In their first month on the job, the new village manager and assistant village manager for the village of Westchester shared their vision for the village’s administration which is tasked with overseeing day-to-day operations and managing all village departments and village services

Chef Robert Gadsby is opening a restaurant called Noe in Barrington on Sept. 4 where he will charge $125 per person.

“There are two types of diners in the world,” the award-winning chef explained. “The first wants to be filled up when hungry; the second wants to be dazzled.”

Diners at Noe will experience a fivecourse meal that will dazzle, he said. “If you come to Noe,” he declared, “you will

have one of the best meals of your life.”

Gadsby is also the culinary director at Harvest 365, the restaurant in the Forest Park Mall on Roosevelt Road where the most expensive item on the menu is a large Perfect Pan Pizza for $28.95. He also oversees the Living Fresh Market.

When asked if he is getting rich in his role at Harvest 365, Gadsby smiled. “It’s not about the money,” he said.

To understand his bi-vocational vocation, it’s necessary to begin in England where he grew up and started out as a kick boxer, which took him all over the world, competing in matches and exposing him to an amazing variety of cuisines.

When he returned to England, he left kick boxing behind and enrolled in culinary school at Westminster Colle ge in London. Following graduation, he

embarked on a self-designed series of extended internships in Italy, France, Japan, Singapore, China, Hong Kong, Thailand, Russia and Iceland.

The result is that Gadsby is not stuck on one cuisine. He uses mac-and-cheese as an example. It is often thought of as soul food, he said, but the noodles can be Italian, Chinese or Thai. Macaroni can also be served with a mornay sauce. It can be baked or cooked loose.

“Same with oxtails. It isn’t necessarily African American. The Chinese cook oxtails too.”

Working with a series of award-winning chefs to refine his craft, the result is not a fusion cuisine that combines ing redients into a “melting pot” but an approach he calls Progressive American,

which juxtaposes dishes from all over the world, allowing each to retain its individual flavor, texture and color.

“I don’t cook for myself,” he explained. “I cook for the customer.”

For example, when he opens Noe in the fall and people make a reservation, he will actually interview them to find out their individual preferences.

“I would classify myself as an alchemist,” he said. “If you don’t like spicy food, for example, we won’t do spicy food. If you want red meat, we can do that. If you are a barbecue person and want sweet chili sauce, we can adjust.

“If you are recovering from cancer,” he added, “I cook what’s best for you.”

Gadsby doesn’t drink, yet he has 3,000 bottles of wine in his cellar which he will pair with each of the five courses in his soon-to-open restaurant. He also pays attention to seasonality, only cooking with strawberries, when they are at peak flavor

in the spring, or apples in the fall.

“When we start the wellness pr at Living Fresh Market,” he said, “people who have high blood pressur sion, or diabetes can learn how diet affects their condition. It will encompass thing having to do with wellness and food.”

A gourmet chef, who is also the culinary director of a less-than-gourmet restaurant like Harvest 365, still aspires to ser ity food.

Four or five years ago he consultant for Melody Winston, senior executive of Living Fresh Market and director of Commercial Property Assets Living Word Christian Center, helping her put together the menu for Heritage 365. In so doing he connected with her father, Bill Winston, pastor of Living Word Christian Center, which is housed in the entire south half of the mall and lists its membership at 20,000 members.

“I want to make Pastor Winston’s vision a reality,” he said. “I have a contract with the Lord. I walk by faith and not by sight. With faith you can achieve anything. My success is based 100% on faith, and my business partner at Noe is the Lord.”

Maywood amends liquor licenses for restaurants with gaming

Under a Class A-1 license, full-ser vice restaurants with gaming licenses can sell alcohol for consumption on the premises

The village of Maywood amended its local business re gulations for alcoholic beverages to create a business license dedicated to “full service restaurants with gaming licenses” to allow for sale of alcohol for consumption on the premises.

With the creation of this new business license, the village aims to stop issuing liquor licenses to video gaming cafes or bistros which would typically receive a Class M license. The ordinance stated the village will not issue any new Class M (Video Gaming Café/Bistro) licenses after July 31. Existing Class M licenses existing on July 31 may continue to operate and may be renewed until the license terminates due to the closure of the establishment or termination by the village based on village code provisions.

In a special board meeting on July 11, the village board voted on an ordinance that amended certain provisions of Chapter 117 (Alcoholic Beverages) of Title XI (Business Re gulations) of the Liquor Control Ordinance in Maywood.

A new subsection A-1 was proposed to create a business license, Class A-1, for full-service restaurants with video gaming licenses to be able to sell alcoholic beverages for on-site consumption. Under the Class A-1 license, restaurants must first meet all of the requirements for a Class A liquor license established by the village and must have a video gaming license issued by the Illinois Gaming Board.

Alcohol can be consumed in the entire licensed premises, but there must be a designated gaming area separate from

tables meant for food services and video gaming terminals cannot operate during the hours when alcohol cannot be sold.

The ordinance also limits the proximity of businesses with a Class A-1 license, stating that no Class A-1 license may be issued to an establishment that is located within 1,000 feet of any other establishment with an A-1 license. The annual cost of the Class A-1 license is $3,100 for re gular closing hours and $3,400 for extended closing hours.

Class M licenses have been issued to video gaming cafes or bistros to allow the sale of beer and wine only. These licenses restrict businesses from selling beer and wine in pitchers or in package sales. They also require that businesses have a video gaming license issued by the Illinois Gaming Board and that the gaming terminals are located in an area separate from tables meant for food service.

The ordinance also modified the definition of a full-service restaurant in Chapter 117 to include any restaurants that provide services to patrons through technology. Under this new definition, a full-service restaurant “shall have a dining area for patrons to eat meals and pa-

trons are attended by a full-service waitstaf f and/or through technology that simulates full-service waitstaf f.” This definition continues to exclude fast food service operations and also continues to require that 60% of the gross income of the restaurant comes from food as a supplement to the service of liquor.

In other news, the Maywood Village Board unanimously voted to end the 180day moratorium on the development, installation, construction and licensing of new barber shops, hair salons, nail shops, live music permits, pop-up retail stores, special event spaces, tobacco shops and fast-food restaurants in Maywood. With the village board’s approval of the ordinance, the moratorium ended on July 11, eight days before the date it was set to expire on July 19. As previously re ported by the Village Free Press, in April, the village board approved a 45-day extension to the moratorium that was initially approved for 180 days while the village reviewed the village code to make any necessary amendments.

Black-owned Kribi Co ee rising in Oak Park high-rise

The high-rise will be the Forest Park-based co ee shop’s second Oak Park location

A new spot to grab a cup of joe is coming to Oak Park later this month – and it will be particularly convenient for residents of the Albion high-rise on Lake Street. Forest Park’s Kribi Coffee is opening a new location on the first floor of the building at Lake and Forest. This will be the coffee company’s second Oak Park location and its third shop total, but it is intended to become the flagship site.

Kribi is an environmentally sustainable, Black-owned coffee company that works with coffee bean far mers across the world to redistribute wealth back to them, breaking the cycle of poverty they face.

That poverty Kribi works to end is not insubstantial either. Over 80% of the world’s roughly 12.5 million coffee farming families live below the poverty line, according to Paul Stewart, global coffee director of non-profit TechnoServe. The company works directly with far mers, providing a mutually beneficial relationship, so you can indulge in a cup of Kribi coffee without guilt over the wider, global impact of the corporate coffee industry.

more can be tried at Kribi’s Forest Park location, 7324 Madison St., or in Oak Park in the historic Boulevard Arcade building, 1033 South Blvd. Kribi and its mission makes a good fit for Oak Park, a community that prides itself in having compassion for others and is home to many social support agencies. The winning combination of having a company local to the Western suburbs which provides a high-quality product and service makes the opening of Kribi’s third location particularly exciting for Albion Residential, the development and commercial real estate group that built and owns the high-rise apartment building.

“We’re really excited for someone local to come in and deliver the level of quality and service that he provides to the neighborhood,” said Andrew Yule, development vice president of Albion Residential.

Kribi is not directly affiliated with the Albion company beyond its landlord-tenant relationship. It’s a separate retail storefront within the building, but the concept

of having a coffee shop at the Albion was always part of the plan during its development.

The space for merly served as a Dollop Coffee Co. location, but the company faced “challenges,” according to Shalo, and the shop ultimately closed. Dollop’s exit freed up the storefront for Kribi, which he called an exciting opportunity for his coffee company.

“It’s a culmination of a vision of the future,” Shalo said.

He’ll be back from Cameroon before the grand opening, which the company is preparing for by redecorating the space with brightly painted walls and a new mosaic outside the entrance.

Shalo is not the only person excited for the shop’s opening. Yule, who works out of the company’s headquarters in Oak Brook, has not had a chance yet to try Kribi coffee, but he hopes to be the first to grab a cup once the Albion location is up and running.

“As soon as it opens, I’ll be his first customer if I can get over there in time,” Yule said.

Native garden walk returns to western suburbs

West Cook Wild Ones’ annual garden walk, “Birds, Bees & Butterflies: A Native Garden Walk” returns July 22 from 1 to 5 p.m. This year, for the first time, the featured gardens and gardeners hail from Riverside and Berwyn, Illinois.

The walk will feature 11 gardens, and homeowners and gardeners will be on hand to answer participants’ questions about plant names, favorite plants and other aspect of their native gardens

Fisher says that expanding the walk to other suburbs makes sense, given the growing membership of West Cook Wild Ones. There are more than 250 members throughout the western suburbs, and the membership spans as far north as Evanston and east into Chicago.

Fisher notes that interest in native gardening picked up during the pandemic when people had more time to focus on their gardens, but the growth has continued in recent years.

“It’s kind of remarkable,” she said. “This year, we sold the most plants ever at our native plant sale. People are becoming more in-

terested in attracting native pollinators and birds.”

This year’s garden roster includes sunny prairie gardens, a spring ephemeral garden, a cutting garden, shade gardens, an edible garden and two rain gardens. Some gardeners have lovingly designed every square inch of their yards themselves. Others have hired top native garden designers.

“You’re really doing the best you can for the community but also lea it better than before,” Krumstok told Village Free Press of his mindset as a public administrator. Krumstok knows Westchester not only as a village where friends and for mer staff members live but also from his days in the village of Glencoe when W estchester was part of a c ooperat iv e called the Intergover nmental Risk Management Agency that Glencoe was also part of.

Throughout his career, he said he has learned how day-to-day public operations must be aligned towards the long-term stability of a village and also understands the importance of working together with the elected village president. According to a lawsuit Krumstok filed against his for mer employer in Rolling Meadows, he alleged he was removed from his position as city manager in retaliation for a harassment investigation he conducted on then-alderman Joe Gallo, who later was elected mayor. The city of Rolling Meadows and Krumstok reached a settlement in 2021. As pa rt of the settlement, he agreed not to further comment on the matter.

While Krumstok and Schwarz are new to Westchester’s village hall, they are tasked with managing projects -- and a recently approved budget that preceded them.

“When you create a budget, it’s not just for one year, you’re still looking for the long ter m [stability,]” Krumstok said.

For instance, by the time they joined the village administration, the village board and interim village manager had already approved the new fiscal year budget. Now, as they administer the day-to-day opera-

tions, they will evaluate the budget and take notes of any adjustments or considerations that will be needed for next year’s budget, to fulfill the village’s fiscal responsibilities, evaluate revenue streams and allocate funds for maintenance of facilities, staff and services

Furthermore, they are working to update, modify or propose new policies and proce-

These changes will not only ensure that the manual complies with all applicable laws and mandates but will also increase accountability and transparency of village staff operations. “They’re good employees, but at the same point in time, you have to make sure that there are good policies in place and also checks and balances,” said Krumstok. “Sometimes in the newspaper, you only hear the bad parts, but there are good people here doing good work.”

This is an example of many improvements to come that may not be as visible as a road getting fixed or a light fixture getting re placed, Krumstok and Schwarz said. Yet, providing efficient services to village residents is also a priority for the village administration. To do this, the village also has to work with other agencies like the Illinois Department of Transportation, the Metropolitan Water Reclamation District and other local organizations. They also

will evaluate service providers such as the waste management company to determine who is the best provider of village services.

“We’ve had a lot of rain in the last few days after a big period of drought,” Schwarz said. “The grounds are very saturated, [Public Works] crew may not be in your street, but they’re out there in those heavy rain periods to make sure grades are clear so water is going where it needs to be and not into somebody’s basement or flooding out roads.”

He added when it happens, the village identifies the underlying cause to address it, even if it’s an issue that only comes up once or twice a year

Engaging with residents

One of the areas that Krumstok and Schwarz have begun to address is the need for increased timely communication with village residents, especially on topics that are of high interest to residents and other stakeholders. The village will continue sharing its monthly newsletter, but village staf f will also increase its social media presence to communicate updates and Wor

construction projects and street closures on the village

media channels and through printed flyers. They also have a notification system, known as CodeRed where residents can sign up to receive notifications. At the monthly village board meetings, Krumstok will continue to share a manager’s report, so he encourages residents to attend the meetings and comment on any issues, concer ns or ideas they’d like to see addressed.

Yet, there are instances when the village can’t provide a timely update, for example on the purchase of Saint Joseph High School by private entity West 40. The public announcement took some residents by surprise, but it also took the village by surprise, as this was a private transaction between two private entities that the village was not involved in. The decision also means the village administration will dissolve a TIF fund that had been created in case the village was able to succeed with its plans to purchase St. Joseph.

The village is also open to discuss proposals or projects that individuals or groups want to raise. “We’re willing to talk to them and lear n,” Krumstok said, adding the village is also looking to build relation-
