Finding substitute teachers is always a challenge for school districts, one that’s be-

come even more difficult this year because of the COVID-19 pandemic. Because substitute teachers are often retired teachers and other retirees, they’re reluctant to be exposed to groups of unvaccinated children

all day.

In an effort to cope with the substitute teacher shortage, Riverside Elementary District 96 has hired a permanent substitute teacher for each of its five schools to weath-

er the shortage of on-call subs.

Zalewski lone local pol to vote against abortion notification repeal Bill, now headed to governor’s desk, overturns need for notifying parents of those under 18 seeking abortion

State Rep. Mike Zalewski (D-Riverside), whose vote against repealing the Parental Notification of Abortion Act -- which requires abortion providers to notify a parent or adult family member at least 48 hours in advance of performing the procedure on a patient under the age of 18 – risked alienating many Democratic voters, said afterward that his decision did not lessen his support for protecting a woman’s right to choose.

Zalewski was one of six Democrats in the Illinois House of Representatives to vote against repealing the Parental Notification of Abortion Act. Late on Oct. 27, the House voted 62-51 to approve the repeal. Three other House Democrats voted present.

“I respect those who disagree with me, and not every circumstance is the same, and [I] honor the intent of the proponents to protect the health and safety of young women,” Zalewski said. “I will continue to work to protect and promote women’s rights at the Illinois Capitol.”

Zalewski represents the 23rd District, which includes Riverside north of Herrick Road, the Hollywood section of Brookfield north of Washington Avenue and portions of south and central Brookfield.

Earlier, the state Senate voted 32-22 to repeal the Parental Notification Act. Five Democratic state senators including State Sen. Steve Landek (D-Bridgeview), whose 12th District MICHAEL ZALEWSKI includes Riverside north of the Illinois state representative BNSF tracks, all of Brookfield south of Washington Avenue and a portion of Brookfield between Washington Avenue and 31st Street, did not cast a vote.

The other legislators representing the Landmark’s coverage area, including state Rep. LaShawn Ford (D-8th), Rep. Edgar Gonzalez Jr. (D-21st), Rep. Elizabeth Hernandez (D-24th) and state Sen. Celina Villanueva (D-11th) all voted in favor of repealing the law.

Zalewski said he supports a woman’s right to choose to have an abortion but did not support the repeal of the Parental Notification Act. “As a husband of a loving, talented wife and father to three daughters, women’s rights are important to me,” Zalewski said in a text message to the Landmark. “I have voted for protecting a woman’s right to choose and to fund critical health care services for women many times in my tenure in Springfield. On this measure, I simply do not believe that relatively rare instances where parental notification is utilized justified taking a law off the books that could provide minors the help and counseling they need from their families in incredibly difficult circumstances.”

But, local progressive activists from Indivisible West Suburban Action League slammed Zalewski’s vote against the repeal, saying the current law “put the health and safety of young people in our state at serious risk.”

In a joint statement, the leaders of IWSAL, Lisa Janunas, Lindsay Morrison, Kendra Curry-Khanna and Josie Polanek, voiced gratitude to those who voted to repeal the law while taking Zalewski and

“Unfortunately, our local representative, Mike Zalewski chose to vote against defending and advancing women’s reproductive rights in Illinois and our state senator, Steve Landek, chose not to vote at all,” they said in a statement emailed to the Landmark. “We are extremely disappointed in their actions (or lack thereof) and demand an explanation of why they are voting against an overwhelming majority of voters who support these basic democratic beliefs.

“While abortion rights are quickly being chipped away around the country, it is more important than ever to protect reproductive rights in our state and keep abortion from becoming dangerous and illegal. By repealing PNA, we have solidified Illinois as a safe place for young people to turn to for health care. We applaud those representatives that stand up for our democratic beliefs and against the extreme anti-choice voices that are trying to criminalize abortion.”

The parental notice law in its current form was passed in 1995 but did not take effect until 2013 due to litigation.

The current law contains exceptions if the minor was a victim of physical or sexual abuse or neglect by an adult family member, if the minor is married or emancipated, or if the provider determines there is a medical emergency, or if an adult family member waives the notice in writing. A judge can also waive the requirement and has done so approximately 575 times since the law took effect, according to committee testimony.

Supporters of repealing the notice requirement said it deters many pregnant minors from seeking abortion services and could put them in danger if the parent who would be notified is their abuser.

They also argued that the judicial bypass provision is both intimidating and overly burdensome, especially since the onset of the pandemic, which forced many courts to stop holding in-person hearings.

Gov. J.B. Pritzker is expected to sign the repeal, but it will not go into effect until June 2022, because it did not get a three-fifths majority, 71 votes, in the House.

North Riverside Parks and Recreation invites the community to join them by writing personal messages in holiday cards that will be delivered to members of the Armed Forces who are unable to be home for the holidays this year.

Parks and Rec will be collecting homemade and store-bought cards that have been signed and/or have a written message included. No blank cards will be collected.

Man uses baseball bat to smash restaurant window Brookfield police responded to Skadarliya, 9237 Ogden Ave., on the night of Oct. 30 after someone allegedly smashed one of the restaurant’s windows with a baseball bat while the restaurant was open and full of patrons enjoying a Halloween party.

Due to the festivities going on inside, according to police, no one actually witnessed the vandalism or heard it. A valet brought the matter to the management’s attention after seeing a broken window on the west side of the building while parking a car on that side of the property.

However, the incident was captured on security cameras in the area. That video showed a white Chevy Equinox pull into the parking lot at about 7:59 p.m. and pause briefly in front of the main entrance before proceeding to the west wide of the building.

The driver, described only as a heavyset man wearing a dark shirt, dark shorts and a green safety vest, is seen on camera getting out of the vehicle and retrieving what appears to be a baseball bat from the driver’s side rear door.

The man then walks up to the building and swings the object at it one time before getting back into his vehicle and driving away northbound on Madison Avenue toward Ogden Avenue.

Bus shelter shattered A North Riverside public service aide on patrol on the morning of Oct. 26 reported that a glass panel of the Pace bus shelter at 26th Street and First Avenue had been shattered.

Burglary to vehicle A resident of the 2300 block of Forest Avenue, North Riverside, called police to report that during the overnight hours of Oct. 2728 someone entered her vehicle, which had been parked in the driveway, and ransacked the interior.

Police did not indicate whether there were any signs of forced entry to the vehicle. A pair of Adidas sneakers was reported missing from the car.

Street light knocked over Riverside police ticketed a man, whose age and address were not provided, for numerous traffic violations after he drove his black Chevy Tahoe into a streetlight, knocking it to the ground, at the intersection of Longcommon Road and East Burlington Street and then fleeing the scene on Oct. 28 at 3:05 p.m.

A witness was able to give police a license

plate number, which they traced to a man staying at the Welcome Inn, 3922 Harlem Ave. in Lyons. Two police officers went to the motel and arrested the driver, who told them someone cut him off, causing him to lose control of the vehicle. He fled, according to police, because he didn’t possess a valid driver’s license and had to get to work.

Rock through a window North Riverside police responded to the 2300 block of Forest Avenue on Oct. 31 after a resident called to report that someone had thrown a rock through her living room window.

According to police, a witness reported seeing someone wearing a gray hooded sweatshirt and blue jeans running from the area shortly after hearing a loud crash. A police officer located someone matching that description, but the suspect was released without being charged due to the witness not being able to positively identify him.

Planter stolen from front yard A resident of the 100 block of Maplewood Road, Riverside, called police on the morning of Oct. 28 to report that during the overnight hours someone removed a white swan planter from the front of her residence.

opened my flower shop on November 17, 2005. After family and friends, especially my mom and dad, kept suggesting that with my love of floral design and background in the industry, I should open a shop and share my talents.

I was 45 years old and going to grad school, working as an aide at Riverside Brookfield High School and head cheerleading coach at R-B.

I chose Brookfield because of its location. I grew up in Berwyn and have many friends and relatives in the local area. With the contacts from R-B and knowing so many people in the area, I thought I could start off with a decent customer base.

I look at floral design as an art. I love the use of color, texture, shape and size when I create an arrangement.

I worked at a flower shop in Riverside when I was a

teenager and the owner taught his designers to use their eyes, heart and gut when designing. “Don’t be boxed in by tradition; let things come naturally” he would say.

One of the highlights of my store is our annual holiday open house and anniversary celebration. This year’s theme is our “Sweet 16”. We dress the store from floor to ceiling in holiday decor and have a huge holiday sales event. We feature everything from artificial arrangements to ornaments - wreaths and swags to holiday accessories!

Since Covid put a stop to last year’s event, we are super excited to celebrate our 16th year in Brookfield. We hope to see our customers come by and share in our 16 year celebration.

Flying down Cermak North Riverside police charged a 34-yearold Lisle man with aggravated speeding after an officer on patrol reported observing a black Ford SUV traveling at 75 mph in a 35 mph zone in the 7700 block of Cermak Road on Nov. 1 at about 12:35 a.m.

The police officer pulled the vehicle over and arrested the driver, who also was given a citation for having no proof of vehicle insurance.

Dr. Seuss come to life A Riverside police officer on patrol on Oct. 28 at 1:40 p.m. observed a traffic backup on Northgate Road and learned it was being caused by two cars whose drivers were unwilling to back up and let the other through.

Eventually, one car gave way and reversed several feet, allowing the congestion to clear.

These items were obtained from police reports filed by the Riverside, North Riverside and Brookfield police departments, Oct. 25-Nov. 1, and represent a portion of the incidents to which police responded. Unless otherwise indicated, anybody named in these reports has only been charged with a crime.

These cases have not been adjudicated.

Another fatality in Brookfield as COVID cases tick up 70-year-old man is 15th resident to die after novel coronavirus infection

Brookfield saw its weekly number of new COVID-19 cases increase for the seven-day period ending Nov. 2 for the second straight week, and one more Brookfield resident has died from the disease.

The Cook County Medical Examiner’s Office reported that a 70-year-old Brookfield man died on Oct. 26, becoming the village’s 15th COVID-19 fatality and its first since Aug. 9.

For the most recent week, the Cook County Department of Public Health reported 19 new cases of COVID-19 in Brookfield, up from 11 the previous week and nine the week before. It’s the most cases reported in one week in Brookfield since the weekly period ending Oct. 5.

The seven-day rolling positivity rate in Brookfield also inched up slightly in

the past week. On Nov. 1, according to the Northwestern School of Medicine’s online COVID-19 dashboard, the seven-day rolling positivity rate was 1.83 percent after falling to a low of 0.47 percent on Oct. 21.

However, the rolling positivity rate remains far below the nearly 5-percent positivity rate the village saw in mid-September.

The average daily case rate in Brookfield of 90.41 per 100,000 people is also higher than the 21.27 the village recorded on Oct. 21. But it is far below the 207.4 per 100,000 daily case rate Brookfield recorded on Sept. 23.

Riverside, North Riverside numbers ebb Meanwhile, the village of Riverside recorded just four new COVID-19 cases for the week-long period ending Nov. 2, according to the Cook County Department of Public Health, the lowest weekly total since late July.

And for the second consecutive week, North Riverside recorded just three new cases, the lowest two-week total in that village since July.

Neither village recorded any new fatalities due to COVID-19. The Landmark has identified four fatalities in each village

since the pandemic began in March 2020.

The most recent in Riverside was on Sept.

11. The most recent in North Riverside was on Jan. 11.

According to the Northwestern School of Medicine’s online dashboard, the seven-day rolling positivity rate in the 60546 ZIP code, which includes both Riverside and North Riverside, as of Nov. 1 was 0.48 percent, among the lowest rates in months for the area and a sharp fall from the 7.58-percent positivity rate recorded on Sept. 9 in that ZIP code.

The Illinois Department of Public Health also reported on Oct. 31 that 67 percent of the state’s population, 12 years and older, had been fully vaccinated, and that nearly 84 percent of those age 65 and older had been fully vaccinated.

On Oct. 29, the U.S. Food and Drug Administration authorized the emergency use of the Pfizer-BioNTech vaccine for children, age 5-11, as a two-dose series, three weeks apart.

According to a press release issued by the FDA, the vaccines for those 5 to 11 are a lower dose (10 micrograms) compared to the dose administered to those 12 and older (30 micrograms).

Former Carson’s property listed for sale at North Riverside Mall Foreclosure suit still pending against site, which comprises 11.5 acres

An 11.5-acre property at the North Riverside Park Mall, 7501 Cermak Road, which includes the retail anchor store that once housed Carson Pirie Scott has been listed for sale.

John Suzuki, the court-appointed receiver of the property, told the Landmark in an email that while the foreclosure case initiated in September 2018, shortly after Carson’s closed its doors, has not yet been resolved, he has hired the firm CBRE as the listing broker for the property.

In addition to the 181,000-square-foot retail building, the property also includes the southern half of the parking lot on the west side of the mall. All three of the mall’s anchor properties – J.C. Penney and the former Sears location – are owned independently of the main shopping center and include about

three quarters of the parking lot that surrounds the mall.

Carson Pirie Scott was one of the three original anchors when North Riverside Park Mall opened in 1975. The store closed for good on Aug. 29, 2018 about six months after Carson’s parent company, Bon Ton Stores Inc., filed for Chapter 11 bankruptcy protection.

The marketing brochure for the property states that the site’s “ideal for retail anchor, light industrial, fulfillment center, senior living and multifamily.”

There’s no listing price for the property, but the last time it changed hands was in 1998, when it sold for a little more than $14 million.

Because the shopping center’s owner, The Feil Organization, does not own the anchor properties, they are not privy to any negotiations for the property, but officials there have been made aware of various possibilities since Carson’s closed.

But the ongoing foreclosure suit, combined with the Carson’s bankruptcy and its impact on ownership as well as the COVID-19 pandemic apparently have scuttled any of those possibilities.

2020 for the construction of two buildings in the east parking lot area owned by The Feil Organization.

According to Brian Lade, regional asset manager for the company, Feil was finalizing a lease deal to bring 24 Hour Fitness to one of the buildings. The other building would have been leased to general retail tenants.

“That [project] was a victim of the pandemic,” Lade said.

Pandora, JD Sports opening soon Lade said two new retail tenants would be opening soon inside the North Riverside Park Mall. Pandora, the Danish jewelry retailer specializing in charm bracelets, is under construction in a space on the upper level in one of the center court corner storefronts.

“Pandora has been on our wish list for a long time,” said Lade, who added he expects the store to open sometime in November before the holidays.

Also slated to open later this year, prior to Christmas, is the Manchester, Englandbased sports fashion retailer JD Sports.

The store will be located on the upper level of the mall, across the concourse from Foot Locker, in the space formerly occupied by Rainbow, which is moving to a larger retail space on the lower level near J.C. Penney.

There are also a couple of changes on the way with respect to the mall’s food/drink businesses. The kiosk in the center court of the lower level that housed Starbucks until it closed earlier this year will become a new Gloria Jean’s coffee location.

In the food court, Sarku Japan, a madeto-order teriyaki and sushi business, will occupy one of the walk-up spaces in the food court proper. It’s possible that business could open by the end of 2021, said Lade.

EM Buffet, a sit-down Chinese buffet restaurant just north of the food court entrance doors, will be rebranded as EM Chinese and continue as a sit-down Chinese restaurant. It should open in early 2022.

D96 allows parent volunteers back in school buildings Must be vaccinated and approved by building principals

Parents are once again allowed to volunteer in Riverside Elementary District 96 schools -subject to the approval of each school’s principal.

The fall play at L.J. Hauser Junior High School was the precipitating factor in causing District 96 to review the ban on parent volunteers, which has been in place since the outbreak of the COVID-19 pandemic in March 2020.

Traditionally at Hauser, parents build the sets for the middle school plays and district officials realized they couldn’t do that if they were not allowed inside the school.

“We realized that if we didn’t have parent volunteers it was unclear if we could do the play without them,” said District 96 Superintendent Martha Ryan-Toye. “That was kind of our turning point, we need parent volunteers.

Let’s think through all our health and safety protocols [and ensure] there is a way we can do this safely. Obviously, we are looking at vaccine status, mask wearing is required, social distancing is required.”

Parents will have to be vaccinated against COVID-19 in order to be allowed to volunteer in a District 96 school.

Through the years parent volunteers have come into schools, usually elementary schools, to read to students, to do crafts and to do a host of other things.

“We value parent volunteers as providing those enriching opportunities in our schools,” Ryan-Toye said.

But Ryan-Toye is leaving it up to each school’s principal to decide if and when to allow parents to volunteer at their school.

Hauser’s fall play this year is “20,000 Leagues under the Sea” and it will be performed on Nov. 15 and Nov. 16. But, because of the pandemic, only family members of cast members will be allowed inside the auditorium to see the play.

Ryan-Toye said she expects parent volunteering to ramp up slowly. The school district

will see how it goes and reserves the right to cut back or eliminate parent volunteering if conditions make that necessary.

“If the need isn’t that great or we can’t meet the health and safety protocols then we’ll put that plan on the sideline,” Ryan-Toye said.

“It’s not totally back to business as usual; it’s where there’s a need and where we can address the health and safety appropriately.”

For the past two years some room parents

have been doing activities virtually, RyanToye said.

The new policy allowing volunteers in District 96 officially went into effect on Nov. 1.

Brookfield-LaGrange Park School District 95 Superintendent Mark Kuzniewski said his district has no plans at this time to allow parent volunteers back into its two schools, Brook Park Elementary School and S.E. Gross Middle School.

Riverside proposes 4.95% tax levy increase

Cook County will reduce that request per state’s tax cap laws in 2022

The village of Riverside is proposing to increase its annual tax levy by 4.95 percent which in total would bring in an estimated $5.3 million to help fund its operations, from police and fire protection to public works and recreation.

The village’s tax levy, which is extended annually each December, is just one of the line items appearing on tax bills sent to local property owners twice a year and represents about 15 percent of a Riverside residential

property’s total tax bill.

The Riverside Village Board is scheduled to hold a public hearing on the 2021 tax levy during its meeting on Nov. 4 at 7 p.m. at the Riverside Township Hall, 27 Riverside Road.

The meeting will be broadcast live by Riverside TV at riversidetv.us, on Comcast Channel 16 and U-Verse Channel 99. The village board plans to adopt the tax levy at its meeting on Dec. 2.

Riverside’s proposed 2022 budget estimates expenditures of roughly $10.4 million, so property taxes levied by the village will cover only about half of those costs.

The remainder will come from sales tax revenues, fees, fines, state shared taxes and other sources of income.

Non-home rule municipalities in Illinois, like Riverside, operate under the state’s tax laws, which allow local governments to “ex-

tend” or increase local property taxes by 5 percent or the level of the consumer price index, whichever is less.

The consumer price index increase for the 2021 tax levy is 1.4 percent. As a result, the village will ultimately see its tax levy request reduced by Cook County to a figure closer to the consumer price index.

For example, the village’s 2020 tax levy request was for $5,177,395. When tax caps were applied to that number, however, it was reduced to $5,066,119. The consumer price index increase in 2020 was 2.3 percent.

Municipalities often ask for more than the consumer price index in order to capture the full value of newly developed property, which is not tax-capped in the first year it’s assessed.

More than half of the property taxes levied in Riverside in 2022 will go toward the

cost of police, fire and paramedic services, which account for 65.5 percent of the tax levy. That amount includes a $1.5 million levy to fund Riverside’s police pension obligation, which accounts for 28.2 percent of the tax levy alone.

The village is levying a little more than $1 million for general government services, a shade higher than it levied last year.

The Riverside Public Library, whose tax levy last year included an additional $112,000 to pay the debt service on a $1.5 million bond issue to fund the renovation of the building’s lower level, is proposing a 2021 tax levy increase of 1.3 percent.

While the library board of trustees set the tax levy for library operations, it is rolled into the overall municipal tax levy, which will be submitted to the Cook County Clerk’s Office following adoption in December.

Pay rates up for subs from page 1 least one position would be able to be filled each time,” said Angela Dolezal, the director of teaching and learning in District 96. “We knew that we had sub needs pretty much daily, so it justified the cost of having a permanent sub.”

Permanent subs in District 96 are paid what a first-year teacher with a bachelor’s degree makes -- $45,778. They are also covered by the district’s regular staff health, vision and dental insurance, if they so choose, but they are not part of the district’s teachers union.

The permanent subs in District 96 are usually experienced.

“They’ve either been subs before or paraprofessionals,” Dolezal said.

Even then, District 96 has found out, permanent subs can be temporary employees, with two permanent subs recently getting permanent jobs in other school districts.

The one at Blythe Park School already has been replaced, and a new permanent sub will start at Hauser Junior High School later this month.

District 96 also increased how much it pays regular substitute teachers this year in an effort to attract more of them. In District

96, day-to-day substitutes are paid $125 a day for the first 20 days they work, compared $105 a day last year.

If a substitute teacher works more than 20 days, the pay increases to $135 a day, up from $115 a year ago. Long-term substitutes, those who substitute for the same teacher for more than 15 consecutive days, are paid $175 a day.

When no substitute teacher is needed where a permanent sub is based, that person will help out other teachers or occasionally substitute in another school. That hasn’t happened much this year, except occasionally at the district’s smallest school, Hollywood School.

“We see that we are utilizing [permanent subs] daily,” Dolezal said. “We had originally thought that we would have a schedule for each sub in each building to utilize them when they weren’t in a subbing position, and we quickly learned that we have not utilized those schedules at all. They are constantly subbing in one way or another.”

At Hollywood School permanent substitute Jaclyn Bottemley has done a little bit of everything, including supervising recess.

“We use her all the time for so many different things,” said Hollywood School Principal Kim Hefner.

When not subbing, Bottomley helps in the primary grades where many students have had difficulty adapting to school after being away from normal school for over a year.

There are also educational advantages to

having a permanent sub at a school.

“Somebody who can really learn the routines, get to know the students, understand their curriculum, it really does become more effective than a day-to-day sub,” said District 96 Superintendent Martha RyanToye.

Whether permanent subs become a permanent presence in District 96 has yet to be determined.

“We don’t know for sure about our long term needs and it’s not considered a longterm employment position,” Ryan-Toye said. “I think it could be ongoing. I think the schools have to demonstrate the effectiveness of it.”

D103 raises pay for subs Other area school districts are also having problems recruiting enough substitute teachers. Last week, the Lyons-Brookfield School District 103 Board of Education voted to raise the pay of its substitutes from to $150 a day, a $40 increase, in an effort to attract more substitutes.

“We are very seriously trying to get substitute teachers,” District 103 Superintendent Kristopher Rivera said.

When a substitute teacher cannot be found, regular teachers may have to rotate into the absent teachers’ classrooms during their plan periods in a process called internal subbing. This can be disruptive to students. Staff teachers are paid extra accord-

ing to their contract for internal subbing.

Sometimes math or reading specialists will take over the classroom of an absent teacher.

Finding enough substitute teachers has been a chronic issue for Brookfield-LaGrange Park District 95, but the school district has not taken any special measures to deal with the challenge this year other than trying not to schedule meetings regarding special education students’ individual education plans during the regular school day.

“For us maintaining a sub pool has always been a challenge,” said District 95 Superintendent Mark Kuzniewski. “We always seem to have certain days when we don’t have enough subs to cover but that was a problem pre-pandemic and it continues to be a problem this year.”

District 95 pays its substitute teachers $110 a day, an amount that hasn’t been raised this year.

Kuzniewski said that with COVID-19 cases declining, he is hoping to add to his sub pool.

He said that a couple of people have recently applied to substitute teach in District 95 and he is hopeful that more will apply.

Anyone with a bachelor’s degree can apply for a substitute teacher’s license. In an effort to deal with the substitute shortage, Illinois has recently added a short-term substitute license that is good until June 30, 2023 for those with an associate’s degrees or 60 hours of college credit.

Riverside to change water rate structure as big projects loom Village ditching infrastructure fee in favor of more equitable cost burden

Multifamily buildings, businesses, institutions and single-family residential properties in Riverside that use large amounts of water will see their bimonthly bills go up in 2022 when the village implements a new fee structure that aims to more equitably charge for water service.

Since 2018, Riverside water customers, regardless of how much water they use or how heavily they tax the sewer system, have been charged a bimonthly $30 water/sewer infrastructure fee.

That fee brings in an estimated $550,000 annually specifically to fund water and sewer projects. However, in response to more frequent severe storm events and repeated

basement flooding, elected officials would like to ramp up its campaign to separate storm and sanitary sewers.

The existing $30 water/sewer infrastructure fee won’t collect enough money to finance the issuance of $11 million in bonds over the next decade to fund those projects.

Instead of increasing that fee to $45 by 2031, as was discussed by trustees this summer, trustees have decided to eliminate the infrastructure fee and increase the village’s water rates by $3 per unit, which is 100 cubic feet (about 750 gallons) of water.

By raising the water fee by $3 per unit, the village will receive an estimated $804,000 annually to fund the future debt. It’s possible that rate could be adjusted further in future years.

ture fee in favor of a general rate increase also means those customers using the most water will bear a greater burden financially.

“The goal is to keep the majority of people without really paying an increased amount,” said Village President Joseph Ballerine during a discussion of the change at the Oct. 21 village board meeting. “I always felt that the $30 infrastructure fee was somewhat unfair to the average resident considering the amount of water the average resident uses and the amount of water that a multifamily [building] uses or an aquatic center. I think this is much more in balance.”

Under the new rate structure, according to information provided to the village board

by Finance Director Karin Johns, customers receiving minimum bills (there is a minimum charge of 5 units of water) will

see their bimonthly bills fall from $94 to $79.

The average water customer (11 units) will see their bill rise only slightly, from $170 bimonthly to $173, a 1.7-percent increase.

By contrast, a large restaurant (based on an estimated 75 units) would see the bimonthly charge rise from $984 to $1,179, while a large multifamily building (450 units) would see its bill increase from $5,754 to $7,074.

Institutions like schools (500 units) would see bills jump from $6,390 to $7,860, while aquatic facilities, like the Riverside Swim Club, which can use around 700 units could see bimonthly bills rise from $8,934 to $11,004, an increase of 23 percent.

The new water rate structure will be adopted as part of the 2022 budget in December.

“We’re hoping to be able to deliver [the site] … around the summer of 2022, and then Aldi would begin construction of their building,” said Matthew McDonnell, vice president of development for Seritage Growth Properties, which owns the former Sears anchor retail space at North Riverside Park Mall as well as the detached former Sears Automotive Center now inhabited by Blink Fitness and the parking lots immediately north and west of the retail box.

McDonnell estimated that construction of the store would take about six months, once the site is delivered to Aldi.

According to Chris Stair, Aldi’s director of real estate in the Chicago area, who attended the meeting virtually, the North Riverside store design would be based on a new prototype now being rolled out.

That new concept, according to a September article published by BusinessInsider.com, features softer lighting, wider aisles and a larger produce section. The new stores being built now are also larger. According to an October article in the publication Supermarket News, previous Aldi prototypes were about 16,500 square feet.

A site plan submitted to the village shows Aldi plans to construct a roughly 19,500-squarefoot store with its own roughly 70-space parking lot on the north half of the large parking area north of the former Sears store.

“This is a relatively new design for us,” said Stair, adding that the prototype had been employed recently in Algonquin, Bloomingdale

Aldi is proposing to build a roughly 19,500-square-foot store in the north half of the parking lot that sits north of the former Sears store at North Riverside Park Mall, 7501 Cermak Road. The company’s next move will be submitting a planned unit development application to the North Riverside Planning and Zoning Commission. and Crestwood. “As we continue to roll out more stores, this is going to be more and more of what you will see going forward.”

The area around the new store and parking lot will be landscaped and work would include improvements to address storm water runoff.

Village trustees had few questions for store representatives and expressed strong support for Aldi’s plans for the new store while remanding the matter to the Planning and Zoning Commission.

Sue Scarpiniti told the Landmark in a separate interview that village officials have been working with Aldi for the past six months to ensure the design would be acceptable and ready for vetting by the Planning and Zoning Commission.

Asked when Aldi might have a planned unit development application in to the village, McDonnell told the Landmark that he wasn’t certain but added, “We’re going to try and expedite it.”

He also said Seritage had fielded inquiries

from companies interested in leasing the vacant upper floor of the two-story former Sears space. While he declined to reveal who those companies were, he did confirm they were retail uses.

While it was not addressed at the village board meeting on Nov. 1, it is presumed that Aldi would close its existing North Riverside location at 2000 Harlem Ave., which is less than a mile away, once a new store opens in the proposed location in the 7500 block of Cermak Road.

Legal secretary works for firm representing McCook, Bridgeview

On Oct. 20 legal secretary Jessica Doherty was appointed to the board of the Lyons Township School Treasurer’s Office, commonly known as the TTO. But that’s likely not why Doherty will always remember that day. Earlier that day, she gave birth to a baby.

But, she still managed to join the virtual board meeting held that day to accept her appointment to the Lyons TTO board and to cast her first votes.

The TTO manages money for school districts in Lyons Township.

Doherty, a resident of Countryside, works as legal secretary for the municipal law firm of Louis F. Cainkar Ltd., which is based in Burbank and represents many southwestern suburban communities including McCook and Bridgeview.

State Sen. Steve Landek, who has been the main protector of the Lyons TTO in the Illinois General Assembly, also serves as the mayor of Bridgeview.

Doherty was the only applicant to apply to replace board member Michael Dickman, who suddenly quit the TTO board in September two months after he was appointed. Dickman had replaced Nicholas Kantas, who had resigned from the board in June. Dickman had served a prior six-year term on the board before not running for re-election earlier this year.

Doherty has worked for the Cainkar law firm since 2013, according to the resume she submitted to the Lyons TTO board which the Landmark obtained by filing a Freedom of In-

formation request. She also has served as the recording secretary for the Central Stickney Sanitary District since 2020.

Doherty graduated from St. Mary’s College in Notre Dame, Indiana, in 2012 with a bachelor’s degree in sociology. While in college she worked for a few summers as a financial assistant for village of Oak Lawn.

Immediately before formally voting to appoint Doherty, the two other TTO board members welcomed Doherty to the board.

“We have talked about it and we think you would be an amazing fit to our little family trustee board here,” Trustee Shakana Kirksey-Miller told Doherty during the meeting when she informed Doherty that she was going to be appointed to the board. “I think your commitment to your community, your schools, your family is outstanding.”

Kirksey-Miller said she was amazed that Doherty would attend a meeting, even virtually, on the same day she gave birth.

“I think that speaks volumes to who you are as a person, as a worker and I am astounded by that,” Kirksey-Miller said.

After the 2-0 vote to appoint her, board President Mike Thiessen invited Doherty to say a little something and to brag about herself, but Doherty demurred.

“I’m more on the humble side,” Doherty said. “I don’t know if there’s much to brag about, but I’m very excited to move forward with you guys as a new board and I hope to learn much from all of you and I look forward to working with you. That’s all I can think of right now.”

The Landmark could not reach Doherty for an interview despite asking Kirksey-Miller and Treasurer Ken Getty to ask Doherty to call the Landmark. As of Nov. 1, the Lyons TTO website did not list an email address for Doherty, and her email address and telephone number were redacted from the resume provided to the Landmark.

Riverside’s Navarro named Pretrial Division presiding judge

Timothy C. Evans, the chief judge of the Circuit Court of Cook County announced on Nov. 1 that effective immediately, Judge David Navarro, of Riverside, was the new acting presiding judge of the circuit court’s Pretrial Division.

Navarro, who was appointed to the bench in 2017 before being elected in 2018, previously served as supervising judge of the division.

“Judge Navarro has shown tremendous dedication and skill in his years in the Pretrial Division, including as a supervising judge, and I am confident that he will succeed in this new leadership role,” said Evans

in a press release.

Before becoming a judge, Navarro was chief of the Public Integrity Bureau at the Illinois Attorney General’s Office and served as an assistant state’s attorney for Cook County.

He is a graduate of the University of Iowa College of Law, and received his undergraduate degree from the University of Chicago.

The Pretrial Division conducts the initial proceedings in various criminal cases, and is in session every day of the year. Navarro replaces former Presiding Judge John P. Kirby, who has moved to the Law Division.

Newman vows run in 6th District after mapping snub Freshman U.S. rep drawn by Dems into heavily Hispanic 4th District

It’s been clear from the start of the process to redraw U.S. congressional district boundaries that Democrats in the Illinois General Assembly saw first-term Congresswoman Marie Newman (D-3rd) as something of a sacrificial lamb.

In all four proposals rolled out by Democrats who control the remapping process, the progressive Newman – who took down conservative Democrat Dan Lipinski in the 2020 primary, ending a 38-year dynasty in the 3rd District -- was repeatedly drawn into districts where she would be forced into tough competitions with opponents from either party.

MARIE NEWMAN But the final proposal, passed by both the Illinois Senate and House during the early morning hours of Oct. 29, added insult to injury. Newman lives within what will be the new 4th District, a majority Hispanic district now represented by another progressive, Jesus “Chuy” Garcia, who sits on the House Transportation Committee with Newman.

“The most recently proposed map is a clear attempt to appease one person and a small handful of affluent insiders at the expense of workers and working families on Chicago’s Southwest Side and suburbs,” Newman said in a statement released prior to the final vote to approve the map, which will go to Gov. J.B Pritzker, who is expected to sign it.

The “one person” referenced by Newman is Congressman Sean Casten, who presently represents the 6th District. Two earlier versions of the map drew Newman into the 6th District, where she would’ve posed a threat to the more moderate Casten, who first won election in 2018.

Casten in the final map approved by the state legislature did not have an obvious Democratic challenger.

SEAN CASTEN But, that changed very quickly.

Just hours after the Senate voted 41-18 and the House voted 71-43 to approve the map, Newman announced she would run for re-election in the new 6th District in 2022.

Newman presently lives in and represents the 3rd District, which includes Brookfield south of Southview Avenue and the southern tip of Riverside.

Although Newman would not be a resident of the new 6th District, the U.S. Constitution does not require that representatives in Congress live in a specific district.

They merely need to live in the same state.

In a press release issued on the morning of Oct. 29, Newman noted that her current constituents make up 40 percent of the new 6th District.

“Last year, we made history by bringing together a coalition of neighbors, working families, volunteers, and voters from every corner of our communities to stand up against decades-old Machine politics, billionaires, and deep-pocketed special interests -- and, we are doing it again,” Newman said in the press release. “I am proud to announce that I am once again running to represent the

Why NewsMatch is important

H

alloween’s over. Thanksgiving is just coming a bit into focus and it looks lovelier than last year while still a bit COVIDtwisted.

Launching right between these two notable holidays is something that is a big deal to us here at Growing Community Media, the nonprofit parent of the Riverside-Brookfield Landmark and its sister papers in Oak Park, River Forest, Forest Park and Austin. It’s NewsMatch season. Starts now and continues through every celebration right up to and including New Year’s Eve. What’s NewsMatch, why the heck are you a nonprofit anyhow, and do I donate by check or can I do it online?

Those are all legitimate questions. Thank you for asking.

NewsMatch is a national effort to raise funds to support nonprofit journalism as it faces the giant challenge of growing a new and sustainable model to pay for local news. The old model, and it was a great one, of selling ads and subscriptions to pay reporters, the print bill and the rent got run over by Facebook and Craig’s List and Google. That our industry was slow to adapt to digital hasn’t helped.

On a nationwide level, NewsMatch raises funds from foundations and wealthy donors and then spreads that out to nonprofit newsrooms. Meanwhile the local newsrooms are expected to multiply those funds in our communities with donations from readers/members while also tapping larger matching gifts.

For a second year, Growing Community Media is among 300-plus newsrooms across America chosen to be part of NewsMatch.

We’ll put that high on our gratitude list again this year. Our inclusion reflects two things.

1. The quality of the journalism we bring to the seven neighborhoods we cover with our four flags – Wednesday Journal, Austin Weekly News, Forest Park Review and Riverside-Brookfield Landmark.

2. The broad support we’ve already received from more than 2,000 individuals (and climbing) who recognize that these villages and city neighborhoods need independent reporting more than ever.

Like every good nonprofit, Growing Community Media is working on a strategic plan. We did a broad survey over the summer of readers, donors, advertisers, staff and our own newly formed board.

There were several thousand responses to a long list of questions.

Here’s what stood out to me in a moment

when misinformation is being expertly shared and trust in media has eroded.

Ninety percent of those who responded said they trusted our reporting. Almost as many said that our deep roots and continued independence were compelling reasons they subscribed, and many became members.

Talk about gratifying. Talk about motivating.

After 39 years as a for-profit business we knew in 2019 our future was clouded by our disrupted newspaper industry. Our conclusion was that our mission wasn’t tied to an old business model. Our mission is in the reporting, the connections we foster, the voices we elevate, the conversations we create.

So, two years ago, we took the pioneering step of becoming a nonprofit newsroom.

Since then, with the money we have raised from small donors, middle and large-sized donors, several generous foundations, we have plowed money back into our small newsroom.

We’d been hemorrhaging reporters for a decade as ad revenues slowed. In the past year we created a new post of equity editor and promoted Michael Romain to that role.

We hired Amanda Tugade as Wednesday Journal’s full-time education reporter. Now, with a grant from the Field Foundation, we are looking for a full-time reporter to add to our Austin Weekly News. That reporter will cover the “steady state” of the West Side, the genuine stories of people living their lives in Austin, West Garfield Park and North Lawndale.

We’ve also expanded the role of our digital editor (newly hired Briana Higgins), promoted a development director (Mary Ellen Nelligan) and added a second person in that department (Stacy Coleman). And we remade our websites.

That’s a lot. And there is much more to accomplish.

ormally I don’t talk about this subject until after Thanksgiving, but I thought I would give you a heads up in case you wanted to get started -- you know what I’m talking about.

My last column about a member of the Denniston family in Riverside was read by a family member in Boston, who sent it to another family member with the column eventually winding up in Michigan with Debbie Denniston McBride, whose mother was the subject of the column. I suspect there will be more historical facts to come.

Gloria H. Padilla Lopez, 89 Worked for the state of Illinois Gloria H. Padilla Lopez, 89, of Riverside, died Oct. 28, 2021.

She was born July 11, 1932 in Chicago and worked in management for the state of Illinois.

Ms. Lopez was the ex-wife of Augustine Lopez; the mother of Donna (Dale) Eddy; the sister of Thomas (late Joanne) Padilla, the late Charles (Nancy) Padilla, the late Jeannie Villasenor, the late William (late Phyllis) Padilla and the late Pamela Padilla; and the aunt of many nieces and nephews.

Visitation is Wednesday, Nov. 3 from 4 to 8 p.m. at KuratkoNosek Funeral Home 2447 Desplaines Ave., North Riverside. A funeral Mass will be celebrated Thursday, Nov. 4 at 10:30 a.m. at St. Mary of Celle Church, Berwyn. Interment is at Queen of Heaven Cemetery, Hillside.

They call the Clyde C. Jordan Memorial Stadium at East St. Louis Senior High School the “House of Pain.” That proved to be the case, at least in an emotional sense, for the Riverside-Brookfield High School football team, which saw its season come to an end as defending state champion East Saint Louis routed the Bulldogs 66-0 in a first-round Class 6A playoff game Oct. 30 in East Saint Louis.

East St. Louis’ Christopher Bennett set the tone from the start when he caught the opening kickoff at the 9-yard line and raced practically untouched 91 yards to the end zone.

East St. Louis then quickly scored three more touchdowns in the first quarter and scored three more times in the second quarter to lead 54-0 at the half as the Bulldogs simply could not cope with the speed, size and strength of the aptly nicknamed Flyers, who played without their best player, wide receiver Luther Burden III, ranked as the sixth best senior in the country.

“We were just outmatched and undermanned,” said RBHS coach Brendan Curtin.

The week leading up to the game provided more drama than the game itself. Upon finding out that the Bulldogs (5-5) were matched

up with East St. Louis Senior, which has won eight state championships, some players and their parents, began to talk about forfeiting the game.

A number of players reportedly skipped practice on Oct. 26 and a players’ poll was taken about forfeiting the game. Other players were adamant about playing. During a team meeting on Oct. 27 night, some leaders, including senior quarterback T.J. Sloan, center C.J. Zanieski, senior cornerback Vinnie Maietta, sophomore offensive lineman Jackson Ramos made the case for playing and carried the day.

“For myself and the staff we were always playing, it was just a matter of who we were rolling out there,” Curtin said.

Despite the lopsided loss, Zanieski said he is glad the game was played.

“Some people didn’t want to play -- some of those people it was their parents who didn’t want them to play, not even their decision -but it was my thought that we signed up to play football so we should go out and play,” Zanieski said. “People were afraid of getting hurt, but nobody got hurt. We got beat, but it was definitely an experience getting to play what is obviously the best team in Illinois.”

The Bulldogs played without three of their regular offensive starters. A handful of reserves also did not make the trip. Curtin de-

clined to talk about the absent players.

“I will tell you how proud I am of the guys that are here,” Curtin said. “There were people from outside of the circle that had their questions and concerns and doubts, and I’m just proud of the crew that we brought up here and their ability to fight for four quarters of football.”

Even without Burden III, East St. Louis (8-2), whose two losses came to out-of-state teams that are ranked in the top 10 in the country, is loaded with NCAA Division I recruits, including cornerback Toriano Pride who is headed to Clemson.

East St. Louis barely needed to throw the ball as its massive offensive line, which outweighed the Bulldogs defensive line by approximately 100 pounds per man, opened up gaping holes for their speedy running backs.

The Flyers also blocked two punts, returning one for a touchdown on the first play of the second quarter. The Bulldogs’ offense was throttled by an East St. Louis defense that has not given up a point to an Illinois opponent all season. The Bulldogs managed just two first downs in the game, one on a 12yard completion from Sloan to Ryan Novak in the first quarter. The other on a 7-yard run

by Novak late in the second quarter.

The Bulldogs’ best moment came in the first quarter when Maietta delivered a hit on

an East St. Louis receiver after a pass completion, jarring the ball loose for a fumble recovered by Drew Swiatek recovered. Maietta, a 5-7, 170-pound senior, epitomized the toughness the Bulldogs displayed, throwing his body against far bigger and faster opponents.

“He really came on strong late in the season,” Curtin said. “He’s versatile. We really had him focus on defense. He’s sort of the heart and soul of that senior class, if you will. I’m really proud of what he’s been able to do in his varsity career.”

While RBHS finished the year losing four in a row, the Bulldogs future looks positive.

They will return running back/linebacker Ryan Novak and lose only one starter, Zanieski, from the offense line.

Sophomore Diego Gutierrez split time at quarterback with Sloan and is a fast and elusive runner who should develop more passing accuracy with experience. Sophomore Anthony Petrucci did a good job filling in for Matt Novak at wide receiver and a number of good defensive players return, including Swiatek and linebacker Peter Sofeski.

“We graduate some talent and there’s a lot of guys we’re going to miss, but no question, it feels like within each position group there’s a lot of guys that are coming back and that’s encouraging,” Curtin said.

For a fleeting moment on Oct. 30, senior Chuck McLawhorn and his Lyons Township High School boys cross country teammates were concerned they might not have qualified for the IHSA Class 3A state meet.

Now McLawhorn is concerned how well he can compete on Nov. 6 at Peoria’s Detweiller Park.

McLawhorn was a team-best 13th for the fifth-place Lions at the Hinsdale Central Sectional, but he turned his right ankle slipping on the muddy Katherine Legge Memorial Park course and was unable to stand afterwards.

“I can’t move it without pain, so hopefully it’s nothing too bad,” McLawhorn said. “I’m excited to see what we can do at state. I think we can bring a strong message if we’re all rolling.”

McLawhorn (15 minutes, 45.74 seconds for 3 miles) and senior Finn Gallagher (16th, 15:49.30) were top-20, followed by sophomore Cillian Henning (36th, 16:03,26), senior Hayden Constas (44th, 16:11.02), juniors Aidan Collins (54th, 16:18.55) and Matt McGowan (71st, 16:36.63) and sophomore Nick Strayer (95th, 16:55.95).

The top seven teams advanced and LTHS came into the race highly ranked, but this also was the state’s hardest sectional with

seven of the top-nine Class 3A boys teams and eight of the top 11 girls teams as rated

by ILXCTF or MileSplitIL. The LTHS girls placed 11th as a team, but junior Catherine Sommerfeld (4th, 17:45.90) was all-sectional and qualified for the state meet individually by being among the top 10 finishers not among the advancing teams.

McLawhorn continually thanked his teammates, especially Gallagher, for helping the Lions advance.

“I’ve got to say I’m glad my teammates gave it their all. I owe this advancement to my teammates,” McLawhorn said.

“I’m improving so hopefully [at state] I can do better,” Gallagher said. “Being up by Chuck, even though he was hurt, gave me a lot of confidence. If it all comes together next week, I think we can do really well.”

The other LTHS girls finishers were sophomore Shannon Cranny (34th, 19:07.65), junior Scarlett Lestina (52nd, 19:39.83), sophomore Julianne Melby (61st, 19:49.41), sophomore Anna Bylsma (79th, 20:18.17) and freshman Leigh Farrell (96th, 20:54.96).

Lockport too much for LTHS in Class 8A playoffs Lions still relish first postseason appearance since 2017

The Lyons Township High School football team lost its IHSA Class 8A playoff opener Oct. 30 at Lockport, but not in the eyes of senior captains Owen Cherry, John Tobin and Joey Antonietti.

The Lions won at Downers Grove North in a regular-season finale showdown in which only the winner made the playoffs.

“That game was really fun. It was a playoff game [to us], so we kind of treated this like the second week,” Cherry said.

The No. 29-seeded Lions lost to No. 4 Lockport 35-10 in their first playoff appearance

since 2017.

LTHS (5-5) scored on a 37-yard field goal from David Waight to end the first half trailing 21-3. Sophomore quarterback Ryan Jackson found a wide-open Graham Smith for a 39-yard touchdown pass to close to 28-10 with 9:43 remaining.

“I want to say this [Lockport] team was the best team we played all year,” Cherry said. “The effort was always there. If you don’t get results, you don’t get results. As long as everyone’s putting in 100 percent, buying in, that’s all you can ask for.”

The seniors started 1-8 as freshmen and saw three varsity head coaches during their tenure.

“They’ve accomplished something, getting into the playoffs, getting the program in the right direction,” second-year LTHS coach Jon Beutjer said. “Obviously, there’s a lot more work to do but I’m really proud the way the seniors fought and battled against a really, really good football team.”

In Week 6, quarterback Antonietti also began being used at wide receiver and running back. Beutjer said Antonietti excelled against Downers North despite dislocating his shoulder the previous game.

“You could see him out there, blocking, one hand,” Beutjer said.

“He’s played quarterback his whole life.

Then in the middle of his senior year, he’s

willing to say, ‘Coach, what’s best for the team. I just want to win.’ And that was genuine. And then he really kind of relished that role.”

Naz triumphs in playoff opener In Class 5A, No. 14 bracket seed Nazareth (6-4) won its playoff opener over No. 3 Goode 54-6 and now visits No. 11 Marmion (7-3) at 1 p.m. on Nov. 6.
