Closing Lincoln Avenue completely was apparent deal-breaker

The Brookfield Public Library Board of Trustees on June 4 abruptly changed its preferred design for expanding the existing library after learning that the village board would not favor any plan resulting in the complete closure of Lincoln Avenue.

Library board President Linda Kampschroeder told members of the board at a special meeting Monday night that Village President Kit Ketchmark told her during a phone conversation on May 24 that the village board wouldn’t support a design that involved closing Lincoln Avenue.

Quarry donates enormous limestone slab for 31st and Forest

A little more than a month after a car hit a patch of ice and skidded into the front of a home at the corner of 31st Street and Forest Avenue in Brookfield, the village’s public works department has deposited a barrier in the parkway to prevent it from happening again.

Now sitting in the most likely path of an out-of-control vehicle, between the roadway and the house, is a 5,000-pound insurance policy – a hefty chunk of limestone, about 5-by-5-feet wide and 2-feet tall.

The village acted not just because the home’s owner, Kevin Will, asked what might be done to safeguard his home, which he shares with his wife and their small child, but also because the April 19 crash was the second time a vehicle has plowed into the home.

Will contacted the village manager’s office about a solution, and Megan Shilney, the assistant to the village manager, worked with public works to find one.

Blast blows hole in Brookfield home

Gas leak near a water heater likely the source Officials say that a natural gas leak near a water heater may have been the source of an explosion that tore a 10-by-4-foot hole through the wall of a Brookfield home on May 29 at about 10:40 p.m.

No one was hurt in the blast at 3939 Prairie Ave., which officials say appeared to be accidental and likely resulted due to a gas line being left open near the water heater. The heater’s pilot light likely ignited the blast, according to the police report on the incident.

“Exactly where the leak was, I can’t tell you right now,” said Fire Chief Mark Duffek.

When emergency personnel arrived at the scene, they observed the southwest basement wall blown out and smoldering debris lying in Windemere Avenue, immediately south of the home. Part of a perimeter fence was also on fire.

In addition to the hole in the basement wall, police reported that a front bay window and window frame were blown out and were found lying in the front yard.

Angela Lawler, who was sitting with her husband outside on the back deck across the alley from the Prairie Avenue home, said she

heard a “big boom” and then saw the house across the alley “lit up, all orange inside.”

The Lawlers called 911 and also contacted their friends, Frank and Debbie Nosek, who live next door to the house that exploded.

“It wasn’t loud,” said Debbie Nosek. “Then my cellphone rings and it’s [Angela Lawler] saying they saw an explosion and that the basement was on fire and that we should get out.”

The Noseks’ house was not damaged, as the blast went in the opposite direction of their home. Firefighters evacuated the Noseks as a precautionary measure.

The house at 3939 Prairie Ave. has been under construction and was not occupied at the time of the explosion. The house had been listed for sale and, according to an online listing, was under contract.

According to Nosek, the real estate agent recently held open houses on two consecutive weekends, drawing a lot of interest. The house was listed for $397,000. Following the explosion, the property was taken off the market.

Cops: Sex offender viewed porn at library A 43-year-old Berwyn man convicted of sexually assaulting a child in Wisconsin in 2014 is free on bond after being arrested by Riverside police for viewing pornography on a computer at the Riverside Public Library in violation of the conditions of his sentence.

Riverside police arrested Timothy J. Schnulle as he walked out of his home in the 3300 block of Maple Avenue on the evening of May 25.

A day earlier, Riverside Public Library officials called police to report that a man, later identified as Schnulle, was viewing pornography on a library computer. Schnulle gave the library employee a fictitious name when confronted, but police were able to ascertain his identity, because Schnulle reportedly left his email account open on the computer.

In 2014, Schnulle was found guilty of seconddegree sexual assault of a child in Racine County, Wisconsin. He was sentenced to seven years in prison, but it appears he never served any time for the offense.

Conditions of his sentence included being forbidden to use the internet.

According to Riverside police, Schnulle visited the Riverside Public Library several times during the past month to view pornography and participate in live chatrooms. Police said Schnulle masturbated while viewing pornography in the library.

Schnulle reportedly is employed as an overthe-road truck driver for a company in Alsip and that he travels out of state often. Police said they are looking into whether Schnulle may have violated the terms of his parole elsewhere.

Riverside police charged Schnulle with violating his sex offender registration, a Class 3 felony. Schnulle posted $500 bail after a hearing set his bond at $5,000, said Police Chief Thomas Weitzel.

Cops: Mom didn’t secure gun A 37-year-old Brookfield woman faces child endangerment charges after she reportedly allowed her 17-year-old son and his 14-year-old friend access to her Glock .45-caliber pistol.

The two juveniles reportedly took photos of themselves posing with the gun and loaded magazines and then sent the photos to friends via the social media app SnapChat. A parent of one of those sent the photos called police, who charged the mom with two counts of endangering the life of a child after she reportedly admitted knowing her son had access to the gun and knew his friend was holding it while inside the house.

Police reported they are attempting to have the woman’s Firearm Owner’s ID card revoked.

Man charged with jewelry theft Brookfield police charged Ralph Rene Mata, 47, of Berwyn with stealing $8,000 worth of

jewelry from a home in the village’s Hollywood section in April.

On April 12, Mata and his girlfriend reportedly were shown the house, which was for sale at the time. Police were able to locate the jewelry on a pawn shop database, which revealed the items had been pawned at a shop in Chicago on April 21.

Mata reportedly was identified as the man who pawned the items by looking at a photo lineup. Police also reported Mata, who has a criminal history that includes more than 20 arrests for burglary, robbery, theft and fraud, provided a statement admitting taking the jewelry.

Items taken from church Brookfield police responded to St. Nikola Church, 4301 Prairie Ave., on June 3 at about 10:55 a.m. after a parishioner called to report that a gold-plated gospel, small gold cross and a prayer cloth had been stolen from the altar after having last been seen the previous afternoon.

The church hosted a graduation party the night of June 2. Police continue to investigate.

Cars stolen from dealers Vehicles were stolen from two different car dealerships in North Riverside over a two-day span in late May. ■ On May 21, police reported that someone stole a 2018 GMC Terrain valued at $43,000 from Castle Buick, 7400 Cermak Road. The vehicle had just been unloaded from a transport trailer and left momentarily unattended in the lot.

Surveillance video showed a dark gray Chrysler sedan enter the lot and stop next to the Terrain. The two vehicles then quickly left the lot. Police later learned that a gray Chrysler sedan was involved in the theft of a Chevy Cobalt from Currie Motors in Forest Park.

Police located all three vehicles in Maywood that day.

■ North Riverside police responded to McCarthy Ford, 2100 Harlem Ave., on May 22 at 2:15 p.m. after someone called to report that a man had driven off with his black 2016 Ford Explorer, which was being worked on in the service bay.

The victim said he observed his vehicle rocking as if someone was inside and then saw the SUV drive off northbound on Harlem Avenue, followed by a black Toyota Camry.

These items were obtained from police reports filed by the Riverside, North Riverside and Brookfield police departments, May 21June 3, and represent a portion of the incidents to which police responded. Unless otherwise indicated, anybody named in these reports has only been charged with a crime. These cases have not been adjudicated.

RBHS opts for all blue grad gowns Principal says reason for change was to ease availability

A decades-old tradition came to end last week at the graduation ceremony for Riverside-Brookfield High School’s Class of 2018. After years of girls wearing white graduation gowns and boys wearing blue gowns, this year all the graduates wore blue.

Some students thought the change to blue graduation gowns for everyone was a reaction to the presence of a handful of transgender students in the graduating class and a reaction to current sensibilities.

But RBHS Principal Kristin Smetana says that the decision to have all students wear blue gowns was the result of more prosaic concerns and not related to the presence of transgender students in the graduating class and at the school.

According to Smetana, the school’s administrative team decided to make the change last

year after discussing the matter with the provider of the gowns. At RBHS, students buy their graduation gowns. The change to just one color also makes it easier to provide gowns to students who cannot afford to purchase one.

“After talking to Jostens last year, we were of one of the few high schools that still used two colors,” Smetana said in an email. “It helps us provide caps and gowns to students last minute who forget to order one, as we purchase a few that we gave to students last minute. Additionally, each year we purchase caps and gowns for students who cannot afford one. Moving to one color allows us to provide these students with a gently used cap and gown rather than having to purchase new ones each year.”

Smetana said that administrators met with a few students last year before making the decision.

Some students assumed and believe the decision to switch to blue gowns for all was, at least in part, due to the presence of transgender

students. But, some girls did not like wearing white gowns because, if you wore dark clothes under the gown, it often showed through.

“From what I heard the color change mostly came from girls complaining about having to wear white dresses so it didn’t show through, but a lot of trans kids have benefited,” said Emmett Brundage who graduated from RBHS last week and is transgender. “Before, a lot of trans kids had to make a choice between wearing a color that didn’t fit their identities and outing themselves in front of the whole ceremony. This is a good step.”

But another transgender student, Casey Jones, who just completed his sophomore year at RBHS, had a different opinion. Jones wrote an opinion piece last month for the Clarion, the RBHS student newspaper, decrying the change to blue graduation gowns for all.

Jones wrote that the switch to blue gowns for all was “a very bad decision.”

“As a transgender man, I want to feel like the other guys when I graduate,” Jones wrote. “I feel like having a separation of colors can define how someone like me would feel in this case.”

In an interview with the Landmark Jones explained his reasoning.

“I want to feel as part of the other guys,” Jones said. “For me, it felt a little odd that they would try to change the colors.”

Casey Whisler, a 2018 graduate, liked having every graduate wear the same color.

“I definitely think it’s a good decision, because I didn’t really see the point in the gender division,” Whisler said.

Many graduates didn’t seem to care very much what color their robe was. They just wanted to graduate.

“I didn’t really think much of it at all,” said Olutosin Olowu. “I guess they wanted a more unified student body without any problems with technicalities. I know some people were bothered by it, but I thought it was fine. I was just happy to get my diploma.”

North Riverside postpones budget workshops to July Village institutes hiring freeze, will raise fees to close gap

The village of North Riverside postponed its annual budget workshop last month after its predicted share of costs for funding a new consolidated emergency dispatch agency came in higher than anticipated.

Members of the village board had expected to hammer out its budget for the 2018-19 fiscal year at workshops on May 30 and 31, but that exercise now has been pushed to July 5 and 9 at 6 p.m.

North Riverside’s village board must pass an appropriations ordinance, which sets the legal spending authority for the village, by the end of July.

“He stayed on message,” Kampschroeder said. “He knew before he called me up what the call was about and what he wanted to say. And he did not go off message.”

Ketchmark, in a phone interview with the Landmark on Tuesday morning, called any implication that he had somehow improperly polled trustees before calling Kampschroeder “ridiculous.”

The reason he knew closing Lincoln Avenue would be problematic, Ketchmark said, is that the village board, several of whom remain trustees, had already wrestled with that very issue when the library proposed a new facility several years ago.

In that instance, the village and library officials figured out a way to reroute Lincoln Avenue through a parking lot to Grand Boulevard, a main thoroughfare. The library’s latest preferred plan would not have allowed that and could have increased traf-

The village has also instituted a hiring freeze for the 2018-19 fiscal year. Two police officer positions still vacant will remain unfilled this year, and three open firefighter positions will also not be filled. Scarpiniti said the positions would be eliminated from the 2018-19 budget completely in order to avoid budgeting for vacancies. Hermanek said replacing employees who retire during the 2018-19 fiscal year also won’t be automatic.

“The goal is that hopefully we can do this budget without having to lay off any fulltime people,” Hermanek said. “We’re doing whatever we can to accomplish that.”

Residents and business owners can expect to share the pain as well. Modest increases can be expected for liquor licenses, vehicle stickers and water rates. The village will also explore raising its E911 surcharge, a fee charged to every phone line in the village to fund emergency dispatch services.

Of the three WC3 partners, North Riverside’s E911 surcharge is the least at $1.25 per line per month. North Riverside will seek to increase the surcharge to $1.50 to match its partner communities.

“The village will be looking into evening the playing field with WC3 on that issue as well,” Scarpiniti said.

Library trustees had preferred that option because it would have allowed them to build a structure capable of further expansion in the future.

Library officials and their architects said they had been working under the assumption that the village had not taken an explicit position regarding the closure of Lincoln Avenue since meeting with Village Planner Emily Egan on April 30.

Emails between village and library officials obtained by the Landmark after the library’s June 4 meeting indicate the village might favor closure of Lincoln Avenue, as long as certain benchmarks were reached.

In a May 4 email from Egan to library officials and their architects, the planner said closing Lincoln “is a strong possibility, but it depends on the site design, traffic flow and other considerations. Getting all of that right is what would warrant the street closure.”

Library officials apparently took that as a good sign, and architect Tiffany Nash followed up a day later, asking for another meeting in early June regarding the elements Egan enumerated.

In Library Director Kim Coughran’s report to library trustees for their May meeting, she outlined the meeting with Egan,

Ketchmark said Dalicandro was right in suggesting library officials meet with village trustees at a public meeting to discuss possible closure of Lincoln Avenue.

“We thought the best way was to come to the Committee of the Whole to discuss what they wanted to do because simply closing [Lincoln Avenue] wasn’t a workable option,” Ketchmark said.

In the wake of Kampschroeder’s conversation with Ketchmark, library trustees have decided to abandon their preferred plan in favor of a design that won’t require closing Lincoln Avenue at all.

The new roughly $8.7 million preferred plan calls for additions — including the basement, first floor and a new second floor — totaling 11,400 square feet to be constructed along the length of the Lincoln Avenue façade.

Parking would be located on the libraryowned land across Lincoln Avenue. The plan would still require special use permits and some zoning variations that would need village board approval.

At least one library trustee, Jennifer Mack Perry, said she agreed that closing Lincoln Avenue entirely was not a good solution and may have stirred up opposition from neighbors.

“It really isn’t workable,” Perry said. “I think you’re going to get a lot of opposition from the neighbors because we’re not giving a real option for traffic. I don’t blame them for being unhappy about that.”

“Emily did not see any problems or issues with the closure of Lincoln, especially since we have already been down this path with the new building proposal,” Coughran wrote, referring to the plan for a new library, which vacated Lincoln Avenue and rerouted it.

That plan was approved by both the Brookfield Planning and Zoning Commission as well as the village board. The plan was scrapped after residents defeated a 2016 referendum to issue bonds to build it.

On May 23, however, library officials learned their preferred plan was in trouble via a misdirected email from Jay Dalicandro, the village’s interim management consultant to the architect, Nash. The email, meant for Egan, asked her to “be careful in what you say to them as a representative of the village. Not sure the village board supports their expansion plans.”

Dalicandro suggested that library representatives present the idea of closing Lincoln Avenue to village trustees at a village board Committee of the Whole meeting.

Later that morning, Dalicandro acknowledged the mistake in a follow-up email to Nash and suggested the street vacation be brought to the village at a meeting in June.

“I hope my response is not misconstrued as any negative impact on this project,” Dalicandro wrote to Nash.

Prairie Avenue road work will close rail crossing

BNSF raising tracks, village improving streetscape

If you’ve felt at all inconvenienced by summer roadwork in Brookfield this year, be comforted to know that your pain is about to be shared by a wider community come mid-June.

Starting June 14, the Burlington Northern-Santa Fe Railroad will begin a longscheduled project to raise the tracks at the Prairie Avenue grade crossing three inches – those heavy freight cars and commuter trains take their toll apparently.

That project, according to Village Planner Emily Egan, is expected to take about two weeks, during which time the grade crossing will be closed to vehicular traffic.

On either side of the grade crossing, signs will direct motorists to the detour routes, along Brookfield and Burlington avenues to the Maple Avenue grade crossing.

The grade crossing will reopen to traffic after the BNSF completes their work, but the area in and around the Prairie Avenue

train station will remain under construction until at least early July.

“We hope to be substantially completed before the Fourth of July,” Egan said.

Back in March, the village board awarded a $288,600 contract to Copenhaver Construction to complete improvements to the north and south platforms at the commuter rail station as well as installing new sidewalks along both sides of Prairie Avenue immediately north and south of the grade crossing.

The improvements also include installing new high-visibility crosswalks across Brookfield and Burlington avenues on both sides of Prairie Avenue, new brick paver corner bump-outs and extending the raised median on Brookfield Avenue east of Prairie to create a pedestrian refuge in the middle of that wide, dangerous crosswalk.

Installation of the high-visibility crosswalks may result in Burlington and Brookfield avenues being closed for short periods of time, Egan said.

About 65 percent of the streetscape and station improvements are being funded

Later this year, the village will install new covered bike shelters at both the Prairie Avenue and Congress Park train stations. One shelter will be located near the kiss-and-ride turnaround on Burlington Avenue near the south entrance to the Prairie Avenue Metra

station.

The other will be installed east of the Congress Park tunnel on Burlington Avenue. The bike shelters are being funded by grants totaling more than $235,000 from the Regional Transportation Authority and the federal Congestion Mitigation and Air Quality Improvement Program.

D96 dumps fixed attendance zones for schools Algorithm will take into account distance, class sizes

Fixed attendance zones for elementary schools are now a thing of the past in Riverside Elementary School District 96.

On May 16, the District 96 Board of Education voted 6-0 to adopt a new student assignment policy that abolishes fixed attendance zones and instead will assign new students to schools based on a combination of factors, including proximity to a school, class size and a school’s capacity.

Under the district’s former so-called flexible-boundary policy, a new kindergarten student would be assigned to the school in the attendance area in which the student lived, until a class-size limit was reached.

In recent years, a number of students living in the Ames School attendance area, which included the northern part of Riverside and part of North Riverside, were transferred to other schools, mostly Blythe Park and Central schools, because Ames’ enrollment exceeded class-size targets. The school board, however, has often waived the class-size targets for some classes in some schools.

Right now, Hermanek said, the village hasn’t decided whether to file suit in Cook County Circuit Court to prevent Berwyn from using the incentive. But he didn’t rule out such action.

“At this point there’s been no decision on filing anything,” Hermanek said. “The purpose of that executive session was just to discuss our options in light of the fact of how upset our residents and the village was on what we thought Berwyn did in luring Tony’s.

“We didn’t take lightly what they did.”

In March, the Berwyn City Council approved an economic incentive that would reimburse Tony’s Finer Foods up to $5.2 million in sales taxes over a 25-year period. The city also waived building permit and utility tap-on fees as part of the relocation package.

According to the ordinance approving the deal, Tony’s would not have been able to make the move without such an incentive being offered.

The city of Berwyn says it has the legal authority to offer the sales tax incentive as an inducement to secure the move, but North Riverside’s legal counsel believes state law prohibits sales tax incentives to be used to lure a business from one town to another.

gets (20 students in kindergarten through third grade and 23 students in grades four and five), but the school board will revisit that policy in coming months.

The new student assignment policy’s language is general, stating the school board “is committed to neighborhood schools while providing flexibility for variations in enrollment.”

According to the policy, the district will follow an “unbiased enrollment process based on objective criteria” to assign students to schools. That process employ a standard algorithm, a mathematical formula, which is now used in the California school district of Belmont-Redwood Shores, to determine the shortest walking distance to a school for each new student to the district.

Incoming kindergarten and transfer students will be assigned to their closest school until class size targets are reached.

School board members say that the new policy is not a major change.

“It’s a cleaner version of the old policy,” said school board President Jeff Miller.

“We’ve got the same objectives -- to basically have neighborhood schools, but at the same time to make sure there is some equity be-

tween the class sizes in the different schools and also to utilize space across the district efficiently.”

Many homes in central Riverside are roughly the same distance away from at least two of the district’s schools.

Miller said there are a number of new students who will be assigned to a nearer school than they would have been under the old system of fixed attendance zones.

“There are students that are in the Ames attendance area that are closer to Blythe by walking distance,” Miller said. “And the same thing for Central and Blythe. There are kids that live closer to Blythe that fell into the old Central attendance area.”

The new policy will apply only to students new to District 96 -- kindergarten students, first-graders who do did not attend kindergarten in District 96 and older students transferring into the district.

Current students will remain at the schools they now attend.

The district’s policy of not separating siblings will not change. If an older sibling attends one elementary school, younger siblings will also be able to attend that school so long as an older sibling is still at the elementary school when the younger sibling

is ready to enroll.

“The algorithm does take into account the siblings so that’s part of the formula,” said District 96 Superintendent Martha Ryan-Toye said. “We’re not going to separate families.”

Ryan-Toye recently sent out a letter to local realtors explaining the policy shift, so they can make clear to prospective home buyers that buying a particular house doesn’t guarantee the right for children to attend a specific elementary school.

“My sense is it doesn’t represent a huge change in our practices, but it brings clarity to the policy and to our communication strategies,” Ryan-Toye said. “We really tried to remove the language that said there are certain attendance centers and say we have flexible boundaries.”

Next year’s kindergarten enrollment in District 96 is already larger than last year’s, and the district is considering opening a second section of kindergarten at Blythe Park School for 2018-19.

Ryan-Toye urged parents who will have a child in kindergarten next year to register and enroll that child as soon as possible.

“Having our enrollment number as accurate as possible is critical,” Ryan-Toye said.

Village Attorney Michael Hayes pointed to a state statute governing “agreements to share or rebate occupation taxes” as a way for North Riverside to possibly challenge Berwyn’s use of the sales tax rebate. Sales taxes are included in the state’s definition of an occupation tax.

The state statute appears to be pretty clear in prohibiting the use of sales tax rebates to facilitate the move of a business from one place to another.

It states that a municipality “shall not” agree to rebate any portion of “occupation taxes generated by retail sales” if “the tax on those retail sales, absent the agreement, would have been paid to another unit of local government” and “the retailer maintains, within that other unit of government, a retail location from which the tangible personal property is delivered to purchasers.”

As if to drive home the point, the state statute also prohibits the ability of home rule governments, like Berwyn, to enter in such agreements. The law, the statute states “is a denial and limitation of home rule powers.”

Asked for comment on the state statute, Berwyn Mayor Robert Lovero, in an emailed statement, brushed off North Riverside’s look into potential litigation.

“In preparing for Tony’s Finer Food’s decision to move to Berwyn, we’ve been working closely with our legal advisors to ensure that the city of Berwyn has abided by all state statutes,” Lovero stated. “I understand Mayor Hermanek’s disappointment in a business leaving North Riverside, however, none of the

tax incentives offered are in violation of state laws.”

In fact, the agreement with Tony’s approved by the Berwyn City Council in March includes language looking for ways to ensure the move if the sales tax incentive somehow got nixed after the fact.

A clause in the agreement states that if Illinois statute “becomes inconsistent with this agreement, then the city shall consult with Tony’s and make all reasonable efforts to substitute a mechanism to accomplish the intent of this agreement.”

Such an effort, however, “shall not be a general debt or obligation or obligation due and owing from the city or charge against its gen-

eral credit or taxing powers.”

However, such an incentive could be paid out of tax increment financing funds, the agreement notes. Cermak Plaza is part of the Harlem TIF District, one of four TIF districts in Berwyn.

In the end, said Hermanek, the village of North Riverside most likely could not prevent Tony’s from making the move. Preventing the city of Berwyn from using the sales tax incentive would likely be a temporary roadblock.

“We can’t stop Tony’s from moving, but you can tell them you’re not getting that money from sales tax rebates,” Hermanek said. “We don’t want the residents to think that we’re just getting kicked around.”

Thawing the cold war

A

t some point the Brookfield Public Library is going to expand their existing facility. How are we so sure? Well, have you been inside the place? It’s too small. Library officials have been making this case, convincingly, for the past decade.

OK, so what’s it going to take?

The library board has saved money expressly for future expansion and also has created a foundation to raise private funds.

The trick has always been getting everyone on board. Of course, there will always be people in the community who are dead-set against any expansion of the library, for a variety of reasons. It’s unlikely those folks will be swayed by any argument in favor.

However, if the expansion project isn’t headed to referendum — and it’s clearly not — then there are two key partners in this endeavor.

There’s the library board itself and there is the Brookfield Board of Trustees, which wields the power of approving zoning variations and special use permits that will be necessary for any sizable expansion.

For the past decade, the library has viewed village government through a lens of suspicion. It goes back to 2007 when the village mistakenly levied only half of the property taxes that the library had requested.

Even though the library is governed by a separate board and levies its own taxes, the library’s tax levy must be included with the village’s each year when tax levies are extended. The village of Riverside works this way, too.

That’s in contrast to an official library district, like North Riverside’s, which is its own separate taxing body, untethered to the village.

In most places, despite a village government being connected to a library, the two typically operate autonomously and stay out of each other’s political matters. In Brookfield, the library has been particularly sensitive to the village connection since some residents will call for the village to stop things like library referendum questions in their tracks or oppose things like building new facilities.

The matter of the levy mistake didn’t serve to calm those jitters, and library officials throughout the years have privately expressed their belief that village government has it in for them.

Going back to where we began: The library is going to expand. It has to if it is to continue appropriately serving Brookfield residents.

So how does the cold war between the village and library end?

Perhaps the best course of action would be to convene a special meeting of both boards — not for the village board to help design the library or for the library to get a design pre-approved before going through the planning process — but for the library and its architects to lay out what options it is pursuing and get feedback and ideas about things like closing streets, moving utilities and traffic flow to see what’s even feasible.

There’s no sense in the village leading the library to believe something is possible when it is not. That’s a waste of everyone’s time and money. In being as forthright as possible, perhaps the village can chip away, whether it’s warranted or not, at the decade-long distrust the library harbors.

In other words, let’s talk to one another.

TRAIL CONDITIONS

Seasonal charms of the Salt Creek Trail

T

he trail is smooth.

It’s also getting crowded.

The Salt Creek Trail is alive with bicyclists and joggers, stroller-pushers, weird sweaty shirtless exercise walkers and less sweaty pairs and foursomes ambling along the asphalt path between here and the Tri-State.

The trail is also alive with plant and animal life, the trees leafed in and deer right off the berm caught in a shaggy molt -- their spring coats, still needed just two weeks ago, a hot and patchy mess. Summertime birds are on the wing and for several days after recent hard rains the temporary fluddles of 26th Street Woods in Brookfield were filled with singing frogs.

I’ve seen the same fox a few times loping or lounging along the trail east of LaGrange Road and, a couple days ago, a big, muddy snapping turtle climbed out of the Salt Creek just east of Maple Avenue and sat trailside, its spiked carapace caked with creek bed mud. I startled a raccoon not far from where the turtle came ashore, and baby garter snakes have taken to the trail near Bemis Woods.

One of the true charms of the trail is to pass along it on two wheels, dipping into the cool shade of tree canopy and the fluttering of leaf shadows, leaning through the to-and-fro chicanes past 31st Street.

For this rider, the very best views and the coolest runnings under that tree canopy canopy are along the stretch in Bemis Woods east of LaGrange Road, where the trail is hemmed by a split-rail fence that yields on the north to a downward slope into wet bottomland. At this time of year, that lowland is an emerald wonder, 20 shades of green -- sun-dappled and iridescent, in places, an explosion of color in a single palette.

It’s great to see everyone on the trail, and given its use and popularity the rest of the year I wonder why the Forest Preserve District can’t figure out a way to keep it accessible year-round. Maybe not for bikes but certainly they can do better than allowing it to ice over for months.

But that’s an issue for another season.

Today, the trail is again a hallmark regional amenity, one that links a band of forest preserves as pleasant, and varied, as any in Cook County. Follow it for a short stretch or all the way to York Road.

Along every curve and straightway, there’s reason to stop and take notice.

Just mind the baby snakes!

Thanks for supporting fundraiser for stricken cop We would like to take this opportunity to thank everyone who attended #KUDLASTRONG and who have supported Officer Chris Kudla in his battle against Stage IV renal cell carcinoma.

The event on May 19 was a success, better and bigger than we had dared hoped. Our goal was to raise $10,000 for Chris to wage his battle on cancer, and we are proud to say that we surpassed that, raising over $15,000 for Chris.

We would be remiss if we didn’t thank some very important people who made this event a success. Chief of Police Tom Weitzel and his staff provided raffle or silent auction items and supported the event from day one.

Village Manager Jessica Frances and the rest of the village staff as well as the Riverside Board of Trustees have been nothing but supportive and generous in their support of Chris and this event.

It’s all in the family at RBHS

hh, the melodic strains of “Pomp and Circumstance” brings back memories. A notice from Beth Krause set the wheels turning on the generations that have graduated from Riverside-Brookfield High School.

Without printing family trees, I will write a synopsis of three families having had three generations graduate from the school.

With Andrew Kraus graduating this year, it marks the latest in a long line of graduates of the Kraus/Hammerschmitt families, which united through marriage. Phillip Hammerschmitt was a 1957 graduate, and his daughter Beth married into the Kraus family.

The Krauses are a large family and with Andrew’s graduation, 17 members of the two families have walked the halls and donned their caps and gowns.

There is a possibility there could be more of the family’s graduates at RBHS in the future, since some still live in the district.

The DeTorrice /Daniels/Hastings family also has spanned three generations at RBHS. Tony DeTorrice married younger classmate Charlene Daniels after both graduated in the 1930s, though exact dates not known at this time.

From that union came six children. Lisa DeTorrice Hastings, one of the six, had her third child graduate

this year and have one more to graduate. Tony DeTorrice, the first of the graduates, may appear as a column subject at some time; he’s an interesting man.

Now to the Kosey/Duve/ Schmitt/Kerry family, which I happen to know quite a bit about.

Suzanne Schmitt (RBHS 1952), married Pete Duve and they had five boys, all RBHS grads.

Eric Duve married Tina Kosey, joining the two families and producing two girls and a boy who also walked the halls of RBHS. Tina Kosey Duve is the daughter of Joe Kosey, Class of 1960. Her brother, Michael, married Pam Kerry, another graduate. There are the three generations, which in the future may include McKenna Kosey, who is now 7 years old and plans on doing gymnastics and being a cheerleader.

Now, I did not attend RBHS. I was a Nazareth girl; no story there, at least that I will tell.

So, if my numbers are correct, Krauses account for 17 graduates, DeTorrice nine (with one more to go), and Kosey/Duve would be 14. I’m confused, so I can imagine how you readers must feel.

Now if any of you can top this let me know. I would not be surprised if there is a family with four generations of RBHS grads. Let me know, you know how to find me.

Ms. Mack was the wife of the late Edward J. Mack; the mother of Scott A., Brian K. (Victoria) and the late Gregg E.; and the grandmother of Kevin.

Services were held, followed by private interment, at Kankakee Memorial Gardens.

Brookfielder named president and CEO of AgeOptions

rookfield resident Diane Slezak has been named president and chief executive officer of AgeOptions, the nonprofit Area Agency on Aging of suburban Cook County.

Slezak, who has been with Age Options since 1976, succeeds Jonathan Lavin, who has been president and CEO of Age Options since 1978. She will assume her new role on Nov. 1.

During her more than 40 years with DIANE SLEZAK Age Options, Slezak established the first Suburban Cook County Community Care Program, directed the first Senior Companion Program in the state, authored the “Best Kept Secret” proposal funded by the Chicago Community Trust and more.

Slezak lives in Brookfield with her husband, Dana Havranek. She received an MBA from Dominican University and bachelor’s degree from Wheaton College.

Tomecek teaches English and American literature at the high school.

Promoted Brookfield firefighter/paramedic Jason Baumruck has been named EMS coordinator for the village’s fire department.

Baumruck succeeds Mark Duffek, who handed over those duties in April JASON BAUMRUCK when he was named fire chief. Prior to being named EMS coordinator, Baumruck assisted Duffek with EMS and hospital-related issues. He also helped the Brookfield Fire Department transition to a paperless ambulance reporting system in 2007.

Brookfield Little League christens ‘Hull Field’ Affable coach guided girls all-stars to 1985 World Series title

ver the past few months, Ehlert Park Field No. 5 has undergone quite a transformation. The infield has been converted from grass to dirt, the dugouts painted and a new scoreboard installed.

And yet, something still felt missing. That is, until Sunday.

The renovation was truly completed during the Dan Hull Softball Field dedication over the weekend. The unveiling of the “Dan Hull Field” sign at the top-center of the scoreboard drew a round of spirited applause.

“It’s a great facility now for girls softball,” said Kevin Krueger, vice president of Brookfield Little League Softball.

“The kids and parents love it. Parents who were leaving our program for other softball programs like Burr Ridge and Berwyn are coming back to play softball here.”

Installation of the blue-and-yellow scoreboard was financed by the First National Bank of Brookfield.

Phil Richards, the bank’s chief financial officer, presented a check for $4,000 during the league’s opening day ceremony on April 21.

Hull, who died on March 29 at the age of 75, coached Brookfield’s Little League softball team to a World Series title in 1985. The Illinois General Assembly declared Brookfield the “Home of Softball in Illinois” after the 1985 team rolled through district, state, regional and World Series games without a loss.

In addition to coaching that historic team, Hull coached the Nazareth Academy and RiversideBrookfield High School softball teams, as well Triton College’s softball and women’s basketball teams.

Sunday’s ceremony honored the longtime Brookfield resident who influenced so many lives as a coach, police officer and saloon owner.

“Under the leadership of the current Brookfield National Little League Board, a decision was made to renovate Ehlert No. 5 into a softball field,” Krueger said. “We thought there’s no better person to dedicate the field to than Dan Hull.

“Whether he was coaching children, teenagers or a men’s team, he had a passion for sports and people. People respected him and paid attention to him, which made him a great police officer and coach.”

At the dedication, Hull’s granddaughters Maggie and Ginny sang the National Anthem, and his wife, Mary Margaret, threw out the first pitch. A game followed between Brookfield’s Major Girls teams, coached by Angelo Annoreno and Dan Nelson, respectively. The teams played to an 8-8 tie over four innings.

Another granddaughter, Malia Davis, pitched for Annoreno’s team. Becky Davis, Malia’s mother and Hull’s daughter, had the game-winning hit in a 1-0 win over a team from California to clinch the 1985 World Series for Brookfield.

“That team was really a reflection of his coaching,” Becky Davis said. “Everything came together for that team and we went all the way. My sister, Katie, played on Brookfield’s 1983 state championship team.

“My dad felt it was important as well to recognize so many other Brookfield softball teams that won district, state and regional championships.”

Sixteen members of the Hull family attended Sunday’s dedication, including Hull’s wife, Mary Margaret, their children, Katie, Jennifer, Becky and Danny, along with spouses and grandchildren.

“I thought the field dedication was quite an honor for Dan and the Hull family,” Annoreno said.

“There had to be over 100 people at the ceremony. The game was very fun and celebratory.”

As for the Dan Hull Field scoreboard, it offers a deserving reminder of a great coach.

“It’s always going to be comforting for us,” Becky Davis said about seeing the scoreboard.

“It’s a nice way to keep that part of my dad alive.”

Nazareth baseball wins sectional

Turgeon, Grimes provide big plays to put away Ridgewood

t first glance, the Nazareth Academy baseball team had a pedestrian regular season with a 1613-1 record.

However, the record is a bit deceiving considering the Roadrunners play in the East Suburban Catholic Conference (six ESCC teams won a regional) and endured their share of injuries this spring.

“Top to bottom, I think our conference is second to none,” Nazareth coach Lee Milano said. “Nobody really remembers the regular season. Our focus is to keep getting better and peak at playoff time.”

The Roadrunners have reeled off four straight victories in the IHSA Class 3A playoffs, advancing to Monday’s Naperville Supersectional at North Central College.

The Roadrunners’ recent play is more reflective of the program’s tradition, which includes nine regional titles, six sectional championships and three top 4 finishes in the state playoffs over the past 13 years under Milano.

The Roadrunners defeated Ridgewood 4-2 in the Nazareth Sectional final on June 2.

“Ridgewood played a really good game. They are a wellcoached team,” Milano said.

“Our kids fought threw some adversity. We had contributions from several players.”

Nazareth (20-13-1) played well in all three phases of the game to pull off a win over the Ridgewood. Tied at 2-2 entering the top of the fifth inning, the Roadrunners’ Ryan Turgeon hit a tworun double down the right field line to put his team up for good at 4-2.

“In a key situation when we needed a hit, Ryan came up big for us,” Milano said. “He jumped on a first-pitch fastball with runners on first and second to give us a 4-2 lead.”

In addition to Turgeon’s game-winning hit, quality pitching and defense proved to be the difference for Nazareth.

Starting pitcher Michael Prosecky allowed two runs, two hits and struck out four in four innings. Reliever Chance Roach came on to pitch three scoreless innings.

“Michael struggled a little bit at the beginning but he gave us four good innings,” Milano said. “Chance did basically what he has done all year, which is pound the strike zone.”

Andrew McKenna knocked in three runs, while Julian Lopez and Roach had two hits apiece.

Roach, Prosecky and Turgeon held the Tigers hitless for the game.

The Roadrunners opened the playoffs with a shutout as well, a 13-0 victory over Intrinsic Charter. Lopez (5-1) tossed a twoLEE MILANO hitter and struck out 10 over five Nazareth coach innings. Joey Trelenberg, Turgeon and Grimes had two hits each.

While Nazareth can beat opponents with hitting and defense, the team’s pitching staff is the key to success. Turgeon and Prosecky have committed to play college baseball at Dayton and Louisville, respectively, while Roach (Carthage) and Lopez (Loras) will play at the collegiate level as well.

Pitchers Tony Siranovic, Billy Pacella, Jack Krug and Thomas Sandt also have contributed this season.

“It’s really nice to have so many options with our pitching staff,” Milano said. “Coming into the season, we knew we had every inning that was pitched last year back this spring.”

“Our success is because of our players.”

Defensively, Nazareth senior Bobby Grimes made the play of the game in the bottom of the sixth. The centerfielder made a pinpoint throw from deep left center to throw out Ridgewood’s Michael Campanile at third base.

“That was the best high school defensive play I’ve ever seen,” Milano said. “Bobby is just a great athlete.”

In the fourth, second baseman Dominic Milano (Lee Milano’s son) also made a defensive gem for the Roadrunners.

Starting pitcher Dominic DeVivo went the distance for Ridgewood, allowing four runs, seven hits with seven strikeouts. Shortstop Jason Kenny had two hits, a walk and RBI to lead the Rebels offensively.

Prior to the sectional final, Nazareth won three postseason games by a combined score of 30-0.

Hoops du Jour at RBHS

Host Bulldogs and Fenwick add local flavor to high-profile tourney

The 16th Annual Riverside-Brookfield Summer Shootout is one of the premier boys high school basketball events in Illinois. The two-day tournament showcases several of the best teams and players in the Chicago area, along with occasional out-of-state squads like perennial powerhouse St. Louis Vashon.

Top teams at this year’s event include Chicago Public Schools Simeon, Whitney Young, Morgan Park, Bogan and Curie. There was not a shortage of elite players either, with West Aurora’s Marquese Walker, Young’s Tyler Beard, DePaul Prep’s Perry Cowan and Uplift’s Markese Jacobs headlining an impressive list of future college players.

“The event was another big success,” RBHS coach Mike Reingruber said. “The tournament brings the top city and suburban programs together under the same roof. Everyone competed, played hard and I hope it was a great experience for all the teams that participated.”

Of course, one notable player was missing from the competition. Junior D.J. Steward, a consensus top 50 player in the Class of 2020, recently left Fenwick. The Friars competed at the shootout without Steward and Damari Nixon, another talented junior transferring out of Fenwick. Both players have not named the high school they’ll be attending in the fall While the loss of Steward and Nixon hurts the Friars’ outlook for next season, new head coach Staunton Peck used

the shootout to gauge the progress of the team’s other notable returners and new additions on the varsity.

The same approach applies to Reingruber.

“I use summer for a lot of evaluating,” he said. “I give a lot of guys opportunities to perform in different situations.

Our guys had some very good moments.”

RBHS won three games by a total of 10 points on Sunday to claim the third-place bracket championship. That’s an excellent accomplishment since RBHS beat Morton, St. Ignatius and Uplift to win the bracket.

Zach Vaia, who started for RBHS last season, scored 24 and 23 games in two games at the tournament. Last season, Vaia averaged 13.5 points and 5.3 assists while shooting 91 percent from the free throw line and 40 percent on 3-pointers. He’s a prototypical point guard who plays with intelligence and toughness.

Andrew Veon, another RBHS starter last season, played well over the weekend highlighted by a 20-point performance on Saturday. The 6-foot-5 Veon, who averaged 7.8 points and 4.5 rebounds, provides the Bulldogs a physical presence in the paint. They played key roles for RBHS, which finished 19-11, 10-2 as Metro Suburban Conference co-champions.

Patrick Hanley, Reggie Loury, Sam Grivetti and Charles Terry showed good signs of development for RBHS at the tourney as well.

In the second day of competition, Fenwick lost to St. Rita 67-48 in the championship game of the fourth-place bracket.

Fenwick High School basketball standouts D.J. Steward and Damari Nixon didn’t play in this weekend’s highly regarded Riverside-Brookfield Summer Shootout.

That’s because both players have decided to leave Fenwick to attend another school.

Each player is reportedly undecided as to where they will transfer at the moment.

The Friars certainly will miss the two star guards as Staunton Peck takes over as head coach next season after Rick Malnati’s resignation this spring.

Their departures, coupled with the graduation of key players like AJ Nixon, Michael O’Laughlin and Billy Bruce leaves the varsity lineup thin. Top varsity returners Bryce Hopkins, Solomon Oraegbu and Lucas Kolovitz will play increased roles next winter.

The 6-foot-2 Steward is a Top 50 recruit nationally in the class of 2020. He already has scholarship offers from DePaul, Illinois, Illinois State, Florida and Georgia Tech.

He averaged 18.6 points, 4.5 rebounds, 3 assists and 2 steals per game last season. He also shot the ball very well at 54 percent on

field goals, 41 percent on 3-pointers and 82 percent on free throws. Steward made the first team at the Proviso West Holiday Tournament and led the Friars to an undefeated conference run as the Chicago Catholic League Blue Player of the Year.

Steward surpassed hyped expectations midway through his freshman season.

His breakout performance occurred at the aforementioned Proviso West tourney. At the end of the season, he shot a perfect game in a 69-67 overtime loss to Morgan Park in the Class 3A state final, going 10-for-10 from the field (including a pair of 3-pointers) and 2-for-2 at the free throw line to finish with a game-high 26 points. He also had seven rebounds and four steals in one of the best performances by a freshman in state finals history. The Friars finished 30-5 with a Chicago Catholic League title in 2017.

Nixon, a fellow freshman with Steward that year, scored eight points in the state final and played a key role on the best team in program history.

“These last 3-4 years have been special because now the school is getting recognition for all the hard work this group and the guys before us put in,” Nixon said after the 2017

“Fenwick has always been known for being an excellent academic school, but now we are showing that we can compete with some of the best basketball teams in the state.”

As an extremely quick combo guard who shoots left-handed, the 6-foot-1 Nixon breaks down defenses with his driving ability. He is a very disruptive on-ball defender as well. A nephew of former Farragut Academy star Ronnie Fields, Nixon has drawn recruiting interest from Army West Point, Wright State, and Kent State among other colleges.

Marjorie Lewe, 94, Riverside’s 2005 Person of the Year Marjorie C. Lewe (nee LeClerc), 94, a lifelong resident of Riverside, died on May 27, 2018.

Born on Aug. 21, 1923, she attended St. Mary School and met her future husband, John C. Lewe Jr., also a lifelong Riverside resident, at the Big Ball Park in Riverside the summer she graduated the eighth grade.

During high school, Ms. Lewe loved the stage and was in several plays. Afterwards, she worked at Continental Bank in the collections’ department until she married John on Sept. 6, 1944 while he was serving in the Army Air Corps during World War II. Long active in the activities of St. Mary Church, she worked with young girls in the Junior Legion of Mary, was vice president of the Altar and Rosary Society, headed a three-year “Renew” program and helped at the rectory, first as a volunteer and later as a paid staff member.

Ms. Lewe joined the Riverside/ North Riverside Covenant of Churches during its formative stages and remained a member. As such, she ran a successful Church World Service CROP Walk.

She also completed a two-year lay

ministry program through the Archdiocese of Chicago and took a oneyear Loyola practicum in chaplain training in hospitals.

Twenty-nine years ago, when several women from St. Mary’s were diagnosed with cancer at about the same time, Ms. Lewe helped form a support group through the Wellness Cancer Center in Hinsdale. She was also involved with PeopleCare Inc., a Riverside-based not-for-profit ecumenical agency which serves older adults, first as a volunteer and more recently as a paid part-time staff member.

Ms. Lewe also belonged to the Riverside Presbyterian Woman’s Group where she served as co-program chairman for four years and the Riverside Garden Club with whom she created a garden therapy program at the British Home and at the Scottish Home. Her activities also included the Riverside Township Players and a book club.

A big part of her volunteer activities had been with libraries, including the Loyola Hospital Chaplain’s Library and the Riverside Public Library, where she served for a year as the program chairman for the

Friends of the Library.

In 2005, she was named Riverside’s Person of the Year. Marjorie lived through tremendous world changes from the ice man bringing the block of ice for the refrigerator, to getting her first computer and finally, one week before her passing, watching her granddaughter’s wedding via Skype.

She was the mother of Kathleen (Steve Feary), John III (Peggy), Timothy (Kris) and Marjory (Earl Brady); the grandmother of Laura (Joe) Mantello, Michael (Lynne) and Mark (Michelle) Feary, John Charles IV (Rachel), Brandon (Ann) and Christopher Lewe, Andrew, Samantha (Jeff) Pitrak and Ian Brady; the great-grandmother of Sumner, Lane, Kate, Owen and Easton; and the sister of Yvonne Faster and the late Rita Rutz and late Donald LeClerc.

Funeral services have been held.

Memorial contributions are appreciated by the family to the American Cancer Society or to the Riverside Public Library.

Rosemary J. Simpson, 89 Stenographer Rosemary Jane Simpson (nee Cooper), 89, formerly of North Riverside, died on May 22, 2018.

Ms. Simpson went to Fairbury Elementary and High School and Gilman High School in 1944-45, and then graduated from Chenoa High School in 1946. She attended Browns Business College in Peoria from 1946-49 and was a stenographer for many years in retail.

She lived in Park Ridge for 40 years and also lived in North Riverside.

Ms. Simpson was the daughter of Fred and Effie Cooper; the mother of Cindy (Tom) Kutzki, Becky (late David) Browe, Amy (late Michael) Loiacono and the late Daniel; the grandmother of Tamara Leve (Steve), Allison Mertz (Ryan), Abigail Loiacono, Michael Loiacono, Danielle Fugate, Cooper Simpson, and Jacob and Jeremy Davis; the greatgrandmother of Olivia Leve, Gabriella Leve and Henrik Mertz;

and the sister of the late Raymond and Glen Cooper and Mildred Bach.

A memorial service is planned for Saturday, June 23 from 1 to 2 p.m. at Ivins/Moravecek Funeral Home, 80 E. Burlington St. in Riverside.

Inurnment is at Ridgewood Cemetery.

Jill A. Sowins, 61 Former Lyons resident Jill Ann Sowins, 61, of Villa Park and formerly of Lyons, died on May 24, 2018.

She was the daughter of the late John and Marion; the sister of Janet (Bud) Miller, John (Sarah) Sowins and the late Norm and the late Larry Mitch; the aunt of Tricia (Dave) Budach, Kristen (Brian Lauer) Miller, John (Trisha) and Joe Sowins; and the great-aunt of Alison and Megan Budach and Nate and Katie Lauer.
