Maywood gains cigar lounge from Forest Park

Owner says new location will have more space, dedicated parking

Casa de Puros, a cigar lounge that has been a mainstay of Madison Street in Forest Park for the past 15 years, is moving to Maywood.

The staf f was busy packing boxes and loading them onto a moving van when this newspaper interviewed co-owner Greg Walker on July 31. He insisted they were moving because the Maywood space at 1117 S. 1st Ave. is larger, has two outdoor patios and its own dedicated parking lot. The fact that it’s also a free-standing building that he and his co-owners bought outright, as opposed to leasing, helped as well.

Walker said he expects to finish moving out of the Forest Park space by the end of the week. He plans to reopen at the Maywood location on Sept. 15.

Casa De Puros, which means “House of Cigars” in Spanish, opened on the ground floor of a condominium building at 7410 Madison St. in 2008. Co-owner Tim Polk was interested in opening a shop where customers could buy and smoke cigars. Since then, the building has been modified, getting large display windows that are open during the summer. Polk previously described the shop as a “classic bachelor club style” establishment, with deep leather chairs, dark wood-paneled walls, a

Victoria M. Vann, a Westchester village trustee, shared information on available federal programs designed to increase homeownership on July 27. She spoke to dozens of attendees at a summit focused

on equity and access for Latino communities held at Malcolm X. Colle ge. On the panel, she explained programs that provide options to buy af fordable homes through mechanisms like below-the-market rates, homes in revitalized areas and scattered site homes.

Vann was invited to speak at the panel organized by the Illinois Department of Commerce and Economic Opportunity for her knowledge of housing. She is a neighborhood and community investment specialist at the U.S. Department of Housing and Urban Development.

“I believe that sometimes when people say af fordable homeownership, it’s a neg-

ative connotation to it or stigma…” Vann told Village Free Press. “But af fordable homeownership is whatever you can afford at that time.”

She believes everyone wants a home to call their own in safe communities, but potential homebuyers don’t always have the knowledge of programs that could help them obtain it.

“It should just be available for all,” she said. “Because we don’t know, we miss the opportunities to be able to own our own home and build that wealth.”

Village Free Press returns to founder

As part of an ag reement reached between Growing Community Media and Michael Romain, a for mer staf f member, ownership of the Village Free Press will retur n to Romain during the month of September. Romain is the founder of the newspaper which serves Proviso Township.

In 2022, Romain brought the newspaper to Growing Community Media which ag reed to take on its publication. Following Ro-

main’s departure from the organization in January discussions ensued on how to return the newspaper to Romain.

An ag reement reached in mid-July will result in ownership transitioning back to Romain. Growing Community Media will continue to publish Wednesday Journal of Oak Park & River Forest, Austin Weekly News, Forest Park Review and RiversideBrookfield Landmark.

Veteran’s creative and artistic talents on display

On July 26, 96 unique pieces of art created by veterans were on display at Edwards Hines Jr. VA Hospital

Sgt. William Hutton served in Vietnam in 1969. He was injured in crossfire and was shot in his head and leg three days before his 21st birthday. He underwent brain surgery and had a metal plate installed on the left side of his head. This July 26, his artwork “Plumbers,” accompanied by his story was on display in the main audito-

rium of the Edward Hines Jr. 5000 5th Ave., Maywood.

Hutton is one of 49 veteran artists – musicians, writers and artists – who pa pated in this year’s creative a local portion of the National Veterans Creative Arts Festival and Competition. For the first year since the COVID-19 pandemic, the festival returned to an in-person format, though it is the 23rd y en place.

Visual artwork submissions were on display, while musical pieces were compiled in a video available for viewing at the hos-

pital. Several booklets containing veterans’ writing were also on display, available for the public to read.

This year, 96 pieces across the categories of art, music and writing, were submitted to the festival. All participants are patients of Hines VA hospital, and many of them

were eager to compete again.

“Some of them have been participating here and we’ve actually had veterans not just win locally, but compete nationally against veterans from across the country,” Murphy said. “They’re hung ry to do it again. They’re hungry to win.”

To determine the festival’s winners, the public veterans and staf f members vote on the visual artwork category, while a panel evaluates the submissions in the writing and music categories. Winners will be announced in about a month, Murphy said.

She encouraged all veterans to participate in creative arts therapy, as it can be an opportunity to find a new talent they did not know they had. She is urging them to participate in next year’s festival.

“That could help someone else or allow them to connect with a bigger audience.”

State rep. pushes overdose prevention sites for Chicago

Medical exper ts, advocates and community outreach organizations support. ‘It will save lives’

A dozen medical experts, outreach workers and advocates joined State Rep. La Shawn K. Ford (8th) in his push to open a pilot overdose prevention site in Chicago. Standing at the corner of W. Van Buren Street and S. Pulaski Road, one of many West Side areas with high overdose rates, Ford called for the public and lawmakers to support a bill that would allow the creation of overdose prevention sites in Chicago.

“Overdose prevention sites are evidencebased healthcare where people can use pre-obtained drugs,” Ford said. “If an individual overdoses, someone will save their life and connect them to a number of local resources.”

The site could serve not only as a healthcare center, but as a center that provides wraparound services to people who use drugs, simultaneously addressing many of the barriers that people with substance use disorders face.

“The message that often gets lost in the conversation is that these sites provide essential services, such as psychotherapy, medication assisted treatment, recovery, coaching, medical care, job training, food aid, shelter, legal support and other basic needs,” Ford said.

Equally important, it would help save lives. Last week, a Cook County medical examiner report confirmed a record 2,000 opioid overdose deaths in Cook County in 2022.

Vincent Lee, a West Side resident, recently lost his first cousin, age 50, to an overdose after he moved out-of-state.

“If someone would have been there with naloxone, they could have probably saved his life,” Lee said.

Overdose prevention sites in New York helped save 700 lives last year. Around the world, there has never been a death due to overdose in an overdose prevention site, Sophia Payne, an addiction medicine and internal medicine physician at Rush Hospital, said. It could also help save taxpayers $3 million every year by decreasing the

number of emergency management service calls in Chicago.

Members of several community and healthcare organizations who dress the opioid crisis on Chicago’ Side echoed Ford. They also expressed their concern for the prevalence of tanyl in the West Side drug suppl stance that is 100 times more potent than morphine and 50 times more heroin. They also worry about in the presence of xylazine.

Dr. Thomas Hugget, family Lawndale Christian Health Center, said the Chicago Recovery Alliance has found fentanyl is present in 80% of the doses in the Chicago area. Additionall they have seen veterinary xylazine is present in 20% of the drugs they test as part of their harm services, which means substances may not only contain fentanyl, but they also contain xylazine, drastically increasing the chances of an overdose. Xylazine decreases respiration, which can lead to respiratory arrest and death.

Lee Rusch, director of the West Side Heroin/Opioid Task Force, wh many of these organizations to provide harm reduction services on the streets -- directly where they’re needed – said an overdose prevention site creates a space where people who use drugs can do it safely and access health services, including medicine assisted recovery if they choose to do so.

Oak Park mom and advocate Sheila Haennicke called for support on House Bill 2 as it would create safe places for people who use drugs, especially in communities of color, which are disproportionately affected by the opioid epidemic.

She lost her son David, age 29, to an overdose in 2021 and became an advocate for harm reduction services.

“People can’t change if people don’t live,” she said. “And people don’t live if they’re not cared fo r.”

She works with the West Side Heroin/ Opioid Task Force to bring free naloxone dispensers to CTA stations, a resource that may be the difference between life and death for a person experiencing an overdose. On Friday, task force members demonstrated how newsstands are used to distribute free naloxone across West Side locations, in a project sponsored by healthcare insurance company Cigna, as previously reported by Austin Weekly News.

In the first month after being installed,

the newsstands have continuously been used and stayed intact, encouraging signs of success. They have also served as a conversation starter with people who would ordinarily not talk about substance use, Rusch said.

Health workers encouraged everyone to learn how to use naloxone, commonly known as Narcan, and not fear repercussions if using it. Illinois has a “Good Samaritan” law that protects a person who assists in helping people seek emergency medical help when overdosing. Both the person seeking emergency help and the person who overdoses are protected from being charged for felony possession of specific amounts of drugs.

If passed into law, House Bill 2 will authorize the Illinois Department of Health Services to partner with the City of Chicago to pilot an overdose prevention site on the West Side or the South Side of Chicago. The bill is currently under review of the Rules Committee and could be voted on during the upcoming General Assembly

Veto Session, to be held in October. Ford anticipates some opposition, as “people are politically afraid to vote” in favor of an overdose prevention center. Yet he is determined to break the stigma and move this pilot forward.

Dave Jimenez, director of community programs at UIC School of Public Health said an overdose prevention site is an option that needs to be pushed forward. Just a few years ago, UIC got approval from the state to take substance use treatment and medication directly to the community in a medical van that pops up at different locations.

Across the board, all medical experts and community outreach workers said an overdose prevention site is a pathway to save lives.

“Our whole goal is to just understand that if we can give a person a chance to live another day, perhaps they’ll stop using drugs,” said Russell Jackson, director of programs at Transforming Reentry Services.

By 2020, it was co-owned by Julienne Tooles and Brandon Prince, with Walker, of Chicago’s Galewood neighborhood, originally coming in to provide financing. The Illinois Secretary of State filing cu rently lists Walker as the sole owner.

Casa de Puros struggled through the COVID-19 pandemic, surviving on federal economic support programs. Business has since rebounded.

Polk is Black, and so is Walker. Customers previously told this newspaper African-Americans account for about thirds of the re gular customer base.

According to Forest Park police records, Casa de Puros was cited six times for ing cigars to underaged customers, the last three citations made in 2022. It was cited twice for allowing customers to drink alcohol outside in 2018 and 2021. est Park police chief Ken Gross also said that his department “received complaints

in the past about Casa De Puros and neighboring Murphy’s/Lantern Haus patrons consuming alcohol on the public way and those on motorcycles playing loud music as they were coming to and/or leaving the business.”

Walker said the move was simply about having more room to grow

ted to decreasing the wealth gap in Black and Brown communities through home ownership. At the panel, she shared information about how federal programs, of fered through lenders, can support firsttime homebuyers.

“If you want to own a home, go for it,” she told attendees, encouraging them to be informed consumers and homebuyers. “Don’t be discouraged and don’t think you can’t afford to live the American Dream.”

At the federal level, the U.S. Department of Housing and Urban Development has a repository of homes, commonly known as HUD Homes, with a selling price that is below the market rate.

“If there’s a home with maybe $150,000 at market rate, HUD might have a home similar to that for $100,000,” she said. “So, you’re talking about building generational wealth, right? That’s $50,000 in equity.” To purchase one of these homes, Vann recommends homebuyers work with certified Housing and Urban Development counselors and Realtors who are knowledgeable about af fordable homeownership programs. These programs are typically available for low-income households and have varying credit score requirements.

Another program, called HUD’s Good Neighbor Next Door Sales Program, offers law enforcement officers, teachers, firefighters and emergency medical technicians a discount of 50% on the list price of a home if it’s located in a revitalized area. Revitalization areas are designated geographic areas that the Department of Housing and Urban Development hopes to revitalize by increasing home ownership and decreasing mortgage foreclosures.

When it comes to revitalization, Vann is quick to distinguish it from gentrification, a phenomenon that often leads to the relocation of existing residents, who typically have lower incomes than the homebuyers moving into their area.

In revitalization areas, the intention is to provide existing residents an opportunity to purchase a single-family home by offering a high discount on the purchase price. She believes this program “shouldn’t be the reason why you are relocated, because now you’re outpriced out of your own community.”

“We want you to stay, which is why we’re offering these homes at such a significant

discount so that you could be able to af ford to live in the community that you lived in, that your grandma lived in and your family lived in.”

Another program offers renters who rely on rental assistance, commonly known as Section 8, to use their rental assistance vouchers to pay for their mortgage payment. This way, they incentivize and support renters to transition into homeownership.

To apply to any of these programs, certified counselors can walk homebuyers through these options, Vann said. She highlighted the importance of working with licensed and certified Realtors and lenders to ensure the best outcomes for homebuyers.

Other speakers also explained some of the state and federal programs available to families or individuals who want to purchase a home.

At the state level, the Illinois Housing Development Authority has three programs, called “Access,” which take a certain percentage of the home’s purchase price and offer financial assistance for a down payment and closing costs. The sum varies across the programs, but it can be up to $10,000 with low to no interest rates. The programs also offer different loan options, from forgivable to deferred to low-interest, as a way to increase homebuyers’ ability to purchase and maintain a home.

“Our studies have shown that when you enable buyers to have different borrowers options that suit their financial needs, it really allows them to pick and choose versus just being told what they have to take,” said Javier Gumucio, director of homeownership for the Illinois Housing Development Authority.

Housing counselor Tanya Jackson urged homebuyers to get educated on the process of buying a home before making any decisions.

“Take the first homebuyer class,” she said. “It will set you on the path you want to be.”

At the Northside Community Development Corporation, where she works, she offers first-time homebuyer classes. In the classes, homebuyers learn the ins-andouts of buying a home from Housing and Urban Development certified counselor The classes are important for buyers to understand the different actors involved in a home purchase – lenders, Realtors, attorneys, inspectors and insurance providers. Counselors also provide basic financial and legal lessons and help buyers assess their budget and finances, so that they can make the best purchase for their financial

needs.

Understanding this information also helps homebuyers pick the best lender for them and their financial needs, a critical best practice.

“Talk to lenders before making a commitment, ask the lenders about their products and down-payment assistance,” she said. “Remember the people work for you.”

At the end of the event, Vann shared that she sees an opportunity to bring back resources and programs for Westchester families and business owners. At the summit, she learned about programs available for small businesses, including how they can be vendors for the federal government, the largest consumer of services and goods in the nation.

“Being able to connect with people who have federal contracts available, getting your certifications and helping you build your business, we can stabilize those businesses and grow our businesses,” she said, adding she will work to bring panels and workshops to Westchester.

“When I’m able to start bringing programs and workshops, come out and support those workshops, be a part of the community.”

Notice of Board Vacancy

Bellwood School District 88 Board of Education is accepting letters of interest from residents interested who live within District 88 boundaries in applying for the current BOE vacancy. Our former Board Member Sondra McClendon has resigned; the vacancy term expires April 2027.

Qualifications are:

• Be a United States citizen

• Be at least 18 years of age

• Be a resident of Illinois and the District for at least one year immediately preceding the appointment

• Be a registered voter

• Not be a child sex offender

Applicants should show familiarity with the Board’s policies regarding general duties and responsibilities of a Board and a Board member, including fiduciary responsibilities, conflict of interest, ethics and gift ban. The Board’s policies are available on the District website.
