior catcher/infielder Jordan Barnes batted .409 with a .511 on-base percentage, three home runs, 11 doubles and 36 RBIs last season. “Jordan has started since her freshman season and will be leaned on for leadership,” Matthews said. “She has huge power and a

Despite stiff competition all season, Nazareth has established a clear and consistent agenda for every spring. “We want to win the East Suburban Catholic Conference, then advance and win the state championship,” Matthews said. “Embracing the program’s philosophies of hard work, family, caring for your teammates and giving 100 percent on the field and in the classroom also are staples.”

The Riverside-Brookfield High School boys water polo team hopes to improve on its 15-14-1 record last season. Although it’s very close currently, RBHS (8-6) appears on track for a slightly better record. Regardless of their winning percentage, the Bulldogs have made progress in terms of their play this season. They are a very good fast break team that has shown progress running plays. Six varsity players, who have been playing together for four years, have led RBHS this
spring. The only losses in terms of players this season have been 2017 graduates Joey Rosa, Jacob Ringo and Coulter Greenwell. Senior captains Charlie Robling, Matt Towner and Justin Herman have returned with plenty of time spent in the pool together. Ben Regan and Matt Harder are other returning seniors that have played key roles for RBHS. “Our team is better than last year because we have learned to play more as a team rather than just giving the ball to the best shooter,” Harder said. “To be successful, we need to communicate with each other more.” Robling added, “Our biggest strengths are

definitely our speed and endurance. Almost the whole team swims competitively. We’re constantly a threat to fast break, but if we want to stay competitive we need to become better at defending fast breaks coming from the other end.” Other contributing players include juniors Luis Flores, Elliot Royer, Will Briolat, Gilius Aleksa and freshman Dayton Gaughan. “I think some of our biggest strengths this year are our speed and team chemistry,” RBHS fourth-year coach Kevin Wolak said. “We have several experienced players so I’m excited to see what they can do. I hope we can finish over .500 and that the guys have fun. We need to improve the goalie position.” The Bulldogs will compete in the Sandburg Invite on April 13-14. RBHS then returns for home games against Bremen on April 17 and Rolling Meadows on Senior Night on April 19. Both games begin at 5 p.m. “The schedule is a little overwhelming this season,” said Harder, “but I feel playing

The Village of Riverside Open House Public Information Meeting Notice for Riverside Road/Bloomingbank Road Improvements (Metra Pedestrian Access Improvement Project) The Village of Riverside invites you to attend the Open House Public Information Meeting for the Phase I Engineering and Environmental Study for the proposed streetscape and resurfacing of Bloomingbank Road/Riverside Road from Burling Road to the BNSF Railroad. The proposed improvements consist of streetscape and resurfacing of Bloomingbank Road in front of the Train Depot and Riverside Road from Burling Road to the BNSF Railroad. Additional improvements include minor geometric modifications, pedestrian crossing enhancements, curb bump-outs, curb line modifications, and parking modifications.
