tephen King’s work has always been the equivalent of a warm plate of daal chaawal for me: comfort food for when the banality of everyday life gets too much. There was always a thrill waiting in the pages of one of his novels, a shiver up your spine to render even the most humid summer day bearable. Maybe it was his cynical too-wise tone in his older novels, the fast pace, the complex characters, the way they talked as though it was a conversation I was witnessing rather than reading-- all of these things made reading Mr King’s novels a revelation. ‘The Outsider’ sticks to that same winning combination of great characters and suspenseful plot. As summer reads go, this far and away the most scary one on the menu. Coming especially on the heels of the politically charged ‘Sleeping Beauties’, this one feels like a return to Mr King’s roots as the original purveyor of Poeesque perversion.

Strictly speaking, ‘The Outsider’ should be considered the fourth part of the Bill Hodges series; it has the same gum-shoe sensibility and mystery fused with the macabre. The plot meanders along in the first half but things soon pick up after a primary suspect reveals an alibi both impossible and irrefutable. I got the distinct feeling that Mr King set out to write a book that dealt with suspense divorced of horror but as the plot became more and more convoluted, Mr King resorted to his tried and true tactic of wheeling out the monster. If writing yourself into a corner had a novel assigned to it, it would be ‘The Outsider’. Which is fine (fiiiiiiiiiiine, I
say!) but I’ve already read that story and it was called ‘It’ and ‘It’ was better. ‘The Outsider’ is a more tightly narrated novel, barely half the size of ‘It’, but where it lacks in heart it makes up for in thrill after sneaky thrill. Holly Gibney, my favourite character from the Bill Hodges trilogy, makes a welcome return but her appearance is more dues ex machina than anything else. Is this the most suspenseful novel I’ve read this summer? No, but it was certainly the only one I was physically UNABLE TO PUT DOWN in spite of the fact that I didn’t like it much. THAT’S the power of good writing for you.

While I will never rate ‘The Outsider’ as highly as ‘Misery’ or ‘It’, it has its own story to share with the world. A world that is much more ill at ease and at odds with itself than ever before. Mr King senses this dissonance, of course, transferring it into his plot and characterization resulting in a novel that is both unlike anything he’s written before while at the same time being a novel that feels too King even for Mr King. If this is your first foray into the multiverse of Mr King, I highly recommend you get yourself a copy of ‘The Outsider’ post haste.

Dr. Abid Qaiyum Suleri has been heading Sustainable Development Policy Institute since 2007. He is the member of different policy making forums and advisory boards, including Prime Minister’s Economic Advisory Council; Trade Policy Advisory Committee; Agricultural Universities Vice Chancellor’s Search Committee, Govt of Punjab; Board of Faculty of Social Sciences and Humanities, MNS University of Agriculture Multan; Board of Studies of various public sector universities and different committees/councils formed by the Higher Education Commission of Pakistan; Ministry of Planning, Development & Reforms; Ministry of Finance; and Ministry of Climate Change among others. He is also serving on different international policy making forums, including advisory board of intergovernmental organization CAREC Think-Tanks Network; Member of the steering committee of World Commission on Forced Displacement (UK); & Member of the Board of Climate Action Network South Asia. He also served on three judicial commissions on environmental issues as well as the Member of Board of Management of Pakistan State Oil (PSO) where he chaired PSO Board’s Audit and Accounts Committee. Dr Suleri represented Pakistan in various official delegations, including UN Sustainable Development Summit; UNFCCC Conference of Parties (COPs); and WTO Ministerial Conferences. His current research interests include Sustainable Development Goals, inclusive and sustainable economic growth; climate change; resilient livelihoods; food security; regional trade; and political
economy of development, etc. He Publishes in academic journals and also contributes his policy analysis on sustainable development issues both in print and electronic media. He is also editor-in-chief of SDPI peer reviewed journal, “Journal of Development Policy, Research and Practice”. Dr Suleri earned his PhD in food security from University of Greenwich, UK. Could you talk about some events that influenced you to become what you are today? First of all, it was parental guidance. From kinder garten till high school, the gifts that I used to receive from them were books; story books, general knowledge books, children fiction, magazines, poetry and literature. This turned me into an avid reader. As my collection of books was not limited to any specific theme or topic so I got a hang of “transdisciplinary thinking”. Today I can trace back my transdisciplinary research faculties to my childhood. I grew up under General Zia Ul Haq’s Martial Law. The newspapers were being censored during Mr. Z. A. Bhutto’s trial, I was 7 or 8 years old at that time. I remember taking the newspaper to my father and asking him why the pages were blank. His explanation about martial law turned me a pro-democratic person. In grade 9th or 10th Pakistan Studies text book, we had detail of contemporary Pakistan’s history, just one paragraph on “Fall of Dhaka”, and no mention of why General Zia toppled Bhutto’s government, or about his hanging. That led me to consult more
than one sources of information to form my opinion on any topic and inculcated the zeal of research in me. I contributed my first story in children section of Nawa-e-Waqat, when I was 11 or 12. This gave me the confidence to write for print media and appear in electronic media. After my PhD, I opted to return to Pakistan because of my ailing mother. She is no more in this world, but her blessings are. In nutshell I can say, I am what I am today because of my upbringing, hard work, and blessings of my parents. Tell us how you organize, plan, and prioritize your work? I am a multitasker. Multitasking is a constant struggle to balance between “urgent” and “important”. I must admit that at times, “urgent” tasks takeover “important” ones. However, I am alert enough not to let any important thing turn victim of urgency. Identifying what is important for me and then sparing dedicated time for it has worked for me so far. How are you planning to contribute as member of Prime Minister’s
ergy. It is dams and renewable energy. Due to climate change we have our full years’ precipitation in less than 60 days. While in rest of 305 days there are no rains. Dams are required not only for energy but to store water when it is abundantly available (and causes floods) and to provide water during dry season. Does Pakistan need IMF further support? Pakistan may survive without IMF. However, my personal opinion is that going to IMF would be less painful than not going to it. We would get a “letter of comfort” from IMF once we seek its support. This letter is a must for successfully launching our sukooks and bonds. This letter is also a prerequisite to get any assistance from the World Bank and ADB. Moreover, IMF conditions would help the government to implement its agenda of reforms (especially tax and energy reforms) without losing its political capital. Do your priorities include CPEC completion without any delay? CPEC is a game changer, provided we are willing to change ourselves. We should do our homework to ride on Chinese growth tide, however this should not result in any delay in CPEC implementation. On another note, CPEC’s early harvest program would come to an end in 2018. China has not committed any funding for CPEC’s second phase (long term plan LTP). Pakistan and China had to jointly mobilize funds for LTP. For that both Pakistan and China should try to find a third partner for successful completion of CPEC plans. Tell us about your personal life that despite tough work routine, how do you spare time for your family, relatives and ofcourse for yourself? I am indebted to my wife, children and father for their support and understanding when I use my time allocated for them to fulfil my professional commitments. However, whenever I find chance, I try to make up for their time. I am not able to spend much time with friends and extended family members. However, I remain in touch with them and they know I am here for them whenever they need me.

from federal divisible pool, federal government can barley meet debt payment and defence expenditures from its net revenue. It has to borrow for running of government and for public sector development. In current fiscal year, federal government has to pay Rs 1620 billion as markup payment, Rs 600 billion as debt retirement, Rs 1100 billion for defence. This makes 3220 billion rupees which is higher than net federal revenue. It means for running the government and for spending on public sector development it would have to borrow. It would have to borrow to retire previous debt too. This is a vicious cycle which can only be broken through expanding tax net and through investing in ease of doing business so that we may attract investment. What about generating employment? The poverty levels have risen, and there have been many mishaps due to unemployment. We have a fundamental problem in our economic growth which limits employment generation. Till 80s we are an agrarian economy. We bypassed industrialization and manufacturing and found out that services sector is the major contributor of our GDP. Today services sector makes more than 60 percent of our GDP whereas agriculture’s contribution has reduced to 19%. In agriculture we can absorb human resources irrespective of their education or skill level. Industry and manufacture require some level of skills or education. While service providers must be highly skilled or highly educated. In other words, we evolved from an agrarian economy to a service driven economy but we could not match our literacy and skill levels to the job market requirements. The result is massive unemployment. We need to give industrialization and manufacturing an equal importance if not more than services to generate employment. Special Economic Zones under CPEC if got materialized would help in generating new jobs. Obviously the most important need of the time is construction of dams; however, do you prefer to focus more on renewable energy also? It is not about dams or renewable en-

Economic Advisory Council (EAC)? IS EAC really an effective forum? I believe in providing evidence based and objective advice on issues of economy. My role is to help the government in diagnosing the problem and be part of solution through researchbased recommendations. I have already served in two “national economic advisory councils” before joining Prime Minister’s advisory council. The success of such councils not only depend on receptiveness of the decision makers to new ideas and out of box thinking, but also on how assertive they are in getting their decisions implemented. Most of the ministers and secretaries that I have worked with during last three governments were quite receptive to independent advice. However, they were unable to get many of their decisions implemented due to political considerations. I hope under the Chairpersonship of the Prime Minister, current EAC member would be an effective forum. Concerning economy, the macroeconomic indicators are sound, but economic prosperity has not filtered down to the masses… Sustainability of macroeconomicstability is an issue. Actually macroeconomic indicators are not sound. During last five years, PMLN government did stabilized macroeconomic indicators, but this stability was not sustainable and depended on many external factors like low international oil prices; a one-time money from 3G4G bandwidth auction; CPEC related inflows; and building foreign exchange reserves without increase in exports or foreign direct investment, which means through borrowing. This did result in high GDP growth and low inflation but the moment external factors changed, we found ourselves a victim of fiscal and current account deficit. Government simply have no cushion to provide immediate relief to masses. Why did the Premier said he had no money to run the government when we have enough reserves in our treasury? Federal government has to spend on four “Ds” i.e., debt payment, defence, day to day administration, and development. After giving provinces their share
