Two young adult books in Hillside librar y targeted
By FRANCIA GARCIA HERNANDEZ Staff Reporter
Two of the 10 most challenged books in 2021, according to a list compiled by the American Library Association, sit on the shelves of the Young Adult section at the Hillside Public Library. Library trustee candidate Ron Vaisvila is concerned the two books – Gender Queer and Lawn Boy– are available to youth as they contain alle gedly graphic text and illustrations he believes are “inappropriate for young developing minds.”
According to the American Library Association Office for Intellectual Freedom, the titles “Lawn Boy” by Jonathan Evison and “Gender Queer” by Maia Kobabe were the top 2 out of 1,597 books challenged across the U.S. in 2021. The reasons why the books were often challenged are similar to Vaisvila’s: the books were considered to have sexually explicit content or images. Another reason for challenging the 2 titles was it included LGTBQIA+ content, something Vaisvila said he has “no issue with.”
“I don’t think books should be banned...” said Vaisvila. “I am not against LBGTQ anything, I
Candidates agree relocation of village hall needs to be re -evaluated
By FRANCIA GARCIA HERNANDEZ Staff Reporter
This April 4, Westchester residents will choose between seven candidates vying to be Westchester’s new village president. The names of five candidates – Tracy Jennings, Daniel “Danny” Maldonado, Kevin R. McDermott, Edward S. Lezza Jr. and David S. Galandak – will appear on the ballot. Former acting village manager Greg Hribal, who resigned from the position last year, and Lowell Martin Seida will not
be on the ballot, but residents can write in their names.
The village is at a critical moment with a financial audit underway. The audit started in June last year after the abrupt resignation of for mer village manager Paul Nosek and halted plans on the relocation of Village Hall and a development project of the villageowned land at 1107 S. Mannheim Road and 10300 W. Roosevelt Road. While the village president shares decision-making powers with the board of trustees, there is no doubt the next village president has important issues to resolve at hand. The Village Free Press asked candidates how they will address these issues and what they think went wrong in the prior administration.
Candidate Daniel Maldonado, who
has held a visible campaign knocking on doors and hosting events since he announced his candidacy last September, said his first priority is to stabilize the government by hiring a qualified and experienced village manager with a proven record. Maldonado said he will ensure the new village manager seeks top talent to fill other department vacancies such as the finance, communications and public works. He vowed to work with the new village manager to assess the results of the forensic audit and evaluate the previous plans to move Village Hall, Public Works and the Police Department to Enterprise Drive. Maldonado is running because “it’s time for change and leaving the status quo behind,” with transparSee WESTCHESTER on pa ge 11

HOW TO REACH US
Medina, Kubricht hope to shake up D209 school board majority
Proviso Excels candidates call for accountability for Board of Education
By AMARIS E. RODRIGUEZ Staff Reporter
It is gearing up to be a fierce campaign for the three open seats on the Proviso Township High School District 209 school board in the April 4 election. Following a year of controversy, the Proviso Excels slate hopes to reach voters with the promises of open communication and reinstatement of accountability, something both candidates say currently lacks on the school board.
Claudia Medina, an incumbent, is seeking reelection during this year’s election. Medina, who owns Bilingual Montessori Lab Academy in Forest Park, has dedicated her life to education, with a Masters in Elementary Education as well as serving as a professor for Montessori teacher training. Serving on the Proviso board since 2015, Medina had a hand in the financial restructuring of D209 under for mer Superintendent Dr. Jesse Rodrigue z and has served on various committees.
Cur rently, Medina hopes for another ter m to continue to advocate for the Proviso community amidst what has been a polarizing few years. Despite the lack of unity on the cur rent board, Medina believes the district holds a special place for many.
“Proviso is a family, it is not an institution and once you become part of Proviso, everybody knows each other and it is a tight knit and warm community,” Medina said, adding that Proviso is a district with very dedicated staf f which is trying to survive with the resources given.
Medina is a vocal advocate for teachers, standing by them during the teacher strike in 2022. Under the current board majority, Medina said teachers have seen their working conditions worsen, causing a shortage of teachers at the schools
“The teachers are struggling, and we are hemor rhaging teachers right now,” Medina said, adding that the district does
not have enough teachers to cover all classes, leaving many students without options besides remedial classes. Additionally, Medina said remaining teachers have seen their class sizes increased to an unmanageable number, 35 students per teacher
Medina, who was the first Latina elected to the board, said it is important to have leaders who care, are involved, and advocate proactively for families and students to not only feel safe at school but also in the community, adding she has worked to make Proviso a safe environment for all immig rant and refugee communities
To move the district forward, Medina would support a current equity study for the district to know the needs of the community and how to better serve families. Two programs which have fallen out of compliance and need attention are ESL and the Special Education program, said Medina, who calls for an increase in translation services to better serve the 30 percent of parents in the district who don’t speak English.
On top of a lack of communication, the cur rent administration structure leaves more to be desired, said Medina.
“Our administrative structure needs to be changed as well,” Medina said. “Dr [James] Henderson has a tendency of switching jobs around so much, nobody knows who to go to and when. We don’t have a good communication system. We
have had issues with phones. Parents don’t know where to go, who to go to, who addresses this or the other.”
The removal of deans, counselors, and mental health services is weighing strongly on the Proviso community, said Medina, who believes the current board is functioning as a “dictatorial” re gime that does not allow for open conversation.
“When people come to talk to the board there is a lot of hostility, a lot of shut down, people don’t listen, there is a lot of denying that things are happening” Medina said. “When people come to us it’s because they are desperate, and they want answers The superintendent has a tendency of not answering questions and quite frankly that includes board members. If you are not part of his ‘Henderson Five,’ he has five board members he communicates to and two he does not.”
“Leadership with inte g rity,” is what Medina hopes will be in the future of the board after this election as she believes the cur rent board majority is not welcoming to teachers or community input.
As part of her campaign, Medina is running on the promise of requiring an annual superintendent evaluation, fair teacher, support and staf f contracts, as well as resolving safety and transportation issues Additionally, a big issue facing the district is the lack of financial transparency,

am against young minds looking at sexually explicit books.”
Late last year, Vaisvila addressed the library board and executive director Amy Franco about his concer ns, asking them to relocate the books into the adult section. Vaisvila said that according to the American Library Association, the “Young Adult” category includes people of ages 12-18, giving access to people as young as 12 to books with “sexually explicit content.”
In response to his concer ns, Franco said the “Young Adult” section also includes new adults such as those as old as ages 25-30, citing a 2012 study by Publishers Weekly that found the largest segment of Young Adult readers are between the ages of 30 and 40. In an interview, Franco said the Hillside Public Library curates their young adult section for older teens, adding last year the library created a middle grade section to serve youth up to age 14, including kids from late elementary school grades to freshman year of high school.
“We do not relocate materials when they make community members uncomfortable,” said Franco in a letter dated Nov. 17, 2022 addressed to Vaisvila. “Such actions would be considered censorship.” Instead the library abides by its material selection policy, which has a strong statement against censorship.
The Hillside Library follows the American Library Association and Illinois Library Association recommendations that each family or parent has the right to deter mine which library resources are acceptable for its children, yet it is not up to the library to censor or restrict materials
If elected to the board, Vaisvila said he “will take further action to address this matter,” a move he does not consider as censorship, but rather “common sense.” He believes the library director is the one who should deter mine where books go by listening to the community and “using common sense.”
Vaisvila said he questions how these books were selected to be in the Young Adult section as some libraries in Il-
greed librarians who have master’s de gree in library and infor mation science. To deter mine where books go, they take into consideration publishers’ recommendations, reviews and awards, adding both books were award-winners in the young adult categories.
Lawn Boy and Gender Queer received the American Library Association’s “Alex Award” in 2019 and 2020 respectively. The Alex Award recognizes books published for adults that hold crossover appeal for readers aged 12 to 18.
It is up to residents to decide who will serve as library trustee, however, any patron of the library can bring their concer ns to library staf f or the board during board meetings
If a patron is unsatisfied with the response, patrons are encouraged to submit a written request for reconsideration of library material that will be reviewed by the library’s board, a step Vaisvila has yet to take.

New program to offer free tutoring for students in need
Tutor tastic hopes to help students from low-income backgrounds
By AMARIS E. RODRIGUEZ Staff Reporter
Parents looking to find tutoring support for their children will now have a local resource aimed to prioritize young students of color and those from low-income communities
Tutortastic is the brainchild of Peera Seruma ga, a graduate of Oak Park and River Forest High School and a River Forester, who said she wanted to provide a resource that could be more accessible for students of color and from low-income neighborhoods sur rounding Oak Park
Serumag a, 19, said they are hoping to reach students in Maywood, Melrose Park, and the Austin neighborhood.
“Those communities and neighborhoods are primarily neighborhoods that have
people of color as their main demographic and a lot of the people are low-income,” Seruma ga said. “We just want to make educational resources, like tutoring, available to people in these demog raphics and disadvantaged communities.”
The passion behind the program, which be gan developing in August 2022, comes from Seruma ga’s own personal experience as a student of color as well as a first-generation American.
“I’ve experienced firsthand racial discrimination within my academic career and limited access to educational resources and lear ning accommodations,” said Seruma ga, whose mother immigrated to the states from Jamaica. “All that impacted my education during my childhood.”
While Serumag a said she often felt dismissed by some teachers growing up, as she is also on the Autism spectrum and had a dif ferent lear ning style, the teachers that she connected to served as an inspiration for her desire to provide opportunities to other children.
“When you are dealing with students of
color and students from these low-income neighborhoods growing up they might have certain doubts of where they can end up and the things they can accomplish because of their circumstances,” Seruma ga said, adding she often felt that way growing up.
Serumag a said she had originally thought about providing tutoring services at a cost but soon opted for Tutortastic to be completely free to be able to reach those in marginalized communities who could benefit the most from the program.
“I realized that a lot of these services are not accessible in the way that they need to be for these families,” Seruma ga said. “These families can’t af ford to pay $300 a week for tutoring services but that doesn’t mean they shouldn’t have the resources they need for their children to thrive academically.”
Tutortastic will be pairing participating students, grades K-5, with a volunteer tutor for free one-on-one tutoring.
“The one-on-one connections are very important because it allows the student to
really build trust and a sense of security with the tutors,” Serumag a said. “They get familiar and that familiarity will help them open up to the tutor.”
Sofia Contreras, 16, who said she got involved as one of the tutors due to her passion for accessibility and education, also said she knew firsthand how easy it can be to get “lost in a class.” The current OPRF student said she often had a hard time in a classroom setting and knows that students can struggle with asking questions By providing a one-on-one structure, Contreras believe the tutors will be able to meet students where they are.
Additionally, the program hopes to be able to include parents down the line by hosting seminars, as they believe parent participation in their children’s education is crucial for success
“I don’t want parents to feel as if they can’t be engaged in their kids’ education because they come from a dif ferent country,” Contreras, whose parents are from Mexico, said. “We really want parents to feel like they have a voice in their kid’s edu-

Currently, the program has five volunteer tutors who will be available to help students who sign up for the free service. Recruitment for tutors has been spreading through word of mouth.
Keenan White, 20, said he joined Tutortastic in hopes of continuing the work he had originally started through his involvement in another program which was unfortunately dismantled due to the COVID-19 pandemic. Many of the students who White used to mentor were also from marginalized communities.
While the program is open to every student who needs help, Seruma ga asks for parents who can financially af ford tutor services to consider using other resources.
“We accept everyone who’d like to use our tutoring services, but we ask that when applying, families be considerate that we still have limited space and are
working very hard to make our program as accessible as possible to students from underserved and underprivile ged communities who have little access to services li ours,” Serumag a said.
To sign up, parents can visit tutortastic.org. The program launches on Sund March 26 and will host tutoring sessions every Sunday from 1 to 3:30 p.m. at the Oak Park Public Library, 834 Lake St., Oak Park Tutortastic hopes to be able to continue to grow and potentially expand to not only serve Oak Park and neighboring communities but also reach children attending Chicago Public Schools. To reach that goal, Serumag a said it was important to start locally and set a strong foundation. They hope to be able to draw more volunteer tutors into the program as well as reach adult volunteers who might be able to help them with the managerial side of the program to help drive growth.
“We are looking to expand our program as much as possible and make it as accessible as possible,” Seruma ga said.

Many from the village of Maywood know me, Mary “May” Larry. I have always found it important to be active in all things I am a part of, especially my community, which I have served since landing here in 1970. I am one ofthe candidates for Maywood village trustee, on a slate called My Maywood, because I know I can get the job done with knowledge of policies and procedures.
We could promise economic revitalization. But hasn’t nearly everyone over the last 17 years promised that and not produced it? Why? Because it takes a village! When it comes to making decisions on economic projects or next year’s budget or next year’s taxes, no one trustee has more or less power. It takes the whole body
That is why it is imperative that the residents help with this very big job — by the beautification oftheir blocks, helping our senior citizens and youth, participating in MAPS, keeping an eye out for each other, and asking shopkeepers to keep up their place of business while supporting them too. One needs to feel the positive energy in a community that will call others to want to be a part of it. That’s what’s going to bring about economic revitalization.
The trustee’s job is very clear. A trustee is part ofthe legislative body that governs the community by approving new revenue sources and expenditures or enacting new legislation allowing for a better tomor row. Any person who
claims they can better our current situation simply by being elected is offering false promises. It takes a village!
The My Maywood Team is sure your reader’swon’t let false promises — from those who appear to be career politicians, shady or of questionable character, or those who have recently come on the scene — fool them. Current and past incumbents are proof of what cannot be quickly accomplished.
We can deliver what we promise, through ethical and informed decisions made in the best interest ofthe people ofthe village ofMaywood, and expecting nothing less from my running mate Diann W. Baker.

Proviso 209 United will live up to their name
We, the team behind Sandra Hixson, Jenny Barbahen, and David Ocampo, known as Proviso 209 United, would like to share why we are so incredibly passionate about electing these three parents and subject matter experts to the District 209 school board. Elections are a referendum on the incumbents and the following events of the last few years make it incredibly clear that we need reform — yes, again.
The current board unanimously voted to hire the superintendent in August of 2020. At that time, he sold to the board, and our Proviso community including many of us, a vision of greatness for our schools. But it became clear almost two years ago on Feb. 23, 2021, during a surprise Saturday morning board meeting that Henderson had a very different vision of what makes a school district great.
This vision consisted of ending partnerships with PAEC (special education), out-
sourcing IT, and other radical cuts in the name of turning a profit with austerity budgeting rather than educating our children. As we emailed, called, and pleaded with our trusted board members for clarity, we saw them support the measures dismantling much of the recent progress made.
This was heartbreaking to say the least. We felt defeated. We felt hopeless. Not anymore. Proviso 209 United was for med to restore that hope. Restore our schools. Put our students first. Bring back the values that got the district heading in the right direction: connection with the community, connection with teachers and staf f, fiscal accountability, and transparency. When we do what is right for a united Proviso, we will usher in an era of success for all Proviso students.
After months of searching and care-
ful vetting, in August 2022 we chose and announced our slate of three candidates: Sandra Joseph-Hixson, Jenny Barbahen, and David Ocampo. These three candidates together re present the brightest and best future for the students in our district. It’s that simple.
It is imperative to not just gain a favorable board balance but to also restore deco-
rum and professionalism to the governing body of the school district. Hixson, Barbahen, and Ocampo will be deliberate and methodical as they work to restore transparency and order to the board, thoroughly evaluating the district from top to bottom in a careful review process.
While these are only three seats on a seven-person board, Amanda Grant has officially endorsed our team, and together we will have the ability to effect change from day one.
Even though the current board lost its way over the last 2.5 years, we see a bright future for Proviso and District 209.
Sandra Hixson, Jenny Barbahen, and David Ocampo are running for seats on the District 209 Board of Education.

ency, lack of community engagement and business development as key issues on his agenda. He said in 2017 he “decided to not sit on the sidelines and get involved” and ran for trustee and now wishes to apply his 10+ years in gover nance experience to build relationships with other leaders if elected president.
“The primary issues for the Enter prise Drive buildings were lack of strategic planning, oversight and communication between leadership,” Maldonado said via email, adding he plans to work together with the village manager and village board to re-evaluate the original plans as this is not a centralized location. “In addition, a decision will need to be made based on what would be the most beneficial for Westchester – lease or sell the land.”
Maldonado, a father of three and a lifelong Illinoisian, has held multiple positions in nonprofits and gover nment, including serving as chair man, president and founder of the nonprofit United Latinos for Empower ment, Education and Development (ULEED). In 2021, he was elected to the Westchester park district board. While he is running as an inde pendent candidate, three village trustee members candidates – Gia Marie Benline, Victoria Bann and Ryan Wright are running on his slate
Cur rent village trustee Tracy Jennings said he is running for village president to “retur n the Village of Westchester back to
its rightful owners – the residents!” Jennings is running as a candidate of The Public Servant Party of Westchester, in a slate including trustee candidates Travis Mor ris, Vanessa Sanchez and Michael O. Wright and village clerk candidate Dana Bax.
Jennings said lack of planning, “an evident continuing practice of the Village of Westchester,” caused the failure on the relocation of village hall, adding the prior administration failed to gar ner residents’ opinions and objectively evaluate the proposal.
Jennings said if elected, he will seek village board approval to sell the property on Enter prise Drive, adding taxpayers should not be paying for the increase on costs for the project. “The current cost projections for the move have risen from $2 million to $13 million, a 550% increase over what was originally estimated.”
“There is an old saying, ‘If you fail to plan, you plan to fail’... Neither the village manager or the village board, at the time, thought to host a single town hall meeting, submit a written plan, or send out a community survey to gauge the temperature of its residents for this project,” he said via email.
Jennings, a 27-year resident of Westchester, plans for the village are laid out in a seven-point strategic plan, with two priorities that he believes are foundational: improving residents’ quality of life and village services
“Village services and finances need an overhaul, which will quickly and ef ficiently yield opportunities for economic development to ensure that land use, transportation and our natural resources are prioritized.”
Jennings, a father of two and grandfather of one, is an Army veteran and graduate of Norther n Illinois University. In 2021 he was elected as a Triton Colle ge trustee and was appointed to the Westchester village board following the death of Frank Perry, the village president. Jennings has also served for nearly 20 years as pastor for a church in Joliet he founded.
Candidate Kevin McDer mott shares one priority with Maldonado: ensuring that qualified staf f members are hired into the many vacant administrative positions in the village’s gover nment, “starting with the hiring of an experienced, highly competent and high inte g rity village manager.” His second priority is to address the two major economic development projects facing the village: the Roosevelt and Mannheim TIF district and the long vacant St. Joseph’s High School property.
While McDer mott shares the same opinion as Jennings, that prior administrations did not complete their due diligence to evaluate the relocation of village hall, he vowed to re-evaluate plans for new village facilities with “an open mind and no preconditions.”
“I believe that the Enter prise Drive buildings are unsuitable, both in location and physical capability, to serve as village hall or public works, McDer mott said. “If elected I will immediately form a task force comprised of village staf f, committee members, and board members to examine potential solutions.”
McDer mott’s name may be familiar to residents as the for mer District 209 Proviso High School board member who was ar rested in 2016 for the battery and simple assault of board member Teresa Kelly after a board meeting. Yet, he sees village board
meetings and town hall meetings as an opportunity to communicate with residents, improving transparency and accountability. He also plans on using the village’s newsletter and website to re port on village issues, financial conditions, project status, and other topics relevant to citizens and using social media to engage with residents
“I am running for village president because as a homeowner here for nearly 20 years I have seen the corrosive ef fects of the poor leadership our village has endured over the last several years, and I know it’s time for change,” McDer mott said.
He is a graduate of Northwester n University and has a master’s de gree in business and finance He has 12 years experience in the banking sector and several decades of experience in star t-up management and IT management, currently serving as Chief Technology Of ficer for the Cook County Clerk’s of fice.
Edward S. Le zza Jr., director of operations and logistics at the family-owned dessert business Le zza Spumoni & Desserts headquartered in Bellwood, told the Village Free Press he “has more than two goals for the village,” adding he did not want to be quoted only having two. He also said he “is not comfortable guessing what went wrong in the prior administrations move to Enter prise Drive as the forensic audit is still pending and “no outsiders have an accurate answer.”
Candidates Greg Hribal and Lowell Martin Seida did not respond to the Village Free Press’s request for comment before deadline Candidate David S. Galandak could not be reached.

said Medina, adding the district cur rently does not have a finance committee, making it hard to have accountability on spending.
Jon Kubricht, who first was going to serve as Medina’s campaign manager, is now her slate mate, hoping to bring his strong finance background to the school board. A resident of Forest Park, Kubricht said he noticed after analyzing the candidates that the district was in need of strong financial guidance
“I feel like I would be a good balance to educators, to parents,” Kubricht said. “You need to round up the board with a lot of different skill sets and I think my skill set is missing.”
For Kubricht, the biggest concer n facing the district at the moment is the low amount of money currently being spent per student. Not only is this directly affecting students’ quality of education as programs and departments have been defunded or completely cut, but Kubricht, who does not have children in the district, also believes that it directly affects Proviso Township taxpayers as well.
“All the communities in Proviso township, the quality of the high school education directly af fects their property values The better quality of education we are able to give means people are going to stay here longer,” Kubricht said. “Education makes people want to stay here, makes people want to buy here, which then in tur n gives us a stronger and solid tax base to continue to fund education and everything else within our district.”
Not impressed with the way the current board operates, Kubricht is a vocal critic of the cur rent board majority and Supt. Henderson, who he believes has created a situation of chaos with cuts in staf f, programs, and the mismanagement of finances and spending.
“The current superintendent tries to create a situation where chaos happens on a daily basis and nobody knows what to do,
how to correct it, who to talk to, and chaos rules,” Kubricht said. “I think he does that intentionally, so nobody knows what is going on.”
Open lines of communication with other board members, students, staf f, and parents are beneficial to all, said Kubricht, saying that if elected he will use those moments as a lear ning opportunity for him as well. Additionally, Kubricht takes a strong position in knowing the value of the teachers at Proviso.
“Teachers need to be respected and appreciated by the board,” Kubricht said, adding they should have received a fair contract from Henderson from the be ginning. “Fair contract, appreciativeness, and responsiveness from the administration is what is needed to give teachers the adequate support they deserve, and our students deserve that as well.”
By addressing the needs of faculty and students, Kubricht is convinced Proviso Township would become a district able to attract strong educators, rather than having teachers flee Kubricht said he admires the educators who have stayed amidst the chaos and taken on bigger roles in the lives of their students
“They have done a phenomenal job at stretching the limits of the resources the superintendent is cur rently giving them,” Kubricht said, praising recent musical perfor mances. “The teachers have really
stepped it up in filling in the gaps in what has been taken away A lot of the stuf f they are doing at this point is not stuf f that would nor mally fall under the responsibilities of a teacher. They are not getting the appreciation that they should be.”
If the district has any hope of tur ning over a new leaf, Kubricht and Medina say a new board majority is crucial.
“We really need to change the vote count on the board so that the ‘Henderson 5’ no longer rubber stamps everything the superintendent decides and that we can actually make decisions that benefit the students and bring the school back to where it really should be from an educational standpoint,” Kubricht said. “Regardless of whether people support me or my running mate, I do hope everybody will get out and vote on April 4. It is a crucial election, and we need three good people in there that are not connected to the Henderson regime.”
Early voting in the April 4 Consolidated Election be gan on Monday, March 20 and will continue through April 3.
