The U.S. Army Corps of Engineers will soon begin designing a floodwall that will

extend from Park Place to the Burlington Northern-Santa Fe Railroad right of way after the Riverside Board of Trustees voted 5 to 1 to enter into a project partnership agreement with the Corps on Dec. 6.

At the same time, with the same vote, the village board also gave the go ahead to enter into an intergovernmental agreement with the Metropolitan Water Reclamation District of Greater Chicago, which has pledged

to pay the $2.5 million local share of the project cost.

RBHS students (sky)dive into physics Kids use themselves to illustrate gravity, resistance

Last week about 120 Riverside Brookfield High School physics students got a chance to fly, or at least hover.

They went indoor skydiving, sort of, floating around in a wind tunnel as air blown in at speeds of around 100 mph held them aloft.

In the process, they experienced firsthand some of the concepts they have been learning about.

“It was really cool,” said RBHS junior Julia Brom after her time in the wind tunnel. “It did feel like I was like falling to the ground, but I was always getting picked back up.”

Brom and about 55 other students in teacher Kristi Sterling’s physics classes went to iFly Naperville on Dec. 3 while teacher Sam Weiss took his physics students to iFly Rosemont.

The students, wearing helmets, ear plugs, goggles and flight suits, each spent 80 seconds in the wind tunnel accompanied by an iFLY instructor. As a student stepped into the wind tunnel they were immediately blown aloft.

With the help of the instructor they did what is called belly flying -- lying face-down down with their arms spread out. The wind blown into the tunnel kept them aloft as they floated around, sometimes moving up and

down a few feet.

“Skydiving is all about balancing out gravity and resistance,” said Sterling, who found out about the skydiving educational opportunity this fall at a Northern Illinois Science Educators’ conference. “It’s a cool, real world application of what they’ve been learning about in class.”

It wasn’t just a cool experience, it was a learning experience. During the approximately three-hour visit, students learned about terminal velocity, which is the velocity necessary to keep an object stable in air, not moving up or down.

The students learned that mass, their weight, their size, their shape and the position of their arms and legs would affect the wind speed necessary to keep them stable. Before entering the wind tunnel students estimated the wind speed that they thought would be necessary to keep them aloft; then after flying they compared the actual results to their estimates. They worked on a four-page worksheet about terminal velocity before and after their flight.

The experience made vivid the concepts the students have been studying in their unit on kinematics, a branch of mechanics concerned with motion.

time floating around the wind tunnel made the physics seem very real and easier to understand.

“It’s all about velocity and resistance and forces acting on each other, and that’s exactly what we’re doing in class,” McKenna said.

Classmate Moira Ford said that floating around the wind tunnel definitely helped her understand the concepts she has been studying in class.

“With the labs we’ve done, nothing comes close with actually explaining how this works and what this does,” Ford said.

Students also saw what happened when balls of different sizes and weights were thrown in the wind tunnel as they saw the effects of mass and shape. They also saw water separate into particles when tossed into the wind tunnel.

Students paid $34.95 each for their flights. A grant from the RBHS PTO covered the cost for 20 students who couldn’t afford the fee. RBHS provided the transportation.

Students said that it was an amazing experience to fly, or float, in the air.

“I didn’t realize how fast the wind would actually be,” said Payton Fitzgerald. “You feel really weightless. … Before I didn’t really understand how air resistance really played into it, but now I understand.”

Two liquor stores in Brookfield have been burglary targets in the past two weeks, with a third being damaged but not entered.

The latest incidents were reported during the early morning hours of Dec. 8. At about 4:40 a.m., police responded to Brook Food and Liquors, 9016 47th St., after the business alarm company sent an alert about front glass break detection.

An officer arrived to find a 1-foot hole in the glass above the door handle, however the door was still locked and it did not appear anyone gained entry. Two landscaping bricks were found on the floor of the business, just inside the door.

Then, at about 6 a.m., the owner of Leo’s Liquors, 9154 Broadway Ave., called police to report that security video, which he can access remotely, showed people inside his business.

Police arrived to find the glass front door broken and pushed in. More than 20 unbroken cognac and tequila liquor bottles were scattered outside the front door of the business, on the sidewalk, and several more broken liquor bottles were found in the 3400 block of Maple Avenue.

The Leo’s Liquors burglary, police said, may be related to a similar burglary at Phoenix Liquors, 8814 Ogden Ave., on the morning of Nov. 30. Like the Leo’s incident, the offenders used a landscaping brick to smash a 3-by-6-foot plate glass window.

Several bottles of liquor, including cognac, were taken from behind the counter.

Surveillance cameras showed a vehicle that was similar to one caught on camera at Leo’s Liquors, police said.

89 mph and allegedly drunk on First Ave. Riverside police charged a 25-year-old Chicago woman with driving under the influence of alcohol and aggravated speeding after a police officer clocked her 2011 Chevy sedan going 89 mph in a 35 mph zone while northbound on First Avenue between 31st Street and Forest Avenue on Dec. 9 at about 4:25 a.m.

According to the police report, the driver told police she had been bar hopping prior to driving and believed she was not only headed southbound on First Avenue but that she was in Summit when she was stopped.

Riverside police reported two separate incidents in the past two weeks which alleged drunken drivers drove head-on toward squad cars, forcing one officer to take

evasive action to avoid being struck.

The most recent incident took place on Dec. 4 just after 4 a.m. A Riverside officer who was westbound on Bloomingbank Road next to the train station reportedly had to swerve out of the way of a vehicle driving the wrong way down the one-way street toward his vehicle.

According to the police report, the driver, a 22-year-old Riverside woman, was under the influence of drugs at the time of her arrest. Police reported recovering more than 70 prescription pills and a brown substance that field tested positive for heroin.

In addition to DUI, she was charged with possession of a controlled substance and cited for traffic offenses.

On Dec. 1 at about 12:30 a.m., Riverside police charged a 38-year-old Des Plaines woman with DUI after multiple people called 911 to report someone driving very erratically while northbound on First Avenue from I-55.

As a Riverside police officer responded, he reported observing a 2013 Nissan cross the center line and drive directly at him before swerving back into the correct lane.

The officer did a U-turn and was able to stop the woman at 31st Street.

Police later learned that Illinois State Police had broadcast an emergency notice at about midnight warning of a motorist who was all over the road while eastbound on I-55. Police said it was the same vehicle later stopped in Riverside.

Shooting at squirrels A North Riverside police officer on patrol near Komarek School on Nov. 28 at about 1:25 p.m. reported a man with a rifle on the parkway a few houses east of the school on 24th Street.

The officer reported seeing the man raise his rifle and shoot across the street, at which time the officer approached the man and asked what he was doing. The man replied that he was shooting his BB gun at squirrels on a bird feeder across the street in order to scare them away.

After verifying the weapon was a BB gun, the officer issued the man a citation for disorderly conduct.

These items were obtained from police reports filed by the Riverside, North Riverside and Brookfield police departments, Nov. 28-Dec. 9, and represent a portion of the incidents to which police responded. Unless otherwise indicated, anybody named in these reports has only been charged with a crime.

These cases have not been adjudicated.

WC3 wins $913,000 state reimbursement grant Part will create cash fund balance, part pays members for startup costs

West Central Consolidated Communications (WC3), the central police/fire dispatch center that serves Brookfield, North Riverside, Riverside and McCook, is in line to receive about $913,000 in state grant funding to help offset technology infrastructure startup costs and also create a cash reserve for the fledgling agency, which went live in May. Officials from the villages had been hoping for some financial relief after spending more than $1.2 million to establish WC3 after the Illinois General Assembly mandated that municipalities with populations less than 25,000 join forces with their smaller neighbors to consolidate emergency E911 service.

While savings are predicted years down the road, the expense to create WC3, in particular the decision to install and lease the agency’s own fiber-optic communications lines, was a hefty burden – more than $700,000 on its own. Maintaining the fiberoptic network is expected to cost WC3 about $18,000 annually.

“Having paid up front, now we’ll just have to pay for the annual maintenance cost,” said Riverside Village Manager Jessica Frances,

this past summer, but the grant will soften some of that blow.

“By paying for the fiber network as a one-time payment with annual maintenance, WC3 was able to seek reimbursement for the total capital costs,” Frances said. “If the payment was structured differently, for example, payments made over the term of the 20-year [fiber network lease] agreement, the grant would only be reimbursed for the costs incurred up to the date of the grant reFILE quest.”

maintain a source of funds to pay expenses on an ongoing basis. Since WC3 was established in 2016, it has simply billed member villages as expenses needed to be paid.

Establishing a fund balance for WC3 is important for the agency “so we’re not always playing catch-up with respect to paying bills.”

But it will also help member communities by reducing the administrative burden of continual invoices and creating an ability to plan better.

“What’s also significant is that we won’t be asking member communities for additional money to start a fund balance,” Frances said.

While WC3 does not have an official notice of the grant award from the Illinois State Police, which is administering the state’s 911 System Consolidation Grant Program, the agency has completed the grant reimbursement request paperwork. The agency’s initial grant request was $1.2 million.

Riverside Finance Director Karin Johns, according to Frances, worked closely with WC3 executive Director Jason Rodgers and grant writer Todd Kupsak on its initial grant application.

Frances said the grant money should be in local hands probably in early 2019.

LTHS teachers, school board still hammering out new deal Faculty have been working without a contract since August

Teachers in Lyons Township High School District 204 have been working without a contract since school began in August. Negotiations on a new contract started in March but are continuing, but no agreement has yet been reached.

Currently teachers are working under the terms of the old contract.

Negotiators for the school board and the teachers union would not say much about the state of the contract talks or the subjects still under discussion. The two sides have an agreement not to comment publicly about the status of the negotiations or the specifics of any proposal, counter proposal or discussions.

Trustee race in Brookfield will be contested Brookfield Community Party slate to challenge PEP

Brookfield voters will have plenty of choices when they head to the polls in early 2019 to choose three people to serve as village trustees.

On Dec. 4, the Brookfield Community Party filed paperwork to create a political committee in support of three candidates – Mark Rogers, Joshua Jones and Tom Galbraith.

The trio is gathering signatures on nominating petitions that need to be filed between Dec. 10 and 17 in order to get on the ballot for the April 2, 2019 Consolidated Election. The slate will face off against a slate from the PEP Party – Brian Conroy, David LeClere and Katie Kaluzny – whose candidates announced their intentions to run back in October.

The PEP Party has maintained a hold on every elected position in Brookfield – from president to trustee to clerk – since 2005. PEP’s candidates filed nominating petitions on Dec. 10.

Rogers said the Brookfield Community Party will file its petitions sometime this

week.

“We’re going to focus on what we can do for the village,” said Rogers, who in the past has served on the Lyons-Brookfield School District 103 board and made an unsuccessful run for village trustee in 2015.

A certified financial planner who specializes in retirement planning for labor union members, Rogers said the slate’s campaign will remain “positive and focused on our vision for the town.”

“We want to help residents and businesses grow and make the town better,” he said in a phone interview with the Landmark.

Rogers, 57, said the slate is in the process of putting together a platform, but the party has started connecting with people on its new Facebook page. The party has also reserved a website address, though it’s not active yet.

The last time Rogers ran in 2015, he lost winning a seat by about 265 votes, coming in fourth in a six-person race, behind LeClere. Rogers ran alongside two others as part of a slate that had the backing of Roger’s next door neighbor and former Brookfield Bill Russ, who was chairman

of the slate’s political committee.

That connection to Russ, who was voted out of office in 2005 after one term as president, was used against Rogers by the PEP Party during the campaign. That political committee, the Citizens Action Party, has since folded.

This time around, said Rogers, the slate is running independently. The chair of the Brookfield Community Party is Rebecca Galbraith, according to the committee’s statement of organization on file with the Illinois Board of Elections. Rogers is listed as the committee’s treasurer.

“The connection to my next-door neighbor was heavily discussed by PEP [in 2015],” said Rogers. “They’re not going to be able to do that this time around.”

Jones has thrown his hat into the political ring once before, filing nominating petitions in 2010 to run for trustee in 2011, but his petitions were disqualified following a challenge by a PEP supporter.

A mortgage broker, Jones and his wife also run a charity called the JM Foundation, which holds events and raises money to aid low-income residents of Brookfield.

The 48-year-old Galbraith, who is new to village politics, said his interest in village politics was piqued in early 2018 when the village sought to remove a curb cut from the front of his property in order to eliminate driveways that didn’t lead to proper parking areas.

Galbraith and other neighbors protested and the village backed off.

“I figured it was time when they were screwing around with the driveways,” said Galbraith.

“I’m also concerned with the revolving door of employees coming in and out,” he added, referring to a parade of departures in early 2018, including the village manager, the village planner, public works director, both recreation department staffers and the retirement of the fire chief.

“I think a little mix of different voices might be a good thing,” Galbraith said.

Asked if he was at all apprehensive about stepping into the public spotlight, Galbraith said that he was a little bit nervous, but added, “I have nothing to hide.

I’m pretty much an open book when I talk to people. But it is a big step.”

Brookfield trustees approve Grand Blvd. project Mixed-use building could break ground in spring

Brookfield village trustees gave the green light to the first new mixed-use development in downtown Brookfield in decades on Dec. 10, voting unanimously to award the zoning variations for a project that will be built at 3704 Grand Blvd.

Trustees voted to allow the new development, which will go on an odd, V-shaped piece of property that fronts both Grand Boulevard and Sunnyside Avenue, to be built lot line to lot line.

They also approved a zoning variance that will pave the way for the first-ever green roof, which will serve as a prime amenity and gathering space for tenants of the building.

“This is a project that, you would hope, continues in other areas on Grand Boulevard as well to enhance the properties there,” said Trustee Ryan Evans.

Developer Michael Gatto of RMG Realty wants to build a mixed-use building with about 2,750 square feet of ground-floor retail space facing Grand Boulevard. The remainder of the building will consist of three one-bedroom and eight two-bedroom apartments.

In addition, there will be nine covered parking spaces on the ground floor, fronting Sunnyside Avenue.

Neighbors had expressed concern about the impact of the building on Sunnyside Avenue, which is residential. They complained about the density, additional vehicles that will make traffic and parking worse and about a potential loss of privacy, with tenants in a three-story building look-

ing down on the yards of their single-family homes.

Gatto told the Landmark in November that he was working with his architect to see if the building could be set back from Sunnyside Avenue a few feet to allow some relief from the bulk and provide room for balconies for his own residential tenants.

The green roof was not in the initial plans for the building, but came about during discussions with the Brookfield Planning and Zoning Commission about the variances Gatto sought.

Initially, Gatto had called for a green balcony on the south side of the building.

However, the Planning and Zoning Commission concluded that wouldn’t sufficiently address storm water relief requirements.

The green roof, however, will provide for better storm water detention and serve as a selling point for the apartment complex, the village believes.

The zoning variation ordinance passed by trustees on Dec. 10 states that the design of the green roof must show that “it follows best practices in accordance with national or regional associations” such as the U.S. Green Building Council.

“We added some provisions to make that a more meaningful and better ordinance to address the use of green roofs for the first time, really, in Brookfield,” said Nicholas Greifer, the village’s director of community and economic development. “Ultimately it becomes a building permit application. We want to make sure we try to follow the best practices that are out there.”

“It’s going to be hard finding that system for the roof and implementing it properly,” Gatto said.

Before the project can move forward, Gatto must close on the property, which he has under contract. Then he will need to work with the village’s building department on permits before breaking ground.

While it will take some months to have all of that fall into place, trustees expressed their support for the development, which they hope can be replicated elsewhere in the downtown.

“I think this is a very nice way to follow our comprehensive plan that we spent so much time on,” said Trustee Nicole Gilhooley. “It’s such a great location and it’s going to complement the other spaces there as well. I think it’s going to work very nice together.”

Village to seek demo bids for Brookfield Bowl Wrecking ball could swing in early 2019

The village of Brookfield will move to tear down the vacant Brookfield Bowl at 3415 Maple Ave. in early 2019 after at least two instances in which people broke into the former bowling alley, one of them resulting in an attempt to burn it down.

Nicholas Greifer, director of the village’s community and economic development department, confirmed Brookfield’s intentions to seek demolition bids in a Dec. 7 phone interview with the Landmark.

“We want to move forward with demolition, and if we do it ourselves, we think we can expedite it and do it faster,” said Greifer. “We’ll be putting together bid documents in the next several weeks.”

The village initially had hoped to pass along the expense of demolishing the bowling alley to Tartan Builders, the Hinsdalebased company that hopes to redevelop the property and construct a three- to four-story residential building.

In its response to an RFQ issued by Brookfield earlier this year, Tartan Builders identified the building as “rental apartments or 55+ living.” The development company’s proposal suggested that the building contain 16 to 20 units, from studios to twobedroom units.

Since submitting their proposal, however, a deal has been slow to emerge. By taking on demolition of the building, the village may remove a negotiating roadblock. Greifer said the redevelopment agreement being

Trustee Wendell Jisa cast the lone no vote against both agreements, saying the village hadn’t exhausted examining other alternatives to the floodwall.

“I think we have to do more homework,” Jisa said.

But most trustees felt it was important and necessary to move forward with the project design phase, even if it ends up costing the village money – perhaps as much as $150,000 -- in the event a decision is made to abandon the floodwall.

“I will not hesitate to say no to going forward if, at the end of the 50-percent design phase, that it is not what we want to do,” said Trustee Elizabeth Peters. “For me, this contract is not a done deal at all, but I do feel like

negotiated would “probably have to change, given that we’re adding value by taking down the building.”

The cost for demolition won’t be known until the village receives bids, but Greifer estimated that it ought to come in around the $100,000 figure the village obtained about five years ago when it previously was contemplating demolition.

Greifer said that the cost for the demolition would be paid for through funds collected by the Eight Corners TIF District, which was established in 2016. TIF funds can be used for a variety of projects within the district, including site remediation.

In 2016 and 2017, the Eight Corners TIF generated almost $260,000 in incremental tax revenue for use within the district.

“Fortunately, with the TIF starting to perform, I think we’ll have a little bit of revenue in the TIF fund to offset the demo cost,” Greifer said. “That’s something I wouldn’t have been able to say a couple of years ago.”

It’s also unclear to what extent the bowl-

tal risks.”

“There are a lot of unknowns environmentally,” McNaughton said.

Greifer could give no timetable for exactly when the village might be able to complete a redevelopment agreement with Tartan Builders for the bowling alley property.

“I don’t want to make any predictions, because these are two-party negotiations, but conceptually it’s a pretty straightforward deal that’s being negotiated. I think we’re knocking down most of the tasks so we can get to a negotiated agreement.”

Meanwhile, a development opportunity that Tartan Builders has been pursuing at 8911 Burlington Ave. still remains at the starting blocks.

The company rolled out plans for a fourstory, mixed-use development at the downtown Brookfield property last January. The Brookfield Village Board in February voted to rezone the property in order to allow a mixed-use commercial building to be built by right, setting the stage for Tartan Builders to begin working with planning staff to gain final approvals and building permits.

However, McNaughton told the Landmark in a phone interview last week that Tartan Builders is having its architect redesign the building that would “eliminate mostly, if not all, the commercial detail” in the design, making it primarily a residential structure.

The reason for the change, McNaughton said, was to make the development financially viable for Tartan Builders.

“The costs were just way out of line with where we needed it to be,” McNaughton said.

“The numbers just didn’t work, so we had to go to Plan B.” McNaughton said his firm is still very interested in redeveloping the Burlington Avenue site and that he hoped construction could begin in spring 2019.

The question now will be whether an allresidential or principally residential building meets the property’s new zoning, which requires commercial uses on the ground floor.

“I think they’ll find a way to work within the zoning modernization ordinance as it’s written,” Greifer said.

There are aspects of the floodwall project that remain uncertain, which has frustrated residents nearest to the river on West Avenue, who won’t know exactly how their properties will be impacted by the floodwall until the 50-percent design phase is complete, probably in late 2019 or early 2020.

At least one resident on Dec. 6 threatened legal action against the village to make sure she is reimbursed appropriately for not just private land that needs to be acquired for the floodwall, but for the noise and disruption that will come with construction, which could last two years.

“I’m telling you right now, you will have a legal fight,” said Mary Erangey, who lives on West Avenue in a property that is high enough that it has not experienced the kind of flooding some of her neighbors to the north have endured.

“There will be all manner of disruption to our home,” Erangey added. “That is not a bottom line, black-and-white number, but it is very real to us. I want that factored in, and I want reimbursement for that.”

Erangey also complained that village officials didn’t reach out to homeowners on West Avenue to see if they were on board with a floodwall in the first place.

“I’m not sure any of you even know whether the residents of West [Avenue] wanted this,” Erangey said.

Village President Ben Sells responded that the board’s job was to consider not just residents on West Avenue but those affected by flooding and the rest of the village. Fire Chief Matthew Buckley presented a series of photos from floods in 1987, 2008 and 2013 to show the impact of past floods, which have grown more frequent in the past decade.

“I take the impact and effect on your property wholeheartedly,” said Sells. “But I also live with those photographs. I was here in 2013 after that flood. I was walking up and down the streets, sloshing around, helping people pull their belongings out of their homes.

“I was the one getting hugged by people in tears, because they had lost everything. I care about them, too. So, that is our job, to make that balance.”

Riverside resident Steven Campbell criticized the lack of information regarding property acquisition and the village’s potential fi-

nancial exposure for maintenance and future replacement of the floodwall and for any project cost overruns.

“I can’t believe it’s happening with this level of due diligence,” Campbell said.

But Trustee Scott Lumsden, an architecture and construction management professional who is the village board’s expert on infrastructure issues, said beginning the design process was the only way to begin answering some of those questions.

“At that point [when design has been completed] we’ll have a lot more information to make a good decision on whether or not to go forward,” Lumsden said. “And we’ll get good cost estimates from [the Army Corps] based on real drawings.”

At that time, Lumsden added, residents on West Avenue would have a real idea of the impact to their properties. That process, with interaction with the public as part of it, is key, he said.

“That’s what’s really going to educate all of us,” Lumsden said.

The design phase is expected to begin around February 2019, after the MWRD’s board votes to ratify the intergovernmental agreement with Riverside.

It won’t come cheap for residents of the district, which includes North Riverside west of First Avenue and a portion of Broadview. And, according to the way debt repayment will be structured, the burden on homeowners will increase over time.

If the referendum is approved, the owner of home worth $250,000 would have to pay an additional $351 in property taxes in 2020, according to projections presented at a community forum at the school on Dec. 5

From there, the tax burden would rise annually for 10 years, because the district is considering an ascending repayment structure, which pays off more of the bonds each year.

The annual increase will be about $60 a year for the first 10 years before leveling off at $1,043 in 2029 for the second 10 years of the 20-year repayment schedule for the owner of home worth $250,000.

But Arndt and District 94 Superintendent Brian Ganan said the district could, and most likely would, refinance the bonds after 10 years to stretch out the repayment for another 20 years and reduce the annual impact on taxpayers.

The plan that district leaders, working with a community steering committee,

have settled on calls for demolishing the east building at Komarek, which was built in 1936, and constructing a two-story (plus basement) addition to the west building.

A new 6,750-square-foot gymnasium would be built east of 13th Avenue, and a new 51-space, off-street parking lot would be built east of the new gym.

District officials also hope to get approval from the village of North Riverside to close off 13th Avenue, which currently separates the west and east buildings at Komarek, and turn that into green space. Green space would also be added between the new gym and new parking lot. Currently, there is no green space outside of Komarek School.

The sky bridge that currently connects the east and west building buildings would be torn down and replaced by a new, larger sky bridge connecting the expanded west building with the new gymnasium.

The sky bridge would also house a new 3,000-square-foot library, which would become a focal point of the school. The plan would also result in five additional classrooms and four additional small learning spaces.

Komarek School would gain 5,000 square feet as a result of the expansion. The plan, if approved by voters, would also entail a major renovation of the west building, which was built in 1955, to bring it up to current standards.

“I think it’s just a good opportunity to upgrade the building,” said Komarek school board President Christopher Waas after the Dec. 5 forum.

Waas and others say that the current Komarek building is woefully out of date, inefficient, and badly in need of modernization.

“A building update is sorely needed,” said Komarek parent Melissa Obrock, a member of the steering committee that has been evaluating building needs at Komarek for a little more than six months.

Obrock said some parents fear that the

current building impairs the district’s ability to attract and retain high-quality teachers, who often prefer a nicer working environment more conducive to modern teaching.

Komarek School’s shortcomings include poor ventilation, almost no air conditioning, and a preschool classroom that is not ADA-accessible and located in the basement of the east building across the hall from the shop classroom.

The facility includes small and dingy rooms such as a cramped, narrow 640-square-foot band room and a dark basement cafeteria with some loose ceiling tiles.

Poor air circulation is a particular problem. Komarek was closed for nearly a week last winter because of a flu outbreak that was worsened because the air flow in the building is so poor, according to Ganan.

“You’re supposed to have five air exchanges a day,” Ganan said while leading a tour of the building on Dec. 5. “We’re lucky to have one.”

Major mechanical systems and technology infrastructure are out of date throughout both wings of the school, said the school district’s architect, George Demarakis, of Arcon Associates Inc. He estimated it would cost $17.2 million over the next 20 years just to maintain the school in its current condition.

The entire building would be air conditioned if voters approve the referendum.

Residents can get more precise estimates what their individual tax hits would be if the referendum is approved by bringing their tax bills to a finance open house scheduled for Wednesday, Dec. 12 from noon until 7 p.m. at the district offices of Komarek School, 8940 24th St. in North Riverside.

Residents can also contact the district office at 708-447-8030 to schedule another time to get an individual estimate of what their tax hit would be.

he villages of Brookfield, North Riverside and Riverside got a bit of good news recently when the state of Illinois informed West Central Consolidated Communications (WC3), the agency created to provide centralized police and fire dispatching services, that it would be receiving a nearly $1 million grant to help offset the costs of setting it up.

Back in 2015, the Illinois General Assembly passed a plan to consolidate emergency dispatch services throughout the state. Any town with less than 25,000 people was required to form a partnership or partnerships to centralize E911 services.

The move, it’s believed, will save money in the long run and provide a higher level of service, especially in rural Illinois, where resources for expensive services are more difficult to obtain.

For suburban Chicago, the mandate was more of a pain in the neck. Although there may be some savings seen down the road, the initial implementation was turning out to be very, very expensive.

WC3’s three member communities — McCook would come on later as a non-voting member — were dumping hundreds of thousands of dollars that they really didn’t have into the creation of the central dispatch agency and, in particular, the technological infrastructure needed to make it all work.

It got to the point last summer where members were beginning to bicker amongst themselves about the cost.

But the state grant will go a long way to reimbursing the villages for that initial infrastructure investment, and WC3’s decision early on to bite the bullet and take on that initial expense has turned out to be a good one.

Not only is the state reimbursing the agency for the startup costs (which were passed through to member communities) the state has also provided enough money for WC3 to establish a working cash reserve. As a result, WC3 won’t need to seek more money from its members to do so.

We’re still all looking forward, of course, to those lower costs, now that dispatching services have been consolidated.

But we’re guessing we’ll be waiting some time for that.

A wall worth considering There are plenty of questions still to be answered about a proposed floodwall that would run from Park Place to the BNSF Railroad bridge in Riverside. Exactly where will it be? Will private property need to be acquired, and how?

How high will the wall be? What will it look like? What kind of floodgate will be installed at the Forest Avenue bridge? What is the visual impact? What exactly is the final cost going to be?

But lost in all of those questions is a fundamental one.

Why is it needed?

The answer is in dozens of photos that have been published by this newspaper and elsewhere documenting the damage that flooding has done to the Groveland/Forest/ Lincoln/West area in Riverside over the years.

It’s in stories of people who watched their Christmas decorations floating away in flood waters and memories of having their possessions destroyed.

Riverside Children’s Theater Guild gets in the spirit

F

or the first time in 22 years, the Riverside Children’s Theater Guild will put on a holiday show. Written, produced, choreographed and starring Riverside resident Jeanne Sheehan, the original musical “Saving Christmas” is coming to town.

The plot of the holiday fare revolved around Santa’s sleigh crashing into an enchanted castle. But, as with most holiday shows, all’s well that ends well with the aid of a cast of 40 local thespians.

Cast members are from Riverside, Berwyn, Brookfield and LaGrange with many of the members being longtime members of the guild. Truly a family experience, Sheehan has her twin grandchildren, Cowan and Addie, appearing as elves. Alison Damore Bihun, an original member of the guild, will share the stage with her children, John (named after grandpa John Damore, the pro football player) and Ashley. The show is certainly a family affair. No stranger to Riverside TV (my co-host at the July 4 parade), Jacob Palka is cast as a mean old grump, certainly not typecasting.

The Riverside Children’s Theater Guild has showcased a number of children who have exhibited a desire to be

on stage. Sheehan’s work with the children and putting on a yearly show has provided youngsters, and some “older youngster” the chance to entertain and be entertained. Sheehan wanted to do a Christmas show this year since there is not another local production and it would follow in the successful path of the Guild’s yearly productions.

“Saving Christmas” will be presented at the Riverside Township Hall, 27 Riverside Road, in Riverside on Friday, Dec. 14 at 7:30 p.m.; Saturday, Dec. 15 at 3 p.m.; and Sunday, Dec. 16 at 3 p.m.

Ticket prices are $10 for adults, $5 for children 12 and under. Tickets may be purchased at the door. TAX CUT AND JOBS ACT BRINGS IMPORTANT CHANGES TO NOL RULES - PART I

T

he Tax Cut and Jobs Act made several important changes to the net operating loss (“NOL”) rules.

Businesses that generate significant NOLs, such as real estate companies that have large depreciation deductions in early years, will see both a benefit and a detriment from these changes.

What is a NOL?

A taxpayer has a NOL to the extent his or her business deductions in a tax year exceed gross income. For example, if a taxpayer has $100 in depreciation deductions and $80 of gross income, the taxpayer would have $20 in NOLs.

Ruth Mrizek, 76 Registered Nurse Ruth Ann Mrizek (nee Livesey), 76, of Brookfield, died on Dec. 2, 2018. Born on May 27, 1942, in Madison, Wisconsin, she moved to Oak Ridge, Tennessee with her family at the age of 2 for her father’s work on the Manhattan Project, then to Hinsdale where she graduated from Hinsdale Central High School.

Ms. Mrizek graduated from Mt. Sinai Hospital Nursing School in Chicago and worked as a registered nurse for over 25 years at Mount Sinai Hospital and at La Grange Memorial Hospital.

RUTH MRIZEK She was a longtime member of the Independent Order of Odd Fellows, serving in a variety of leadership positions for Palacky Lodge #630 and Cicero Rebekah Lodge #44. Ms. Mrizek was also active at the state level, serving as grand matriarch of the Grand Ladies Encampment Auxiliary of Illinois and grand scribe for over 30 years.

She was involved in numerous programs with the Odd Fellows over the years but was extremely proud of her work with the Autistic Project. Her lifelong involvement with the Odd Fellows gave her the opportunity to travel throughout the country and the world with her husband.

Ms. Mrizek was an active member of the Congress Park PTA, Cub and Boy Scouts, and a team mom of Brookfield American Little League. She will always be loved and will be greatly missed.

She was the wife of John R. Mrizek; the mother of Richard Mrizek and Stephen (Brandi) Mrizek; the grandmother of Zetta, Mira, Evelyn, Magdalyn and Addison; the sister of the late Harry, Robert, Donald and John Livesey; and the aunt of many nieces and nephews.

Services and interment at the Bohemian National Cemetery in Chicago have been held.

Sylvia Dolores Malicki, 97, of Darien, died on Nov. 20, 2018.

Born on Feb. 23, 1921, she was the daughter of Polish immigrants and one of 10 children in the family. She began her work doing small jobs in local shops, then landed a clerical position in a downtown office.

She devoted nearly 40 years of her life to one company, Chicago Extruded Metals, rising steadily to the highest administrative position in the executive suite.

Later, her retirement freed her to focus on an aspect of her life begun many years before, the informal mentoring of those friends and family younger than she. Always accessible and approachable, her advice and guidance were available to any who asked; many did so, always to their benefit.

Outside her family, Sylvia found joy and purpose in volunteer work, again choosing to focus on working with children in Broadview and Darien as a classroom aide.

Although her formal education ended with high school graduation, her interests were unrestricted in scope. She studied French and Japanese, the arts of fencing and tai-chi, French Impressionism and Egyptology, the lives of Churchill and Lincoln, medieval art and the language of flowers. There was almost nothing in which she was uninterested, and she loved sharing what she’d learned.

The love she dispensed never ebbed, even in her last days. In typical fashion, she continually urged her visitors not to fret over her and to take good care of themselves.

Ms. Malicki was predeceased by her parents, Joseph Malicki and Apolonia Malicki (nee Wielondek) and her siblings, Alfred (Mary Jane) Malicki, Monica (Joseph) Voldan, Hillard (Virginia, Helen) Malicki, Helen (Charles) Purcell, Elinor (Carl) Whiting, Chester (Dorothy) Malicki, Richard (Florence) Malicki, Marvin (Claudia) Malicki and Donald (Marilynne) Malicki. She leaves 22 nieces and nephews and many grand and great-grand nieces and nephews.

Bulldog basketball winning with balance Versatile, unselfish players impact games in multiple ways for RBHS

lthough the Riverside-Brookfield High School boys basketball team’s unbeaten streak was snapped at eight games over the weekend, the first third of the season has been a rousing success by any measure.

Lopsided victories over highly regarded teams like Kenwood and Fenwick have the Bulldogs thinking big. In fact, since a slow start during coach Mike Reingruber’s debut last season, the Bulldogs have reeled off 26 wins in their last 33 games The Bulldogs took their first loss this season on Saturday, Dec. 8 as Farragut rallied for a 54-44 win at the Team Rose Classic hosted by Mount Carmel.

Senior forward Reggie Loury led RBHS with 15 points and six rebounds. Senior forward Andrew Veon recorded a double-double with 11 points and 11 rebounds, while senior point guard Zach Vaia also reached double figures with 10 points.

“We shot a very uncharacteristic 6-for-31 from three point range,” Reingruber said.

“Thankfully, Reggie shot it well as the rest of our team did not. The most disappointing thing about this game is I feel that Farragut played much harder and with more energy than our guys.

“In most of our other games, we have been the team that has played harder and we need to get back to that. The shots will fall.”

Aside from their loss to the Admirals, the Bulldogs (8-1, 3-0 Metro Suburban Conference) had a successful week with conference wins against Chicago Christian and Aurora Central Catholic.

RBHS called on its balance to beat Chicago Christian 59-46 in Palos Heights. The 6-foot-6 Veon led the way with 17 points. Vaia and Patrick Hanley scored 11 points apiece and Charles Terry added 10 points.

Against Aurora Central Catholic, Vaia played well in the backcourt with 19 points (5-for-8 on 3-pointers), six assists and four steals. Veon (14 points) and Hanley (13 points) offered support for the victors.

“We are obviously happy with our start, but I feel we took kind of a step back this week,” Reingruber said. “We need to get back to playing with the energy level and sense of urgency on every possession that we did in the first two weeks.”

The Bulldogs host Immaculate Conception on Friday, Dec. 14. Then, RBHS also welcomes Richards to town on Tuesday, Dec. 18 in a nonconference meeting. Both games

Michael Niedermeyer and Grant Niego contributed 11 points each and Tyrese Shines finished with nine points.

LTHS (4-3) hosts Oak Park-River Forest on Friday, Dec. 14 at 7:30 p.m.

Although the Nazareth Academy girls basketball team lost its final game last season, some perspective is needed.

No team wants to drop its last game; however, the Roadrunners’ 55-46 loss against Peoria Richwoods occurred in the Class 3A state championship game.

Additionally, the Roadrunners recorded the best season in program history with a 31-3 record. The team had a historic season with plenty of motivation to take the last step to a state title.

Despite the departures of top players like Alyssa Geary and Marissa Metz to graduation, Nazareth has predictably picked up right where it left off last season.

The Roadrunners are 9-0 with most of their victories coming in blowout fashion. However, the team has shown its mettle as well with victories against teams like Montini (4740), St. Ignatius (47-45) and Phillips (47-40).

“We’re very happy thus far that we’ve beaten three topranked teams in Illinois,” coach Eddie Stritzel said. “Our style of play is hectic so we have to keep focused on the end goal as we make little mistakes in the short term, but we feel that there are long-term benefits to our style of play.”

Against St. Ignatius at the ESCC/GCAC Shootout hosted

by Loyola Academy, senior Annie Stritzel (Ed’s daughter) scored a game-high 27 points, including 12 in the fourth quarter. Strizel, one of the best players in the state, is aver-

aging 24 points, six rebounds, three assists and three steals per game. She’s committed to Harvard.

In addition to Stritzel, several players produced timely plays against the Wolfpack. Nazareth junior Francesca Metz made a clutch 3-pointer that put Nazareth ahead for good with about a minute left tin the fourth quarter. Metz has played well this winter, scoring seven points and pulling down five boards per game.

Eddie Stritzel offered praise about other players. “[Senior guard] Jovanna Martinucci played a wonderful floor game (against St. Ignatius),” he said. “Freshman Caroline Workman’s length and athleticism has made a huge impact on the defensive end. We’re very happy that we’re developing Caroline because she’s going to be very special as time goes on.”

In another notable victory, Stritzel had 27 points and nine rebounds against Phillips. Martinucci contributed 13 points for the victors.

“We’re very battle tested and the team continues to play free when the game is on the line,” Eddie Stritzel said. “I believe that’s because of the leadership of Annie and Jovanna.”

The Roadrunners also feature Kaylen Evans. She’s a 5-foot-7 junior all-conference performer who averages 11 points per game.

“Kaylen Evans is our second leading scorer and is really coming into her own.” Eddie Stritzel said. “She is a tough kid to guard as she can take it to the basket or from deep.

Trinity goes cold against OPRF Blazers shoot 21 percent from field, commit too many turnovers in loss

Entering Saturday night’s high school girls basketball game, Trinity had defeated visiting Oak Park and River Forest approximately 20 straight seasons.

The local matchup has been called a rivalry by title rather than reality.

“This is known as a rivalry game, but it really hasn’t been a rivalry because we don’t win,” OPRF coach J.P. Coughlin said. “It might have been close to 20 years since we last defeated them.”

At least for this season, the narrative has finally changed in the Huskies’ favor after their 52-37 victory over the Blazers in River Forest.

OPRF senior Ahsha Spencer, one of the best players in the West Suburban Conference, turned in a stat-sheet stuffing performance with a game-high 21 points, 12 rebounds and six assists. Darse Sanchez contributed 16 points for the Huskies, while junior center Karly Cantrell (8 points, 8 rebounds), and senior guard Faith Smith (7 points) contributed off the bench.

Although Trinity’s new coach Kim Coleman praised the Huskies for setting the tempo, she was not pleased with her team’s abysmal shooting. “(OPRF) did a good job of pushing the pace,” Coleman said. “Our kids fought and played hard the entire game, which is always nice. But we shot 21 percent from the field. I don’t think the Golden State Warriors could win a game shooting like that. We’re going to learn from this and keep it moving.”

Trinity also struggled with turnovers and foul trouble. Highly touted sophomore forward Makiyah Williams was called for three fouls in the first half. Playing limited minutes, she finished with a team-high 10 points.

Junior forward Lauren Saleh had eight points, while sophomore guard Savannah Childress added six points for Trinity.

On a positive note, the Blazers dominated the glass. Saleh and Williams had 10 rebounds apiece.

“We learned a few games back that we had to rebound,” Coleman said. “Moving forward, that’s the number one responsibility.

Under Coleman’s guidance, the Blazers are looking to develop an identity. With only two seniors, Trinity has several young play-

ers still finding their way.

“We have a lot of kids who are hungry and ready to fill roles,” Coleman said. “It’s all about putting the pieces together and trusting each other. We’re heading in the right direction.”
