Harlem Avenue road work largely avoids North Riverside, for now

Harlem/Cermak intersection redo looks to be on tap for 2023

A roadway resurfacing project that has just kicked off for Harlem Avenue between 26th Street and North Avenue will largely avoid the North Riverside section of the roadway, for now.

The Illinois Department of Transportation on April 4 informed the village of North Riverside that it was omitting the

stretch of Harlem Avenue between roughly 21st Street and 25th Street from the resurfacing project, because that section will be overhauled in 2023.

Next year, not only will that section be resurfaced, but the intersections of Cermak Road and Harlem Avenue as well as 23rd Street and Harlem Avenue will be reconfigured to improve vehicle and pedestrian safety.

Village officials had been unsure exactly when those intersection improvements would take place – they were included on IDOT’s 2022-27 Highway Improvement Program – but now it’s clear that work is imminent.

The Illinois Department of Transportation’s resurfacing project for Harlem Avenue will continue through October. Work will avoid the area between 21st and 25th streets, which is due to be overhauled either late this year or in 2023.

IDOT, told the Landmark last week that the agency will seek construction bids for the North Riverside/Berwyn intersection configuration work in August.

“The work itself will not start until the end of 2022 or early 2023,” Castaneda said.

At Harlem and Cermak, the triangular right-turn lane islands at each corner will be removed. Each of the four approaches will be striped for dual left-turn lanes and countdown traffic signals will replace the existing ones. The intersection’s sidewalks will also be made more handicapped-accessible.

The intersection of 23rd Street and Harlem Avenue, which serves as an entry/exit into the North Riverside Plaza and Cermak Plaza shopping centers, will also be reconfigured and traffic signals will be replaced. The roadway will not be widened anywhere to accommodate the reconfigured intersections.

IDOT’s new timetable for the Harlem/ Cermak work also gives the village of North Riverside and the city of Berwyn a more exact idea of when they will lose the red-light cameras at that intersection.

In 2020, the village was informed by IDOT that the intersection improvements would trigger removal of the cameras, which have brought North Riverside

more than $13 million in revenue since they were installed in 2015.

The village will be able to reapply to have the cameras installed, IDOT told North Riverside in 2020, but local officials are not confident they’ll ever return.

Resurface going north to south Meanwhile, Castaneda told the Landmark that IDOT plans to tackle the roughly 4.5-mile Harlem Avenue resurfacing project beginning at North Avenue and then working in sections southward. The first phase of the project will involve completing the installation of ADA-accessible sidewalk ramps and replacing deteriorating sections of curb and gutter along that stretch of Harlem Avenue.

When crews do begin actually milling off the existing pavement and resurfacing the roadway, Harlem Avenue will remain open to traffic in both direction, although there may be periodic lane closures.

However, the asphalt work won’t really begin to affect travel on Harlem Avenue until later in the summer, perhaps as late as August, said Castaneda. Resurfacing work, minus the North Riverside/Berwyn section between 21st and 25th streets, is expected to wrap up in late October.

RBHS senior awarded college scholarship on national TV

Brookfield resident one of 25 awarded $40,000 during ‘Good Morning America’ broadcast

A Riverside-Brookfield High School senior was one of 27 students nationwide recently awarded $40,000 scholarships from the College Board.

Abbey Castelino learned that she was getting the scholarship on March 24 when she was one of 25 students appearing in a fiveminute live segment on the ABC television morning show “Good Morning America.”

Castelino, 17, thought she was on the show via Zoom to discuss the college application process and had no idea that she was going to receive a scholarship until they were announced on live TV. “I was like, forty thousand, are we sure about that?” Castelino told the Landmark last week in a telephone interview.

Castelino and the other scholarship winners were chosen in a random drawing after completing all six steps in the College Board’s Big Future search process. Big Future is mobile-friendly online tool developed by the College Board in 2012 to help guide students through the college selection and application process.

“They were all pretty simple tasks that you had to do,” said Castelino, who was the only $40,000 scholarship winner from Illinois.

To encourage students to complete the Big Future process, once a student completes a step the College Board enters the student’s name in a random drawing for a $500 scholarship. When a student completes all six steps, they are eligible for a random drawing to win a $40,000 scholarship.

“The more steps that students take and the earlier they begin, the more chances they have to earn money for college from Big Future,” said Richard Green, the senior director of Big Future student engagement for College Board. “What sets these scholarships apart is that there is no application, there is no test score requirement. Rather, students

are entered into the monthly drawings for scholarships when they complete actions on Big Future.”

Castelino almost missed out on appearing on “Good Morning America” and perhaps even getting the $40,000 scholarship. After her name was drawn to be one of the $40,000 scholarship recipients, an official from the College Board tried to get hold of her by phone.

However, Castelino ignored his messages because she didn’t know what they were about and she was accustomed to getting lots of emails from the College Board. Since the College Board wanted the students to be surprised on “Good Morning America” the College Board official didn’t specify why he wanted Castelino to get in touch with him.

“When we hear of College Board, we think only of AP Exams and nothing really else,” Castelino said.

After not hearing back from Castelino, the College Board official contacted her counselor at RBHS, Mike Reingruber, and told him about the scholarship. The College Board official told Reingruber not to spill the beans but to make sure she contacted him.

“I called [the College Board] and they said we want to interview kids about the college process,” Castelino said.

Castelino plans on attending Dominican University in River Forest next fall. She wants to become a pediatrician.

“I just really enjoy working with kids,” Castelino said.

Castelino’s mother, Premila, works as a nurse for the V.A., and as child Castelino would use her mother’s medical kit to play doctor with her stuffed animals.

She was also influenced by her own pediatrician, Dr. Elizabeth Smith.

“Whenever I got to see my pediatrician yearly for school, she always would remember me and she would always make everything so easy and never scary,” Castelino said.

Last summer, Castelino, a resident of Brookfield, worked in the Brookfield summer day camp as a counselor.

Castelino is an honor roll student, plays on the badminton team and is on the yearbook staff at RBHS. She was born in India and spent to first few years of her life in an orphanage founded by Mother Theresa. She was adopted when she was 4 by a couple who had grown up in India but had immigrated to the United States.

They brought her to Brookfield.

Castelino says many teachers have influenced her but specifically mentioned Lori Glazik, her eighth-grade science teacher at S.E. Gross Middle School; Michelle Carmona, her freshmen year biology teacher at RBHS; and her Advanced Placement statistics teacher, Lindsay Mynaugh, as being big influences.

“She’s the absolute best,” Castelino said of Mynaugh. “She’s always so encouraging but she’s always so chill and funny at the same time. It’s always a really fun class to go to.”

Castelino chose to attend Dominican because she was impressed by medical internship possibilities there and a simulated hospital room the school has.

She is still a bit stunned that she is getting a $40,000 scholarship, to be used over the course of her college career at her discretion, just for completing basic tasks in the college search process.

She knew she was eligible for drawings to receive some money for completing the six steps but never imagined such an award.

“I didn’t really expect to be winning the $40,000,” Castelino said. “I was like, oh, maybe I’ll get partially some of that money.”

Egg hunt in Riverside

Riverside Parks and Rec will host its annual Egg Hunt on April 9 at Big Ball Park, Delaplaine and Longcommon roads, starting at 10 a.m. sharp.

Man suspected of 2020 mall shooting arrested again Remains on electronic monitoring after new gun charge

A 31-year-old man free on electronic monitoring while awaiting trial for allegedly shooting another man inside North Riverside Park Mall in SepJAMES SUTTON tember 2020 was back in front of a judge last month after being charged with another weapons offense.

James Sutton was charged by Chicago police with being a felon in possession of a firearm after arresting him during a traffic stop on March 9, according to CWB Chicago, a news website that covers crime in the city.

Sutton reportedly was pulled over in the West Garfield Park neighborhood of Chicago for running a stop sign. When asked if there were any guns in the car, Sutton allegedly admitted there was a pistol in his jacket pocket, according to CWB Chicago, which added Sutton’s attorney said his client had permission to leave his home while on electronic monitoring.

A judge set Sutton’s bond at $150,000 for the Chicago gun charge, and the Cook County Jail’s website indicates Sutton posted bail and is once again on electronic monitoring await-

ing an April 6 hearing date at the Branch 44 courthouse in Chicago. He is scheduled for another hearing on the North Riverside incident on April 21 at the Maybrook courthouse.

On Sept. 25, 2020 Sutton reportedly shot a 27-year-old man during an altercation in the mall’s upper-level concourse near the former Sears store. The victim, who was shot once through the thigh, was hospitalized but released from treatment the following day.

North Riverside police at the time said the two men knew each other and that the altercation was connected to an earlier dispute between them. The victim reportedly was not cooperative, at least initially, with police.

Sutton fled the scene with another man in a vehicle that police stopped a short time later at Harlem Avenue and 16th Street in Berwyn.

Police also reported finding drugs and $1,700 in cash inside the vehicle.

The Cook County State’s Attorney charged Sutton with aggravated battery with a firearm, an offense that carries a prison sentence of between six and 30 years, if convicted. Sutton was also charged with reckless conduct, unlawful use of a weapon and possession of a controlled substance.

The September 2020 shooting capped a particularly violent year at the mall, which was the scene of looting on May 31 amid the widespread protest and civil unrest that followed the murder of George Floyd at the hands of Minneapolis police a few days earlier.

A 24-year-old man was shot dead outside Olive Garden that day and another man was wounded by gunfire inside the mall on June 26. Both victims were targeted, police said.

No one has been arrested in connection with the first two shootings.

DUI charge after driver careens through circle A 29-year-old Palos Hills woman charged with driving under the influence of alcohol reportedly smashed her 2019 Ford Fusion into a trash can before crashing into the Veterans Memorial Circle at Eight Corners and making it almost all the way through to the other side on March 30 at about 10:30 p.m.

Police said surveillance video showed the vehicle traveling northeast in the 9200 block of Broadway Avenue through the diagonal parking lane and then jumped the curb, hitting a trash can and sending it flying before running through a landscaped area, over the roadway and into the circle. The car continued on over the grass, glanced off the fountain and ran over an electrical box before coming to rest against the Korean War memorial marker.

The driver was not seriously injured but was taken to the hospital by paramedics, where she reportedly refused to submit to a blood draw to reveal her blood-alcohol content.

Police reported locating one open and two empty 50 ml containers of cinnamon whiskey in the car’s center console. In addition to DUI, she was cited for illegal transportation of open alcohol, damage to village property, operating an uninsured vehicle and other traffic offenses.

Attempted robbery North Riverside police responded to Classy Nails at North Riverside Park Mall, 7501 Cermak Road, on March 28 at about 5:50 p.m. after a 35-year-old woman reported someone had tried to rob her.

The victim told police she was getting her nails done when she observed two other woman, who were wearing full winter ski masks, getting pedicures across from her.

The two made the victim uneasy, she said, because they were staring at her and then whispering to each other.

As the women in masks walked out of the room, one of them reportedly grabbed a wallet from the victim’s purse. The victim punched the offender and got the wallet back, but the offender then reportedly shoved the victim hard enough that it knocked her to the ground. The two masked women, who had paid for their pedicures in cash, then fled the store.

Car allegedly stolen by carjacking suspect Brookfield police say that a person suspected of stealing a car from an Ogden Avenue gas station on March 30 is believed to be involved in about 15 carjacking incidents in the Chicago area.

Security camera video from the BP gas station at 8856 Ogden Ave. captured the theft on video, said police, and the suspected thief was spotted driving the car around 24th Street and Washtenaw Avenue in Chicago on March 31 at about 1:15 p.m. but eluded police by speeding away.

The victim, a 43-year-old Brookfield man, told police he left his car unlocked and running in front of the BP gas station minimart on March 30 at about 3:35 p.m. When he exited the minimart, he found the vehicle had been stolen.

Security video showed a silver sedan pull into the gas station lot at 3:33 p.m. One person wearing a black facemask is seen getting out of the silver car and entering the victim’s black Kia Optima, driving off eastbound at 3:34 p.m. with the silver vehicle following.

Gun displayed during road rage incident North Riverside police reported a road rage incident last week where one motorist allegedly displayed a gun and threatened to shoot another driver on April 1 at about 2:50 p.m. on Harlem Avenue just south of 16th Street.

The 25-year-old victim said that after a white Jeep cut off her vehicle while southbound on Harlem Avenue, the victim positioned her car in front of the Jeep and applied the brakes. The Jeep then pulled alongside, according to the victim, and the driver pointed a handgun in her direction saying “Bitch, I’ll shoot you!” before driving off.

Apartments, vehicles burglarized Brookfield police are investigating a pair of residential burglaries at apartment buildings on March 31 on the south end of the village.

Police responded to a building in the 4400 block of Eberly Avenue on March 31 at about 11:05 p.m. after a tenant called to report numerous items missing from his apartment.

There were no signs of forced entry, but a PlayStation 5 game system was missing, along with two videogame controllers, three games and a pair of Nike Air Force One shoes.

Police also responded to a building in the 4500 block of Elm Avenue after a tenant called to report four watches and a digital camera had been taken from the residence. Police did not report seeing any signs of forced entry.

Brookfield police are also reporting that two vehicles on the south end were burglarized, one during the overnight hours of April 1-2 and another sometime between evening on April 1 and the morning of April 3.

The incidents occurred in the 4000 and 4100 blocks of Grove Avenue and both vehicles were unlocked. Taken from the vehicles were cash and loose change, an old radar detector, Bose headphones and a COVID-19 vaccination card.

Catalytic converter thieves chased away Two men in the midst of sawing off a catalytic converter from a Toyota Prius parked in the 4000 block of Sunnyside Avenue early on April 1 fled after being confronted by the car’s owner, leaving behind the jack and Sawzall they were using.

The victim told police he was awakened by the sound of the saw at about 3:45 a.m. and went outside to learn it was coming from his driveway where two men with a flashlight were under his vehicle.

He yelled at the two men who ran to their vehicle, which was parked out front and drove away westbound on Windemere Avenue. Police said the Sawzall the offenders were using was left dangling from the exhaust system.

These items were obtained from police reports filed by the Riverside, North Riverside and Brookfield police departments, March 28-April 3, and represent a portion of the incidents to which police responded. Unless otherwise indicated, anybody named in these reports has only been charged with a crime.

These cases have not been adjudicated.

D96 ending music teacher job-share with RBHS Riverside schools will employ an additional full-time elementary music instructor

Riverside Elementary School District 96 has decided to end its job-sharing agreement with Riverside-Brookfield High School for orchestra teacher Matthew Loeb after just a year.

District 96 superintendent Martha RyanToye said the decision had nothing to do with Loeb’s work as a teacher, but the agreement no longer served District 96 staffing needs.

With the addition of full-day kindergarten next year, District 96 will hire an additional full-time elementary school music teacher giving them three full-time music teachers.

Presently, the district employs two full-time elementary music teachers and two part timers.

That leaves Loeb and RBHS choir teacher Kayley Smetana’s future at RBHS in limbo.

Since both were technically part-time teachers this year they were, like all part-time teachers at the high school, officially notified

last month that they were not rehired for next year. However, that does not mean that Loeb and Smetana won’t be back next year.

“The high school is in the middle of the staffing process for the next school year, we will have a better idea of teacher schedules and FTE assignments in the coming weeks,” said RBHS District 208 Superintendent Kevin Skinkis in an email.

taught four music classes as well as serving as the instructional coach, akin to a department head, for the fine and applied arts departments at RBHS. According to student course selections for next year, RBHS has a need for 2.4 FTE music teaching positions next year. Those positions are likely to be distributed among Baum, Loeb and Smetana in some fashion.

Neither Smetana nor Loeb responded to requests for comment for this story.

Staffing is determined by course enrollment, but Baum says the lingering effects of the coronavirus pandemic has reduced enrollment in music classes for the last couple of years.

“As we continue to rebuild the music programs in this community following the pandemic, my biggest hope is for all stakeholders to realize that the process of building back our programs will take several years,” Baum said in an email.

A few years ago, RBHS eliminated the Fine Arts Survey class as a graduation require-

ment. Since music was an integral part of the Fine Arts Survey, eliminating the class reduced the numbers of classes music instructors teach.

Ever since former band director Kevin McOlgan retired in 2012, RBHS has rarely had three full-time music teachers.

Baum said that he hopes Loeb and Smetana both will be back at RBHS next year.

“Mr. Loeb and Ms. Smetana are really solid music teachers,” Baum said in an email. “RB is a rather unique building where music teachers have to be able to teach more than just band, choir or orchestra, and this goes way back through the Angelo Ivonelli era.

This year, Ms. Smetana was asked to teach choir, band and general music. Mr. Loeb was called on to teach orchestra, band and general music, in addition to running the beginning orchestra program for District 96. He taught nearly 500 students across six school buildings, he’s truly exceptional. We’re fortunate to have them as not every music teacher is so versatile.”

Brookfield to add new public works supervisor position Superintendent will oversee facilities in addition to supervisory support

For the first time in nearly a decade, the Brookfield Public Works Department will be looking to hire a second non-union supervisor to assist Director Carl Muell and oversee maintenance of village facilities – from village hall to the fire stations to the recreation department’s two preschool buildings.

Village trustees at their next meeting on April 11 are expected to vote to approve creating a public works superintendent job and amend the 2022 appropriations ordinance to account for the new, previously unbudgeted expense.

“Once the job is approved, we’ll come up with a job description and post it as soon as

possible,” Muell told the Landmark, adding that the hope was to have a superintendent on board by mid-summer.

The superintendent, who will report directly to Muell will add another non-union supervisory layer to the organizational chart.

That person will be paid between $84,615 and $110,000 per year, according to a memo from Village Manager Timothy Wiberg included in the village board’s March 28 committee of the whole meeting packet.

Muell and an administrative assistant are the only non-union public works employees.

The other 17 employees in the department are represented by Teamster’s Union Local 705.

In pitching the new position to the village board on March 28, Wiberg said having just one non-union public works supervisor in a village the size of Brookfield was unusual.

“We looked into other comparable communities to Brookfield and found that the norm is to have a little bit more of a hierarchical organization with a little more supervisory assistance over the union laborers,” Wiberg said. “

In addition to helping the public works director oversee the operations of the department, the superintendent would also take on management of village facilities.

“There is no dedicated person whose main responsibility is to oversee the facilities,” Wiberg said.

Presently the person who oversees facilities is the public works foreman who heads up the streets and alleys division. According to Wiberg, it’s a lot to ask the foreman to manage at certain times of the year.

“It’s a tall task, especially in the wintertime when there’s snow on the ground to expect that the person to oversee the removal of snow and ice on the streets and at the same time ensure our facilities are being adequately cared for,” Wiberg said.

No trustees argued against creating the new supervisory position in public works, with Trustee Brian Conroy suggesting that perhaps the superintendent might be able to apply for grants to maintain and improve village facilities in the future.

Village President Michael Garvey also expressed support for the new position.

“I think the facilities is the number one thing,” Garvey said. “It’s not just the day-today maintenance, it’s the long-term maintenance, long-term planning, long-term improvements.

“I think it’s a good idea and it’s time for it.”

Supervisory roles in Brookfield’s public works department have evolved through time. The village didn’t have a single public works director until 2001, when William Brandt was appointed to the job.

Starting in 2007, the director was supported by a superintendent. But just two years later in a cost-cutting move, the village eliminated the public works director position, leaving the superintendent as the only supervisor, who reported directly to the assistant village manager.

By 2012, the village created a non-union assistant superintendent position to support the superintendent, whose title was changed back to director around that same time. However, the assistant superintendent position was short-lived and the director has been the sole department supervisor since at least mid-2014.

Longtime Fenwick teacher accused of misconduct

Former student accuses John Quinn of inappropriate hugging, rubbing his cheek, lips against her face

A Fenwick High School graduate has called for the firing of a prominent teacher and former boys basketball coach after what she says were multiple instances of inappropriate physical contact made by the teacher, John Quinn, in 2012 and 2014.

Helen Quinn Pasin posted a YouTube video on March 28 detailing some of her allegations against Quinn, who she said she met in 2012. She called Quinn her “abuser” and accused him of hugging her tightly and rubbing his cheek and lips against her face while asking about her “love life” approximately 10 times between 2012 and 2014. In one instance, Pasin said, Quinn looked her up and down “and [made] noises that sounded like he was growling” while hugging her.

John Quinn released a statement through an attorney last week, touting his accomplishments as an educator and denying Pasin’s claims.

“John Quinn has given his heart and soul to teaching at Fenwick High School for over 40 years,” the statement reads.

“The recent accusation that John abused a Fenwick student over eight years ago is categorically false. John has never abused a Fenwick student, at any time or in any place.

John looks forward to continuing in the profession to which he has devoted his entire career.”

Quinn, the younger brother of former Illinois Gov. Pat Quinn and a longtime employee of the school, was Fenwick’s boys basketball coach from 1985 to 2013 before being abruptly fired as coach. He has continued to work at the school as a social studies teacher since then.

Quinn was a decorated basketball coach before his firing, earning induction into the Illinois Basketball Coaches Hall of Fame in 2010 and the Chicago Catholic League Hall of Fame in 2009. He also won a Golden Apple Award for his work as a social studies teacher in 1992.

In her video, which by the morning of April 5 had been viewed more than 42,000 times, Pasin read a letter she sent to Fenwick administrators in December 2021 that detailed the alleged abuse, calling for a full investigation and asking for Quinn to be fired from his job.

The Oak Park Police Department confirmed that Pasin filed a police report with authorities last year and said the report was sent to the state’s attorney’s office, which declined to press charges. Pasin, in her video, and a police report completed late in 2021 both indicated charges could not be pursued because the statute of limitations had expired.

According to a September 2021 police report, Pasin was made to feel uncomfortable on multiple occasions around Quinn, and she alleged that “Quinn was overly aggressive with her and would put his arm around her neck with such force it would pull her body closer to his. [Pasin] further related Quinn would put his face directly next to her face, ultimately making cheek to cheek contact with her.”

Fenwick responds Fenwick officials said Quinn remained in his teaching job through at least March 30, when the Landmark first reported the allegations. A school spokesman subsequently confirmed that Quinn has been placed on administrative leave.

Rev. Richard Peddicord, who is Fenwick’s president, said that while Quinn was at work March 30, he was “not in the

building” late last year while Oak Park police conducted their investigation. Peddicord also added that the school’s probe into Quinn’s behavior was ongoing.

Peddicord did not comment further, instead referring to a statement he released on the night of March 29, apparently addressing Pasin’s video.

“As some of you know, [last week] a Fenwick alumna posted a video detailing her experience as a student at Fenwick and our handling of a serious matter involving a faculty member,” the statement reads. “Please be assured that we took, and are taking, her allegations seriously and the inquiry into the incidents she describes is ongoing.”

In the statement, Peddicord also says the school had been in contact with Oak Park police and that the school had offered Pasin an opportunity to participate in a school investigation, something that was a point of contention with Pasin See FENWICK on page 12

Brookfield Elks award $2,500 in grants to local charities

B

rookfield Elks Lodge #1510 on March 25 hosted an appreciation night for its members where they also presented Illinois Elks Association grants to benefit local; charities.

The Elks are known for their charitable efforts that include supporting military veterans, awarding college scholarships and collecting coats and clothing for children at local schools, among others.

At the March 25 event, Brookfield Lodge Exalted Ruler Anton Zeman presented David Wick of the Hephzibah Children’s Association located in Oak Park Illinois with a check for $500.

Hephzibah provides intensive therapeutic care for severely traumatized young children, supports foster children and their families and provides day care to families of all income levels just to name a few of the great services they offer.

The Elks also awarded $1,000 to Jim Stein of the Fisher House at Hines V.A. Hospital. The facility opened in 2010 and has served more than 14,000 guests. The first of its kind in Illinois, the center offers 20-bedroom suites to accommodate the spouses and families of the vets that are hospitalized at Hines.

Girls Scouts from many troops turned out March 12 at the Riverside Township Hall’s auditorium to celebrate 110th birthday of the organization, which was founded in 1912 by Juliette Gordon Low, who registered 18 girls in her troop in Savannah, Georgia. Two sessions of girls, from kindergarten to high school participated, filling the Riverside food pantry boxes with birthday bags and hand-making items to donate to five charities. They wrote cards for Meals on Wheels and Operation Care Package, made blankets for Loyola Hospital patients, cat toys for the Animal Care League and “God’s eyes” for residents at Caledonia Senior Living in North Riverside.

Landscape volunteers recognized by Riverside forester Riverside Village Forester Michael Collins on March 17 recognized volunteer Carolyn Huson for her tireless physical and financial efforts to maintain the longcommon, which was a signature design element of Frederick Law Olmsted’s 1869 General Plan of Riverside.

During a presentation at that evening’s village board meeting, Collins thanked all of the volunteers, in particular the members of the Frederick Law Olmsted Society, who help maintain Riverside’s green spaces who have donated thousands of hours of labor and tens of thousands of dollars for reforestation and other public plantings.

The Olmsted Society’s workdays – some 160 of them throughout the past 17 years – have provided Riverside with 8,000 hours of volunteer labor. FLOS in that time has also donated $63,000 to the village for landscape maintenance and plantings.

Collins personally thanked the FLOS Landscape Committee co-chairs, Cindy Kellogg and Holly Machina, and gave a shout-out to hardcore volunteers Sean McMullen, Ken Pearlman, Jim Burns, Joel Marhoul, Bob Finn, Tom Guardi and the late Mark Ross, along with

landscape consultant Shawn Sinn.

But he singled out Huson, who Collins called “The Lady of the Longcommon,” for her devotion to maintaining the greenway that extends between Longcommon and Nuttall roads from Herrick to Shenstone.

“She’s out there almost every day weeding, almost rain or shine depending on how bad it is,” Collins said. “She has really worked incredibly hard on the longcommon and her impacts are so noteworthy.”

In 2010, said Collins, Huson started tracking her hours. Since then, Huson has logged nearly 3,000 volunteer hours, which translates into $74,000 in labor value at what the village pays its seasonal employees, $15 an hour.

“If you used the national [pay] average it’d be almost double that,” Collin said.

Huson has also donated nearly $30,000 to the village during that same time period for planting trees, shrubs and perennials on the longcommon.

“She probably prioritizes the longcommon over her own garden,” Collins said.

“I really think she deserves to be acknowledged as an amazing volunteer.”

Pasin said she felt bullied after a lawyer representing the school asked to speak with her last year, and she added that once she approached the school with her own attorney, the school “ghosted” her for two months before reaching out last week to conduct an interview, an opportunity Pasin said she declined. She called the school’s initial investigation inadequate and said it was “disappointing” and “immensely triggering.”

Peddicord did not respond to a request for follow-up comments this week.

‘Not enough time’ from page 1 considered by village officials was developed by Cindy Klima, an economic development consultant hired by the village last August while Village Manager Timothy Wiberg was in the midst of a search for a new director for the community development department.

While that department, which nominally was responsible for economic development in the past, now has a director, Wiberg told trustees that with the amount of work the director does with respect to building, zoning and planning issues it’s not realistic to expect that person to also handle economic development in a comprehensive way.

“I think it’s too much to expect, with all of the things a community development director has to oversee – that’s building, that’s planning and that’s economic de-

ing it to school administrators but declined to do so after Quinn was fired from his boys basketball coaching job, something Pasin believed was connected to an unrelated incident with a different student. Pasin said she assumed Quinn would not return to teaching either and she could put the incident behind her.

Fenwick has never commented specifically on why Quinn was fired as boys basketball coach.

“One night in 2019, my family was having dinner and my dad and my brothers were sharing fun stories from high school, and I just burst out crying because I felt like it hit me in the face that it wasn’t my experience and I felt like it wasn’t fair,” Pasin said. “I just burst out crying about this and it woke me up that this isn’t going to go away.”

Pasin and the second former student, who asked to remain anonymous, told the Landmark about the “arm thing” Quinn would do frequently with students, where he would hug them unannounced as they walked into his classroom. Pasin did not have Quinn as a teacher but said that when Quinn would see her walking past in the hallway, he would often leave his classroom, call out to her and do the “arm thing.”

“Everyone just accepted this behavior from him,” Pasin said. “The times where he didn’t do it to me [when I walked past his classroom], I most always saw him doing it to someone else.”

In her video, Pasin claimed Quinn’s habit

of hugging her tightly was not unique to her and said that Quinn’s “arm thing,” which she called his “signature move,” was so widely known that students imitating Quinn in an annual school stage revue would act out the hug and headlock. Pasin added that Quinn “has harmed other people, and the school is well aware of his bad actions.”

“He grabs students in front of the whole Fenwick community and even to the point where he’s famous for it,” Pasin told the Landmark. “It’s against the law to do that so he’s breaking the law in plain sight and a lot of people don’t think it’s a big deal.”

The other former student the Landmark spoke with echoed that sentiment. She said she did not experience the kind of physical harassment Pasin described but said she was familiar with the “arm thing.”

The former student, who had Quinn as a teacher and graduated from the school in 2015, said Quinn made comments to her in class that made her uncomfortable, telling her in one incident that she wasn’t going to be able to understand a concept he was teaching because she “grew up without a father.” When she reported those comments to a school counselor, she felt they were not taken seriously.

“I reported that to my counselor and she said, ‘That’s kind of how he is,’” she said. “I told her that and it was just not really taken seriously at all.”

In Peddicord’s statement, he asked that anyone else with concerns contact Fenwick

administrators. Peddicord’s statement did not mention Quinn or Pasin by name.

“The safety of the young people entrusted to our care is of the utmost importance to us,” Peddicord’s statement reads. “If anyone feels he or she has suffered abuse or other misconduct at Fenwick, we ask them to come forward with any information and to receive the help and healing they deserve.”

Peddicord said the school has received numerous responses to his March 29 statement.

“We have gotten a whole lot of commentary, and we’ve got to figure out which of them would rise to the level of being part of any further investigation,” he said.

Pasin cautioned against students cooperating with the Fenwick investigation, feeling that school officials were still not engaging in the process openly, and recommended that any other accusers contact the police.

Pasin also was not encouraged by the fact that Quinn had apparently been placed on leave but left the door open for Fenwick to do what she felt was right and terminate Quinn from his teaching job.

“I don’t trust Fenwick to fire him because this teacher has probably been put on leave so many times,” she told the Landmark. “If they fired him that would totally exceed my expectations. The history with him does not suggest they would fire him so if they did, I would be very happy and very grateful that I did everything I could to get a dangerous teacher out of the school. But I’m so weary because they have protected him for so long.”

In addition to the hands-on outreach and relationship building required to move the needle with property developers and business owners, Community Development Director Emily Egan said combining community development and economic development into one role also can create conflicts.

“Sometimes those roles are directly opposite,” said Egan, who is responsible for enforcing zoning and code requirements.

“Sometimes you’re working with a business owner or property owner and you have to tell them ‘no,’ and that doesn’t always encourage a great relationship.

“Not to say that it’s impossible, and I love to figure out ways to say yes to our business community, but it is a tremendous asset to have someone who’s solely focused on the ‘yes,’” Egan said.

While Klima has provided an economic development focus, her main role has been to develop an economic development plan

that the village will be able to implement.

Wiberg said she likely would not want to serve Brookfield in a staff capacity.

Village President Michael Garvey and other elected officials said they were open to adding the position within the community development department.

“There are so many things that are on the community development director’s plate, when this economic development comes larger and faster, I only see Emily’s position getting bigger and busier,” Garvey said. “I think out of necessity that has to be a separate position.”

Trustee Jennifer Hendricks said that someone specifically focused on economic development would be necessary in order to act on whatever final economic development plan the village board adopts later this year.

“The idea of having one person on staff take ownership of this plan and guiding the implementation of it, I think, is critical to seeing it implemented,” Hendricks said.

She also suggested that the economic development specialist report back to the vil-

lage board regularly to illustrate how the plan is being implemented and what the near-term future focus would be.

“I think that helps the board take ownership and helps keep this [plan] in front of the community, because it is that important,” Hendricks said.

The draft economic development plan also strongly recommends the formation of an economic development commission, whose members would be appointed by the village president and whose role and responsibilities would be laid out formally.

Such a commission would function as an advisory group working on initiatives important to the community and the village board.

“It can be a very dynamic process,” Wiberg said. “I’m not saying that without [a commission] economic development won’t happen in the village. But, I will say I don’t think it will happen as effectively or as productively as it could if you had a group of dedicated volunteers working in conjunction with village staff to brainstorm, to bring ideas forward.”

Those triangular islands that form the right turn lanes will be eliminated and double left-turn lanes will be striped at all four approaches, hopefully eliminating some of the backups.

Countdown signals are also in the plans, which will give pedestrians a better idea of just how long they have to traverse the wide roadway which, including turning lanes, is seven to nine lanes wide depending on which direction you’re headed.

There are also plans to so some rejiggering of traffic and turn lanes on Harlem Avenue at 23rd Street – the Harlem gateway to both Cermak Plaza and North Riverside Plaza which can be especially tricky for pedestrians dodging turning vehicles and cars speeding down Harlem Avenue trying to beat the red light.

While those projects aren’t part of IDOT’s resurfacing project for Harlem Avenue this summer, the agency has revealed that it’s seeking bids for the work in August, which means the work is imminent, probably kicking off early next spring.

For North Riverside officials, that’s the bad news part of the story. While they knew a Harlem/Cermak redo was coming, it could have been as late as 2027. Now it’s on their doorstep.

The project means IDOT is removing the red-light cameras at the intersection –permanently. While that’s great for motorists, it’s awful news if you’re an elected official in North Riverside, because the millions derived from red-light violation fines have paid for a large chunk of the village’s public safety pension obligation. That’s going to disappear overnight.

North Riverside’s 2021-22 fiscal year ends April 30. That means trustees must make the loss of the revenue in one year – at the latest – a central focus of their budget discussion for the new fiscal year that begins May 1.

While they may not need an immediate solution, one needs to be ready when the 2023-24 fiscal year begins May 1, 2023. For a village board that will need a third attempt later this month to try and implement a rat-control program, we’d say officials had best get cracking on crafting a solution – and leave their “we can’t possibly expect taxpayers or business owners to contribute a dime” act at home.

This revenue loss of between $1.5 and $2 million per year is no joke and it needs serious officials offering serious solutions. This isn’t going to be an easy discussion, and it will require leadership and imagination from trustees.

Of course, that’s the job they supposedly signed up for. Now it’s time for them to prove they’re up to the job.

here’s nothing like a good American hamburger, I always say, and no matter how you fix it, it always seems to taste better when you order your burger out.

Maybe it’s the fact that someone else is making it and you just enjoy it, letting the juices run down your chin. While there are some fine local choices, you may also want to consider heading to Wayback Burgers in Darien.

Wayback Burgers is owned by Riverside residents John and Julie Stack and it’s a family affair with their children, Charlie, Liam and Caitlyn, also part of the staff.

Opened on Nov. 20, 2021 the couple had been seeking to operate a family business when it became apparent John would be having a career change. And, what is better than burgers?

The Stacks are Wayback Burger franchisees, joining

a company that has locations across the country and internationally. The menu that is, of course, heavy on burgers but also includes chicken sandwiches, hotdogs, salad and a variety of sides. Top it off with an oldfashioned milkshake just like the ice cream shops used to make.

Although the burger shop opened during might be considered a difficult time, it has proven to be a success. Much of the success can be attributed to a good product and a family that enjoys what they are doing.

Because I would not endorse anything I haven’t tried, I can attest to the goodness of the classic hamburger from Wayback Burgers just like they used to make way back when courtesy of Brian Brennan.

The restaurant is open seven days a week and is located at 2425 75th St. in Darien -- not a far ride and worth the trip.

Read to your grandchildren and dance with them.

I do it all the time. If you’re in a wheelchair, sway to the music.

Go Shopping. Look for clothes you love that look good on you. You may get compliments that will make you feel even better.

Get exercise. You might go for a walk at one of your favorite places. There are chair exercises you can find on the internet that are easy and fun to do. The

library, the village hall and park districts have exercise classes and events where you can socialize, play games, have refreshments and just plain have fun.

There are a lot of organizations where you can volunteer. Find one that you will enjoy doing.

Go on a lake cruise, ocean cruise or guided tours.

Visit restaurants, museums, zoo or other places you enjoy. Most places are wheelchair-accessible.

Make phone calls and send encouraging notes.

Pray for others to be blessed and pray to be a blessing.

RBHS goalie wants to go from stopping shots to giving them Senior lacrosse player Ella Gomez dreams of medical career after college

Riverside-Brookfield High School senior Ella Gomez entered high school trying lacrosse and athletic training like older brother Sam. Her effort and talent has forged her own path – and slightly different from her original plan.

The Bulldogs’ fourth-year starting goalie now will continue lacrosse at NCAA Division II West Virginia Wesleyan College while pursuing sports medicine.

“I was going to join the Navy and go to medical school there.

After four more years [playing lacrosse], I’ll join the Navy for medical school,” Gomez said.

“Freshman to sophomore year [in lacrosse], that’s when I really started realizing if I dedicate enough time, I could get good at something.”

Gomez’s progress coincides with the growth of RBHS lacrosse. Her freshman year, the young program was one junior varsity team. Last season, the Bulldogs (10-7) made their first IHSA state tournament appearance.

This season, she’s a team captain with seniors Alyssa Pencak and Sarah Wood and junior Ava Regan.

“I feel like I’ve seen them build the program and it’s really nice to be a part of it from the ground up,” Gomez said.

The Bulldogs (2-2) edged DePaul College Prep 13-12 last

week. Most of the scoring came from junior Maggie Durkin (6 goals) and Regan (5 goals).

Last season, Gomez had a .530 save percentage, stopping 180 shots and allowing only one or two goals three times.

“She’s been wonderful. It’s hard to find a goalie and she’s taken her game to the next level because she’s played with multiple travel teams just to get herself better,” coach Matt Bultas said. “There’s games I guarantee we wouldn’t have won without her stopping balls.”

Sam Gomez, Ella’s brother, is a 2018 graduate and played for the Bulldogs. Ella began lacrosse in co-ed leagues with younger brothers, Xavier Alvarez and Alexander, an RBHS sophomore. Both also are goalies.

Before her sophomore year, Gomez began playing traveling girls lacrosse with Yetti and currently plays with East Avenue after the clubs merged. She also coaches younger players.

“It’s good for me to start teaching and be patient with people, showing them how to do something right,” Gomez said.

“Straight from playing goalie, it’s helped me to move on.

When you’re getting scored on like the 10th in a row, you have to just be able to forget it.”

Last season during prom weekend, the Bulldogs lost to Maine South 19-3 minus several players. Gomez, who had a season-high 20 saves, remembers that now as a breakthrough.

“It was very hard trying to keep everyone’s heads up,” Gomez said. “I feel like I matured a lot. It really helped me understand you can have a really good game but still lose.”

Gomez also has grown through being a student athletic trainer.

After what she’s seen, Gomez takes every precaution to keep herself healthy, especially using knee pads. She isn’t shy to share that knowledge.

“Maybe my teammates think I’m a bit much, but I’m very nitpicky about stretching and making sure we’re not pulling any muscles,” Gomez said. “[As a trainer] I’ve definitely learned how to work under pressure and be really precise with what I’m doing when somebody’s hurt. You have to be calm with them.”

During one home varsity football game, several Bulldogs developed cramps. While head trainer William Frey tended to other players, another needed immediate assistance.

On her own, Gomez went onto the field, helped the player to the sidelines and relieved the cramp.

“I’m kind of shy,” Gomez said. “It seems so small now but it was a very big deal for me, kind of doing something independent like that.”

Though far from full strength, Lyons Township High School girls track and field

team came just 10 points from winning the indoor West Suburban Conference Silver Division Meet on March 18, placing third overall.

While the 2021 Lions won their ninth straight sectional title, they are seeking to win arguably the state’s toughest conference outdoors since 2014.

“This year, the conference has a lot of parity and almost any team has a shot at

being conference champs [outdoors],” coach Greg Frandsen said. “We are looking to get healthy and to keep progressing.”

Juniors Becky Phillips and Emma Kwak and senior Ava Kuhlman competed at state last season.

Phillips was part of the top-nine, allstate 1,600-meter relay (8th, 4:02.77). Kwak, Kuhlman and Phillips were with the statequalifying 400 relay (14th, 49.44) and Kwak

also advanced individually in the 100 (22nd, 12.75) and 200 (23rd, 26.87).

On March 18, Phillips won the 400 (1:01.58) and Kwak and Kuhlman joined with senior Nora Gannon and junior Claire McVady in winning the 800 relay at the indoor WSC Silver Meet (1:50.04).

The Riverside-Brookfield High School girls track and field team already has six returning All-Metro Suburban Conference Blue Division performers in senior Remy Hilpp, juniors Bryce Pacourek, Ava Connerty, Quinn Kahle and Antonia O’Keefe and sophomore Maria Dalton.

Now the Bulldogs hope to challenge for their first conference title since 2009. Last season, the Bulldogs were third behind champion Rosary and Aurora Central Catholic.

Seniors Paul Proteau and James Dalton and sophomores Jack O’Brien and Hayden Marrs were 2021 IHSA Class 3A state qualifiers. Proteau and O’Brien also were part of the Bulldogs’ fifth-place IHSA Class 2A finish at the state cross country meet last November.

With a huge personal best at the state track finals, Proteau was 13th in the 1,600 (4:20.76) after a then-best 4:34.24 to win the Morton Sectional with the No. 30 sectional performance.

The Community Design Commission will conduct a remote meeting with live audio available and optional video. The meeting will be streamed live and archived online for on-demand viewing at www.oak-park.us/commissiontv

as well as cablecast on VOP-TV, which is available to Comcast subscribers on channel 6 and ATT U-Verse subscribers on channel 99. The remote public hearing is authorized pursuant to Section 7(e) of the Open Meetings Act. The Village President has determined that an in-person meeting is not practical or prudent due to the COVID-19 outbreak during Governor JB Pritzker’s current disaster proclamation. It is also not feasible to have a person present at the meeting due to public safety concerns related to the COVID-19 outbreak. Public statements of up to five minutes may be made during the meeting. A limited number of written comments will be read into the record at the meeting, all will be placed on the record. To provide public comment at the meeting, you must email a request to zoning@oak-park.us, indicating an intent to speak at the meeting.

Requests must be received no later than 30 minutes prior to the start of the meeting. If email is not an option, you can drop comments off in the Oak Park Payment Drop Box across from the entrance to Village Hall, 123 Madison Street, to be received no later than the day prior to the meeting.

The public hearing may be adjourned by the Commission to another date without further notice by public announcement at the hearing setting forth the time and place thereof.
