JB Pritzker and the Illinois Depart ment of Financial and Professional Re gulation (IDFPR) recently issued new Conditional Adult Use Cannabis Dispensary Licenses — and at least two of the awardees have Proviso Township ties. In a statement released Aug. 12, Pritzker said that the state issued 182 licenses in July and early August and that all of the most re cent businesses to secure licenses qualify as Social Equity Applicants. Those are businesses that are majority owned and controlled by one or more people who have lived in an area that the state considers to have been disproportionately impacted by the War on Drugs in five of the past 10 years, among other criteria. It’s the latest multi-year plan backed by the state’s 2019 Rebuild Illinois bipartisan infrastructure law, which doubled the state’s motor fuel tax from 19 to 38 cents per gallon and scheduled it to grow with the rate of inflation. The Chicago Zoological Society on Aug. 1 announced the sudden death of JoJo, the 42-year-old silverback wester n lowland gorilla who had sired three of fspring at Brookfield Zoo during his 10 years there. JoJo’s death was announced in a post on Brookfield Zoo’s Facebook page. According to the post, the gorilla “went into cardiac ar rest during an emergency veterinary procedure prompted by an acute illness” on July There31.was no additional information provided on the acute illness or the procedure undertaken to treat it. Zoo spokespeople re portedly were not available to ad dress JoJo’s death. When he ar rived at Brookfield Zoo in June 2012, JoJo was a popular attraction at the Tropic World exhibit along with the zoo’s three female gorillas, Binti Jua; Koola, who is Binti Jua’s daughter; and Kamba, who is Koola’s daughter JoJo was 32 at the time and replaced 44-year-old Ramar as silverback. Ramar entered “semi-retirement” upon JoJo’s ar rival and was euthanized in 2018 at the age of 50 after suf fering an intestinal blockage.

Two years later, in 2015, JoJo sired a male, Zachary, with Kamba. In 2018, Koola bore JoJo’s third of fspring, Ali. At 42 years old, JoJo was considered a geriatric animal, according to Brookfield Zoo’s Facebook post. “A median life expectancy for male goril las in managed care is 32 years,” the post stated. “The loss of JoJo is great, but his le gacy will live on in the overall zoo population for this critically endangered species.”
JoJo came to Brookfield Zoo as part of the Association of Zoos and Aquariums’ Gorilla Species Survival Plan. Wester n lowland gorillas are considered critically endangered due to the loss of habitat, poaching and illegal pet trade. He previously was at Lincoln Park Zoo in Chicago, where he sired a female in 2004, and at the Louisville Zoo, where he sired an of fspring in 2003. Dart is war ning the public about what he said is a dramatic rise in thefts of certain models of Kia and Hyundai vehicles and urging owners of those vehicles to take extra anti-theft precautions “In the past few months, the number of such unoccupied vehicles stolen has skyrocketed in Cook County, mirroring in creases re ported in other cities across the country,” Dart’s of fice said in a statement released Aug. 11. “Since July 1, there have been 642 re ported thefts of Kia and Hyundai vehicles in Cook County, compared to 74 during the same period last year,” the of fice added. “This re presents a 767% increase.”
Proviso residents fatally shot, another fatally hit by automobile Community members are mourning two Proviso Township residents who were fatally shot in two separate incidents that occurred within the last several weeks. The most recent homicide happened on Aug. 12, at around 3:58 a.m., on the 1400 block of South 17th Avenue in Maywood, according to the Cook County medical examiner. A 60-year-old man was shot multiple times. He was pronounced dead at 4:11 a.m., according to the medical examiner Maywood Police could not be immediately reached for comment on Sunday afternoon. The incident follows another fatal shooting of a Proviso resident that happened last month.
A 61-year-old Stone Park man died from blunt force injuries after he was struck by a vehicle while walking, according to the medical examiner. The accident happened on Aug. 1, at around 6:25 a.m., on the 1900 block of North Mannheim Road in Melrose Park. The man was pronounced dead at 6:30 a.m., the medical examiner reported.

The Maywood Police Department is alerting rideshare drives about what the depart ment said has been an uptick in rideshare carjacking.“Overthe past two months, the village and sur rounding suburban areas of Chicago have seen a significant rise in cases of rideshare carjacking,” Maywood Police Chief Elijah Willis said in an Aug. 10 statement.“Drivers are being robbed for their be longings, their vehicle, and many times they are attacked at gunpoint once they reach the drop-off location,” the chief added.Chief Willis advised rideshare drivers to be aware of their sur roundings whenever picking up passengers. He said most of the “rideshare assailants are picked up somewhere in Chicago” and rob their victims in the“Ifsuburbssomething doesn’t feel right, it prob ably isn’t,” Willis said, urging rideshare drivers to avoid car rying large amounts of cash or valuables and to call 9-1-1 immediately if they’re carjacked.

By MICHAEL ROMAIN Editor A new re port shows how gover nmentsanctioned redlining, a practice dating back 80 years, continues to har m poor, mi nority“Mapscommunities.ofInequality: From Redlining to Urban Decay and the Black Exodus” was released July 19 by the of fice of Cook County Treasurer Maria Pappas. “Redlining is the practice of denying loans to homebuyers in minority areas by deeming them a financial risk,” the study explains. “The ter m referred to the red shading on maps of urban areas where the federal gover nment, working with lenders, discouraged issuing mortgages.” The places in red, were heavily populated by Blacks and other ethnic groups. The study recreates the 1940 Home Owners’ Loan Cor poration “security map” for Chicago that shows where those redlined areas wereThelocatedPappas study shows that nearly 60 percent of properties sold in the 2022 Sc av enger Sale — mostly “vacant lots, abandoned homes and boarded-up businesses” that have accumulated delinquent proper ty taxes — were redlined Meanwhile, 40 percent of properties were yellow-lined, “meaning they were at risk of being redlined.” Only 3 percent of 2022 Scavenger Sale properties are located in areas that, in 1940, would have been deemed “Best or Still Desirable” by the Home Owners’ Loan Cor poration.
A TIF district allows a municipality to use a certain amount of property taxes within the designated area on functions like providing tax incentives to businesses and public works projects designed to im prove blighted areas and attract private development.Byoverlaying TIFs onto most of the town, village of ficials are hoping that they’ ll be able to tap into the special taxing funds to pay for much-needed infrastruc ture re pairs that will largely benefit homeowners.TheArea 1 proposed TIF comprises most of North Maywood, where roadways and cobblestone streets have been ne glected Area 2, which covers most of the village between Madison and Oak streets and 6th and 20th avenues, including a stretch of properties along St. Charles Road, from 1st to 21st avenues, has the highest concentration of alleys (41) that need paving, of ficials have said. Most of the streets in the area between Washington Boulevard and Oak Street need immediate replacement. Area 3 includes the part of town between the Eisenhower Expressway, the Prairie Path, 17th Avenue and 9th Avenue. This area is in need of stor m sewer extensions, among other sewer and roadway work Area 4 also needs stor m sewer extensions, from Harvard to Har rison streets The portion of the area along 1st Avenue, between Roosevelt Road and Har rison Street, is the village’s highest priority “regarding water system improvements,” of ficials“Thesaid.section also contains the high est concentration of ‘value resurfacing’ streets within the village, where the greatest length of roadway can be paved at the lowest cost per foot,” according to a presentation of the proposed TIF expansion given at a Joint Review Board meeting on Nov. 30, 2021.During a village board meeting on July 19, village attor ney Michael Jurusik said that the process of creating the new TIF districts is lengthy and could stretch through early next year. He said the village has to notify anyone who owns property or lives within 750 feet of the proposed TIF boundaries of their in tentions to create the new TIFs There also has to be a feasibility study conducted and numerous public meetings held. The village has tapped Kane McKenna to conduct the feasibility study, which likely won’t be completed until the end of September, Jurusik said. A series of public meetings could take place early next year, with the board possibly voting on the final TIF ordinances sometime in February, assuming all goes according to plan. “This is a lot of work, but at the end of the day, it will allow you to make significant investments in your community,” Ju rusik said.

I think of my self more as an independent study, because I’m not taking for mal classes, but the stuf f that I’m learning isn’t just stuf f that’s coming out of my own head. I feel I should give credit where credit is due. There are two particular YouTubers that I follow faithfully. I find their personalities to be in line with mine and then also the way they instruct is just ry clear and easy to understand. What are you today?painting So, this painting is a borrowed idea from a craft that I had seen. I plan on doing this painting with some children at a camp that I plan on going to in October. The original concept was drawn with chalk pastels. I started out by using chalk to draw out the image on canvas first. How frequently do you paint? I try to paint every day. Where do you get your inspiration? I like nature and things that you see ev ery day, that are relaxing and calming. I like bright colors, as well. What was the process to appl y to the Mouth and Foot Painters Association? I had to send them six paintings. Ultimately, they want to be able to develop you into a commercial artist, so they can make greeting cards with your art, put your designs in coloring books and anything that they can sell to customers. How long does it take you to make a 16×20 painting? It can vary. Where do you plan on taking your passion for art? I want to take this beyond just painting in my extra bedroom for the fun of it. Linda Bannon, a Hillside teacher turned painter, is making her mark

By SHANEL ROMAIN Staff Contributor This week, we interviewed Linda Bannon, a Hillside resident who was born without arms due to a genetic disorder called Holt-Oram Syndrome. But Bannon’s never let her condition stop her from living her life — a lesson she’s imparted to her son, Tim, a Proviso West High School senior who was born with the same condition, but still manages to play football and participate in triathlons.
Linda said that, when the pandemic started, she needed something to do with her time and found herself logging onto YouTube for painting videos and ended up discovering her love for creating enjoyable art.A friend suggested that she apply for membership with Mouth and Foot Painting Artists, an organization owned and controlled by disabled artists. Linda ap plied in April 2021 and in December, she was accepted into a program the organization runs that provides her with a grant of roughly $1,000 a month for three years in order her to

Maywood was awarded $161,000 to fund preliminary engineering work for the Prai rie Path Lighting and Safety Improvement project.Theproject, which spans the Prairie Path, from 21st to 5th avenues, will provide “pedestrian lighting, enhanced crosswalks with ADA upgrades, consistent signage, benches, bicycle racks, an air and tool station, and landscaping with native plants.”

Cook County Board President Toni Preckwinkle and the county’s Depart ment of Transportation and Highways announced the recipients of the Invest in Cook g rant program earlier this month. The program awarded a total of roughly $9 million to 43 projects in 49 Cook County municipalities The grants will fund “two transit, 16 pedestrian, 11 bicycle, one freight, and 13 road projects,” county of ficials announced in a statement. Berkeley, Broadview, Maywood and Northlake were each awarded grants as part of this year’s program. Berkeley got $176,000 to help complete the village’s East-Side Sidewalk Program, a project that will create more than a mile of new sidewalks across the village, partic ularly on six streets spanning St. Charles Road, from Wolf Road to Jerele Avenue. Broadview was awarded $120,000 to fund preliminary engineering work as part of improvements to the streetscape along Roosevelt Road, from 9th to 17th avenues “This project will continue streetscape improvements already constructed further west of Roosevelt Road,” according to a project summary on the Invest in Cook website.Future work includes improvements to sidewalks, intersections, bus stops and bike parking along the village’s main commercial corridor
ing in Springfield. “And since then, Re build Illinois has undertaken a massive transfor mation of our state’s transportation systems.” Approximately $8.6 billion has already been spent in the first three years of the Re build Illinois plan on road and bridge proj ects, including over $6.4 billion on the state transportation system and over $2.1 billion on local systems. It’s a slower pace than laid out in the sixyear $33.2 billion spending plan passed in 2019. But IDOT Secretary Omer Osman said he’s hopeful that the pace picks up as several large projects move beyond the initial engineering phase. IDOT has expanded its engineering staff and lawmakers approved a “design-build” process in Senate Bill 2981 this year to combine the design and construction in a more efficient bidding process, which could also hasten things, he said. “We are aggressively, aggressively pushing all these projects across the entire state,” he said.The highway portion of the multi-year plan – a required filing each year for the state’s transportation agency – accounts for $24.6 billion of the planned spending. Of that, $13.3 billion, or 54 percent, is federally funded, just over $6 billion is state funding, $4.1 billion comes from bond proceeds, and $1.2 billion comes from local reimbursements.Thecurrent fiscal year, which began July 1, is scheduled to see $3.7 billion in new construction under the road and bridge plan.

Other work on the bridge will “reduce erosion, maintain the natural flow of Addison Creek, and improve water quality. The structure will include new walls, railings and fencing.
