A Forest Park grocery store has expressed interest in setting up a second location in Maywood, which hasn’t had a grocery store since Aldi left town in 2016. The village of Maywood recently went on a law enforcement hiring spree. At a re gular board meeting on Aug. 16, six new Maywood Police officers were introduced to community members and most were sworn into office. The village also officially pinned the police department’s latest chap lain.Maywood Mayor Nathaniel George Booker said the new officers were hired with the help of U.S. Department of Justice grant funding. He said, in total, the village has five new full-time of ficers and four new part-time officers. The mayor said three additional police officers would be hired by the end of the year. “A huge thank you to the police and fire commission,” Booker said. “We were able to fill those positions that were backfilled.”

Broadview Public Library hires new executive director The Broadview Public Library, 2226 S. 16th Ave. in Broadview, has a new executive director, library officials announced on their website on Aug. 17. Jack Bower, a native of Oak Park and La Grange, replaces for mer director Keisha Hester, who resigned in 2020 for personal reasons.Trustees have been providing for decades.”

The statewide dip in funding levels prompted state lawmakers to pass a law in 2011 that requires public safety pension funds to be 90% fully funded by 2040. Municipalities that don’t make the target could face stif f financial penalties.

Northlake officials announced on that the city’s police pension fund achi an 84% funding level in December 2021. They said the latest actuarial study of the pension fund confirmed its high funding level.That’s a marked improvement roughly a decade ago. In 2014, Northlake’s police pension fund was only 55% funded, city officials explained in a Facebook post.

The BGA reported that municipalities across the state have seen their public safety pension funds decrease over the last 20 years.“From 1999 to 2009, funding levels dropped year after year. Starting at 77.3 percent in 1999, aggregate funding levels bottomed out in 2009 with a funding ratio of 51.1 percent,” the BGA reported. “In 2016, the aggregate funding level — the combined average of all police and fire funds in Illinois — came to 57.6 percent.”

Northlake says its pension fund is 84% funded

“By exercising financial discipline over the past several years, the City has been able to achieve the current high level of funding,” Northlake city officials said in the Facebook post. Over the last several years, the city’s contribution to the police pension fund has increased, going from $1.4 million in 2017 to $1.7 million in 2022. About 90% of the money to fund pensions comes from property taxes, while the other 10% comes from video gaming revenue, according to the city’s 2022 budget.

The swearing-in ceremony comes a month after Maywood Police Chief Elijah Willis introduced Commander Theodore Yancy at a meeting on July 19 as the depart ment’s new deputy police chief. Willis said Yancy, a Maywood native, graduated from Proviso East in 1991. He joined the Ar my shortly after high school and was honorably discharged in 1993. He joined the Maywood Police Department in 1995.Willis said Yancy had been a patrol officer, detective and supervisor before being promoted to commander. He was also accepted into the FBI National Academy, a program for law enforcement officials who want to enhance their credentials. At the Aug. 16 meeting, the Maywood Po lice Department’s second chaplain was officially pinned. Lorenzo Webber, the director of Youth Services for Proviso Township and a minister at Empowerment Church in Melrose Park, will assist longtime chap lain Rodney Smith.

According to the Better Government Association’s (BGA) Statewide Police and Fire Pension Fund Database, Northlake’s pension fund was around 73% funded in 2004. Starting around 2007, however, police pension funding levels started decreasing, dipping to about 60% in 2016, when the fund had assets of $18.2 million and liabilities of $30.2 million.

As municipalities across Illinois scramble to get their local public safety pension funds close to fully funded by 2040, as a 2011 state law mandates, one area suburb is already nearly there.

Maywood got $2.3 million to fund its 5th Avenue and Lake Street business corridor enhancements.Inastatement released Aug. 18, Maywood Mayor Nathaniel George Booker said the enhancements include “village gateway signage, decorative corridor signage, wayfinding signage, pedestrian experience enhancements such as benches, decorative landscaping planters, additional trees with gratis, and enhanced pedestrian crossings.”“Partnership and knowing the needs of your community matter,” Booker said. “As mayor and a board director for the National League of Cities, I have worked to ensure Maywood is a consistent topic of discussion on a federal, state, metropolitan, county and local level.”

The program “is designed to support local commercial corridors, with concentrations of businesses that experienced difficulties during the pandemic due to declining foot traffic, tourism, and business from downtown offices,” state officials explained.“Theprogram drives investment in infrastructure and public amenities that continue to fuel economic activity as more Illinoisans patron their local town centers.”

The GROW Commission is a for mal commission in the village of Westchester designed to address various environmental issues. Grow Solar Chicagoland “is a grassroots residential and commercial group purchasing program for solar,” according to the organization’s website.

A major investigative report published by the Chicago Tribune in July found that millions of people in Illinois have been exposed to “toxic chemicals that build up in human blood, cause cancer and other diseases and take years to leave the body.” Scientists call them per- and polyfluoroalkyl substances (PFAS) and Perfluorooctane sulfonic acid (PFOS), commonly known as forever chemicals since they don’t decompose organically in the environment, the Tribune re ported. “Despite plenty of warning signs, the Illinois Environmental Protection Agency didn’t begin testing the state’s water utilities for PFAS until August 2020,” the Tribune added. “Then state and local officials downplayed the results, burying notices filled with technical jargon on government websites.”TheTribune found that more than 60% of the Illinois facilities tested for certain PFAS are in Chicago and the suburbs — including all of the water systems that supply residents of Proviso Township. Purified municipal water comes to the nine suburbs in the Village Free Press readership in various ways. Most of the nine suburbs, including Bellwood, Maywood, Hillside and Berkeley (through the Hillside Berkeley Water Commission), Northlake and Stone Park, re ceive water through a transmission system maintained by the village of Melrose Park. Those suburbs, in turn, pay Melrose Park for transmission services. Broadview and Westchester are the only two suburbs among the nine that don’t utilize Melrose Park’s system since they transmit their water directly from Chicago through the Broadview-Westchester Joint Water Agency. But all those suburbs get water from the same source that supplies the more than 5 million in the Chicago metropolitan area — Lake Michigan. Water from the lake that comes to the northern suburbs, including Proviso, is treated at the Jardine Water Purification Plant in AccordingChicago.tothe Tribune’s reporting, PFOS were found in a water sample treated at Jardine on May 19, 2009. That sample contained a concentration of PFOS of 3 parts per trillion. That’s a low concentration relative to other water systems in Illinois. For instance, the Freeport water system tested a sample of water containing 237 parts per trillion of PFOS. For some context, safeopedia.com explains that a “concentration of one part per trillion means that there is one part of that substance for every one trillion parts of either air, water or soil in which it is contained.“Itisvery difficult to visualize how minute a particle one part per trillion really is. To get an idea, one ppt would be represented by a single drop of food coloring in 18 million gallons of water. Another way to view it as representing a single second out of 32,000 years. One part per trillion is one thousand times smaller than one part per billion.”Scientists have concluded that forever chemicals are unsafe at virtually any level, including near zero. The Tribune reports that the U.S. Environmental Protection Agency determined in June that the chemicals can’t be measured with conventional lab techniques because they’re so small. The forever chemicals, however, are not only tiny and long-lasting. Chicago Tribune investigation finds the toxic chemicals in most of the state’s water systems

The Broadview-Westchester Joint Water Agency is looking to hire a permanent superintendent.Theagency’s board of directors posted the position in April, and a job description was also recently posted to the village of Broadview’s website on Aug. 15. The agency provides water from the city of Chicago to Broadview, Westchester, Hines VA Hospital, Loyola Medical Center, and John J. Madden Mental Health Center. According to the job description, the superintendent would supervise and manage the agency’s network of water pumping, distribution, treatment, and hydroelectric facilities. Agency officials said they budgeted about $118,000 for the position. The salary, however, is based on experienc e, according to the job description.

“I don’t want to rush into making c hanges when we need to do our due diligence to cross every ’t’ and dot every ‘i’ as it relates to this position we have available,” she added.The agency is searching for new leadership amid a push to construct a 1 milliongallon above-ground reservoir on the site of the 10th Avenue pump station in Broadview. The site is also where the water agency’s of fices are located in a building at 2222 S. 10th EngineersAve. and local public works experts have said that the additional above-ground storage is necessary to increase Broadview and Westchester’s water reserve capacity. In 2021, experts had anticipated construction on the reservoir to be completed sometime toward the end of this year. However, the agency is still deciding when to issue the bonds that will pay for most of the project, estimated to cost just under $4 million.

Meet Sherby Miller, Westchester’s new American Legion commander When Stanley V. Kolodziej, a Vietnam War veteran and commander of the A.L Brodie American Legion Post #1437 in Westchester, died in July, the position fell to Vice Commander Sherby Miller. Miller, 65, served in the U.S. Navy from 1975 to 1979 and has been with the American Legion Post #1437 since March 2012. She’s the first African American woman to ascend to local post commander. We caught up with Miller on Aug. 4. She was reluctant to talk about the new position (emphasizing that becoming commander “was not a personal goal of mine”), but she entually opened up. Where are you from? I was born and raised on the West Side of Chicago and attended high school at Lane Tech. My class was the first coed class. After high school, I joined the military in 1975, when I was 17. Because I graduated high school when I was 16, I had to wait a ear before they would take me in. I served four years. What inspired you to join the service? I wanted to go to colle ge and my parents couldn’t afford to pay for my school. How long have you been a part of the Legion? For 10 years. We’ve only operated this post for the past 10 years. Even though a post had existed in Westchester in the past, that had been shut down for a while. The post was reestablished in 2012. How did you become commander and was it something you aspired to be? Being commander wasn’t something that I aspired to be. Unfortunately, Stanley Kolodziej, our prior commander, passed away on July 5. I served as vice commander while Stanley was the commander, so I was the next in line. How do you ser ve the community?

Maywood Mayor Nathaniel George er read a birthday proclamation for during Tuesday’s meeting. “Ms. Lewis helped establish the Pilgrim Rest Missionary Baptist Church West Side of Chicago under the pastoral leadership of her first cousin, Pastor Matthew Thomas,” Mayor Booker said, adding that Lewis “faithfully served” on the church’s usher board for many years. Lewis, born in 1919, moved to Maywood in 1970 when she joined the Garden of Prayer Missionary Baptist Church in Broadview. She’s a longtime member of the church’s mother board and “proudly holds the title of oldest member and mother of the church,” Booker said. The mayor said Lewis is known by many names, including “Grandma Sue, Nana, Great Nana, G Ma [and] Ma Lewis” to six generations.”

Mayor Booker added, “After many meetings, many pleadings, we had the owners of Living Fresh Market in Forest Park come to the [Maywood Market] several times with their engineering team.”

Booker said luring Living Fresh Market into Maywood would mean the presence of a Black-owned grocery operator in the village — something that Buford said is a rarity in the industry he’s worked in for more than 40 Livingyears.Fresh Market representatives have estimated that it could take at least $1.2 million to open a second location, which Booker called a “Living Fresh MarketThe2.0.”mayor said the village would have to put money into repairing the building’s electrical functions so that Living Fresh Market’s team can assess the building’s condition before potentially making a formal offer on the building, which the village owns.But some trustees were cautious about the prospect of spending more money on a site with such a dubious history of failed promises and false starts. When it opened in 2010, village officials said Maywood Market would be a “catalyst to future economic development.” About a year later, the Chicago Tribune called the store “Maywood’s lonely Maywood Market.”“On a recent day, the well-stocked aisles were virtually empty, the only sound was the soft hum of the refrigeration system,” the Tribune reported in 2011. “And there have been plenty of similar days, said coowner Bob Haralambopoulos, who worries about the store’s survival.”

The for mer grocery store has sat empty since it closed more than a decade ago, the building falling prey to vandals who, at one point, stole more than $200,000 worth of copper wiring, village of ficials said. The failure has left a bad taste in the mouths of some local elected officials. Other suitors looking to bring a grocery store to the village have approached elected officials. Maywood has not had a full-service grocer story since Aldi closed its store at 215 W. Madison St. in 2016.

Thom Alcazar, the founder of Alcazar, Ltd., a consulting firm that provides expert knowledge in business automation, approached the village in 2017 with a plan to house his automated grocery warehouse inside the old Maywood Market. Alcazar also requested tax incentives for the venture, which did not materialize Later that year, another businessman, Ali Hamden, of fered to pay $400,000 for the 22,000-square-foot abandoned grocery store. The store is on a roughly 61,000-square-foot lot that the village also owns. That deal, however, fell through later that year after Hamden’s supplier, Jolietbased Central Grocers, filed for Chapter 11 bankruptcy.Maywood officials estimate that it could take up to $100,000 to repair the building’s electrical system, ravaged after the copper theft several years ago. That money would come from the 5th Avenue Tax Increment Financing (TIF) district. Maywood officials have made electrical improvements to the building over the last few years. Still, they said those have not been sufficient to conduct the kind of structural assessment Living Fresh Market is looking to do. During the Aug. 16 meeting, Maywood Trustee Isiah Brandon said he wanted more information from Living Fresh Market representatives about their plans for the Maywood building.

For instance, the traffic that runs through Maywood’s commercial corridors is not as heavy as in nearby communities. And attracting customers outside of the community where a large grocery store is, is essential for any store’s survival, the mayor said. But that doesn’t necessarily rule out smaller, independent grocers coming into town.

Maywood Market closed less than two years after opening. According to records, the village spent around $3.25 million in taxpayer funds to develop the site, including a $250,000 loan floated to Haralambopoulos, George Basdekis, and Jim Stathopoulos.Seaway Bank, for merly First Suburban National Bank, wouldn’t loan the money unless the Maywood essentially co-signed for the loan, which the village ag reed to do. When the developers defaulted on the $250,000 loan in 2011, Seaway decided to pursue the party in the best position to pay the loan back — the village

“Mr. Jennings is right,” Chief Babich said during the Aug. 9 meeting. “The majority of houses we have an issue with, 90% are rented out — from somebody from New York.”Jennings added that the LLCs are also listed in other states.

Applications for new rental residential licenses or the renewal of an existing permit for single-family detached homes, single townhouse units, and single condo units cost $25. The application fee for multiple-family residential structures is $25 for the first rental unit and $10 for each additional rental unit located on the property. That doesn’t include owner-occupied units or units owned or rented by the property owner’s family members.

“There’s the growing, and then there’s the dispensing,” Jensen said.

Westchester Fire Chief Mavrogeorge said that there’s also a potential fire hazard connected to the properties.

Triton College rolls out new cannabis cultivation course

Triton Colle ge students will have the opportunity to learn how to grow, care and manage cannabis plants through a new course this fall. The course – aptly named cannabis cultivation – is folded into the colle ge’s greenhouse grow operations certificate program, where students can learn about the cultivation of cannabis plants. The plants are used for recreational and medicinal purposes and as high-value and ornamental crops. The certificate program, which can be completed in five classes spread across two semesters, allows students to understand the cannabis industry and production of urban food products or tropical and herbaceous plants, and what career paths are available.Asof this January, Leafly, a Seattle, Washington-based company, reported that the legal cannabis industry employs 428,059 full-time workers in areas ranging from retail sales to legal af fairs, construction and even public relations.

The River Grove colle ge expanded its curricula to include the new cannabis cultiva tion course and a separate program where students can become certified cannabis dispensary technicians. Those two courses were added mainly due to a statewide ef fort that sought to launch vocational cannabis pilot programs in Illinois’ community colle ges.Triton Colle ge is among about a dozen community colleges licensed by the Illinois Department of Agriculture and the Illinois Community Colle ge Board that have those certificate programs.

Like chrysanthemums or poinsettias, cannabis plants can be demanding, he said. The plants require the right conditions, including the proper humidity and the right amount of sunlight and darkness, to grow, mature and flower. He said controlled environments are perfect for cannabis plants.

“The large cannabis companies have been extraordinarily helpful to all the colleges growing and trying to train people,” Jensen said. “They’ve bent over backward to help us develop curriculum and tour fa cilities and provide experts as speakers to ourWiclasses.”ththestart of the fall semester just days away, Jensen said he is excited to see what students will take away from the new cannabis cultivation course and belong to a group of community colleges participating in the state’s vocational pilot program.

“When there’s an opportunity for us to participate in a program that will give back to the community, we’re going to jump at the opportunity,” he said. “We’re very excited to be able to get this license, bring this program here and work with the people in the community.”

One thing to note, said Jensen, is that Triton and many other community colleges are not legally allowed to grow cannabis on campus. Though cannabis, or marijuana, is legal for medical and recreational use in dozens of states, such as Illinois, it remains illegal under federal law.

Jennings said the village has an ordinance dating to 2015 that requires any property owner looking to rent within residential properties to obtain a license.

In addition to enforcing the existing code, Westchester officials are also considering amending the code to raise the $25 application fee and possibly require inspections to happen annually, as opposed to whenever a new unit is rented, among other possible actions.NickSteker, Westchester’s acting village president, said, based on his prior experience, the village board should expect some pushback in response to their toughened stance.“Remember what we’re talking about now because it’s going to be in another two or three months, and the realtors will come back in here to convince us we shouldn’t have any inspections,” President Steker said on Aug. 9. “We’ve been fighting that fight for years.”

For students taking Triton’s cannabisrelated courses, they study other plants similar to cannabis plants. The colle ge also partners with cannabis craft growers in Chicago who offer students tours of their facilities and observe production.

“You see people renting out basements with only one exit, and that ends up being your family fatality,” Chief Mavrogeorge. “We’d want to be involved in figuring out the fire safety end because there are state laws […] we need to make sure are being abided by.”

“In community colle ge, we’re always interested in the job outlook,” said Paul Jensen, associate vice president of academic innovation and workforce education at Triton. With the cannabis industry, “the market is really growing,” he added.
