RBHS working to narrow 2017-18 budget deficit State school funding bill, fewer property tax appeals could help By BOB SKOLNIK Contributing Reporter

The projected budget deficit at Riverside-Brookfield High School for fiscal year 2018 has shrunk by about $250,000, and the deficit could possibly disappear entirely by the end of the year, says District 208 Superintendent Kevin Skinkis. At the Aug. 8 meeting of the District 208 Board of Education, Skinkis and Chief Financial Officer Scott Beranek outlined changes that reduced the projected budget deficit to $344,285 from the $590,367 that was presented in the first budget outline in July. School officials now believe that, based on last year’s results, they can safely budget at least $100,000 less for property tax refunds. They also believe that they could save an additional $60,000 now budgeted for property tax appeals, depending on how tax appeal cases turn out. Beranek also outlined a series of other changes in the budget that will increase projected revenue and reduce projected expenses. The amount of state aid that the district will receive is still uncertain as administrators wait for the Democratic-controlled state legislature and Republican Gov. Bruce Rauner to agree on a new state funding formula for state aid to local school districts. In their latest projected budget, RBHS officials have See BUDGET on page 3

Despite mostly overcast skies, many people went outside midday on Monday to get a glimpse of the solar eclipse.

In our area, 87 percent of the sun was obscured by the moon at the peak moment of the eclipse at 1:18 p.m. At Riverside Brookfield High School the entire student body walked across the street to view the eclipse from the

District 103 hires former consultant as curriculum chief

When Natacia Campbell resigned last month as the curriculum director at Lyons-Brookfield School District 103, Superintendent Carol Baker didn’t have much time to find a replacement with the school year starting last week. So, Baker turned to two familiar faces. Last week the Lyons District 103 school board voted 6 to 0 to hire Darek Naglak to replace Campbell as curriculum director and also hired former Costello School Principal Andrea Maslan as a parttime curriculum consultant to mentor the 30-year Naglak. Skinkis told the school board that District 208 follows very conservative budgeting practices. “There are some moving parts,” Skinkis said of the projected $344,000 deficit. “I’m trying to show you the worst-case scenario.” The last time RBHS ran an operating deficit was in 2011, when the final deficit came in at just over $1 million. Skinkis has prided himself on never presiding over a

budget deficit since he came to District 208 six years ago. In 2016-17 officials projected a surplus of a little less than $11,000, but ended up with a surplus of about $385,000. Skinkis said that when the final numbers come in at the end of the 2017-18 fiscal year he believes the district will end up within $100,000 of being balanced, and he didn’t rule out ending the school year with a slight surplus. “If all comes to fruition we should be close to a balanced budget,” Skinkis said. The budget is scheduled to be approved at the Sept. 12 board meeting.

Over the objections of two of the three private property owners in the newly created Harlem Avenue Business District, Riverside village trustees on Aug. 17 voted 4 to 1 to impose an additional 1-percent sales tax on retail purchases made in the district. The Riverside Village Board created the business district earlier in an attempt to entice development of four properties along Harlem Avenue near the Longcommon Road gateway to the village. The properties include a vacant title loan business at 2704 Harlem Ave.; a vacant former dry cleaning business at 2710 Harlem Ave., owned by the village of Riverside; the small strip mall at 2720 Harlem Ave., which has been recently updated and is home to a new dental practice; and a Citgo gas station at 539 Longcommon Road. Trustees voted to impose the special sales tax to collect money that can used only for redevelopment activity within the business district for the life of the district, which is 23 years. For example, the funds could be used for assembling property, public infrastructure and or as incentives for renovating or constructing new buildings. Apart from the dental practice and gas station, the only other business operating in the district is a take-out Chinese restaurant, so presently the district’s ability to collect sizable sales tax revenues for such purposes is limited. Dr. Milad Nourahmadi, who bought the strip mall in 2016 to house his dental practice, Shining Smiles, said the imposition of the sales tax at this time would more likely make it harder to lease vacant storefronts in the business district. “It’s a tough sell for new businesses coming to the area,” Nourahmadi told trustees at a public hearing on the sales tax prior to board meeting where trustees voted to approve it. “If the goal is to spur business, I think the thinking should be, how can we make it easier for businesses to come into the area instead of stifling it?” The owners of the gas station had objected to the idea of a sales tax prior to the creation of the business district. The owner of the building that formerly housed a title loan company has not stated a position publicly. That owner is still collecting rent from TitleMax, which abandoned its lease. Nourahmadi pointed to the small size of the business district, intimating that its ability to collect significant revenue was limited, saying the detriment to business outweighed the benefit of the tax to the district. “It’s not a significant space we’re talking

about, so the effect is going to be felt by the tenants in there,” Nourahmadi said. Trustee Joseph Ballerine was the only trustee to vote against imposing the tax. Those in support were Doug Pollock, Wendell Jisa, Michael Sedivy and Elizabeth Peters. Scott Lumsden was absent from the meeting. The former dry cleaning business at 2710 Harlem Ave., meanwhile, was slated for demolition beginning Aug. 21. The demolition is expected to take about a week to complete. Riverside paid $78,425 for the property and the board allocated $81,210 for asbestos abatement and demolition. Earlier in August, the village board awarded a $44,020 contract to R.W. Collins Co. to remove soil contaminated by dry cleaning chemicals at the site. Once that work is completed, the village hopes the property could be used for part of a larger commercial development by its northern or southern neighbor. Last week, Nourahmadi said he was still interested in acquiring the property to expand his parking lot. It’s unclear whether the owner of 2704 Harlem Ave. has a redevelopment plan in the works.

North Riverside to hike water rates in September Increases needed to help fund infrastructure projects

Homeowners in North Riverside will see their water rates jump by 28 percent on Sept. 1, after village trustees on Aug. 14 voted 4 to 1 in favor of the fee hike. In addition, to the increase for singlefamily homeowners, the owners of multifamily residential buildings and commercial properties will see their water rates go up by 17.3 percent. Trustees Jason Bianco, Deborah Czajka, Joseph Mengoni and Theresa Sarro voted for the increase. Trustee H. Bob Demopoulos voted against it. Trustee Fernando Flores was absent from the Aug. 14 village board meeting. The increases were rolled out in the wake of the Brookfield-North Riverside Water Commission increasing its rates to its municipal customers and to cover the cost of water and sewer infrastructure improvements planned for the next several years. North Riverside Finance Director Sue Scarpiniti said the fee increases are projected to bring in an additional $360,000

to the village’s water enterprise fund in 2017-18. The fund pays for not only purchasing water from the Brookfield-North Riverside Water Commission but for the ongoing maintenance of the village’s water and sewer systems. North Riverside has budgeted more than $850,000 in water and sewer system improvements in the 2017-18 fiscal year, which began May 1 and projects similar expenditures in coming years. Among the local improvements planned are the start of a multi-year water main installation project on Cermak Road in the fall, the final phase of a sewer lining in early 2018 and repainting the water standpipe in the next two to five years. Beginning June 1, the Brookfield-North Riverside Water Commission raised the rate it charges for water after the city of Chicago bumped its rates to the commission. But in addition to the increase in the cost of water, the commission also passed along to its municipal customers a charge to help fund the construction of a supply main, which is presently being built through Forest Park, Oak Park and the West Side of Chicago.

plying its separate water operations fee, which it instituted in 2014 to help fund ongoing water and sewer maintenance. The annual $30 fee resulted in about $450,000 in revenue in 2016-17. But officials say the across-the-board fee was unfair, because it charged the same fee to both residential and large commercial customers. It was especially unpopular with senior citizens on fixed incomes. “After we had it in place, we realized through the feedback we were getting that it was hitting seniors the hardest,” said Scarpiniti. While the change in the fee structure won’t bring in any more revenue, said Scarpiniti, it will fix the imbalance. The water operations fee will now be based on the size of the water meter the customer has. Residential water customers will continue to pay the $30 annual fee, unless they are senior citizens, in which case the fee will be $10. Anyone with a water meter 1-inch or larger (which will affect larger commercial and multi-family residential properties) will pay between $40 and $130 a year.

The new supply main is being funded by a $17 million low-interest loan through the Illinois Environmental Protection Agency, and will serve as a back-up supply main in the event its primary main, which is now more than 75 years old, fails. Any single-family residential customer who is charged the minimum water bill – which is based on 4,000 gallons per bimonthly billing cycle – will see their water rate go up from $36.20 to $46.40. That means the annual increase for a residential water customer being charged a minimum bill will be $61.20. Any customer that exceeds the minimum bill see the same 28-percent increase for whatever water charges are billed above 4,000 gallons. Multi-family/commercial water customers receiving the present minimum bill of $110.55 every two months, will see that bill increase to $129.75 -- a total annual increase of $115.20. Multi-family/ commercial customers exceeding the minimum 7,500 gallons every two months will see a similar 17.3 percent increase for the additional water used. The village has changed how it is ap-

Young man organizing Dems in Brookfield Dukakis was mentor, now teaming with local committeemen

A fresh faced, energetic 24-year-old is forming a new political organization, the Democratic Party of Brookfield. The group will hold its kickoff event Thursday evening from 6 to 8 p.m. at the Irish Times Pub & Restaurant in Brookfield. Food and drink will be provided and anyone interested in joining or learning more is encouraged to attend. The driving force behind the Democratic Party of Brookfield is Christopher Ryan Crisanti. Crisanti, fresh out of graduate school, just started working this summer as an analyst at a downtown public relations firm specializing in technology called 3Points Communications. Crisanti, who grew up in Brookfield and is back living with his parents, graduated this May with a master’s degree in public administration from Northeastern University in Boston where his faculty advisor was former Massachusetts governor and 1988 Democratic presidential nominee Michael Dukakis. “I learned a lot from Mike,” Crisanti said. “He’s very personable. He served not only as a great professor but a friend as well. We talked a lot of politics.” Dukakis impressed Crisanti with his indepth knowledge of issues and his modest demeanor. “He’s an influence and a model for any public servant who wants to get into politics,” Crisanti said adding that he remains in touch with Dukakis. At Northeastern Crisanti decided that he wanted to return to Illinois and get involved in politics. He caught the political bug working in student government at the University of Dayton where he majored in political science after initially starting as a journalism major with designs on becoming a sportswriter. Crisanti comes by his Democratic allegiance naturally since his father grew up in the Chicago neighborhood of Bridgeport, home to Richard J. Daley, and for a time, Richard M. Daley and other Chicago mayors. While at Northeastern last year Crisanti studied the problems with Illinois’ public pension system and in studying that issue he contacted State. Rep. Michael Zalewski (D-Riverside) who served on a joint legislative pension reform committee a few years ago. Once back home this summer Crisanti got involved right away attending a couple of programs at the Brookfield Public Library focusing on Illinois political history and public issues confronting the state. He also got in touch with Zalewski who also serves as the committeeman of the River-

A 54-year-old woman from Hodgkins drank a $1.97 bottle of Snapple on Aug. 16 around 4:20 p.m. inside a Mobile gas station store on the 9100 block of Ogden in Brookfield and left without paying. A store employee reportedly confronted the woman after she drank the beverage in the store. The woman reportedly then placed the bottle on the counter and walked out without paying. She later told police, who found her in the station’s parking lot, that she was planning on paying for it, but forgot “the correct debit/credit card.” The employee did not press charges.

Theft Someone stole a Jami Coda sport bike from inside a parked 2010 Jeep Wrangler on the 4600 block of Custer Avenue in Brookfield. The theft happened sometime between 5:30 p.m. on Aug. 14 and 6:40 a.m. on Aug. 15. The car’s 37-year-old owner told police he was unloading groceries and didn’t lock the car. There were no signs of forced entry.

Police responded to a call from an 18-year-old woman on Aug. 17 around 11 p.m. for a 46-year-old “suicidal subject” armed with a shotgun on the 8900 block of Cermak Road in North Riverside. Police surrounded the apartment building and tried calling the man multiple times. By that time, the 18-year-old caller was outside. The caller’s mother was in the apartment at the time but later came out to speak with police. Other building tenants were successfully evacuated from the building. Police eventually entered the building and the man was taken into custody at about midnight, and sent to Loyola Hospital. Police recovered a handgun, rifle, shotgun, 17 “edged weapons,” and over 1,000 rounds of ammunition from a safe inside the apartment. The 46-year-old man had a Firearms Owners’ Identification card (FOID). According to the incident report, police have begun the process to revoke the card.

Police responded, Aug. 18, to reports of vulgar graffiti, which included explicit language, on several garages on the 2300 block of Hainsworth Avenue in North Riverside.

Battery A 32-year-old Riverside man has been charged with one count of domestic battery after allegedly hitting his 34-yearold wife on Aug. 19 around 7:30 a.m. The couple reportedly had a party for their son that day. When the woman woke her husband up to “help clean,” he reportedly hit her “many” times “in the face both with open hand and closed fist.” The man told police when his wife woke him up to clean, he told her he wanted to sleep and would do it later. At that point, the man said, his wife “broke a glass and began to scratch him and slapped him.” He said he hit her only after she struck him. Officers saw scratches on the man’s face and arms. Officers also saw redness on the woman’s face and “small lacerations” in her mouth.

Mistaken bike identity A 35-year-old Riverside woman told Riverside police on Aug. 19 around 1 p.m. that she believed she had found her daughter’s stolen Schwinn bike locked up at the North Riverside Mall. The theft occurred sometime between 2 and 8 p.m. on Aug. 18. There were “several marks” on the bike, the report says, that made her “positive” it was her daughter’s bike. Riverside officers told the woman they would cut the lock and hold the bike for her until she could prove ownership. She also agreed to pay for the cost of the lock if it turned out to not be her daughter’s. Later on Aug. 19, around 3 p.m. a 17-year-old teenager who works at the North Riverside Mall came into the police station after watching security footage of Riverside officers taking her bike. The teen and her father came into the station and provided “photographed copies of the sales receipt” for the cut lock, valued at $25, and a “full description of the bicycle.” The bike was then given to the pair. The woman later dropped off $25 for the cost of the cut lock. These items were obtained from police reports filed by the Riverside, North Riverside and Brookfield police departments, Aug. 1620, and represent a portion of the incidents to which police responded. Unless otherwise indicated, anybody named in these reports has only been charged with a crime. These cases have not been adjudicated.

Riverside sees crime dip in first half of 2017 Burglary, theft, battery all down sharply By BOB UPHUES Editor

Riverside Police Chief Thomas Weitzel released data regarding major crimes committed during the first half of 2017 on Aug. 15, which shows reports of such offenses are down sharply compared to the first half of 2016. The mid-year report includes the eight categories included in the Uniform Crime Report, which every police agency in the state compiles and submits annually to the Illinois State Police. Crime categories include both violent and major property crimes, including homicide, criminal sexual assault, robbery, aggravated assault/battery, burglary, theft, motor vehicle theft and arson. The report does not include most misdemeanors or drug-related offenses, nor does it include data for arrests related to impaired driving. According to the report, major crime incidents were down 36.2 percent during the first six months of 2017 compared to the same period in 2016. During the first six months of 2016, there were 91 reportable incidents in Riverside. But through June 30, 2017, Riverside police reported just 58 such incidents, with marked decreases in burglary and theft, two categories that typically drive the village’s crime numbers.

Burglary reports dropped from 13 in the first half of 2016 to just two in 2017, while thefts fell year over year from 64 to 50. Weitzel credited at least some of the decrease to an initiative, now about a year old, where police officers hang placards on residents’ front doors whenever officers observe something that would attract criminal activity. The bright yellow hang tags are used particularly by officers on the night shift, when most vehicle break-ins and garage burglaries take place. If an officer spots an open garage door or toys or bikes left in the front yard or driveway, the officer will fill out a hangtag describing the residents’ possible exposure to crime. Weitzel said the village’s police officers are directed to close open overhead garage doors if they can and leave a hangtag letting the resident know about the situation. In addition, during the daytime hours, Riverside’s community service officer has on occasion left hang tags at houses in a certain area that may be experiencing a rash of vehicle burglaries, for example, to help residents prevent more incidents. Whenever a police shift finds itself with more than minimum staffing, said Weitzel, the department will deploy officers on bicycles and in an unmarked squad car to cover more ground. “We have been doing more residential patrols and are encouraging officers to get out of their cars and have contact with people,” Weitzel said. The police department has also begun tracking the use of the hangtags, said Weit-

zel, where officers document when and where they’re used. The hangtags are the result of a $1,000 donation from a Riverside resident, said Weitzel, who wished the money could be used on crime prevention programs that benefit the whole community. “We purchased the door hangers with her money,” Weitzel said. Riverside also saw a drop in the number of aggravated assault/battery cases, from

11 in the first half of 2016 to five through June 30, 2017. Weitzel credited part of the drop to the village’s policy of having police officers file charges against those suspected of domestic battery in cases where there are obvious signs of injury to the victim. Anyone arrested for domestic battery cannot immediately post bail. State law requires anyone charged with domestic battery to appear before a judge in bond court. While domestic battery cases often end up being dismissed for lack of prosecution, said Weitzel, “it’s better than leaving an abuser in the house overnight.” Serious violent crime was almost nonexistent in Riverside during the first half of 2017. While there were five assault/battery reports, there were no reports of homicide, sexual assault or robbery. There were also no motor vehicle thefts, a category that some suburban Chicago areas have seen increases in this year. Weitzel noted that arrests were also down about 23 percent in the first half of 2017. Part of that decrease, Weitzel said, was due to a change in Riverside law that made possessing up to 30 grams of cannabis a local ordinance violation and not a criminal offense. The fine for possessing up to 30 grams of cannabis in Riverside is $150. In June, Weitzel also reported that the number of impaired driving arrests in Riverside had fallen sharply year over year. The total number of arrests for driving under the influence of alcohol and/or drugs during the first six months of 2017 was 53, compared to 77 during the same time period in 2016, a reduction of 31 percent.

Brookfield police cite two for BB-gun shootings Five teens hit by pellets in four July incidents By BOB UPHUES Editor

Brookfield police have cited two local teenagers they say were involved in a series of BB-gun shootings during the month of July. Police reported four such incidents in which five people were struck by BBs – one of them in the face -- between July 10 and July 27. No one was seriously hurt, but the victims of the shootings were “understandably terrified” by the incidents, said Deputy Police Chief Edward Petrak, who announced the arrests on Aug. 18. According to Petrak, both were given citations for violating local ordinances regarding disorderly conduct and assault. An 18-yearold Brookfield resident was given eight such tickets (two for each incident), because he reportedly was involved in all four incidents,

three of them simply as the driver, police said. Police also cited a 15-year-old boy for disorderly conduct and assault for his alleged involvement in one incident. The two will appear before the local adjudicator on Sept. 14. Fines for the offenses range between $500 and $750 per offense, said Petrak. The village could also ask the adjudicator to order the teens to participate in community service. The first incident was reported July 10 at 10:25 p.m., when an 18-year-old Brookfielder said he was walking in the 3500 block of Grand Boulevard when he was struck four times in the legs by pellets fired from a black vehicle. On July 12 at 6 p.m., a 15-year-old boy told police he was sitting with friends on a bench in the 9100 block of Broadway Avenue when a clack vehicle drove by. Someone inside car fired a BB gun at him, hitting him in the right cheek. A 14-year old boy riding bikes with three

friends near Lincoln School at about 9 p.m. on July 17 said a dark-colored car stopped and someone inside fired a BB gun at the group. The 14 year old was hit twice in the legs by BBs, police said. And on July 27 at about 9 p.m., two teenage boys reported that they were riding their bikes when both were hit multiple times in the arms and legs by BBs shot from a black sedan at the intersection of Garfield and Maple avenues. While police could have charged the 18 year old with a criminal misdemeanor and could have petitioned the 15 year old to juvenile authorities, they decided to issue local ordinance violations, instead. Petrak called this particular case a “gray area,” because the evidence police had in hand was limited. None of the victims could positively ID the offenders, and all police had was grainy surveillance camera footage from outside Lincoln School, where the July 17 incident happened. Brookfield police set up surveillance to try

to catch the offenders in the act, but once they received the video evidence and got a tip on the name of someone possibly involved, they decided to act before someone was seriously hurt, Petrak said. On Aug. 9, police visited the home of the 18 year old and talked to a parent, who confirmed the car in the video might belong to his family and that his son did own an Airsoft gun. “The parents were extremely cooperative to help get this resolved,” Petrak said. Police visited the home again on Aug. 14 to interview the 18 year old, who reportedly confessed to being involved in the four incidents. “It’s a relief for us to have this resolved,” Petrak said. “While these four incidents all involved an Airsoft rifle, out victims, many just young kids walking and riding bikes, were understandably terrified by the experience. They weren’t sure what [the offenders] were shooting at the time, and the panic and reactions could have easily caused further injuries to our young victims.

In a move to more closely adhere to classsize policy and to avoid transferring students, the Riverside Elementary School District 96 Board of Education last week voted 6 to 1 to approve Superintendent Marth Ryan-Toye’s recommendation to create two new class sections at Central School this year. With school starting on Thursday, one additional section of second grade and another section of third grade were created at Central. The move came after many Central School parents had urged the district to take steps to reduce class sizes at Central, particularly in second grade. With the two new sections, all second and third grade classrooms at Central will conform to the district’s class-size guidelines of having no more than 20 students in kindergarten through third grade. “I completely support this decision,” said Central parent Wendy Docktor, who has led the charge to reduce class sizes at Central. “It’s evident that everyone cares about all our students.” Earlier this summer, Ryan-Toye and the school board had considered transferring some students new to Central School to Ames School to balance out enrollment. But ultimately they decided that it made more sense to squeeze in two new classrooms at Central. There will now be four sections of second grade and four sections of third grade at Central School. Current projections indicate that both those grades will have two sections of 18 students and two sections with 19 students. At Ames School, the three second-grade sections are projected to have 17 students each while the three third-grade sections are projected to be at 21 students each. At Blythe Park School 22 students are projected to be in the school’s only second-grade class, while 23 will be in the third-grade class.

Hollywood School, like Blythe Park a one-section-per-grade school, will have the largest class sizes in the district, with 23 second-graders and 24 third-graders. The school board unanimously approved class-size waivers for kindergarten through third grade at Hollywood, second through fifth grade at Blythe Park, and first and third grade at Ames. Two new teachers, both with about five years of teaching experience, were hired late last week to teach the new sections at Central School. The total cost of adding the new sections at Central will be between $114,000 and $183,000. “It just seems like we’re spending a heck of a lot of money on Central,” said board member and Hollywood resident David Barsotti, who cast the only vote against creating the additional sections at Central. “It seems like we should be doing something for the other schools. I think all of our schools should be treated the same way.” Hollywood School Principal Kim Hefner and Blythe Park Principal Casimira Gorman said they were confident that their teachers could handle the larger class sizes at their schools. “The most important factor is the quality of the teacher,” Hefner said. Hefner will be assigning teacher aides full time to Hollywood’s first- and thirdgrade classrooms and half time in second grade. Gorman said she will wait until after the first week to school to determine how to deploy her teacher aides. Central School will be jam packed this year. The two new classrooms at Central will be created by moving the gifted program to the third floor, displacing a special education office and technology staffers. One special education secretary will move to the district office, and the technology staffers are being moved to the stage craft room behind the Hauser auditorium. Another classroom will be gained by moving two special education teachers to what had been a conference room.

Students strained to get glimpse of the sun and when the clouds scattered a bit they saw the partially obscured sun look like a crescent moon. “I only saw like portions of it,” said junior Alyssa Parris. “It was mostly cloudy.” Science teacher Lori Sullivan, who helped organize the event, was disappointed by the sky cover but looked on the bright side. “I was a little disappointed that it was cloudy, but the rain held off so I was happy about that,” Sullivan said. “There was a lot of excitement this week and even the end of last week about doing that.” At the Riverside Public Library 40-50 people gathered to watch the eclipse. The library had handed out a limited number of eclipse glasses last week and library staff helped sun-gazers build pinhole viewing devices from cereal boxes and shoeboxes. “It was fun,” said 9-year-old Elli Barsotti. “I looked through a cereal box. I saw a little crescent moon shape. I could see some of the clouds covering it so it wasn’t as crescent as I thought it was going to be. I thought it was going to turn pitch black but it didn’t.” Cathleen Weimer of Riverside didn’t un-

derstand what all the fuss was about until she saw the eclipse. “It was better than expected because I didn’t really have a lot of expectations,” Weimer said. “I didn’t really get what a big deal it was until it happened.” Her friend, Michelle Sattler, bought some eclipse glasses at the Riverside Swim Club Monday morning and viewed the eclipse from Weimer’s patio. Once again this year, as predictably as the change of seasons, I am being peppered with familiar late-summer inquiries: “Is it too late to plant? Should we wait until next spring?” Those questions allow me to dispel the misconception that if you do any planting in the fall, there will not be enough time for the plants to establish and they will suffer. In fact, fall is considered the best Scott time for planting. McAdam Jr. Here’s why: The root system does not go dormant like the above-ground portion of a tree or shrub. There is little energy demand for the above-ground stems, so almost all of that energy is directed toward root growth. A well-established root system provides an excellent foundation for water and nutrient uptake, come spring, for optimal growth. There is decreased pressure from drought stress. Because the daytime highs and nighttime lows are cooler, the evaporation rate is much lower and allows the soil to maintain moisture following planting.

n oak tree as old as Riverside’s founding came down in a storm last year. Now, paying respect to our history and the power of re-use of a profound resource, that glorious tree has been remade into the governing tables for our town. As Editor Bob Uphues and staff photographer Alexa Rogals documented last week in a field trip to a sawmill and wood crafter up in Woodstock, that 160-year-old oak was saved from the chipper by Village Forester Michael Collins and a supportive administration and village board. Together they saw the wholeness in remaking the tree into stunning new tables that now serve as the village board’s council table. This is one of the great stories where Riverside’s heritage and history — a place the town sometimes gets stuck in — are happily fused with a forwardlooking village government.

Komarek’s moms upgrade recess

Normally we measure school improvements by the millions, as bond issues raise money for building additions and wholesale renovations of aging spaces. But last week the Landmark had a story out of Komarek School that was driven by a handful of moms, supported by the school board and basically paid for by donations from a few local business people. The result is that Komarek kids come back to school this year with their boring blacktop play area now featuring hopscotch and a batch of other paintedon activities. The bike racks have been spray painted to match the colors on the playground. Mulch has been spread around the trees. New play balls, jump ropes and other outdoor toys have been donated. All this because a few moms noticed when they picked up their kids that the playground needed some loving care and imagination.

Drinkers get a Lyft There is not a town in all of Chicagoland that puts more focus on driving drunk than Riverside. It is a top priority for Chief Tom Weitzel and his colleagues on the force. And in recent years it has shown in the rising number of arrests for impaired driving in Riverside. That is, until this year. In the first six months of 2017, arrests for drunk driving are down by 31 percent in Riverside. That’s not the result of shifting focus to other issues. Rather, says Weitzel, his midnight shift officers attributed the drop in arrests to drunk drivers who were still sober enough to call for a ride share rather than climbing into their own cars. So that’s good news. But Weitzel, one of the more innovative chiefs we’ve encountered, decided to build on a good thing. The result is that Riverside has entered into a small partnership with Lyft. Local restaurants and bars and local police now have discount cards they provide to potentially overserved patrons that gets them a half-off ride via Lyft. Smart policing. Smart public policy. Look for this idea to spread.

Dems in Brookfield

Party politics in the suburbs is organized around townships. So there is a Riverside Township Democratic Party and one for Proviso and Lyons, too. Same holds on the Republican side. But if you are a Democrat in Brookfield, a village split among all those townships, it might be a little harder to rally the troops. That has led Christopher Crisanti, a young Brookfield native just back from grad school, to attempt the formation of the Democratic Party of Brookfield. He has the backing of the Democratic committeemen from the enveloping townships and will work with them. A worthy effort.

Central School bell was more than a school bell

W

hen was the school bell just a school bell? In the case of the school bell atop Central School in Riverside, it also served as a signal to sound there was a fire in town and for all firemen to get to the firehouse. This interesting bit of history came from Riverside Fire Department Deputy Chief Bill Sherman, who has become an unofficial historian of the department following its 100th anniversary in 1998. A lifelong resident of Riverside, Sherman is a wealth of knowledge. The story of the bell was discovered when members of the fire department were on the roof of Central School and saw the writing on the bell which was still visible: “Public School 1897.” Further investigation and research of old newspaper clippings told more of the story. When a fire occurred, some member of the department would run and sound the bell to alert the volunteers and then run to the fire station. The department was formally established in 1901, and in 1996 it was changed to become the Riverside Department of Fire/Rescue and Emergency Services. Members of the department live close, with many of them being residents. Sherman

and Fire Chief Matt Buckley are lifelong residents. It was interesting to learn how the department has evolved and about its service to the residents and neighboring communities. Many of the stories come from newspaper articles that appeared in the Riverside News, the first local paper to serve the area, owned by the late Herb Bassman. ■ The date has been set for the Person of the Year Dinner, sponsored by the Riverside Township Lions Club. The event, honoring Joe Ballerine, is to be held on Wednesday, Sept. 20, at the Riverside Golf Club, located at 2300 Desplaines Ave. in North Riverside. Cocktails (cash bar) will begin at 6 p.m., and dinner will be served at 7 p.m. Tickets are priced at $45 and will be available after Labor Day at Riverside Bank and Riverside Public Library. Reservations and tickets must be paid for in advance. No tickets will be available at the door. Reservations are due by Sept. 14. For further information, call JoAnne Kosey (that’s me!) at 447-5219. Trump simply telling it like it is I have come to the conclusion that President Trump is subjected to constant attacks because he chooses to be honest and tell it like he thinks it is, something the citizens of the United States apparently cannot handle from a politician. They are too accustomed to having their ears tickled by elected officials who for decades have chosen to tell the people what they want to hear and not what they need to hear. Politicians cannot be honest if they wish to appease a broad constituency. They choose to hide behind a cloak of political correctness out of fear of offending somebody or special interest groups. They speak in broad generalities about real issues and wax poetically with meaningless drivel about current events.

Like him or hate him, President Trump deserves our respect for having the intestinal fortitude to break the mold of the politician who is in office to appease the masses with lullaby rhetoric. Political correctness corrupts honesty, freedom of speech, and the very fiber of what made America great. When we, as a nation, come to the point where we can’t handle the truth, can’t tolerate differences of opinion, or can’t think beyond the vast wasteland of social media, our land will no longer be the USA. It will be rebranded the USSR (Union of Soviet Socialist Republics). The name is available, right?

Ralph Harlander, 54 Prolific volunteer Ralph William Harlander, 54, of North Riverside and formerly of Berwyn, died on Aug. 18, 2017. Born on Oct. 7, 1962, he graduated from Roosevelt University’s School of Journalism and was a sales representative for a manufacturing company. He was an active volunteer for many causes, including West Suburban Special Recreation, primary leader of All Weather Friends, fundraiser for the Army, RALPH HARLANDER Salvation member of NAMI Center, and a longtime member of the Thursday Evening Club. Ralph was the husband of Maria Harlander (nee Becerril); the son of William Harlander and the late Ramona Harlander (nee Hibner); the brother of Karen Harlander;

the brother-in-law of John (Nydia Campos) Becerril, Robert (Jaime Green) Becerril and the late Rebecca Akhondi; and the uncle of Magdalena, Olivia and Julian Becerril. Visitation was held on Aug. 21 at Hitzeman Funeral Home & Cremation Services, followed by a funeral Mass on Aug. 22 at St. Cletus Church, with private interment at Forest Home Cemetery.

Bryant-led Lions ready to roll

LTHS features a mix of stars, newcomers set to compete with Class 8A’s best BY MARTY FARMER Sports Editor

It’s never easy winning a West Suburban Conference Silver Division championship, let alone a state title in Class 8A high school football. Fresh off an 8-3 season and with 12 returning starters, Lyons Township has the pieces in place to realistically make a run at both lofty goals. Last year, Hinsdale Central won the conference title outright, with typical conference kingpin Glenbard West, always dangerous Oak Park and River Forest and the wellregarded Lions tying for second. “One of the usual suspects will end up at the top of the conference,” BEN BRYANT LTHS coach Kurt Weinberg said. LTHS QB “We have a lot of the pieces to the puzzle. It’s really just a matter of fitting them together.” For what it’s worth, the Lions host fellow 2016 conference runner-ups OPRF and Glenbard West at home. If you’re wondering about the field of teams in the Class 8A playoffs, it’s even tougher. Despite a challenging schedule, LTHS has cause for opti-

mism due to a plethora of playmakers on both sides of the ball. The talent starts with senior quarterback/three-year starter Ben Bryant. The 6-foot-3, 195-pound senior committed to Wisconsin initially but his scholarship was taken away after Byrant tweeted he received a scholarship offer from Georgia. With the recruiting drama behind him, Bryant appears poised for a stellar senior campaign. According to Rivals. com, Bryant is the top-rated quarterback and 13th best player overall in Illinois. In short, he’s got talent galore. Bryant’s favorite target is senior wide receiver Brandon Fischer. Like Bryant, Fischer is a three-year varsity starter. Not surprisingly, he’s also one of the best wideouts in conference. Senior Nate Rusk is another viable option in the passing game. Led by seniors Kevin Skonning, Charlie O’Connor and Emmett Cushing, the Lions’ offensive line should be terrific.

“We have four of our five big guys up front returning from last season,” Weinberg said. “Most of the offense is underclassmen.” On the other side of the ball, LTHS graduated seven starters. Senior defensive linemen Mickey Brown and Andrew Ezell will anchor the unit. At 6-3, 310 pounds, Brown is a Division I prospect drawing recruiting interest from several colleges. This season marks

his 20th campaign at the helm of the Roadrunners. The zenith for the program is recent, with Nazareth winning state championships in 2014 and 2015. While the Roadrunners’ bid for a threepeat fell short last year, the team still made progress by playing a plethora of young, talented players on both sides of the ball en route to a 6-5 campaign. “We’re a lot like [Joliet Catholic Academy] last year in being that were we very young,” Racki said. Racki praises the Roadrunners’ 2019 class, which developed rapidly on the field last season.

“Our junior class is loaded,” Racki said. “That’s a very deep group of kids.” With all the Roadrunners’ burgeoning talent, a veteran quarterback is essential. With Zach Stevens and Bobby Grimes, Nazareth has the luxury of two capable signal callers. “Last year, Zach [Stevens] was the starter but went down with a knee injury in the third week of the season,” Racki said. “Bobby [Grimes] came in and competed. The competition has been great between those two.” Racki will decide on the starter the week leading into the season opener. Both should be protected well with offensive linemen
