PENRITH RSL GETS APPROVAL FOR $30M UPGRADE

Penrith RSL has been given the go-ahead by Penrith City Council to start $30 million worth of upgrades to the club.

The Development Application (DA) that was submitted six months ago includes plans for new retail tenancies, a function space and dining area.

Located at the corner of Lethbridge and Castlereagh Street with street frontage on Tindale Street, Penrith RSL has operated on the site since the early 1960s and has undergone significant redevelopment since.

The Statement of Environmental Effects (SEE) said that the proposal was seeking to demolish some external parts of the club such as some car parking and walkways to make way for a two-storey extension.

Penrith RSL CEO Neel Chand told Western Property that there was a need to expand once again.

“The club has grown a lot over the last 10 years and our membership has grown big time, so we need new facilities,” Chand said.

“We always had a plan to do something big, but the time is now, and it has worked out well for timing as the city expands.”

With the SEE stating that there will be some new additions throughout the space to improve the overall establishment, Chand said that the bulk of the work will be new.

“In the first stage we will have a 500-seat auditorium, a function area, balcony and bar,

and the other new component will be a 470-seat restaurant that will have a fairly decent alfresco area attached to it.

“Our function space will be large and could be divided into three sections as a multi-purpose space for different events.

“All of this is additional footprint and space to complement the club for members and the Penrith community.”

The existing buffet and cafes will remain while a bar will be merged with a gaming area.

“We will be able to host weddings, concerts, exhibitions, expos and conferences in the new spaces,” Chand said.

“In addition, the foyer is going to be renovated and we will have new shop fronts as well.”

The proposed works are set to remove a total of 45 car spaces but traffic surveys confirmed that substantial spare car parking capacity is readily available.

The project is expected to begin construction by July.

LITTLE TO FEAR WHEN IT COMES TO OUR BANKS

Amid concern about the collapse of banks in the United States and the downfall of the world’s largest investment bank, Swiss Government-backed Credit Suisse, it is comforting that the banking sector in Australia remains on solid foundations.

The possibility of banks going bust in the same manner as the Silicon Valley Bank in the US is unlikely to happen in Australia due to the structure of banking and regulatory incentives put in place by the banking watchdog, the Australian Prudential Regulation Authority (APRA).

APRA Chairman John Lonsdale told a banking summit in Sydney that Australia was not infected with the same kinds of issues being seen in the US and Switzerland.

“We might be connected, but their issues and problems are not necessarily ours,” he said.

“It’s also why, as new challenges present — whether climate, cyber or sharply rising interest rates — you can trust that APRA will act decisively to help keep deposits safe.”

Nick Sherry, the financial services minister in the Rudd Labor government at the time of the Global Financial Crisis (GFC) and involved in moves to safeguard Australian institutions, said regulators and governments are now more aware and are better prepared.

“There’s a much greater level of understanding of the risk to banks,” he said.

“There’s a great deal of cooperation, understanding, globally, as well as at the national level.”

Created in the late 1990s, APRA focuses on the overall stability of the financial system in Australia.

“Since the formation of APRA, no Australian has ever lost even one cent of their retail deposit,” said Michael Lawrence, Chief Executive Officer of the Customer Owned Banking Association, which represents 58 institutions including credit unions, mutual banks and building societies.

During the GFC in 2008, the Federal Government introduced the financial claims scheme (FCS) to protect deposit holders if financial institutions fail. It covers all Authorised Deposit-taking Institutions (ADIs) – that’s banks, building societies and credit unions, as well as policyholders from general insurance providers –and means customers will have their money reimbursed by up to $250,000 should the banks go under.
