ON A FIXED RATE? THE EDGE IS GETTING CLOSER

As we have reported previously in Broking Breakdown, hundreds of thousands of Australian mortgage holders are facing the daunting prospect of home loan repayments skyrocketing when their low-level fixed rate

Earlier this year the Reserve Bank of Australia, which has increased official interest rates by four percentage points since May last year, revealed up to 800,000 fixed rate home loan contracts, including thousands of borrowers who locked in rates of around two per cent for the past two to three

years, will expire by the end of 2023. While they have avoided the pain many on variable rates have endured the past 13 months, these borrowers may struggle to afford to repay their loans when confronted by interest rates of six per cent or more.

And many will also be unable to refinance their home loans to a lower rate because they will not meet lenders’ serviceability tests, which assess whether borrowers can repay a loan with an interest rate that is at least three percentage points above a loan product, effectively making them ‘mortgage prisoners’.

But there is pressure on banks to lower this serviceability criteria. Some lenders have been announcing exceptions to their credit policies for eligible borrowers who have a credit score over 650 and no arrears or hardship in the last 12 months.

Bell Partners has been assisting some customers who have been locked out of lower rates and finding them a lender offering a lower buffer to enable them to refinance their loans.

In another positive for the potential mortgage prisoners, the Australian Prudential Regulation Authority (APRA) has written to banks to remind them of their obligations and warn those with higher volumes of lending exceptions will be faced with “heightened supervisory attention”.

APRA chair John Lonsdale, said: “It is important that exceptions are used in a prudent and limited manner. In using exceptions, APRA expects banks to make a prudent assessment of repayment capacity so that there is a good outcome for borrowers and the financial system.”
