Starting school right, top priority for new D209 board president

Grants says scheduling and transpor tation at forefront of concerns

The start of the 2023-24 school year is not far away and with that in mind, Amanda Grant, president of the board of education for Proviso High School Township District 209 is hoping this year can start of f on a better foot than those prior.

“The priorities for the upcoming school year are really just making sure it runs as smoothly as possible,” Grant said. “We want to make sure we are giving our students and staf f the resources they need for success.”

Grant, who became board president this year, is working alongside the rest of the board, including three new members: David Ocampo, Sandra Hixson and Jennifer Barbahen, better known as the HBO slate who managed a clean sweep during the April 4 election. They are working to pinpoint the areas that

Westchester, the village board on June 15 appointed both a new village manager and an assistant village manager.

The appointments came about two months after a village election which brought a new village president to office, along with other new village trustees.

Greg Hribal is the new top elected official and he had previously served as the village manager.

Chosen by the board as the new manager was Barry Krumstok. Krumstok has

a long career in municipal government and most recently was village manager in suburban Rolling Meadows. He was selected as the new village manager after a four-month search conducted by Administrative Consultings, LLC.

At a June 15 special board meeting, Dawn Wucki-Rossbach, the interim village manager, presented a resolution to appoint Krumstok as the village man-

River Forest firefighters were dispatched five times in two weeks to put out small wildfires in Thatcher Woods. The fires, the latest of which happened June 5, are believed to have been caused by discarded, not fully extinguished cigars or cigarettes. The drought conditions led to flames.

“People walk into the woods, accidentally thinking they stamped out a ci garette or whatever, but they didn’t and then the breeze that we were getting was carrying the embers around,” said River Forest Fire Chief Thomas Gaertner. “And everything

was so brutally dry that it would start these small little spot fires throughout Thatcher Woods.”

Spot fires, as Gaertner explained, are small wildfire blazes ignited by windborne embers dropped on dry brush and leaves. No living trees were set aflame, just parched ve getation.

“Small dead branches and leaves and the grass were all so dry that the slightest little ember would get them burning and smoldering in a lot of places,” the chief said.

These firebrands can be carried by the wind miles away from their original source and the unpredictability of wind patterns makes spotting difficult for wildfire management.

The Thatcher Woods wildfires, which have all been snuffed, are not nearly on the same scale as those currently blazing

across Canada, the smoke from which engulfed the Chicago area this week in a hazy smog of smoky air, unhealthy for breathing.

Gaertner does not believe the local miniinfernos contributed to the poor air quality, nor did they cause any injuries or property damage, but uncontrolled fire is still dangerous. This should be kept in mind when enjoying the woods, according to the chief. It is also illegal to start any kind of fire in Thatcher Woods.

“People need to be more vigilant and aware,” he said.

While Thatcher Woods is a part of the Forest Preserves of Cook County and not technically a part of River Forest, the Forest Preserve District relies on local fire departments as it does not have one of its own. The preserves do have two brush trucks, used to put out grass fires, but they were unavailable at the time of the Thatcher Woods fires. Those trucks can be anywhere in Cook County at any given moment.

Living Fresh Market could come to Maywood funded with state grant

Village is looking for state funds to help suppor t opening of grocer y store in Maywood

A new location of the Forest Park-based grocery store Living Fresh Market could open in Maywood funded through a state program dedicated to reducing food deserts. Living Fresh Market would open its second location with the aid of a state program announced by the governor’s office earlier this year. Its first location is located at 7520 Roosevelt Rd. in the Forest Park Mall.

“Right now, the governor’s office is working with Living Fresh and the Village of Maywood for the grocery initiative that he announced back in February where they’re selecting six to eight different grocery stores throughout the state to do a full renovation of,” said Mayor Nathaniel Booker said during the June 20 village board meeting.

Booker added the village is working with Speaker of the House Emanuel Chris Welch, Senator Kimberly Lightford, both local le gislative leaders, and Gov. J.B. Pritzker’s office to get the Maywood project selected. The goal is to keep the village from having to invest its funds in the ef fort. “It would all come from state funds,” said Booker.

In February Pritzker announced creation of the Illinois Grocery Initiative, a $20 million state investment to open or expand grocery stores in areas considered food deserts across the state.

As re ported by the Forest Park Review, in August of last year, Living Fresh owners announced they were considering opening a second location at the for mer Maywood Market, 615 S. 5th Ave. When opened, this would bring a full-service grocery store to Maywood in a property sold by the village to Living Fresh market.

Booker, Brandon tensions over appointments

In other news at the meeting, tension arose between Trustee Isiah Brandon and Booker after Booker announced the village president’s appointments to gover nment committees for fiscal years 2024 and 2025. “I do have a concer n with the recommendation that you have for me,” Brandon told Booker. “I’m willing to compromise as it relates to what you have recommended, I would like to remain as it relates to community engagement.

In the appointments proposed by Booker, Brandon was removed from the Engagement and Communications Committee. He was appointed to serve on two committees -- the Community Policing & Public Safety Committee and the Infrastructure & Sustainability one

“The reason that I took you off Community Engagement and put you in Infrastructure is because you were the chair of community engagement for nearly two years and you did not come to any community engagement meetings,” Booker told Brandon, adding he would not attend community events planned for the village and instead planned events branded under his name

“So when you do your own personal branding events but you don’t put anything on the agenda for community engagement and communications for the

village of Maywood, that’s why I did not leave you on community engagement,” Booker said.

“I know you like to run things as a dictatorship,” Brandon responded. “This is not that type or form of gover nment.” He added that communication between the village president and Brandon has not been productive as Booker asks Brandon to follow his orders. He added he has attended and organized events for the village of Maywood and he will continue to engage with the community as he was elected to do so

“It is all about you, it is the Booker Show...” Brandon said. “I have not found a way to deal with your leadership style simply because it’s all about you.”

Booker responded that if Brandon feels the way he expressed, it is not logical for him to want to work on the only committee that works directly with the village president.

Ultimately, the committee recommendations proposed by Booker were approved by the village board with all trustees voting in favor except for Brandon, who voted against.

The committees for the village of Maywood for the fiscal years 2024 and 2025 will be composed as follows:

need immediate attention and start addressing them.

“We are not looking to do anything huge,” Grant said. “But we are looking into doing the things we must do and do them well.”

“This year, these 11 months or however long I have left in this particular role, I am focused on repairing,” Grant said. “Repairing our relationships, repairing systems that we know worked. I am focused on rebuilding. That is what I am trying to do. I am not looking to do ginormous changes this year because I feel like, in so many ways, we are bleeding and I want to stop the bleeding.”

Grant talked about the separate roles of the school board and the district superintendent, James L. Henderson. “We can only say what to do, it is up to the superintendent and the staf f to make it happen,” Grant said.

Supt. James L. Henderson did not respond to requests for comments.

A big topic of discussion at the moment is scheduling, Grant said.

With her own child attending Proviso West High School, 4701 Harrison St., Hillside., last year as a freshman, she experienced scheduling issues firsthand. And while her son’s issue was resolved, Grant wondered if it was an easy fix or if it was due to her position on the school board.

“That is something to always struggle with,” Grant said. “I don’t want my kids to have special treatment and in a situation like that … I know some students had a lot of difficulties.”

It was four weeks after school started

during “Take Your Parent to School” day that Grant once again saw how badly scheduling had fallen through the cracks, with some students being assigned to a room, not a class, with no instructors or supervisio n and left to fend for themselves.

“How does that happen?” asked Grant.

“That was a very contentious point last year.”

While Grant reco gnizes the role of a master scheduler, who is responsible for creating students schedules and navigating all state and district requirements, is incredibly dif ficult, she said it is important to have people who are highly skilled and properly trained to ensure schedules are done cor rectly. Grant said she is aware that training is underway or will begin soon for staf f to ensure they know how to properly run programs and help parents through the re gistration process.

The board is also hoping to see what a fully staffed plan for each building looks like, including its impact on the budget.

“There are lots of things that I would like to fix but it is like an emergency room, ‘what is the biggest emergency?’” Grant said. “We want to make sure we have a fully staffed building, that we have the teachers we need.”

Grant said the board is cu rr entl y waiting for info rm atio n re garding current staffing numbers and how close they are to that goal of being fully staffed.

During the June 13 school board meeting, security staf f along with staf f from nutrition services spoke during the public comment portion of the meeting about understaffing.

While the district does not outsource its security to a third-par ty company, Grant stressed the importance of having a fully trained and trusted security staf f to not only ensure students physical safety but she also views them as an additional connection with students, building familiar relationships with them and playing a larger role than just stopping fights.

“I always feel so grateful about how much they care for the kids. They are a link,” Grant said. “It’s not security because people are doing something bad. It’s security to make sure things go well. This is another layer of support for kids.”

Grant said they also hope to look at staffing for special education classrooms as well as English Language Learner classrooms, services the district is required to provide.

Last year, Proviso families experienced transportation issues beyond the national bus driver shortage being experienced across the country. Previous reports by Forest Park Review said students, parents, and teachers attended a nearly four-hour long board meeting on Sept. 13, 2022, to express their frustrations and demand answers.

According to Grant, the district received second priority from the First Student school bus company, having their students picked up after the first routes for other districts were completed, due to Henderson taking too long to sign the contract, which was signed the day before school began.

Previous reports said that students were arriving late, missing their first period class, and having to sit on the floor of buses that were at full capacity.

“We cannot continue on like that, we really just can’t,” Grant said. “We either provide transportation and we do it correctly or we can’t do it.

With school starting after Labor Day, Grant said they hope to find a solution as soon as possible and said they are currently looking into it but that she could not comment any further at this time.

While the board looks ahead into planning for 2023-24, Grant said changes implemented during their board meetings, especially those opening up the lines of communication, including the reestablishment of committees and moving public comment earlier part during board meetings, have already given way to positive changes and begun repairing trust between the district and the Proviso community.

“Westchester is one of the hidden gems of the western suburbs,” said Bill Ernst, a landscape business owner and a part pant in last year’s garden walk. “The annual garden walk here has grown to be among the best garden walks in the area.”

Last year, attendees were able to view some of Westchester’s beautiful gardens, which also serve as sanctuaries for butterflies and other animal and insect species that are increasingly in need of natural ecosystems.

For example, Westchester resident Amy Chenski has a garden replete with nati species and perennials that grow through the year. Last year she spotted endangered butterfly species like monarch butterflies and other species including yellow and black swallowtails. As reported by Village Free Press, Chenski’s garden was one of

eight gardens that residents visited in last year’s garden walk.

The garden walk takes place July 22 from 9 a.m. through 1 p.m. Tickets cost $15 if

Faith leaders decry a rmative action ruling

Say they will work on political solutions to the decision

Chicago faith leaders, including members of the West Side’s Leaders Network, denounced the June 29 U.S. Supreme Court ruling that found the use of affirmative action in colle ge admissions unconstitutional.

The court ruled on two cases dealing with admission of white and Asian-American students to Harvard Colle ge and the University of North Carolina. The court’s conservative-leaning six-justice majority found that race-based colle ge admissions violated the Equal Protection Clause of the 14th Amendment of the U.S. Constitution. The ruling applied to public and private colle ges, but not miliary academies.

On June 30, members of the Leaders

Network joined Rev. Jesse Jackson Sr. and Rainbow PUSH Coalition at the Rainbow PUSH Headquarters, 930 E. 50th St., to argue that the ruling would hurt Black and Hispanic students. They also argued that the ruling failed to consider the effects of decades of systemic racism and discrimination. The faith leaders said that, in the coming weeks, they intend to discuss possible ways to reverse the ruling via federal legislation, including the possibility of urging members of Congress to expand the size of the court.

Rev. Ira Acree, head of Austin’s Greater St. John Bible Church and co-chair of the Leaders Network, told Austin Weekly News, said that Rainbow PUSH invited them to the press conference.

During the June 30 press conference, Leaders Network co-chair Rev. Marshall Hatch Sr., pastor at West Garfield’s New Mount Pilgrim Church, 4301 W. Washington Blvd., argued the ruling ignores the effects of racist practices tha t reverberate to this day.

“With this decision the Supreme Court

rejects any responsibility to repair and remedy the nation’s caste system and sordid racial history,” he said. “Nevertheless, we will never give up the fight for a more perfect union.”

Acree took an even harsher tone. Pointing to the fact that then-Senate Majority Leader Mitch McConnell blocked thenPresident Barack Obama’s nomination of Merrick Garland to the Supreme Court, he described the current court as a “Trumppacked court.”

“The decision of the United States Supreme Court was evil and it was totally out of step with what this country was supposed to represent, out of step of what our nation claims to be in the Constitution,” he said. “It is so criminal of the United States Supreme Court to strike down affirmative action and disregarding race in the country that was bult on white supremacy. We must do everything in our power to keep the right wing from setting the country back 50 years. This decision calls into question the legitimacy of a Trump-stacked court.”

The June 29 ruling dealt with two separate, but related cases – Students for Fair Admissions v. Harvard and Students for Fair Admissions v. University of North Carolina, In both instances, the plaintiff was Students for Fair Admissions (SFFA), an organization led by conservative legal strategist Edward Blum. In the Harvard case, the group represented anonymous Asian-American students who alle ged that Harvard’s admissions system artificially limited the number of Asian-American admissions, even as the number of applicants and the size of the Asian-American population grew. Harvard acknowledged using race as one of the factors for deciding admissions, but disputed the assertion that the process disproportionately penalizes Asian-Americans.

The University of North Carolina didn’t use race as a factor, using a system that encourages low-income and first-generation students to achieve a racially diverse student body. SFFA represented a group of Asian and white applicants who argued that the system was still racially discriminatory.

Because Justice Ketanji Brown Jackson sat on the Harvard Board of Overseers when the Supreme Court took up the case,

Board members discussed this resolution in an executive session during the June 15 special board meeting, after which they voted to approve the resolution. All board members voted in favor of the resolution except for Gia Marie Benline, who voted in opposition.

Krumstok has worked for 25 years in municipal government splitting time between Rolling Meadows, Schiller Park and Glencoe. He holds a master’s in public administration from Northeastern Illinois University and a bachelor of science in Economics from Purdue Uni 2011 to 2021, he serv

Rolling Meadows. In this role, he was responsible for managing the annual budget of over $70 million and the city’s staf f of 192 employees. He had worked for Rolling Meadows since 1999 in various roles, including budget analyst, assistant to city manager, and assistant city manager. Prior to his time in Rolling Meadows, he held several administrative positions for the village of Schiller Park and Glencoe.

The village will pay Krumstok an annual salary of $170,000 with annual reviews. Any salary increase is subject to board approval.

The board also selected John Schwarz to serve as the assistant village manager.

Schwarz has 11 years of professional experience in public administration and human resources. In his most recent position, he served as assistant to the village manager in west suburban Winfield, where he previously served in different administrative capacities. In his role as assistant to the village manager, he was responsible for human resources functions including recruitment, compensation, performance

“I am honored. I am humbled. I am pleased. I’m excited. I’m delighted. And I’m appreciative more than anything else,” Davis told Austin Weekly about being honored by the Safer Foundation.

“Congressman Davis advocated for a bill called Second Chance Act, and that bill has actually generated over a billion dollars in funding communities all over the United States to help people reentering get their lives back together and become productive members of our community,” Victor Dickson, president and CEO of the Safer Foundation told Austin Weekly News. “So, it’s not just Chicago that’s benefitted, but also people all over the nation.”

The Second Chance Act of 2007 authorizes federal grants for vital programs and systems refor ms aimed at improving the reentry process. Since it went into effect, it has benefitted hundreds of grantees who provide training,

employment, treatment and counseling to returning citizens across 49 states. The Safer Foundation benefits from

The Univerllinois in Chicago reported that in 2019 the City of Chicago was home to 35 percent of returning prisoners released from Illinois state prisons, who concentrate in six of the city’s 77 Community Areas, most of them on the West Side. These communities include Austin, North Lawndale, East Garfield , West Englewood, Humboldt Park and Englewood.

Davis said, “Because if there can be some symbol of how much this work is needed and if we can inspire motivate, stimulate and activate others to be involved with it and in it and better understand it and help prevent the need for it, then I say to myself, well done.”

Since the beginning of his long political career, Davis, 81, has engaged with returning citizens and institurking to fulfill their needs and reduce the bar riers that prevent them from successfully continuing their lives after spending time in prison or possessing a record.

“We have more of our people incarcerated than any other nation in the world. I mean, we have about 5% of the world’s population, but we have about 20% of the world’s incarcerated population,” Davis said, adding the long-term goal is not only to help returning citizens, but reduce the number of people who are incarcerated.

“We want to reduce recidivism, we want to prevent criminal activity, we want to create for ourselves a safe environment and secure homes,” he said.

As part of Davis advocacy work, he has reduced bar riers to employment for individuals with a criminal record. In 2015, Davis worked with the Safer Foundation to convene local health care leaders to identify ways in which individuals with an ar rest record could get employed in the health care industry, the fastest growing industry at the time, Dickson said.

“Out of that many of the local hospitals began an initiative to do that and JP Morgan Chase bank funded a Safer Foundation project to produce a tool kit for hiring managers in healthcare that was ultimately distributed all over the country,” he said.

Additionally, Davis has long championed improvements to the health care system and raise awareness on the relationship between public health and public safety.

“Returning residents are disproportionately food insecure, they’re disproportionately homeless and have housing insecurity,” Dickson said. “They’re more likely to have untreated substance use disorders and mental health diagnosis and live in poverty and unemployed.”

“So, when you do the work of reentry, you focus on this population and bring all of the healthcare resources to it, you’re improving public health. When you help them get stable housing and employment, then they’re not gonna commit another crime, so you are improving public safety.”
