Maywood extends new business moratorium for 45 days

Split village board OKs extension as zoning code revisions are reviewed

At a special meeting of the Maywood village board on April 18, village trustees approved a 45day extension to a temporary business moratorium on the development of certain businesses as the village is working to update its zoning code. The revised code will go into effect when the moratorium ends.

The extension is needed for the village to complete revision and edits after a public hearing is held on April 25. The Ordinance and Policy Committee will discuss the ordinance changes on April 24 (after our press time), and later it will be discussed by the Planning and Zoning Commission. A Committee of the Whole discussion is scheduled for mid-May, and the village board will vote on the final ordinance changes at a special village board meeting that will occur by the end of May or the beginning of June.

Polished Pebbles wants Proviso girls to shine

The girl-focused youth mentor program continues its West side expansion

A youth mentorship program designed to help young girls of color polish their communication skills has continued its West Side expansion, reaching Proviso Township girls to help get them career ready.

Polished Pebbles, a Chicago-based initiative, was founded in 2009 to help girls ages seven to 17 years old develop communication skills at home, school, and become hirable employees. Thanks to the expansion, the organization has already begun providing programs at Proviso high schools, as well as the Broadview-based feeder district Lindop District 92 through during school and after school programs, as well as community-based events.

The organization launched at Proviso East and West the week of March 27 and will be rolling out programs at Proviso Math and Science Academy in

May. Participating girls will be a part of mentoring sessions covering topics through Polished Pebbles’ core mentoring social and emotional learning programs, including learning how to build healthy relationships and friendships, how to present themselves on social media, and dressing for success.

While newly launched in the area, the organization hopes to grow to include community members and partners, including hosting a male role model day to help young girls interact with positive, strong male role models who are in

For decades mental health professionals have worked to educate the public that mental health is as important and vital as physical health. It has not been an easy task with the stigma attached to it. Today that stigma is largely gone and mental health is finally beginning to receive the attention it deserves. This leads to a better society based on strong families and sound relationships that foster respect, care, and love.

Mental health issues strike their victims in countless ways, ranging from depression to stress, anxiety, and other emotional factors. They can be caused by an actual chemical imbalance in the brain, by trauma, family or job strife, violence, domestic abuse, substance abuse or countless other factors. Regardless of their origin, one thing is certain; mental health problems lead to physical problems. Did you know that even some cancer and heart disease are believed to be caused by mental health issues? And that’s just the beginning. Mental Health conditions also cause physical maladies such as high blood pressure, lowered immunity, diabetes, fatigue, headache and even asthma. The toll that poor mental health extracts from us is enormous and undeniable.

That’s why organizations like the Proviso Township Mental Health Commission can play such a vital role in our community. Through tax dollars we receive, the commission has funded dozens of

agencies, programs and organizations that provide tangible services—free of charge—to residents of Proviso Township. These programs run the gamut from one on one and couples therapy to drug and alcohol abuse treatment, to medical interventions for depression or bipolar disease, domestic violence and elder abuse, suicide prevention and many others.

In his speech Johnson said his goal was to unify the state while calling “vanguard for progressive this country.”

Some of Johnson’s agenda for the city, such as increasing the city’s real estate transfer tax on properties exceeding $1 million, would require action from the General Assembly. In his speech to lawmakers, he also supported a “revised school funding for mula,” with unspecified changes that would “help ensure there is a nurse and a social worker in every single school in Chicago.”

“I stand ready to continue to make those strong investments and to deliver on the promise of fully funded neighborhood schools,” he said.

One major ask for state funding was an increase to the Local Gover nment Distributive Fund, a share of the state’s income tax that is directed to local municipalities across Illinois. It was originally earmarked for 10 percent of those revenues to go to municipalities in 1969, but that number has decreased over the years to 6.16 percent of personal income tax collections and 6.85 percent of corporate in-

come taxes

Mayors from across the state were in Springfield last week to request that funding be increased to 10 percent once again over the next four fiscal years. That would cost the state about $250 million for each percentage point the rate is increased

“By increasing funding, this body can help provide Chicago and cities and towns across the state with the resources that are needed to build from the ground up,” Johnson said. “And when we build a better, stronger, safer Chicago we are building a better, stronger safer Illinois.”

He praised recent state budgets that included hundreds of millions of dollars aimed at addressing gun violence with youth intervention programs, and increasing spending on public schools,

domestic violence prevention and trauma recovery centers.

Johnson’s speech aimed to weave a staunchly liberal agenda with a conciliatory tone.

“For years, they’ve told us that this is a zero-sum game, that if something’s good for Chicago, well, that means we’re taking something away from Peoria,” Johnson said. “They tell us that the challenges that we face in the city of Chicago and families like mine, on the West Side of Chicago, aren’t the same challenges shared by families from Rockford to Carbondale from East St. Louis to Champaign, and everywhere in between.”

Two programs in Proviso villages seek residents’ voices

Broadview Juneteenth group looks for essays, Broadview celebrates its mid- centur y roots

Two villages in Proviso township are seeking to gather residents’ perspectives and stories on historically important dates and sites. In Broadview, the Broadview Juneteenth Committee opened a contest for students in grades 3-8 to reflect on the meaning of Juneteenth. Students are invited to submit an essay that responds to the prompt “What does the historical day of Juneteenth mean to me?” by June 4. Two winners will receive a prize and participate in the village’s Juneteenth event on Sunday, June 19.

To participate, students must answer the essay prompt in 100 to 200 words, include

their name, school name and grade, and submit the essay to the Broadview Juneteenth Committee.

In Westchester, the Citizens Advisory Board of Westchester announced an initiative to celebrate the village’s history of mid-century residential architecture. The group is planning a “Mid-Century Home Walk” for this summer, where it will tour some of the mid-century homes in the village To gather research on these homes, the Citizens Advisory Board is searching for residents who can share oral histories that honor the architecture and history ofthe mid-century homes in Westchester. taurants. The 180-day-moratorium restricted the location, development, installation, construction, licensing and operation of new businesses in the aforementioned categories. With its extension, the moratorium will now expire on July 19, 2023.

During the moratorium discussion, Trustee Isiah Brandon said he would vote no as he initially did when the moratorium was proposed in February, adding he hoped the ordinance change process would have been completed in the 180 day-period initially requested.

“I voted no then, and my no will be consistent this evening for those very reasons,” Brandon said. “I believe it’s too long of a process to do something we could’ve been doing while we were still allowing folks to open up shop or open up businesses.

Brandon said the moratorium sends “the wrong message” to businesses and affects economic development, as it discourages

business owners who are interested in doing business in the village of Maywood.

Trustee Antonio Sanchez said the 45-extension is a very reasonable time period that will allow staf f responsible for updating the zoning ordinances to complete their job.

“For them to ask for just 45 more days for them to do the work that we’re just simply voting on, it’s not the craziest thing to ask for,” he said.

If the moratorium is not extended again and new businesses apply for licenses, there is no order that will stop them, he said, complicating the process of updating the village’s dated ordinances.

“I understand that we want to make sure that businesses are being opened but we also need to keep in mind that we are updating very old ordinances and to just allow the moratorium to expire in the middle of the process, it just opens up Pandora’s box.”

Mayor Nathaniel George Booker added the moratorium also allows for the ordinances to be updated so the village can re gulate certain businesses from opening in the future community, such as smoke shop the meantim

“Legally, without the moratorium, we have no legal right to tell them no,” Booker said.

Village officials said they have kept a log of businesses that are waiting for the moratorium to end as they are interested in opening a business. Booker added residents and business have opportunities to provide comment in the public meetings that have been held and will be held before the final vote. After discussion, the moratorium was approved with 4 votes in favor and 3 against, including trustee Isiah Brandon, Miguel Jones and Trustee Aaron Peppers.

support of investing in their community.

Founder Kelly Faire, a trained speech pathologist, said it was through her work at schools that she witnessed numerous discipline issues, along with a lack of conflict resolution skills, which raised a concer n of the lack of girl serving programs and organizations in Chicago, especially for girls of color.

“Communication is essential to every area of life,” Faire said. “Communication helps you have peaceful interaction with peers, where we see a lot of violence and conflict in our schools Communication helps girls be more respectful in interactions with parents and adults and communication helps them in future careers.”

Since its inception, Polished Pebbles has worked with over 4,000 girls across 100 schools, expanding to Indiana, Texas, and North Carolina. Cur rently, the organization mentors approximately 1,500 girls a year in the Chicagoland area.

In the Lindop district community, they are currently working with girls from grades five to eight.

“We want to see a bridge program through Polished Pebbles for girls who are in the Lindop district that will be transitioning and feeding over into the Proviso district,” Faire said. “That way the consistency of a relationship with the Polished Pebbles organization can transition with the girls as they are moving into high school.”

In Proviso, each campus has decided to target certain age groups, starting with Freshman girls, allowing the organization

to work with girls and develop relationships in hopes of seeing them through graduation.

The expansion was credited to a grant received from the Illinois State Board of Education, which they will use to host “Every Girl is a CEO,” an afterschool program for high school girls to ear n stipend dollars for lear ning career readiness skills that they can apply to summer or after school employment.

Additionally, Polished Pebbles also received a grant from the Cook County Justice Advisory Councils, which helped provide programs to Proviso and Lindop for the next three years

Hoping to bring inter nship and employment opportunities to girls, the organization also seeks strong community partners through local businesses. With currently over 75 partners, including Blue Cross Blue Shield, the Chicago Sky, and many individually owned businesses, girls have been able to job shadow various industry professionals including Realtors, food industry workers, and media staf f members.

“They get to see that no matter what the industry, no matter what the career path, no matter what the position, to be successful in life, you have to be a great communicator,” Faire said.

Polished Pebbles will be hosting a free, community-based Saturday program on May 20 at 10 a.m. at the Village of Broadview Municipal Building, 2350 S. 25th Avenue, Broadview. The mother and daughter tea party will not only provide an opportunity for the duos to lear n about social etiquette but also bond with each other and others in the community.

Oak Leaf sign has spot in new Forest Park parks facility

When the Park District of Forest Park builds a new indoor facility at 7400-7412 Har rison St., the iconic Oak Leaf sign will be put somewhere inside the building – park of ficials just aren’t sure exactly where yet.

The park district demolished the vacant Oak Leaf Loung Pines restaurant and the Fo est Park Foreign Car Repair shop last fall to make way for the future facility and avoid liability associated with lea ing the buildings standing. The Oak Leaf sign goes back to Oak Leaf Laundry, the business that originally occupied the building at 7412 Har rison St. When the buildings were tor n down, the park district preserved the sign, but it left its future open.

The Historical Society of expressed interest in the sign, Albert Reda, grandson of the laundry’s original owner. During the April 20 meeting of the park district’s board, John Doss, board president, said the board ag reed to incor porate the sign into the new building, where it would be visible to the public – and the historical society was on board with it.

Oak Leaf laundry was founded in 1933 at 716 Desplaines Ave. It moved to Har rison Street five years later as the business grew. The original sign had the “Landerers Cleaners” in smaller neon letters beneath the larger “Oak Leaf ” neon letters Forest Parkers are familiar with. In the early 1980s, the family sold the building to the neighboring Pines Lobster and Steak House and ag reed to let owner Rich Navratil keep the sign. He converted the laundry into a lounge.

Reda previously told the Review that, when he found out about the building’s impending demolition last fall, he reached out to the park district to ask if he could have the sign. He told the Review that he intended to restore it to its original form and

put it in his “mancave.” If the historical society were to get it, he said in an earlier interview, he was willing to trade it for his grandfather’s photo archives and original Oak Leaf Laundry advertisement printing blocks

The park district hasn’t made any final plans for what the new Har rison Street facility will look like. But during the April 20 meeting, Doss said that “whatever happens
