The ambulance has 60,924 miles on it, and both its engine and turbo have been rebuilt once in the past. The ambulance needs some work, but anyone with a knack for revamping automobiles will have a blast restoring it to its for mer glory.

Not even a year after its founding, the Cross-Community Climate Collaborative (C4) is already pulling in grant funding.

ors (USCM) and the American Be verage Foundation for a Healthy America.

The C4 initiative was created in June by officials from 12 west suburban municipalities and spearheaded by Broadview Mayor Katrina Thompson, Oak Park Village President Vicki Scaman and River Forest Village President Cathy Adduci. It is designed to bring together Black, indigenous and people of color (BIPOC) and non-minority communities across income lines to share ideas, secure resources and drive large-scale projects within and across communities

that achieve ag reed upon greenhouse gas (GHG) emissions reductions, equity and sustainability goals.

The original participating suburbs are Berwyn, Bellwood, Broadview, Forest Park, Hillside, Maywood, North Riverside, Oak Park, River Forest, River Grove, Riverside and Westchester. Since June, two other municipalities – Brookfield and La Grange Park – have joined and Scaman said another municipality is expected to join.

Forest Park Bed Bath and Beyond closing

Mayor hopes another retailer will take it over

The Forest Park Bed Bath and Beyond location, 215 S. Harlem Ave., is one of the 87 locations slated to close as the home goods chain is poised on the brink of a Chapter 11 bankruptcy.

The closing was announced Jan. 30, six months after Bed Bath and Beyond closed 150 locations nationwide It is not clear how soon the store, which opened inside the building in 2004, will close. Forest Park Mayor Rory Hoskins said he hopes to see another retailer come into the building, and while he hasn’t heard anyone reach out to the village, he expects that to change soon.

The 25,000 square foot building at 215 S. Harlem Ave. has seen many uses over the years. It started out as a National Tea Company grocery store location in 1964. A&P grocery store bought the space in 1976. Butera Finer Foods grocery store bought out the lease in 1981, only to close in 1987. After that, it was home to F & M Drug store, a Pep Boys auto service shop and even a temporary main branch of the Oak Park Public Library while the current main library building was being built at 834 Lake St. in 2002 and 2003.

As the Review reported on Jan. 21, 2004, once the library moved out, Walg reens, Aldi and “several fast food restaurants, banquet halls and bank” expressed interest, but local developer and leasing agent David King, who was among the owners of the building at that point, ultimately chose Bed Bath & Beyond, because it would create jobs and bring in customers to the quieter part of the Harlem Avenue corridor.

At the time, the village and the retailer ag reed to a 13-year deal that allowed Bed Bath & Beyond to keep half of the sales tax revenue generated. Then-Mayor Anthony Calderone told the Review that the tradeof f was worth it

“We are extremely excited,” he said at the time. “We see it as a superb opportunity… that’s going to fuel development along the Harlem Avenue corridor.”

In 2004, Bed Bath & Beyond had 525 stores and did around $3.5 billion in sales. But, in recent years, its for tunes declined. By 2019, it sold of f half of its real estate holdings

in a leaseback ag reement. The Forest Park real estate was sold for $3,571,500 to Edison FPIL001, LLC, which leased it back to the company until Jan. 31, 2025.

In 2021, the chain disclosed losing hundreds of millions of dollars due to shortages in inventory. On Aug. 31, it reported that its sales dropped by 26% compared to 2021. In response, it announced ral initiatives to reduce costs, including aforementioned store closures, cutting workforce by 20%, discontinuing nine company-owned brands and the inventory of its remaining six The latter is a reversal of a shift company-owned brands last year

CNN reported that, “on or around” 13, the company defaulted on its debt Morgan Chase, and the company indicated that it doesn’t have the means to pay of f the debt, which could force it into Chapter 11 bankruptcy. Bed Bath & Beyond described store closings as a way to cut costs.

“It’s disappointing that it closed, but it’s not a sur prise, because, from what I understand, this is not one of their highest-performing stores.” Hoskins told the Review.

The building is zoned as B-2 Community Shopping District, which allows for a wide range of business and restaurant uses, as well as rooming houses, hotels and motels, taverns, hospitals, theaters, municipal offices and “community use” buildings such as libraries and museums.

“In ter ms of what will replace it, we’d like to see another retailer here,” Hoskins said. “I think it’s a prime location for the retailer. To my knowledge, we haven’t seen any specific inquiries yet, but I wouldn’t be sur prised if we hear something soon.”

King said that, while Bed Bath & Beyond didn’t work out in the long run, he believed

that it had positive impact on Forest Park’s development.

“That was a big deal for Forest Park to land that store, and we were just coming of age, back then, in the early 2000s, that was a pretty big statement that someone of that caliber would come to Forest Park,” he said. “My re gret is that we sold the building. We should’v kept it. I ould lo to

“The advantage to that building is that it’s a stoplight location, so you can get in and out pretty easily, and it has an 80-car parking lot. That’s phenomenal,” he said.

Kribi Co ee looks to grow hours, add alcohol, host evening events

Coffee shop aims to achieve relaxed, lounge -like atmosphere

Kribi Cof fee’s Forest Park location, 7324 Madison St., is looking to become more of a specialty cocktail lounge, with music, events and bar service – but only in the evenings.

Abbey Brumfiel, the roastery’s director of operations, said they wanted to be able to take advantage of the fully renovated lounge and be more of a community gathering place. The downstairs Ubuntu Lounge already has a bar – they just need to get a liquor license to be able to alcohol. Kribi plans to serve cocktails the evening, and customers will able to order coffees and teas Kribi during the day.

Brumfiel said the changes will happen “no later than June,” depending on soon they receive a liquor license ally, she said, they want to start ev hours by mid-April. Brumfiel said are aiming for a relaxed lounge vibe while they do plan to host perfor mances they aren’t looking for anything loud

Previously known as Counter Coffee, the Forest Park coffee shop was remade as Kribi Cof fee Air Roasters to reco gnize Jacques Shalo’s Cameroonian heritage. It opened a second location in Oak Park, at 1033 South Blvd., in October 2022.

Brumfiel reflected that the issue with the downstairs basement space has always been that customers, even those who have been inside, don’t necessarily realize it’s even there. It didn’t help that, in November 2021, the lounge flooded, and Kribi spent the next eight months repairing it.

Kribi was closed to indoor dining for much of the first year of the pandemic. Brumfiel said the customers were the cof-

“We had some inquiries from artists who want to perfor m live music,” Brumfiel said. “Honestly, any way we can showcase our awesome community, we would do it.”

Still, she said they don’t want to have “loud music where you can’t hear yourself talk.”

“Our goal is to have a much more relaxed, chill vibe,” Brumfiel said. “[It] will just be open to everybody to have a quiet drink with their friends.”

The coffee shop is currently open from 6 a.m. to 6 p.m. Brumfiel said they haven’t decided how late Kribi would stay open, but she noted that under Forest Park li-

Man gets 8-year sentence on gun, drug charges in Bellwood

Quincy J. Ar nold ille gally possessed a loaded semiautomatic handgun, cocaine and heroin on Oct. 17, 2020, in Bellwood. Bellwood police of ficers pulled over Arnold’s vehicle for a traf fic infraction near a mall parking lot. The of ficers discovered the loaded gun concealed under the floor mat of the driver’s seat, within reaching distance of Ar nold. Of ficers further discovered in Ar nold’s possession the cocaine and heroin, which were packaged for sale in more than 360 individual baggies. Arnold admitted in a plea ag reement that he intended to distribute the narcotics to others

Ar nold had previously been convicted of multiple felonies in state court and was not le gally allowed to possess a firear m.

Ar nold, 49, of Bellwood, pleaded guilty

last year to federal firear m and drug charges U.S. District Judge Jorge L. Alonso imposed the sentence recently after a hearing in federal court in Chicago.

Survey pushes for greater focus on teacher recruitment and retention amid shortages

State board data shows unfilled classroom positions reached a five -year high in 2022

Illinois schools are still grappling with a teacher shortage that seems to only be getting worse, a recent survey by the Illinois Association of Re gional Superintendents of Schools shows

This mirrors the state’s own data, which shows Illinois’ teacher shortage is at the highest level in the last five years. More than 5,300 classroom positions, including administrative and support personnel, went unfilled in 2022, according to the Illinois State Board of Education.

As a result, teachers often have to absorb unsupervised students into their existing classes or fill in for subject areas in which they have no background.

“No matter how much we’re trying, we’re not filling all the positions and the ones we are filling are people who aren’t necessarily qualified to teach what their assignment is,” IARSS President Mark Klaisner said in a recent interview.

The IARSS, a trade group for the public of ficials who serve as an inter mediary between local school districts and the Illinois State Board of Education, has surveyed nearly 700 school districts on the state of the teacher shortage crisis for the past six years. But this year’s survey focused more intently on short- and long-ter m solutions proposed by school districts statewide

According to their 2022 survey, 68 percent of districts reported fewer teacher applicants than the year before. And 45 percent of districts reported the shortage in their school had worsened from the year prior.

Klaisner said everyone involved in education needs to be heard when considering policy changes, as problems with teacher recruitment and retention have dif ferent causal mixes in dif ferent parts of the state.

“There are lots of people working on how to come to solutions,” he said. “Some of it is related to money but a lot is related

to reestablishing the teaching profession and, whatever that takes, we need to work with higher ed, we need to work with early childhood and everywhere in between.”

One area of focus, Klaisner said, is improving the pipeline between education institutions and Illinois’ K-12 schools by starting educator recruitment earlier That could include programs that allow middle schoolers to shadow teachers.

Other policy recommendations in the IARSS report include making colle ge more af fordable for prospective educators and increasing the pool of substitute teachers

Improving the pipeline

The report emphasized the importance of making the teaching profession more desirable for prospective educators, outlining policy recommendations that would lessen financial burdens and encourag e greater diversity.

“We need to look for expedited routes that are going to be less expensive,” Klaisner said.

The report also calls for direct state funding to key areas to encourage more diversity within the profession. This includes increasing funding from $4.2 million to $7 million annually for the Minority Teachers of Illinois scholarship; investing more money into the Illinois Teachers Loan Repayment Program which helps pay down student loan debt for Illinois colle ge students that qualify to teach in low-income areas; and further increasing the state’s

Monetary Award Program by $50 million.

Those MAP grants go to eligible colle ge students and do not need to be repaid. While the program’s funding has grown to $601 million from about $400 million in the past four years, the report suggested increasing it by $50 million will ensure more teachers from minority communities will receive the grants

To better fill gaps in the short ter m, Klaisner pointed to incentivizing teachers to complete additional subject endorsements, which can be done through the ISBE website

“If you’ve got a good teacher who’s willing to try something new, give them the appropriate endorsement, but then give them three years to be able to complete the coursework to be fully certified in that area,” Klaisner said.

By giving teachers the time and space to complete supp lemental endorsements , K laisner said it will better equip them to fill in p otential staf fin g gaps. Other recommendations include observing how districts have used federal pandemicera Elementary and Secondary School Emergency Relief, or ESSER, funds to help teachers get provisional licenses in shortage subject areas. Additionally, the survey recommends strengthening the state’s educator prep programs by showing which paths have stronger results in teacher placement and success

Several survey respondents also noted that a 2010 state law creating a lower tier of pension benefits for new employees has made the teaching profession less desirable from a compensation standpoint.

Increasing substitute teacher accessibility

When it comes to filling short-ter m gaps, the report focused on increasing the pool of substitute teachers.

“When you don’t have enough classroom teachers, and then you don’t have enough subs, then you’ve got classrooms that are literally empty. I mean, the children are in the room but there’s no teacher,” said Rep. Sue Scherer, D-Decatur, who was also a teacher for 34 years in Decatur and Maroa.

Last April, Gov. J.B. Pritzker signed a package of four bills to address the shortage, including House Bill 4798, which allows currently enrolled teaching students with at least 90 credit hours to be licensed as substitute teachers.

According to the survey, 60 percent of respondents said HB 4798 has helped recruit and retain teachers

In addition, 80 percent of districts support a plan which would increase the number of days retired teachers can substitute from 120 days to 140 days without impacting their retirement benefits.

The number was increased to 120 from 90 in a bill signed in April, Senate Bill 3893, but it was scheduled to expire in 2023. The idea was supported by 79 percent of IARSS survey respondents, and the report advocated for making the extension per manent.

The laws allowing colle ge students to serve as substitute teachers is also scheduled to expire, and the report suggested making it per manent as well.

The C4 initiative is supported by two environmental consultants — Gary-based Urban Efficiency Group and Oak Park Seven Generations Ahead — that provide a range of services for participating suburbs.

The project supports disinvested and sourced communities in West Suburban Cook County through a unique collaboration that prioritizes goal attainment and metrics on a timeline re garding the mate crisis, equity and sustainability.

Oak Park was the lead agency on the Childhood Obesity Prevention and Environmental Health and Sustainability Award, which was awarded first place in the small city category. Other categories were medium city and large city

“The Mayors Group was not used to ceiving grant applications from multiple mayors,” said Scaman. “We told them it was all or nothing so they kept customizing for us.”

The $125,000 was part of $745,000 in grants awarded to nine cities, three in each category. The grants, which were awarded during USCM’s 91st Winter Meeting in January, aim to support programs that address childhood obesity, environmental health, and sustainability by encouraging community members to engage in healthier behaviors. Thompson said they were informed of the grant award in December.

According to the C4 initiative’s grant application, in addition to reducing greenhouse gas emissions and creating jobs for BIPOC and low-to-moderate income residents, projected outcomes of the initiative include enhancing solar energy access in the residential, commercial, municipal, and institutional sectors; building out electric vehicle infrastructure; developing residential curbside food scrap programs; and a robust youth development program that will train and support young people to participate in the annual United Nations COP Climate Summits.

“This grant comes at the perfect time,” Adduci said. “We are building the foundation of C4, and now we have the resources to start achieving our re gional goals. I want to thank the American Beverage Foundation and all of our partners for bringing

this to fruition. ”

Scaman said she identified the grant opportunity through Oak Park’s membership in the USCM and brought it to the C4 executive committee of herself, Adduci and Thompson; and Darnell Johnson, president of Urban Efficiency Group; and Gary Cuneen executive director of Seven Generations Ahead.

“The application required a quick turnaround,” she said. “It’s all been fast-moving.”

Scaman and Thompson said they were surprised that C4 was already receiving grant money.

“It happened so fast,” Thompson said. “I didn’t expect it to happen so fast.”

“I don’t know if we anticipated getting funding this quickly but we certainly were going to go for it,” Scaman said.

The five executive committee members traveled to Washington D.C. to attend the WSCM awards program and other programs.

Thompson said the trip included a visit to the White House where she and others heard President Joe Biden speak.

Other goals are reducing materials going to landfills among C4 communities; increasing EV infrastructure, with a focus on BIPOC communities; creating sustainability-related jobs (energy efficiency, solar, EV, etc.) for BIPOC and low-income residents of C4 communities; and reducburden of climate change on BIPOC communities.

siastic about the C4 initiative progress and future goals.

“C4 coming together as a group has been awesome,” Thompson said. “This work is all about collaboration.

“We all want to be a part of climate change but sustainability goals differ by community.”

Scaman called her experience with the C4 initiative “very rewarding,” adding that member communities might be dissimilar but, “We all have the same goals.”

Noting the advantages Oak Park has as a home rule community, Scaman said, “We can create resources for other communities.”

“We have our work cut out for us but we’re not afraid to do the work,” Thompson said. “We can and we will get it done.”

C4 officials are promoting GreenTown Climate and Equity, which will be held June 22 at Triton Colle ge in River Grove. The program will focus on communities coming together to achieve climat e, equity and sustainability outcomes. for programs like Medicaid, additional benefits for those on food stamps and the ability to quickly deploy emergency workers to respond to areas in need, like hospitals with severely shor t staffing.

“Our state’s disaster proclamation and executive orders enabled us to use every resource at our disposal from building up testing capacity and expanding our health care workforce to supporting our vaccine rollout and mutual aid ef forts,” Pritzker said in a statement.

Pritzker said 1.4 million children in Illinois received nutrition support under the additional Supplemental Nutrition Assistance Program benefits. He also pointed

to the expansion of telehealth during the pandemic under his disaster proclamation, which has largely been adapted into state law after it proved popular with doctors and patients alike.

“Let me be clear: COVID-19 has not disappeared,” Pritzker said in the statement. “It is still a real and present danger to people with compromised immune systems — and I urge all Illinoisans to get vaccinated or get their booster shots if they have not done so already.”
