Pillars Community Health buys Riverside office building Agency intends to provide integrated health services, enhance access to care

Pillars Community Health, the LaGrangebased nonprofit agency providing medical, dental and behavioral health services as well as sexual and domestic violence services to people throughout the near western and southwest suburbs, is expanding access to its services.

In March, Pillars Community Health purchased a largely vacant medical office building at 7234 Ogden Ave. in Riverside, where the agency intends to provide integrated health, dental and behavioral services for those who face barriers, financial and otherwise, when it comes to accessing that kind of care.

“Looking at our demographic data and needs assessment, we saw a lot of unmet needs for physical, oral and behavioral health in towns we serve like Lyons, Riverside, Berwyn, Cicero and Stickney,” said Angela Curran, CEO of Pillars Community Health.

Swan Pond path work slated for August start

Construction bids due to village by July 1

Construction of a new 10-foot wide exposed aggregate concrete path along the river bank in Swan Pond Park in Riverside will begin later this summer and ought to be complete sometime in October, according to the village’s engineering firm, which is overseeing the project.

On June 17, the village board awarded a $37,610 contract to Christopher B. Burke Engineering Ltd., to provide construction engineering services, including seeking bids, construction observation and documentation, pre- and post-construction services and material testing.

Burke Engineering put the project out to bid on June 18, with a bid opening to take place July 1. The firm will present a recommendation to the village board at its July 15 meeting, when trustees are expected to award the construction contract.

FIXER-UPPER: Riverside has decided to replace the crumbling asphalt path in Swan Pond Park with a wider concrete path that should be more durable. The project will also address riverbank stabilization to prevent further erosion. is expected to begin in early August and is required to be completed within 40 working days.

The scope of work includes removal of the existing asphalt path and the construction of a roughly 2,100-foot long, 10-foot

wide concrete path. In addition, three sections of the riverbank that have been prone to erosion will be stabilized by installing limestone rock ledging.

That bank stabilization work, which the village board agreed to include in the bid

packet in March, has pushed the total cost estimated cost of the project to roughly $611,000.

Riverside officials originally had budgeted the project at $475,500. A substantial portion of the cost for the project is being covered by a pair of grants, a $350,000 grant from the Illinois Department of Commerce and Economic Opportunity and a $50,000 Invest in Cook grant from the county.

The village board also agreed with Burke Engineering’s assessment that it would not be practical to make the path ADA-accessible at its north end, where it traverses a steep slope from the sidewalk along Burling Road down to the park itself, which forms a flood basin.

Initially, Burke Engineering explored the possibility of installing a wood rail fence, a $20,000 line item in itself, connecting the top and bottom of that slope to make it ADA-accessible. But the slope itself is too steep and making it compliant would be an enormous undertaking.

Instead, the village will place a sign at the north end of the path on Burling Road indicating that the south end of the path along Fairbank Road near the Barrypoint Road bridge is ADA-accessible. The village may seek to provide accessible parking close to that entry point.

SeatGeek Stadium, which used to be known as Toyota Park, is located at 71st Street and Harlem Avenue and was completed in 2006. It was built to be the home of the Chicago Fire soccer team. But after playing at the stadium for more than a decade, the Fire bought out their lease in 2019 and now play at Soldier Field.

The stadium has a capacity of approximately 20,000 people so the 250 or so graduates and the four guests for each graduate had ample room to spread out and remain socially distant from other families.

The $9,114.27 in rent was no doubt a welcome bit of revenue for the stadium which, although it is still hosts the Chicago Red Stars professional women’s soccer team, is looking for any revenue it can get. Bridgeview is trying to also market the stadium as music venue.

The stadium has proved to be a something of a financial albatross for Bridgeview. According to published reports, the village has borrowed up to $260 million to build and operate the stadium, and in 2017 the village’s bond rating was downgraded to junk status.

North Riverside cop apprehends alleged carjackers A North Riverside police officer who was driving south on I-55 on June 14 at about 3:25 p.m. ended up pursuing and apprehending several people involved in an alleged carjacking after a stolen Dodge Ram truck crashed into another vehicle at 63rd Street and Cass Avenue in Westmont.

Illinois State Police were pursuing the Dodge Ram, when the truck passed the North Riverside officer in the emergency lane at a high rate of speed. The North Riverside officer pursued the truck, which exited I-55 at Cass Avenue and sped northbound at speeds surpassing 90 mph.

The truck avoided a spike strip at 67th Street but crashed into another pickup truck at 63rd Street. The North Riverside officer ordered the 20-year-old driver of the Dodge Ram out of the vehicle at gunpoint as well as a 36-year-old woman. A 21-year-old woman inside the Dodge Ram appeared to be injured. Police reported recovering a handgun inside the Dodge Ram. Illinois State Police took over investigation of the incident.

The driver of the other truck refused medical treatment, police said.

Unlawful use of a weapon An 18-year-old from Hammond, Indiana, was charged with aggravated unlawful use of a weapon and endangering the life of a child after he allegedly pointed a handgun at three other people during a verbal altercation in the parking lot of North Riverside Park Mall, 7501 Cermak Road, on June 13 at about 4:10 p.m.

According to the police report, the man was shopping at the mall with a 21-year-old man, 26-year-old woman and a 2-year-old child when three people began throwing up gang signs at them.

The three men followed them outside as they exited the mall and got into their vehicle. But when one of the three men punched the rear window of the vehicle, the 18-year-old got out of the car and pointed the handgun at them before leaving. Security camera video reportedly confirmed that the man pulled out the gun and pointed it at the other men.

Someone who witnessed the incident called 911 and police stopped the vehicle on Cermak Road near Home Avenue in Berwyn. The 18-year-old reportedly was sitting next to the 2-year-old in the backseat, with the handgun in his lap. Police said the gun had been reported stolen out of Gary, Indiana.

In addition to charging the 18-year-old, police cited the 21-year-old driver of the vehicle with unlawful possession of cannabis.

Mall kiosk burglarized Security cameras at North Riverside Park Mall, 7501 Cermak Road, reportedly captured video of two people burglarizing a jewelry kiosk at 8:55 p.m. on June 14.

The kiosk owner called police on June 15 after realizing that six boxes of jewelry valued at

between $4,000 and $5,000 were missing from a drawer where they had been stored when he closed the kiosk the previous evening.

Video reportedly showed the two men burglarizing the kiosk before exiting the mall through the food court and getting into a darkcolored SUV.

Planters stolen from Brookfield home A resident of the 4300 block of Elm Avenue, Brookfield, called to police to report that between 9 and 10:30 a.m. on June 19 someone had stolen two large planters full of plants from in front of his home.

The total value of the planters was estimated to be about $350.

Felony charges in hit and run A 26-year-old LaGrange Park woman faces a felony charge of leaving the scene of a crash with injuries after she allegedly drove off after hitting and seriously injuring a 48-year-old LaGrange Park woman riding a bike at 17th Avenue and 23rd Street in North Riverside on June 13 at about 12:15 p.m.

Witnesses told police that the driver of the vehicle momentarily got out of the vehicle after striking the bicyclist, who was in the bike crossing, but then left the area. Police obtained license plate information from witnesses, and the driver was charged on June 20.

The victim suffered a fractured disc in her spine, police said.

Burglary to vehicle ■A

resident of Kimbark Road in Riverside called police on the morning of June 17 to report that someone had burglarzied her vehicle during the overnight hours.

The vehicle was locked and the offender gained entry by breaking out the passenger side window. The offender removed a gym bag containing boxing gloves, shoes and gym clothes.

■ North Riverside police responded to the 2300 block of 4th Avenue on June 17 after a resident called to report that during the overnight hours of June 16-17, someone entered his unlocked vehicle, which was parked in the driveway, and removed a black backpack containing a Dell laptop computer, several hand tools and some keys.

These items were obtained from police reports filed by the Riverside, North Riverside and Brookfield police departments, June 13-20 and represent a portion of the incidents to which police responded. Unless otherwise indicated, anybody named in these reports has only been charged with a crime. These cases have not been adjudicated.

Lowest weekly local COVID totals since March 2020 Just one case in Brookfield, none in Riverside and North Riverside

Brookfield, Riverside and North Riverside combined reported just one new case of COVID-19 for the week-long period ending on the morning of June 22, the fewest weekly number of total cases the three villages have reported since March 24, 2020.

The low number of total weekly cases comes as the 7-day rolling positivity rate has crashed to 0.6 percent statewide and to 0.8 percent in suburban Cook County, according to the Illinois Department of Public Health.

Closer to home, the 7-day positivity rate in Brookfield, according to the Northwestern University School of Medicine online COVID-19 database, was at 1.06 percent as

of June 21. The positivity rate in the 60546 ZIP code, which includes both Riverside and North Riverside, was 1.95 percent.

The low positivity rates also come at a time when vaccinations continue to rise.

The statewide vaccination rate for those 65 and older, according to the Illinois Department of Public Health, stood at 83.12 percent as of June 20. The vaccination rate for those 16 and older stood at 63.6 percent.

Meanwhile, the Cook County Department of Public Health reported that as of June 21, 89.9 percent of Riverside residents had received at least one dose of the vaccine, and 73.7 percent had been fully vaccinated.

In Brookfield, 63.4 percent of residents had received one dose of the vaccine, while 52 percent had been completely vaccinated.

North Riverside residents, however, are more likely to have resisted getting vaccinated, according to the county’s health department. Just 41.5 percent of North Riversiders have gotten one dose of the vaccine, and only 33.8 percent had been fully vaccinated as of June 21.

Because both Riverside and North Riv-

erside share a ZIP code, it is possible that some North Riversiders are being counted as Riverside residents, but it is not known whether that’s the case or to what extent.

Cook County during the pandemic, however, has counted some North Riverside COVID cases as Riverside cases. The Landmark has found at least one of the four North Riverside residents who died from COVID-19 recorded as a Riverside resident in the Cook County Medical Examiner’s database.

In all, 13 Brookfield residents and three

In terms of the total number cases reported in each village since the pandemic began, Brookfield has recorded 1,931 cases, Riverside 985 cases and North Riverside 616 cases.

Brookfield looks to limit parking credits for long-term bike spaces Officials say code never intended to allow developers ‘free pass’

At the village board’s committee of the whole meeting on June 14, trustees agreed to have the Brookfield Planning and Zoning Commission work on recommending a revision to the code, which presently allows an unlimited number of vehicle parking spaces to be “purchased” by substituting onsite bicycle parking.

According to the zoning code, developers can receive credit for one motor vehicle parking space by including six long-term bicycle spaces. As part of his application seeking several zoning variations to building a 14-unit apartment building at 8845 Burlington Ave., developer Jason Huang indicated he would use 39 long-term bike parking spaces to reduce the required number of vehicle parking spaces from 17.5 to 11.

Because the code, as it’s written now, allows such a swap, it wasn’t necessary for Huang to ask for a zoning variance to reduce the required vehicle parking.

And while, planning and zoning commissioners during a public hearing last month emphasized the parking question was out of their hands, they did recommend the village board consider amending the code.

“I don’t think it was ever the intent of the Plan Commission or probably the [village] board to have this without a cap,” said Trustee Jennifer Hendricks, who is the village board’s liaison to the Planning and Zoning Commission and who until her election to the village board in April was a veteran member of that commission.

“Essentially, the developers are reading this and seeing a free pass … and they do that without a variance.”

Hendricks noted that in the same section of the zoning code, it lists a cap on credits

for motorcycle and scooter parking.

“It’s great that we have the credit, but it does need to be capped,” Hendricks said.

Trustees appeared to be unanimous in their support for having the Planning and Zoning Commission look at recommending a revision to the code regarding motor vehicle parking credits via bicycle parking.

Village Planner Kendra Kuehlem said she would research what other nearby communities might have in their codes with respect to parking credits to see how Brookfield might want to amend its code, whether that’s limiting credits as a percentage of a development’s size or setting a hard cap.

Village President Michael Garvey said he remembered a discussion around parking credits during the village’s zoning modernization effort in 2017 when the Station Area Zoning Code was created to encourage certain types of redevelopment near Brookfield three Metra stations.

“I remember this language was the language used in other municipalities, but I don’t know that it’s having the desired intent the way it’s being applied,” Garvey said.

Kuehlem said the Planning and Zoning Commission was likely to consider the zoning code amendment at its meeting July 22 at 7 p.m. at the Brookfield Village Hall, 8820 Brookfield Ave.

Landlords push back against rental registry Program criticized as ‘group punishment’ as a result of a few bad apples

Owners of rental properties in Riverside are pushing back against a proposed program that would require them to pay to register every rental unit annually and open properties and units up for inspection every three years.

Several property owners appeared at the village board’s June 17 meeting, where an ordinance establishing the registry was tentatively up for a vote, but Village President Joseph Ballerine announced immediately that trustees would take no action as the village sought to get more input from both rental property owners and others in the community.

“We are still collecting your feedback,”

Ballerine said. We have a number of emails that have come in and I’ve asked the manager [Jessica Frances] that any emails that come in to distribute to the board. The board will continue to review these emails and we will have a conversation with staff on the feedback you give.”

He said the village board first discussed the creation of a rental registry at their April 1 meeting, prior to Ballerine’s election as president. While officials say it is not intended to single out any particular landlords or properties, it surfaced in the wake of a situation in February where both commercial and residential tenants at the Tower Apartments in downtown Riverside were without reliable heat for more than a week.

After the building management failed to act immediately, the village filed suit to force the building’s ownership to replace the failed heating plant and submit the entire building to village inspection, including individual units. During its inspections in February and March the village noted numerous code violations, particularly a lack of working smoke

detectors in many units.

“Really the goal through all of this was to make sure we provide protection for the new residents, new tenants who are coming in, so we can assure them that they are moving into an apartment that has met all of the relevant public safety [codes],” then-President Ben Sells said back in April.

But, property owners who spoke at the village board’s June 17 meeting chafed at the burden and cost of registering their buildings and having to submit to regular inspections.

Marian Pierog, who owns a rental property on Lincoln Avenue, called the proposal “a terrible inconvenience,” while W. Robert Demitro, who also owns multifamily property in Riverside, said it was unfair to impose registry and inspection requirements on every landlord, most of whom take care of their properties and ensure tenant safety.

“I know you have problems with certain properties in town,” Demitro said. “This ordinance in my opinion should be geared toward the properties you’re having problems with.”

An Illinois State Police crash reconstruction team called to investigate a June 17 crash that seriously injured a motorcyclist may be looking into whether or not speed was a factor in the collision.

Two witnesses interviewed by Brookfield police in the wake of the crash in the 9500 block of Ogden Avenue at about 1:20 p.m. reportedly told police they had seen the motorcycle traveling at a high rate of speed prior to it crashing into the rear driver’s side of a Toyota SUV that was pulling out of the lot at Brookfield Express Car Wash and attempting to turn left onto westbound Ogden Avenue.

According to the police report, one witness told police that the motorcycle, driven by a 25-year-old Port Barrington man, was traveling at a high speed in and driving between vehicles in the center and curb lanes in the area of Mannheim Road and Ogden Avenue before that witness lost sight of the motorcycle.

Another witness reported seeing the motorcycle increase in speed as it approached the Eberly-Ogden intersection to beat a changing traffic light.

CRASH SCENE: Police closed down Ogden Avenue to traffic for hours on June 17 to process the scene of a crash that sent a motorcyclist to the hospital with serious but non-life threatening injuries. and that she didn’t see any other vehicles coming from either direction when she pulled out of the car wash lot.

The motorcyclist sustained numerous broken bones and was bleeding when emergency personnel arrived at the scene. He was wearing a helmet, according to police, which likely saved his life.

Paramedics took the man to Loyola University Medical Center, where police cited him for driving on a suspended license, for

a driver’s license classification violation and for having no proof of insurance. As of June 21, he reportedly had been discharged from the hospital, police said.

The Toyota driver was cited for failure to yield to oncoming traffic.

Police shut down Ogden Avenue to traffic in both directions at Eberly and Blanchan avenues while state investigators processed the scene. The street was closed to traffic in both directions until after 6 p.m.

Bike ‘R’ Bar event raises almost $7,000 for charity

cores of bicyclists strapped on their helmets, donned custom T-shirts donated by Art-Flo Screenprinting and Embroidery and rode through LaGrange and Brookfield, stopping off at five establishments to “refuel” during the Bike ‘R’ Bar charity fundraiser on June 6, organized by Tom Moore, Roger Baran and Anthony and Amy Senese.

hen a married person dies , and passes assets outright or in a qualifying trust for the surviving spouse, those assets receive a new basis (hopefully a step-up instead of a reduced basis) but, due to an unlimited marital deduction, are not subject to estate tax. At the surviving spouse’s death, for estate tax purposes the assets are treated in most ways as passing from the surviving spouse, giving them a new basis again an subjecting them to estate tax.

Tax law changes effective in 2013 made permanent the idea of portability. Under portability, when a decedent does not use his or her estate tax exemption, the surviving spouse adds the decedent’s unused exemption to the surviving spouse’s exemption.

Under 2017 tax law changes, each decedent has an $11.4 million estate tax exemption which can be applied toward lifetime taxable gifts or used at death. That exemption is scheduled to increase for inflation through 2025, then revert to around $6-$7 million, which is scheduled to increase for inflation after that.

In addition to teaching, for the past two years Prince has served as the instructional coach, a position similar to a department chair, for the Fine Arts and Wellness Departments.

Prince also has directed the spring musical each year that she has been at RBHS. She has one more show to put on. Since school let out in May, Prince has been busy leading rehearsals for a special summer musical, “Mama Mia,” which will be performed this weekend before live audiences at the RBHS auditorium.

Show times are June 25 at 7 p.m., June 26 at 2 and 7 p.m. and June 27 at 2 p.m. Tickets are available on the RBHS website (rbhs208.net) or at the door.

“Even amidst all of this I’m still working to the last minute,” Prince Now that Prince is leaving, her vacant position has been posted as 0.6 full-time equivalent -- a part-time position.

RBHS Superintendent Kevin Skinkis acknowledged it will be difficult to find a re-

placement for Prince.

“Those will be very tough shoes to fill,” Skinkis said. “She’s been an excellent teacher, sponsor, director of our musicals, so we are definitely going to miss Aubrey.”

Juliet Boyd, whose daughter, Brooke Craig, is a madrigal singer, also expressed concern about the future of choral programs at the high school.

“Who are we going to get of any quality that can take over this program as a part-time position?” Boyd asked. “It’s such a concern for us parents who are out there.”

While looking forward to her job and relocating to the Pacific Northwest Prince said that she will miss many things at RBHS. “I loved the kids and the families, that’s always the hardest part,” Prince said. “I didn’t make this decision lightly, because there are things I really love about RB and it’s the program and the kids and colleagues. It’s just really hard to make this job stable down the road.”

Infection control nurse chosen to fill D95 board vacancy

The newest member of the BrookfieldLaGrange Park School District 95 Board of Education is a nurse who specializes in infection control. That skill set was attractive to the other members of the school board and they chose Melissa Biskupic to fill a school board seat that was vacant because only three candidates filed to run for four seats up for election in April.

Biskupic will serve on the board for at least 2023, when there will be an election to complete the unexpired four-year term. She was picked from a field of nine applicants for the position.

A resident of LaGrange Park since 2007, Biskupic stepped down from her position as the president of the PTO at S.E. Gross Middle School after being notified that the school board has chosen her to serve. She was the S.E. Gross School PTO president for the last three years. Biskupic has two sons, a 15 year old who will be a sophomore at Riverside-Brookfield High School next year and a 13 year old who will be an eighth-grader at Gross.

The school board interviewed all nine candidates over Zoom in closed session. Biskupic was the only applicant to get a second interview.

Biskupic was sworn in at the start of the board’s June 10 meeting. Illinois law does not specify how a school board may fill a vacant

seat on the board, so a vote in open session was not required to choose a new member of the board.

Biskupic has always been a parent who was involved in her children’s school, but the pandemic increased her interest in the school board and the way the district operated. Biskupic was one of a number of parents who spoke out at the school board’s February meeting, pushing for a return to full day, in-person instruction sooner rather than later.

“During this year of the pandemic I basically got more involved with the school board,” Biskupic told the Landmark last week.

Biskupic said that she was generally impressed with how school board operated in the past year. Her expertise in infection control and her experience as a PTO president made her a logical choice to fill the vacancy on the school board.

“I have longevity in the community, I have history with this school and I think with my specialty in infection control I have value to add while we work out of the global pandemic,” Biskupic said.

Mulcrone liked that Biskupic has a child who went through District 95 and another entering eighth grade.

“I feel that she has a good understanding of the full district cycle, and that’s very valuable to have board members who have that,” Mulcrone said. And then I would say that her medical background is a benefit in this COVID time. I’m glad we have her, I think she’ll be a great addition to our board.”

Biskupic, 46, grew up in downstate Illinois in the small town of Catlin, which doesn’t have a stop light and had a population of about 1,800 when she lived there. Her high school graduating class had 45 students and she played volleyball, basketball and acted in school plays.

She said she has no specific agenda that she wants to pursue on the school board, but she is especially concerned with the social and emotional development of children.

“I believe people catch up with academics, you can provide that support, but our goal is to try and raise good people and, especially in your grade school and middle school, how you’re teaching them to be good human beings is important,” Biskupic said.

Among the suggestions was to tailor any registry/inspection program to suit the different types of rental properties. many clients who live in that geographic area, but many must make the trek out to the agency’s primary healthcare offices on Calendar Avenue in LaGrange. That’s not necessarily an easy trip for many of Pillars Community Health’s clients.

The Riverside location will not be replacing any of the agency’s other locations, which include not only the LaGrange offices, but the Fillmore Center and Carl Bartolucci Center in Berwyn, the agency’s behavioral health office in Western Springs, the Jack and Marge Burke Health Center in Willowbrook and its Child and Family Development Center in Hickory Hills.

Instead, the Riverside office is there to supplement the agency’s services to the people in the more than two dozen communities under its umbrella.

“We’re enhancing our capacity,” Curran said. “We’re currently serving people of those [farther east suburbs] in LaGrange, and one of our questions was, ‘Is our facility accessible enough?’ We’re also kind of bursting at the seams in LaGrange.”

Pillars is also exploring ways to expand telehealth services for its clients, especially for those who might not have access to technology at home. The Riverside location, for example, may be somewhere clients can go to use telehealth services either to reach

doctors who aren’t onsite or to access special services.

Curran said Pillars Community Health’s leaders are in the process of working out concepts for renovating the office building at 7234 Ogden Ave., a property that also includes a substantial parking lot.

The expectation is that the new integrated healthcare facility will open its door to clients sometime in the spring of 2022.

According to Curran, Pillars Community Health began looking at the Riverside office building last fall. They closed on the $650,000 purchase March 11.

For more than three decades the property was owned by Dr. Tahir Sheikh, who operated it as a successful medical office building until the past several years, during which time the building became largely vacant.

In 2018 after failing to sell the property – Sheikh said he did not receive a single bid when, in a bid of desperation, he put the property up for auction -- Sheikh sought to rezone the property in order to convert the building into condominiums.

The Riverside Village Board rebuffed that request, however. At the time, Sheikh placed the property back on the market for $1.5 million, far above its eventual selling price and more in line with what he owed on the mortgage, which in 2018 he estimated at $630,000.

Because Pillar Community Health is a nonprofit organization, the property is eligible to be taken off the tax rolls. According to the Cook County Treasurer’s online database, the property brings in about $45,000 in real estate taxes annually to the village.

‘Overlook’ proposed to honor Olmsted’s 200th birthday Local group raising funds to plant wooded glade in park land along river

The Frederick Law Olmsted Society is proposing to commemorate the 200th anniversary of its namesake’s birth – and the man who designed Riverside’s landmark landscape – with a “living grove of native trees” on public land along the 100 block of Fairbank Road.

Olmsted, considered to be the father of American landscape design, was born April 26, 1822, making next year the bicentennial of his birth. Olmsted-centric organizations around the nation are planning ways to celebrate the occasion, including Riverside’s own.

“There is a national celebration for this,” Cathy Maloney, the president of the Frederick Law Olmsted Society, told village trustees during a discussion of the proposal at the June 17 meeting of the village board. “Different events in all Olmsted properties across the nation are happening.”

The Olmsted Overlook, as it is being called, would comprise a roughly 100-foot stretch of park land about halfway between either end

of Barrypoint Road and near an opening that provides a path to the Des Plaines River.

According to a one-page summary of the Olmsted Overlook proposal in the June 17 village board meeting packet, the location was chosen due to its accessibility, view of the river and Swan Pond Park and because it would not interfere with any underground infrastructure, such as water and sewer lines.

If fully realized, the overlook would incorporate eight existing trees and 16 new understory trees and eight new canopy trees.

Those new trees would be a mix of native species, including some flowering types that would provide year round visual interest.

The overlook may or may not include a bench closer to the slope down to the river, and the area is meant to celebrate Olmsted’s use of landscape architecture as a way to provide “the uplift of spiritual and physical well-being through nature,” according to the project summary.

The cost to buy the plants is expected to be around $4,500 and funds for those would be collected by the Frederick Law Olmsted Society, both by direct donations and the sale of “Olmsted Botanical Boxes” being created by the Riverside company The Seed, which See OLMSTED on page 15

City of Chicago water treatment facilities chemically treat and filter the water from Lake Michigan. Once the Water Commission receives the potable water, the water is re-chlorinated to safeguard its quality. As a potable water supplier, the City of Chicago constantly monitors water quality and publishes laboratory results. Copies are public record and can be requested.

Water Quality: The Illinois EPA considers all surface water sources of community water supply to be susceptible to potential pollution problems. The very nature of surface water allows contaminants to migrate Into the intake with no protection only dilution. This is the reason for mandatory treatment for all surface water supplies in Illinois. Chicago’s offshore intakes are located at a distance that shoreline impacts are not usually considered a factor on water quality. At certain times of the year, however, the potential for contamination exists due to wet-weather flows and river reversals. In addition, the placement of the crib structures may serve to attract waterfowl, gulls and terns that frequent the Great Lakes area, thereby concentrating fecal deposits at the intake and thus compromising the source water quality. Conversely, the shore intakes are highly susceptible to storm water runoff, marinas and shoreline point sources due to the influx of groundwater to the lake. Throughout history, there have been extraordinary steps taken to assure a safe source of drinking water in the Chicagoland area. From the building of the offshore cribs and the introduction of interceptor sewers to the lock-anddam system of Chicago’s waterways and the city’s Lakefront Zoning Ordinance. The city now looks to the recently created Department of the Water Management, Department of Environment and the MWRDGC to assure the safety of the city’s water supply. Also, water supply officials from Chicago are active members of the West Shore Water Producers Association. Coordination of water quality situations (i.e., spills, tanker leaks, exotic species, etc.) and general lake conditions are frequently discussed during the association’s quarterly meetings. Also, Lake Michigan has a variety of organizations and associations that are currently working to either maintain or improve water quality.

Finally, one of the best ways to ensure a safe source of drinking water is to develop a program designed to protect the source water against potential contamination on the local level. Since the predominant land use within Illinois’ boundary of Lake Michigan watershed is urban, a majority of the watershed protection activities in this document are aimed at this purpose. Citizens should be aware that everyday activities in an urban setting might have a negative impact on their source water.

Efforts should be made to improve awareness of storm water drains and their direct link to the lake within the identified local source water area. A proven best management practice (BMP) for this purpose has been the identification and stenciling of storm water drains within a watershed.

Stenciling along with an educational component is necessary to keep the lake a safe and reliable source of drinking water.

Village Testing; The Village of North Riverside tests the water supply for chlorine content on a daily basis to maintain the optimum levels for the consumers’ needs. On a monthly basis, bacteriological samples are taken. On a yearly basis, samples are submitted for Total Trihalomethane (TTHM) Analysis. Samples are also provided for lead and copper monitoring on a schedule established by the IEPA. All testing and reports are performed according to the requirements of IEPA. A copy of the IEPA Water Quality Report for the Village of North Riverside and City of Chicago are included later in this report.

Violations: The Village of North Riverside Water Supply met all standards set by the EPA. No violations occurred during this period.

Educational Information: 1) Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants.

The presence of contaminants does not necessarily indicate that water poses a health risk. More information about contaminants and potential health effects can be obtained by calling the EPA’s Safe Drinking Water Hotline (1-800-426- 4791).

2) In Order to ensure tap water is safe to drink, EPA prescribes regulations which limit the amount of certain contaminants in water provided by public water systems. FDA regulations establish limits for contaminants in bottled water which must provide the same protection for public health 3) Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons, such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/ AIDS or other immune system disorders, some elderly, and infants can be particularly at risk from infections. These people should seek advice about drinking water from their health care providers. EPA/ CDC guidelines on appropriate means to lessen the risk of infection by Cryptosporidium and other microbial contaminants are available from the Safe Drinking Water Hotline (1-800-426-4791).

4) If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. Village of North Riverside is responsible for providing high quality drinking water, but cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline (1-800-4264791) or athttp://www.epa.gov/safewater/lead.

5) The Village of North Riverside recommends their customers follow the water conservation recommendations of the IEPA on sprinkling restrictions and restrict sprinkling to the hours between 6:00 am to 12:00 noon and 4:00 pm to 10:00 pm during the period of May 15 to September 15.

Sources of Contamination; The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface of the land or through the ground, it dissolves naturally occurring minerals and, in some cases, radioactive material, and can pick up substances resulting from the presence of animals or from human activity.

Contaminants that may be present in source water include: • Microbial Contaminants, such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations and wildlife.

• Inorganic Contaminants, such as salts and metals, which can be naturally-occurring or result from urban storm water runoff, industrial or domestic wastewater discharges, oil and gas production, mining or farming.

• Pesticides and Herbicides, which may come from a variety of sources such as agriculture, urban storm water runoff and residential uses.

• Organic Chemical Contaminants, including synthetic and volatile organic chemicals, which are byproducts of industrial processes and petroleum production, and can come from gas stations, urban storm water runoff, and septic systems.

• Radioactive Contaminants, which can be naturally occurring or be the result of oil and gas production and mining activities.

In order to ensure that tap water is safe to drink, the EPA prescribes regulations that limit the amount of certain contaminants in water provided by public water systems. Food and Drug Administration regulations establish limits for contaminants in bottled water, which must provide the same protection for public health.

Maloney appeared at the board meeting to get a go-ahead from trustees to begin collecting donations. While Village President Joseph Ballerine indicated starting fundraising efforts would be appropriate, the village board stopped short of full-throated approval.

Trustees wanted more information on how the overlook would be maintained and at what cost. Maloney said that while the Frederick Law Olmsted Society proposed the village provide water that volunteers would handle the actual watering duties.

Trustee Edward Hannon suggested that the organization approach homeowners directly across the street from where the overlook would be located to make sure they didn’t have any objections.

Village Manager Jessica Frances suggested sorting out the financial aspects of maintenance during the village’s budgetary process. But because the 2022 budget won’t be finalized until the fourth quarter of 2021, Maloney worried they might not

have enough time to raise the money and finalize the design if the organization had to wait until fall to know whether trustees would approve funding for future maintenance.

The plan is to plant the trees in the overlook area in spring 2022 to coincide with Olmsted’s birthday.

“I think we need to make sure we have all our ducks in a row before we agree to something of this scale,” Ballerine said.

“This is a lot of planting and a lot of work, so I just want to make sure … we can maintain it with our staff.

“You can go ahead and start your fundraising, but I feel we should make sure we have all the capability to do it.”

LEGAL NOTICE VILLAGE OF NORTH RIVERSIDE CONSUMER CONFIDENCE REPORT Public Water Supply For The Monitoring Year 2020 NORTH RIVERSIDE WATER SUPPLY ADDITIONAL MONITORING As part of an on-going evaluation program the EPA has required us to monitor for some additional contaminants. Information collected through the monitoring of these contaminants will help to ensure that future decisions on drinking water standards are based on sound science. In compliance with the Unregulated Contaminant Monitoring Rule 4 (UCMR4) as required by the EPA, the Village of North Riverside has monitored for 30 contaminants suspected to be present in drinking water. A maximum contaminant level (MCL) for these contaminants has not been established by either State or Federal regulations, nor has mandatory health effects language been set. The purpose of unregulated contaminant monitoring is to assist the EPA in determining the occurrence of these contaminants in drinking water and whether future regulation is warranted. The list of UCMR4 contaminants that we have monitored include ten Cyantoxins, two metals, eight pesticides and one pesticide byproduct, three Brominated Halo acetic groups, three alcohols and three semi volatile chemicals. SOURCE WATER ASSESSMENT SUMMARY Source Water Location The City of Chicago utilizes Lake Michigan as its source water via two water treatment plants. The Jardine Water Purification Plant serves the northern areas of the City and suburbs, while the South Water Purification Plant serves the southern areas of the City and suburbs. Lake Michigan is the only Great Lake that is entirely contained within the United States. It borders Illinois, Indiana, Michigan, and Wisconsin, and is the second largest Great lake by volume with 1,180 cubic miles of water and third largest by area.

Source Water Assessment Summary The Illinois EPA implemented a Source Water Assessment Program (SWAP) to assist with watershed protection of public drinking water supplies. The SWAP inventories potential sources of contamination and determined the susceptibility of the source water to contamination.

Susceptibility to Contamination The Illinois EPA considers all surface water sources of community water supply to be susceptible to potential pollution problems. The very nature of surface water allows contaminants to migrate into the intake with no protection only dilution. This is the reason for mandatory treatment of all surface water supplies in Illinois. Chicago’s offshore intake s are located at a distance that shoreline impacts are not usually considered a factor on water quality. At certain times of the year, however, the potential for contamination exists due to wet-weather flows and river reversals. In addition, the placement of the crib structures may serve to attract waterfowl, gulls and terns that frequent the Great Lakes area, thereby concentrating fecal deposits at the intake and thus compromising the source water quality. Conversely, the shore intakes are highly susceptible to storm water runoff, marinas and shoreline point sources due to the influx of groundwater to the lake.

City of Chicago Voluntary Monitoring The City of Chicago has continued monitoring for Cryptosporidium, Giardia and E.coli in its source water as part of its water quality program.

To date, Cryptosporidium has not been detected in these samples, but Giardia was detected in one raw lake water sample collected in September 2010. Treatment processes have been optimized to provide effective barriers for the removal of Cryptosporidium oocysts and Giardia cysts in the source water, effectively removing these organisms in the treatment process. By maintaining low turbidity through the removal of particles in the water, the possibility of Cryptosporidium and Giardia organisms getting into the drinking water system is greatly reduced.

In 2020, CDWM has also monitored for hexavalent chromium, also known as chromium-6. USEPA has not yet established a standard for chromium-6, a contaminant of concern which has both natural and industrial sources. Registry still worth pursuing

R

iverside landlords say that the village’s proposed registry for all rental properties would be not only burdensome but unfair to the majority of owners who do everything they can to maintain their properties and ensure tenants’ safety and well-being.

They also question the village’s capacity to administer such a program, given the current transition underway in the building department, which remains understaffed after a string of departures earlier this year.

But, we’re not ready to suggest chloroforming the proposal just yet. Yes, the details still need to be refined and perhaps include ways to make it easier for responsible landlords to get breaks on registry fees or inspection requirements.

Many landlords feel the village is overstepping its bounds and punishing them for the sins of a few. That’s understandable. However, the past winter demonstrated the need for some sort of mechanism that ensures the village can guarantee renters in Riverside don’t become collateral damage when landlords fail to live up to their duties.

During the discussion of the rental registry at the June 17 village board meeting, landlords had plenty to say about how they would be impacted. As for the tenants, the most specific impact to them of a rental registry would be to have the costs of it passed on to them.

This is where we see the need for programs such as this one. There has to be someone outside of the landlordrenter relationship to make sure the tenant is looked after.

Many renters in Riverside are among its most vulnerable residents. Stuck with a bad or vindictive landlord, they may be scared to raise too much of a ruckus for fear of being targeted for either harassment or even worse treatment.

Most tenants, like most landlords, are doing their best to keep up their ends of the bargain. But the power weighs heavily in favor of landlords. Some use that power to make their tenants’ lives better. Some exploit their tenants, taking their money and leaving buildings in disrepair.

When the heat for an entire large apartment building is on the fritz for more than a week in the middle of the coldest weather of the year, that’s a public health hazard. It shouldn’t take that kind of event to have the village ensure things don’t get to that point in the first place.

But private property rights are strong in this country and small towns like Riverside have few tools at their disposal other than engaging in expensive and drawn out litigation against landlords with deep pockets who know the consequences are likely to be fairly mild. The costbenefit analysis probably works out fine.

So, some way to get the village inside buildings on a regular basis to verify conditions are being maintained still seems like a good idea to us. This isn’t a new concept, and while it may result in some inconvenience to landlords, let’s keep an eye on the ball of who we’re trying to protect here.

Busy weekend on tap in Riverside

W

hen the Scuff Gross Regatta sets sail at 10 a.m. on Sunday, June 27 on the Des Plaines River many of the participants and viewers along the shore and on the Swinging Bridge will be sporting the official attire of the day, a specially designed T-shirt.

The shirts were designed by students from Riverside-Brookfield High School who are members of the school’s digital design class. The school was approached

by Alex Gallegos, chairman of the event for the Riverside Township Lions Club, to have students participate by designing the T-shirts.

Career and technical education teacher Patty Sarkady presented the project to her class. Students, many of whom were still attending school by Zoom, took the challenge. The designs were then presented to a small committee who chose two designs that were combined to make one design Sarkady was pleased with the participation of her class and said she was very happy when students were able to return to the building this spring so students and teachers could interact with each other.

Three students who worked on the project -- Al-

exandra Svora, Luke Berndt and Daniel Bogdanovsky -- will receive their own shirts and have been invited to attend the regatta.

According to Gallegos, one of the benefits of approaching the high school was to showcase the talent of its students. Sales of the T-shirts will benefit the Lions Club and its many contributions.

The regatta, named for late Lion Scuffy Gross, has grown over the past few years as kayaking is becoming more popular. It is hoped the event will showcase Riverside and the benefits of the Des Plaines River.

If you don’t want to paddle around Riverside, maybe you’ll be one of those running around maybe just cheering on the runners] on June 26 during the Friends of the Fourth 5K. Also on June 27, though there won’t be a commemorative T-shirt, will be an event marking the unification of the new St. Paul VI Parish, which merges St. Hugh, St. Mary and Mater Christi parishes. The unified parish will also dedicate the Lyne Pastoral Center on East Burlington Street.

Members of the Lyne family will be present for the dedication to recognize the contributions the late Bishop Lyne gave to St. Mary Church and Riverside.

Julia and Carl made their home in River Forest where they were immersed in the community and raised their two children, daughter Karen and son Stan.

JULIA FAUST She earned a Master in Library Science degree from Rosary College, now Dominican University, in 1978, and served as director of the West Suburban Hospital Professional Library and the Riverside Public Library. She also sat on the Illinois Library Association Board.

An avid volunteer, she was especially proud of her work as an Oak Park-River Forest Community Foundation board member, West Suburban College of Nursing board trustee, River Forest village trustee, and Family Service & Mental Health Center board member and president.

Garcia’s body was discovered lying in the street near the intersection of 25th Street and Hainsworth Avenue shortly after 1 a.m.

He had been shot multiple times and was pronounced dead at Loyola University Medical Center about a half hour later.

While police interviewed residents near where Garcia was found, investigators were concentrating their efforts about two blocks away in the 2500 block of Westover Avenue, where there were blood stains in the alley just north of 26th Street as well as on the sidewalk and roadway south of the alley.

Patricia Pacholski, 83 Longtime Lincoln School teacher Patricia Pacholski (nee Slack), 83, of Downers Grove and formerly of LaGrange Park, died June 20, 2021.

Ms. Pacholski was a kindergarten teacher for more than 30 years at Lincoln Elementary PATRICIA PACHOLSKI School in Brookfield. She and her husband, Norbert, were travelers, visiting Europe, Scotland, Alaska and the East Coast.

She was an avid reader of history and spirituality books from many different authors and was a member of various church groups. Ms. Pacholski loved hosting gatherings for family and friends.

Police reported recovering a handgun with an extended magazine behind the front passenger seat of the Jeep.

Investigators later located the green BMW in an apartment complex parking garage at 200 N. Dearborn in Chicago. Police reported recovering a fired bullet inside the BMW and security camera video reportedly showed Matari’s clothing had blood on it when he exited the vehicle to meet someone inside the garage.

LTHS girls place 2nd at state soccer finals O’Fallon edges Lions 1-0 to hand LTHS their only loss of the season

A narrow loss in a state championship game would mean heartbreak for many teenagers. That wasn’t the case for Lyons Township High School senior Elli Kosanovich and her teammates.

A moment of defeat was followed by their finest hour Saturday night at the IHSA Class 3A state girls soccer finals in Hoffman Estates, when Kosanovich carried the secondplace trophy over to the Lions’ fans after O’Fallon edged had LTHS 1-0 in the championship game.

The Lions (20-1) were denied in their attempt to win their first state title and become just the second large school – and fifth overall – in Illinois history to record a perfect season. Yet they celebrated as if they had won.

“That was a way of me thanking our fans,” Kosanovich said. “We couldn’t have gotten here without them, so me doing one little victory lap even though we lost was kind of fun.”

Fun was the name of the game throughout a season that began during the uncertainty of the pandemic and ended with a celebration of what high school sports is all about.

Kosanovich, a defender and team captain, was at the center of it all.

“It for sure was a tough loss,” Kosanovich said. “Obviously, anyone in this position wants to get first and O’Fallon is a really talented team.

“You have to celebrate all that we’ve accomplished this season because at the beginning of the year we didn’t even know we were going to have a season. And the fact that we went 20-1 and let up four goals this entire season really says a lot.”

The postgame celebration included the players dumping a bucket of ice water over the head of LTHS coach Bill Lanspeary, then doing the same to assistant coach Andy Newcomb, who tried in vain to avoid the drenching. It was the first time anyone could remember the losing coaches getting doused.

“Why would we not?” asked senior forward Ava Dallavo. “We got second in state, which is amazing; 20-1, that’s a pretty good record.

“A lot of us seniors have been playing together since U-8. It was a celebration of one last game of playing together. I think it was great.”

Dallavo came within inches of giving the Lions, who were appearing in the championship game for the first time since 1997, the lead with 4:20 left in the first half. But her 30-yard shot hit the crossbar.

“If I had hit that a little bit less, it would have gone in,” Dallavo said. “It’s that one shot, the one goal, the one save that wins a state championship. One thing to change the game.”

The Lions mustered three shots after that.

Two missed wide and the third, an attempt in the box off the toe of senior forward Jordan Lee-Caracci, was stopped by O’Fallon goalkeeper Grace Vincent with 40 seconds remaining.

Lee-Caracci, who led the team with 15 goals, tallied the game-winning goals in LT’s previous three wins, including a great volley off a pass from Kosanovich in Friday’s 2-1 semifinal victory over Barrington.

“I’m so emotional,” said Lee-Caracci, who will attend Butler but has not decided

whether she will try to walk on the soccer team. “But this team has been amazing. I couldn’t ask for a better team to leave with.”

Lanspeary said he was inspired by the maturity the Lions displayed during and after the game.

“It’s a great perspective on it,” Lanspeary said. “When all these players look back on this season, and even right now, they realize how fantastic it’s been.

“And most importantly, they’ve enjoyed every minute of it. They love being around each other, they love going to practice, they love playing these games, and that’s what made it such a special group to be around.”

Rather than feel fatigued, Lyons Township High School senior Jocqael Thorpe often seemed to thrive on his open 800-meter races after earlier anchoring the 3,200 relay.

“I honestly think I felt way better my

second event,” Thorpe said. “I feel like the 4-by-800 is kind of a warmup race. I always feel way better in the 800.”

Thorpe turned in two strong performances on June 19 and earned top-nine, all-state medals in both at the IHSA 3A boys track and field state finals at Eastern Illinois University in Charleston.

The 3,200 relay of junior Charlie McLawhorn, seniors Cade Nelson and Charlie McMahon and Thorpe finished fifth in 7:56.36. Thorpe then finished ninth in the 800 (1:57.22), taking the last all-state medal by 0.19 seconds.

Owen Hays earned his first all-state medal with seventh in the 3,200 (9:20.24).

The Indiana State-bound Thorpe also was on the all-state, eighth-place 3,200 relay as a sophomore. This was LT’s seventh all-state finish with the relay in the past eight state meets.

“My guys did a really good job of hanging up there as best as they can,” Thorpe said. “Our goal actually at the beginning of the season was top three. We still had in mind of being in the top three, hoping to win, but top five we’re still happy with it.

It’s a blessing to get all-state.”

For the 800, Thorpe said he was boxed in

and limited from fully using his powerful kick. Still, Thorpe became just the third LT runner to earn all-state in the 800 and with the 3,200 relay at the same state finals.

Getting the last all-state medal seemed fitting after Thorpe’s 2019 state fortunes.

He was 13th in preliminaries (1:58.14) and missed the 12-person finals by .28 seconds.

Coming off COVID-19 restrictions, this year’s state meet was one day with just one performance and no preliminaries for track events.

Reingruber’s Bulldogs responded by turn-

ing in a perfect performance in pool play, winning all four of their games.

On June 18, RBHS defeated Evanston 59-46 and Neuqua Valley 64-58. The Bulldogs followed up those victories with two more on June 19, a 57-51 win over De La Salle and a 7065 victory over Oak Forest.

“I think we have a chance for a special season if we keep working hard and doing the little things,” Reingruber said. “Obviously, finishing 4-0 is the goal when you come into a tournament like this, and I’m proud of how

my guys competed and performed this weekend.”

“You’ve really got to trust in your training. You’ve got to go in there headstrong.

I think nothing was expected too much of me. It was kind of, ‘You made it. You’ve done all of the hard work. Yeah, have a little bit of fun but kind of do what you can do and give a little more.’”
