PLAY SPACE OVERHAUL HUGE WIN FOR SOUTH PENRITH FAMILIES The wheels are moving on a unique upgrade of the Penrose Crescent play space in South Penrith. Funded by Penrith City Council through its Parks Asset Renewal Program, initial community interest and feedback on the project at Taloma Park was overwhelming. Over 50 surveys were completed, with large support for Theme 2 – ‘Trike Village’. The other designs included a swing city or a pirate ship theme.

PENRITH CITY COUNCIL HAS 156 PLAY SPACES ACROSS THE LGA Using the selected design, the park will feature a network of play roads which wind from toddlertown play buildings, and around the play equipment including swings and climbing geode.

Children will have to pay attention to the play road signs and road markings to navigate the area with other users. It will be great fun and a fantastic opportunity to learn about road rules and safety while being active on bikes or scooters. With construction underway, the upgraded park is expected to be completed shortly with a shade sail and accessible seating also included. Between 2019 and 2024 Council has committed to upgrade 40 play spaces with new equipment, surface upgrades, seating, tree planting, shade, landscaping, and pathways. NSW first home buyers will have the option of paying an annual tax rather than stamp duty on properties worth up to $1.5 million under proposals announced in the State Budget last week. Under the proposed change, set to start in January 2023, first home buyers who opt into the property tax will pay an annual property tax of $400 plus 0.3 per cent of the land value of the property. If the land value is $1 million, that means home buyers will pay $3,400 per year. The property will not be locked into the scheme if it is sold. As such, if a buyer is purchasing a property from somebody who is paying the property tax, they will not be subject to the property tax,

unless they are also an eligible first home buyer who chooses to pay the property tax. First home buyers will continue to be eligible to apply for full stamp duty exemption for properties up to $650,000. Stamp duty concessions remain in place for properties between $650,000 and $800,000. However, FHBs will not be eligible if they have received a First Home Buyer Grant or duty concessions. All other purchasers must continue to pay stamp duty as normal. Legislation to establish the property tax will be introduced during the second half of 2022. The proposal has been generally well received, with Domain’s Chief of Research and Economics

Dr Nicola Powell saying it could take years to accrue the same amount of property tax compared to the upfront cost of stamp duty. “Shifting from stamp duty to a property tax could improve housing affordability by reducing the upfront costs of buying a property,” she said. “This could boost purchasing power, enabling first home buyers to enter the market sooner.” Cameron Kusher, director of economic research at PropTrack, called the move an encouraging shift away from stamp duty, but he noted a number of shortcomings, including that the scheme will only target new entrants to the property market, or the “smallest cohort of buyers”.
