Last week school board members and the general public got their first look at what an addition to Ames School in Riverside might look like.

At the July 18 meeting of the Riverside Elementary School District 96 Board of Education, architect Carrie Matlock unveiled conceptual drawings of four options for an addition to Ames School.

While Matlock stressed that the drawings were conceptual and are just starting points for discussion, the preliminary estimates for the costs range from about $8.5 million to nearly $15 million.

Riverside board votes to join special rec group Residents can begin registering for WSSRA programs in August

Riverside residents with developmental and intellectual disabilities will be able to register for a wide variety of special recre-

ation classes this fall after the Riverside Village Board voted unanimously on July 19 to join the West Suburban Special Recreation Association (WSSRA).

Village trustees also decided last week that it will fund membership in the asso-

ciation by levying a special recreation tax, beginning in 2019, which is allowed by state statute for such programs.

Exactly how much the village will levy in 2019 isn’t yet clear, but the impact on each homeowners’ bill ought to be about $30,

village officials estimated. The levy may fluctuate from year to year depending on what Riverside needs to fund the cost of membership.

Brookfield bids ‘Santa’ adieu

LeRoy ‘Lee’ LeGros, 81, spread Christmas cheer to countless kids

For 10 months out of the year, LeRoy “Lee” LeGros kept a low profile. Retired after a long career as a clerk at ComEd, Mr. LeGros enjoyed the company of family and friends, and he continued following his passion for bowling with boyhood pals on their team, The Aches and Pains.

But, come December, Mr. LeGros transformed into the ultimate celebrity, someone countless kids in Brookfield looked forward to seeing every single year. To them, he was known simply as Santa Claus, resplendent in his white fur-trimmed red suit, shiny black boots and white gloves.

“He had that certain demeanor,” said Brookfield President Kit Ketchmark, remembering Mr. LeGros, who died July 17, 2018 at the age of 81.

Before moving visits with Santa to Irish Times due to the size of crowds, the Brookfield Chamber of Commerce had Mr. LeGros and his wife, Marie – who dressed up as Mrs. Claus – hold forth at the Grossdale Station.

Ketchmark is also director of the Brookfield Historical Society, which operates the old landmark train station.

“He would stay there until the last kid had left,” Ketchmark said. “He was so patient with them. He and Marie really played it up and enjoyed it.”

Mr. LeGros and his wife, Marie, began dressing up as Santa and Mrs. Claus around 1991, just before Mr. LeGros retired from ComEd. It was Marie’s idea, something fun to do in retirement.

“I decided, Christmas Eve was coming up and there are so many people traveling. I made up outfits and said, ‘Let’s get going,’” said Marie LeGros.

According to his wife, Mr. LeGros was game from the start.

“That’s good. I’ll go for it,” Mr. LeGros responded to the suggestion, Marie said.

They would stock up on toys at a local dollar store, and their nephew, Greg LeGros, would drive them around the city and suburbs on Christmas Eve looking for people with whom they could share Christmas cheer.

Their travels sometimes took them to Lower Wacker Drive and to Chicago’s South Side.

“It was 75th [Street] and something,” Marie remembered, “and we saw a lady with a little boy and girl on the corner. We stopped the car, and I got our bucket of things. Lee had his

LeRoy “Santa” LeGros sack over his shoulder; it was filled with cotton so it wasn’t heavy. And the kids – the look on their faces. They were so excited. We said, ‘We’re making a special visit to you.’”

Prior to Sept. 11, 2001, they would visit Midway Airport, where officials let them wander the concourses, greeting Christmas Eve travelers, giving candy canes to adults and toys to the kids. They even took along a Polaroid camera, giving the photos to the travelers as mementos of the night they met Santa at the airport.

“It was so much fun to see the look on their faces,” Marie said.

Mr. LeGros and his wife would appear as Santa and Mrs. Claus at church events and would visit the homes of needy families identified by organizations like the Jaycees, passing out gifts.

In more recent years, they participated in the Brookfield Police Department’s Shop with a Cop program, with Mr. LeGros, as Santa, making a surprise appearance after the shopping trip to hand out presents to the kids involved.

Since 2008, Mr. and Mrs. LeGros were part of the Brookfield Chamber of Commerce’s annual holiday celebration. For the first several years, they would arrive at Ehlert Park via helicopter to throngs of kids.

“The kids would just swarm around them,” said Amy Weinert, a longtime chamber member who has known the LeGros family for years.

After landing at the park, where they roamed the crowd greeting kids, the couple spent hours at the Grossdale Station or Irish Times, visiting with children during the afternoon. At dusk, they’d get a special escort to Eight Corners, where Santa would flip the switch to light the tree at the Memorial Circle.

role of Santa. He bought a special pair of shiny black boots that he wore only as Santa, and he even tried growing a beard, though the color didn’t quite match the white false hair he had to wear on his head.

Unable to find a salon willing to bleach his facial hair to match the wig, he reluctantly shaved it off.

Through all the years, Mr. and Mrs. LeGros never charged for an appearance, though organizations will slip them gift certificates as thanks, and often spent their own money on the candy and gifts they handed out.

“Too many take from life,” said Marie. “You have to be a giver. To me, it seemed a natural thing to do.”

Mr. LeGros was born May 30, 1937 and was a lifelong resident of Brookfield. He attended St. Barbara School and Riverside-Brookfield High School.

He served in the U.S. Marines and worked for ComEd for 39 years before retiring at the age of 57.

Marie and Lee LeGros, both of whose spouses had died previously, married on March 18, 1990. They were both parishioners at St. Barbara Church, where their friendship blossomed within a year of formally meeting at a parish dance.

Mr. LeGros was the husband of Marie LeGros (nee Harwood-Spacek); the stepfather of Dale Spacek and Dan (Amanda) Spacek; the step-grandfather of Jennifer (fiancé Frank Fuller) Spacek and Heather (Tony Esparza) Spacek; the brother of the late Harry LeGros, Bernard LeGros and Laverne Kozeluh; and the uncle of many nieces and nephews.

A funeral Mass was celebrated July 23 at St. Barbara Church in Brookfield, followed by interment at Queen of Heaven Cemetery in Hillside.

A 17-year-old Chicago boy arrested by Riverside police on July 16 in the 3400 block of Harlem Avenue for driving a dirt bike without a license, was detained and handed over to Cook County juvenile authorities after police learned he was wanted on a warrant for failing to appear in court in connection with a 2016 carjacking in Oak Park.

Police observed the teenager riding a dirt bike in the parking lanes adjacent to the Burlington Northern-Santa Fe Railroad grade crossing and conducted a traffic stop on the vehicle, which had no registration.

The teen reportedly tried to flee on foot but was captured by police. He had no valid driver’s license and had an active felony warrant for failing to appear in court on the carjacking case.

Four people – two juveniles and two men from Chicago – were arrested in the April 7, 2016 carjacking, which took place in an Oak Park alley. The four offenders allegedly approached a 71-year-old Oak Park man in his garage as he was cleaning his car.

The teenager arrested in Riverside was one of the two juveniles involved in the carjacking, according to police.

Riverside Police Chief Thomas Weitzel said in a press release that the four individuals arrested in that 2016 carjacking were found to be in possession of a .44-caliber Ruger revolver, and 9 mm Ruger semiautomatic handgun with a 20-round extended magazine.

Brookfield police reported at least seven vehicle break-ins last week on the north end of the village overnight on July 18-19, with one of the incidents caught on a private surveillance camera.

A resident of the 3300 block of Prairie Avenue called police a few days after the breakins, on July 22, to report that his camera had caught two people entering an unlocked vehicle that was parked behind his home the night of July 18-19.

According to the police report, two men can be seen walking through the alley at about 12:35 a.m. on July 19. They walk up to the victim’s car, which was unlocked and parked behind the garage in the alley, searching the interior and the trunk before leaving it emptyhanded.

The two then can be seen going up to another vehicle parked in the alley, but walking away from it when they discover the doors to be locked.

On the morning of July 19, police responded to the area after residents reported that two unlocked cars had been broken into overnight in the 3200 block of Oak Avenue and three had been entered in the 3100 block of Sunnyside.

The offenders typically rummaged through

glove boxes and center consoles, taking loose change. They also allegedly entered an open garage in the 8900 block of 31st Street, removing beer cans and wine stored in a refrigerator.

They also entered an unlocked vehicle in the garage, removing loose change, a backpack and a makeup pouch.

Fraud suspect hit with weapons charge Riverside police charged Efrain Guerrero, 39, of Riverside, with felony deceptive practice and two weapons offenses after being arrested while getting into a taxi in the 100 block of East Burlington Street on July 14 at 4:17 p.m.

Riverside police had been investigating Guerrero for fraud since March, when he allegedly wrote a fraudulent check to pay for groceries at Riverside Foods. After Guerrero was arrested, the taxi driver went to police to turn over an unloaded handgun left in the backseat of his vehicle.

Guerrero reportedly told police he found the gun, but that it wasn’t his. He was charged with unlawful use of a weapon by a felon and for possessing the gun without ID.

TV stolen from motel Brookfield police responded to the Colony Motel, 9232 Ogden Ave., after the owner called to report that a Hitachi 43-inch flat-panel TV was stolen from one of the rooms on the afternoon of July 21.

According to police, the man who rented the room incompletely and illegibly filled out a registration card for the room at about 10:10 a.m. He had arrived in a Jeep with other passengers. However, he left the motel a couple of hours before the theft, never to return.

Surveillance cameras, meanwhile, show a man exiting the room at about 2:50 p.m. He gets into a Jeep and moves it to the 4000 block of Madison Avenue, which faces a side window of the room.

A few minutes later, a TV can be seen coming through the side window. The man earlier seen driving the Jeep, takes the TV and carries it to the vehicle. Two other people are seen leaving the room around the same time.

The motel owner called police after an employee who went to clean the room found the TV missing.

These items were obtained from police reports filed by the Riverside, North Riverside and Brookfield police departments, July 9 and July 22, and represent a portion of the incidents to which police responded. Unless otherwise indicated, anybody named in these reports has only been charged with a crime.

These cases have not been adjudicated.

Villages brace for arrival of small-cell technology State law allows wireless carriers wide latitude to locate receivers

The villages of Riverside and Brookfield have moved to pass laws regulating – to the extent the state has allowed them – the installation of wireless receivers on existing and potentially new utility poles as the telecommunications industry rolls out its 5G technology over the next few years.

Exactly how these “small-cell” antennae and their related equipment will impact communities is unclear – their number and locations are unknown at this point – but the Illinois General Assembly has given municipalities little room to regulate their placement.

The Small Wireless Facilities Deployment Act, signed into law by Gov. Bruce Rauner in April and effective June 1, allows telecommunications companies wide latitude in locating the small-cell technology.

For example, the facilities are allowed by right and are not subject to local zoning review when a proposed small-cell location is within a public right of way or a utility easement that’s small-cell compatible, like ComEd easements.

In addition, more than one provider can

seek to locate a facility, and the related equipment, on a certain pole.

While utility poles in Brookfield are often relegated to alleys, in Riverside they can run backyard lot lines, though those wouldn’t be preferred locations, according to Riverside Village Attorney Michael Marrs. Wireless providers prefer locations where a truck can easily reach them, he said.

According to the state statute, a “small wireless facility” includes an antenna either located inside an enclosure of no more than 6 cubic feet or an exposed antenna that could fit within a 6-cubic-foot-enclosure.

The facility also includes all of the equipment related to the antenna that, according to the statute, would be attached to the pole and would be no more than 25 cubic feet in volume.

That calculation does not include other equipment, like meters, switches and “ground enclosures.” However, Marrs said, that not all small-cell facilities require ground-mounted enclosures.

Riverside already has one small-cell facility within its borders, though many people may not have noticed it before. It was installed within the last couple of years along the Burlington Northern-Santa Fe Railroad

line. Verizon placed an antenna on the tornado siren pole on Pine Avenue east of Fire Station 2, as part of an effort to provide wireless service to Metra commuters.

The Small Wireless Facilities Deployment Act gave municipalities 60 days to pass local laws governing application fees and regulate the locations and design standards for small cell installations, to the extent the act allows such regulation.

Exactly the impact, visually and otherwise, on suburban Chicago communities isn’t clear at this point. But the Center for Municipal Solutions, a consulting firm specializing in telecommunications issues such as small-cell technology, believes that without proper local protections, it could be significant.

“Currently the industry is acknowledging that for each carrier, they’ll need one smallcell or DAS [distributed antenna system] per 50 to 75 users,” said Rusty Monroe, cofounder in 1997 of the Center for Municipal Solutions, which has offices in Wake Forest, North Carolina, and Albany, New York.

The company has provided consulting services for about 1,000 communities in 39 states, Monroe said.

“In a typical suburban community, you’re

probably looking at one of these for each carrier per block, and perhaps more, depending on population density,” Monroe said.

The reason isn’t coverage, Monroe said, but capacity for things like streaming video.

“People are being misled about the fact that it’s needed for 5G,” Monroe said.

“They’re not being built today for 5G. That’s still being developed.”

Another reason Monroe said he believed carriers will need so many small-cell facilities in the future is that 5G technology operates at very high frequencies, which “don’t propagate very far as a usable signal strength.”

As far as visual impact, Monroe said that it will depend on the company and its choice equipment.

“They can be relatively innocuous,” said Monroe. “The problem is what the carriers present to the communities as to what they will look like, and what they build, are often worlds apart.”

Marrs said his initial discussion with one carrier suggested that the company might be able to get by with just one small-cell location in the village.

After poor weather washed it out in June, the Scuff Gross Memorial Regatta, in memory of the late longtime Riverside Township assessor, is back on for Saturday, July 28 at 10 a.m.

Meet at McCormick Woods, northeast corner of 31st Street and First Avenue. From there, you’ll paddle south congregate at the Swan Pond area to regroup, then pass under the Swinging Bridge, exiting the river at Stony Ford Canoe Landing at 43rd and Oak in Lyons.

What’s in a name? I’d like to know

P

eople usually know where to go to find answers. In years past we depended upon the encyclopedia (kids have your grandparents tell you what that is) or went to the library or phoned, yes phoned, someone who was an expert in the area you were questioning.

In today’s world we automatically look to the computer, where the little answer person that exists within will spew out the answer.

However, unless I went to the wrong computer place, I did not get an answer in this instance.

I have found that if I pose a question in this column, I often will get an answer. The late Scuffy Gross was one of my best answer persons. My question? Who or what is Harrington Park in Riverside named after or for? I have posed this question before, but am still seeking the answer.

Harrington Park is the park located on Harlem Avenue and Robinson Court, so I contacted Riverside’s Director of Parks and Recreation Ron Malchiodi, thinking he would know. But his answer is the same one I had always heard, but has never been verified.

It has been said it was named after a person who lived near the park and his last

name was Harrington. I seem to remember a man with the last name of Harrington, who did live near the park, and he was in the news business.

Truth or part of Riverside lore? Inquiring minds want to know -- at least I do.

To the first person to get the correct answer and verify it, I will treat you to a beer at an establishment of your choice in Riverside or an ice cream treat from Aunt Diana’s.

The most recent designated park in Riverside is Patriots (or is it Patriot’s?) Park located on Parkway Road off of Selborne (or is it Sebourne?) Road. It is also the site of Cori’s Corner, with memorial benches, pavers and play equipment. I bet you didn’t even know it is there.

Prior to it being designed as a lovely park, it was referred to as “poo-poo park” (I don’t think I need to elaborate) and was just open land. There was some who felt the park should be named in honor of Bill Earl, who established the Recreation Department and worked tirelessly in his efforts.

Take time to enjoy Riverside’s parks whatever the name. Sit on one of the many memorial benches, bask in nature’s beauty, enjoy the view and don’t worry, be happy.

Riverside floodwall plan to get more detailed review Maplewood residents claim Army Corps is using obsolete data

Over the objections of Maplewood Road residents who appear convinced that a flood control project proposed south of Park Place will worsen flooding in their neighborhood, Riverside trustees voted unanimously on July 19 to have their attorney work with the U.S. Army Corps of Engineers to prepare a Project Partnership Agreement.

Preparation of the Project Partnership Agreement does not obligate the village to green-light the work, but such an agreement is necessary for the Army Corps to prepare design and construction documents, laying out exactly what the project would include.

The vote on July 19 was more a pro forma step, with the village certifying that there is sufficient funding available at the local level to construct the improvements, should they be approved.

“This is not a done deal,” said Village

President Ben Sells in an interview with the Landmark when asked about pushback from Maplewood Road residents. “I can certainly envision something coming up during the design and engineering phase that will cause us to say, ‘No, this isn’t going to happen.’ But we have to get there first.”

Total cost of the improvements is estimated at $7.16 million, with the federal government pledging about $4.65 million. The Metropolitan Water Reclamation District of Greater Chicago has promised to pay the local share of roughly $2.5 million.

The proposed project includes raising the Groveland Avenue levee and tying it into Park Place, which would be raised to the same height. The plan also calls for a floodgate at the Forest Avenue bridge and a new floodwall to be built along the riverbank to the Burlington Northern-Santa Fe Railroad right of way.

Those improvements, say engineers, will protect homes in the flood-prone area in the

vicinity of Groveland, West, Forest and Lincoln avenues without creating additional flooding upstream of the improvements, near Maplewood Road.

But some Maplewood Road residents continue to cast doubt on the proposal, with resident Peter Schoenmann asking the village board to reject the Army Corps of Engineers’ flood modeling, saying the “consequences for signing this agreement will be dire.”

Schoenmann argues that the data the Army Corps is using for its modeling, which shows no adverse effects to those living upstream of the flood walls, is outdated and inaccurate.

However, Groveland Avenue resident Ladd Kulhanek, who has seen flooding firsthand on multiple occasions, said he couldn’t understand why Maplewood residents were concerned.

The volume of rain that falls during the worst flood events is so great, he said, that it dwarfs the volume that floods the Groveland/ Lincoln area.

D103 board hires interim superintendents Pair of retirees will be paid $900 to split duties

As expected, last week the Lyons School District 103 Board of Education hired Patrick Patt and Robert Madonia to be co-interim superintendents for the 2018-19 school year, replacing Carol Baker who has resigned, effective Aug 1, to become an assistant superintendent for Hinsdale High School District 86.

Patt has served twice before as interim superintendent for District 103, for about six months in 2006 and for about two weeks in 2015 before he resigned in the face of a move by a new school board majority, elected with the support of Lyons Village President Christopher Getty, to oust him and fellow interim superintendent Griff Powell.

At a special meeting on July 19, the school board voted 4 to 1 to hire Patt and Madonia for the coming school year. Jorge Torres, the only Getty-backed member of the school board to attend the meeting, cast the only “no” vote.

Torres declined to comment after the meeting when asked why he voted against hiring Patt and Madonia.

The other board members present at the meeting were happy to comment, though.

School board President Marge Hubacek, who worked for Patt when she was the superintendent’s secretary in 2006 and in 2015, said she values the nearly 50 years of combined experience as superintendent that Patt and Madonia bring to the job.

“They’re in it for all the right reasons,” Hubacek said. “I’m confident it’s going to be a good year.”

Board member Sharon Anderson was also hopeful that the district would make strides this year under Patt and Madonia.

“I think the interim superintendents are going to do an amazing job for our district,” Anderson said. “I think they’re going to help us move forward in a way we haven’t quite moved forward in the last two or three years.”

Anderson said that Patt made a very good impression on district staff in 2015 when he briefly served with Powell.

“The whole staff fell in love with them,” Anderson said. “It was a shame that they had to go. In those few weeks they made such an impact on our staff.”

After being forced out of District 103, Patt and Powell served for a year as co-interim superintendents at Riverside Elementary School District 96. Powell already is working as an interim superintendent in another district and was not available.

Patt served as a full-time superintendent for 22 years, including 18 years at a small one school district, Oak Grove District 68, near Libertyville.

The affable Patt said that he is happy to return to District 103.

“Schools are about the education of children, not politics,” Patt said.

Madonia has served as a full-time superintendent for 23 years, including 16 years at Komarek School District 94 in North Riverside,

before retiring in 2009 as the superintendent in Frankfort School District 157C. In 2012, Madonia served as an interim superintendent for five months at Lemont-Bromberek School District 113A. Madonia has also worked with many school districts on strategic plans, and worked with the District 103 school board earlier this year developing board goals. Achieving those goals will be one his goals for the coming year.

“I love being a superintendent and after 23 years of doing it love being back in the seat again and feeling the positive effects on kids,” Madonia said.

Since both Patt and Madonia are receiving pensions from the Illinois Teacher Retirement System they can work no more than 120 days a year and still receive their pension.

The plan is for Patt to work 120 days and Madonia to work for 80 days over the next 11 months. Patt will probably work roughly three days a week and Madonia two days a week, although their precise schedule has yet to be worked out.

Patt and Madonia will be paid $900 a day, a significant increase from the $750 a day Patt earned when he was an interim superintendent for District 96.

The District 103 school board will undertake a search over the next school year to hire a full-time superintendent to start next July.

Baker said that she is leaving District 103 with mixed emotions.

“I can’t believe that people believe that this small area, which is a depression in Riverside, is going to affect the trillions of gallons that come down in these rain storms,” Kulhanek said.

In voting to allow the village’s attorneys and the Army Corps of Engineers to begin working on the Project Partnership Agreement, Trustee Doug Pollock asked that information presented to the village board on July 19 by the Maplewood residents be fully vetted.

In a follow-up interview, Sells said that the residents’ claim of a discrepancy in the Army Corps’ data would be investigated.

“I don’t know if it’s true, but we’ll make sure to find out,” said Sells, who added the village’s engineering firm would serve as a check on the Army Corps.

“The only thing the board can do is rely on our experts and engineers who understand this,” Sells said. “Our engineer has no interest in carrying water for the Army Corps.”

New assistant principals at GWMS The Lyons-Brookfield District 103 Board of Education on July 19 hired two new assistant principals for George Washington Middle School, giving the school completely new leadership. Principal Don Jones was hired earlier this summer.

There have been concerns about discipline at the middle school and board members hope the new leadership there will make a positive impact.

The new assistant principals at GWMS are Gary Wheaton and Ruby Ortiz. They will each be paid $80,000 next year. Wheaton, a former band director and music teacher, has served for six years as an assistant principal at Memorial Junior High School in Lansing.

Ortiz has been the International Baccalaureate coordinator at Edwards Elementary School, a large K-8 school with more than 1,000 students located on the southwest side of Chicago.

Veteran GWMS Assistant Principal Catherine Eichhammer has been transferred to a newly created position as the assistant principal of Lincoln Elementary School.

PETA sues Forest Preserve Dist. for records on stingray deaths Brookfield Zoo says group wants info for ongoing battle with SeaWorld

The animal rights group People for the Ethical Treatment of Animals (PETA) earlier this month filed a lawsuit in Cook County Circuit Court to force the Cook County Forest Preserve District to turn over records related to the deaths of 54 stingrays at a Brookfield Zoo exhibit in 2015.

According to the suit, which was filed in the circuit court’s Chancery Division on July 9, PETA has been attempting to get records related to the stingray exhibit, without success, since the fall of 2016.

In filing the lawsuit, PETA claimed that the failure to turn over the documents constituted a “cover-up” on the part of Brookfield Zoo to shield its partner in the stingray exhibit, SeaWorld.

“SeaWorld has a long history of premature animal deaths at its amusement parks and refused to release necropsy reports for the three orcas who died at its parks last year,” PETA stated in a press release issued after it filed the lawsuit.

Brookfield Zoo on July 19 responded to the lawsuit, calling the allegations of a cover-up “false and hurtful,” and saying that it refused to turn over documents to PETA because it wanted the zoo’s records as ammunition for the organization’s “ongoing advocacy against SeaWorld.”

“While the Chicago Zoological Society will continue to strive for transparency in its operations, it cannot allow PETA to inappropriately use our private, not-for-profit institution for this political advocacy agenda,” the Chicago Zoological Society responded in its statement.

district had to turn over the records related to the exhibit, the lawsuit states, but the district still has refused to do so. Brookfield Zoo in its statement said that the attorney general’s opinion was non-binding.

In response to a November 2016 Freedom of Information request from PETA, the forest preserve district initially had refused to turn over any zoo records concerning the stingray exhibit, according to the lawsuit.

At the time, the forest preserve district stated it did not have any involvement with Brookfield Zoo or the Chicago Zoological Society, which was created in 1921 to operate the zoo on forest preserve district land.

The forest preserve district also argued at the time that operating exhibits “does not involve a government function under purview of the district.”

PETA subsequently sought an opinion from the Illinois Attorney General on the forest preserve district’s response and ruled in February that the Cook County Forest Preserve District Act “specifically authorizes the district to maintain a zoo” and as such “has contracted with the Zoological Society to perform a government function” whose records are subject to the Freedom of Information Act. “We’re a bit surprised,” said Jared Goodman, deputy general counsel for animal law for the PETA Foundation in a phone interview with the Landmark. “Between the fact that the Chicago Zoological Society is exercising a government function and the attorney general agreed with us, you have to wonder what the zoo is looking to keep from the public.”

Before seeking records from the Cook County Forest Preserve District, PETA originally had sought them directly from Brookfield Zoo, according to the statement from the zoo.

When the zoo balked, PETA sought an opin-

ion from the Attorney General’s Office, which concluded the zoo did not have to turn over the records because the Chicago Zoological Society was not a public body.

After that ruling, PETA apparently switched its strategy and sought to get the records through the Cook County Forest Preserve District.

In response to an email from the Landmark seeking a response to the lawsuit, Cook County Forest Preserve District spokeswoman Stacina Stagner directed questions to the Chicago Zoological Society.

“The Forest Preserves does not have any of the responsive documents, as we previously advised PETA,” Stagner wrote in an email.

“Brookfield Zoo is run by a non-profit agency that receives the overwhelming majority of its funding from private donations.”

The lawsuit, however, argues that the Chicago Zoological Society operates the zoo on the forest preserve district’s behalf. As a result, the lawsuit contends, the zoo’s records are public records.

“The forest preserve district can’t simply wash their hands of it,” Goodman said.

PETA is not sure what the documents related to the stingray exhibit might tell them. In 2015, the zoo issued a statement that an exhibit life-support system malfunction had caused oxygen levels in the habitat to drop, killing the stingrays.

At the time, the zoo said it would analyze the system to see what caused the malfunction.

According to the lawsuit, however, zoo officials never publicly disclosed what their analysis discovered.

“The public has a right to know how the government and their contractor are responding to these issues,” Goodman said.

The Stingray Bay exhibit at Brookfield Zoo closed for good after the 2015 incident, but it wasn’t the first time fish had died due to an exhibit malfunction.

Stingray Bay opened at the zoo in the spring of 2007. In July 2008, a reported increase in water temperature killed 16 stingrays in the habitat.

The exhibit continued to operate each summer after that incident. In 2014, the zoo reported that Stingray Bay had been its most popular summer attraction, drawing 211,000 visitors.

The first year’s membership in WSSRA will cost Riverside about $40,000. By year three that number will rise to almost $79,000.

Because the village does not have the special recreation tax levy in place right now, the first two payments for WSSRA membership will come out of the village’s general operating funds.

The tax levied in 2019 will be set at a level that will be able to reimburse the general fund for those initial payments and perhaps also anticipate the future increases for membership.

The village board will consider where to set the special recreation levy as part of the 2019 village budget process this fall. The village board will pass its tax levy for next year in December.

chiodi has been working with WSSRA since February to expedite the village’s application for membership. With the board’s approval last week of the articles of agreement, Riverside families can begin registering family members in August for programs slated to begin in September.

Prior to last week, village officials had hoped to get help in funding the special recreation membership from Riverside Township. Since the township also levies a tax to fund a mental health board, village officials believed that money would be appropriate for funding special recreation services for township residents.

Riverside Trustee Joseph Ballerine was particularly vocal about trying to enlist the township’s support, since in joining WSSRA, the village was committing to funding another service in perpetuity.

Earlier this year, Sells and North Riverside Mayor Hubert Hermanek Jr. approached Riverside Township Supervisor Vera Wilt about the prospect of the township agreeing to fund special recreation services.

However, at their meeting in June, the Riverside Township Board of Trustees rejected guaranteeing a source of funding for special recreation programming.

Both Wilt and Township Trustee Tim Heilenbach, who is president of the Riverside Township Mental Health Board, said they would be open to considering grant applications from Riverside and North Riverside related to special recreation on a case-bycase basis.

“I don’t think we are ready to commit that kind of funding or that kind of ongoing guarantee,” Wilt said of specifically earmarking special recreation funds in June.

Crime victim asks to close entry road to Riverside No reason for Berkeley to be through street, says resident

A Riverside man whose home was the target of an alleged home invasion in June has asked officials to consider blocking off Berkeley Road at Harlem Avenue to prevent anyone from entering the village there.

Berkeley Road resident Steven O’Donnell made his case directly to elected officials at the Riverside Village Board meeting on July 19, saying the village needed to pay more attention to minor gateways to the community, like his street.

“While being a very safe community, we have to be careful about our entrances and exits,” O’Donnell said.

O’Donnell said that he and his wife were in bed on Sunday, June 17 at about 8:10 a.m. when they heard the doorbell ring. They ignored it, thinking, perhaps, that it was a package being delivered.

“Until it starts happening,” Marrs added, “it’s hard to tell how it’s going to play out.”

The ordinances passed in both Riverside, on July 19, and Brookfield, on July 23, set forth application fees -- $1,000 when a new pole is involved, $650 for a single site with an existing pole and $350 per small wireless facility when multiple sites on existing poles are submitted in a single application.

The laws also call for carriers to pay $200 per year per facility on village-owned poles.

While that will provide some regular source of revenue, the $200 annual fee is far less than wireless carriers pay municipalities for antennae on existing towers and poles. For example, Marrs said, Riverside collects between $200 and $300 per month for

“Shortly thereafter we heard loud noises,” O’Donnell said. “Our side door has been smashed through, broken into while we’re in the house.”

O’Donnell was able to scare off whoever was breaking in, and he wasn’t able to see if it was one or more people. He did see the getaway vehicle drive across his neighbor’s front yard and flee the area on Harlem Avenue.

“It’s obviously a very scary thing to have happen,” he said.

O’Donnell said that Berkeley Road’s easy access via Harlem Avenue played a part in his home being targeted, saying it could have happened to any of his neighbors.

Located in the far northeast corner of the village, immediately south of the Canadian National Railway tracks, Berkeley Road is the first entry to Riverside as you head southbound on Harlem Avenue.

The street can be used as a short cut by southbound motorists to avoid the light at the small-cell antenna on the pole near Fire Station 2.

But more importantly, the local ordinances call for carriers to abide by design standards for the facilities. While those standards haven’t been completely worked out, they will offer some protection to the villages, especially in Riverside, where the entire village is a National Historic Landmark District.

Marrs said that protections exist in the state statute for historic districts. That means carriers will be prohibited from using any of the village’s cast iron gas street lamp posts for the small-cell facilities, said Marrs.

As for new poles carriers want to build in public rights of way, the village will have less control. However, said Marrs, carriers have expressed a willingness to work with municipalities on choosing locations.

In Riverside’s downtown, said Marrs, it likely would be possible to find locations closer to the train line, behind businesses, places “less obvious and with designs that would not cause serious aesthetic heartburn.”

“It’s a residential street,” he said. “It should not be a through street. It invites this sort of thing, because this was a crime of opportunity. Whoever did this knows they could easily get in and get out.”

O’Donnell also mentioned that the stretch of Longcommon Road immediately south of Berkeley Road is blighted. The vacant TitleMax building at 2704 Harlem Ave. recently was a target for graffiti.

While elected officials did not discuss the subject, which was brought up during the public comment portion of the July 19 meeting, Village President Ben Sells in a follow-up interview said he wouldn’t rule out the possibility of closing off Berkeley Road, but said he’d like to see some data first.

“I’d be terrified if someone did that to me,” he said, regarding the home invasion, “but we can’t respond on that basis. We have to see if it makes sense from a traffic and safety basis.”

Sells said village hall gets requests to cul-de-sac village entry streets somewhat frequently – citing Shenstone and Westover roads as two examples.

There are more than 20 streets that serve as entry points to the village. Some of them, like Lindberg and York are short, residential streets much like Berkeley Road, which dead end into other residential streets.

“If you close one street off, you push traffic to other streets,” Sells said.

Sells said the village may seek to compile traffic data for Berkeley Road to get a better sense of how many vehicles may be using the road as a shortcut. The village could also experiment by temporarily closing the street off and seeing what the effect is on neighboring roads like Longcommon, York and Shenstone.

“I’m not closed to the idea,” Sells said. “I always want to have something that justifies it with data.” transporting President George W. Bush and Vice President Dick Cheney and their families.

According to Pollard’s Linked In profile online, he left the Marines in 2011 to pursue a career as an emergency response helicopter pilot. Since 2013, Pollard has worked as a pilot for the air medical transport company Air Methods.

The Daily Herald reported that at Pollard’s bond hearing on July 18, Judge Martin forbid him to have contact with anyone younger than 18, except for any patient he was transporting as part of his job.

No way to run a department

n a move that virtually no one saw coming outside of a precious few inside village hall, North Riverside Mayor Hubert Hermanek Jr. terminated the village’s fire chief and deputy fire chief and replaced them with someone handpicked during a clandestine search over the previous month.

The mayor termed the departures of Chief Tom Gaertner and Deputy Chief Pat Schey as resignations, but that characterization flies in the face of all evidence – neither man had submitted a letter of resignation nor had they any intention of resigning until they were called into a meeting that afternoon and asked to do so.

Add the fact that Gaertner’s replacement was already waiting in the wings, and the “resignation” explanation really doesn’t hold up.

Pressed on the reason for the change, Hermanek offered a couple of reasons – one was that the chief hadn’t showed up for the Fourth of July fireworks and another was that he begged off a late June arbitration hearing. Even if you give those reasons merit, they occurred after Hermanek had already decided he was making a change.

And if Hermanek’s real problem was the chief, why was the deputy chief given the heave-ho as well?

The real reason is that, for whatever reason, the village wants to make life as miserable for its union firefighters as possible, and with Gaertner and Schey on board, they weren’t miserable enough.

The relationship Gaertner was trying to build between the village administration and within the department itself didn’t suitably reflect the state of war that has existed between union firefighters and village hall since the summer of 2013.

This week, village and union officials begin sitting down with a labor arbitrator to come up with a path forward. Since 2013, the union has dunked on the village’s every effort to eliminate them as a bargaining unit, and we don’t believe that an arbitrator is suddenly going to get the village’s religion.

We have no idea how the relationship between the union members and their new chief is going to play out. But we believe that the conciliatory attitude the former chief and deputy chief assumed was not going to make much of a difference to the arbitrator, who is trying to untangle four years of complaints and counter complaints between the union and village government.

And if the village of North Riverside is serious about saving money with respect to firefighting services, it might finally begin to seriously explore alternatives that it could sell to residents, such as the creation of a fire protection district.

We will continue to believe that privatizing public safety is not in the public’s best interest. If union firefighters are the future, and we have no reason to believe they won’t be, then the village and union have to start finding common ground.

We thought the hiring of Gaertner and Schey was a realization on the part of the village to do just that. But, in the blink of an eye, that’s thrown out the window. Perpetual arbitration is an expensive, demoralizing way to go through life.

New law a boon to advanced learners Thanks to an acceleration law championed by Sen. Kimberly Lightford and Rep. Camille Lilly, thousands of advanced learners from across Illinois will now have a new opportunity to take courses that meet their intellectual needs.

The upcoming school year will be the first year the state’s new acceleration law goes into effect, requiring all school districts to allow advanced learners to enter school early, enroll in above-grade-level courses, or skip grades if they are deemed eligible for acceleration.

This means that the 4-year-old who knows how to read can now enter kindergarten, that the sixth-grader who understands algebra can now sit in on an eighth-grade class and that the high school junior who has already earned all the credits they need to graduate can now graduate early.

Both Sen. Lightford and Rep. Lilly saw how impactful this bill could be in Illinois. Together they worked tirelessly to shepherd it through the legislative process and convince their colleagues that it was an initiative worth supporting.

Before the passage of the law, it was up to school districts whether they wanted to accelerate students. Even though acceleration is one of the most well-researched and effective educational interventions, most didn’t, ac-

cording to a report by the Illinois Association of Gifted Children.

The excuses ranged from the reasonable -- worries about how accelerated students would be treated in classes with older students -- to the absurd -- the lack of need for the policy because “our school district is full of low-income students.”

The success of the bill is also thanks to the hard work of organizations like the Illinois Association for Gifted Children, the Untapped Potential Project, the Midwest Center for the Gifted, America Succeeds, the National Association for Gifted Children, The Belin-Bank Center, and the Thomas B. Fordham Institute.

Other advocates, including former teachers of gifted students as well as administrators that understand the importance of meeting the needs of advanced learners in their districts, also deserve praise.

Illinois still has a long way to go to fully serve its advanced learners. Most school districts do not offer gifted programming. But, for those advanced learners who would otherwise be relegated to sit in a classroom learning content they already know, acceleration is a first step in the right direction.

Eileen Glidewell, 87 Animal lover Eileen Glidewell, 87, died peacefully on July 18, 2018 at Plymouth Place in LaGrange Park.

Born on Sept. 3, 1930 to Anna and Emil Melka, she grew up on the South Side of Chicago and graduated from Lindblom High School in 1948. Trained as a lab technician, Eileen enjoyed working in a research lab at Cook County Hospital.

In 1954, she married Warren Glidewell, whose father owned Glidewell’s Pharmacy on 63rd Street. She was blessed with many talents and was interested in science and an entrepreneur, owning an art store from 1985 to 1995.

She was an expert knitter and taught sewing in a Bernina store. Ms. Glidewell loved to make her home beautiful, especially at Christmas. Her gardens were often dazzling, admired by many in the neighborhood.

Ms. Glidewell was active in the PTA and was president in the early 1970s. She served as an election judge during the1970s and 1980s. After moving to LaGrange Park in 1986, she joined St. Francis Xavier Catholic Church where she was an active member and worked tirelessly, particularly for the Garden Committee.

She was preceded in death by her husband, Warren; her sister, Rita; her parents; and many cherished dogs. She is survived by her children, Jim Glidewell (Laurie), Eileen Gorman (Dennis) and Keith Glidewell (Julia), and her grandchildren, Alex Glidewell, Tanya Blossom, Carson Glidewell, Kevin Tram, Matt Glide-

well and Todd Glidewell.

A memorial service is planned for early September.

Interment was private.

John Janis, 54 Avid Cubs Fan John Anthony Janis, 54, of Brookfield, died on July 18, 2018 in a senseless and tragic car crash near Flomaton, Alabama.

Born prematurely on Jan. 26, 1964, at Loretto Hospital in Chicago, “Pee Wee” was in critical condition and almost died within his first few hours. For the last several years, he was plagued with a succession of serious illnesses, yet he persevered through every sickness with faith and fortitude, a positive outlook and irrepressible humor which were an inspiration to his family and friends.

He grew up in Cicero, and from an early age, he developed a passion for both watching and playing sports. Baseball was his clear favorite. He excelled as a first baseman and as a street hockey goaltender.

Although a Southsider by birth, he was a lifelong, fanatic follower of the Chicago Cubs. He was a Life Scout in Cicero’s BSA Troop 302 and was inducted into See OBITUARIES on page 12

Mr. Janis is survived by his children, Timmy, Trevor and Maddie. Lightning strikes in District 9 final Brookfield softball tops North Riverside in thriller to make state tourney

Those are the words of wisdom Brookfield Little League softball head coach John Brassil imparted to his team all summer.

The Lightning heeded his advice right before the rubber game of their recent championship series against North Riverside in the Illinois District 9 Little League Softball Tournament at Ehlert Park.

“Before the game, [Brookfield outfielder] Delilah Gargano told everybody on the team never get too up or never get too down,” Brassil said. “That’s something I’ve been

telling the girls so that was great she sent the same message. The team really came together and it showed in the third game.”

While the pregame talk served as a good motivational move, the girls’ play on the field was even better.

Trailing North Riverside 8-6 in the sixth inning, third baseman Emma Brassil provided the key hit of Brookfield’s comeback with a bases-clearing double that scored three runs.

Annabel Krueger and Kaylee Harper added RBI singles for the Lightning. Brookfield scored eight unanswered runs to secure a 14-8 victory, the district title and berth to the Junior Little League Softball Illinois State Tournament in Peru.

After a rocky first inning, Brookfield

pitcher Desiree Pisarczyk held a potent North Riverside offense to one run over six innings. Gargano made a great play defensively when she ran down a deep fly ball which popped out of her glove, but she still caught it barehanded in center field.

In the first two games of the series, Brookfield outslugged North Riverside 1210 before North Riverside responded with a 9-4 victory.

The games were played on the renovated Ehlert West Field, which was designed specifically for softball.

“It’s important that Ehlert West was remade and it only helps Brookfield softball in the future,” Brassil said.

During the regular season, Brookfield faced teams from Berwyn, North Riverside,

Riverside, LaGrange and Chicago.

Allie Krueger, Kristen Lynch and Pisarczyk comprised the pitching staff.

“Our pitching has been solid all year,” John Brassil said. “We really depended on them at the district tournament.”

Offensively, the Lightning flourished with a diversified attack. Catchers/outfielders Mary Hopkins and Annabel Krueger set the tone as leadoff hitters, while Emma Brassil had a very good on-base percentages and stolen base totals. Sydney Weinert and Pisarczyk brought power to the lineup.

Gargano, an outfielder, and second baseman Kaylee LeClere emerged as the vocal leaders of the team.

“I was impressed by the way the girls showed independence as a group this summer,” Brassil said. “Before practices and games, they would start warmups and preparation without the assistance of coaches. They were always organized about getting ready to play. I think that was inspiring for our team and intimidating for our opponents.”

Although the Lightning lost games against Elgin and Olney at the state tournament, Brassil and assistant coaches Steve Hopkins and Kevin Krueger lauded their team’s mentality.

“We had an extremely young team at state,” Brassil said. “Even the tournament director was surprised about our team’s youth. Many of our opponents had girls with a year of high school experience whereas our team is exclusively seventhand eighth-graders.

“Our girls have had a lot of success together,” Brassil added. “They won district two years ago and many of these girls have played softball together for seven years. It was difficult losing two games [at state], but every girl’s motivation is to return next year.”

More importantly, the Lightning had a good time.

“The girls are close and really support each other,” Brassil said. “There were multiple rain delays during the tournament so the girls would huddle up and prepare for the next game. They stayed at a hotel, ate breakfast together and had fun in the pool.

They did everything together as a team.”

The Brookfield players are Allie Krueger, Sydney Weinert, Mary Hopkins, Kristen Lynch, Emma Brassil, Annabel Krueger, Desiree Pisarczyk, Delilah Gargano, Kailee Harper, Claire Harrison, Kaylee LeClere, Kayla Ligeikis and Ema Bothwell.

Bank awards leagues cash after slugger’s homer Back in April, Phil Richards, chief financial officer for First National Bank of Brookfield, announced that the bank would award $250 to any Little League player whose homerun ball hit the centerfield scoreboard at Overholt Field in Kiwanis Park, and donate $250 to Brookfield Little League to boot.

And on July 7, LaGrange Park resident Aaron Buckholtz, 12, became the first player to do just that, launching a deep home run that hit the scoreboard during the opening game of the Little League World Series District 9 tournament.

Buckholtz’s homer helped lead a team of LaGrange Park all-stars to a win over Riverside. The team would eventually make it to the district semifinals before being knocked out July 11 by Brookfield.

But there was a snag. As Richards explained to Buckholtz’s mom, Jenna, Little League rules prevented the bank from paying players for hitting homers. Instead, First National Bank of Brookfield donated $250 to LaGrange Park Little League along with its $250 donation to Brookfield Little League.

tudents and teenagers often get summer jobs. This is a great way to earn extra spending money or to save for later. Here are a few tax tips for taxpayers with a summer job: • Tip Income: Employees should report tip income. Keep a daily log to accurately report tips.

• Report tips of $20 or more received in cash in any single month to the employer.

• Payroll Taxes: Taxpayers may earn too little from their summer job to owe income tax.

• Employers usually must withhold Social Security and Medicare taxes from their pay. If a tax payer is selfemployed then Social Securitya nd Medicaret axes may still be due and are generally paid by the taxpayer, in a timely manner.

• Newspaper Carriers: Special rules apply to a newspaper carrier or distributor. If a person meets certain conditions, then they are selfemployed. If the taxpayer does not meet those conditions, and are under age 18, they may be exempt from Social Security and Medicare taxes.

• ROTC Pay: If a taxpayer is in a ROTC program, active duty pay, such as pay for summer advanced camp, is taxable.

Other allowances the taxpayer may receive may not be taxable.

Hollywood parents plead with D96 to keep kids local Ryan-Toye learning neighborhood is ‘unique and special place’

Katie Walsh grew up in Hollywood and attended Hollywood School. Her late mother, Karen Bettin, was a Hollywood PTA president.

So, when she and her Irish-born husband, Brian, bought a home in Hollywood four years ago, they just assumed that their daughter, Ruby, would also attend Hollywood School.

A few weeks ago, however, the Walsh family received a letter informing them that Ruby had been assigned to attend kindergarten at Central School in Riverside.

They were bitterly disappointed. A couple of other Hollywood families also were also notified that their incoming kindergarten students were assigned to Central School in what is an attempt by Riverside Elementary School District 96 to adhere to its class-size policies.

The Walshes, the Troyer family and at least one other Hollywood family have formally requested that their children be transferred to Hollywood so that they can attend their neighborhood school.

Walsh and Abby Troyer emotionally pleaded their case during the public comment portion of last week’s meeting of the District 96 Board of Education.

“These solutions are about flexibility,” Matlock said. “This is an ongoing process.”

The addition will make use of property the district obtained by purchasing the home at 92 Repton Road in 2016. The house will be demolished this week.

One common element in the conceptual drawings was creating a dedicated lunchroom and creating a new multipurpose room or common area. Currently, Ames students eat lunch in the gym. The old secondfloor multipurpose room where students once ate lunch has been split into separate classrooms for music and art.

Two of the options include building a new gym on the east end of the existing building. Under these options, the old gym would be turned into a lunchroom/multipurpose room and a new second floor area over the existing gym would be added to house a library and media center.

■ Option 1A would add about 9,670 square

Walsh said that her daughter Ruby attends a home-based day care where all the other children attend Hollywood School and has already attended many Hollywood School functions.

“She’s been waiting patiently, or impatiently, for her turn to be a true Hollywood student,” Walsh said. She will not understand the reasons why. She will only feel rejected and left out.”

Walsh and Abby Troyer told the school board and District 96 Superintendent Martha Ryan-Toye that they had been counting on their children attending Hollywood School and that they do not want their children to have to cross First Avenue to attend Central, a common refrain from Hollywood parents over the years.

“I understand there are crossing guards, but there is a significant difference between kids crossing busy neighborhood streets and crossing a four-lane highway during rush hour,” Troyer said.

Both Walsh and Troyer said that they bought houses in the Hollywood neighborhood with the expectation that their children would attend Hollywood School.

“It is one of the reasons we chose to live where we do and we want to attend it,” said Troyer.

This has been a recurring issue over the years for Hollywood families as the dis-

trict tries to balance having neighborhood schools with the desire to maintain its classsize policy and equalize class size throughout the district.

The district’s policy calls for kindergarten through second-grade classes to have no more than 20 students, although that policy has been routinely waived in recent years.

As of mid-July, 21 students have been assigned to attend kindergarten at Hollywood.

Ryan-Toye declined to say how many incoming kindergarten students from the Hollywood neighborhood have been assigned to Central School this year, but said that the number could be counted on one hand.

She said that at least one other family, in addition to Walsh and Troyer have formally requested that their child be transferred to Hollywood.

The superintendent has the sole discretion to approve or reject transfer requests, and Ryan-Toye said that she hopes to rule on the transfer requests by the end of July.

Ryan-Toye said that at least one other Hollywood family is happy to send their incoming kindergarten student to Central.

As of July 18, a total of 50 kindergarten students have been assigned to the three kindergarten sections at Central meaning, as of now, no kindergarten class at Central will have more than 17 students.

The third- and fourth-grade classes at Hol-

lywood School, a single section school, will have 25 students each this year while the first-, second- and fifth-grade classes at Hollywood will have 22 students each this year.

Ryan-Toye is becoming aware of the recurring challenge of balancing the desire of Hollywood parents to send their kids to Hollywood School and the goal of having relatively equal class sizes across the district’s schools.

“We’re challenged by the size of the school, and how do we balance that that in combination with all of the District 96 schools and class sizes?” Ryan-Toye said.

Ryan-Toye is learning about the concerns of Hollywood parents.

“It is clear to me that it is a unique and special place,” Ryan-Toye said. “I continue to hear and I continue to learn more about the uniqueness of the Hollywood community.”

Board members are aware of the complexities of student assignment and understand the desire of Hollywood parents not to send their elementary school students across First Avenue.

“Going forward some of our decisionmaking and our policies need to be reflective of the uniqueness of each place,” said board member Lynda Murphy. “It really is a difference living across First Avenue than moving from Blythe to Central.”

feet and remodel nearly 14,000 square feet at Ames and cost around $9 million. It would include a new gym, an additional kindergarten classroom, and four new large classrooms on the second floor.

The plan would require a variance from the village of Riverside because the new gym would be not fit within required setbacks.

■ Option 1B would cost about the same but would keep the existing gym and add on a new lunchroom/multipurpose room to the east end of the current building.

In this option there would be about nearly 12,500 square feet of new space, including three new classrooms, and 7,400 of remodeled space.

■ Option 2 would provide more space and be more expensive. Two additions, one on the southeast corner of the building and another on the northwest corner, would create about 21,000 square feet of new space. Under this option another 11,000 square feet would be remodeled.

Some current classrooms would be enlarged and every grade level would get a new breakout room. The current gym would remain but the bleachers would be removed to gain more space.

dia center would be built. There would be five new large learning spaces and nine new smaller learning spaces. This option would reduce the size of the existing playground, because the addition on the northwest side of the current building would encroach upon the playground.

■ Option 3 is the most ambitious option of all and a likely non-starter. Matlock called it a “blue sky” option. It would add 20,900 square feet to the current building and remodel another 23,700 square feet at a cost of nearly $15 million.

In Option 3 every existing classroom would be made larger. Matlock said that the existing classrooms at Ames are 50 to 150 square feet smaller than currently recommended.

The third option would include heavy remodeling with existing walls coming down. A new gym would be built on the east end of the building and new classrooms would be added to the northwest corner of the building.

The current gym would be turned into a lunchroom/multipurpose room would be created. Seven new large learning spaces would be added to go along with five new small learning spaces. This option, too, could reduce the amount of outdoor play space.

The school board will discuss their reac-

tions to the drawings at their next meeting on Aug. 15. School board members are also anxious to hear reactions from the community to the drawings.

Option 3 seems to be more than the board and administration want to spend or do.

“I think it’s interesting to put it out there for consideration, but I think it’s more than we’d be willing to address and more than really more than probably we realistically need,” said Superintendent Martha Ryan-Toye.

In their initial comments, some board members expressed some reluctance about spending so much on Ames School, when other elementary schools in the district also have needs.

“Do we want to create one elementary school to have lots of things that other schools don’t have?” asked board member Lynda Murphy, noting that there are no breakout rooms in the other elementary schools.

Rich Regan echoed the concern.

“We have to consider this in the context of every property that the district has,” Regan said.

Ryan-Toye also said that the district must consider what to do at Ames in the context of the entire school district.

“We know we need to do work at Ames,” Ryan-Toye said. “We purchased that house with intention to do work at Ames, but we also know we need to do work at all of our schools, particularly all of our elementary schools.”

No bid will be considered unless the bidder shall furnish evidence satisfactory to the Board of Trustees that the bidder has the necessary facilities, abilities, experience, equipment, financial and physical resources available to fulfill the conditions of the Contract and execute the work, should the Contract be awarded such bidder.

Bidders will examine the plans and specifications and the location in which said work is to be done and judge for themselves all the circumstances and surrounding known and reasonably foreseen conditions affecting the cost and nature of the work, and all bids will be presumed to be based on such examination, familiarity and judgment.

The successful bidder shall be re-

quired to provide a Performance Bond and a Material and Labor Payment Bond in the amount of 100% of the Contract Amount, as well as liability and property insurance as required by the Bidding Requirements before commencing work. The successful bidder shall enter into a formal contract based on the conditions and requirements in the Bidding Requirements and the Bidding Requirements will be incorporated into the Contract.

Not less than the prevailing wage shall be paid for labor on the work to be done as required by law.

Permanent protective shielding will be installed beneath the entire length of the Home Avenue pedestrian bridge deck. Concrete repairs will be performed on the sidewalks and parapets of the Oak Park Avenue bridge, including removal and replacement of sidewalk ramps. On East Avenue, the existing neoprene deck joint seal at the North end of the bridge will be removed and replaced with a silicone joint sealer and polymer concrete nosing. Bridge work will be performed in stages to maintain traffic over the bridges throughout construction. Nightime work is anticipated for portions of the improvement due to restrictions of lane closures on I-290.

Plans and proposal forms may be obtained from the office of the Village Engineer starting on July 30, 2018 at noon. There is a $40.00 (non-refundable) fee for plans and specifications. The Village of Oak Park reserves the right to issue plans and specifications only to those contractors deemed qualified.
