The Riverside-Brookfield Township High School District 208 school board is back to full strength.

After operating with only six members for nearly three months after the resignation of Tom Jacobs, on Sept. 24 Mark Klaisner, the executive director of the West 40 Intermediate Service Center, appointed former RBHS school board member and former board president Mike Welch to serve out the remainder of Jacobs’ term.

Klaisner chose Welch after the District 208 school board could not agree in August on a replacement. In picking Welch, Klaisner went someone who had served on the school board for eight years from 2009 until 2017 and was its president during his final two years.

Richard N. Scheck, a self-made businessman whose five terms as North Riverside’s mayor transformed the village’s political landscape and also bolstered its reputation as a commercial hub of the western sub-

urbs, died Sept. 26, 2021 at the age of 78.

Physically imposing with a personality to match, Scheck was the unquestioned leader of North Riverside from 1989 when he was first elected mayor until 2009 when he retired. His VIP Party dominated local politics during that time and beyond, until its dissolution in 2020.

Even after VIP ceased to exist, its legacy lives on in the North Riverside United Party, which maintained the old VIP board majority with former VIP stalwarts who continued to receive Scheck’s support to the end.

Brookfield Zoo now home to world’s largest gorilla sculpture ‘King Nyani’ is 23 feet long, 8.5 feet tall and an instant Instagram magnet

Brookfield Zoo has plenty of attractions drawing tourists from around the country, but the institution may just have acquired what could be its most popular – certainly its most Instagrammable – attraction.

Since Sept. 17, visitors coming through the North Gate entrance will confronted King Nyani, the world’s largest bronze gorilla sculpture. Weighing almost 2.4 tons, King Nyani (the Swahili word for “gorilla”) lounges on land just inside the North Gate once home to a small landscaped pond.

King Kong-sized at 23 feet long and 8.5 feet high, the great beast reclines on his side, with his right arm resting in front ready to cradle anyone who wants to get up close and personal.

“The engagement has been through the roof,” said Leah Rippe, vice president of marketing and communications for the Chicago Zoological Society, which operates Brookfield Zoo. King Nyani spent much of the past year in Bella Abzug Park in New York City’s Hudson Yards development, where the sculpture was unveiled in August 2020 and immediately became a sensation.

The sculpture was created by Australian artists Gillie and Marc Schattner, who the New York Times has called “the most successful and prolific creators of public art in New York’s history.”

The couple specialize in creating art that inspires the preservation of endangered animals, such as gorillas, whose numbers are threatened by illegal poaching and deforestation of their habitats.

The sculpture, which is located just inside the zoo’s north entrance, measures 23 feet long, 8.5 feet high, and weighs 4,766 pounds.

King Nyani, according to the couple’s website, is part a larger initiative called Love the Last, “a social movement driven by public art to raise awareness, funds and support for endangered animals across the world, encouraging people to take action before we lose these animals forever.”

The sculpture was on display in New York City for nine months, at which time the Chicago Zoological Society learned it was pos-

sible to acquire the artwork – though they’d have to raise quite a bit of money, quickly.

Rippe wouldn’t reveal just how much it cost to purchase and ship the massive bronze object – which turned many heads, Rippe said, during its transport to Brookfield Zoo, uncovered, on a flatbed truck.

The funds came via Brookfield Zoo donors whose identities are being kept anonymous at this time.

“We had a group of donors who wanted to make sure it happened on a tight deadline,” Rippe said. “It all came together pretty quickly.”

In preparation for the new, permanent attraction, zoo buildings and grounds staff filled in the pond with playground material to create a soft surface for visitors who want to approach King Nyani for a photo.

Donors were treated to the unveiling of King Nyani at a private event on Sept. 16.

The sculpture greeted the public for the first time when the zoo’s gates opened the following morning.

While the King Nyani sculpture at Brookfield Zoo is the biggest bronze gorilla in the world on display right now, three identical enormous statues were cast. Brookfield Zoo’s was the first of the three cast, Rippe said.

Of the remaining two, one is headed to the Taronga Zoo in Sydney, Australia, while the other is headed to an as-yet unnamed art museum.

Stolen SUV crashes into woods while fleeing police

The driver of a stolen red 2004 Lincoln Navigator who led police on a high-speed chase before crashing the vehicle into a North Riverside forest preserve was able to elude capture despite a search during which police deployed both a drone and a police dog during the early morning hours of Sept. 25.

A Riverside police officer on patrol at 1:35 a.m. on 26th Street near Westover Avenue reported observing the Lincoln Navigator traveling westbound at 60 mph in a 35 mph zone.

A check of the vehicle’s registration showed it had been stolen out of Cicero on Aug. 21, when its owner had left it running with the keys inside.

The police officer made a U-turn and followed the vehicle to the BP gas station parking lot at 26th Street and Desplaines Avenue, pulling behind the Lincoln Navigator, which then took off at a high rate of speed westbound on 26th Street.

The pursuit terminated when speeds reached 85 mph and approached the stoplight at First Avenue, but the officer continued to follow without lights flashing. When the officer reached the intersection of 26th Street/ Forestview Drive/9th Avenue, where the roadway sharply bends northwest, he reported observing the Lincoln Navigator crashed into the woods.

Other officers arrived to establish a perimeter, but the search was called off at about 3 a.m. without locating a suspect. Police did retrieve evidence from the vehicle after getting permission to search it from the vehicle’s owner.

Slew of car break-ins in North Riverside Police in North Riverside reported that home security video indicated one person may have broken into nearly 20 vehicles during the overnight hours of Sept. 23-24 and Sept. 24-25 principally along 7th and 8th avenues.

The offender targeted unlocked vehicles parked on the street or in driveways and rifled through glove boxes and center consoles, stealing anything of value from sunglasses to loose change to credit cards to two totes containing Civil War memorabilia valued at $5,000.

The Civil War memorabilia was taken from a vehicle parked in the 2500 block of 2nd Avenue during the overnight hours of Sept. 23-24.

The remaining 16 vehicles were burglarized overnight on Sept. 24-25 in the 2300 block of 7th Avenue, the 2400 and 2500 blocks of 8th Avenue, the 8900 block of Forestview Drive and the 2400 block of Forestview Drive.

One victim on 8th Avenue called police at about 4:25 a.m. on Sept. 25 after hearing the overhead door of his garage going up. He reportedly confronted a heavyset man, who fled the scene. The man had taken a key ring holding about 50 keys and the garage door opener from a vehicle in the driveway.

The keys were found nearby, but the door opener was not recovered. Police briefly detained a man, who reportedly matched the description given by the victim, in the 2200 block of 2nd Avenue. The victim was unable to positively identify that person as the offender, police said.

Garage burglary suspects arrested Riverside police on Sept. 20 and 22 arrested an 18-year-old man and a 19-year-old man, both of Berwyn, who they say were caught on home security cameras and a village security camera riding a bicycle stolen from a garage in the 200 block of Gage Road around 2:05 a.m. on Sept. 15.

The victim subsequently told police that he found the stolen bike being offered for sale on an app called Offer Up. Police were able to identify the suspects from the security video and set up a sting by posing as a buyer. They arrested the 18 year old on Sept. 20 as he rode up on the stolen bike and took the 19 year old into custody at his home two days later.

Brookfield residence burglarized A resident of the 4500 block of Sunnyside Avenue called police at about 12:30 a.m. on Sept. 25 after arriving home from work to find that someone had forced entry, ransacked the residence and stole several items.

The burglary happened sometime after noon on Sept. 24, according to the police report, and entry was gained through the front door, which appeared to have been pried open. Various belongings and clothing were found tossed in hallways and stairways.

Among the items reported missing were shoes, two videogame controllers, a jewelry box containing miscellaneous jewelry, a gold ring and three bottles of cologne.

Auto theft in North Riverside A resident of the 2200 block of 17th Avenue, North Riverside, called police on Sept. 21 to report that her 2013 Chevy Equinox was stolen between 7 a.m. and 8:40 p.m. that day.

According to the police report, the victim said she may have left the keys inside the vehicle.

These items were obtained from police reports filed by the Riverside, North Riverside and Brookfield police departments, Sept.

20-26 and represent a portion of the incidents to which police responded. Unless otherwise indicated, anybody named in these reports has only been charged with a crime. These cases have not been adjudicated.

Several apartment developments in and around the downtown Grand-Prairie business district have been the result of that effort with others believed to be in the pipeline.

“We still need to update a lot of the code and provide incentives to the business community to capitalize on economic development opportunities,” Egan said. “But I don’t see those so much as challenges, but as opportunities.”

Egan’s plate will be full when she arrives Oct. 4, said Wiberg, jumping into plan and development review, along with Village Planner Kendra Kuehlem, overseeing the permitting process and more.

“We expect her to hit the ground running,” Wiberg said, pointing to the wealth of development experience Egan was exposed to during the past three years. “In terms of experience, Elmhurst has a lot of economic development going on, and she

was in the middle of that. We hope to tap into that experience.”

In 2014, Egan graduated with a master’s degree in urban planning and green economic development from the University of Illinois at Chicago. She also holds a bachelor’s degree in liberal arts from Grand Valley State University in Michigan.

When she was hired in Brookfield, it was Egan’s first full-time job as a planner. She now has six years of municipal planning experience under her belt.

Egan will also work closely with Cindy Klima, who was hired in July as a parttime economic development coordinator, charged with developing an economic development strategy for Brookfield and providing a roadmap for the village to implement that strategy.

It’s not clear what the future holds longterm for the part-time role, but Wiberg said he expects Egan to partner with Klima on that effort.

“Emily will have a role in creating that economic development plan and develop a logical conclusion for that [effort],” Wiberg said. “What that is remains to be seen.”

Despite court order, LTHS still trying to get funds from TTO School treasurer trustees vote to reallocate $1.2 million from D204 balance

You might have thought that the May verdict in an eight-year long lawsuit between the Lyons Township Treasurer of Schools Office, commonly known as the TTO, and Lyons Township High School might have ended the drama and fighting between the two institutions.

But you would have been wrong. The messy separation of Lyons Township High School and the TTO continues.

Just four months after the verdict, the parties are again back in court fighting about money.

On Sept. 23 just hours after Jay Hoffman, the attorney for LTHS, went to court to try and prevent the TTO board from school district funds still held by the TTO, the two remaining TTO board members voted to reduce LTHS’ remaining funds by a little more than $1.2 million.

There are only two TTO board members because former board member Michael Dickman, appointed as a trustee in July, suddenly resigned the day before the vote.

The TTO board at its special meeting on Sept. 23 voted to reallocate assets among its member school districts, basing their action on a report by TTO Treasurer Ken Getty,

which concluded some districts received too much money while other districts were shortchanged in quarterly interest allocations.

LTHS was the biggest loser in the new allocation, with its account being debited by more than $1.2 million. Some other area school districts gained. LaGrange School District 102, which serves southwestern Brookfield, was credited with an additional $104,620 while Lyons-Brookfield School District 103, which serves southeastern Brookfield, was credited with an additional $64,003.

However, at this time these are only bookkeeping changes. At a court hearing earlier on Sept. 23, TTO lawyers said that they would not touch approximately $6 million in LTHS money that the TTO is holding in two bank accounts.

Lawyers will be back in court on Oct. 6 when Hoffman will likely ask Judge Cecilia Horan to reverse the board’s action or at least to return much of the $1.2 million to LTHS. “We are very pleased the judge agreed with LT’s position that the $6 million in LT funds that the TTO is holding must remain untouched in the two bank accounts until the next court hearing,” LTHS District 204 Superintendent Brian Waterman said in an

email.

During the TTO’s Sept. 23 meeting, which was held virtually, Waterman objected to the TTO board voting on the reallocation, pointing out that the amounts were not listed in the agenda and were not available to the public.

But TTO board Chairman Mike Thiessen called for the vote anyway, saying Waterman should have spoken up during the public comment portion of the meeting.

The lawsuit TTO filed against LTHS in 2013 finally came to an end in May when after a complex trial Cook County Circuit Court Judge Jerry Esrig ruled that LTHS had to pay the TTO $764,789.33 in deferred fees, far short of the nearly $6 million the TTO was asking for.

The verdict was a major victory for LTHS as Esrig rejected most of the TTO’s claims that LTHS had underpaid its share of TTO expenses for years.

Once the case was over and no appeals were filed, LTHS began the process of leaving the TTO, as it is allowed to do by state law.

On July 1 the TTO, which holds and invests money for of all of the school districts in Lyons Township, transferred approximately $41.7 million to the high school but withheld $6 million, which LTHS officials

say is their money pending the settlement of final claims.

At the Sept. 23 meeting, Thiessen said that the reallocation was done to complete the process of LTHS leaving the TTO. “We do have an obligation on behalf of the other districts that are still in [the TTO] to try and bring this to closure as soon as we can,” Thiessen said.

Thiessen also criticized LTHS for going to court to seek a temporary restraining order to block the TTO from taking any money out of the accounts set aside for LTHS. “District 204 is now prolonging a continued expense and waste of taxpayers’ dollars,” Thiessen said. “To do this in the last minute is unprofessional at best and bush league as well.”

The TTO, which spent more than $4 million in legal fees pursuing litigation against LTHS, had four lawyers present during the 30-minute hearing on Sept. 23 before Judge Horan, while Hoffman was the only attorney representing LTHS. After the hearing was over, it seemed that everyone had agreed to leave the $6 million in question in two accounts, one at FNBC Bank and Trust and the other at Countryside Bank.

Entire second grade classroom at Ames quarantined Decision comes after four positive tests in recent weeks

An entire second grade class at Ames School in Riverside has been placed on a two-week quarantine after four students in the 23-student class tested positive for COVID-19.

The first of the four positive COVID-19 cases in the class was identified prior to Sept. 16. Another case was discovered two weeks ago and two more were identified last week. The fourth case in the class was confirmed on Sept. 22, when decision was made to quarantine the entire class.

“We have made this determination in consultation with the Cook County Department of Public Health,” Ryan-Toye said in an email sent to all District 96 families on Sept.

22. “This is being done as a precautionary measure in accordance with the IDPH and CCDPH guidance. All families and students impacted by this have already been contacted and learning will continue remotely for the classroom.”

Ames Elementary School, Riverside Ames School Principal Todd Gierman said students were not told in person that they were going to be quarantined for two weeks. Instead, the school district informed parents, who were left the job of telling their children of the quarantine.

Ryan-Toye said the two cases identified among the class this week were flagged through the weekly saliva testing regimen in District 96, which is optional for families.

Further saliva testing in the class was done before the decision to quarantine the class

was made.

The four cases in the same class are termed an outbreak which leads to a quarantine. There is a possibility that some of students who tested positive were infected by classmates, but Ryan-Toye said she is not sure about that.

Classes for those students will be taught remotely until Oct.7.

There have been more COVID-19 cases at Ames School than at the other schools in District 96 combined. As of the end of last

week, five Ames students in total had tested positive for COVID-19 since school began last month compared to four in the rest of the district combined.

Seven Ames students not in the quarantined class have also been told to quarantine because of close contact with someone who tested positive for COVID-19.

“I want to thank our families for showing patience and grace as we have had to quarantine some students and a second-grade classroom at Ames,” Gierman said in an email to the Landmark. “In recent weeks, we realized that the new COVID-19 variants continue to impact us. The safety of our children is always our top priority, and particularly now, as we still face the ongoing challenges of COVID-19. I want to assure our families that we are carefully monitoring COVID-19 and our related health and safety protocols that we have in place at Ames.”

As an added precaution Ames School students have now been a told to wear face masks when they are out on the playground for recess, although that rule has not been extended yet to other District 96 schools.

Lunch is the only time during the school when Ames students are now allowed to take off their face masks. At lunch at Ames students do not sit directly across the table from each other.

Brookfield firefighters promoted to command positions

A

pair of veteran Brookfield firefighters moved up the ranks last month when they were promoted to command staff positions and sworn in during a ceremony at the Aug. 23 meeting of the Brookfield Village Board.

Matthew Dubik, who has been a firefighter for more than 15 years, was promoted to the rank of captain while Michael Teska, who’s been on the force for 19 years, was promoted to the rank of lieutenant.

Both men have been recognized for excellence and bravery in the line of duty through the years. In 2008, the Illinois State Fire Marshal awarded both Dubik and Teska a Medal of Valor for action taken while fighting a house fire in November 2007.

Dubik was recognized three times by the Brookfield-LaGrange Park Lions Club as their Firefighter of the Year, in 2007, 2008 and 2012, while Teska earned that recognition twice, in 2009 and 2015.

Both are certified in many aspects of firefighting and have taken on a number of responsibilities within the Brookfield Fire Department.

Dubik, who in 2013 earned a bachelor’s degree in fire service management and was named a lieutenant in 2017, is a shift commander and serves as the department’s training officer.

Teska maintains the department’s hose and nozzle inventory and is in charge of buildings and grounds.

National Merit semifinalists named Three students from Riverside-Brookfield High School – Ethan Dimaano, Grantham Gallier and Caroline Marrero -- have been named semifinalists in the 2022 National Merit Scholarship Program.

About 1.5 million juniors in more than 21,000 high schools entered the 2022 competition by taking the 2020 Preliminary SAT/National Merit Scholarship Qualifying Test, with approximately 16,000 named semifinalists.

These high school seniors have an opportunity to continue in competition for approximately 7,500 National Merit Scholarships worth nearly $30 million that will be offered next spring. To be considered for a Merit Scholarship award, semifinalists must fulfill several requirements to advance to the finalist level. About half of the finalists will win a National Merit Scholarship.

“Rich was just a fabulous guy,” said Guy Belmonte, who served as a trustee during Scheck’s first decade as mayor before being named village administrator, a job he’d hold until early 2020. “He was brilliant, a smart businessman who ran the village like a business.”

Scheck grew up in Oak Park, graduating from Oak Park and River Forest High School and then enrolling in 1962 at Washburn Trade School as a pipefitter apprentice, following in the footsteps of his father, Alfred, who was a union pipefitter.

He married Betty Bastyr and the couple had three boys, Mike, Rick and Chris. They would be married for 29 years until 1997, when Betty Scheck died of cancer. In 2003, Scheck married his second wife, Judith (nee Tarantino), who survives her husband.

Judith Scheck and Richard were classmates at OPRF, but they didn’t date at that time. After Betty Scheck’s death, the two reconnected in 2000 when Scheck dined at Tufano’s restaurant, where Judith worked as a waitress.

“He was a nice guy with a great smile,” Judith Scheck said. “It was the best 21 years of my life. I miss him terribly.”

Richard and Betty Scheck founded Scheck Mechanical Corp. in space leased at Unique Plumbing on 47th Street in Brookfield. Two years later, the company would move to a more spacious shop in Justice, and Scheck steadily expanded the business.

In 1996, the business moved to its longtime home on Plainfield Road in Countryside, moving to Westmont in 2016, two years after Scheck retired as the company’s president.

In his 32 years at the helm of the business, Scheck Industries acquired a national presence serving a variety of industries.

Scheck was elected to his first term as mayor in 1989, just prior to the economic boom of the 1990s, where he presided over the expansion of the village’s commercial base north of

Cermak Road and passed along that success to North Riverside homeowners, particularly senior citizens, who benefited from at-the-time novel initiatives like the handyman program, senior snow shoveling service, low-cost rider program and senior programming through the recreation department.

The boom times also brought homeowners a two-decade long property tax freeze, subsidized water and trash hauling services and no-cost vehicle stickers. He established the Mayor’s Scholarship Fund, which provides cash awards to graduating high school seniors seeking to continue studies in college, and provided scores of local high students with summer jobs as camp counselors and seasonal public works employees.

Voters responded enthusiastically, re-electing Scheck to consecutive terms as mayor in 1993, 1997, 2001 and 2005.

“His crown jewel was just what he did for the residents,” Belmonte said. “He was watching out for residents, especially seniors in North Riverside.”

Scheck was skilled at obtaining grants for big local projects – it was principally through him that North Riverside and Riverside obtained the funding necessary to build the high-capacity water standpipe in 2001 along 26th Street.

He also enlisted federal clout in the form of then-Congressman Dan Lipinski to convince the Canadian National Railway to establish a quiet zone in North Riverside to stop the frequent, frustrating late-night train whistles at crossings in the village as well as Riverside and Berwyn.

One of Scheck’s biggest coups for the village was the 2004 annexation of the 30-acre Illinois National Guard Armory, bounded by First Avenue, 9th Avenue, Cermak Road and the Canadian National Railway right of way.

The key was annexing a small triangle of land north of Cermak Road east of First Avenue, so that North Riverside shared a border with the armory property. The village of Broadview sued in federal court, claiming the land actually belonged to that village, but a federal judge in 2006 disagreed, giving the village the opportunity to redevelop the land if the National Guard ever decides to vacate.

The Landmark, September 29, 2021 “That was huge for North Riverside,” said North Riverside Village Clerk Kathy Ranieri, whose mother Charmaine Kutt served as village clerk alongside Scheck until her death in 2008. “I don’t think a lot of people in town realize that.”

As generous as Scheck was to the residents of North Riverside, he was equally generous to village employees, who often were drawn from the families of VIP elected officials and supporters. Among the perks given to longtime village employees was guaranteed postretirement health insurance, with most of the premiums courtesy of the village.

When Scheck tapped Belmonte to be village administrator in 2001, Belmonte had just retired from a 31-year career as a purchasing agent for the University of Illinois at Chicago.

“When he asked me to be village administrator, I said I didn’t know anything about it,” Belmonte said. “He said, ‘You can learn. I want somebody in there that I can trust.”

After two decades at the helm in North Riverside, Scheck announced he wouldn’t seek a sixth term and Kenneth Krochmal won election as the person who would replace a legend.

“That act can never be followed,” said Krochmal, who also pointed to the development of the ball fields at Veterans Park, Commons Park and the Tot Spot as Scheck’s legacy for the village’s children.

Scheck’s timing turned out to be impeccable. The economic recession triggered by the 2008 real estate market collapse hit North Riverside’s retail sales sector hard and forced the village to reckon with years of subsidiz-

Beginning with Krochmal and continuing to a greater extent under Krochmal’s successor, Hubert Hermanek Jr., those perks faded in the face of a new economic reality. Shortly after retiring from office, Scheck and his wife, Judith, would move to a new home in Oak Brook, though they would continue to play a role with VIP, both financially and in Richard Scheck’s continued role as an

advisor. Both would often return to North Riverside to attend village board meetings.

Scheck most recently attended the board meeting on Aug. 9.

“Some people didn’t like that, but he had so much knowledge,” Ranieri said. “He knew the right people to talk to about opportunities and grants. People go to him for advice, but he never ran the show [in retirement].”

Scheck also was a philanthropist. He and both Betty and Judith were passionate supporters of UCP Seguin. After dabbling in the

restaurant business as a partner in Rascal’s on Maple Avenue in LaGrange Park, Scheck in 2009 donated the property to Seguin.

The Betty Scheck Senior Center at 1136 N. Maple Ave. continues to provide services for senior citizens with and without developmental disabilities. In recognition of Scheck’s long support of the agency, Seguin dedicated one of its group homes in North Riverside The Scheck House in his honor.

His name also will forever be associated with the North Riverside Village Commons at 2401 Desplaines Ave. Though not built by Scheck, his tenure as mayor certainly influenced the services it provides to residents.

On the night he turned over the gavel to Krochmal in May 2009, the village board passed an ordinance naming the building the Richard N. Scheck Village Commons.

“I’m humbled by that one,” said Scheck at the time.

Even in retirement, residents still referred to Scheck as “mayor” when they addressed him.

“His heart was always in North Riverside,” said Judith Scheck. “To me that’s his greatest accomplishment, being mayor for 20 years.

Everybody loved Rich, no matter where we went.”

A memorial visitation will be held Thursday, Sept. 30 from 3 to 9 p.m. at Russo’s Hillside Chapels, 4500 Roosevelt Road, Hillside. A funeral Mass will be celebrated Friday, Oct. 1 at 10 a.m. at St. Mary’s Catholic Church, 126 Herrick Road, Riverside, Interment is at Queen of Heaven Cemetery, Hillside.

One of the candidates not selected was Smithing, who served as school board president from 2019 to 2021 and was defeated when he ran for a second term in April.

Many progressive activists in the community strongly opposed Smithing and a few sent letters to Klaisner urging him to pick someone else, pointing out that Smithing was defeated when he ran for re-election.

“We directly ask you to respect the will of the voters in the district by appointing someone other than the previous board president William Smithing,” said a letter to Klaisner sent by the three co-leaders of the Indivisible West Suburban Action League, Lisa Janunas, Lindsay Morrison, and Kendra Curry-Khanna, which the Landmark obtained by filing a Freedom of Information request.

Klaisner said he was aware of the controversy but that it didn’t play a significant role in his decision to appoint Welch.

“I didn’t feel like [Smithing] needed to be discounted or we needed to avoid controversy, in or out, I just laid out all the candidates and for me Mike rose a step above,” Klaisner said.

After Welch was appointed, Morrison told the Landmark that his appointment was a missed opportunity.

“Dr. Klaisner made a pretty neutral choice and as a former board member we know that Mr. Welch can ramp up quickly to participate in what the board needs to right now,”

Morrison said. “However, there was an opportunity to move towards a board that reflects the changing demographics of our community.”

Smithing told the Landmark that he was fine with the appointment of Welch.

“I have a lot of faith he will carry any torch that I was going to carry,” Smithing said.

One person pleased with Welch’s appointment might be RBHS Superintendent Kevin Skinkis, whose contract expires in 2023. It is no secret that some teachers at RBHS, and some activists, are hoping that Skinkis won’t get a new deal.

Welch was on the board that first hired Skinkis in 2011 and worked closely with him as board president. But in an interview with the Landmark, Welch rejected the notion that he was chummy with Skinkis or that he would necessarily support giving Skinkis a new contract.

“I won’t say that I’m a vote for him to stay,” Welch said. “Give me all the facts and information so I can make an informed decision in the best interests of the community.”

Welch said it is not surprising that some teachers don’t like Skinkis.

“There’s always certain teachers who don’t like the administration,” Welch said.

Klaisner said he did not get any input from Skinkis about the decision.

“I intentionally did not talk to Kevin [or] get Kevin’s opinion,” Klaisner said. “I did not want this to be about Dr. Skinkis or the administrators. I wanted it to be about kids, I wanted it to be about the district.”

MORE SCAMS ON TAXES Here’s how taxpayers can tell if it’s really the IRS calling. The IRS will never: • Call to demand immediate payment using a specific payment method such as a gift card, prepaid debit card or wire transfer. Generally, the IRS will first mail a bill to any taxpayer who owes taxes.

• Demand that taxpayers pay taxes without the opportunity to question or appeal the amount they owe. All taxpayers should be aware of their rights.

• Threaten to bring in local police, immigration officers or other law enforcement to have the taxpayer arrested for not paying.

• Threaten to revoke the taxpayer’s driver’s license, business licenses or immigration status.

THE LANDMARK VIEW

End of an era

W

hile longtime North Riverside Mayor Richard Scheck may have had his critics -- particularly in retirement when past financial policies triggered urgent changes during the Great Recession and his continued influence in local politics after moving out of town – it is undeniable that most who lived in and worked for the village during his 20-year tenure loved him.

It is not an understatement to say Scheck was viewed and continues to be viewed by those who were in town between 1989 and 2009 as a village patriarch, who maintained a firm hand on the wheel and personally charted the village’s course during those two decades.

His accomplishments can’t be denied. During his time as mayor, the landscape of the village changed – literally – with the development of Commons Park in the 1990s, now considered a village jewel, the overhaul of Veterans Park and its now top-class ballfields and the development of the Tot Spot on 14th Avenue.

That huge water standpipe looming over 26th Street is a critical piece of municipal infrastructure that in large measure owes its presence to Scheck, whose skill in lobbying state and federal legislators brought hundreds of thousands of dollars to tiny North Riverside.

North Riverside solidified its place as a retail sales powerhouse with the arrival during Scheck’s tenure of more big-box stores and deals Scheck made with key businesses such as Rizza Ford, Castle Buick, Edward Don and Best Buy to improve their properties and keep them in town.

Many of the services for senior citizens North Riverside residents take for granted now were developed and expanded under Scheck.

We’ve been critical through the years of some of Scheck’s policies with respect to freezing the property tax levy, subsidizing services so heavily, underfunding pensions and a familial approach to hiring village staff.

His positive impact, however, on the lives of local residents during his time in office is undeniable, cementing his place as the village’s greatest mayor.

Legal Fees R Us

We can’t say we’re surprised that Lyons Township High School’s divorce from the Lyons Township Schools Treasurer’s Office, also known as the TTO, has not exactly been amicable.

The TTO, however, has chosen to withhold about $6 million from LTHS – coincidentally just about the amount the TTO sought to recover from the high school in its years’ long, ultimately futile lawsuit.

Last week during a special meeting of the TTO board, trustees reallocated to other TTO member school districts about $1.2 million funds LTHS believes it is entitled to.

The high school has sought a restraining order to prevent the reallocation of the funds, which for now are supposed to remain in specific bank accounts until the matter can get worked out.

In the meantime, the TTO – which brought four attorneys to last week’s temporary restraining order hearing – continues to rack up legal fees related to its actions involving LTHS. That’s after spending more than $4 million to recover about $765,000 during the eight-year lawsuit just concluded.

Make it stop already.

Oh where, oh where can she be?

understand some of you have been looking for an answer to the question “Where was Kosey’s column last week?”

Well I don’t know if you had noticed, but it indeed was missing, maybe only about the fourth time in over 20 years that I have been writing for The Landmark.

Don’t know what you heard, if anything, but it is best to get it straight from the patient’s mouth or, in this case, column.

Seems I had come down with a case of the shingles, not a bad case, but no case of shingles is a good case. After my self-diagnosis with the help of the computer, I went to our primary care doctor, Dr. Fanapour, for confirmation. After her diagnosis accompanied by “yes,” it definitely was shingles.

After filling the prescriptions, and putting up with the pain, I kept telling myself it wouldn’t last forever, and the sooner it was over the better.

I began taking my meds but woke up in the morning not feeling quite right and, as I started moving around that morning, my legs gave out and down I went. It wasn’t a fall, I just crumbled. With the help of husband and son I was back up, temporarily. After “crumbling” a

second time, we made the 911 call. I will tell you those young men are strong and caring, and they got me into the ambulance for my ride to MacNeal. And after test, test, X-ray, X-ray, poke, poke, it was determined I would be staying at MacNeal.

I can only say thank you to the nurses and doctors at MacNeal. I got all the attention I needed with a caring manner. I wouldn’t mind having some of those nurses as friends.

Dr. Cusick, my cardiologist saw me daily to be sure my heart is fine -- no problem. Dr. Ho, my orthopedist came equipped with a shot for my arm. I think I need another one. We’re not sure exactly why this happened, but I think I reacted negatively to the medicine for the shingles, all to be determined.

So we are into the follow-ups and physical therapy to get things back to normal, whatever that is for me. I would like to recommend you think about the shingles vaccine. I thought about it but didn’t get it. Also I need to drink more water and move around more, good advice for everyone.

So you take care of yourselves out there because you are the only “you” there is!

Mr. Dulik was born Sept. 21, 1937 and served in the U.S. Army before embarking on a career during which he worked for National Tea Company and Metropolitan Insurance Co. He was also owner/ broker of Diversified Brokerage Services.

In addition, Mr. Dulik was very active in his hometown. He was a former supervisor of North RiverEDWIN A. DULIK side’s community service officers, was a North Riverside block captain, was active with Boy Scout Troop 120 and was an active member of the Mater Christi Holy Name Society.

Mr. Dulik was the husband of Geraldine (nee Abramowski) for 59 years; the father of Katharine (Edward) Flowers, Kenneth (Denise) Dulik, Daniel (Mary) Dulik and Patricia (Scott) Hilkert; the grandfather of Jason and Ryan Flowers; Amy, Christina and Joseph (Mariah) Dulik; Megan, Emily and Kyle Dulik and Alexandra and Aaron Hilkert; the great-grandfather of Reigan, Tylar and Vivian; the brother of the late Rudolph (Mary) Dulik and the late Milton (late Mary) Dulik; and the uncle of many nieces and nephews.

A funeral Mass was celebrated Sept. 20 at Mater Christi Church, followed by interment at Queen of Heaven Cemetery.

Barely two months after he was appointed to fill a vacancy on the board of the Lyons Township School Treasurer’s Office, commonly known as the TTO, Michael J. Dickman abruptly resigned his post.

Dickman’s two-sentence resignation letter, which the Landmark obtained via a Freedom of Information request, was dated Sept. 22 just a day before a special meeting of the TTO board.

At that meeting the two remaining members of the board approved a reallocation of assets that cost Lyons Township High School a little more than $1.2 million.

During the Sept. 23 special meeting, TTO board President Mike Thiessen said that he “believed” that Dickman had moved out of Lyons Township and thus

Dickman, who works as administrative law judge for the State of Illinois, had been elected to the TTO board in 2015 and served one six-year term that ended in May. He did not run for re-election. But two months after leaving the board, Dickman was chosen by the two remaining board members – Thiessen and Shakana Kirksey-Miller -- on July 15 to fill the vacancy created when Trustee Nicholas Kantas resigned in June.

Dickman did not respond to a telephone message or an email from the Landmark asking him to comment on his resignation.

His two-sentence resignation letter simply stated, “I hereby give formal notice I resign as Trustee of the Office of

Ms. Shields was born April 9, 1939 and grew up on the South Side of Chicago as the only girl in the family with four brothers. She atNICOLINE M. SHIELDS tended St. Dorothy’s and Little Flower Catholic grammar schools, the Academy of Our Lady high school, the Little Company of Mary Nursing School and DePaul University.

She was a registered nurse specializing in surgery and the operating room. She practiced nursing in several area hospitals having held the positions of operating room supervisor, head nurse in surgery and related positions. She also practiced for a short time at Baylor University in Houston, working with Dr. Michael DeBakey on early heart transplant surgery.

While raising her family in Riverside, she was active in a variety of community activities including St. Mary Catholic Parish, the Olmsted Society and the Riverside Historical Museum.

She devoted a great deal of her spare time to Lyric Opera of Chicago, having served as president of the Riverside Chapter, organized and promoted additional Opera chapters in surrounding communities, chaired Lyric Opera’s Operathon for several years and eventually became president of the Chapters’ Executive Board of Lyric Opera of Chicago.

The lawyers will be back in court on Oct. 6 at 10 a.m. when Judge Horan will consider LTHS’s motion for a preliminary injunction to prohibit the TTO from taking any money from LTHS’ account.

Lawyers for the TTO filed a motion to move the case to Judge Esrig, who presided over the trial. But Hoffman objected, arguing that the case belongs in the Chancery Division, because he is seeking an injunction, The TTO, Hoffman contended, was just trying to relitigate the lawsuit.

“They want to get back in front of Judge Esrig and essentially ask him to reconsider or rejigger his ruling and that he cannot do,” Hoffman said during the Sept. 23 hearing before Judge Horan. “Judge Esrig was terrific. He entered an order that was a crushing defeat for the TTO. Now they’re trying to snatch victory from the jaws of defeat.”

She was preceded in death by her brothers Howard, Gilbert, Melvin and Vincent (Joan) Murphy. She was an aunt to numerous nieces and nephews. Her extended family and many friends will surely miss her charming smile, sparkling eyes and quick wit.

Novak’s 4 TDs key crucial win for RBHS football With a victory in their next game, Bulldogs could secure postseason spot

Like most coaches, Riverside-Brookfield High School football coach Brendan Curtin likes to preach taking the season one game at time. But Curtin knew that Friday night’s homecoming game against Elgin St. Edward was a key game to win if the Bulldogs want to make the postseason playoffs.

Junior running back and linebacker Ryan Novak got the message and led the Bulldogs to victory, rushing for four touchdowns as RBHS defeated St. Edward 35-17 to remain atop the Metro Suburban Red Conference standings.

“Coach basically called it the Super Bowl for us,” Novak said. “It’s probably our biggest win yet of the season and we look to do the same thing next week.”

The win was vital because after their next game against winless Westmont, the Bulldogs (4-1, 3-0) finish the season against three traditionally strong football teams in Immaculate Conception, Wheaton-St. Francis and Bishop McNamara.

Since getting shut out by Wauconda in the second game of the season, the Bulldogs have adjusted their offensive emphasis. With wideout Matt Novak, who was in uniform but did not play due to a leg injury, and Owen Murphy still busy playing baseball, the Bulldogs decided to emphasize the

Often running out an I formation and running behind an offensive line that features two sophomore starters, the strong and elusive Ryan Novak rambled for touchdown runs of three, two, three and 21 yards. His final two touchdown runs in the fourth quarter broke open a close game.

St. Edward (2-3, 1-1), which had to forfeit last week’s game due to COVID-19 protocols, has only 29 players on its varsity roster, so the Bulldogs felt they could wear them down.

“Our new game plan is to just to establish the run, just pound it down their throat ev-

ery time, make them tired,” said Novak who ran for 94 yards on 18 carries.

After giving up 17 points in the second quarter to trail 17-14 at the half, the Bulldogs shut out St. Edward in the second half.

Novak, who also plays linebacker in the Bulldogs 4-2 defense, helped shut down the St. Edward ground game in the second half.

“He’s a phenomenal football player,” Curtin said of Novak. “He’s like old school, a throwback, three-way, offense, defense, special teams. Like last week out of 154 plays I think he played 152. He’s just a tough kid who loves football; a high per-

forming athlete.”

A fumble recovery by linebacker Petar Sofeski in the third quarter turned the tide of the game as RBHS marched 26 yards to score to take the lead 21-17.

Novak put the game away with a weaving, cutback 21-yard touchdown run with 3:50 left in the game. He doesn’t mind playing offense, defense, and special teams.

“It gets tiring at times, but I love to hit and I love to get hit,” Novak said.

Senior quarterback T.J. Sloan, who took the majority of the snaps at quarterback, played an efficient game completing 7 of 11 passes for 84 yards and one touchdown.

Sloan connected with sophomore wide receiver Anthony Petrucci for a 21-yard touchdown pass across the middle with 1:17 left in the second quarter to tie the game 14-14.

Petrucci, who was promoted to the varsity after the first game of the season, had a big game, hauling in six passes for 51 yards. Petrucci has had the tough task of replacing Matt Novak in the Bulldogs offense.

“It’s hard,” Petrucci said. “He’s a big part of our team. He’s good.”

Getting used to playing on varsity has been an adjustment for Petrucci.

“It’s a lot different from sophomore [football], Petrucci said. “Sophomore, they’re all smaller, they don’t hit as hard. To take that big leap, it’s a lot of hitting, it’s a lot more physical. You’ve got to get used to it quick.”

After the game Curtin acknowledged the importance of the win.

“We’re all focused and locked in on the moment, but we know what’s coming down the road and we’re taking it one week at a time,” Curtin said.

Caronchi fires career best 6-under for 2nd in conference

LTHS boys golfers finish 3rd in WSC-Silver

Senior Will Caronchi had his best 18hole performance for the Lyons Township boys golf team at the West Suburban Conference Silver Division Meet on Sept. 21.

His lead at the turn also brought out the best from Hinsdale Central junior Emil Riegger and Glenbard West senior John Wild in the same playing group.

“It was fun. We were all within a shot of each other going into the last hole,” Caronchi said. “They were rallying and I was try-

ing to remain steady. It was a great battle.”

Caronchi shot a 6-under-par 66 at Prairie Bluff in Crest Hill, but Riegger (65) prevailed behind six straight birdies on the back nine.

Wild (67) was third with his 5-under back nine that included two eagles.

Caronchi (33-33) had seven birdies and one bogey to equal his lowest round at the Itasca Country Club this summer.

“I gave myself some chances down the stretch, but [Riegger] just beat me out.

A 66 ties my career best so it was a great day,” Caronchi said.

The Lions finished third (289) and third in the final overall standings.

Senior Connor Riordan (73) and junior Jack Berry (74) were 10th and 11th to also earn all-conference honors with top-14 fin-

ishes. Senior Wyatt Kartheiser (76) was the Lions’ fourth counting score, followed by seniors Mike Springer (77), Colin Koch and Gabe Newman (80s) and Hanly Morgan (82).

LTHS girls 5th in WSC At her WSC Meet on Sept. 22, Lyons Township senior Sylvia Kozub lost her phone but maintained her focus.

Kozub finished in an all-conference 13th place (88) but suffered the worst fortune of the girls golfers on her 10th hole at a brutally windy Broken Arrow in Lockport.

“Actually, a gust of wind came and blew my push cart into the pond. We were lucky enough to get the clubs out. Everything

came out but my phone,” Kozub said.

“My clubs are fine. I just had to make sure my grips were dry before every shot.

It did affect me mentally, but [LT coach Jeff Johnson] was really helpful in making sure to tell me to focus on the positive.”

The Lions (383) finished fifth and tied for third overall. Juniors Maeve McDougal (93) and Brooke Bolan (100) and senior Chloe Blauw (102) had the other counting team scores, followed by junior Peri Deroche (103), seniors Olivia Wojcicki and Leslie Mendoza (105s) and junior Alexa Hoffenberg (112).

Kozub earned all-conference for the third straight time with a top-20 finish but hoped to better, finishing 10th the past two seasons.

LEGAL NOTICE FOREST PARK PUBLIC LIBRARY ADVERTISEMENT FOR BIDS Lump sum sealed bids will be received by the Board of Library Trustees of the Village of Forest Park for Exterior Improvements at the Forest Park Public Library, 7555 Jackson Boulevard, Forest Park, IL 60130. Sealed bids will be received on or before, but not after 2:00 PM Wednesday, October 6, 2021 at the Forest Park Public Library, 7555 Jackson Boulevard, Forest Park, IL 60130.

Bids received after that time will not be considered. All Bids shall be addressed and delivered to the circulation desk immediately inside the entrance to the building on or before the time set forth above.

Sealed envelopes or packages containing the Bid Forms shall be transmitted to the attention of the “Library Director” and shall be marked or endorsed with the title of the Bid (“Sealed Bid for Forest Park Public Library Exterior Improvements”) and the Bidder’s full legal name. Each bid must be accompanied by a bid bond or a cashier’s check in the amount of 10% of the total bid, made payable to Forest Park Public Library, as a guarantee that the successful bidder will promptly execute a satisfactory contract, will furnish a satisfactory performance bond and payment bond and proceed with the work.

Upon failure to do so, the bidder shall forfeit the amount deposited as liquidated damages and no mistakes, errors, exclusions, or omissions on the part of the bidder shall excuse the bidder or entitle the bidder to a return of the aforementioned amount.

No bid will be considered unless the bidder shall furnish evidence

satisfactory to the Board of Trustees that the bidder has the necessary facilities, abilities, experience, equipment, financial and physical resources available to fulfill the conditions of the Contract and execute the work, should the Contract be awarded such bidder.

Bidders will examine the plans and specifications and the location in which said work is to be done and judge for themselves all the circumstances and surrounding known and reasonably foreseen conditions affecting the cost and nature of the work, and all bids will be presumed to be based on such examination, familiarity and judgment.

Questions about the bid documents should be submitted, in writing, to Andy Dogan, Williams Architects at ardogan@williamsarchitects.com. Responses to questions submitted by bidders during the bidding period shall be in the form of written addendum to all plan holders of record.

Questions will not be accepted after Friday, October 1.

The successful bidder shall be required to provide a Performance Bond and a Material and Labor Payment Bond in the amount of 100% of the Contract Amount, as well as liability and property insurance as required by the Bidding Requirements before commencing work. The successful bidder shall enter into a formal contract based on the conditions and requirements in the Bidding Requirements and the Bidding Requirements will be incorporated into the Contract.

Not less than the prevailing wage shall be paid for labor on the work to be done as required by law. The Forest Park Public Library is tax exempt.

The successful bidder will be required to comply with the provisions of all State of Illinois and federal laws concerning public works projects as well as the State of Illinois Human Rights Act and the regulations of the Illinois Human Rights Commission.

The Board of Trustees reserves the right to reject any and all bids, and to waive any technicalities and irregularities in the bidding and to hold the bid proposals for a period of ninety (90) days from the date of opening set forth above.

PUBLIC NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS On October 7, 2021 the Village of Oak Park (Village) will request the U.S. Department of Housing and Urban Development (HUD) to release federal funds under Title I of the Housing and Community Development Act of 1974 (PL 93383), as amended, for various activities pursuant to the Program Year (PY) 2021 Community Development Block Grant (CDBG) program.

The following activities will take place within the Village of Oak Park, Illinois at a total cost of $1,619,471: Lead Hazard Reduction $99,150; Single Family Rehab Loan Program (revolving loan fund) $175,000; Small Rental Rehab Program $90,950; ADA sidewalk Improvements $365,609; Street/ Sidewalk Ramp Improvements $400,000; Water Line Lead Improvements $50,000; Alley Improvements $400,000 and Public Facilities Improvements $38,862: $33,000 to UCP Sequin’s $36,750 “You Hold the Key” project which includes: Replacing a portion of the vinyl siding, repairing the foundation, shoring up the front porch roof line, and constructing a new porch with treated lumber and synthetic decking at 1045 Highland, Oak Park, IL and $5862 to Way Back Inn’s $7328 “Window Replacement” project which includes replacing 14 windows and screens at the Oak Park Grateful House Recover Home at 412 S. Wesley, Oak Park, IL.

The Village of Oak Park will undertake the activities described above with grant funds from HUD, under PL 93-383.

The Village of Oak Park and Lisa Shelley, in her official capacity as Interim Village Manager, and Tammie Grossman, in her official capacity as Development Customer Services Director, consent to accept the jurisdiction of the Federal courts if an action is brought to enforce responsibilities in relation to environmental reviews, decisionmaking, and action, and that these responsibilities have been satisfied.

The legal effect of the certification is that upon its approval, the Village may use the grant funds, and HUD will have satisfied its responsibilities under the National Environmental Policy Act of 1969.

An Environmental Review Record covering CDBG programs has been made by the Village, which documents the environmental review of the activities.

This Environmental Review Record (ERR) is on file at the Village of Oak Park, 123 Madison Street, Oak Park, IL 60302 and is available for public examination and copying upon request from September 30, 2021 to October 6, 2021, 5 p.m.

The ERR is also available on the HUD Environmental Review Online System (HEROS) at: https://www.

HUD will accept objections to its release of funds and the Village of Oak Park’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Village of Oak Park; (b) the Village of Oak Park has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting

pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.

Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD at 77 West Jackson Blvd., Chicago, Illinois 60604. No objection received after 5 p.m., October 22, 2021 will be considered by HUD. Notice is also given that CDBG Tier 1 Broad (non-site specific) Environmental Reviews were conducted for the following proposed projects - Village of Oak Park Public Works Infrastructure construction projects (4) that will: 1) make Sidewalk 2) make Sidewalk Ramp Improvements to improve the mobility of persons with disabilities and Street Improvements in low and moderate income (LMI) areas to replace deteriorated infrastructure; 3) make Alley Improvements in LMI areas to replace deteriorated infrastructure; and 4) make Water Main service line improvements to eliminate water main lead-based paint hazards. Further Tier 1 Broad Review projects - Village of Oak Park Housing Programs projects (3) that will: 1) reduce lead-based paint hazards for LMI homeowners; 2) rehabilitate single-family homes for LMI homeowners; and 3) rehab rental-buildings with 1-7 units to primarily benefit and improve affordability for LMI renters.

The specific locations within the Village of Oak Park are not yet determined for the above proposed Tiered Activities.

Tier 2 Site Specific Reviews will be completed (which include laws and authorities not addressed within the Tier 1 Broad Reviews) for each individual address under the Oak Park CDBG program when addresses become known.

A public hearing before the Preservation Commission of the Village of Riverside will be held on Thursday, October 14, 2021, at 6:30 p.m. in Room 4 of the Riverside Township Hall, 27 Riverside Road, Riverside, Illinois, to consider the following application: Application No. LL-21-001 by Patrick Smith-Ray for the building on the property commonly known as 214 Scottswood Road, Riverside, Illinois, Permanent Tax ID Numbers 15-35-417-024-0000 and 15-35-417030-0000, to designate the aforementioned as a Local Landmark building for: Criterion 1: Has significant historical and architectural value as one of only two remaining structures of the Rice family estate. Was one of three houses built near the Rice mansion at the back of the property after John Asaph Rice died in 1888 and near the time of Margaret Van Slyke (Culver) Rice’s death in 1890. The three houses were purportedly part of their three children’s (Wallace deGroot Cecil Rice, Margaret Sherman Rice, and Lewis Anson Rice) inheritance after the mansion was sold and the lots were subdivided. Wallace deGroot Cecil Rice owned this structure.

Criterion 2: Is associated with the Rice Family; principally John Asaph Rice and Wallace deGroot Cecil Rice. The Rice family built a mansion and moved to Riverside between 1870 and 1872. The patriarch of the family was John Asaph Rice (1829- 1888), who was a prominent hotelier and business man in Chicago. He owned and managed some of Chicago’s grandest hotels; namely the Sherman House, Grand Pacific and Tremont House hotels. He also served as a Riverside Village Trustee and collected rare books on Americana and maintained, in his Riverside mansion, one of the greatest private libraries in the United States. Wallace deGroot Cecil Rice (1859 -1939) a well know lawyer, journalist, author, and Art Institute of Chicago lecturer on flag design. He designed the Chicago Municipal flag, as well as the Illinois Centennial flag. Chicago’s flag is one of the most popular and widely-recognized city flags in the country. After practicing law for a few years, he pursued his literary career. He began as a newspaper reporter, but later became a drama and book critic. He worked for most of the Chicago newspapers of his day including the Chicago Tribune and the Chicago Herald American. He was the author, co-author, editor, or compiler of more than 90 books and pamphlets. He wrote plays, historical pageants, special histories, poetry, hymns, songs, and ballads.

One of his most recognized works is the book “Infidels and Heretics: An Agnostic’s Anthology” on which he collaborated with Clarence Darrow to compile.

Criterion 4: Is representative of Shingle Style architecture. With its large irregular gabled facade; stone foundation and all shingle siding; horizontal banding and dentils to delineate the confluence of the first and second floors; and jettied second floor that covers a large off center porch. Front door, screen door, and windows are all original.

Criterion 5: Is a familiar visual feature in the First Division. This is due to its location on the block and proximity to a large triangle park across the street.

Scottswood Road makes a gentle bend from the Southwest to the Northeast through the First Division.

Whether traveling on foot, bicycle, or by automobile this gives the effect of seeing the structure emerge from the trees and landscaping, as the other nearby structures appear to be set back, making it a wellknown feature for nearly 130 years. The same effect is witnessed when traveling in both directions on Scottswood Road.

Criterion 6: Is identified with other similar structures in its immediate surroundings as well as throughout the village. Is an excellent example of the late Victorian Shingle Style. To the South; although not part of the original Rice Estate, 222 Scottswood built in 1900 is of Shingle Style influence. To the North; 194 Millbridge built in 1890 is the only other surviving Rice Estate structure and represents another interpretation of the Shingle Style. On the other side of 194 is 186 Millbridge. Though modified to be a residence, this is the second coach house for the Rice mansion.

The original barn was torn down by Thomas Blanyne in 1897 and replaced by the current structure shortly after he purchased the mansion from the Rice Family.

Sharing a backyard border with 214 Scottswood is 201 Scottswood also known by its historic name; Trowbridge Residence. Trowbridge, built in 1870, is Riverside Landmarked structure #24.

The above application is available for inspection at the office of the Village Clerk, 27 Riverside Road, Riverside, Illinois 60546. Persons wishing to appear at such hearing may do so in person or by attorney or other representative and may speak for or against the requested landmark designation. Communications in writing in relation thereto may be filed with the Preservation Commission, or at such hearing.
