At a special meeting on Aug. 11, the school board at Proviso Township High School District 209 appointed an acting superintendent to replace Supt. James Henderson who announced his resignation in a letter on Aug. 9.

The board chose Dr. Bessie Karvelas, a longtime district administrator, as acting superintendent. Karvelas has had multiple roles in the district and most recently was serving as principal at Proviso West High School.

In a statement on the district’s website, Amanda Grant, board president, thanked Karvelas “for stepping up during this challenging time.” The board has said that having an acting superintendent would allow it time to vet either an interim or permanent superintendent.

Football players at Proviso West and East are gearing up for the upcoming football season that is right around the corner But with dwindling numbers of players, it seems like Proviso Township High School District 209 is at a disadvantage and a merger is out of the question, at least for this season.

The idea of a merger was circulated on

social media by Coach Scottie Ware, head coach at Proviso West. Ware, an alum of East’s class of 1996, also served at East as a football, basketball, and track coach for 15 years before moving over to West.

Maywood to honor its own Fred Hampton on 75th birthday

Honoring the Black Panther’s legac y, historical display planned around aquatic center

The village of Maywood will partner with the nonprofit Save the Hampton House to pay homage to the le gacy of Fred Hampton, who was born in Maywood in 1948.

“It seems to be the opportunity for the community to reflect on the impact and dedication and the power of Black marginalized communities,” his son, Fred Hampton Jr., told the village board during a village board meeting last Aug. 8.

The for mer chairman of the Black Panther Party would have celebrated his 75th birthday Aug. 30. To honor Hampton, the nonprofit led by his son, Fred Hampton Jr., will host a celebration that day.

The celebration includes community events and tours to Black Panther Party historical sites, including the West Side location where Hampton was assassinated. The tour ends at the red Hampton Aquatic Center, 300 Oak St.

To honor Hampton’s le gacy, the village will install a fence display titled “Fred Hampton Steps of Time” around the pool located in the Hampton Aquatic Center. The display will include historical information and visual materials about Fred Hampton’s fight for racial and social justice.

Hampton Jr. also proposed the Maywood village board designate Aug. 30 as Fred Hampton Day in the village of Maywood. The annual celebration would honor Hampton’s le gacy and serve as an opportunity to educate the community through events and other activities. The village board will vote to approve the proclamation at its

September meeting.

The village will pay $15,900 for the fence display. Funds to pay for this project will come from accumulated funds raised by the village through the special recreation tax paid by residents.

Reserves for the pool, which has not operated for a number of years, including this year, would be used to pay for this project, Mayor Nathaniel Booker said. This year, the village paid $25,000 for youth to swim at Proviso East High School instead of the Fred Hampton Aquatic center, which costs 75% less than the costs of operating the pool for the summer, he added.

Trustee Isiah Brandon questioned if investing $15,000 in Hampton’s childhood home located in Maywood would be a better use of the money. Last year, the village voted to designate the Hampton House, at 804 S. 17th Ave., as a local historic landmark.

In response, Booker said the village could not use those funds for the house, as they’re designated to cover park and pool operations. However, this year the Hampton House was awarded $250,000 in state funds to turn the house into a museum.

Discussions over the installation of the

memorial fence turned into a discussion about the Hampton Aquatic Center’s pool renovation.

“Our current pool is over a million dollars in fixes that need to be done that would not guarantee how long our pool will last,” Booker said. “A new pool will be somewhere around $3.54 million dollars.”

The mayor said the village prefers to build a new pool to replace the existing 60-year-old pool as there is now an opportunity to build the revenue to get it. Currently the village is in the process of evaluating options to remove the pool and secure grant funding to build a new pool. A feasibility study for a new pool is underway, Booker said.

Booker added state officials such as state Rep. Emmanuel Chris Welch (D-7th) and Sen. Kimberly Lightford (D-4th) support the village in obtaining federal, state and local funds to build the new pool and recreational facilities, though he did not provide specifics.

“The pool is still there and so is that fence, and we’re looking at the thought process of making sure that the pool is more aesthetically pleasing as well as paying our honor to the le gacy [of Hampton],” Booker said.

Maywood approves National Cycle’s tax incentives

Motorcycle parts manufacturer could bene t from incentives for three properties

The Maywood village board extended property tax rate incentives for motorcycle parts manufacturer National Cycle on South Maywood Drive.

It covers three properties purchased by the manufacturer in 2018 as part of its expansion: 1190 S. Maywood Dr., 900 S. 22nd Ave. and 900 S. 21st Ave.

Under the Cook County Class 6(b) Tax Incentive program, National Cycle’s properties will be assessed at a lower market value rate for a 12-year period. In the first 10 years, they’ll be assessed at 10 % instead of 25, at 15 % in the 11th year and 20%in the 12th year.

The manufacturing company ag reed to continue to operate in Maywood and provide employment opportunities to village residents. The company also ag reed to support Maywood community initiatives and events, including village partnerships that “promote the health, welfare and safety of the village and its residents.”

The village authorized these incentives in early August as part of its ef for ts to promote industry in the village and improve the local economy.

National Cycle, founded in Chicago in 1937 by late Gordon Willey, manufactures windshields and other motorcycle accessories in its Maywood plant. Its customers include companies such as BMW, HarleyDavidson, Honda, Kawasaki, Polaris, Suzuki, Triumph and Yamaha.

In 2018, National Cycle also received tax incentives for its current property. According to reports, with the village’s support, the company will now request that Cook County grants the tax incentives for the three properties.

According to Ware, in the State of Illinois, schools would have a freshman team, a sophomore team, and juniors and seniors would comprise the junior varsity and varsity team. A complete varsity team, according to Ware, would have 86 players.

One practice for West’s football team only saw 37 players. Every year that passes, Ware said they see a decrease in numbers. Toward the end of July, the high schools held a joint practice, pulling in 57 players between the two programs.

Despite the challenges for the upcoming season, they will have to try to stick it out for at least one more year as the district missed the Aug. 1 deadline to apply to merge the programs

During the early August Board of Education meeting, the board heard from Calvin Davis, director of athletics, who said they would need the approval of the Illinois High School Association Board to determine if the co-op would be granted.

Additionally, Davis said rules for co-ops say that if a school has a student enrollment of 600 or more, they cannot co-op programs for football or basketball.

Ware said they will be submitting an appeal to IHSA in hopes of being allowed to combine the teams. The high schools have already combined their tennis and swimming teams. Students at Proviso Math and Science Academy who want to participate in athletics do so on their home school’s teams Board President Amanda Grant told Forest Park Review they are open to a merger in the future and that it wasn’t completely off the table.

“It’s a safety issue for our student athletes,” Grant said during the board meeting.

However, Davis said based on the number of students registered for summer football, or about 40 at each school, they believe the high schools will have enough players for at least one level.

Ware said both teams currently have about 50 players so his plan is to go for a straight freshman team and combine sophomore, juniors, and seniors to play at the varsity level.

While Ware prepares his team for their first home game next Friday, he said he has a great group of players and they will make the best of the season.

“I’ve been in these situations before and I’m ready for it,” Ware said. “We are going to give it all we got and I think we will surprise a few people even with the low numbers.”

Proviso West will play their first home game of the season versus T.F. North, Calumet City, on Friday, Aug. 25 at 7 p.m.

Black-Owned West Side Weed Dispensary won’t get Alderman’s support

A controversial proposal to convert Wallace’s Catfish Corner into a cannabis dispensary will not get 27th Ward Ald. Walter Burnett’s support, but the owner is vowing to push forward despite ne gative feedback from some neighbors.

Attorney Robert Walker held a second meeting Friday evening to discuss plans to convert the closed Wallace’s at 2800 W. Madison St. into the HAY Illinois Adult Use Cannabis Dispensary.

Walker, representing HAAAYY Group, previously presented his plans during a contentious community meeting in June.

Walker said the project, which needs approval from the city’s Zoning Board of Appeals, could help revitalize a Garfield Park corner and bring more minority participation into a billion-dollar, predominately white industry.

Some younger neighbors were rece ptive to the idea, and Burnett initially said he wanted to see a Black-owned dispensary in the area, noting there are very few of them in the city. Older neighbors questioned the appropriateness of such a business in an

Others complained the dispensary, which would be near Marshall Metro High School, could influence students and is a poor use of space compared to other community needs such as a grocery store or a bank.

Jule Johnson, a 21-year-old West Sider, said older neighbors were basing their fears of f of longstanding propaganda and religious preference.

“They grew up in an era where [cannabis] was seen as dangerous and evil. Even the name marijuana is based in racism and not a lot of people know that,” Johnson said. “It would be smart to have it in the community.”

Burnett later said he would not support the dispensary at that location based on community feedback from both meetings.

“I’m doing what the community wants, [and] it seems they do not want it,” Burnett said.

But Walker said he will still move forward on applying for a special-use permit to bring the dispensary to the area. He believes the job creation and tax revenue

itwould bring it would entice other development in the area.

“HAAAYY stands firm in its mission to bring legalized cannabis to the West Side of Chicago so that our community can participate in this emerging billion dollar industry,” Walker said in a statement.

Davis has opposed ef for ts to convert the restaurant into a dispensary.

“I take this as a personal insult to me, and I won’t stand for you bringing this to our community,” Davis told Walker at the meeting.

However, Burnett said he would support opening a dispensary in another area of Garfield Park, saying that he hasn’t seen people harmed by legal weed in other neighborhoods. The West Loop, for exam-

ple, is home to Dispensary33 and Nature’s Care West Loop, both in Burnett’s ward. Dispensaries in Black neighborhoods on the West Side are scarce.

The closest existing dispensary to the Garfield Park proposal is Zen Leaf ’s shop at Ogden and Western avenues on the Near West Side.

Illinois’ cannabis industry has long been criticized for being overwhelmingly white and far more expensive than other states, often being 89 percent higher in prices than anywhere else in the nation. This is due to the state’s industry being largely concentrated in a handful of vendors, a claim that led to HAAAY and others suing to get awarded a license.

conciliatory tone in his resignation letter to the Proviso community

“I want to let you know how much I appreciate our time together over the past three years,” wrote Henderson. He thanked administrators, teachers and instructional staf f for their commitment to the Proviso community.

Grant, president of the D209 school board, last week told the Village Free Press, “It is time for District 209 to go in a new direction. We are working diligently behind the scenes to make sure we have a great start to our school year. We have all the necessary support for students and staf f in place.”

Henderson joined the district in August 2020 after serving two years as superintendent in Holmes County, Mississippi. Henderson was welcomed to the district by the board of education with a three-year contract and a salary of $250,000.

A year later, in June 2021, a five-year contract — and a salary increase of $12,500 — was approved by a board that was beginning to fracture, with board members Amanda Grant and Claudia Medina voting against the item. The new contract also came with an undisclosed pension contribution, coverage of annual health premiums in the amount of $32,129, and a $6,000 per year contribution to his vehicle allowance among other benefits.

During his time as superintendent, Henderson faced growing scrutiny from members of the community, faculty and staf f as well as a portion of the school board.

In June 2022, the board of education, at the time consisting of then president Arb-

della Patterson, Theresa Kelly, Rodney Alexander, Sam Valtier re z, Ned Wagner, Amanda Grant, and Claudia Medina, approved a third contract for Henderson by a vote of 4-2, with Grant and Wagner voting against the item. Medina was absent from the meeting.

Despite the new contract, Henderson faced deeper questions from members of the community as well as board members who be gan questioning the financial state of the district as well as the friction caused by the 2022 teachers strike.

In a Letter to the Editor of the Forest Park Review published on March 14, 2023, then-board member Grant expressed her concerns about how Henderson and other board members handled financial matters.

“Additionally, tens of thousands of dollars are spent on district credit cards each month with no transparency or accountability of these charges,” Grant wrote.

Following the teachers strike in 2022, when approximately 280 members of the Proviso Teachers Union went on strike to negotiate better wages and work conditions under their collective bargaining ag reement, many called for Henderson’s removal from his post.

Despite facing criticism, Henderson seemed to have nearly unconditional support from the so-called “Henderson Five,” which was composed of five board members: Patterson, Alexander, Wagner, Kelly and Valtier re z.

However, Henderson lost that majority vote during the April 4 Consolidated Election when three new board members were voted onto the board replacing Kelly and taking over Wagner’s empty seat. Medina, who had openly criticized Henderson and was involved in a heated incident with Henderson in March 2022, also lost her seat on the board as three newcomers, David

Ocampo, Sandra Hixson, and Jennifer Barbahen’s Proviso 209 United slate made it a clean sweep, overturning the board majority and dismantling the “Henderson Five.”

The slate mates had been vocal in expressing a desperate need for new leadership that would hold Henderson accountable in hopes of fixing issues plaguing the three high schools in the district.

Transparency over fiscal matters was a top priority, Ocampo said in a interview back in May.

Upon the swearing in of the new board, Grant became the board president and be gan reinstating the use of committees, which Henderson alle gedly had a hand in dismantling.

In a May 2023 interview, Ocampo said the new board members would be willing to work with Henderson but that the quality of that relationship would ultimately fall on Henderson himself.

“We are going to put for th a goal list and you can plan for everything but if no one executes against it, then something needs to change,” Ocampo had said. “The board needs to set the standard.”

In his resignation letter, Henderson thanked the “Henderson Five,” saying “we

got the work done because of you.”

In June 2023, the board of education conducted the first superintendent evaluation since Henderson was hired back in 2020. That evaluation came during a closed session. Due to it being personnel matter the evaluation was not made public. Grant said she was unable to comment on the matter

“Most of you worked to educate our scholars,” Henderson wrote in his resignation letter. “Thank you for all you’ve done -- and all you’ll continue to do -- to help the students of District 209 graduate prepared to succeed in a global community.”

Additionally, Henderson thanked the food service staf f, transportation, maintenance, safety and security staf f, central office staf f, and his executive leadership team composed of Dr. Sharon Williams, L.T Taylor, Luke Pavone, Leonard Moody, Calvin Davis, and Kristi Vandenbroak.

“I couldn’t have done this without you,” Henderson wrote.

“Thank you for your help, your ef forts and your steadfastness,” wrote Henderson, closing of f his farewell letter to Proviso. “I wish you nothing but the best.”

Henderson was not able to be reached for comment.

Former Moran’s Garage property sold in tax sale

New owner may either rehab the property or sell it to developer

An investor purchased the long-vacant Moran’s Garage auto repair shop property at 7505 Randolf Ave. - but he is in no hurry to decide what he’s going to do with it.

Jose Joseph, of north suburban Northbrook, acquired the land the same way he bought lots of properties – through a scavenger tax sale – in order to either lease it out or sell it to a developer and make profit.

Moran’s Garage ended up in a scavenger sale after the owner Denis Moran didn’t pay property taxes between 2011 and 2018. Once the property gets sold on the scavenger sale, the owner has three years to pay of f the debt – otherwise, the property goes to whoever submitted the highest bid.

According to the Cook County records,

the Office of Cook County Treasurer officially transfer red the deed to Joseph on July 20. He said that he hasn’t made up his mind whether he would fix up the property and lease it to another auto repair shop or sell the land to the developer. But any redevelopment would most likely have to deal with remediation – Moran’s Garage was a gas station until 1981, and Illinois Environmental Protection Agency usually requires the developer to check if there’s contamination from the underground gasoline storage tanks and to remediate any contamination that may turn up.

Moran’s Garage opened a Standard Oil gas station in 1966 before becoming an auto mechanic shop in 1981. Moran himself has been active in the community, he spent decades with the Forest Park Kiwanas, earing the Ed O’Shea Service award in 2011 for his work with area youth.

He died in 2020.

In recent years, Bruce Lawn Service, a Forest Park lawn-mowing, landscaping and snow removal company, listed the garage as its business address and stored lawnmowers and other equipment in front of the building. While the company had since moved away, Joseph said that at least some equipment was there when he got the deed.

The scavenger tax sale program is set up to try to get properties that owe several years’ worth of property taxes back on the tax rolls. The taxes are auctioned of f, and the highest bidder takes over the responsibility for paying taxes. If the property owner doesn’t pay of f the debt, the title gets transfer red to the tax buyer.

According to county records, Moran owed $17,795 in taxes, and the property was actioned of f in the scavenger sale. Moran’s

family did not respond by deadline.

Joseph said that he didn’t set out to buy the auto shop specifically – it just happened to be one of the properties that turned up on the tax sale. But now that he has it, he believes it has potential that would allow him to make profit one way or another.

“I buy property in a tax sale, mostly commercial,” Joseph said. “It seems like a good corner store in that area.”

His first priority, he said, was to clean up the property. Joseph said that he reached out to the company asking them to remove it themselves, to no avail.

“The property was really ugly, with all the stuf f there,” he said.

Beyond that, he said that he was waiting for a 30-day period when Moran’s family can file an appeal before deciding what he would do with the property. And even after the 30-day period, Joseph said it may be a few weeks before he makes the decision.

“I was trying to actually fix it up,” he said. “Maybe fix it and rent it out or something. Put up an auto shop. Or maybe find a buyer right away, a developer.”
