here are many broken systems in our country, but for me personally, the exorbitant cost of child care is right up there with some of the worst. As a working mother with a toddler and twins on the way, I know all too well the extent of the crippling problem. Returning to work after a second child was always going to be tough financially. Returning to work with three children in daycare will be an even bigger feat and a massive drain on the household budget. A quote to place three children in care three days a week is going to set our family back about $600 per week after the current rebate. That’s a whopping $31,200 a year. It seems unless you’re a high net salary earner or have the support of grandparents willing and able to assist, many career women, and some career men, are being locked out of the workforce. Is it any wonder then, that Australian women feature significantly less in the upper rungs of the corporate ladder and retire with less than half the superannuation of men, according to a recent study? A woman’s career trajectory can take a battering just sitting on the sidelines during a normal maternity leave period (anywhere up to a year), but when soaring child care costs shut you out for longer, then the negative ramifications continue to flow. But this is not a moan about inequality and gender gaps (though there would be merit in discussing this at length), rather it’s a plea for our Government to address something that smacks in the face of policies to boost Australia’s workforce participation and economic prosperity. Don’t get me wrong, I understand

having children is a choice, and part of the reason many mothers choose not to return to work only to fund the cost of sending their children to child care, is because they don’t want to miss out on the joys and tribulations of raising their kids themselves. But when child care fees over the last three years have outpaced the cost of electricity and housing rises, and are tipped to reach an eye-watering $223 per day for local families come 2020, priority must be given to make it more affordable and ease the burden. Globally, Australian parents still pay more for child care than their counterparts in most OECD nations. Currently, the Child Care Rebate covers up to 50 per cent of your out-of-pocket child care expenses up to an annual limit of $7,500 per child per financial year and is not income tested. But this is set to change on July 2 when

the Government introduces a suite of reforms to reduce out-of-pocket expenses “for most families”. Then, of course, there’s the issue of waitlists. Money is not the only precursor to accessing daycare. As our population surges, the number of child care centres are struggling to keep pace, leaving many families in limbo as they wait for a spot to become available. Leading the charge is Sweden, who spends 1.1 per cent of GDP on “Educare”, which guarantees placements for every child and encourages play at less than AU$200 per month for even the most affluent parents. I, like many parents, will be watching closely from July 2 to see if the Government’s new child care package will indeed make a difference to the hip pocket of millions of Australians and isn’t just a token gesture with nominal savings. Coal trains causing health safety fears ERIN MAMO

lue Mountains MP Trish Doyle plans to tackle the issue of coal trains and pollution when she returns to Parliament later this month. Ms Doyle committed to raising the issue after the Blue Mountains Unions and Community Group recently held a ‘politics in the pub’ event to discuss the subject. At the event, Dr Sujata Allan and Dr Richard Stiles addressed the community and explained why pollution levels in Lithgow, and the rest of the Blue Mountains, need to be tested and how coal trains impact on these levels. “Coal contributes significantly to air pollution,” Dr Allan said. “Even though Lithgow is a coal mining town there is no air monitor publicly available to test the air quality. “In other towns where a coal mine is present, an air monitor is made available.” At present, seven coal trains that are up to 60 wagons long, pass through the Blue Mountains daily, uncovered and possibly emitting harmful fumes throughout each of the villages. “Air pollution from the mining, burning and transport of coal contributes to heart disease, lung disease, asthma and some cancers,” Dr Allan said. “We need to be able to test the air quality

to identify if there is a problem.” Dr Allan, who has always had a strong interest in public health, said there is no safe level for many air pollutants. “Every time coal trains go by, there are spikes of air pollution, with potential health impacts on nearby populations,” she said. Dr Allan concluded by stating that there also needs to be regulations around diesel locomotives and that coal wagons should be covered. “Changing a few small things would help towards lowering air pollution,” she said. Ms Doyle said she is concerned that without direct air quality monitoring in Lithgow and along the Blue Mountains ridgeline, the region doesn’t have the data that may possibly show if the uncovered trains are a health risk to residents. “It’s not unreasonable to ask that government and industry work together to provide air quality monitoring at key points along the Blue Mountains line where these trains pass big population centres, like Katoomba, Springwood and Blaxland,” she said. A NSW Environment Protection Authority spokesperson said that previous studies undertaken in the Hunter region suggest that there was no appreciable difference between the dust levels measured from the movement of loaded coal trains and other types of freight trains.

From picking up toys to putting out flames EMILY NEWTON

inmalee mum of two Alice King is ready to get her hands a little dirty after graduating into the ranks of Fire and Rescue New South Wales earlier this month. With the threat of an early fire season this year, Ms King has been positioned at Cranebook Fire and Rescue NSW to begin her new challenging career. “I think the challenge is really attractive to me, you’re doing something different every day, learning new skills,” Ms King told the Record. After 13 weeks of intensive training, Ms King is itching to help the community after the first weekend of spring brought warm weather and strong wind – a perfect bushfire recipe. “I’ve never learned so much in three months,” she admitted. “I was in child care and I loved doing that but I just wanted something a bit more fulfilling. “I did love looking after the kids, but I’m just really excited to get my hands dirty.” Ms King knew for a few years that a career change was on the horizon, even going as far to apply a few years ago before having her second daughter.

“I’ve probably known for about three or four years that this was what I wanted to do, but I didn’t have the confidence,” she said. “I didn’t know that I was ready for it.” While the training was hard and she knows the work will be challenging, Ms King said she recommends anyone interested in becoming a firefighter to take the jump. “It really pushed me, but it’s just so worth it at the end of the day,” she said. “You just got to have a go and give yourself the best chance.” Minister for Emergency Services, Troy Grant said the graduates have a unique and rewarding career ahead of them. “Our latest class of firies has received advanced training in firefighting, roadcrash rescue, high-angle rescue, advanced first aid, community risk management, fire science and hazardous materials response,” he said. “They will use these new skills to help keep our community safe.” Mr Grant thanked the graduates for dedicating their lives to protect the state. “I wish the graduating class well in what is an important, yet often challenging profession, and I thank them for choosing to dedicate their careers to the protection of lives and property across NSW,” he said.

Hazelbrook: Man found with gunshot wound to head

A critical incident investigation has been launched following a barricade incident which began on Sunday, September 3 in Hazelbrook. Police attended a home in Glendarrah Street at about 7.45pm and, after speaking with the 37-year-old man inside the home, officers sought assistance from special units including tactical operations and police negotiators. At about 8.30pm on Monday, September 4, police entered the home where they located a man suffering from a single gunshot wound to the head. The man was taken to a nearby hospital where he is believed to be in a serious condition. Investigations are continuing.

Lawson: Mystery bullet holes found at grocery store

Two bullet holes were discovered in a shopfront at Lawson last Tuesday, September 5. The damage was discovered at the grocery store in Honour Avenue at about 6.30pm, however could have occurred sometime in the past three months. Police from the local area command were notified and attended a short time after 6.30pm securing a crime scene. Forensic specialists processed the scene and located a bullet lodged in a CCTV system. Detectives are now investigating the circumstances surrounding the incident

East Blaxland: Main road closed after deliberate oil spill

About 2am on August 26, someone has deliberately poured a substantial amount of oil at several locations on the road surface of Old Bathurst Road, East Blaxland. Oil had been deliberately poured near the hairpin bends of the road and was deemed dangerous to the public. Old Bathurst Road had to be closed in both directions while NSW Fire and Rescue and Blue Mountains City Council cleared the road. Anyone with information should call Springwood Police on 4751 0299.

Katoomba: Man injured during scary hit and run

About 7.10pm on August 24, a 55-yearold Katoomba man was walking across the pedestrian crossing on Parke Street, Katoomba, near the intersection of Bathurst Road. While the man was walking across the pedestrian crossing, he was struck by a car causing him to slide across the front of the vehicle and fall into the nearby garden adjacent to the roadway. The vehicle failed to stop and drove off towards the Great Western Highway. The vehicle is only described as a white station wagon. The victim sustained minor injuries as a result of the collision.

Bridge honour for hardworking local Ray Thomas worked tirelessly for the Mountains community – now a bridge has been named after him make sure that each of them got home safely.” Mr Thomas passed away at the early age of 54 from a cerebral haemorrhage, ironically while doing yet another good deed for the community. “Dad was loading bottles onto his truck, which he used to take down to Penrith to trade for money and then give it to the local scouts,” his son said. “I’ll feel really proud of him each time I see the pedestrian bridge at Bullaburra.” In 2016, Blue Mountains Council called on the local community to nominate a name for the pedestrian bridge. At Council’s recent monthly meeting, a motion was passed to endorse the name of the bridge. Councillor Romola Hollywood said that while she has concerns about the accessibility of the pedestrian bridge, she is pleased that Council is able to honour Mr Thomas in this way. “Naming the bridge after Ray Thomas recognises his service over many years and the service of others like him, to the Bullaburra Bushfire Brigade,” she said. The overbridge will still continue to be an asset of Roads and Maritime Services who maintain the structure and will now coordinate its naming.

he pedestrian bridge over the Great Western Highway at Bullaburra will soon have an official name. The ‘Ray Thomas Bridge’, as it will be known, pays tribute to an honourable member of the community who served on many committees during his time and made a valid contribution to the region. Mr Thomas moved to Bullaburra in 1942 after leaving the army due to sickness. Over the years, Mr Thomas went onto raise his five children in the region with his wife Nerida and was actively involved with Hazelbrook Scouts, Bullaburra Progress Association, Emmanuel Church, Lawson Public School and the Bullaburra Bushfire brigade. His son, Peter Thomas, remembers his father as a good man who went out of his way to help many individuals. “Dad was always doing things to help people in the community,” he said. “I remember going into the bush with him to cut down firewood that he would then drop off to the elderly in the area who didn’t have heating. “I also recall Dad chaperoning kids from my school from the monthly dances to

undreds of NSW bartenders will show their U.G.L.Y. side during the month of October in a bid to beat blood cancer. Wentworth Falls mum Dannielle Moleman, who is also the licensee of Blaxland Tavern, is taking part in the fundraiser for the fifth time. “Nearly everyone in my family has suffered from some form of cancer as well as half of my staff at the Tavern,” Ms Moleman told the Record. “I’m just trying to raise some money to help find a cure.” In 2015, Ms Moleman had her own scare when she was diagnosed with cervical cancer and underwent surgery. Her current chef at Blaxland Tavern is also getting treatment for cancer and will have a kidney transplant next year. With all of this in mind, the 32-year-old bartender and her staff have some fun events planned for the month of October. “We are planning a Halloween karaoke night where everyone is encouraged to dress-up,” Ms Moleman said. “We are also planning two wine tasting dinners, possibly a ‘Grease’ themed night,

and we will have a swear jar positioned on the bar for the month.” All of the bartenders who have signed up to host U.G.L.Y. events this year will aim to raise funds for rural and regional families living with leukaemia, lymphoma or myeloma. Every $80 an entrant raises during the competition will fund one night’s accommodation for a rural or regional patient and their carers while they access treatment in Sydney. The quirky fundraising competition asks bartenders to show the side of them that is understanding, generous and likeable. The Leukaemia Foundation General Manager NSW/ACT, Phil Gibson, said patrons can support their favourite bartenders by attending fundraising events or by throwing spare change into donation buckets. “Today an estimated 35 Australians will be diagnosed with a blood cancer,” he said. “It is the third most common cause of cancer death in Australia, claiming more lives than breast cancer or melanoma.” To donate to Ms Moleman, visit uglybartender.org.au and search ‘Dannielle Moleman’. any people may not know this but the first drummer named in written history was a woman, named Lipushiau, and during her time women were the primary percussionists and drummers. Unfortunately in the 21st century, times have changed and females are now being greatly underrepresented in the world of professional drumming. Local drummer Gina Tedeschi has decided to get on the case and is starting an all-girls drumming group at Blue Mountains Music Academy.

Ms Tedeschi said the idea came about after years of being a professional drummer. “People would always comment that I’m a ‘female drummer’ rather than just a drummer,” she said. “I want to show the world that girls can be amazing drummers too, and to inspire young girls to take up whatever activities they like without feeling like there are gender barriers.” Blue Mountains Music Academy already has a drum corp with marching style drum players that perform at the Winter Magic Festival. Are you close to feeling the pinch? Residents in Hazelbrook and Blackheath feeling the most mortgage stress ERIN MAMO

ccording to research, more than 820,000 households in Australia are in mortgage stress and a number of those households are located in the Blue Mountains. Mortgage industry expert, Martin North, via ABC’s ‘Four Corners’ recently stated that at current an average of one in four household incomes are unable to cover their outgoing costs including mortgage repayments. With interest rates at where they currently stand, the towns of Hazelbrook and Blackheath appear to be experiencing significant mortgage stress. Hazelbrook has a total of 968 mortgaged homes, with 40 per cent in mortgage stress. In Blackheath, 693 home are mortgaged, with 67 per cent in mortgage stress. If interest rates were to rise, Mr North’s research showed how Sydney and the local area would be affected. A two per cent rise from current rates pushes half of all mortgaged households into stress. In Hazelbrook, 96 per cent of mortgaged households would be in stress. While in Blackheath 70 per cent of mortgaged households would be in stress.

Towns like Lawson, Katoomba and Woodford, who currently stand at having zero per cent of households in mortgage stress according to Mr North’s research, would soar to figures over 80 per cent. Local Mortgage Broker, Rob Lees, predicts interest rates will rise by the end of 2018. “There has to be an increase eventually,” he said. “The Australian interest rate is incred-

ibly low at the moment. “I think it will bounce around on the bottom for a while, but it can’t stay low forever.” While Mr Lees believes there’s a lot of hype around rising rates, his advice is to make greater repayments on your home loan while the rate is low. “Anyone is going to be hurt by a two per cent rise,” he said. “By paying the extra two per cent now, if you can afford it, you won’t be disadvantaged when the rate goes up.”

PM targets older volunteers Volunteer organisations are bracing for a cut to their volunteer numbers, all thanks to the Federal Government. And if you are 55-59, unemployed, but volunteering as part of your mutual obligation, you have just been targeted by the Turnbull Government. In its latest changes to make being unemployed ever tougher, the Government has decided that volunteering for a community organisation is not good enough. Under the current rules, you can fulfil the 30 hours a fortnight activity test requirements by volunteering. But no more. If this legislation goes through, men and women over 55 but not yet 60 will now have to spend 15 hours a fortnight on “job seeking” activities, rather than volunteering. Prioritising finding work would be a great option if there were jobs around. Let’s not forget that there is just one job available for every 10 people who are locked out of employment or who need more paid work. And the over-55s are not going to be the ones chosen first. The Blue Mountains has a wonderful culture of volunteering. I believe volunteering is an effective way of not only contributing to our society and supporting great organisations so that they can

continue to carry out the excellent work they do but also giving the individual involved personal benefits. It can act as a pathway to employment; it provides vital connections and a sense of community; it enables the development of new skills; and it keeps people healthy and active. We know that people in communities that are connected are resilient, and that their overall mental health is better. Leep is a volunteering organisation that operates in the Blue Mountains, and they have expressed their concerns with the government’s changes. The Volunteer Involving Organisation, which also operates in the electorate of Macquarie, shares my concerns and has said that it is ‘most disappointing that the government is focusing on enforcing mutual obligation without a commensurate effort into facilitating job opportunities for mature-aged workers’. Forcing people to give up voluntary work, where new skills are learnt and old skills are developed, in favour of undertaking job search related activities is a move that will completely fail to improve their job prospects. This is called ‘reform’. But reform should be about improving a system and supporting people more, not making their life harder.

Council posts strong results Blue Mountains City Council has welcomed the positive report card for the 2016-17 financial year, marking the completion of Council’s four-year Delivery Program 2013-2017. Notable achievements include the delivery of major projects, improved services and finishing the term in a strong financial position, including being declared Fit for the Future by the NSW State Government. “I am extremely happy with the report and the Council’s performance overall. We have met the majority of our performance targets and made some very real progress. The Council is in good shape and we have supported achievement of our Community Vision of ‘A More Sustainable Blue Mountains – Environmentally, Socially and Economically’,” Mayor Mark Greenhill said. Endorsed at the last Council meeting, the report provides an assessment of how Council is performing overall in delivering on its commitments, on time and within budget. “Council has met the targets set four years ago and is on track to meet its goals in the present and into the future,” Cr Greenhill said. Council met 100 per cent of its major projects targets; completing 97 per cent of its operational plan actions and 94 per cent of the Asset Works Program in 201617, as planned. “On top of this, we exceeded our financial strategy target by reducing debt by $14.3M in four years,” Cr Greenhill added.

Was it the requirement to provide detailed bank information, to a totally unknown company? Nope! What about the very limited investment choices on offer. No sir, willing to accept that. Maybe the 0.5 per cent buy/sell spread for each transaction in lieu of brokerage fees. Ding ding! For a product specifically designed for micro investment, the fees are totally outrageous. So before you go anywhere near this ‘bad boy’ read the PDS to see for yourself. No amount of convenience is worth what these guys charge you!

Historic road receives grant Blue Mountains City Council has been successful in receiving a $10,000 grant from the NSW Office of Environment and Heritage, to develop a conservation management strategy for remnant sections of the historic Cox’s Road in Linden. Council will also be contributing at least $15,000 towards the development of the strategy. The conservation management strategy will develop a first stage framework for appropriate care, conservation and ongoing use of remnant sections of Cox’s Road focussing on the section in Linden. The remnant section of Cox’s Road, near Dawes Park, Linden, is a State significant heritage item listed on the NSW State Heritage Register. Ward 2 Councillor, Romola Hollywood, said: “There are significant day to day threats to the remnants of Cox’s Road, so it is important that we plan for the care and conservation appropriate to its heritage status”. In July 1814, Cox began supervising the making of the 163km long road from Emu Plains to Bathurst completed in only six months on January 14, 1815. He was given 30 labourers and a guard of eight soldiers. Today, only a few sections of the existing highway follow the original route. The abandoned sections of Cox’s Road traverse across Local and State Government land and private property. Council will work with a number of parties to develop the strategy.

Sculpture at Scenic World call for submissions open Submissions are now open for the 7th annual Sculpture at Scenic World exhibition, with an increased prize pool totalling over $30,000. Set adjacent to the World Heritage-listed Blue Mountains National Park, Sculpture at Scenic World will transform the ancient rainforest into an outdoor art gallery from April 13 to May 13, 2018.

Artists from right across the globe are invited to apply to exhibit works from all artistic mediums, with the winner to take home the highly coveted $20,000 Scenic World Major Award. The latest Bureau of Crime Statistics and Research (BOCSAR) quarterly report shows 16 of the 17 major crime categories in NSW were stable or falling in the 24 months to June 2017. Minister for Police, Troy Grant praised frontline officers for helping to keep a lid on crime across the state and reducing domestic violence in a hot spot area. “Community safety is the NSW Government’s highest priority and it is great to see the hard work of our police and justice agencies yielding such consistently positive results,” he said. “Property and assault related offences are now at their lowest levels in more than 15 years.”

n 1988, the black comedy film ‘Heathers’ delved into the darker side of high school life. This month the Penrith Musical Comedy Company will be bringing the cult classic to the stage with the ‘Heathers’ musical. The story revolves around high school student Veronica Sawyer, an outcast who becomes a part of the popular clique but finds herself struggling to deal with its members – three girls named Heather. “It’s set in the final year of school and

it’s basically about that moment that you realise I don’t actually like these people that I’ve been to school with for four years,” Director Annastasia Denton said. “Veronica meets this dark mysterious man called J.D, who comes in and causes a lot of havoc and corrupts her to do some nasty things. “The musical focuses on her realisations around right and wrong, as she goes on a journey of self discovery.” Though 30 years have passed the themes of bullying, teen suicide, eating disorders and gun violence are still just as relevant today as they were when the film was released. “These issues aren’t shied away from

by ‘Heathers’ and I love that,” Annastasia admitted. “They handle things like suicide in a really truthful way. “As much as there are all these funny moments, when those issues are addressed, they never really make a joke of it.” ‘Heathers’ also takes a look at that all too familiar adolescent struggle to fit in. “It sends a powerful message that it doesn’t matter if you’re popular if you don’t have a true friend,” Annastasia said. This will be the first musical directing role for Annastasia, who is Penrith Musical Comedy Company’s youngest ever director.

“It’s very different from what I’m used to,” she said. “I’m normally on the stage, so it’s nice to be on this side of the table and have my vision come to life. “Musicals are my first love. I really enjoy performing them, watching them, and now directing them.” The Penrith Musical Comedy Company’s production of ‘Heathers’ will be on at The Joan from this Friday, September 15 to Saturday, September 23. We provide services for a range of clients including Local Councils, Strata Clients, commercial and industrial. GENERAL HAND GRADE 2 An opportunity exists at Castlebrook Memorial Park to join our Park Staff as a General Hand We have 3 positions that we need to fill as a Grade 2 level Working as a member of our Parks and Gardens team, you will fulfil a critical role, maintaining the high standards of our Memorial Park and contributing to new projects that improve the look and feel of our facilities. You will also be required to participate in burial duties when required as well as assist with cremation duties on a rotating roster (which may include a Saturday shift) The successful candidate will have the following skills and experience: • The ability to perform a wide variety of manual labour tasks, indoors and outdoors in all weather conditions; • The physical strength to perform heavy lifting, landscaping and general maintenance duties for extended periods of time; • A valid open manual driver’s licence; • An ability to use tools, machinery and equipment for construction and maintenance of park grounds, burial and cremation services. This may require appropriate licensing and certificates of competency (or capability to become licensed); • An ability to be customer-focused, have sensitivity to grieving people and to communicate effectively with the public; • Demonstrated ability to follow written and verbal instructions; • A capacity to be at ease working in a cemetery and crematoria environment; • A willingness to work co-operatively as part of a team which takes pride in its workmanship and contribution to customer service. lenbrook resident and intensive care doctor Stuart Lane has successfully swum the English Channel, to raise money for Australia’s first Intensive Care Unit follow-up clinic. A competitive swimmer before he got into the famous channel, Dr Lane said it was a very long, long swim. “We got across the line, so that’s the main thing,” he told the Record. With the waves playing havoc in the sea, Dr Lane set off at about 3.30am local time, in pitch black conditions. “You didn’t know when you were going to begin swimming, which made it very difficult to prepare and train,” he said. “Similarly, you didn’t know when you were going to finish or how far you would actually swim, you only knew when you finished.” With the water temperature a cool 17 degrees, Dr Lane swam the course in just over 12 hours. “My hands and feet were numb by about half way through,” Dr Lane said. “But I just had to keep going, you can’t stop or you’ll end up going backwards, so you have to either continue or get out.” Following the swim, Dr Lane said he had sig-

Hospital, has raised over $12,000 and said this will be used as start up money for the clinic once they are given the official go-ahead. Dr Lane said there is a real need to establish a follow-up intensive care unit clinic for patients because they often get discharged and their local doctor and family do not know how to take care of them.
