Riverside looks to waive fees for some businesses

Village looks to incentivize sales tax-generating ventures in 2021

Riverside trustees last month gave the go-ahead for waiving a number of fees as incentives to anyone looking to open a new sales tax-generating business in the village in 2021.

The fee waivers were proposed by Village Manager Jessica Frances as part of a continuing response to the COVID-19 pandemic, which has impacted many local businesses.

Earlier this year, the village board approved waiving liquor license and outdoor dining license fees to help restaurants and bars hit hard in 2020 and part of 2021 by pandemic restrictions.

In addition to those fees, Frances proposed several other business fee waivers in 2021 to incentivize businesses to open in Riverside.

“While it’s not a significant dollar amount [in terms of revenue for the village], I think it would be very significant to those new busi-

nesses,” Frances told village trustees at their June 17 regular business meeting.

Among the fees waived for new businesses will be the $100 business license fee and $100 fire inspection fee. The village would also waive the $120 bi-annual health inspection fees.

The village would continue to offer waiving fees for a new liquor license ($1,800) or outdoor café license ($25) for any business wanting those amenities.

At most, a single business could see $2,265 in business-related startup fees waived in 2021, while the waiver for a non-food/alcohol business would be $440.

In order for the village to recover the cost for a food/drink business getting all of the proposed waivers, the business would have to generate either $56,625 or $75,500, depending on whether or not the business was located in one of the three officially designated Harlem Avenue business districts, which impose an additional tax on retail sales.

A non-food/drink business would have to generate either $11,000 or $14,667 in sales for the village to recover the cost of the fee waivers.

According to Frances, in 2019 before the pandemic, the total revenue of a Riverside res-

taurant ranged from $87,300 to about $1.8 million, based on that year’s tax returns.

In addition to the state sales tax, Riverside collects a 1-percent non-home rule sales tax and a 1-percent places-for-eating tax.

“Having any new business come into Riverside, it enhances the amenities to our residents while also it enhances [equalized assessed value of property], because you have what was once a vacant storefront is now being energized by a new business,” Frances said.

Village trustees will have to vote to officially adopt the policy to waive fees via a resolution that likely will appear on their July 15 board

meeting agenda. The village manager suggested making any fee waivers retroactive to July 1, because there were some pending business license applications.

“We have individuals reviewing options within the village, so I’d like to afford them the opportunity of these waivers,” Frances said.

The fee waivers would be offered to new sales-tax generating businesses only, and is intended as a one-year perk. Business licenses are renewed on a calendar year basis, while liquor licenses expire annually on April 30, so that fee waiver would carry over into the first part of 2022.

From a one-nurse operation in 1921, agency has grown to serve more than 1,500 people

Not many things stay the same over the course of a century. New technologies are developed, generations of people come and go, and cultural shifts radically alter the behavior and landscape of the world.

But these past 100 years, one local thing which has remained virtually the same is Pillars Community Health, an organization which has held onto an overarching ethos of care and dedication to the most vulnerable residents of the greater Riverside-Brookfield community.

Celebrating its centennial since January, Pillars Community Health has provided medical care, mental health resources and family assistance throughout the western suburbs since 1921.

“From the very beginning, and often with only a couple of people sitting around the table, staff and volunteers and donors have problem-solved and piloted new initiatives so their neighbors can have access to the care they need, when they need it,” said Angela Curran, president and CEO of Pillars. “All the turbulence of the last year just makes it more important to celebrate a 100year commitment to looking after our neighbors, regardless of race, income or politics.”

Since the organization’s most recent merger with Community Nurse in 2018, Pillars has been the area’s main leader in providing community-based mental health, substance-use disorder services, domestic/ sexual violence services and medical and dental care across nine locations as well as virtually.

Pillars’ story began on Jan. 24, 1921, when the state chairman of the Child Welfare League spoke to the LaGrange Public Welfare Committee chapter about hiring a local nurse for the community. The first paid community nurse, Marion Jean MacLeod, began providing wellness checkups for babies from the back room of a drugstore in LaGrange with the volunteer assistance of physician Dr. J.A. Gardiner.

As the cost of healthcare increased, in 1928 Community Nurse joined Berwyn Community Welfare Association in meeting the social needs of area families who were increasingly requesting township relief funds.

Depression, giving small rent loans for lowincome families, providing eyeglasses and opening an employment bureau to help unemployed men. And in 1939, the Episcopal Church in LaGrange donated an old parish home to Community Nurse to open a daycare.

The 1950s brought about a national deinstitutionalization policy for mental health patients, effectively moving people with mental illness out of state-run asylums and into mainstream society.

Several of Pillars’ predecessor organizations (including Southwest Suburban Mental Health Association and Family Services of LaGrange) stepped up to provide community-based mental health services. A group called Community Family Services eventually opened clinical offices inside Riverside Township Hall and Riverside-Brookfield High School in 1980.

Throughout the 1970s, when local police noticed a huge uptick in domestic violence calls, the Des Plaines Valley Community center began exploring the possibility of opening a domestic violence shelter for the area.

Eventually, the Constance Morris House opened in Brookfield on April 24, 1979. The shelter was later moved in the 1980s to its present-day, undisclosed location in the west suburbs.

Fast-forward to January 2018, when Pillars and Community Nurse formally merged, combining health and social services under one name and helping sustain services through a broader set of funding streams.

Today, amid the continuing COVID-19 pandemic, Pillars is on the front lines, launch-

ing testing sites and vaccination programs, and incorporating dozens of new virtual services across all programs. In 2020 alone, Pillars served nearly 1,500 clients from the towns in the Landmark’s coverage area.

To Jackie Gibson, vice president of marketing and business development for Pillars, what sets the organization apart from others in the western suburbs is its deep line of roots in the community.

“We literally are community-based — we have nine locations in the western suburbs that are in most cases, for many people, within walking distance or a short Metra or bus ride away,” she said. “Distinguishing us from a hospital system or a national organization, we really are a part of these neighborhoods.”

According to Gibson, Pillars was one of the first organizations in Illinois to offer home-based mental health services for people who either couldn’t be seen in person or who would benefit from being seen in the home environment, so that a clinician could assess how the home environment might be impacting mental health.

“We have always shifted to the community’s specific needs,” she added. “We’ve never been afraid to pivot what we’re doing in order to address the most critical needs of the community, and innovating to meet those needs.”

Bullet fired through apartment ceiling in Brookfield Brookfield police say no one was hurt when someone fired a handgun round through the floor of an apartment and into the bedroom of the unit below in the 4500 block of Maple Avenue on June 30 at about 8:25 p.m.

The tenant of the lower unit called police after hearing the gun go off and walking into his bedroom to find a hole in the ceiling and drywall debris on the bed. Police say they did not recover any bullet fragments, but said there was a clear channel going from the upper unit into the lower one.

Police also were unable to determine who fired the weapon, though they detained three people who were in the upper unit where an apparent verbal altercation took place before the single gunshot was fired. Police charged two of the three people.

A 42-year-old Chicago woman was charged with domestic battery, while a 38-year-old Brookfield man was charged with possession of a controlled substance after police reported finding the drug ecstasy on his person.

Meanwhile, police did not charge a 28-yearold Summit woman they located in the rear stairwell of the building. Police found her talking on the phone near rear door. Also on the hallway floor near the rear door were two bags, one of them containing a shoebox where police reported recovering a black semiautomatic handgun with no magazine inside it.

Catalytic converter theft

CRASH SCENE: No one was seriously hurt when a 73-year-old woman drove her SUV over a parking barrier at CVS on Broadway Avenue and crashed into three other vehicles on the morning of June 30.

Officers did report finding a Glock handgun magazine under a mattress in a bedroom of the upper apartment.

Car jumps parking barrier, hits three other vehicles Brookfield police cited a 73-year-old Countryside woman for failure to reduce speed to avoid a crash after she reportedly stepped on the gas pedal of her Cadillac Escalade and accelerated quickly from a parking space in the lot at CVS, 9139 Broad-

way Ave., jumped the parking barrier and sidewalk and struck a vehicle eastbound on Broadway, on June 30 at about 10:45 a.m.

The Escalade kept going, driving between two parked cars, striking one of them, before jumping the center median and crashing head on into another parked vehicle, pushing it north across the opposite sidewalk where it nearly struck the wall of Tischler Finer Foods.

According to police, there were minor injuries and all of the vehicles involved in the crash had to be towed from the scene.

Brookfield Chamber of Commerce Business Spotlight

A resident of the 3400 block of Madison Avenue, Brookfield, called police on June 29 to report that sometime during the past day someone had removed the catalytic converter from the undercarriage of his 2005 Toyota Prius.

According to the police report, the part cost about $2,250 to replace. Catalytic converters contain precious metals and can be sold by thieves for hundreds of dollars for scrap. Toyota Priuses are reportedly particularly popular targets for catalytic converter thieves.

Aggravated speeding North Riverside police charged a 25-yearold North Riverside man with aggravated speeding after an officer on patrol clocked his red Honda traveling westbound at 71 mph in a 35 mph zone in the 7700 block of Cermak Road on June 27 at about 1:10 a.m.

These items were obtained from police reports filed by the Riverside, North Riverside and Brookfield police departments, June 27-July 2 and represent a portion of the incidents to which police responded. Unless otherwise indicated, anybody named in these reports has only been charged with a crime.

The family trade

M

y dad and I opened Priority Print on April 1, 1990. My dad was a printer by trade his whole life. He worked for General Electric at their in-house print shop until they fazed it out and moved it to Louisiana. They offered to send him to business school and also gave him some equipment to start the business. A friend of his told him what a great town Brookfield was and what a great place it was to start a business. We have been in the same location now for 31 years.

Watching my dad run printing presses since I was little inspired me to follow in his footsteps. I took vocational printing all four years in high school from 1983 to 1987, at both Proviso West and Proviso East. My dad and I worked together to grow the business until he retired in April of 1998.

The printing trade has changed so many times since then. When we first started, you would have to shoot pasted up artwork on a camera, develop it like a photo, burn a metal plate, clean it with chemicals and then it was finally ready to be put on a press. Nowadays the camera, the metal plates, those are all gone. Now with changing technology, we print paper plates directly off the computer and can go right to a press. The letterpresses that we used on a daily basis for scoring , perfing and numbering are used less frequently and new streamlined table top machines were added. interesting journey, but I can say we truly love what we do. My dedicated staff and I enjoy helping people bring their ideas to life. From design work, business cards, letterheads, envelopes, invoices, raffle tickets, wedding invitations, posters, banners, and apparel printing, we do a little bit of everything.

Looking back, I am thankful that my dad chose Brookfield, grateful for all the wonderful people I have met. Brookfield is truly a warm and friendly community. I have been a board member of the Brookfield Chamber of Commerce for the past few years. It has been a great way to interact with other small businesses, being part of the events and watching the way the community continues to grow.

Villagers flock back to party at parades

The villages came alive this weekend as hundreds of people, no doubt thousands, emerged from their houses to watch the Fourth of July parades in their towns. It was the largest local outdoor gathering of people since the pandemic began 16 months ago.

The parades were cancelled a year ago, but they returned on July 3 in Riverside and Brookfield and on July 4 in North Riverside.

People were glad the parades were back.

“It’s like a reawakening,” said Julie Cooney, of Riverside, who has been watching the Riverside Fourth of July parade for more than 50 years. “It was special because we missed it last year.”

Crowds at the parades and Friday night’s Concert in the Park in Riverside were close to normal, with parade watchers packing the parkways and kids grabbing candy – sweets were prohibited in Riverside this year due to the pandemic, though there were scattered scofflaws -- which was still gently tossed or handed out.

“It feels surreal to be back together in a

big group like this,” said Riverside resident Matthew Katz who watched the Riverside parade with his wife, Holly, and their two small children. “You look up and it feels really familiar, but also it’s been so long since we’ve been doing this that it has like a new feel, like, ‘Oh, finally we’re back.’”

Katz said enduring the social isolation during the pandemic was hard but not as hard for his family as it was for friends of his who live in the city. Having great neighbors in Riverside helped as did space to be outside.

“It was a miserable year but being in Riverside and being together as a family made things much, much easier,” Katz said.

Going to the July 2 Concert in the Park in Riverside’s Guthrie Park was fun Holly Katz said.

“It seemed like everyone was ready to party and to enjoy the music and the food,” Holly Katz said. “It was fun to watch kids run around and be crazy,” She said the weekend felt like a marker of sorts.

“I feel like we are excited to be doing outdoor activities again with friends and the community,” she said. “It feels nostalgic and also looking kind of forward; like we’re moving on. This is the way things can and should be and will be.”

The weather couldn’t have nicer with plenty of sun with temperatures in the 70s during the morning parades.

“It is the nicest day that we’ve ever, ever had and I’ve lived in town 44 years,” said Diane Balin, of Riverside.

hat does Karl Bollnow, the golf professional at Riverside Golf Club, have in common with former Major League Baseball Commissioner Peter Ueberroth, New York Times columnist Tom Friedman, actor Bill Murray, finance executive Charles Schwab?

Well, along with golfing legends Jack Nicklaus, Tom Watson, Chick Evans and about 110 others, Bollnow has been named a member of the Western Golf Association’s Caddie Hall of Fame, founded in 1999 to recognize the contributions of those who have supported golf caddies or used their experiences as caddies as a pathway to success.

Bollnow, who marks his 50th year with Riverside Golf Club and his 25th as the club’s golf professional, was informed of the honor in June. He’ll be feted by the golf club at a special event Sept. 17.

“It floored me,” said Bollnow of the honor.

“The first thought that came to mind was that it was kind of unbelievable, and after it sunk in a little bit, very overwhelming.

When you take a look at the names that are associated with that hall of fame, I never really thought I was that kind of guy.”

To be eligible for the Caddie Hall of Fame, the nominee has to have been someone who caddied as a young person and used those experience to help them achieve success as an adult, someone who serves as a caddie advocate and helped improve the lives of caddies or someone who is a professional caddie who has used that role to help others.

Bollnow’s connection to caddying squarely falls into the first two categories. He parlayed a chance job application to become a caddy into a half-century career that’s been intertwined with mentoring hundreds of young people who have come through Riverside Golf Club’s gates seeking opportunities.

“I guess it’s recognition of a lot of dedication to something that I love,” Bollnow said during an interview at the club last week.

“Being able to be here as long as I have, I feel very blessed and very, very privileged.”

Bollnow talks a lot about the golf club in familial terms, which is probably not surprising since he’s been part of the golf operation since he was 13 years old. An Oak Park native and graduate of Oak Park and River Forest High School, Bollnow in 1971 tagged along with some friends looking for a summer job and ended up launching a career.

“When we were graduating in eighth grade, some of my friends said, ‘We’re going to go look for a caddie job, we’re going to Riverside Golf Club,’” Bollnow said. “So,

Until he became a caddie, Bollnow hadn’t picked up a golf club. But, in order to become better as a caddie, he felt he needed to know everything he could about the game of golf and the course where he worked.

He ended up playing golf on the high school team and later attended DePaul University, but golf was in his veins and after five years of caddying, Riverside Golf Club was becoming a second home.

He landed a job in the club’s golf shop in 1976, where he was mentored by longtime club pro Bill Heald, himself a legendary figure for whom a PGA career achievement award is named.

Bollnow was named caddiemaster in 1977 and became Riverside’s assistant golf pro a year later. He was elected to PGA membership in 1983 and would work alongside Heald until his mentor’s retirement after 33 years as the club’s pro in 1996.

“I served as Bill’s assistant for 18 years, and we developed almost like a father-son relationship, we were that close,” Bollnow said. “I would say we became best friends.”

Upon Heald’s retirement, Bollnow was named the club’s golf professional. His first responsibility, Bollnow said, is to the mem-

bers and their guests – who have included the likes of Ronald Reagan, Ernie Banks, Julius Irving, Evel Knievel, Denis Savard and countless others.

He heads a golf staff of about 15, runs more than two dozen member tournaments a year – including the annual Riverside Golf Club Invitational in July, an event started by Heald and which draws more than 150 players -- manages the golf shop and provides golf instruction to members.

Throughout that time Bollnow also has continued to oversee the caddie program, which includes between 80 and 100 caddies, conducted the caddie training and assisted the caddiemaster who succeeded him in that role.

According to a press release issued by the club in the wake of his election to the Caddie Hall of Fame, Bollnow has helped almost 300 caddies obtain college scholarship through the Evans Scholarship program or the club’s own Riverside Golf Club memorial Scholarship program.

“The greatest success stories of Riverside [Golf Club] is the caddie program, and that all has to do with the support of the entire membership,” Bollnow said. “I hope in some way I’ve been able to help caddies along as they grow up, just as I was helped and supported.”

Brookfield woman’s caring heart earns $5,000 award Armanda Killingham started West Side outreach nonprofit in 2019

A Brookfield woman was recently recognized as one of 24 Exelon employees given the Powering Communities Employee Volunteer Award by Exelon Foundation, the energy company’s philanthropic arm.

Armanda Killingham, 53, got $5,000 for the Dorcas Community Outreach Foundation, the nonprofit she started in 2019. Dorcas focuses on helping individuals experiencing homelessness primarily on Chicago’s West and South sides.

While the Exelon distinction may be for volunteers, Killingham said she considers what she does with Dorcas more of a mission — one reflected in both her personal and professional life.

“This has always been in me,” she said. “I come from a family of evangelists and missionaries. My grandmother and great-grandmother would both hold soup kitchens and shelters in their homes. They took in and fed everybody.”

When Killingham was a young girl growing up in Grand Rapids, Michigan, she would invite the other children on her block to attend her own imaginary school.

“I always had to be the teacher,” she said. “I’d create the curriculum and the students would be anybody who would listen to me and do what I’d say. I was about 6 or 7.”

When she wasn’t holding court in her own make-believe school, she was holding book fairs for the neighborhood kids and going door to door, offering her neighbors coupons she’d cut out of the papers.

By the time she enrolled at the University of Michigan and joined a sorority, she’d developed a reputation as the girl “who was serving the homeless before it became popular.”

“I’d have my [sorority sisters] all in the housing projects trying to help people,” Killingham said.

Her passion for helping people stayed with her when she left college and started a career. Like her grandmothers before her, Killingham became involved in her church’s missionary work and made several trips to African countries like Nigeria, where she helped establish a school.

She’s also established homelessness programs within the churches she attends, in addition to sitting on multiple homelessness nonprofit boards and volunteering with various shelters, including the Night Ministry in Chicago.

Killingham said her passion for caring and nurturing extends to her work as a senior systems analyst at Exelon, where she’s responsible for maintaining critical parts of the country’s energy infrastructure.

“I work on systems that manage our nuclear power plants,” she said. “I do server maintenance and development. I also work with our emergency preparedness systems to make sure we stay in compliance and that we’re

aware of emergencies before they happen.”

As an analyst, Killingham is adroit at spotting security hazards, potential weak spots that might be ripe for exploitation and in need of care and attention — a skill that came in handy when she was thinking about starting Dorcas.

When she noticed that some of the nonprofits she volunteered for were pulling back their services on the West and South sides due to safety concerns, Killingham saw a point of need and worked to fill it.

When the nonprofits stopped showing up, Killingham began leading her own team of volunteers who would serve meals and hand out clothes to people in Chicago communities like Austin and Englewood.

“We go into areas where other organizations won’t go into,” she said.

For instance, last Christmas, Killingham and other Dorcas volunteers created a few hundred Christmas quarantine packs full of items like socks, hats and crossword puzzles, and distributed them to shelters throughout the city.

“Exelon employees’ willingness to contribute their time, energy and resources to helping the people in their communities was especially inspirational and impressive in a year like 2020,” said Paula Conrad, the Exelon Foundation’s president.

Killingham said she’ll use a portion of the $5,000 she gets from the foundation to purchase new winter coats, boots and hats to give out to people experiencing homelessness.

She also wants to start a scholarship fund for young college students who, like her, just can’t help reaching out to those in need.

It’s all in keeping with the spirit of her mission, Killingham said, which also speaks to the story behind her organization’s name.

“The Lord gave me the name Dorcas, because in the book of Acts 9:36, there’s a story about a lady named Dorcas who was charitable and who blessed people and helped the poor.

I’ve always loved that story,” she said.

Riverside seeks IEPA grant for permeable paver parking lot Trustees prioritize downtown parking strip on south side of BNSF tracks

Riverside trustees last month gave the go-ahead for staff to submit an application to the Illinois Environmental Protection Agency to obtain a federal grant to help pay for the installation of permeable pavers at a downtown parking lot that runs along the Burlington Northern-Santa Fe Railroad’s south right-of-way.

The U.S. EPA Section 319 Grant program, which refers to a section of the Clean Water Act, is administered at the state level. The grants were implemented to help fund water pollution control initiatives, including green infrastructure projects.

If awarded the grant would pay 60 percent of the total cost of the project, with the village responsible for the remainder.

At their meeting June 17, Riverside trustees settled on seeking a grant to pave Parking Lot 8, a U-shaped area which runs along the tracks from just east of the Arcade Building between the tracks and the buildings along the north side of East Quincy Street.

The asphalt pavement is severely deteriorated all along the 12,273-square-foot parking lot and reconstructing it with permeable pavers would cost an estimated $293,000, according to information presented to trustees

by Finance Director Karin Johns and Public Works Director Dan Tabb.

Brookfield spa gets first façade improvement grant

Request to replace sign needs planning/zoning review before it qualifies

Almost exactly a year ago, Abby Brennan was just beginning to clear the cobwebs from her downtown Brookfield business, Brennan Massage and Spa at 3700 Grand Blvd., which had been shut down completely for more than two months due to the COVID-19 pandemic.

With a skeleton crew following strict pandemic protocols, since the business is very much a hands-on operation, customers were returning to Brennan Spa at a crawl during the summer of 2020.

But as 2021 heads into July, the spa is operating pretty close to pre-pandemic levels, Brennan said.

“I think people are very much in need of what we offer,” Brennan said. “It’s been so stressful and hard in so many ways, people are resorting to body care.”

At the same time, Brennan is planning some care for the building her 14-year-old business inhabits and has secured the first Brookfield Property Improvement Program (PIP) grant since the initiative was unveiled this spring as a way to motivate commercial property owners in the village’s TIF districts to spruce up their buildings’ exteriors.

The Brookfield Village Board on June 28 voted unanimously to approve the grant, which is a modest one given what the village is potentially offering as a match. Brennan intends to clean and paint the front porch of the former single-family home; power wash, sand and stain the porch deck; paint the building siding and replace the monument sign with one that Brennan would like to hang from the front porch eaves, framed by two columns.

All of that work will cost an estimated $5,290, with the village’s grant reimbursing Brennan for half of that cost.

Brennan had been planning the exterior improvements, and when she got an email from the village pitching the grant program to her, she jumped at the chance.

“I’d be a fool not to look into it,” said Brennan, who so far is the only Brookfield business owner to submit a grant application. “I can’t believe I’m the first and only, but there is some process. It’s just kind of have to get started and see where it takes you.”

Brennan’s grant application is complicated by her request to include the new sign, which doesn’t fall neatly into any category in the sign code. The SA-4 zoning district where Brennan Spa is located allows projecting signs, wall signs and window signs, and the proposed sign isn’t any of those.

Since the business opened in 2007, Brennan Spa has had a monument sign mounted on poles out front. When the Station Area Zoning Code was written, it prohibited monument signs in the SA-4 district.

Brookfield Planner Kendra Kuehlem said she’s interpreting the proposed hanging sign as a projecting sign, which the code limits to an area of seven square feet. In effect, however, the proposed sign doesn’t project and visually would be more similar to a wall or window sign, whose dimensions are closer to what Brennan is proposing. Another complicating factor is the lot itself, a pie-shaped parcel on a corner.

As a result, the sign portion of the grant reimbursement will depend on a recommendation from the Brookfield Planning and Zoning Commission, which will consider Brennan’s request for the sign at their July 22 meeting at 7 p.m. at the Brookfield Village Hall, 8820 Brookfield Ave. Either way, however, the exterior improvements are scheduled to begin in mid- to lateJuly.

axpayers who work in the gig economy need to understand how their work affects their taxes. A little planning can he make sure gig economy workers are prepared when it’s time to file their tax return.

First things first-here’s a quick overview of the gig economy: The gig economy is also referred to as the on-demand, sharing or access economy. People involved in the gig economy earn income as a freelancer, independent worker or employee.

They use technology to provide goods or services. This includes things like renting out a home or spare bedroom and providing car rides. Here are some things taxpayers should know about the gig economy and taxes: Money earned through this work is usually taxable. There are income implications for both the company providing the platform and the individual performing the services. This income is usually taxable even if:

• the taxpayer providing the service doesn’t recieve an information return, like a Form 1099-MISC, Form. 1099-K, or Form W-2; • the activity is only part-time or side work; or • the taxpayer is paid in cash.

People working in the gig economy are generally required to pay income Insurance Contribution Act or Self-employment Contribution Act tax; and additional Medicare taxes.

Independent contractors may be able to deduct business expenses. These taxpayers should double check the rules around deducting expenses related to use of things like their car or house.

They should remember to keep records of their business expenses.

Burger joint can sell beer, Brookfield says, but not via drive-thru

Brookfield trustees voted unanimously to create a new beer/wine liquor license for Tom-n-Lou’s Drive In, 8819 Ogden Ave., on June 28. And while the business is now allowed to sell beer to carryout customers or those choosing to eat at one of the tables in Tom-n-Lou’s fenced-in outdoor patio, you won’t be able to snag a can of beer via the drive-thru window just yet.

While village officials a couple of week earlier suggested that drive-thru alcohol sales would be allowed, they’ve decided to prohibit such sales until they get an opinion from the Illinois Liquor Control Commission.

“After the board meeting [on June 14 where the license was first discussed], I did some research and didn’t find anything in the state Liquor Control Act which specifically referenced drive-thru windows or windows in general,” said Kathryn Angell, the village’s management analyst.

Because Lacey Mizell, owner of Tom-nLou’s must also obtain a liquor license from the state of Illinois, Angell said the issue of whether drive-thru window sales are al-

lowed will be addressed at that time.

“We’re just covering our bases right now to get that opinion,” Angell told elected officials on June 28. “However, when we release this license to them it will not allow the sales through the drive-thru window, because there’s no purview to do so yet.”

If the state allows drive-thru alcohol sales as part of Tom-n-Lou’s license, said Angell, the village of Brookfield may also need to amend its code to address drive-thru sales of alcohol specifically.

Mizell said she was going to further research the issue, saying that if drive-thru sales are not expressly forbidden in the state liquor code, she will argue it’s allowed.

“At the end of the day, I’m going to defend my right to do such a thing,” Mizell said.

“It’s just something catchy. I don’t think most of my customers will even be buying alcohol.”

Mizell pointed to the widespread practice when COVID-19 emergency orders were in place, both in the city and suburbs, of restaurants and bars offering cocktails to go, as an example of why the drive-thru sales ought to be allowed.

“I do think I have a bit of room to argue for this,” Mizell said. “It’s going to be a little bit of an uphill battle.”

In the end, Mizell, said, the village needs to be innovative in order to revitalize business districts like the one along Ogden Avenue. The drive-thru beer sales would be a quirky, attention-getting amenity.

“The [Ogden Avenue] corridor will only improve if you give business owners the ability to make money,” Mizell said.

Reconnecting with students from page 1 committee of the whole meeting of the District 208 Board on Education.

Following the directive of State Superintendent of Education Carmen Ayala, most students will be required to attend school in person next year.

“Remote learning will not be an option unless there is a medical need,” said Superintendent Kevin Skinkis.

Only students with a diagnosed medical condition that prevents them from being vaccinated and attending school will be considered for a health plan that includes remote learning.

Those students, if any, who qualify for remote learning will not receive instruction from RBHS teachers. Rather, full-time remote learning will be delivered by the West 40 Intermediate Service Center, a division of the Illinois State Board of Education.

Unvaccinated students who have to temporarily quarantine due to exposure to someone with COVID-19 may be able to access live streaming of their RBHS classes while they are in quarantine. Details are still being worked out.

It is not yet clear if vaccinated students and staff will have to wear face masks next year, but unvaccinated students and staff will be required to wear face masks. Skinkis said the school probably will be able to require that students and staff disclose whether they have been vaccinated or not.

BUDGET

Staffing shifts from page 1 said in an interview last week. “By the time everything is adjusted, [the deficit] will probably be under $1 million.”

If that’s the case, it will be a second straight year where the village was forced to take a good chunk out of cash reserves to balance the budget. The village’s 2020-21 fiscal year, which started May 1, 2020, just after the COVID-19 pandemic hit, ended with a general fund shortfall of about $1.1 million.

The general fund reserve of nearly $6 million at the start of the last fiscal year was more than enough to absorb that blow, but the preliminary 2021-22 budget showing a more than $3 million deficit would have put the village on the road to a negative general fund reserve in 2023.

Scarpiniti, who has been handling the dual roles of administrator and finance director since early 2020, also is projecting general fund deficits of more than $2.5 million in 2022-23 and 2023-24.

Since many of the students who will be returning to RBHS in August will not have set foot in a classroom since March 2020, there will be a great emphasis on establishing personal connections with students.

Administrators have set a goal that every RBHS student forms at least one positive connection with a trusted adult at the school by the end of the first semester.

Academic supports will be strengthened to help students who might need some extra help after being away from in person school for more than a year. But administrators, following the positive attitude mindset of Principal Hector Freytas, are trying to change the conversation from combatting learning loss to a growth mindset that they term “the rebound.”

“A lot of students have made progress during remote learning,” said Kylie Lindquist the assistant principal for curriculum and instruction.

Freshmen and sophomores will be given assessments during the first week of school in August so teachers and administrators can quickly discover where students are at and what gaps in learning may need to be addressed. Freshmen, sophomores and juniors will take the PSAT exam in September or October.

Students who are failing in more than one core class will be instructed to attend Homework Hangout, an after-school study hall for students, and their parents or guardians will be told that their child should attend the after-school program.

Failing students who do not attend Homework Hangout could have some privileges revoked.

“The point of Homework Hangout is to give a helping hand to a student,” Freytas told the Landmark.

Students struggling with reading or math will be pulled out of non-academic classes for small-group tutoring. An additional teaching position has been created to staff this “pull out” tutoring.

Nearly $1 million dollars in federal money will be used for additional academic and social-emotional staffing and support including $161,000 for an additional school psychologist.

Executive functioning, how to be organized and efficient, will be emphasized, and one day a month from September through April all freshmen will get lessons on topics such as managing emotions, depression, substance abuse, conflict resolution and coping skills.

Ten years ago, RBHS introduced training in executive functioning using a curriculum developed by the Rush Neurobehavioral Center.

“This is really the perfect time to bring it back,” Lindquist said.

All RBHS students will be instructed to use student planners and have folders or notebooks color-coded for different classes.

All teachers will be expected to follow a common academic routine, including meeting and greeting students as they enter their classroom; having a lesson anchor that details the objective, agenda and assessment for the day’s lesson; and close the class period with a “conscious closing” of a lesson with a preview of next steps.

Teachers will also be expected to do some kind of assessment or check-in with students at the end of the class period to see how they absorbed the lesson. This could

be something as easy as a thumbs up, thumbs down, thumbs sideways review of the how students absorbed the lesson.

“When students walk into a classroom there is a routine that is familiar to them,” Lindquist said.

The bell schedule will be revised to create five lunch periods instead of the normal three so that the cafeteria will be less crowded and there can be more social distancing.

Federal money will also be used to hire more security staff so that there will be security staff in the building from 7 a.m. until 10 p.m.

ed to be about $1.7 million more in 2021-22 than the most recently completed fiscal year, a good deal of the projected deficit in that fund is due to some significant proposed increases in operations, particularly police and fire services.

Police operations in 2021-22 are projected to cost the village $9.6 million, about 43 percent of total expenditures in the village’s $22 million preliminary budget in the general fund, which pays for day-to-day operations of the village, such as salaries and benefits.

Of that $9.6 million police budget, about $2.5 million of the expense is the village’s police pension obligation.

Village trustees at their June budget workshop also gave tentative approval for spending about $130,000 to replace two police squad vehicles; $34,000 this year and $30,000 annually over five years to outfit police officers with body cameras; $9,500 to replace the department’s 20 Taser weapons; $23,440 to purchase an automated e-ticket/crash report system to automate adjudication of those incidents and reduce paperwork; and $8,500 for a portable truck scale to enforce weight limits for semi-tractor trailers traveling through North Riverside.

The preliminary budget also projects a roughly $800,000 increase in fire department

expenses, which are expected to be about $6.3 million in 2021-22. Part of the plan is to hire two new firefighters and to bring back the position of deputy fire chief. The new position is a $128,000 line item, a cost that will be offset somewhat by having that person perform fire inspections now handled by the part-time fire marshal, a position that will be eliminated, according to Scarpiniti.

Like police expenses, pension obligations represent a significant chunk of fire department expenses. In 2021-22, the village contribution has been estimate at about $1.7 million.

Together, police and fire pension obligations account for 19 percent of the 2021-22 preliminary general fund expenditures.

Overall, police and fire operations amount to roughly 72 percent of the budget’s general operating expenditures.

Scarpiniti also plans to continue to reorganize village hall staffing, with administration expenses projected to increase year over year by about $325,000.

Scarpiniti has gotten the go-head to begin advertising for a new finance director, freeing her up to concentrate on the administrator’s post to which she was hired permanently in May. Trustees also tentatively have agreed to

Scarpiniti’s proposal to hire an assistant village administrator, whose roles would include overseeing the building department, which could be more closely aligned in the future with the public works department.

Scarpiniti is evaluating the best organizational structure for public works now that two of its most senior employees, Public Works Director Tim Kutt and Water Supervisor Ed Durec, are retiring this fall.

Trustees have given a preliminary OK for Scarpiniti to create the new position of village engineer, who would also be under the direct supervision of the assistant village administrator and have some duties related to the building department.

Reconnecting with students

Equity an emphasis Equity will also be a major goal this year.

Freytas has set a goal of increasing the diversity of Advanced Placement classes by a half-percent to 1 percent a year.

Last year 59.8 percent of students taking AP classes at RBHS were white, 31.9 percent were Hispanic and 2.5 percent were Black.

White students comprise 52.1 percent of RBHS’ enrollment, Hispanic students 37.3 percent and Black students 6.1 percent.

In an attempt to increase diversity in AP classes, the school will host an AP Family Night in the fall to try and ensure that all families have a chance to know about AP classes, analyze and monitor AP enrollment data and collaborate with staff and counselors to find opportunities for students of diverse backgrounds to take AP classes.

“While it’s never going to be equal, I think it needs to be equitable,” said board member Lorena Gasca.

Sports and extracurricular activities are expected to return to normal.

illars Community Health, the LaGrange-based nonprofit that resulted from the 2018 merger of Pillars and Community Nurse Health Center, celebrates its 100th year in 2021. A century ago, Community Nurse was formed – yes, there was a singular “community nurse” hired by the LaGrange Public Welfare Committee of the Child Welfare League – to provide essential health care for those in need in the LaGrange area.

Pillars can trace its roots back almost as far, to 1928, to agencies that have provided other essential forms of care – for those seeking to escape domestic and sexual violence, offering, child and family services and treatment for mental health and addiction.

Those fundamental missions remain at the core of the nonprofit, which offers integrated healthcare services to people and families throughout the west and southwest suburbs and parts of the city of Chicago.

It’s an indispensable link in a healthcare chain that is often out of reach for those seeking any of those wide range of services.

Recently, the agency recommitted to the Riverside area in particular when it purchased a moribund former physicians’ office building on Ogden Avenue just west of Harlem Avenue in Riverside, which it intends to renovate and operate as a healthcare facility, offering a more immediate and convenient location for its clients in places like Berwyn, Cicero, Riverside and Lyons instead of them having to find their way to LaGrange.

While many people living in North Riverside, Brookfield and Riverside will go through life without seeking the services Pillars Community Health has to offer, the nonprofit is an essential part of each community. We’d like to welcome their upcoming new healthcare facility in Riverside.

Well, that was fun

You might not have known that the area was reopening from a pandemic on the morning of July 3 in Riverside and Brookfield.

Frankly, we weren’t sure just how many people would turn out for the parades, which we’d been told were going to feature far fewer entries as organizations eased back into the world.

When we turned the corner from Delaplaine Road onto Longcommon at about 9 a.m., the sight was amazing. The curbs were packed with people, front-yard parties were back and people hungry for the familiarity of the nation’s annual July 4 celebration smiled and called out enthusiastically for those in the parade.

The scene was the same in Brookfield – though to be honest, making the turn from Garfield Avenue onto Grand Boulevard was kind of amazing. There may have been more people than ever.

In both villages, however, one thing was the same. When the Landmark’s parade entry passes by, many sitting in lawn chairs, standing on the sidewalks and sitting on front porches never fail to shout out their support of the local newspaper, often greeting us by name.

It’s humbling and wonderful, and those moments underscore how great it is to serve the residents of our communities.

From Big Wheels to squad cars to retirement

G

rowing up in the neighborhood, he was Eddie Petrak, just one of the kids. The son of Kathy and Ed Petrak and big brother to Michael (Mikey) and Mary he was just part of the group of neighborhood kids. I still call him Eddie.

Now he is all grown up and getting ready to retire. Retire? Seems like just yesterday the kids were all in the park playing baseball, Eddie along with them. But, now, Brookfield Police Chief Ed Petrak is getting ready to retire after 31 years.

Looking back to when the neighborhood kids were young, it seems like just yesterday. The Petraks lived on Uvedale Road moving to Selborne Road when Eddie, Michael and Mary were young.

It seemed like every day Eddie would make his way around the block to join the group.

There was the year that most of the group had Big Wheel bikes with noisemakers which would herald they were on their way, like a convoy. The kids loved that noise; we parents, not so much, but it did let us know where they were.

When the front big wheels on the bikes wore out, Mrs. Petrak ordered new ones and they were good to go again. Then all of a sudden the noise stopped. The noisemakers in the

bikes seemed to just conk out. I suppose they could be replaced, but we decided to tell the kids they couldn’t be ordered, much to their disappointment and our pleasure. OK, kids, the truth is now out; we felt we had to do it for adult sanity.

They passed the Big Wheel phase and became high school students, with most of the group attending RB while Eddie attended Quigley South.

His friends respected his choice, and would sometimes refer to him as Father Ed. He was a serious student, continuing his education at Southern Illinois and Lewis University. Later in his police career he would attend the FBI National Academy. When he became a policeman and then police chief, along with his family the proudest were his friends from his Big Wheel days in Riverside.

Eddie married Robin and they raised a family.

He continues to be the young man he was growing up on Selborne Road with the qualities that made him a success in his chosen profession.

The smile you see in his pictures is the smile he has always displayed, and an honest smile it is.

So congratulations, Eddie, on a job well done.

Don’t want to hear excuses for flooding In regards to the article about flooding after June 26 deluge (“Streets, basements flood after June 26 deluge,” News, June 30), while I understand that we live in houses and neighborhoods that have been around for 80, 90, 100 years, the excuse of “well, the sewer systems just can’t handle that much rain” is not an excuse when you have to pay over $12,000 a year in property taxes and have water/sewer bills close to $200.

Passing the buck, or in this case a $6,000 major plumbing redo on your basement, to residents whose basements never flooded like this until recently is not right. You want me to get overhead sewer pipes, drain tiles and continue to see

my property taxes go up and up every couple of years by the thousands, and then you continue to ignore or hope that people forget about their temporary indoor basement pools until it happens again next year.

There are plenty of other towns around Cook County that are near creeks, the Des Plaines River, that did not have so many residents with flooded basements and streets on Saturday.

Whatever you do, do not talk to the residents that spent $6,000 on a basement redo and still had sewer water in their basement.

Robert J. Juckniess Formerly of Riverside Robert “Bob” James Juckniess, formerly of Riverside, died on March 13, 2021 in Fountain Hills, Arizona.

Mr. Juckniess was born in Oak Park.

All who knew him will remember his good nature and generous spirit.

He is survived by his wife, Mary; his sister, Carole (the late Raymond) Eipers; his seven children with his first wife Ann Johnson: Ann Marie (Thomas) Corvino, Robert (Louise) Juckniess, Kathleen Juckniess, Patricia (James) Beecher, Daniel (Katharine) Juckniess, Maureen (Christopher) Dvorak, Megan (Michael) Roach, and his stepdaughter Amy (Scott) Long.

Mr. Juckniess was preceded in death by his parents, Mae and Robert Juckniess and his brother Richard (Maria) Juckniess.

A memorial Mass will be held at St. Mary Church in Riverside on July 10 at 10 a.m. All are welcome.

Arrangements were handled by the Original Kuratko Family – Ken D. and Brian D. Kuratko, funeral directors.

Rose Marie Waldron, 93 St. Mary parishioner, volunteer Rose Marie “Sis” Waldron (nee Croke), 93, formerly of Riverside and Berwyn, died July 4, 2021.

Ms. Waldron was a homemaker and was very active at St. Mary Parish as a member of Catholic Council of Women, going to daily Mass and volunteering at the school and church.

She was the wife of the late Hugh Waldron; the daughter of the late John and Rose (nee Brown) Croke; and the sister of the late Virginia Croke.

Two other lots considered from page 8 Riverside provides daytime parking spaces in Lot 8 for First American Bank employees through an agreement that reportedly states the bank will pay a share for any improvements.

Were the lot repaved with asphalt, the cost would be about $123,000 -- less than half the cost of permeable pavers.

However, that kind of project would not be considered grant-eligible and pavers have a much longer life expectancy.

If completed, the lot would resemble other green parking lots the village has installed, such as the main commuter lot west of the Metra station and the village’s first green parking lot at 61-63 E. Burlington St. The main commuter lot was funded in part by a grant from the Metropolitan Water Reclamation District of Greater Chicago. An IEPA grant also helped fund construction of the East Burlington Street permeable-paver parking lot in 2011.

Tabb and Johns presented three village parking lots as possible candidates for grant applications. In addition to Parking Lot 8, they also proposed Park-

ing Lot 4 – a roughly 15,700-square-foot lot on the north side of Pine Avenue immediately west of Riverside Garage – and Parking Lot 5, an 11,500-squarefoot lot along Riverside Road immediately east of the main fire station.

Staff had identified Lot 5 as the priority, since it is badly deteriorated and heavily used by the police and fire departments and village staff.

But trustees preferred Lot 8 due to its proximity to the railroad tracks and downtown businesses. The village has improved the streetscape in the area and is planning more upgrades along East Quincy Street once funding is available. Improving the municipal lot serving that area makes sense, said Trustee Cristin Evans “I’d suggest Lot 8 as a contribution to the revitalization of the area,” she said.

Trustee Edward Hannon also said he preferred improving Lot 8 with a grant as a complement to the streetscape work already completed.

“If I’m picking between two lots, Lot 8 would have more visual impact,” Hannon said.

Village Manager Jessica Frances said that if trustees prefer Lot 8 as a grant candidate, she would still recommend at least some repairs to Lot 5 since it was becoming “a risk-management issue.”

Fenwick football’s Cobb, Pugh make NCAA I commitments Friar WR will play Big 10 ball at U of I; QB headed to Ball State

The Fenwick High School football team has a several rising senior student-athletes who have the potential to play major college football in 2022 and beyond.

And, two of those players -- quarterback Kaden Cobb and wide receiver Eian Pugh -- recently made verbal commitments to two NCAA Division I institutions. Cobb announced on June 24 he would attend Ball State University, while on the previous day, Pugh announced a commitment to the University of Illinois at Urbana-Champaign.

“I had plenty of options, but I had a gut feeling when I visited Ball State in mid-June,” said Cobb of the decision to play for the Cardinals next fall. “It just felt right, and I didn’t have the same feeling about any other school that I visited. My family and I loved it, and they treated us like family.”

Pugh committed to the University of Cincinnati last year, but took an official visit to the University of Illinois at the beginning of June.

“I liked the coaching staff. They really made me a priority since the beginning,” Pugh explained of his decision to play for the Illini, who have a new head coach in Bret Bielema. “I felt comfortable and at home with them, and I felt I had to pull the trigger and stay home.”

Lifelong friends, Cobb and Pugh expressed their pride and support in each other regarding their decisions.

“Kaden is one of my best friends,” Pugh said. “I’ve known him since we were toddlers, and I’m really happy for him.”

“I’m super-proud of Eian,” Cobb said. “There’s no place better than home.”

Now that Cobb and Pugh have made their college choices, they are focused on getting better this summer in preparation for the upcoming season. Pugh said he would like to get better not just as a player, but as a leader.

Meanwhile, Cobb is looking to bounce back from an injury that cost him the final three games of last season, which was moved to the spring due to the COVID-19 pandemic.

“For me, it’s about getting mentally ready for the rebuild and having a good senior season,” Cobb said. “[My injury] gets sore from time to time, but it’s nothing that will keep me from working out this summer.”

Both Cobb and Pugh also realize that they are part of a very strong Class of 2022 for the Friars. Teammates Jimmy Liston and Max Reese are also receiving several major college offers, and according to Cobb, several other rising seniors are receiving attention from recruiters.

“We have some good guys who are strong,” Cobb said. “It’s been tough with COVID-19, but we’re all getting through it, and hopefully there’ll be news soon of other commitments.”

Pugh said that he had never been around a lot of talented classmates until he arrived to Fenwick. Playing with the likes of Cobb, Liston and Reese has helped him to hone his skills.

“Growing up, I was one of the better kids,” he explained. “But being around all these guys has made me work hard.”

The Friars, who finished their abbreviated season 3-2 in the spring, are looking forward to a true season this fall. Full capacity will be allowed at Triton College, where Fenwick plays its home games, and both Cobb and Pugh can’t wait to play in front of the Fenwick fans again.

“It was tough playing football in the spring as opposed to the fall,” Cobb said. “We have a good fan section and I’m excited about getting full capacity back.”

“The last time I played in a full stadium was November 2019, so I’m excited to play and put on a show for Friar Nation,” added Pugh.
