Construction of a new Brookfield Avenue bridge over Salt Creek, plagued by delays since it broke ground in May 2021, has run into a new roadblock in the form of a strike by members of the International Union of Operating Engineers Local 150, which has cut off the supply of concrete to construction sites across the Chicago area.

Riversiders now invited to golf club fireworks Must show ID to enter grounds for an up-close view of the show

Riverside has never hosted a fireworks display for the Fourth of July and its residents have traditionally had to seek out shows in neighboring towns, like Berwyn, Lyons and North Riverside.

While the village isn’t changing that policy in 2022, its residents for the first time have been invited to attend the fireworks show on July 4 on the grounds of the Riverside Golf Club, 2520 Desplaines Ave. While North Riverside residents have been able to enter the country club’s grounds for the past several years to enjoy the show, Riverside President Joseph Ballerine announced earlier this month that Riverside residents will also be able to enter the grounds on July 4, pick a spot near the first tee or first green and watch the show.

North Riverside and Riverside residents must present an ID showing their proof of residence to enter. There is no onsite parking for non-club members and limited municipal parking near the golf club, so attendees are encouraged to walk or ride bicycles.

Fireworks are scheduled to begin after dusk, between 9:15 and 9:30 p.m.

Of course, by the time they arrive for the fireworks show, Riversiders will have had a full slate of Independence Day happenings under their belts.

The two-day celebration begins Sunday, July 3 with the Friends of the Fourth’s Concert in the Park at Guthrie Park, Riverside and Bloomingbank roads in downtown Riverside.

The park opens at 4:30 p.m., with an opening ceremony at 4:45 p.m. The concert begins at 5 p.m. with Good Things, followed at 7 p.m. by Libido Funk Circus. The concert ends at 10 p.m.

While attendees are welcome to bring their own food/ drink, there will be food and beverages available for purchase.

Bright and early on July 4, you can cheer on the runners or participate yourself in the 44th Annual Independence Day 5K, which steps off at 7:30 a.m. from Centennial Park, 10 Pine Ave., and heads up Longcommon Road to Selborne before looping back around to Parkway Road, Northgate Road and then back south down Northwood and Akenside to the finish line in the shadow of the water tower.

Registered runners receive goodie bags and T-shirts.

After you’re done running, you can cool off in the shade under a tree along the route of the July 4 parade, which begins at 8:45 a.m.

The parade heads south on Longcommon from Delaplaine Road and across the tracks, ending at the Riverside Township Hall. Afterward, there will be a community party in Guthrie Park, featuring community groups, food and drink until 1 p.m.

North Riverside The village of North Riverside will kick off its celebration of The Fourth at 10 a.m. with its annual parade, which will proceed east on 26th Street from 9th Avenue to Veterans Park.

The party continues later on with July 4 Fest, beginning at 6:30 p.m., in front of the Village Commons, 2401 Desplaines Ave. No outside food/drink or coolers are allowed but there will be food trucks along with beverages available for purchase.

Musical entertainment will be provided from 7 to 9 p.m.

The fireworks at the golf club – you can opt to watch from the Village Commons or along 26th Street – cap the evening.

Brookfield After stepping back into the world with a parade for Independence Day last year, Brookfield is jumping into the spirit of The Fourth with both feet in 2022, hosting a Party in the Park following the traditional parade for the first time since 2019.

The parade starts at 10 a.m. and heads south on Grand

Boulevard from Garfield Avenue, through the circle at Eight Corners all the way into downtown Brookfield. Due to the ongoing construction of the Brookfield Avenue bridge over Salt Creek, the parade will end at the Grand/ Prairie/Brookfield intersection.

The Party in the Park kicks off at noon in Kiwanis Park, Arden and Brookfield avenues. Pick a spot and set up your tables, chairs and tents. You can bring your own food and drinks – get there early and walk across the pedestrian bridge over Salt Creek to catch the parade.

Music starts at 12:30 p.m. with local favorites The Redmonds, followed by the blues of the Big Dog Mercer Band at 3:30 p.m.

Other events The village of Lyons will host a four-day Lyons Fest 2022 from July 1-4 at Veterans Park, 4200 Lawndale Ave., with live music, carnival rides, food vendors and more. Admission is free. The event kicks off July 1 from 4 to 10 p.m. and opens on July 2 and 3 at noon.

On July 4, Lyons will host its Independence Day parade at 1 p.m., with Lyons Fest opening at 3 p.m. and concluding with a fireworks show at 9:30 p.m.

If you can’t wait until The Fourth for your fireworks, Berwyn will be hosting a fireworks display after sunset on July 2 at Morton West High School, 2400 Home Ave.

Neighbor provides escape hatch for Grand Blvd. homeowner Contractor buys house next door to new Brookfield apartment building

The woman who expressed outrage over the construction of an apartment building next door to her home in downtown Brookfield and later sued the developer, her home’s former owners and their real estate agent has sold that home – for a profit.

Cook County property records show that Paulette Delcourt sold her home at 3710 Grand Blvd. in April to a corporation managed by Mike Healy, a local contractor who also owns the property immediately south at 3714 Grand Blvd.

Healy paid Delcourt $290,000 for the single-family home, which is $10,000 more than Delcourt paid for it in October 2019.

In her lawsuit, filed about a year ago in Cook County Circuit Court, Delcourt alleged that the former owners and their real estate agent misrepresented the property by not telling her of the impending development, which the village of Brookfield had approved in 2018 and which had been the subject of multiple news stories in the Landmark.

She also accused the developer of creating a nuisance and that construction had damaged her property. She also accused a concrete contractor of negligence, saying the foundation of the apartment building was poured partially on her property. The village of Brookfield was not party to the lawsuit.

In a phone interview with the Landmark, Healy said he contacted Delcourt privately soon after her predicament became a cause celebre on social media and resulted in news coverage in Brookfield and on TV. Healy operates Healy Renovations at 8848 Ogden Ave., which specializes in single-family construction and remodeling.

After buying the home from Delcourt, Healy advertised it on his company’s Facebook page for rent at $2,900 a month.

It quickly found a tenant.

“I had 50 people clamoring for it,” said Healy of the home, which is smack in the middle of Brookfield Grand Boulevard commercial district near the Prairie Avenue Metra stop.

Healy said the two roughly century-old properties will remain rentals for the foreseeable future.

“I can’t say what the future will hold, but they’re quaint and they’re paying for themselves,” Healy said. “I’m trying to buy properties and occupy them for now, and we’ll see what comes up in the future.”

As for the three-story apartment building just a narrow sidewalk’s width from the north wall of 3710 Grand Blvd., that doesn’t bother Healy nearly as much as it

bothered Delcourt.

“It’s downtown living,” he said.

Construction of the apartment building, meanwhile, is complete and the 17 one-bedroom units are already being marketed online in the range of $1,900 a month. More than five of the units reportedly have already been leased. The ground-floor commercial space does not yet have a tenant.

Delcourt referred questions regarding her pending litigation to her attorney, David Centracchio, who did not return calls from the Landmark.

However, a status hearing in front of Cook County Circuit Court Judge Alison C. Conlan on June 28, attorneys indicated that Delcourt and the concrete contractor sued in the case have agreed on a settlement.

The remaining claims against other defendants will be handled by a judge in the Law Division of the court after Conlan, a Chancery Division judge, announced at the hearing she would transfer the case there.

Court rulings could move needle on Riverside cannabis dispensary Village extends property sale agreement as litigation delayed deal

It may still take months to come to fruition, but a federal judge’s ruling on June 9 lifting a stay on 185 conditional adult-use cannabis dispensary licenses in Illinois may finally set in motion a plan to bring just such a dispensary to Riverside.

Mint Cannabis was awarded one of the conditional licenses during a series of lotteries in 2021 and the company initially was slated to close on the property at 2704 Harlem Ave. in early February.

The deal was made public last November because the sale of 2704 Harlem Ave. to Mint Cannabis was also contingent on the village selling the property immediately to the south, at 2710 Harlem Ave., to Dr. Milad Nourahmadi, a dentist who owns both 2704 Harlem Ave. and the strip mall at 2720 Harlem Ave. Nourahmadi intends to convert the village-owned property into a parking lot that could serve customers of both

the strip mall and the cannabis dispensary. But, the deals have been stalled for months as the state has withheld the conditional dispensary licenses due to litigation related to the 2021 lotteries.

On June 16, the Riverside Village Board voted 5-0 to amend its sales agreement with Nourahmadi on the 2710 Harlem Ave. property, extending it until Sept. 30, because Mint Cannabis still had not received its conditional dispensary license, on which the entire deal is contingent.

“Everybody is on hold,” said Nourahmadi in a phone interview last week. “From our standpoint, if it doesn’t happen by the end of September, it’s pretty much going to be dead.”

Omar Fakhouri, managing director of Mint Cannabis, said he believes the state will begin expediting the issuance of the licenses in light of two recent court rulings.

In May, the Circuit Court of Cook County lifted stays on all 185 conditional dispensary licenses, with the Illinois Department of Financial and Professional Regulation announcing three “corrective” lotteries, which were slated to be held last week.

On June 9, a U.S. District Court judge dismissed a lawsuit filed in March that alleged the 2021 lottery process was unconstitutional because it discriminated against out-of-state applicants.

That ruling lifted a temporary restraining order that had

“It was a big step for the judge to rule [against the plaintiffs],” Fakhouri said in an interview last week. “Now it’s on the IDFPR to get things in motion and start releasing the licenses … Hopefully, this success will make it able for us to move forward on something.”

Fakhouri said he believes the deal will eventually go through, but he didn’t know how long it would take for the state to complete its process.

“We’re super excited to open at that location,” Fakhouri said. “I think we’re in a much better position now after that [June 9] ruling.”

Reserves will balance North Riverside’s operating budget Trustees may seek home rule referendum amid iffy financial future

Unable to identify additional sources of revenue and unwilling to find savings by cutting services, North Riverside trustees have decided to hold off on hiring additional police officers and firefighters as they prepare for passage next month of the village’s 202223 fiscal year appropriations ordinance.

At their third and final budget workshop on June 20, trustees also agreed that they would balance the 2022-23 fiscal year budget – which projects an operating deficit of $870,000 – by using cash reserves.

The preliminary budget presented to

trustees back in May projected an operating deficit of $1.68 million. On June 20, Village Manager Sue Scarpiniti and Finance Director Ryan Lawler said they were able to lower that projected deficit by adjusting revenue expectations.

The village stands to gain an additional $150,000 in state income tax revenue and take in about $280,000 in building permit fees related to the construction of a new Aldi store at the North Riverside Park Mall and a major renovation of Zeigler Ford.

They also adjusted sales tax revenue projections with the recent opening of both Amazon Fresh at the North Riverside Plaza shopping center and Forman Mills at the mall.

The budget also reflects the fact that the village will receive roughly a full year’s worth of red-light camera fine revenue in 2022-23 after receiving word that reconstruction of the Harlem-Cermak intersection would not start until the very end of the fiscal year.

That roughly $1.6 million revenue stream, which funds the village’s fire pension obligation, will disappear next spring and may never return.

While trustees avoided making more difficult revenue/expense decisions by opting to use cash reserves to balance the budget, Scarpiniti warned that path is not sustainable for the future.

“I will tell you the village does not have ample reserves to be able to meet this kind of operating deficit for more than a few years,” Scarpiniti said.

Elected officials vowed to soon revisit their desire to add three more police officers and three more firefighters to the village’s ranks, if funding can be identified.

Trustees also agreed to explore asking voters to approve a referendum that would make North Riverside a home rule community, which would give it greater latitude with respect to taxation.

Home rule communities are not bound, as non-home rule communities are, by state limits on property tax increases. It could allow the village to impose a real estate transfer tax and a host of other taxes non-home rule communities are denied by the state, such as sales taxes on tobacco products, packaged liquor, admissions and amusements, gasoline and more.

Trustee H. Bob Demopoulos argued that while it would be difficult to convince voters to support a referendum to impose a tax to fund pension obligations, a home rule referendum “might have a strategic chance.”

It would be up to the administration to lay out the case for home rule, which likely would mean such a referendum would not come before voters prior to the village elections in spring of 2023.

In any case, any financial benefits arising from a successful home rule referendum would take some time to be realized.

School board member Michael Thomas agreed and said he, too, had concerns about all elements of the new grading system. Thomas said homework should count and be graded and that students should have to take final exams.

“I think that we’ve seen through the past year that the whole policy is just not working,” Thomas said.

Final exams were deemphasized at many high schools during the pandemic.

An emphasis on the emotional health of students also seems to have contributed to a de-emphasis on final exams as way to reduce student stress.

LTHS Director of Curriculum and Instruction Scott Eggerding said that historically not all classes administered finals and that different types of classes had different types of final exams or projects.

gives teachers the option of scheduling a final assessment no later than five days before a final exam period and states that the final exam period should be used for retakes or revisions.

Williams believes that students should be required to take final exams.

“Finals should count,” Williams said.

“Students should have the challenge and opportunity to show that they’ve mastered the material. The current policy of allowing students to opt out of finals places preserving one’s grade over learning the material.”

Parents said they wanted the grading system to hold students accountable and to motivate students to study and learn.

“The grading policy should be consistent, but it should not be consistently soft; it should be consistently rigorous,” Williams said. “Homework should count positively and negatively. There should only be one mulligan or retake per semester.”

Waterman said the administration has heard the concerns about finals and that it would work on further changes to the grading system to go into effect next year and will report back to the school board by early July.

North Riverside board approves second ambulance purchase Flash Drought?

Um...a What?!?

After a very cold and very wet spring, summer has arrived in full force. Over the past few weeks, we have experienced record and nearrecord heat, with this pattern expected Scott to continue for the McAdam Jr. foreseeable future.

According to the National Weather Service, a flash drought, or rapid onset drought, may be developing in Illinois, thanks to below-average rainfall and little rain expected in the coming days and weeks.

Never heard of a flash drought?

Until last week, neither had I. It occurs when multiple environmental factors align to create a perfect storm. A combination of lowerthan-normal rates of precipitation, abnormally high temperatures, strong winds, and increased solar radiation (i.e., clear skies), sets this phenomenon in motion.

With these conditions expected to take shape, it will be extremely important to monitor your landscape’s well-being. Supplemental watering, in accordance with local guidelines, should be done regularly to ensure adequate moisture for your plantings and to keep your overall landscape healthy.

Remember, plants are living, breathing organisms. Like us, they need to receive the proper nutrients and water for optimal health.

Fire department took possession of new front-line vehicle June 14

After trying to nurse along two ambulances, one of them more than 20 years old, for the past couple of years, the North Riverside Fire Department has taken possession of a new 2021 Ford E450 Type III ambulance and has another one on order with the manufacturer.

Fire Chief Bob McDermott said the new ambulance was delivered June 14 and that a final state inspection of the vehicle had been scheduled for June 28. As soon as the inspection is complete, said McDermott, it will be placed into front-line service.

Meanwhile, on June 20 the North Riverside Village Board voted unanimously to waive competitive bidding and approve a purchase contract with St. John, Indianabased Fire Service Inc. for a 2023 or most current year Ford E450 Type III ambulance for $242,281.

The purchase price includes the installation of a power stretcher loading system similar to the one in the ambulance just delivered. The village paid about $189,000 for the new ambulance, said McDermott, after receiving a grant covering the cost of the power loader.

North Riverside paid for the ambulance it just received by tapping its general operating reserve. It’s not clear how the village intends to fund the second ambulance, but officials will have some time to work

The 2021 ambulance just delivered replaces a 21-year-old Navistar ambulance that has been used as the department’s reserve vehicle. However, it had been forced into front-line use often due to mechanical issues with the 2009 Ford E450 that served in the lead role most of the time.

In September 2021, elected officials approved replacing the 2001 ambulance after McDermott said ambulance reliability had reached “the point of an emergency.”

On multiple occasions last year, McDermott said, both of the fire department’s ambulances were out of service at the same time, forcing the village to ask Berwyn and Forest Park to temporarily loan them ambulances.

ambulance last September, the department has been able to get by, but the front-line ambulance was down for a full month during that time for ‘hefty repairs.”

Elected officials decided to act June 20 to order a second new ambulance due to the rapidly rising cost of the vehicles and the amount of time it will take to receive it. The 2009 ambulance had been scheduled for replacement in 2024.

McDermott said that Fire Service Inc. planned a 7-percent price increase for the Ford E450 ambulance on June 21. Approving the contract on June 20 would lock in the price and guarantee delivery within the time frame of when the 2009 ambulance was scheduled to be replaced.

“I’ve never seen it like this,” said McDermott of the price of vehicles and the length of delivery time. “When we get the new [ambulance], we’ll rotate them to extend their lifetimes. Usually, five to seven years is the norm for replacement, but we’ll have to look at stretching that out a little more.”

Loaded semi-auto rifle in truck brings felony weapons charge Riverside police arrested a 34-year-old Munster, Indiana, man who was later charged with felony unlawful use of a weapon after police found a loaded .762-caliber semiautomatic rifle along with a drum magazine for the rifle loaded with 70 rounds and three loaded handgun magazines inside his pickup truck during a routine traffic stop on June 23 at about 3:25 p.m. on Ogden Avenue.

An officer pulled the driver over for reportedly speeding at 53 mph in a 30 mph zone while westbound on Ogden Avenue. Police arrested the man for driving on a revoked license and then searched the vehicle prior to towing it.

According to police, the rifle was easily accessible behind a folded down rear passenger seat. The driver told police he bought the rifle in Indiana last year and that he had intended on bringing it to his mother’s house in the south suburbs after his own home had been burglarized recently and two handguns were stolen.

The driver did possess a Firearm Owner’s ID card but his concealed-carry license was expired, police said. The Cook County State’s Attorney approved the felony weapons charge against the driver, who was also charged with speeding and driving on a revoked license.

Aggravated assault A 35-year-old Chicago man faces an aggravated assault charge after he allegedly threatened to throw a five-pound rock at a car whose driver had just snagged a parking space from him at the North Riverside Park Mall, 7501 Cermak Road, on June 21 just before 7 p.m.

The victim told police that she had pulled into a parking space after a vehicle backed out. A Chevy Malibu pulled behind her vehicle and paused a few moments before pulling into another space.

When the victim and her passenger exited their vehicle the offender allegedly approached and confronted the victim about taking his parking space, sparking a verbal altercation.

The offender then reportedly grabbed a rock weighing a little more than five pounds and quickly walked toward the victim’s vehicle, threatening to throw it at the car and raising his arm in the air as if to do so.

The offender reportedly eventually threw the rock on the ground and entered the mall through the food court while the victim called police, who located the offender in one of the movie theaters and charged him with aggravated assault.

Catalytic converter thefts Brookfield police reported three catalytic converter thefts in the village last week, the latest in a rash of such thefts over the past several months.

Police responded to the 8800 block of Plainfield Road on the morning of June 22 after a resident called to report that during the overnight hours someone had removed the catalytic converter from the under carriage of her 2017 Mitsubishi Outlander. The victim told police it was the second time the vehicle had been targeted, the last time being in December.

On June 23 at about 2:25 a.m., a resident of the 3800 block of McCormick Avenue called to report a catalytic converter theft in progress, stating the offenders had just fled in a white sedan.

A Riverside police officer observed a white sedan traveling with its headlights off southbound on First Avenue at 102 mph. It was last seen getting onto I-55 South. Police at the scene of the theft observed that a 2007 Toyota Prius was missing a section of its exhaust system.

On June 24 at about 12:40 p.m., a resident of the 3900 block of Madison Avenue called police to report that sometime in the prior 24 hours the catalytic converter was removed from his 2015 Chevy cargo van, which was parked in the driveway.

Aggravated speeding North Riverside police charged a 40-yearold Chicago man with aggravated speeding after an officer on patrol reported observing the man driving a gold Toyota Camry at 75 mph in a 35 mph zone while northbound in the 2300 block of First Avenue on June 21 at 4:45 a.m.

During the ensuing traffic stop, the driver allegedly told the police officer that he was running late for work. Police also reported that the driver, who told the officer he was a citizen of Brazil but did not have his passport on him, had never been issued a driver’s license in the U.S. Further investigation confirmed the man’s identity. In addition to aggravated speeding, the man was cited for driving without a valid license and driving an uninsured vehicle.

Flag stolen, again A resident of the 100 block of Fairbank Road, Riverside, contacted police on the

morning of June 25 to report that her Black Lives Matter flag had been stolen from the home.

The victim told police that it’s the second time the flag has been stolen, though she didn’t report the first incident. She told police she later found the flag, burned, in Swan Pond Park.

D96 moving ahead with Blythe Park, Hauser improvements Auditorium work at each school slated for 2023; junior high play area could be deferred

While this is a light summer for construction work in Riverside Elementary School District 96, next summer will likely be different. In 2023, district is looking to turn the auditorium at Blythe Park School into a multipurpose room and plans major upgrades to the auditorium at L.J. Hauser Junior High School.

The school district also plans to revamp the play space and field at the Hauser/Central campus, but that work could be deferred until 2024.

At Blythe Park the plan is to covert the auditorium into a multipurpose room divided into two classrooms separated by a moveable wall. The library will be moved downstairs into one of the rooms and the other will be used for music. The current first-floor library will be converted into an art room.

Superintendent Martha Ryan-Toye said that idea came from a parent at a visioning session. The idea is to have more light and space for the art room. While some might think that putting a library next to a music room might not be the best combination, Ryan-Toye said it is not a bad combination for an elementary school. Students are mostly checking out books at the library and not using it so much as a study or work space, Ryan-Toye said.

The district plans to add some windows to the new downstairs multipurpose room to get some natural light in there. Currently the below-ground auditorium does not have windows.

At its June meeting, the Riverside Historical Preservation voted 5-2 to approve the addition of windows after suggesting some minor modifications. The village must approve any changes to the exterior of Blythe Park School because the building is a designated a local landmark.

The district also plans to replace the boilers at Blythe Park and repave the school’s parking lot next summer. The total cost of all the work at Blythe Park could be as much

Since the work is still months away from being bid out, precise cost estimates are not available.

Work to improve the Hauser Junior High auditorium, mostly electrical and lighting upgrades, could range from approximately $744,000 to just over $1 million depending on whether the district chooses good, better or best options. Part of that cost will be funded by a state grant.

“It’s a larger price than we first anticipated,” Ryan-Toye said.

Board members say that the work on the Hauser auditorium can’t be put off any longer. Some of the equipment in the auditorium, which was built in 1953, is so old that it is very hard to source replacement parts.

“The equipment is kind of on its last legs,” said Joel Marhoul, the chairman of the school board’s facilities committee.

The board is also considering whether to use natural grass or artificial turf to replace the field behind Hauser. But that project could be deferred until 2024, because any changes will have to be approved by the Cook County Metropolitan Water Reclamation District, typically a lengthy process.

Some local residents, Riverside resident Rob Dixon for one, are pushing the school board to use natural grass, saying that it is safer for kids. The school board recently heard from its architects on the comparative advantages and disadvantages of natural grass versus artificial turf.

The district’s architects say that scientific studies have not demonstrated any link between artificial turf fields and cancer or other bad health outcomes as some as argued.

“What we’re hearing from [the architect] is polar opposite of what we’re hearing from in the community,” said school board

president Dan Hunt.

The architects said an artificial turf can be used more because it can be used after a heavy rain, which would turn a natural grass field into a muddy mess. That’s problem with the existing field.

“I’m not pushing for [artificial] turf, but most of the green space we have is unusable for a week after a rain,” Marhoul said at the June 1 school board meeting.

Board member Wesley Muirheid said being able to use the field at all times was an important factor to consider.

“My biggest concern is that we spend all this money and we still can’t use the field,” Muirheid said.

But the school board is still delving into the issue and members are still interested in learning more about grass fields and all the alternatives.

“For me, it’s not just about dollars,” board member Shari Klyber said.

In all the quarries employ 300 members of Local 150, who operate the heavy machinery critical to make, load and transport the materials needed for the production of concrete, asphalt and other construction materials, at about 35 quarries and other facilities in northern Illinois.

The union accuses the companies of “bad faith bargaining and violations of employees’ federally protected rights.” It has also alleged that the Chicago Area Aggregate Producers Association, which represents the quarries in union negotiations, of busing in replacement workers, something the CAAPA denies.

Both sides continue to negotiate a new contract for union employees. On June 23, Local 150 President/Business Manager Jim Sweeney issued a statement to striking workers that the CAAPA is dragging out the strike needlessly by refusing to commit to a negotiating schedule.

Sweeney repeated the accusation that the CAAPA is using replacement workers since the strike started, and posted pictures on the union’s website on June 21 to support union claims that “Hanson is training replacements on a loader [that] morning at the Thornton Quarry.”

Striking workers have been picketing at the 47th Street entrance to the Lehigh Hanson quarry.

The quarries produce gravel, sand and ag-

gregate needed to make concrete, and with the strike halting production, stockpiles are running out and jobs are being paused.

In Brookfield that’s been bad news for the Brookfield Avenue bridge, where work was beginning to finally move after a water and electric utility rerouting project held up progress for months.

Workers from Lorig Construction, the general contractor hired for the project, were able to drive piles and pour the concrete footing to support the bridge superstructure on the east side of the bridge earlier this month.

They also have built the wood forms for the bridge’s east pier and have installed rebar, but the concrete shortage has prevented that pier from being poured.

“We were ready to pour early to mid-last week,” said Andrew Stirk, project manager for Lorig Construction. “We’re doing absolutely everything we can do to get to the point where our only option is to pour concrete. As soon as [the concrete] is released, we’re ready to go.”

While waiting for concrete to become available, Lorig intends to drive piles on the west side of the bridge and then build the forms for the concrete footing there.

Paul Gliva, a construction engineer for Ciorba Group Inc., the village’s engineering consultant for the project, confirmed that the preparation work will continue this week, but unless the strike is resolved soon, it’s going to delay work further.

“Right now it’s not causing concern, but it will in a couple of weeks. … Once we’re set up, everything is dependent on the concrete.

And there’s no way of getting that stuff right now.”

City of Chicago water treatment facilities chemically treat and filter the water from Lake Michigan. Once the Water Commission receives the potable water, the water is re-chlorinated to safeguard its quality. As a potable water supplier, the City of Chicago constantly monitors water quality and publishes laboratory results. Copies are public record and can be requested.

Water Quality: The Illinois EPA considers all surface water sources of community water supply to be susceptible to potential pollution problems. The very nature of surface water allows contaminants to migrate Into the intake with no protection only dilution. This is the reason for mandatory treatment for all surface water supplies in Illinois. Chicago’s offshore intakes are located at a distance that shoreline impacts are not usually considered a factor on water quality. At certain times of the year, however, the potential for contamination exists due to wetweather flows and river reversals. In addition, the placement of the crib structures may serve to attract waterfowl, gulls and terns that frequent the Great Lakes area, thereby concentrating fecal deposits at the intake and thus compromising the source water quality. Conversely, the shore intakes are highly susceptible to storm water runoff, marinas and shoreline point sources due to the influx of groundwater to the lake. Throughout history, there have been extraordinary steps taken to assure a safe source of drinking water in the Chicagoland area. From the building of the offshore cribs and the introduction of interceptor sewers to the lock-and-dam system of Chicago’s waterways and the city’s Lakefront Zoning Ordinance. The city now looks to the recently created Department of the Water Management, Department of Environment and the MWRDGC to assure the safety of the city’s water supply. Also, water supply officials from Chicago are active members of the West Shore Water Producers Association. Coordination of water quality situations (i.e., spills, tanker leaks, exotic species, etc.) and general lake conditions are frequently discussed during the association’s quarterly meetings. Also, Lake Michigan has a variety of organizations and associations that are currently working to either maintain or improve water quality.

Finally, one of the best ways to ensure a safe source of drinking water is to develop a program designed to protect the source water against potential contamination on the local level. Since the predominant land use within Illinois’ boundary of Lake Michigan watershed is urban, a majority of the watershed protection activities in this document are aimed at this purpose. Citizens should be aware that everyday activities in an urban setting might have a negative impact on their source water. Efforts should be made to improve awareness of storm water drains and their direct link to the lake within the identified local source water area. A proven best management practice (BMP) for this purpose has been the identification and stenciling of storm water drains within a watershed. Stenciling along with an educational component is necessary to keep the lake a safe and reliable source of drinking water.

Information collected through the monitoring of these contaminants will help to ensure that future decisions on drinking water standards are based on sound science. In compliance with the Unregulated Contaminant Monitoring Rule 4 (UCMR4) as required by the EPA, the Village of North Riverside has monitored for 30 contaminants suspected to be present in drinking water. The purpose of unregulated contaminant monitoring is to assist the EPA in determining the occurrence of these contaminants in drinking water and whether future regulation is warranted. The list of UCMR4 contaminants that we have monitored include ten Cyantoxins, two metals, eight pesticides and one pesticide byproduct, three Brominated Halo acetic groups, three alcohols and three semi volatile chemicals. SOURCE WATER ASSESSMENT SUMMARY Source Water Location The City of Chicago utilizes Lake Michigan as its source water via two water treatment plants. The Jardine Water Purification Plant serves the northern areas of the City and suburbs, while the Sawyer Water Purification Plant serves the southern areas of the City and suburbs.

Lake Michigan is the only Great Lake that is entirely contained within the United States. It borders Illinois, Indiana, Michigan, and Wisconsin, and is the second largest Great lake by volume with 1,180 cubic miles of water and third largest by area.

Source Water Assessment Summary The Illinois EPA implemented a Source Water Assessment Program (SWAP) to assist with watershed protection of public drinking water supplies. The SWAP inventories potential sources of contamination and determined the susceptibility of the source water to contamination. The Illinois EPA has completed the Source Water Assessment Program for our supply.

No Cryptosporidium or Giardia was detected in source water samples collected in 2021. Treatment processes have been optimized to provide effective barriers for removal of Cryptosporidium oocysts and Giardia cysts in the source water, effectively removing these organisms in the treatment process. By maintaining low turbidity through the removal of particles from the water, the possibility of Cryptosporidium and Giardia organisms getting into the drinking water system is greatly reduced.

In 2021, CDWM has also continued monitoring for hexavalent chromium, also known as chromium-6. USEPA has not yet established a standard for chromium-6, a contaminant of concern which has both natural and industrial sources. An example to follow

I

t’s not often in this space that we point to the actions of other municipalities as a model to follow, but in light of the breathtaking erasure of rights by the U.S. Supreme Court last Friday in overturning Roe v. Wade and Casey v. Planned Parenthood, it’s worth examining.

Oak Park has a reputation, mostly deserved, for leading on complex social issues. Voters there passed a ban on handguns, which was enforced until overturned by the courts.

That village passed the first same-sex domestic partnership registry in the state to recognize a new status for gay and lesbian residents in committed relationships. Oak Park approved the first open housing ordinance in Illinois as it grappled with a path toward racial integration.

Oak Park declared itself a sanctuary village, defending and welcoming immigrants in the community and protecting immigrants from federal policing actions.

And Oak Park declared itself a Nuclear Free Zone in what was certainly its most performative public exhibition.

Now, with a radically politicized Supreme Court overturning Roe vs.

Wade and Casey vs. Planned Parenthood, Oak Park’s elected leaders are preparing another action in response to this appalling and backward court decision.

We expect that village board to soon consider an ordinance marking Oak Park as a sanctuary community for abortion. Two trustees and the village’s president have already signaled their support — and Growing Community Media, the publisher of the Landmark, is adding its own.

We support Oak Park’s leadership on defending what has been a bedrock right to privacy and personal choice for a half-century across America. The high court’s decision, arrived at by bald lies by Trump nominees during confirmation hearings, the theft of President Obama’s rightful pick of a nominee by Sen. Mitch McConnell, and the weakkneed acquiescence of senators such as Susan Collins and Joe Manchin, have brought us to this low point in our splintering history.

By its action, this court has intentionally wrought chaos and division as it allows states to choose their own restrictions on abortion rights.

Rightly, there is focus on the giddy efforts of red states to reach the most extreme positions possible — no exceptions for rape or incest, threats of criminal prosecution of people seeking abortions or providing abortion services, bans that would prevent people from crossing state lines to obtain an abortion.

These are staggering and un-American concepts.

As important, though, is to focus on decisive actions by blue states such as Illinois and others to explicitly protect the right to an abortion, to welcome people to our state for this reproductive health care treatment.

And within a state such as Illinois, it is essential that clear-minded communities make entirely clear that it stands with women, that it stands for reproductive rights without exception. Oak Park’s action reinforces its leadership on critical issues at moments of inflection.

We also believe it will inspire other communities to take the same declarative action.

So long primaries, hello Independence Day

y the time you read this column the primary election of 2022 will be over. Yay! Nobody will be happier than the mail carriers, who each day hauled a tree load of campaign literature to our mail boxes.

They were colorful and very well done, and for what they cost they should be. I understand the reasoning behind it; however, when I am inundated with campaign literature it can sometimes have an adverse effect. After two or three pieces of literature and doing my own candidate research, I have my mind made up, so anything after that gets recycled.

We also get phone calls, and they always ask for Husband Joe. I then explain to them I am a voter also and have been an election judge for almost 40 years. I think I can handle this call.

I sometimes will question them about their candidate. It’s surprising how little some of them know. Question: What does your candidate do? Answer: I don’t know but I have met him.

Another caller could not pronounce the candidate’s name correctly. In all fairness, they are

volunteers -- I hope -- and are doing their part for the process.

To all candidates, whether you are a winner or a non-winner, good for you by stepping up to do your part to keep this country going. We may not always agree but you have to admit it is the best system.

Which brings me to another part. It’s because people have stepped up over the years that we are able to have what we have today and will celebrate that this coming week on July 4. It is a time to get together with family and friends. COVID took away some of our fun time but not our freedom as Americans, so we deserve to celebrate.

QUALIFICATIONS Knowledge of: Principals and procedures of computer systems, such as, data communication, hierarchical structure, backups, testing and critical analysis.

Hardware and software configuration of. computers, servers and mobile devices, including computing environment of Windows Server and Desktop OS and applications, Unix/Linux OS, VMware, iOS/Android.

Network protocols, security, configuration and administration, including firewalls, routers, switches and wireless technology.

Cabling and wiring, including CAT5/6, fiber network, telephone, serial communication, termination, and punch-down.

Telecommunications theory and technology, including VoiP, serial communication, wireless protocols, PBX, analog, fax, voicemail and auto-attendant.

Principles and methods of computer programming, coding and testing, including power shell, command scripting, macros, and

VB scripts.

Modern office procedures, methods and computer equipment.

Technical writing, office productivity tools and database packages.

PUBLIC NOTICES NOTICE TO BIDDERS AND INVITATION FOR BIDS VILLAGE OF BROOKFIELD TREE TRIMMING SERVICES CONTRACT - 2022 RECEIPT OF BIDS The Village of Brookfield will receive sealed proposals for tree trimming services of approximately 1,000 trees per year, twice renewable for annual terms at the option of the village until 11:00 A.M. Central Daylight Savings Time, Tuesday, July 19, 2022, at the Office of the Village Manager, Village of Brookfield, 8820 Brookfield Avenue, Brookfield, Illinois, immediately after which time bids will be opened and publicly read aloud. The Services consists of the trimming of trees from parkways and roadsides of the Village and returning the areas to a neat and orderly appearance.

BID SECURITY Each proposal shall be accompanied by a proposal guaranty in the form of a bid bond, executed by a corporate surety company, a bank cashier’s check or a certified check payable to the “Village of Brookfield” for not less than five percent (5%) of the amount of the proposal. The proposal guaranty checks of all, except the two responsive, responsible proposers which the village determines in its sole discretion to be the proposers with whom the village desires to commence negotiations for a contract, will be returned after the proposals have been checked and tabulated.

RIGHT TO REJECT BIDS The Village of Brookfield reserves the right to waive technicalities and to reject any and all proposals for any reason deemed in the best interest of the Village of Brookfield.

AWARD OF CONTRACT Unless all bids are rejected, the contract award will be made to the lowest responsive responsible bidder that the Village of Brookfield in its sole discretion determines to be in the best interest of the village.
