In warehouses, a push for robots to replace people

There’s a boom in warehouse construction, including across Proviso Township, but companies are increasingly relying on robots to staff them

In the last three years, there have been at least three major warehouses and fulfillment centers opened in the nine-suburb Village Free Press readership area. But more workspace doesn’t necessarily translate into more jobs, a recent re port by IBD Weekly shows.

Former Leamington Foods to be a furniture store soon

The for mer Leamington Foods at 550 Mannheim Rd. in Hillside will soon be home to a furniture store, according to those familiar with the development.

A crew of workers renovating the store said on Oct. 8 that the old Leamington Foods will be Leo Fur niture, owned furniture store that was 2019, according to its website

Maywood looking to establish cigar, hookah and cannabis commission

The village of Maywood is looking to create a Cigar, Hookah and Cannabis Commission.

During a Committee of the Whole meeting on Oct. 4, Maywood Mayor Nathaniel George Booker said that the commission would re gulate businesses seeking licenses to operate cigar, hookah and cannabis shops in much the same way that the liquor commission re gulates the issuance of liquor licenses

The mayor said village staf fers are working on drafting a map that would spell out where such establishments are allowed to operate in Maywood. He said the draft map will also go before dif ferent board committees for their review, as well.

Angela Smith, the village’s community development director, said she’d like tobacco to be included in the commission’s purview.

“We see a lot of licenses and we don’t have the ordinance behind us to really look at these places and really come up with a plan for how they’re operating in our community,” Smith said.

Westchester village of ficials are looking to possibly revamp the Roosevelt Road Tax Increment Financing (TIF) District in a bid to shore up funding for fixing soil issues related to the planned redevelopment of land at the cor ner of Roosevelt and Mannheim roads

The Roosevelt Road TIF District was created in 2020, when the Westchester Of fice Center at 1107 S. Mannheim Rd. was still standing. The building has since been demolished to make way for a string of major retailers, such as Starbucks and Panera Bread.

And the store is so proud of its goat taco specialty that a goat is on the restaurant’s logo. There’s even a goat replica inside of the restaurant that proudly shows the Bir rieria El Chivo Tapatio name.

“When we were in that restaurant, we had a lot of requests from customers to open one in this area because of the number of Hispanics that are here,” Her nandez said.

The couple actually lives in Pilsen, a neighborhood in Chicago that’s wellknown for its Mexican cuisine

Her nande z said despite the commute, opening in Melrose Park was well worth the ease of getting their taco restaurant of f the ground.

“It was actually easier to obtain our license and just the little things,” she said.

Maywood nonprofit was recently among three nonprofits to receive million in grants focused on clean y provided by ComEd.

Proviso Leyden Council for Community Action (PLCCA) got $450,000 to “guide five non-profits through a solar installation process with assistance by a minorityowned vendor,” according to ComEd’s website.

“Community members will be hired and trained as solar workers to do the installation work, and solar ambassadors will educate the community about solar,” the website says.

Last year, the Westchester village board approved two purchase and sale agreements that would tur n over 1107 S. Mannheim and 10300 W. Roosevelt Rd., the cur rent site of Westchester Village Hall, to AG Westchester LLC for $4.7 million.

The sale was supposed to finance the village’s move to new municipal buildings at 2305 Enter prise Drive and 2315 Enter prise Drive. Since then, both the anticipated move and the sale have been delayed.

During a Committee of the Whole meeting on Sept. 27, Westchester attor ney Matt Welch said the village would be better positioned if it “re-TIF’d” the Roosevelt Road TIF District to reflect the fact that the Westchester Of fice Center has been demolished and is no longer generating tax revenue.

Welch said that by re-creating the Roosevelt TIF District, the 23-year clock will restart, the new base equalized assessed value (EAV) will be zero and the recreated TIF could generate approximately $170,000 more per year.

The attor ney said the additional revenue could help pay for addressing the significant soil issues on the Mannheim and Roosevelt site

The village board directed staf f to go out to bid for a fir m that can conduct a TIF analysis and deter mine whether the area is eligible for being designated a new TIF in light of changing circumstances.

If the fir m deter mines that the area is eligible, there will be mandatory public hearings and TIF joint review board meetings as part of a process that could take between four and six months, Welch said.

“He does the saw work and cuts all the wood and I take care ofthe rest,” said Ann, before Rich explained that all ofthe wood is reclaimed

Perhaps the most popular Manfreda items were the lighted Halloween pumpkins made from découpage-style glass bottles.

Not all ofthe vendors at Autumnfest were selling crafts. Under another tent, Janet Dubsky and Valerie Far ries, members of the Hillside Youth Commission, sold taffy apples, with the proceeds going toward the commission.

Dubsky and Far ries lauded people like Evelyn Belmonte, Hillside’s special events coordinator and one ofthe driving forces behind Autumnfest, and Tony Faragia, the director ofthe Hillside Emergency Management Agency, which coordinated public safety for the event.

Berkeley Village Administrator Rudy Espiritu, who said the vendors were not charged a fee, summarized the spirit of this year’s Autumnfest.

“This is a nice event because when you can have both communities working together, it just benefits all of us,” he said.

Referendum to ask voters to pay more for Forest Preserve

If ballot measure passes, the Forest Preser ve District could see extra $43.5M in additional funding for preser vation efforts

A referendum question will appear on the ballot in November that is as unassuming as the wetlands and prairies and woodlands many commuters pass by without so much as a nod.

The Nov. 8 ballot measure will ask voters if they’d be willing to increase their property taxes so that the Forest Preserve District of Cook County — which is tasked with protecting nearly 70,000 acres of natural and recreational land across the county — might bring in another $43.5 million a year in revenue.

More than 300 miles of trail, 40 lakes and ponds, 274 picnic groves, 10 golf courses, the Chicago Botanic Garden and Brookfield Zoo are located on the district’s property.

If the referendum passes, the average homeowner would pay an additional $1.50 per month toward the Forest Preserve, according to informational material the district has created ahead of the referendum.

Homeowners already pay an average of $3 to $4 a month toward the district. According to the Forest Preserve’s 2021 budget documents, the owner of a medianpriced home pays $35 to $45 a year toward the Forest Preserve, depending on the municipality they live in. Less than 1% of a homeowner’s property tax bill goes to the

Forest Preserve District.

The referendum question comes as the district’s staffers have noticed an unprecedented number of visitors to their various properties, mostly due to COVID-19 shelter-in-place orders implemented in 2020 that made access to the outdoors much more critical.

“Trail Watch volunteers reported nearly twice as many trail users in 2020 from March through August than in 2019,” according to Forest Preserve District budget documents.

The increased demand for the outdoors is also happening as the Forest Preserve shoulders a heavy pension obligation and a laundry list of deferred maintenance projects.

If the referendum passes, about 21% of the anticipated $43.5 million of additional revenue would go toward paying pension obligations, 17% will go toward acquiring new natural open land to protect and 14% will go toward ecological restoration, among other areas.

Brookfield Zoo will get 9%, or an extra $4 million a year, to fund urgent capital work, such as building and stormwater repairs.

Benjamin Cox, the executive director of the Friends of the Forest Preserves, a nonprofit that advocates for forest preserves in Cook County, said there’s a coalition of roughly 170 institutions, including museums and nonprofits like his, that are educating the public about the referendum, which could be the most significant since the one in 1914 that created the Forest Preserve District.

“If these lands are to survive we’ve got to make them as healthy as possible,” Cox said. “The more we can do to get invasive species out and native species in and ecosystems thriving the better. And when they’re healthier they do a better job of cooling and cleaning the air, cooling and cleaning water, and slowing water down.”

Cox said the additional funds will be a serious shot in the arm for the Forest Preserve District, whose total budget last year was about $130 million, with about $63 million going toward general operating expenses.

Cox said the coalition and other referendum advocates have bought ad spots on TV and radio. The Chicago Sun-Times and the Chicago Tribune have endorsed the ballot measure, which has garnered largely bipartisan support. The Cook County Board of Commissioners, which also comprises the Forest Preserve District board, voted unanimously last year to place the referendum on the ballot.

ROBOTS Help wanted

literally with the lights out” (an idea that experts say is at least a decade away from realization, IBD reports).

The reason for this rush to automate?

There’s high demand for next-day and same-day delivery but the supply of workers willing and able to work in warehouses and fulfillment centers is diminishing.

IBD Weekly reported that leaked Amazon internal research warned that the e-commerce giant could run out of people to hire in its U.S. warehouses by 2024, explaining that ”high worker turnover and employee dissatisfaction at its fulfillment centers” are big reasons why.

In August, there were 505,000 job openings in transportation and warehousing, U.S. Bureau of Labor Statistics data shows. In the same month, 244,000 workers in that sector of the economy quit their jobs — “an all-time high,” IBD reported.

And yet, “the demand for new warehouses globally is surging,” with companies “likely to add 44,000 new warehouses over the next five years, Interact Analysis shows.” There are already 170,000 warehouses with more than 50,000 square feet, IBD reports.

Suburbs in Proviso Township are right in that global conversation, with major warehouses having been built in Melrose Park, Bellwood and Maywood since 2020.

Last year, Amazon completed a massive, multi-building 623,000-square-foot distribution center on the site of the old Maywood Park racetrack at 8600 North Ave. in Melrose Park

Earlier this year, Duke Realty completed work on a nearly 300,000-square-foot distribution center at 110 N. 25th Ave. in Bellwood. Duke announced last year that they had secured “a long-term lease agreement with a leading snack food manufacturer.”

In July, Kroger Co. announced that it was opening an 80,000-square-foot distribution center at 1900 Maywood Drive in Maywood.

Two properties ripe for development — the old St. Joe’s campus in Westchester and the 13 acres of land next to CarMax in Hillside dubbed Wolf Point 290 — have attracted serious proposals for either light manufacturing or warehousing.

And last year, Crain’s Chicago Business reported that Amazon paid $11.6 million

for the for mer Bosch site at 2800 S. 25th Ave. in Broadview so that it can build a lastmile delivery station. So far, it’s not clear if those plans are still happening. Amazon representatives could not be immediately reached for comment on Sunday afternoon.

But the demand for warehousing isn’t keeping up with worker turnover, particularly At Amazon. In September, the company announced that it would increase pay and benefits for frontline workers at its fulfillment centers but it may not be enough to offset a nationwide labor shortage, particularly in warehousing

As warehouse demand increases and worker supply decreases, companies are increasingly looking to automation as a solution to their dilemma.

IBD Weekly reported that Amazon “accounted for 38% of warehouse automation spending in the U.S. last year, Interact Analysis says,” adding that the company has “ramped up automation in its fulfillment centers after it bought robotics company Kiva Systems in 2012.”

Kroger’s Maywood facility may be at the cutting edge of warehouse automation.

In its July announcement, the company touted the high-tech environment inside the facility, with “more than 1,000 bots whizz around giant 3D grids, orchestrated by proprietary air-traffic control systems.”

The Maywood warehouse is one of 20 highly automated warehouses across the country that Kroger is opening in partnership with the U.K.-based Ocado Group, a technology company that provides “end-to-end grocery fulfillment solutions to some of the world’s largest grocery retailers,” Kroger representatives announced.

Indeed, it can seem as if companies are locked in a robotics arms race. A month before Kroger announced that it was planting its highly automated warehouse in Maywood, Amazon announced “several new robotic systems,” including “Proteus, its first fully autonomous mobile robot that moves large carts, and Cardinal, a robotic arm that identifies and lifts packages and stacks them into carts.”

Some analysts say there could be a bright side to the rush to develop that Holy Grail “lights-out” operation. IBD Weekly reported that, according to some experts, more automation could also translate into productivity gains and improved workplace conditions.

But the question, though, remains. Workplaces for whom? Robots or people?

“The interesting thing is what people thought,” Lyons added. “Obviously, they saw them on a Sunday evening and went to work the following morning. What did they discuss? Did they discuss the music? No. The thing they discussed was the hair! Everybody talked about the hair. A lot of people couldn’t believe that boys would have that long hair and a lot of people were completely convinced they must have been wearing wigs.”

Lyons said days after the Beatles’ TV debut, people across the Chicago area rushed to Michigan Avenue to buy Beatles wigs.

“This is a quote from one of the people working at one of these department stores and she said this about the wigs,” Lyon said. “‘They are selling like hotcakes. The man who manufactures the wig is turning them out at the rate of 20,000 a day with orders for more than 300,000.’ That is just

unbelievable but it gives you an idea of the reaction to the Beatles.”

Some of that reaction is captured by the photo exhibition that was on display on the library’s main floor. The exhibition, which Republic Bank of Chicago loans to various libraries, features nearly 100 photographs of concerts, of f-stage antics, ticket stubs, touring schedules, record albums and other historic images of the Beatles over the time that the full band — John Lennon, Paul McCartney, George Harrison and Ringo Starr — were together between 1962 to 1970.

One of Lyon’s most interesting stories, which could double as a dinner joke, was about the Beatles involved a young Illinois girl who entered a contest to win a phone call from the iconic band.

“I was reading this local newspapers in the 1960s and I came across this story of this dad who was home alone one evening and his wife and teenage daughter were out,” Lyons recalled. “The phone rang. He picked up the phone and somebody said, ‘Hello, I got a phone call for you from London. It’s John Lennon.’ And, of course, the dad being a sensible man … hung up.

“An hour later, his teenage daughter came home and he said, ‘You won’t believe

this but some crank phoned and said he was John Lennon.’ She, of course, had entered the competition, won it and just happened to be out when the Beatles entered the competition.”

And then Lyons, possibly joking, deadpanned.

“She hasn’t spoken to her dad since.”
