Council commits $360,000 to fix ongoing parking problems at Hazelbrook Village ERIN MAMO

mprovements to address safety issues at Hazelbrook Village car park have been proposed in Blue Mountains City Council’s 2017-2018 draft budget.

Councillor Romola Hollywood welcomed the improvements in the draft budget, which is currently on public display.

“Addressing the safety issues in the car park is a top priority for our community,” Cr Hollywood said.

“In 2014, in consultation with local shop owners and community members, Council developed a Masterplan for the Hazelbrook Village.

“This identified a number of changes to the car park that would improve pedestrian and vehicle safety as well as traffic flow and village amenity.

“It’s been frustrating that we agreed on a solution to the ongoing problems in the car park in the Hazelbrook Masterplan but to date there hasn’t been funding available to complete these much-needed improvements.

“I am thrilled that funding has now been proposed in the draft budget.”

In the draft budget, Council has proposed to allocate $360,000 to improvements at the Hazelbrook car park including making the car park one-way, installing stamped and coloured thresholds to the entries and exits and widening the eastern footpath.

The measure is proposed to start on 1 July 2017 and is an integrity measure aimed at the inappropriate avoidance of income tax.

This year Australians get no dramatic changes to the tax laws but the Turnbull government has done a lot of tidying up. The most prolific changes are to personal taxes, but some important announcements that affect businesses and investors, especially foreign investors, were also made.

Here are some of the highlights from this year’s budget…

BUSINESS TAXATION 1. HIGHER INSTANT ASSET WRITE OFF FOR SBE’s EXTENDED The Government will extend the current instant asset write-off threshold ($20,000) for small business entities (SBEs) by 12 months until 30 June 2018. SBEs will be businesses with aggregated annual turnover of less than $10m (the new laws to increase the threshold from $2m to $10m should come into effect shortly). The threshold amount was due to return to $1,000 on 1 July 2017.

As a result of this announcement, SBEs will be able to immediately deduct the cost of eligible depreciating assets purchased for less than $20,000. The assets must be acquired by 30 June 2018 and first used or installed ready for use by 30 June 2018 for a taxable purpose. Only a few assets are not eligible for the instant asset write-off, for example horticultural plants and in house software.

Assets purchased for $20,000 or more (which cannot be immediately deducted) can continue to be placed into the general small business pool (the pool) and depreciated at 15% in the first income year and 30% each income year thereafter. The pool (including existing pools) can also be immediately deducted if the balance is less than $20,000 over this period The instant asset write-off threshold and the threshold for immediate deductibility of the balance of the pool will revert to $1,000 on 1 July 2018.

Suspension of lock out rules extended The suspension of the “lock out” rules for the simplified depreciation regime will be extended by 12 months until 30 June 2018. The “lock out” rules prevent SBEs from reentering the simplified depreciation regime for 5 years if they opt out.

2. RESTRICTION ON DEPRECIATION DEDUCTIONS From 1 July 2017, the Government will limit depreciation deductions on “plant and equipment” to costs actually incurred by investors in residential investment properties.

Plant and equipment items are usually mechanical fixtures or those which can be “easily” removed from a property such as dishwashers and ceiling fans.

This is an integrity measure to address concerns that some “plant and equipment” items are being depreciated by successive investors in excess of their actual cost.

Investors who purchase plant and equipment for their residential investment property after 9 May 2017 will be able to claim a deduction over the effective life of the asset.

However, subsequent owners of a property will be unable to claim deductions for plant and equipment purchased by a previous owner of that property. Acquisitions of existing plant and equipment will be reflected in the cost base of the property for CGT purposes for subsequent investors.

Existing investments grandfathered These changes will apply on a prospective basis and will not impact existing investments.

Plant and equipment forming part of residential investment properties as of 9 May 2017 (including contracts already entered into at 7:30 pm (AEST) on 9 May 2017) will continue to give rise to deductions for depreciation until either the investor no longer owns the asset, or the asset reaches the end of its effective life.

3. CGT SMALL BUSINESS CONCESSIONS TIGHTENED The Government will amend the small business CGT concessions to deny eligibility for assets which are unrelated to the small business.

Division 152 of ITAA 1997 provides 4 concessions to eliminate, reduce and/or provide a roll-over for a capital gain made on a CGT asset that has been used in a “small” business.

These concessions are: +

the “15-year exemption”;

+

the “50% reduction”;

+

the “retirement exemption”; and

+

the “roll-over” concession.

4. CHANGES AFFECTING FOREIGN INVESTORS Australia’s foreign resident capital gains tax regime will be extended by: + denying foreign and temporary tax residents access to the CGT main residence exemption from 9 May 2017; + increasing the CGT withholding rate for foreign tax residents from 10% to 12.5% from 1 July 2017; and + reducing the CGT withholding threshold for foreign tax residents from $2m to $750,000 as from 1 July 2017.

5. BUSINESS TO PAY LEVY ON 186 AND 187 VISAS From March 2018, businesses that employ foreign workers on 186 and 187 skilled visas will be required to pay a levy that will provide revenue for a new Skilling Australians Fund.

Businesses with turnover of less than $10m per year will be required to make an upfront payment of $1,200 per visa per year for each employee on a Temporary Skill Shortage visa and make a one-off payment of $3,000 for each employee being sponsored for a permanent Employer Nomination Scheme (subclass 186) visa or a permanent Regional Sponsored Migration Scheme (subclass 187) visa.

Businesses with turnover of $10m or more per year will be required to make an upfront payment of $1,800 per visa year for each employee on a Temporary Skill Shortage visa and make a one-off payment of $5,000 for each employee being sponsored for a permanent Employer Nomination Scheme (subclass 186) visa or a permanent Regional Sponsored Migration Scheme (subclass 187) visa.

TThe levy will replace the current training benchmark financial obligations for employers of workers on Temporary Work (Skilled) (subclass 457) visas, which are being abolished, and permanent Employer Nomination Scheme (subclass 186) Direct Entry stream visas.

6. NO DEDUCTION FOR RESIDENTIAL RENTAL PROPERTY TRAVEL EXPENSES Travel expenses related to inspecting, maintaining or collecting rent for a residential rental property will be disallowed from 1 July 2017.

The purpose of this measure is to address concerns that many taxpayers have been claiming travel deductions without correctly apportioning costs, or have claimed travel costs that were for private travel purposes.

This measure will not prevent investors from engaging third parties such as real estate agents for property management services. These expenses will continue to be deductible.

GST 7. 2017 GST CHANGES There were 2 interesting GST measures contained in the 2017-18 Federal Budget, specifically affecting digital currencies and purchasers of new residential properties.

The Government intends to make changes to the way things like Bitcoin are currently treated, which gives rise to double taxation - once on the purchase of the digital currency and again on its use in exchange for other goods and services subject to GST. The Government now intends to treat such currencies as money. The changes will be designed to ensure that purchases of digital currency are not subject to GST – eliminating the double tax issue.

The Government will require purchasers of new residential property or new subdivisions to remit the GST liability on such sales directly to the Tax Office. Currently, GST is included in the purchase price and it is the developer who remits any GST. However, some developers are failing to remit the GST (despite having claimed GST credits on their construction costs). Under the new measures, purchasers not only are required to remit the GST, they would be able to work out a developer’s margin on the property they purchased!

Under the existing rules, some taxpayers are able to access these concessions for assets which are unrelated to their small business, eg through arranging their affairs so that their ownership interests in larger businesses do not count towards the tests for determining eligibility for the concessions.

The small business CGT concessions will continue to be available to small business taxpayers with aggregated turnover of less than $2m or business assets less than $6m.

Walking for the Greatest of causes 10 passionate locals to trek from Bathurst to Blaxland all in the name of helping charities in need EMILY NEWTON

attling blisters, bloody socks and steep inclines, 10 men are tackling the 170km trek from Bathurst to Blaxland all in the name of charity.

At the end of the month, this troupe of locals are proving just how serious they are about supporting the Penrith and Blue Mountains communities through the Great Walk Foundation.

“This year is important for the walk because it’s the 10th anniversary,” walker and team podiatrist, Trent Baker said.

“If we raise over about $100,000 this year, we will have broken $1 million over the first ten years.”

With 100 per cent of funds raised donated to local and deserving charities, it’s no surprise that the Foundation has the support of Penrith Panthers legend and media personality Mark Geyer as one of the regular walkers.

Through the trek, community members join in as day walkers to help fundraise and keep the boys company as they push their physical limits.

“The biggest challenge is getting over the nights,” Mr Baker laughed.

“Day walkers turn up and want to have

a couple of beers with us at the end of the day, so it’s important that we entertain and make sure that they’re having a good time and they’re donating money to this amazing cause.”

With support from local businesses, including the ongoing help from Tim Briggs through Underground Coffee Roasters and Lapstone Hotel, the walkers say the best reward is seeing where the money goes and how much of a difference it makes.

“We support local charities that don’t get a lot of funding from the government, and rather than handing over cheques, we buy equipment,” Mr Baker said.

“For instance the Nepean Hospital Children’s Ward didn’t have a humidicrib until we came around, and now they have two.

“Just seeing the affect of that and how they support the community is brilliant, that’s what keeps us going.”

The Foundation has supported Springwood, Katoomba and Lithgow Hospitals, Head Space Bathurst and Great Community Transport.

This year’s walk begins on Monday, May 22 and will finish at Lapstone Hotel with a celebration night on Saturday, May 27.

It is everyone’s responsibility to ensure

All of us, no matter our age or circumstances, could face a situation where the NDIS may need to be part of our lives.

Tourism company looking after the environment in big FAT way

whopping $120,000 will be spent on CCTV cameras in Leura.

Liberal Senator for Western Sydney, Marise Payne, recently visited the area announcing that Government funding had been granted to Leura Village Association for the project.

“I am pleased to welcome this significant milestone in the project, which will now enable the purchase and installation of 17 CCTV cameras throughout the Mall,” Ms Payne said.

“As we all know, CCTV and security infrastructure has been a pivotal factor in both solving and preventing crimes.

“The installation of this network will bring peace of mind to locals, business owners and tourists visiting the region, deterring crime and anti-social behaviour.”

Vice President of the Leura Village Association, Piercarlo Cuneo welcomed the approval of the funding in the popular shopping precinct.

“Leura is a scenic historic village located on the edge of the famous Blue Mountains National Park,” he said.

“It is visited by scores of domestic and international tourists annually, with at least 10-15 tourist buses coming in daily.

Katoomba-based Fantastic Aussie Tours (FAT) recently became the first company to be certified as a 100 per cent carbon neutral bus charter transport service in Australia under the Government’s Carbon Neutral Program.

Managing Director, Jason Cronshaw, said being certified is different from programs like those that airlines run,

“We offset the emissions,” he said.

“We have been richly blessed to work and play in a region with wilderness areas and fresh air when others in the world struggle everyday with the effects of chronic air pollution, overpopulation and lack of green space.”

To achieve carbon neutral certification, FAT calculated their carbon footprint looking at fuel emissions, on-site energy usage at its North Katoomba depot, consumables, marketing materials, waste, fleet maintenance, staff commute and the life-cycle emissions of each bus.

Tough times over?

Treasurer Scott Morrison opened his speech on Budget night by declaring that happier times were ahead for the economy.

“Small business owners have gone without to keep their businesses open.

Australians have taken second jobs, where they can, so bills can be paid,” Mr Morrison said, acknowledging that times have been tough in recent years.

“It’s been a fair while since most hardworking Australians have had a decent pay rise.

“I know this has put real pressure on Australians and on their families. Terribly, this has meant some families have even broken apart.

“I believe, though, that we are now moving towards the end of this difficult period.”

Keeping promises A number of 2016 election promises will be met in the Macquarie electorate as a result of the Budget. $17,000 has been set aside for equipment at Winmalee Rural Fire Station, while the Springwood-Winmalee Girl Guides will receive $10,000.

Blue Mountains Cancer Help will receive $2,000 as part of the Community Development Grants Programme, while Colo Football Club gets $20,000 for lighting at its ground.

Richmond Girl Guides and Riding for the Disabled also get funding, while $100,000 has been allocated to the Bowens Creek Fire Trail, and $300,000 to the Hawkesbury Showground road upgrades.

far cry from “lifters and leaners”, Treasurer Scott Morrison’s 2017 Budget is promising “better days ahead” for all Australians, but how do last Tuesday night’s announcements impact local residents?

One of the biggest wins is guaranteed funding for the National Disability Insurance Scheme (NDIS), which hundreds of locals have already accessed since its roll-out began.

Expected to cost $21 billion a year once fully implemented in 2020, it comes at a cost to tax payers who will fund the scheme through an increase to the Medicare Levy of 0.5 per cent that will come into effect in 2019.

Endeavour Foundation Chief Executive Andrew Donne said the NDIS is a Budget commitment that all Australians can be proud of.

“It’s not just social capital that will grow. NDIS investment will also grow the economy as people with a disability increase their participation, along with a growing workforce of skilled support workers and therapists,” he said.

to deliver rail projects that “create new opportunities to grow our economy”.

One project could be the Western Sydney Airport Rail Link, which has the potential to receive billions in funding.

with the future as its focus • Payne says Budget is “fair, responsible and practical” • Senate next hurdle returning $1.80 for every dollar invested, boosting jobs, and improving access to air travel for over two million people in western Sydney,” she said.

“We are helping hardworking Australians with a plan for more and better jobs, by securing the essentials they rely on and by easing cost of living pressures.”

Another major announcement was a First Home Super Saver Scheme where first home buyers would be allowed to use up to $30,000 of voluntary superannuation contributions for a house deposit in an effort to help young people enter the property market.

But Housing Affordability Expert Robert Snell attacked the scheme, suggesting it is a “band aid solution to the gaping wound” of housing affordability.

“It doesn’t solve the underlying issue that the government hasn’t set a housing affordability target and developed policies from that objective,” he said.

The Law Society of NSW has welcomed the Federal Government’s commitment of $80 million to family law and family violence services in the Budget.

“This will help repair a family law system on the verge of breaking,” Law Society of NSW President, Pauline Wright said.

“This critically needed funding could help reduce the hardship for many parents and children who spend years and thousands of dollars struggling through mediation and court processes.”

Ms Wright said the commitment of $10.7 million for family consultants to deal with family law cases and $3.4 million for six new domestic violence units could make a huge difference.

The Budget deficit this year will be $37.6 billion. The deficit is projected to reduce to a near-balance bottom line in 2019/2020 and a $7.5 billion surplus in 2020/2021.

While the Turnbull Government has managed to distance itself from the disastrous Abbott and Hockey Budgets of 2014-15 and 2015-16, whether this Budget has regained the trust of local voters is up for debate. But the bigger question is whether all of these measures can pass the Senate.

Average funding per student will increase next year across 69 schools in the Macquarie electorate.

In 2017, average funding per student sat at $4,456. In 2018, it will rise 4.5 per cent to $4,655 per student.

Funding growth is set to increase by more than 50 per cent over the next 10 years on average.

“The Government will commit an additional $18.6 billion to Australian schools over the next decade, starting from 2018.

It will be distributed according to a model of fair, needs-based and transparent funding,” Senator Marise Payne said.

“We’re delivering long-term funding certainty for schools and communities and ensuring everybody is treated fairly.”

There is 22,564 students currently studying in the Macquarie electorate.

Help for the aged Older Australians will benefit from the Budget with continued funding of $5.5 billion to extend funding agreements for assistance for people to stay in their own homes.

Federal Minister for Aged Care, Ken Wyatt, said he was pleased that the Commonwealth Home Support Programme has been continued for two years from July 1, 2018.

“This home support program provides a range of essential services such as the popular meals on wheels, personal care, nursing and allied health and respite services,” he said.

In addition the funding includes help with services like cleaning and shopping.

For me, this sums up classic crowd behaviour incredibly succinctly. Markets continually move through phases from boom to bust and back again. Investor participation is a key factor in driving these phases, either through lack of investors or crowds of them.

Booms are synonymous with a large participation of investors, a lot of whom have not been properly educated about share investment. They enjoy the ease of making money that only a share market boom provides. And as word of success spreads, more and more join in.

So it is when you detect a proliferation of these types of investors (cab drivers, as an example) the signs are clear of what to expect next.

Currently, I’m not seeing it.

Economic data suggests people are having a hard time holding onto their money, let alone investing it. So it is difficult to perceive any real boom any time soon, which means no big crash.

Market corrections by the way are different. Turning paper profit into cash is a normal event which can start the ball rolling for 5–10 per cent falls. Unpleasant as they are, they’re not crashes.

“When’s the next share market crash?” is a common inquiry in the financial advice industry. Unfortunately, it is a question no one can really give a definitive answer to. Possibly, with the tremendous amounts of information produced on a daily basis, an astute student of the markets may have gleaned enough to confidently predict a future calamity. Or somewhere a computer wizard has created an algorithm devoted to accurate market predictions, but no matter how much faith you may have in the

I’m on top of the world darlin’,” is one of the first things Aussie country music star Adam Harvey says when our call gets connected.

Adam’s happiness isn’t surprising, considering the eight time Golden Guitar winner is staring down the barrel of a five month national tour with good mate and fellow country star Beccy Cole.

The pair will be performing tracks from their first album together – ‘The Great Country Songbook Volume II’.

When it comes to working with Beccy, Adam has nothing but praise for his duet

partner – who helped him record classic tracks like ‘Jackson’ and ‘Don’t Fall in Love With a Dreamer’.

“I love working with Beccy, she’s so funny and quick-witted, and bloody crazy but hilarious,” Adam said.

“The only hard part is keeping her focused on the task at hand. It’s hard for her to stay serious for long enough to record the songs,” he laughed.

This isn’t Adam’s first rodeo, so to speak, when it comes to covering classic country tracks.

In 2013, he and country icon Troy Cassar-Daley released ‘The Great Country Songbook’.

It was a fun project for the pair, but one

they never expected to be embraced so warmly by their fans.

“I remember when we finished recording it and Troy said ‘mate, you realise no one’s going to buy this album, it’s just something we’ll give out to our family and friends’,” Adam said.

“We were both really shocked that it did so well. It proved to me that people really want to hear those old classics.”

When it came time for the follow-up Adam wasn’t quite able to charm Troy into tackling the female vocals on an album of traditional male and female duets.

“I said ‘come on mate, I’ll buy a blonde wig, we’ll blow up some balloons and put

Troy’s suggestion to get Beccy on board instead went down a treat, and gave Adam the chance to work with a friend and fellow artist who’s at the top of her game.

“You’ve got to be match fit just to try to keep up with her.”

he Blue Mountains Musical Society (BMMS) is celebrating their 75th production with the Andrew Lloyd Webber hit ‘Jesus Christ Superstar’.

This well known rock opera caused plenty of controversy when it debuted in 1970.

The show is loosely based on the Gospel’s account of the last week of Jesus’ life, including aspects of Judas and Jesus’ complicated relationship, which was not part of Biblical retellings.

For husband and wife team Jessica and Matthew Lovelace – who met through

BMMS – this will be their third show as director and musical director.

Jess said it was the complexity of a show like ‘Jesus Christ Superstar’ that drew her to the directing role.

“Rather than being a black and white, good vs evil tale, it shows exactly how even if every single person is trying to be the best they can be and do what they believe is right, it can still end in disaster,” she said.

A chocolate tart recipe your family and friends will love!

A chocolate tart recipe that is allergy-friendly? We like the sound of that!

Australia has one of the highest rates of food allergies in the developed world.

This week is Food Allergy Week, an annual initiative from Allergy & Anaphylaxis Australia, and to mark the occasion we’ve got a delicious allergy-friendly chocolate tart recipe to share for our readers.

Ingredients • 14 medjool dates – pitted and halved • 1 + 1 cup of water • ½ cup coconut oil • 3 cups shredded coconut • 250ml coconut cream • ¼ cup cocoa • 1 tsp vanilla extract or vanilla powder • ¼ tsp coarse sea salt • 2 tbs gelatin (grass fed is ideal!)

Method 1. Pre-heat oven to 160 ºC. 2. Place dates in a small bowl and cover with 1 cup of boiling water. Cover bowl with foil and set aside for 30 minutes.

3. Grease a 24cm flan tin with removable base and place on a dinner plate.

4. Meanwhile, spread shredded coconut onto a lined baking tray and brown

in the oven (stirring every 5 minutes until golden). Set aside.

5. Heat coconut oil in small saucepan over low heat until just melted.

6. Combine coconut oil and shredded coconut in a medium sized bowl.

When the shredded coconut is fully coated with oil, line the base and sides of flan tin with the coconut mixture. Place the coconut base in the refrigerator for 30 minutes.

7. When dates are ready, add to food processor with the water from the bowl and chop on high speed until a smooth thick liquid is formed. Add coconut cream, 1 cup of water, cocoa, vanilla and salt to the food processor

and mix until well combined.

8. Add the gelatin to the food processor and continue to mix for a minute.

9. When coconut base has been in the refrigerator for 30 minutes, pour chocolate mixture into base. Return to refrigerator and leave overnight to set.

10. When ready to serve, remove from refrigerator and leave on counter top for 15 minutes before serving. Remove sides of tin and decorate with fruit of your choice.

eter Logan’s 20-year-old vines on the red loam soils of his vineyards at Mudgee and Orange in the Central Ranges of NSW, have given him good reward with his 2014 Weemala Merlot, a now-available and beautifully stylish wine with its palate of bright mixed berries and thyme, before a long dry finish.

And it makes for a particularly good drop to put on the table with pan fried veal chops and brown mushrooms, the more-so too with its price tag of $19.95.

Peter actually opted to leave 25 per cent of his Merlot on the vines in 2014, the 75 per cent that he did harvest being his best ripe and clean fruit, and the most richly flavoured, of nice texture and with excellent varietal characters.

For those who love to get their nose into the bottle or glass, there’s rewarding results here too, the highaltitude Central Ranges always to the fore with wines that are nice and highly perfumed – in the case of this 2014 Logan Weemala Merlot, of predominantly violets, black olives and truffles.

One to Note: For a region famed for its red wines, it’s interesting that Coonawarra is also home to Wynns Coonawarra Estate Riesling, a wine that’s been a favourite of Aussie Riesling buffs for its consistency of flavour, quality and expression of variety since 1962.

And its latest release from 2016 is again up there with everything that’s made this wine such a favourite, with classic lemon and lime Riesling flavours and a refreshing but soft acidity.

Plus with few boundaries when it comes to pairing with food, this drop matches with virtually anything from seafood to duck, pork to chicken or Thai to tacos.

he Panthers have potentially resurrected their season with a stunning come from behind victory over the Warriors at Pepper Stadium on the weekend.

Down 28-6 at half-time, Penrith’s top eight chances appeared to be evaporating, but a stunning period early in the second half set up a miracle comeback, with the Panthers eventually winning 36-28.

It broke a five game losing streak and put Penrith back in touch with the top eight.

“When we had the ball we always felt like we had points in us but we’re just finding the craziest ways to get scored on at the moment,” said Panthers coach Anthony Griffin, reflecting on the disastrous first half performance.

“We’re just finding ways to get ourselves a long way behind on the scoreboard. It takes a real team effort and a tough team to come off the canvas like that. We knew we had that in us. We were always talking about winning the game at half-time, we weren’t giving it up.”

The Panthers now hit the road for a long stint away from Pepper Stadium, starting with a road trip to Newcastle to take on the Knights this Sunday afternoon.
