Man jumped, robbed of backpack in North Riverside A 19-year-old Plainfield man told police he was jumped by four men, who beat and robbed him, during an incident on Cermak Road near Desplaines Avenue on June 13 at about 11:40 p.m.

Officers responded to a report of a fight at the intersection of Cermak Road and Keystone Avenue where they found the victim, who told them four men jumped out of a red Cadillac sedan, yelling gang slogans.

The men beat the victim and took his backpack, which contained his cellphone and a debit card. The vehicle was last seen headed eastbound on Cermak Road. North Riverside police notified Berwyn police of the vehicle, but it was not located.

The victim later called North Riverside police to report that his debit card was used at an ATM in Cicero. Police also indicated there was a second victim, a 17-year-old from North Riverside, but there was no further information on that person.

Stolen plate linked to crimes A Brookfield woman went to police on

June 15 to report that someone had stolen a license plate from her 2006 Chevy after Naperville police called her to report that a vehicle displaying the plate had been involved in a series of retail thefts there.

The stolen plates had been affixed to a black Volkswagen, police reported. The Brookfield woman was advised by Naperville police to check her vehicle, which was parked behind her residence. The rear license plate was missing, she told police.

Naperville police reported that they did not have anyone in custody. However, they did have a possible suspect, a Naperville officer told Brookfield police.

Catalytic converters sawn from buses An employee of UCP Seguin called Brookfield police on the afternoon of June 14 to report that someone had removed the catalytic converter from beneath their transport van, which was parked on Windemere Avenue near Maple Avenue during the overnight hours of June 12-13.

Brookfield police also responded to Community Support Services, 9021 Ogden Ave., on June 15 after an employee called to report that someone had removed the catalytic converter from the undercarriage of their 2021 Ford Cutaway bus.

The employee told police she was unsure when the device was stolen. Brookfield has experienced a rash of catalytic converter thefts in the past two weeks, with nine reported between June 7 and June 10.

■ The owner of the 26th Street Garage, 2600 Desplaines Ave. in North Riverside, called police on June 13 to report that during the overnight hours of June 12-13 someone had removed the catalytic converter from a vehicle he had been servicing.

Aggravated speeding ■ A 30-year-old Forest Park man was charged with aggravated speeding after a North Riverside police officer reported observing an orange Dodge Charger traveling at 85 mph in a 35 mph zone northbound on First Avenue from 26th Street on June 13 at 4 p.m.

The police officer curbed the vehicle after it turned east onto Cermak Road. The driver also informed the officer he possessed a concealed carry permit and that there was a loaded Glock .40-caliber handgun in the glove box of the vehicle. The officer secured the handgun after arresting the man, returning it to him after he bonded out.

■ North Riverside police charged a 30-yearold Chicago man with aggravated speeding after an officer stopped him for allegedly driving his gray Honda Accord at 80 mph in a 35 mph zone while eastbound in the 7700 block of Cermak Road on June 18 at about 5:30 p.m.

These items were obtained from police reports filed by the Riverside, North Riverside and Brookfield police departments, June 1319, and represent a portion of the incidents to which police responded. Unless otherwise indicated, anybody named in these reports has only been charged with a crime. These cases have not been adjudicated.

enerally, there are two basic requirements for the taxpayer’s home to qualify as a deduction: There must be exclusive use of a portion of the home for conducting business on a regular basis; and the home must be the taxpayer’s principal place of business. A taxpayer can also meet this requirement if administrative or management activities are conducted at the home and there is no other location to perform these duties. Therefore, someone who conducts business outside of their home but also uses their home to conduct business may still qualify for a home office deduction.

A portion of a home that is used exclusively for conducting business on a regular basis but not used as the principal place of business, will qualify for a home office deduction if either patients, clients or customers are met in the home or there is a separate structure that is used exclusively for conducting

business on a regular basis. Taxpayers who qualify may choose one of two methods to calculate their home office expense deduction: Using the simplified method consisting of a rate of $5 per square foot for business use of the home which is limited to a maximum size of 300 square feet and a maximum deduction $1,500.

Using the regular method whereby deductions for a home office are based on the percentage of the home devoted to business use. Any use of a whole room or part of a room for conducting business will involve figuring out the percentage of the home used for business activities to deduct indirect expenses. Direct expenses are deducted in full.

‘Mud fight’ of state rep race nears finish line Both Zalewski, Rashid airing TV ads during final week of primary campaign

If you watch TV over the next week, you just might see among the flood of political commercials ads for both State Rep. Mike Zalewski (D-Riverside) and Abdelnasser Rashid, Zalewski’s opponent in the June 28 Democratic Primary race for state representative in the 21st District.

Television ads are rare in a state rep primary race, but both candidates are pulling out all the stops in what has turned into a heated race.

Zalewski started running broadcast TV ads last week and Rashid, who up until this week only had ads on less expensive cable stations, will start airing ads on broadcast stations on June 22.

Both sides are also using direct mail, sometimes leveling harsh attacks against each other.

“It’s been a mud fight,” Zalewski said.

Zalewski said that he and Rashid agree on most issues.

“It’s been a hard race,” Zalewski said. “It’s certainly been an expensive one where the candidates agree on 98 percent of the issues, even I would argue 99 percent. We’re both good Democrats who, I think, are interested in what’s best for working families in this state.”

Bur Rashid, a progressive who has worked for Bernie Sanders, former Cook County Clerk David Orr, and on the 2015 Chicago mayoral campaign of Jesus “Chuy” Garcia, has a different view of the race.

He frames it as choice between two different brands of politics, constantly tying Zalewski to Mike Madigan, the former longtime Speaker of the Illinois House of Representatives, who has been indicted on federal corruption charges.

One element of the federal charges against Madigan include what prosecutors allege was a successful effort by Madigan to get a $5,000 a month ComEd consulting contract for Zalewski’s father, who had recently retired from his post as alderman of the 23rd Ward of Chicago.

The younger Zalewski, in what was seen as classic insider politics, first got on the ballot in 2008 after former state Rep. Robert Molaro retired after that year’s Democratic primary.

“I believe you have to fight the machine, not be a part of it,” Rashid said.

Zalewski counters that Rashid accepted a $50,000 campaign contribution from the then Madigan-controlled Democratic Party of Illinois in 2018 when he was the Democratic can-

didate for a county board seat and lost a close race to Republican Sean Morrison.

Rashid was also endorsed by the Cook County Democratic Party when he ran for a seat on the Cook County Board of Review in 2020 but was defeated in the Democratic primary Tammy Wendt. This is the 32-year-old Harvard graduate’s third run for public office in the past four years.

Riverside resident Terry Mullen likes Rashid’s message. While riding his bike on June 18, he saw Rashid and a campaign supporter going door to door in Riverside. Mullen stopped and asked for one of the Rashid yard signs.

“I think he would bring new and different energy to the role,” Mullen told the Landmark when asked why he was voting for Rashid.

Despite the television ads and the direct mail, the main method of campaigning for both candidates has been ringing doorbells and knocking on the doors of likely Democratic primary voters in the new 21st District. Both candidates say that they have been pounding the pavement pretty much every day for the last 10 weeks. It’s been tiring work, especially in the recent heat.

Zalewski has been talking to voters so much that he briefly came down with laryngitis last week. But he was back out going to door to door in Brookfield on June 19 despite feeling exhausted.

face to face he emphasized that he is prochoice on abortion and an advocate of gun control.

That seemed to enough for voters like Brian Kenny of Brookfield and Debbie Blangin of Berwyn.

Rashid has hammered Zalewski throughout the campaign for Zalewski’s vote last year against repealing the parental notice act which required minors in most circumstances to give parents notice before seeking an abortion.

That strong pro-choice stance was a main reason why Judith Literskis, of Riverside, is supporting Rashid.

“A big thing for me is that he is pro-choice,” Literskis said.

Zalewski has the support of his Democratic legislative colleagues, a number of whom have come by for a day to go door to door with him in the district. He has the backing of the Lyons Township Democratic Organization, headed by state Sen. Steve Landek, and has also landed endorsements from Sen. Dick Durbin and Gov. J.B. Pritzker.

On June 18, Pritzker’s political committee JB for Governor contributed $50,000 to Zalewski’s political committee, Zalewski for State Representative.

Rashid has been endorsed by the Chicago Tribune, former Congressman Luis Gutierrez, Congresswoman Jan Schakowsky and former Cook County Clerk David Orr.

Riverside mulls creating downtown business district

Special area could fund infrastructure, economic development initiatives

Having created three business districts along the Harlem Avenue corridor, the village of Riverside is now contemplating a fourth, this one comprising the central business district downtown.

Business districts are formally designated areas created after a lengthy public process that allow municipalities, over a 23-year period, to create a special fund that can be used within the district to make public infrastructure improvements, assemble prop-

erty and offer economic incentives to spur economic development and improve existing properties.

The fund is created by imposing a 1-percent sales tax within the business district, as has been done for the village’s three Harlem Avenue business districts. The village used money from one of the funds to reimburse the general fund for the purchase of the property at 2710 Harlem Ave., which it intends to sell to an adjacent property owner.

The village is also looking to use business district funds to pay for streetscape improvements in that area, including gateway signage and landscaping to beautify it.

Ashley Monroe, the village’s assistant manager, pitched the idea of a downtown business district to elected officials at their meeting June 16, saying she had received a proposal from the financial consultant Kane McKenna and Associates to assist the village in shep-

herding the public process.

Riverside used Kane McKenna as its consultant to create all three Harlem Avenue business districts. The firm estimated the cost of its services for creating the new business district at $15,000 to $21,000. That upfront cost could be reimbursed by using funds collected after the business district sales tax is imposed.

A proposed map for the new business district shows that it would include not only commercial property downtown but also civic and residential property west and east of the downtown.

Village Manager Jessica Frances said widening the boundaries past the immediate commercial district would allow the village to fund public infrastructure improvements in a larger area, though there was some doubt whether business district funds could be used for civic building improvements.

A few years ago the village undertook a study to see what improving existing public buildings or constructing new ones would cost and then abandoned those plans after learning its price tag would be between $7 million and $28 million.

Before hiring Kane McKenna to begin the process, however, trustees directed the Riverside Economic Development Commission to reach out to the downtown business and property owners, solicit feedback and report back to the village board before elected officials decide whether to move ahead.

“Specifically, I’m interested in the Economic Development Commission’s ability to reach out to the businesses and to have that dialogue,” said Trustee Megan Claucherty. “I’m interested in their opinion as a whole, but I’m hoping that that’s based on feedback from our businesses.”

In a full-page advertisement that appeared in the June 25 edition of the Landmark, Riverside Village President Joseph Ballerine is listed as one of many west suburban mayors who are supporting ShawnTe Raines-Welch in her race for judge in the Democratic primary.

Ballerine had also, until June 16, been listed on Raines-Welch’s campaign website as someone who had endorsed Raines-Welch.

In actuality, Ballerine is supporting Riverside resident Chloe Pedersen who is running against Raines-Welch and two other candidates in the June 28 primary election for a seat on the bench in Cook County’s 4th Judicial Subcircuit.

Ballerine made that clear at a press conference held by Pedersen on June 15 at the Riverside train station.

“I support Chloe 100 percent,” said Ballerine, who along with former Riverside Village President Ben Sells, stood alongside Pedersen at her press conference. “Chloe approached me several months ago, and I think she’s extremely qualified.”

Ballerine said that his support of Pedersen has been no secret.

“I put her on my Facebook page,” Ballerine said. “I share it where I can.”

Ballerine said he was surprised to find out his name was included in the Raines-Welch advertisement and that he was listed on RainesWelch’s website as endorsing her.

“It’s not a big deal, but it was embarrassing to me,” Ballerine said.

Raines-Welch told the Landmark that it was a staff error to include Ballerine on the list of officials endorsing her.

“I have a very large list of endorsers that include Secretary of State Jesse White, Congressman Chuy Garcia, the state’s leading prochoice group Personal PAC, the Chicago Federation of Labor and their associated unions, elected officials, and advocacy groups supporting my campaign,” Raines-Welch said in an email. “There was a staff error in the review process before the ad listing my supporters was published that caused Mayor Ballerine to be included in that list, and “I apologize to the mayor that this error occurred,” said Raines-Welch, who is endorsed by numerous political figures and organiza-

tions, including include Secretary of State Jesse White, Congressman Jesus “Chuy” Garcia, the pro-abortions rights group Personal PAC and the Chicago Federation of Labor, among others. “Corrections to the ad and website were made as soon as it was brought to my attention.”

Ballerine, who had nothing bad to say about Raines-Welch, said he had also liked RainesWelch’s campaign Facebook page and liked a post on it that named other suburban mayors and village presidents endorsing RainesWelch. He wondered if that might have caused some mistaken assumptions about whom he was supporting.

“I’ll be honest with you, a little bit is my naiveté,” Ballerine said.

Raines-Welch and Pedersen are battling it out in the judicial race along with former Brookfield resident and veteran public defender Jerry Barrido and attorney Patrick Campanelli.

Pedersen, a partner in the law firm of Fletcher and Sippell, LLC, has been rated as recommended or qualified by every bar association that has evaluated the candidates in the race. Barrido has been rated as qualified or recommended by 12 of the 13 bar associations.

He was not evaluated by the Arab American Bar Association.

Raines-Welch, a partner who specializes in municipal law at the Ancel Glink law firm, has been rated as qualified or recommended by 11 of the 13 bar associations, but was rated “not qualified” by the Illinois State Bar Association (ISBA) and “not recommended” by the Asian American Bar Association of Greater Chicago. The ISBA evaluation expressed concerns about her lack of trial experience.

Pedersen, who is the niece of Cook County Clerk Karen Yarborough, is a member of the board of the ISBA, but she and the ISBA say that the board plays no role in their group’s judicial evaluations “I had to go through the same process that my opponents had to go through,” Pedersen said. “I had to put together my application which was in total over 60 pages. I had to sit for an interview with each of those bar associations and answer their questions.”

Campanelli, a criminal defense lawyer in private practice, was rated as qualified by only one bar association, the Chicago Bar Association. He was rated as unqualified or not recommended by six bar associations, including the ISBA, and apparently did not participate in the evaluation processes of six bar associations.

While Pedersen and Barrido have the edge in bar association ratings, Raines-Welch leads in perhaps a more important category,

money. Her campaign has raised $467,938.71, according to the Injustice Watch website compared to just $37,360 for Pederson and $53,130 for Barrido. Campanelli does not have a campaign committee.

All that money is allowing Raines-Welch to saturate the 4th Subcircuit, which covers western Cook County from Palos and Worth Townships on the south to Leyden Township on the north, with direct mail.

against an opponent who is outspending her by a margin of more than 10-to-1 and who has support from many politicians and political organizations.

“It’s important that the judiciary stay independent of all of that,” Pedersen said. “And while we absolutely need money to run campaigns, I think the contributions are a slippery slope. But I do trust the voters to assess that situation in a way that they deem appropriate and vote accordingly.”

RBHS projects budget surplus this year and for 2022-23

Administration unveils preliminary fiscal year budget

The Riverside-Brookfield High School District 208 Board of Education approved a tentative 2022-23 fiscal year budget last week that projects a nearly $500,000 operating surplus.

The budget will be on display at the school for a month and can also be viewed on the district’s website (rbhs208.net).

Assistant Superintendent Kristin Smetana emphasized that the budget will change over the next couple of months as final staffing decisions are made and the precise level of state aid is revealed. The final budget will not be approved until September even though the new fiscal year begins on July 1.

“We’ll be continually reviewing the budget

in July and August,” Smetana said.

Smetana said the state aid that RBHS will receive under the evidence-based funding formula is expected to increase next year, but the preliminary budget includes last year’s amount because the state has not yet announced how much money RBHS and other school districts will be receiving.

The tentative budget projects revenues of $29,198,567 and expenses of $28,699,612. The bulk of the district’s revenues comes from property taxes.

Expenses for the salaries of teachers and other certified staff are projected to increase by 5.89 percent next year due to the new teachers’ contract approved last month. The cost of medical and dental insurance is expected to increase by 2.82 percent. Administrative salaries are projected to increase by 4.63 percent.

Salary costs for paraprofessionals are projected to jump a steep 28.53 percent next year, because the new contract gave all paraprofessionals $3 per hour raises.

Grange Area Department of Special Education cooperative, commonly known at LADSE, is projected to increase 25.35 percent to $882,459 next year due to additional purchased services and staffing rate changes.

LADSE provides RBHS with school psychologists, social workers and provides special education services.

Out-of-district special education costs for tuition at private, specialized schools and transportation costs for special education students are both projected to decrease by about 8.6 percent.

The amount the district pays to its janitorial contractor, Aramark, is projected to increase by 5.69 percent to a little over $1.3 million due to an increase in the minimum wage.

On the revenue side, property tax collections are projected to rise 4.4 percent to approximately $22.3 million. Rental fees are projected to increase by 21.43 percent as rentals of school spaces, mostly the fieldhouse and gym, return to pre-pandemic

levels. This is projected to net the school an additional $15,000 in revenue over last year.

The school is projected to receive approximately $300,000 in federal pandemic relief money next year, down from about $810,000 this year.

The district is also expected to end the 2021-22 fiscal year with a surplus, but the exact amount will not be known until next month.

The school board also approved new goals for the district, completing a process that began more than two years ago. The five goals include exploring how to maximize curricular days to foster academic rigor and social emotional supports for students; researching opportunities to increase engagement with stakeholders; continuing training and engagement in diversity, equity and inclusion; maintaining responsible budgeting while investing in staff and programs that directly affect student outcomes; and advocating to increase the district’s physical footprint to support operations and curricular and extracurricular activities.

Metra earmarks $1 million to design Congress Park upgrade Engineering plans would focus on train station accessibility

The board of directors of Metra, the commuter rail division of the Regional Transportation Authority, voted 9-0 on June 15 to add seven projects, including one at its Congress Park Station in Brookfield, to its 2022 Capital Plan after receiving more than $60 million in new funds from the federal Infrastructure Investment and Jobs Act and the Illinois Department of Transportation.

According to a memo in the June 15 Metra board packet from CEO/Executive Director Jim Derwinski, Metra will direct $1 million in State of Good Repair program funds in 2022 for “design concepts and environmental studies” to make the Congress Park Station handicapped-accessible.

The village of Brookfield performed some cosmetic improvements to the Congress Park Station platform and station in recent years in addition to building a new parking along Burlington Avenue. such preliminary engineering, and a Metra spokesman told the Landmark that there is not yet any source of construction funding for such a project.

However, the funding does mean that Me-

tra will begin designing such improvements much sooner than originally thought.

“The money we programmed [June 15] will help fund the very beginning of the process, covering design concepts and environmental studies, for improvements at the station,” said Metra spokesman Michael Gillis. “We don’t have any more details or a timeline for the process.”

Making the station, which is accessible only via flights of stairs, wheelchair accessible would be part of a larger plan to improve and beautify the Metra stop, one of three in Brookfield and the only one in the village from which Metra trains run express to Union Station in Chicago seven times each weekday.

The station is also the first stop out of Union Station for six express trains during the afternoon/evening on weekdays. Metra trains do not stop at Congress Park on weekends or holidays.

In 2020, the village of Brookfield launched the first phase of a multiphase effort to improve the area in and around the Congress Park Station, constructing a 21-space commuter parking lot in the Burlington Avenue

right-of-way west of DuBois Boulevard.

The village also improved sidewalks, installed covered bicycle parking near the station and made improvements to the tunnel, stairs and platform shelters. The project cost roughly $340,000 to complete and was paid for through a combination of federal Community Development Block Grant funds and money from the Congress Park TIF District, which includes the public right-of-way south of the station.

Meanwhile, the Landmark has learned the Burlington Northern-Santa Fe Railroad, which owns the rail right-of-way intends to reconstruct the deteriorating concrete retaining wall on the south side of the railroad embankment, facing Burlington Avenue, sometime this year.

BNSF plans obtained by the Landmark show the railroad intends to reinforce the wall by constructing a berm that slopes southward from the top of the embankment.

A rendering shows that Brookfield plans to lay a paved plaza/drop-off area in front of the station.

No date has been given for the start of that work.

Still assessing damage from page 1 that he invoked the state of emergency in order to access possible funding to help the village, residents and business owners. The state of emergency will last until the next meeting of the village board on July 7.

“This allows the village of Riverside to work with other municipalities as well as the state and county for possible relief funds,” Ballerine said on June 16.

In a follow-up interview, Ballerine told the Landmark he and other mayors whose towns were slammed by the storm – including North Riverside, Westchester and Bellwood – would be meeting with Cook County commissioners Frank Aguilar (D-16th) and Brandon Johnson (D-1st) on June 22 in Westchester to see how to proceed on getting access to emergency funds, which would most likely be in the form of loans.

On June 20, North Riverside Mayor Joseph Mengoni announced that he would also retroactively declare a state of emergency beginning June 13 in order to seek relief funds.

If the municipalities can show that they’ve incurred at least $19.3 million in costs related to storm damage and the subsequent cleanup, they may also be eligible for federal funding through the Federal Emergency Management Agency (FEMA), Ballerine said.

Meanwhile, the cleanup continues in

Brookfield, North Riverside and Riverside, through which the June 13 storm traveled from northwest to southeast bringing straight-line winds topping 80 mph, according to the National Weather Service, which called it a “supercell” storm.

An EF-0 tornado touched down in unincorporated Schaumburg and moved into Roselle before lifting, the NWS reported.

The strongest straight-line winds, reaching at least 90 mph, hit Bellwood and northern Westchester, causing structural damage to buildings.

Those winds skirted the western limit of North Riverside, snapping utility poles at 25th Avenue and Cermak Road, and causing extensive tree damage in North Riverside west of 8th Avenue and then southeast, hitting the forest preserves hard near Caledonia Senior Living.

No trees or large limbs struck the nursing home, but several trees were damaged on its grounds and along its edges, smashing fences and blocking access to the facility for a time on the night June 13.

“Mercifully, nothing fell on the home,” said Gus Noble, president of Caledonia Senior Living. “Nothing fell on anybody’s cars, no one was hurt. But, there was significant damage to our trees.”

The extent of the damage is such that Noble put out an appeal last week, asking for donations to help fund the cost of the cleanup, repairs and replanting. Anyone interested in making a donation to that fund online can visit caledoniaseniorliving.org/ fundraising/grounds.

Tree impales truck windshield, driver At least one local resident was seriously injured during the storm. Brookfield emergency personnel responded to the vicinity of 31st Street and McCormick Avenue just after 7 p.m., when winds were at their most intense.

Just west of McCormick Avenue, police located a blue pickup truck with heavy front-end damage facing westbound off the roadway on the grassy area. A large tree branch had crashed through the windshield, and the driver, a 64-year-old North Riverside man, had sustained a chest wound, police said. He suffered multiple injuries, including rib fractures, a fractured arm and wrist, a punctured lung and other internal injuries.

Local officials in all three villages indicated it could take weeks before the full extent of the damage and tree loss is calculated. Cleanup efforts by public works employees assisted by crews from multiple Chicago area suburbs and Cook County continued into this week.

It took until Saturday afternoon for crews to complete cleanup efforts north of the railroad tracks in Brookfield, said Public Works Director Carl Muell. Brookfield Forester Victor Janusz said his workers had delivered more than 100 truckloads of tree debris to a firm that turns it into mulch.

A full week after the storm, Riverside Forester Michael Collins was still in emergency cleanup mode. His crews as well as workers

from the village’s third-party tree service had responded to more than 100 locations in the village to clear away branches hanging in trees above public spaces, endangering the safety of pedestrians and vehicles.

“It’s been a whirlwind,” Collins said.

Collins said he knew of nine or 10 buildings in Riverside struck by either large limbs or entire trees. A tree from a residential backyard that crashed into the wall of the Ames School gymnasium apparently did little to no damage, said District 96 Superintendent Martha Ryan-Toye.

“It fell against a part of the school where there are no windows,” Ryan-Toye said, who said a chain-link fence was damaged.

“It also fell onto a power line and we lost power, but there was no danger to the building.”

North Riverside Public Works Director Vince Ranieri said crews there had trimmed at least 100 trees to remove hazards and that some of those trees might still need to come down completely.

Most of the debris had been picked up in the village over the weekend, with crews making a second pass June 20. North Riverside also received mutual aid help in the form of personnel, equipment and vehicles from Cook County and at least three other suburbs.

“The surrounding communities really stepped up and gave us a hand,” Ranieri said. “We’re just six guys [in North Riverside Public Works]. Not to mention it’s 105 [degrees outside]. It was nasty.”

Music on Grand returns to downtown Brookfield Expanded outdoor dining, bands last weekend of each month through Sept.

Music on Grand Boulevard, born in 2020 as a way to bring diners back to Brookfield’s downtown restaurants and bars in the midst of the COVID-19 pandemic, returns for a third straight year along the 3700 block of Grand Boulevard this weekend.

The block will be closed to all vehicular traffic from Fairview Avenue north to the midblock bump-out on the last weekend of each month from June through September.

Tables and chairs will be set up in designated areas for each restaurant and bar in that stretch of the block, with an open corridor for pedestrians down the center of Grand Boulevard.

The street will be closed from early on Friday until early Monday morning, and a north-facing stage will be erected at the south end of the block between Sebastian’s Ale & Whiskey House and Brookfield Breakfast.

While patrons can enjoy the expanded outdoor dining all three days, the live entertainment will be limited to Saturday from noon to 10 p.m.

Grace facing disaster

N

atural disasters, sadly, are not unknown in this neck of the woods. While there had always been the occasional cataclysmic flood – rivers are great until they’re running through your streets – it wasn’t until 2008 that the frequency and severity of storm events began to go from rare to routine.

While some may still close their eyes to the impact of climate change, it’s become undeniable that the patterns we’ve experienced not just here but throughout the nation, heck, the planet, aren’t going away.

“It kind of makes you wonder what we’re going to need to do with [forestry] programming,” Riverside Forest Michael Collins told the Landmark in an interview June 20 while he was still in the midst of storm cleanup. “It opens your eyes to the severity of the storms we’re going to be facing.”

We’ve covered some really nasty storms in the years since Growing Community Media purchased the Landmark in 1997.

There were floods of various levels of severity in 2007, 2008, 2010, 2013, 2019, 2020 and 2021 – the big one being the record flood of 2013.

Mixed in between were a couple of nasty wind storms, including a 2011 storm that caused widespread damage in Brookfield’s north end and toppled the 300-year-old Constitution Oak in Kiwanis Park.

But no one we’ve talked to has been able remember a storm that caused as much damage as the one that whistled through the area on June 13. Its total impact has yet to be calculated, since it’s taken a full week just to manage basic cleanup. The loss in trees and the cost for dealing with the aftermath are sure to be enormous.

While that does not bode well for the future, the way neighbors, strangers, village workers as well as those from other municipalities stepped up in the wake of the storm to clear away the debris, offer a cool place to escape the heat or a freezer to place perishables during power outages or a power strip to charge your phone.

Cook County gets a lot of side glances as a governmental entity, but it sure came through in Riverside and North Riverside, providing personnel and vehicles to help clear away the storm damage. The county’s department of homeland security provided the village with a 10-ton air conditioner so North Riverside could create a cooling center during the worst of last week’s heat.

More than a dozen suburban communities, from as far away as Algonquin, Montgomery and Glen Ellyn, combined to assist cleanup efforts in Brookfield, North Riverside and Riverside.

Local officials have publicly remarked on that generosity and have thanked both residents and those from outside the community for recognizing a catastrophe and rushing to help.

That’s the silver lining, one we hope will recur only rarely.

Villages pitched in after the big storm

W

hat a week it was! Mother Nature did her pruning in excess when a storm raged through our area on June 13, yanking large trees that had stood for years from their roots onto whatever was in the way.

Some of the large trees cracked and showed they had rotted on the inside and didn’t have many years left. Cars became the resting place for some trees, while others took a toll on houses, with one on Lawton Road receiving extensive damage. Luckily the owner, who was home at the time, was not hurt. The damage assessment will take a while.

As for Riverside, I don’t think I ever remember it looking this bad as a result of a storm. I remember when I left to go to college in Kansas my Mother warned me to watch out for tornadoes, thinking of the movie “The Wizard of Oz.” Now we know our area is not immune to bad storms and tornadoes.

Brookfield took hits as well, including at Kiwanis Park where one tree snapped and fell onto the ball field concession stand. Along came the Little League parents, chainsaws in hand, to clear things out.

Brookfield loves its Little League and downed trees would only temporarily put a stop to any games. My

son Michael, a Brookfield resident, said that neighbors were out as soon as it was safe to help each other that had fallen to clear out any debris.

Power outages followed by a heat wave also caused concern in the Landmark area.

North Riverside, Brookfield and Riverside were affected, including many food establishments who lost products as a result.

Cooling stations were set up and attempts were made to get to those who may have needed help. I don’t know if all villages have a plan for handling such occurrences, but all seemed to go into action immediately with help coming from all over. It shows again how, in times of need, strangers become friends and help each other.

We were safe at the Kosey house. Our stately evergreens didn’t even bend and the patio furniture stayed in place. A branch from a neighbor’s tree fell on our driveway which Daughter Tina promptly removed and placed on the parkway when she came over to assess if there was any damage and make a wellness check. She came equipped with work gloves. That’s our girl!

Luckily no one in Riverside was hurt. Good job everyone. Much can be accomplished when we work together.

Well-respected Zalewski will get things done My take -- and my vote -- on who will represent us in Springfield is different from a normal letter. I won’t pretend to be unbiased or agnostic.

I know Mike Zalewski, his wife, and his four kids.

Mike gave the toast at my wedding. Our daughters are playmates. These are wonderful people with whom most would want to affiliate themselves, socialize and, yes, represent us when critical decisions are on the line in the General Assembly.

Mike Zalewski is a forceful spokesperson for the issues

that are important to me, my family and to our area. He has been a reliable voice for common sense gun regulations to keep our kids safe. He has been there for women’s rights, for expanding the earned income tax credit and doubling the property tax rebate, and after years of our state moving in the wrong direction, our finances are finally on the right track thanks in part to Mike’s leadership as chairman of the Revenue Committee. Beyond all that, he still finds the time to be a great dad.

Mike is a well-respected leader in Springfield who gets things done. Too much is on the line for us to start over with an unproven rookie. I strongly urge you to join me in casting your vote for our state representative Mike Zalewski.

Dagmar Krivak, 79 Baker Dagmar Krivak (nee Horacek), 79, of Brookfield, died June 8, 2022. Ms. Krivak had worked as a baker at a grocery store.

She was the wife of the late Antony DAGMAR KRIVAK Krivak; the mother of Anthony (Linda) Krivak and Daniela (Richard Ciolino) Krivak; the grandmother of Kaitlin, Alyssa, Ellen and Sabrina Krivak; and the sister of the late Anthony (the late Millie) Horacek.

Services have been held. Interment was private. Memorials are appreciated to St. Jude Children’s Research Hospital.

Robert “Bob” Ellis Luttrell, 94, died peacefully on June 3, 2022 at his home in Palm Harbor, Florida.

Mr. Ellis was born Nov. 27, 1927 in Urbana to Lloyd Luttrell and Ra-

chel Weaver. His education at both the University of Illinois and Northwestern University provided him the foundation for his successful career as a general contractor, overseeing the construction of public buildings, private companies, and custom homes.

He was a proud member of the U.S. Army Airborne in World War II and a true patriot. He was also committed to public service and volunteered his time and skills to the park board in Glen Ellyn and to the planning commission in Ouray County, Colorado.

Mr. Luttrell was an avid golfer and loved to play the Village Links in Glen Ellyn and Fairway Pines at his mountain home in Ridgway, Colorado for 12 years where, at 8,000 feet, the thin air carried his ball the extra distance.

He married Penny Devin, who served for a time as recreation director for the village of North Riverside. He and Penny were world travelers and particularly enjoyed their trips to Ushuaia, Argentina, as well as India and their safari in Africa.

Mr. Luttrell is survived by his wife, Penny Devin; four adult children, Wendy, Scott, Kevin and Jennifer Luttrell; two step children, Jennifer Roach and Jeremy Devin; 10 grandchildren and five greatgrandchildren.

The family will hold a “Celebration of Bob’s Life” in the fall of 2022.

Jeanne M. Nolden, 56 Industrial hygienist Jeanne Marie Nolden (nee Dvorak), 56, died on June 16, 2022, surrounded by family at home in Forest Lake, Minnesota, after a hard-fought battle with cancer.

Ms. Nolden grew up in North Riverside, attending Riverside-Brookfield High School and St. Mary’s College in Winona,

She was employed as an industrial hygienist at Metro Transit in the Twin Cities.

Known as “Beans” since early childhood, Jeanne lit up every room she walked into with her smile and her sass.

She was the life of the party and always made sure everyone around her was having a good time.

She loved to embarrass her daughters, clapping along to the music in church and singing in her opera voice. Her proudest accomplishment was raising four daughters well.

Jeanne was a founder of the annual “Cousins Camp” weekend, bringing together her siblings, nieces and nephews for a weekend of camping and adventure each year. She loved the great outdoors, often going on long drives through the country with her husband and finding a good trail to hike.

An avid gardener, Jeanne took pride in her flowers and vegetables -- taking up more and more of the yard each year. She enjoyed card games, country music and sunshine. She was an associate of Jeanne Jugan at Little Sisters of the Poor and spent many years volunteering with the Arc Alliance and Girl Scouts of America.

She also would foster puppies from Secondhand Hounds.

She is survived by her devoted husband of 33 years, Bruce; her daughters, Nora (Michael Berken), Katie (Oliver) Moore, Allison and Margaret; her granddaugh-

ter, Lucy Moore; her mother, Betty (late Charles) Dvorak; her siblings, Chuckie (Selene), Janet Dorrance, Carol, Liz (Kevin) Lyne, James and Patty (Joe Carbonara); her mother-in-law, Joyce (late Robert) Nolden and brothers-in-law, Mark (Bonita), Scott (Laura) and Dale (Amanda) Nolden. She was a fun-loving aunt and cousin to many.

Visitation will be held from 4 to 7 p.m., with a rosary and prayer service starting at 7 p.m. on June 24 at Mattson Funeral Home, 343 North Shore Drive, Forest Lake, Minnesota. The family encourages you to wear Jeanne’s favorite color yellow.

Shirley J. Simpson, 85 Worked at Sunbeam Shirley J. Simpson (nee Loomis), 85, of North Riverside, died June 17, 2022.

Ms. Simpson was born Sept. 26, 1936 and was retired from her job in the manufacturing industry, working for Sunbeam Products.

She was the wife of the late Gilbert Paul Simpson, the sister of the late Jewell (late John) Sova and an aunt to many nieces and nephews.

Top boys hoops teams fire away at RB Shootout LTHS posts 3-1 record, while Bulldogs finish tourney winless

Riverside-Brookfield High School rising junior boys basketball player Will Gonzalez learned quickly from his first RB Summer Shootout in 2021.

“I was kind of nervous my first game because I was never in front of so many coaches before,” Gonzalez said. “But then after that first game, you feel good. It’s just playing basketball.”

The lone non-senior starter, Gonzalez and rising senior Arius Alijosius are among few key returnees from the Bulldogs’ successful past season that included conference and regional titles and Mike Reingruber being named the Illinois Basketball Coaches Association Coach of the Year for Class 4A Region 8.

June 17-19 attracted 72 high school teams playing four 40-minute, half-court games apiece. More than 200 college coaches registered to observe.

“It helps us to get a little recognition as a team and how we’re going to be,” Gonzalez said. “It’s going to be a different season. Everybody else who is now a senior or myself as a junior has to step up and be leaders.”

Lyons Township High School was among 26 teams that went 3-1. After losing Saturday’s opener to Glenbrook North 47-35, the Lions defeated Leo 63-60 that day and Westinghouse 71-56 and Naperville North 73-50 on June 19.

RBHS lost to 2022 IHSA Class 4A state runner-up Whitney Young 76-53 and Oak Lawn 77-65 on June 17 and to Brother Rice 82-53 and Rich Township 62-58 on June 18.

Whitney Young was among seven 4-0 teams.

“The summer is a time for coming together as a team, find out what your strengths as a team are, what your weaknesses are, what you really need to work on to be competitive in the greater worlds of high school basketball,” Reingruber said.

Reingruber has been running the summer tournament since its inception with 24 teams. LTHS joined when the shootout became an NCAA-live event in 2019, allowing Division I coaches to observe. “[It’s] a great opportunity to play really good competition,” LTHS coach Tom Sloan said. “It shows the coaching staff what guys can do and hopefully individuals get to see what they need to improve on to get ready for the actual season where stuff matters.”

The Lions are coming off reaching the IHSA Class 4A sectional finals. They lost to Whitney Young, which beat RBHS in the sectional semifinals.

“I love playing with our team. I just think we have good chemistry and that’s super good being so early in summer league,” said LTHS rising senior and returning starter Nik Polonowski.

The Bulldogs have played roughly 20 games and at five other mini-shootouts.

“That’s what summer is for. We want to play the best competition possible,” Reingruber said.

“We definitely got closer as a team [this weekend], even though our results didn’t show,” Alijosius said. “We showed who we are and that we’re definitely a good team coming up. We just need to figure it out.”

WATER SOURCE Lake Michigan is the sole source of drinking water for Chicagoans and 125 suburban communities.

The water is treated at the Jardine Water Purification Plant and at the South Water Purification Plant located on the lakefront of Lake Michigan in Chicago. The Environmental Protection Agency (EPA) has found that the quality of Lake Michigan water has improved dramatically over the past thirty years. The Village of Riverside purchases surface water from the Village of McCook, which in turn purchases surface water from the City of Chicago.

WATER QUALITY CONTROL & TESTING The City of Chicago water treatment facility controls the quality of water supplied to the Village of McCook and the Village of Riverside. Chicago adds chemicals to the water for disinfection purposes, to settle out impurities, and to prevent lead leaching. The City also adds carbon to remove odors and adds fluoride for teeth. The Village of Riverside monitors and adjusts chlorine to maintain safe drinking water on a daily basis. The Village also samples the water for various requirements mandated by the Illinois Environmental Protection Agency on a monthly basis.

VIOLATIONS The Village of Riverside is proud to have met or exceeded all federal and state standards for drinking water for the calendar year 2021.

Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contamination. The presence of contaminants does not necessarily indicate that water poses a health risk.

Because water is the universal solvent, many materials are easily dissolved upon contact. At low levels, the contaminants generally are not harmful in our drinking water. Removing all contaminants would be extremely expensive, and in nearly all cases, would not provide greater protection of health. If a resident is concerned, a suggestion is to run tap water for 30 seconds. Some people may be more vulnerable to contaminants in the drinking water than the general population. The sources of drinking water (both tap and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface of the land or through the ground, it can dissolve naturally occurring minerals, and pick up substances resulting from the presence of animals or human activity. Possible contaminants consist of Microbial contaminants, such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations and wildlife; Inorganic contaminants, such as salts and metals, which may be naturally occurring or the result from urban storm water runoff, industrial or domestic wastewater discharges, oil and gas production, mining or farming, Pesticides and herbicides, which may come from a variety of sources such as agriculture, urban storm water runoff and residential uses, Organic chemical contaminants, including synthetic and volatile organic chemicals, which are byproducts of industrial processes and petroleum production, and may also come from gas stations, urban storm water runoff and specific Radioactive contaminants, which may be naturally occurring or be the result of oil and gas production and mining activities. In order to ensure that tap water is safe to drink, USEPA prescribes regulations that limit the amount of certain contaminants in water provided by public water systems. FDA regulations establish limits for contaminants in bottled water, which must provide the same protection for public health.

The Illinois EPA considers all surface water sources of community water supply to be susceptible to potential pollution problems. They very nature of surface water allows contaminants to migrate into the intake with no protection only dilution. We failed to provide the results of lead tap water monitoring to the consumers at the location water was tested. These were supposed to be provided no later than 30 days after learning the results.

Illinois EPA considers all surface water sources of community water supply to be susceptible to potential pollution problems. The very nature of surface water allows contaminants to migrate into the intake with no protection, only dilution. This is the reason for mandatory treatment for all surface water supplies in Illinois. Chicago’s offshore intakes are located at a distance that shoreline impacts are not usually considered a factor on water quality. 2021 VOLUNTARY MONITORING

The City of Chicago has continued monitoring for Cryptosporidium, Giardia and E. coli in its source water as part of its water quality program. To date, Cryptosporidium has not been detected in these samples, but Giardia was detected in 2010 in one raw lake water sample collected in September 2010. Treatment processes have been optimized to provide effective barriers for removal of Cryptosporidium oocysts and Giardia cysts in the source water, effectively removing these organisms in the treatment process. By maintaining low turbidity through the removal of particles from the water, the possibility of Cryptosporidium and Giardia organisms getting into the drinking water system is greatly reduced. In 2020, CDWM has also continued monitoring for hexavalent chromium, also known as chromium-6. USEPA has not yet established a standard for chromium-6, a contaminant of concern which has both natural and industrial sources.
