Westchester village manager calls for trustees to be more involved in local co
Village trustees will determine committee appointments in near future

Westchester Village Manager Barry Krumstok called on the Board of Trustees to be more active in the village’s committees, which oversee aspects such as economic development, events, environmental impact and citizen engagement.
At a committee of the whole meeting last week, trustees discussed Krumstok’s proposal to increase trustee participation, summarized in a memorandum presented at the meeting
“It’s not a knack at any committee or commission and it’s not a knack at the village board…” Krumstok said. “I believe it’s really important for the village board to participate and have a liaison or voting member in each.”
The plan to increase participation is to appoint two trustees to each commission, a best practice consistent with other municipalities, Krumstok said.
“We don’t have representation for everything… Krumstok said. “Part of this discussion that we’re trying to get to is really filing the committees.”
By participating in local committees, trustees could bring back information for discussion at village board meetings. Overall, increasing trustee participation could increase the village board’s knowledge of ongoing

“I’ve always found if they’re voting, they’re more involved and they’re more passionate when discussing it with the village board,” he said.
“It’s a good idea,” Slavic said.
By law, only five committees allow trustee participation, including the BroadviewWestchester joint water agency, economic development, ecological commission, the citizen advisory board and the liquor commission. In some commissions, one trustee participates or serves as a liaison, even if the village code establishes more trustees should be members.
The economic development commission should have five members, but currently only three positions are filled, with Trustee Peter Marzano serving as a liaison. Krumstok emphasized the need to “revamp” the vision for the economic development commission for the village
Trustee Victoria Vann asked how trustees would be elected to each committee – whether the village board or village president makes that decision. Overall, trustees appeared to be willing to be involved in local commissions.
