Welch elected House Speaker again

State’s first Black head of Illinois House of Representatives was sworn into office on Jan. 11

SPRINGFIELD – A mix of incumbents and newly minted lawmakers were sworn into their terms in the 103rd General Assembly on Jan. 11 following a hectic week of “lame duck” action in the House and Senate.

The crowning achievement from Democrats who wield total control of state government was a ban on the sale and manufacture of assault weapons in Illinois. Sixteen hours after Gov. JB Pritzker signed the measure into law, the Rev. Jerry Doss of Springfield’s Abundant Faith Christian Center reco gnized it before his invocation over the House swearing-in ceremony.

“I want to also personally thank you – the leaders and the decision-makers – for passing the bill last night on banning assault weapons,” Doss said. “We appreciate you. Thank you.”

Doss’ comment was met with rousing cheers from Democratic supporters – and silence from Republicans. Though the dozens of speeches during inauguration activities on Wednesday struck positive notes about working together for the good of Illinois, they also contained subtle hints about the growing partisan divide in Springfield.

North Riverside Park Mall acquires former Carson’s

The Feil Organization purchased the nearly 12acre parcel but did not disclose the purchase price

Uncertainty over the future ownership of the for mer Carson Pirie Scott property at North Riverside Park Mall, 7501 Cer mak Road, disappeared Jan. 12 when The Feil Organization purchased the 11.55-acre parcel, which includes an 181,000-squarefoot, two-story retail box and a good chunk of the mall’s west parking lot and ring road.

In a press release announcing the sale, The Feil Organization did not disclose the purchase price and the property sale

has not been recorded by the Cook County Clerk. The property’s future has been an open question since Carson Pirie Scott closed its doors in August 2018 about six months after its parent, The Bon Ton Stores, filed for Chapter 11 bankruptcy protection.

“We’ve worked for years to try to get control of the parcel, and we’re definitely looking at multiple plans,” Glenn Lindholm, general manager of North Riverside Park Mall, said in a phone interview. “We’re just overjoyed we now have control of the property.

“It’s not going to stay vacant for long.”

Since Carson Pirie Scott’s liquidation in 2018, it’s North Riverside property had been in receivership while embroiled in foreclosure proceedings in Cook County Circuit Court. In 2021, the receiver listed the property for sale with the commercial real estate fir m CBRE.

The previous owner of the Carson’s

The north anchor property, which includes the for mer Sears big box, the for mer Sears Auto Center and areas of the north and west parking lots, is owned by Seritage Growth Properties. The south anchor property, which includes a big box store and parts of the south and east parking lots, has been owned by J.C. Penney since the mall’s inception in the mid-1970s

Aldi sets grand opening for new store later this month

New Nor th Riverside location will open on grounds of Nor th Riverside Park Mall, no word yet on when Harlem Avenue store will close

Less than 12 months after getting approval from the North Riverside Village Board, of ficials from Aldi will gather at the North Riverside Park Mall on Jan. 26 to of ficially cut the ribbon on the grocery chain’s newest location.

Village Administrator Sue Scar piniti confir med the company’s plans to open later this month after ComEd expedited connecting the store to a transfor mer

adequate to support its power needs.

“They’ve been working around the clock to get the store ready,” said Scar piniti on Jan. 6. “I can’t believe the progress they’ve been able to make since last week.”

Aldi had previously indicated the store would not be open until mid- to late-February at the earliest due to the power supply issue. However, according to Scar piniti, the village got a little help in the form of Village Trustee Fer nando F lores, who retired recently from a 39-year career at ComEd.

F lores told the Landmark that ComEd has been experiencing a shortage of transfor mers and related equipment. After getting a call from the village’s community development department to see if he could pull some strings with his for mer colleagues, he reached out.

“I still know some people at ComEd, and it tur ned out they were able to power up the store in less than a week,” F lores said.

The large green box on the south side of the store is the piece of equipment

Aldi needed to connect to an underg round transfor mer there to a main transfor mer elsewhere, F lores said.

“It was part of the job I did before retiring,” said F lores, who retired as an electrical engineer “Luckily, the grand opening is coming up soon. I like to help whenever I can.”

Scar piniti said she expected Aldi to pick up an occupancy permit for the new store, whose of ficial address is 7517 Cer mak Road, sometime this week. While the store’s grand opening is Jan. 26, said Scar piniti, it’s possible Aldi could open the store earlier than that if they have their occupancy per mit.

“It’s really close,” Scar piniti said.

There’s also no word yet on exactly when the Aldi store at 2000 Harlem Ave., which has operated in that location for many years, will close That retail space, along with the Auto Zone store next door and the parking lot immediately to the east – an area measuring 2.06 acres — is being listed for sale by CBRE for $3.3 million.

The new store is the latest Aldi concept, measuring nearly 20,000 square feet with a parking lot for about 70 cars The store is larger than previous Aldi concepts, featuring wider aisles and a larger produce section.

It’s the latest major tenant for Seritage Growth properties, the real estate investment trust that owns the mall’s north anchor location, which includes the two-story 180,000-square-foot for mer Sears retail space, the freestanding for mer Sears Auto Center building, which houses Blink Fitness, and the parking lots to the north and west.

Last year, the clothing retailer For man Mills opened in the second-floor anchor space. The entertainment venue Round One occupies about 45,000 square feet of the ground floor space, with Amita Health taking up another 10,000 square feet. Seritage continues to market the remaining 25,000 square feet of ground floor retail space.

Pritzker lays out second-term priorities in inaugural speech

“The hope we share, the hope I expressed at my first inauguration, was born of a truth lodged fir mly in my heart – that Illinois has always stood at the intersection of American ambition and human resilience. And that combination is what has made this the greatest state in the union,” Pritzker said.

yet again, on women’s rights, Illinois will lead.”

SPRINGFIELD – Gov. JB Pritzker was swor n in to his second term on Jan. 9, with the state’s other constitutional of ficers, promising a bold and ambitious agenda for the next four years.

The ceremony was held at the Bank of Springfield Center, the same venue that for several months served as a makeshift House floor during the height of the COVID-19 pandemic to allow for social distancing. Pritzker recalled that time while reflecting on his first ter m in his inaugural address

Pritzker said education will be a main priority in his second ter m, and he emphasized the importance of making preschool more readily available and colle ge tuition free for every family with median-income or below.

He also touted accomplishments from his first ter m, including Illinois’ six credit upg rades, raising the state’s minimum wage, le galizing recreational marijuana and passing le gislation that targets climate change.

As he emphasized the importance of protecting reproductive rights, the crowd responded with enthusiastic applause and even shouts.

“The extremists still want to take away a woman’s right to choose, and I don’t intend to let them,” Pritzker said. “That’s why

Pritzker was swor n in by Chief Justice Mary Jane Theis, accompanied by First Lady MK Pritzker and their daughter Teddi and son Don. He took his oath on two Bibles. One belonged to Henry Hor ner, Illinois’ 28th gover nor who held the of fice from 1933 until 1940. The other belonged to Abraham Lincoln, the 16th president of the United States whose image is ubiquitous in the capital city, which is home to his presidential library

The ceremony followed an interfaith service held at First Presbyterian Church earlier this mor ning. In addition to Pritzker and Lt. Gov. Juliana Stratton being swor n in for their second ter ms, Secretary of State Alexi Giannoulias was swor n in to his first, re placing Jesse White who is retiring after 24 years.

Raoul was swor n in for his second ter m, and Comptroller Susana Mendoza and Treasurer Michael Frerichs each took their third oaths of of fice.

After Pritzker was swor n in, Senate President Don Har mon issued a statement

cong ratulating the gover nor “He showed the country that Illinois stands for progress, overseeing the passage of landmark le gislation protecting reproductive rights, reforming our criminal justice system and moving us toward cleaner energy. And he led us through a once-in-a-century pandemic, maintaining constant, steady presence while making dif ficult decisions,” Har mon said in the statement.

Giannoulias took a moment to thank White, who has spent a historic 24 years as Illinois’ secretary of state: “the le gend, who passed me the baton.”

Giannoulias previously served as treasurer from 2007 to 2011, and he expressed excitement for serving in of fice again, but nodded to the historical bagg age attached to the secretary of state’s of fice, and Illinois gover nment in general.

“Today, as soon as I leave here, I will sign new executive orders ensuring ethics and inte g rity in the Secretary of State’s of fice,” Giannoulias said.

Bellwood — is Speaker of the House,” said House Speaker Emanuel “Chris” Welch, D-Hillside, before speaking to the growing divide

“Those who choose discord, those whose blind allegiance to extreme ideology would dismantle our fundamental institutions, those who would derail the work people have sent us here to do – they will find that this House will not waste the people’s time on their games,” he said.

Seven miles north during the Senate’s inauguration ceremony at the Old State Capitol, incoming Senate GOP Leader John Curran of Downers Grove spoke as a member of the super minority party.

“We are all here to do one thing: create a better Illinois,” Cur ran said. “That means that all le gislators – not just the majority – are here to represent our constituents through creating strong, practical public policy.”

Welch touted the importance of debate and compromise while reminding le gislators to remember their “why.”

“As le gislators, we’re going to disag ree on ‘how’ to achieve a goal, or ‘when’ is the right time to do it. But more often than not, our ‘why’ is very much the same,” he said. “We want to help people. We want to use the opportunities af forded to us to create more opportunities for those who come after us.”

He then took a moment to acknowledge for mer Republican Leader Jim Durkin, of Wester n Springs, who of ficially resigned his seat on Tuesday.

“It’s no secret that Rep. Jim Durkin and I would disag ree on many of the ‘hows’ and ‘whens’ of lawmaking, and we would often make those disag reements known–sometimes at maximum volume,” Welch said. “And that’s a good thing, because debate and disagreement are necessary steps toward compromise and cooperation – as long as we never lose sight of our ‘why.’”

Welch was for mally elected to a second ter m as Speaker of the House with unanimous Democratic support and was swor n in by his wife, ShawnTe RainesWelch, a new Cook County Judge. He took

his oath on a family Bible that was passed on to him and his wife when they got mar ried 12 years ago.

Last year’s campaign cycle added to the tremendous chur n in lawmakers Springfield has seen over the past handful of years, resulting in the least-tenured crop of House and Senate members in moder n history.

Senate President Don Har mon, D-Oak Park, noted that “with a whopping tenure of not quite three years” he’s now the longest-serving le gislative leader in the General Assembly.

“Make of that what you will,” he quipped.

Tony McCombie, elected for the first time as Republican Minority Leader, became the first woman to ever lead a House caucus. In her speech, the Savanna Republican stressed a need for better balance in Illinois, making special note of the state’s “ger rymandered maps.”

Part of the tur nover is also due to forced resignations as le gislators have found themselves mired in scandal in a wideranging federal probe alle ging wrongdoing connected with le gislation including gambling operations, red light cameras and giant utility companies

Welch’s predecessor, longtime powerful House Speaker Mike Madigan ceded his gavel nearly two years ago after growing pressure from his caucus to step down after being named as the target of alle ged bribes by Chicago-based electric utility Commonwealth Edison. Madigan faces trial next year, while others connected with the scandal are scheduled for their day in court this spring.

After the feds filed even more evidence in their case against ComEd’s for mer lobbyists and executives late Tuesday night, Har mon’s address also included a war ning to his colleagues, noting the “sweeping tar nish” that af fects all Springfield politicians “that comes when even one elected of ficial strays.”

MLK Day: More time o school

Editor’s Note: Around the way is a new re gular column by Broadview resident and Fenwick High School student Ryann Dawson.

When most people hear the name Rev. Dr. Martin Luther King Jr., their minds flash with words like the “I have a dream speech,” the Montgomery Bus Boycott, and the numerous Black History Month posters with his face. Many find the idea of Martin Luther King Jr. too intimidating to try and attain and live after. Many find it difficult to celebrate a holiday like this with no set rules to buy chocolates, dye eggs, or trickor-treat. So how do we celebrate this day’s service?

First of f, MLK Jr. was far from perfect. However, we all hear of the stories of him skipping grades and graduating high school and colle ge early. You might be surprised to know Dr. King, although bright, wasn’t a great student; his teachers throughout

high school and colle ge described him as unexceptional and an underachiever. One thing we can all take from MLK is the idea of being a public servant. To see something going on in your community and act on it without wanting anything in return is how we can truly live in the example of MLK Jr. How do we do that? Well, you don’t have to go to the extremes of organizing an entire revolutionary movement (although that would be awesome), but instead do simple things that benefit the community. Organize a day to clean up a local park shovel a neighbor’s driveway, give your Amazon delivery driver a bottle of water (you know they deserve it), and volunteer at your local soup kitchen. Small or large acts of service can change the world.

I’m also sure some might be saying, Ryann, what about all the other people like Martin Luther King that get little to no reco gnition? Well for me, MLK day is not only a day to celebrate him; but those who were around him. Use this day to educate yourself on people like Bayard Rustin, a Black queer man who organized the

in the Montgomery Bus Boycott, helped found the SCLC (Southern Christian Leadership Conference), and a variety of youth marches to get inte grated schools. There were also people like Ella Baker, a woman who purposefully avoided getting the credit she deser male-predominated spaces to organize and

Let’s get organized, now!

In honor of National Organization Month, here are a few tips to get your home in tip-top shape. Coming into the New Year, there are so many goals and laundry list of things you want to get done in your home. I’m almost sure organization is somewhere on that list.

Your first order is to tackle the areas you use the most (i.e., the refrigerator, pantry, closets, etc.). Let’s start with the kitchen. Clean your refrigerator. Literally pull everything out. Throw away all expired items. Also, in the pantry, take an inventory of what you have or what you may need. When putting things back in the refrigerator, do not put that salad bag back in that drawer. I find it best to keep my produce upfront and in eye view, so I can remember to use it. Place any meats on the bottom shelf. Now, condiments are tricky, because they take up so much space. I like to use my produce drawer to house olives, small jars or bottles. It keeps the door free for larger jars and other things you reach for daily. Go through your freezer. Sometimes we freeze things with the intention of eating it later and never get to it. If properly wrapped, most food will last at least three to six months. Overall, having a clutter-free, clean refrigerator allows you to be less wasteful and in the end save money on groceries because you are clear on what you have and need. Here are is a list of pantry staples you should always have on hand: Rice, dried beans, oatmeal, cornmeal,

Gov. Pritzker signs reproductive health ser vices bill into law

SPRINGFIELD – Gov. JB Pritzker signed a bill into law on Jan. 13 expanding access to abor tion and other reproductive health care services.

House Bill 4664, passed Tuesday

VILLAGE MANAGER

during the General Assembly’s “lame duck” session, came in response to the U.S. Supreme Court’s decision in June overtur ning the 1973 Roe v. Wade decision and declaring that the federal constitution does not protect a woman’s right to abor tion.

That decision triggered the reinstatement of long-dor mant laws in other states that either banned or imposed severe restrictions on the procedure and prompted other states to impose new restrictions, resulting in a wave of patients from those states seeking services in Illinois, where abor tion remains le gally protected

“The U.S. Supreme Court has

forced women, especially those most marginalized, to flee their home states in search of safe health care,” Pritzker said at a bill signing ceremony in Chicago. “Here in Illinois, we know we have an obligation to support and protect reproductive freedom for our residents, and those who seek safe haven. And we must protect our doctors and nurses to the right to reproductive health care that has been the law of the land in Illinois and across the nation, really, for 50 years.”

The bill aims to address the increased demand for abortion services in Illinois by expanding the list of providers qualified to perfor m the procedure to include advanced practice re gistered nurses and physician

assistants when general anesthesia is not required. It also provides an expedited process for health care providers licensed in other states to obtain temporary licenses to practice in Illinois.

The bill also provides le gal protections to health care providers who are sanctioned in other states if those sanctions are based solely on the fact that they perfor med a medical procedure that is le gal in Illinois. That includes abor tion services as well as “gender-affir ming” treatments for transgender individuals.

It also guaranties that abor tion medications, HIV prevention drugs known as PEP and PrEP, and gender-af fir ming care will be covered by state-regulated insurance plans at no extra cost to consumers and requires local gover nment employers to of fer insurance plans that provide coverage for these treatments, as well as for bir th control.

The new law takes ef fect immediately upon the gover nor’s signature.
