The Lyons-Brookfield School District 103 Board of Education approved a settlement with the Illinois Department of Public Health on Sept. 11 that will reduce the fine the district must pay for violating rules regarding asbestos from $20,000 to $5,000, provided the district abides by the conditions of the agreement. “Five thousand is a lot better than 20 [thousand], so I am happy with the outcome,” said Marge Hubacek, the president of the District 103 Board of Education. “We had fabulous attorneys working on that for us. Snyder, who was the first woman named Riverside Township Person of the Year in 1990, had lived pretty much full time in Florida for the last couple of years of her life, after spending winters there for many years. Snyder would go on to be president of the Riverside Chamber of Commerce and president of the Riverside Business Association. Arcade Antiques drew other antiques stores to East Avenue and Snyder for a time appeared in a half-hour “Antiques Roadshow”-type program on RBTV, which she pitched to WTTW-TV. They turned it down. “I wasn’t sophisticated enough,” Snyder said. WTTW wasn’t the only organization to underestimate Snyder’s ideas. In 1987, fed up with uncontested local elections where candidates were chosen in the Riverside Community Caucus, she mounted a remarkable write-in candidacy for village trustee. “The caucus has been picking people for them for years and the town has deteriorated, and I think people wanted a change,” Snyder told the Chicago Tribune, which called her win “the upset of the day.” Snyder, who announced her candidacy in February, just two months before the election, campaigned vigorously. She sent campaign brochures to every in Riverside, including a pencil in every envelope. “I remember sitting at the table stuffing pencils into envelopes,” said Mooney, who was 17 at the time. Snyder ended up placing first in the election, ahead of all three caucus challengers. “She was not a typical mom,” Mooney said. “She taught me the art of putting passion and love for people before everything else. “She always had a positive attitude about things. Her whole life, she was driven.” Snyder was the wife of the late Donald; the mother of Robin (Daniel) Mooney; the stepgrandmother of Jennifer (William) Davis and Kiley (Alexander) Stojanoff; the greatgrandmother of Emaleigh and Colton Davis and Nolan Stojanoff; the sister of Stephen J. Kabala; and an aunt to many nieces and nephews. A celebration of Snyder’s life will be held on Friday, Oct. 6 from 2 to 8 p.m. at Ivins/ Moravecek Funeral Home, 80 E. Burlington St. in Riverside. A funeral Mass will be celebrated on Saturday, Oct. 7 at 10:30 a.m. at St. Mary Church, 126 Herrick Road in Riverside. Riverside commission mulls video gambling Sept. 14 Economic Development Commission tasked with making recommendation

By BOB UPHUES Editor Video gambling and whether to recommend allowing it in the village of Riverside will be up for discussion by members of the village’s Economic Development Commission at their next meeting, which is scheduled for Thurs day, Sept. 14 at 7 p.m. in Room 30 of the River side Township Hall, 27 Riverside Road. Video gambling emerged as a contentious issue in 2015 after a pair of restaurateurs broached the subject of allowing the gaming devices in their businesses. Riverside’s code expressly prohibits the machines, which were

allowed by state legislators in 2012. While a number of Illinois communities, including nearby LaGrange, LaGrange Park, Oak Park and River Forest prohibit video gambling machines, most of Riverside’s neighbors allow them. And some municipalities, like North Riverside, have embraced the idea—and the resulting revenue the devices bring in. In addition to getting one-sixth of the 30-percent tax the state of Illinois imposes on net income from video gambling, municipalities have been creative in finding additional revenue streams related to the devices. For example, even though non-home rule communities like North Riverside are limited by state law from charging a licensing fee of more than $25 per machine per year, they can regulate the businesses themselves in different ways. North Riverside has welcomed gaming parlors, which often have friendly, non-threaten-

ing female names such as Betty’s and Anna’s and Lacey’s. But such establishments, where the sale of food and alcohol is incidental to the gambling, pay a premium for their liquor licenses. The annual fee for a full liquor license for a gambling parlor in North Riverside is $12,000. A license to serve just beer and wine in a gambling parlor is $10,000 a year. Presently, North Riverside has four such gambling parlors and has applications in for two more. The village also is home to a gambling parlor tucked inside a gas station minimart. Those five businesses are the top five video gambling revenue generators in North Riverside. In 2017, through July, North Riverside had realized $114,214 in revenue from video gambling and is on track to collect about $200,000 by year’s end. In all of 2016, North Riverside collected $167,298 in video gambling tax revenue. A whopping $9.2 million had been pumped into the 53 machines housed within the 11 North Riverside establishments offering video gambling during the first seven months of 2017. While just a couple of Riverside business owners have called for allowing video gambling, the reaction of residents to the idea back in 2015 was hostile. In August, when Village President Ben Sells remanded the discussion of video gambling to the Economic Development Commission, he appeared ambivalent. “I think there would have to be a pretty compelling case made to me,” Sells said at the time.

The head of the Cook County Land Bank Authority says that he’s given the green light for homes to be demolished in Riverside Lawn and that as soon as permits are in hand from the county, houses will begin to be demolished in groups of about four. Rob Rose, the authority’s executive director, told the Landmark last week that he expects demolitions to begin in October, beginning with homes closest to the Des Plaines River. However, there’s one home out of the 21 the Cook County Land Bank Authority has purchased that won’t face the wrecking ball just yet. The stone home at 3744 Stanley Ave., built more than a century ago by Alexander Watson, who was responsible for the development of Riverside Lawn, has gotten a brief reprieve. The Illinois Historic Preservation Agency is requiring the Cook County Land Bank Authority to conduct a more extensive review of the building before it will OK the use of federal funds for its demolition. Watson’s house, which largely survived intact through the decades, was one of four homes on which the state agency asked the county to conduct historic research prior to demolition. Three of the homes have been cleared for demolition. But 3744 Stanley Ave. was different, according to the research done by the Public Service Archaeology and Architecture program at the University of Illinois. Researchers concluded that Watson’s house was eligible for listing on the National Register of Historic Places.

The state’s historic preservation agency asked the Cook County Land Bank to see if it would be feasible to physically move the home to a location within Riverside proper. Such an operation would have been impractical, said Rose. “We told them it would not be cost-effective,” Rose said. According to Rose, purchasing a lot in Riverside and then moving the home would have cost the county between $500,000 and $700,000. And the county would not be able to use any of the federal funding it obtained to purchase the flood-prone Riverside Lawn properties for such a purpose. The Illinois Historic Preservation Agency responded by requiring the additional review of the home to see if there are architectural elements from the home that should be preserved. “I fully anticipate after that they will give the go-ahead to tear it down,” Rose said. But it’s going to take about six weeks for that review to be completed, so 3744 Stanley Ave. will be bypassed in the first wave of demolition. Because of its location close to the river, it likely would have been one of the first homes to go. Rose said the county would give notice of the demolitions once the permits are secured from the Cook County Department of Building and Zoning. Once demolitions are complete later this fall, just a handful of homes, most of them closer to 39th Street, will remain in Riverside Lawn, which is an unincorporated section of Riverside Township. The wedge-shaped neighborhood is located south of Riverside, between a bend in the Desplaines River and 39th Street.

Komarek welcomes first black school board member Lifelong Broadview resident chosen to fill vacancy after election

For the first time in its history, the Komarek School District 94 has an African American member of its board of education. Rashida McKelvin, a resident of the Beverly neighborhood of Broadview, was appointed to the Komarek school board in June along with Brian Jicha to fill two vacancies on the school board. Former board member Gina Sierra was elected this spring to the Riverside-Brookfield High School District 208 Board of Education, and Martin DeLeonardis decided not to run for re-election. Incumbents Al Sarro and Jonathan Hoadley were the only candidates to file to get on the ballot. Both McKelvin and Jicha noticed that there were only two candidates on a ballot marked vote for four so they and three others applied to fill the two vacancies created by the departure of DeLeonardis and Sierra. The five remaining members of the school board interviewed the five applicants and chose McKelvin and Jicha, who were sworn in on June 13. McKelvin, 42, is a lifelong resident of Broadview and works as plant finance comptroller for ACH Food Companies in Summit. She obtained a bachelor’s degree in finance from the University of Illinois and an MBA from DePaul.

She ran unsuccessfully for a seat on the park board in Broadview this spring, finishing fourth in a five-candidate field. McKelvin talked to Komarek Superintendent Brian Ganan during that campaign, and Ganan planted the seed for her to consider applying to fill a vacancy on the school board. North Riverside trustees approve monthly stipend Elected officials will get $100 a month to pay village business-related expense

North Riverside’s elected officials next month will reclaim a perk that was taken away from them in 2009 in the midst of a national economic crisis that threw the village’s financial outlook for a loop, forcing officials to take out a $2 million loan so the village could pay its bills. On Sept. 4, trustees voted 4 to 1 to reinstate a monthly stipend for the village’s eight elected officials – the mayor, clerk and six trustees – which they can use on such things as cellphone bills, parking, mileage and any other expense related to their jobs as elected officials. And in reinstating the stipend, trustees also decided to increase it from $80 to $100 a month. “I think it’s necessary,” said Trustee Joseph Mengoni, North Riverside Village

Board’s finance chairman, who spoke to the Landmark via a call to his personal cellphone. “I use my cellphone for everything village-related. “And just the cost of going to these events – the mileage, sometimes you have to pay $40 to park – it all adds up.” Elected officials will receive a $100 check each month beginning in October, which begins the village’s third quarter for its fiscal year. While the stipend is meant to be used for village business-related expenses, use of the funds won’t be tracked, according to Mengoni. In addition to Mengoni, trustees Jason Bianco, Fernando Flores and Terri Sarro voted in favor of reinstating the stipend. Trustee Deborah Czajka voted against the stipend and Trustee H. Bob Demopoulos was absent from the Sept. 4 meeting of the board. “It was strictly personal,” said Czajka of her vote. “I didn’t think we needed it. I don’t

attend many meetings where you need to pay for parking or for tickets.” The stipends will cost the village $4,800 for the rest of the 2017-18 fiscal year, which ends April 30, 2018. The $100 stipend is in addition to the salary each elected official receives. North Riverside’s trustees are paid $4,800 a year, while the mayor and village clerk are paid $6,000 annually. At a North Riverside Village Board finance committee meeting in July, Trustee Jason Bianco raised the subject of increasing salaries for elected officials, something the village board appears likely to do as it prepares its budget for the 2018-19 fiscal year. “I think the board will probably look at that,” said Mengoni. “Salaries haven’t been increased in a long time.” The last increase in elected officials’ salaries appears to have been in the early 1990s.

Elected officials in North Riverside are also eligible to participate in the health insurance program available to village employees. Presently, only one elected official, the mayor, participates in the health insurance plan. It isn’t unusual for elected officials, even in small towns, to be paid a salary, though it isn’t a universal perk. Riverside’s elected officials are not paid. Brookfield’s village president, meanwhile, is paid $9,567 per year, the clerk is paid $6,378 and trustees are paid $5,314. They do not receive any additional stipends. And, since 1993, Brookfield’s village code also has provided for elected officials’ salaries to be increased 10 percent every four years. The last raise followed the election in April 2017. If North Riverside trustees do approve an increase in salary for elected officials next year, it would not go into effect until after the 2019 municipal elections.

District 96 closing in on 2017-18 budget

School district’s fund balance remains strong By BOB SKOLNIK Contributing Reporter

The budget surplus this year in Riverside Elementary School District 96 will be much smaller than in past years. The district is now projecting an operating surplus of just under $360,000 for the 2017-18 fiscal year this year after finishing last year with a surplus of close to $2.4 million and finishing the 2015-16 fiscal year with a surplus of just over $1.8 million. The main reasons for the smaller surplus this year are the minuscule 0.7 percent increase in the consumer price index, which limited the increase in the district’s property tax extension, salary increases and the costs of implementing a new English language arts curriculum throughout the district, according to Rob Holmes, the district’s new director

of finance and operations. Hiring two new teachers right before the start of the school year to reduce class sizes at Central School will cost the district nearly $129,000, Holmes said. The district also recently received word that revenues from the state’s corporate personal property replacement tax are projected to decrease by almost $85,000. Before those two lastminute changes, the district had been projecting a budget surplus of nearly $572,000. The board of education is expected to approve the final budget for the 2017-18 fiscal year at its meeting on Sept. 20. Revenues are projected to be about $27.3 million and expenses are projected to be close to $26.9 million. As is typical for a school district, salaries and benefits account for about 78 percent of the district expenses. According to Holmes’s presentation, which was largely based on work done by former Interim Director of Finance and Operations David Sellers, the costs of salaries and benefits to District 96 employ-

ees rose by 4.9 percent in the last five years while the district’s enrollment increased by 1.8 percent. Revenue from local property taxes account for about 86 percent of the district’s revenues. The district maintains very strong cash reserves and is projected to end the year with a cash balance of nearly $29 million, so the district is in a very strong financial position. Under the new state law passed last month, the district may qualify as a district whose funding base is strong enough to permit 10 percent of the registered voters in the district to place on the ballot a referendum asking to reduce property taxes. Such a referendum could only happen if the district funding level exceeds 110 percent of the new baseline level of what the state considers adequate funding. The state will calculate an adequacy level for each district based upon a new and complicated formula that includes many factors. District 96 Superintendent Martha RyanToye recently attended a meeting where

State Superintendent of Schools Tony Smith spoke. Ryan-Toye said that Smith told administrators that it could take up to a year for the state to calculate the formula for each district. “There are still a lot of moving parts,” Ryan-Toye said. Next year, school districts will be able to increase their property tax extensions by at least 2.1 percent, because that is how much the consumer price index rose last year. This will relieve a bit of the pressure on revenues that school districts have faced this year. The district’s three-year contract with its teachers expires at the end of this school year and a new contract will have to be negotiated. “We will obviously continue to keep an eye on all of our expenses and monitor our revenues, particularly with this potential change in state funding,” Ryan-Toye said. “But most importantly we really appreciate the opportunity to be able to provide high quality education to our students.”

Man stabbed during road rage incident North Riverside police charged a 21-year-old Warrenville man with battery after he allegedly stabbed a 38-year-old LaGrange Park man in the chest during a road rage altercation in the intersection of First Avenue and Cermak Road at about 1:20 a.m. on Sept. 10. The incident was sparked when the alleged offender drove his silver 2003 Mercedes-Benz into the intersection, reportedly against a red light, blocking a westbound Chevy van driven by the victim. The victim reportedly told police he tried to drive around the Mercedes, but the offender turned toward the victim’s vehicle. The victim got out of his vehicle to confront the driver of the Mercedes and, as he approached, he reportedly saw the offender opening up a folding knife. While speaking with the victim, the offender allegedly swiped at him with the knife. The victim responded by punching the offender in the face three times. During the altercation, the offender scratched the victim’s chest with the knife and then penetrated his victim’s chest with the knife before driving westbound on Cermak Road with the victim in pursuit. The victim lost sight of the Mercedes. The victim’s wife, who was a passenger in the van, called 911 and Brookfield police and paramedics responded to assist him at the intersection of Maple Avenue and 31st Street. He was taken

to Loyola University Medical Center for treatment. Brookfield police contacted North Riverside, whose officers were able to locate the driver of the Mercedes at about 2:40 a.m. in Bellwood, where he reportedly was found slumped over inside the vehicle. An open knife was found beside him on the passenger seat. According to the police report, the offender had been driving home from a friend’s house in North Riverside when the altercation took place. The driver of the Mercedes told police he couldn’t remember what had happened, and admitted to drinking beer and smoking cannabis earlier that night. The Cook County State’s Attorney declined to file felony charges against the man, who was charged with battery and aggravated assault.

Heroin antidote revives man after overdose Riverside police officers and firefighters were able to revive a 27-year-old man who had suffered a heroin overdose by administering multiple doses of Narcan, an antidote that reverses the effects of opioids. Police arrived on the scene less than two minutes after receiving a call of an overdose on Sept. 10 at 3:40 p.m. They learned that the

victim had used heroin and administered Narcan. Paramedics arrived at the scene and administered additional doses of the antidote before transporting the man to MacNeal Hospital in Berwyn for further treatment. Each Riverside police squad car is equipped with cases containing Narcan and devices to inject the antidote nasally. The Riverside Junior Woman’s Charity in 2015 partnered with police to fund the program.

Vehicle break-ins ■ North Riverside police responded to the 9100 block of Cermak Road on Sept. 4 after a resident called to report that someone had broken into a vehicle, which was parked in the rear of the property, overnight. According to the report, the offender removed Xanax and Adderall pills, which were left in plain view on the passenger seat. ■ North Riverside police continue to try to locate the driver and passenger of a gold pickup truck who fled from a police officer from the parking lot of the North Riverside Park Mall, 7501 Cermak Road, after a suspected burglary to a Ford van parked there on Sept. 4 at about 1:05 p.m. A police officer a saw man hurriedly get into the passenger seat of the pickup truck, which fled the parking lot at a high rate of speed, weaving around pedestrians and dis-

obeying signs as it made its way to eastbound Cermak Road. Police pursued the truck north on Harlem Avenue, where it drove into oncoming traffic and then made a U-turn in front of a bus on the I-290 overpass, before heading back south and losing police. Further investigation revealed that someone had emptied a bank deposit bag found next to the Ford van. The lock to the van’s door had been forced open. A number of power tools were missing from the van.

Package stolen A resident of the 9400 block of Congress Park Avenue, Brookfield, contacted police to report that a package delivered by the U.S. Postal Service on Sept. 5 was taken from his mailbox. The package contained “Zebra” pens worth about $80, according to the police report. These items were obtained from police reports filed by the Riverside, North Riverside and Brookfield police departments, Sept. 4-10, and represent a portion of the incidents to which police responded. Unless otherwise indicated, anybody named in these reports has only been charged with a crime. These cases have not been adjudicated.

Bob Demopoulos was absent) to waive a requirement in the zoning code that calls for any retail vacancies to be filled by another retail business. “I would love to have retail, but I don’t want a vacant property and this will be a great benefit to the people and the village,” said North Riverside Mayor Hubert Hermanek Jr. The Cook County Board is expected to greenlight the health center at its meeting on Sept. 13. According to information provided by Cook County, the lease is for 10 years. The health center will pay $26,706 per month in rent for the first five years of the lease and $28,050 a month for remainder of the lease. In addition to John H. Stroger Jr. Hospital and Provident Hospital in Chicago, the Cook County Health and Hospital System operates 16 local health centers in Chicago and suburban Cook County. The new North Riverside location will replace a much smaller county health center on Cermak Road in Cicero. The health center is not an urgent care clinic; rather it will provide comprehensive medical care, including pediatrics, adult and family medicine, internal medicine, OB-GYN care and dental services. In addition to 30 examination rooms, the health center will have six dental chairs and conference rooms for patient education, including lifestyle wellness and prevention and exercise classes for patients. “Our services are led by our clinical staff,” said Debra Carey, chief operating officer of ambulatory services for the

The IDPH’s investigation and action against the district came after an evening remodeling project at the district’s administration building kicked up so much dust that smoke alarms sounded and the Lyons Fire Department responded. There was concern that the asbestos may have been dislodged. Maintenance Director Ryan Grace was closely involved in the project, and a Cook County environmental investigator accused Grace of not being truthful when questioned about the incident. The board voted 5 to 0 to approve the settlement. Board members Michael Bennett and Coleen Shipbaugh were not at the meeting.

Cook County Health and Hospital System. “They are targeted to patients coming to the center.” Carey said the health center will operate much like a traditional group practice and will be staffed by between 10 and 12 doctors. Once the health center is established, said Carey, it will have the capacity to handle about 35,000 visits per year. The new health center will roughly triple the size of the present clinic in Cicero, which has just nine exam rooms. The North Riverside location also has more convenient parking and is accessible via public transportation. “The footprint really works for us, with services on one level and connected together,” Carey said. The health center will serve all patients, regardless of income, said Carey, from those with private health insurance, Medicare and Medicaid to the uninsured.

The health center will also employ counselors that can help patients find out what health benefits they may be eligible to receive. It will take roughly a year for the health center to receive all necessary state approvals and complete the buildout. When completed, the health center will occupy about half of the old Sports Authority space. The owner of the shopping center continues to market the other half of the space, Hermanek said. At one time, said Hermanek, the village had an inquiry from Chuck E. Cheese’s, the kid-focused family entertainment and restaurant chain, but those plans never materialized. “We never got anything from them, but I can’t think of anything better than a health facility,” Hermanek said. “I think it’s great for the village.”

The settlement was approved at the board’s committee of the whole meeting. Typically, a committee of the whole meeting is limited to discussion and no votes or final action are taken. But Hubacek said that if an action item is placed on the agenda, final action can be taken at a committee of the whole. “We posted it as an action item,” Hubacek said. Earlier in the meeting, the board approved hiring a special education teacher and health aide at the George Washington Middle School and a secretary at Costello School. The board took no action on the last item on its agenda, which was labeled as approving the superintendent’s recommendation “to separate from employment with administrative staff member.” The administrative staff member referred to in the proposed motion is believed to be Grace, who was suspended with pay late last month after not participating in a meeting where he was going to be questioned by the district’s lawyer about the February construction incident and asbes-

tos issues. The school board met in closed session for nearly 75 minutes before approving the settlement with the IDPH and announcing that it would not take any action on terminating the contract of the administrator. Neither Hubacek nor Superintendent Carol Baker would confirm that Grace is the administrative staff member referred to in the proposed motion listen on the agenda. “That’s personnel; I’m not at liberty to talk about that,” said Hubacek when asked why the board took no action on the matter. Baker said that Grace remains suspended with pay. Grace has not appeared at a board meeting since May. He received a new one-year contract on May 31, but many board members have made no secret of their desire to oust him. Board members Joanne Schaeffer and Shannon Johnson voted against giving Grace a new contract, while Hubacek and board member Sharon Anderson only grudgingly voted to give Grace a new contract.

ou could say the real gem in Arcade Jewelers was the proprietor herself, Kay Snyder, who passed away recently but leaves pages that can be added to the book of Riverside. Her business, Arcade Antiques moved from building to building in Riverside and gradually did away with the lovely furniture and lighting that she sold and settled on jewelry. Eventually, her daughter Robin Mooney took over the business, having learned much from her mother about dealing with customers and handling quality merchandise, something Kay strived to have in her stores. Going into the store was an adventure. While one may have come for one thing, it was easy to walk out with a lovely piece of jewelry highly recommended by Kay. She was a sweet woman, a strong woman and one who knew when to call a spade a dirty shovel. Her love of the village prompted her to take on the establishment, the Caucus in Riverside and run as a write-in candidate for Riverside village trustee, not an easy task. It was then people learned how to do a write-in, and they did it so well that Kay Snyder was elected to the village board in 1987. She was a very good trustee and after her four-year term was up she was slated by the Caucus for another term. She was a generous person and many organizations benefitted from the many items she gave as raffle prizes, which were always sought after. Her generosity extended in other ways as she shared her knowledge of antiques and jewelry and had a popular show on RBTV. She was named Riverside’s Man of the Year in 1990, the first woman to be so named. Now the title is Person of the Year. Thanks Kay, for breaking ground in another part of Riverside. She attended most of the dinners, as her health permitted, and if she was in town she often gave the honoree a gift. I will always treasure the bracelet I received, and wear it often, particularly at the Person of the Year dinner. Personally, I have missed Kay since she has been in Florida, and I will miss our talks -- the two Nazareth girls reminiscing, sharing opinions and solving local and world problems. Arcade Antiques is gone now after 40 years, but it leaves many memories and a legacy continued by Robin Mooney, who learned from the best. Kay Snyder was a jewel herself, a real treasure not to be forgotten.

Costly decisions

T

here was some good news – well, as good as being in violation of the state’s rules on asbestos can be -- out of Lyons-Brookfield School District 103 on Sept. 11. The state’s Department of Health agreed to lower the fine it was going to impose on the district for longstanding asbestos reporting and training violations from $20,000 to $5,000. That agreement, of course, comes with the stipulation that the school district comply with all aspects of asbestos reporting and training in the future, something we trust the administration will do. Of course, the way to make sure that happens is to have qualified people in place. That continues to be something of an issue, apparently, related to the maintenance department, whose chief has been on paid administrative leave since late August. The school board appears ready to cut the cord with the maintenance director, a close friend of Lyons Village President Christopher Getty and a former Lyons Public Works employee, who was hired in 2016, when the school board’s majority had Getty’s backing. It’s unclear exactly what the hold-up is, but the taxpayers of District 103 have paid an awful lot of money for highranking administrators not to show up for work during the past year. This will get sorted out eventually. In the meantime, this is a replay of the situation last fall, which saw the district’s business director get paid to stay home for six months before officially making a break. The separation agreement paid her close to $30,000 more as a severance package. At the same time, the school district had to hire an interim business manager on a part-time basis, for another $60,000. That’s the cost of a school district becoming a playground for politicians who want to extend their reach by rewarding loyalists instead of making sure taxpayers get a professionally run organization. We’re glad those days seem to be over, but it’s been an expensive lesson for the hard-working folks who pay the taxes that fund the schools in District 103.

Winning a write-in election is darn near impossible in the first place. Winning and receiving the most votes in a field of candidates backed by an organization? You have to be kidding. That goes to show you just what a force Kay Snyder could be. She was tough, smart, determined and fearless – and set off those attributes with a disarming, often “blue” sense of humor. Once you met Kay, you didn’t forget her. It’s not at all surprising to us that she won the hearts of Riverside voters and an election against establishment candidates. Of course, she did. Riverside has lost some giants in the past year or so, and Kay stands among them. Riverside will certainly miss her presence and energy – and, of course, all those beautiful antiques.

Opinion Speak through actions now on climate solutions

W

e need to talk about Harvey and Irma. They have brought us destruction, loss of life, and pain and suffering. We don’t debate that these things are real. There should be no debate, as a result of our common humanity, that we need to help ease the destruction, loss of life, and pain and suffering of future storms. What we need to do now is to speak through actions. Actions like placing emergency generators on an upper floor rather than the ground floor so that when flood waters inundate large areas as they did in Houston, the generators have a much greater chance of operating as intended during the emergency. Actions like balancing the amount of paved and nonpaved ground surfaces so that rain and floodwaters can infiltrate the ground, leading floods to recede much faster. These are just two examples of the kinds of things architects and planners are recommending for implementation as part of a broader resiliency strategy for our communities. Make no mistake about it, the impact of these actions is small and incremental; there are no big and game-changing solutions. But additionally, let’s not forget about the power of the small and incremental actions we take when we are active as dutiful citizens. Governmental policymakers have the biggest opportunity for accelerated impact, since prudent and responsible codes and standards benefit all and remove the temptation to forgo safeguards. These policymakers are chosen and sent to work by the citizens who vote. If you are a voting citizen, you are their boss. In light of hurricanes Harvey and Irma, it is important

to recognize that Florida is on the cutting edge of responsible political engagement via the Climate Solutions Caucus of the U.S. House of Representatives. The caucus was founded in February 2016 by South Florida representatives Carlos Curbelo, a Republican, and Ted Deutch, a Democrat. The most innovative aspect of the Caucus isn’t its content, but rather its procedural rules for membership: representatives must find a colleague across the aisle to join as a bipartisan pair. Today, the caucus consists of 52 members -- 26 Republicans and 26 Democrats. This model, organizing in a non- or bipartisan way first, committing to reason and prudence second and getting into the specifics of policy last – represents true leadership in Washington and is a powerful guide for the urgently needed way forward in responsible politics. One way to help ease the pain and suffering of current and future storm victims is to call your U.S. House representative this week to encourage him or her to join the bipartisan Climate Solutions Caucus. In Illinois, only two of 18 lawmakers, Rep. Rodney Davis (R-13th) and Rep. Dan Lipinski (D-3rd), have joined so far. They are true leaders and deserve credit for their courage in joining across party lines; 16 representatives to go. Storms don’t care which party you are voting for – but you should care who you are the boss of. Contact your employee and tell him or her what is important to you and your children. Budget not the only story at RBHS I was interested to see the article from the Aug. 23 issue titled, “RBHS working to narrow 2017-18 budget deficit.” The article went on to describe how the budget at RBHS is near balanced and gave Dr. Skinkis a chance to repeat that point several times. As a citizen who pays taxes, I am glad the budget is nearly balanced and I understand a number of circumstances have made that more difficult in recent years. However, I believe the Landmark did not live up to its reputation of telling the public what it needs to know. RBHS class size has risen from a mean of 20.8 in the three years of 2008-10 to a current mean of nearly 26 in academic classes. Few educators disagree on the fact that larger class size results in poorer education.

It is hard to know how much this has contributed to the drop in the college-readiness of RBHS students as measured by the state-mandated ACT, which went from 70.6 percent in 2011 to 60 percent in 2016, but it is hard to believe it does not play a part. A larger student-teacher ratio is also probably the reason that certain classes, like Pre-Engineering Advanced Drafting and others, are not offered every year so only students in every other graduating class will have a chance to take them. The public needs to know that while the budget may be nearly balanced at RBHS, despite all the spending on capital improvements, an education at RBHS may come up short.

Unbeaten Bulldogs rout Ridgewood RBHS cruises to Senior Night victory with balanced performance

he Riverside-Brookfield High School football team has to be pleased with its progress three games into the regular season. Sure, the team’s 3-0 record is the bottom line, but it’s the way the Bulldogs have won that’s been most impressive. RBHS is getting it done in all three phases, as the offense, defense and special teams have all contributed to a perfect start. A third of the way through the season, RBHS has outscored its opponents 111-28. The Bulldogs’ 35-7 win against visiting Ridgewood on Friday served as the latest evidence that RBHS appears for real this season. “We had a very solid performance,” senior linebacker Anthony Walsh said. “We had a good week of practice and the home crowd helped us succeed.” The trio of quarterback Hunter Hughes, running back Nicolas Del Nodal and wide receiver Stefan Giminski sparked the Bulldogs’ potent offense against the Rebels. Hughes completed 9 of 12 passes for 176 yards and three touchdowns. Del Nodal rushed for 85 yards and a TD on 12 carries, while Giminski caught four passes for 90 yards and a pair of touchdowns. Senior wide Devin Moody chipped in two receptions for 56 yards and a touchdown. The Bulldogs rushed 28 times for 143 yards overall. Defensively, RBHS dominated the action as well by completely shutting down the Rebels’ running game. Ridgewood rushed for minus-27 yards. Senior Jeff Bills led the way with 6.5 tackles, 2.5 sacks and an interception. Anthony Walsh (6.5 tackles, sack) and Zach Vaia (2 tackles, interception) also played key roles. On special teams, Joey Quarino had a fumble recovery on a Ridgewood punt return. “It shows how much talent we have on the team,” Giminski said. “Staying disciplined makes us even more dangerous on a whole. All we do is take it one week at a time. Our mindset is that we always try to go 1-0 every week.” In Week 2 action, the Bulldogs defeated host Wauconda 43-21 on Sept 1. Del Nodal had a stellar performance with 20 carries for 118 yards, 2 receptions for 18 yards and a 67-yard kickoff return for a touchdown. Chris Doherty added a 52yard touchdown run and Hughes finished 12-for-17 passing for 184 yards. RBHS (3-0) visits Aurora Central Catholic in a Metro Suburban Conference crossover matchup on Friday, Sept. 15. Kickoff is 7:15 p.m.

Nazareth defeats Notre Dame The Roadrunners’ playmakers came through during a 2815 win against visiting Notre Dame on Friday. Led by running back Ty Gavin, who had 165 yards on the ground in the first half, the Dons actually led 15-14 at halftime. However, Nazareth junior Devin Blakley returned the opening kickoff of the second half 48 yards. Three plays later, quarterback Zach Stevens threw a 26-yard touchdown

Nazareth tacked on a touchdown with 11:35 left in the fourth quarter to make the score 28-15. Nazareth has excelled this season by using a pair of quarterbacks. Bobby Grimes (9-for-15, 110 yards) and Stevens (5for-11, 50 yards) played well against Notre Dame. Defensively, the Roadrunners shored up their run defense considerably in the second half by holding Gavin to just 25 yards.

Fenwick falls to Montini Statistically, the Fenwick High School football team more than held its own against Chicago Catholic Green rival Montini on Friday, Sept. 8 in Lombard. The Friars had more rushing yards than the Broncos (193-156), total yards offense (325301), first downs (15-12) and time of possession (26:45-21:15). Nevertheless, Montini took the early inside track to the CCL Green title via a 28-7 win. Trailing 14-0 with four minutes left until halftime, Fenwick scored its lone touchdown on sophomore quarterback’s Danny Cronin’s 23-yard touchdown pass to 6-foot-6, 225-pound

wide receiver Michael O’Laughlin. It was a brilliant catch by O’Laughlin, who made a diving two-handed catch to cap off an 11-play, 82-yard drive and make the score 14-7. After Montini tacked on two touchdowns to build a 28-7 lead, the Friars mustered one last scoring threat early in the fourth quarter. Cronin completed consecutive passes of 16 and 35 yards to O’Laughlin and senior running back Jason Ivery ran 21 yards up the middle to set up the Friars at the Montini 8-yard line. Two plays later, Ivery scored on a 3-yard run, but the touchdown was negated due to a false start penalty by Fenwick. Montini built its lead courtesy of a pair of short TD runs in the first half by Jake Karczewski, quarterback Nicholas Orlando’s 72-yard TD pass to Mitch West and a 1-yard keeper by Orlando at 10:43 of the third quarter. Cronin finished 8-for-17 passing for 134 yards with one touchdown and three interceptions. Ivery had 22 carries for 136 yards and O’Laughlin caught five passes for 132 yards. Defensively, sophomore defensive end Jacob Kaminski recorded 6.5 tackles and Jalen Bates added 5.5 tackles and caused a fumble.

RESOLUTION R - 2017 – 1103 A RESOLUTION AUTHORIZING THE LEVY OF ADDITIONAL TAX FOR LIBRARY PURPOSES IN THE VILLAGE OF BROOKFIELD, ILLINOIS WHEREAS, the Board of Library Trustees of the Village of Brookfield has requested the corporate authorities of the Village of Brookfield to levy an additional tax of .02% for certain library purposes, pursuant to Illinois Compiled Statutes, Ch. 75, 5/3-1 (2004); and WHEREAS, this .02% additional tax shall be in addition to the annual levy of .35% allowed for the establishment and maintenance of the library.
