undreds of business representatives from across Penrith gathered to hear from and grill Federal Small Business Minister Bruce Billson on Wednesday.

Mr Billson was speaking at the inaugural Lindsay Small Business Luncheon, held at Penrith Stadium and hosted by Lindsay MP Fiona Scott.

As part of his visit, Mr Billson announced that the Federal Government has partnered with the University of Western Sydney to develop a new specialised advice service for manufacturing businesses.

“The project will deliver workshops, online seminars and one on one mentoring to help local advanced manufacturing businesses increase productivity, growth and sustainability,” Mr Billson said of the $106,370 investment.

“Advanced manufacturing is an area that offers enormous opportunities for Australia’s small businesses and this funding will go a long way to helping them thrive and prosper.”

Ms Scott welcomed the announcement.

“Many small business operators are experts in their chosen field but quality advice from experts with real business experience in fundamental areas like strategy development, business modelling, and financial planning can help them access new opportunities in emerging markets,” Ms Scott said.

UWS Vice Chancellor Professor Barney Glover said that the project will unlock the university’s resources and build greater links between industry, government and the higher education sector for collaborative research and development.

Astina plan falls at final hurdle Councillors refuse to “rubber stamp” development plan for key CBD site CASSANDRA O’CONNOR

enrith Councillors have rejected a report on the development of the vacant site at 21-25 Woodriff Street, feeling that they were simply being asked to “rubber stamp” the report’s recommendations.

Earlier this year Penrith Council called for Expressions of Interest from developers for the site, which is currently used as an overflow for Judges Car Park near Memory Park.

This process was instigated by Astina’s approach to Council in May to buy the vacant land in the heart of the Penrith CBD. Astina Apartments and Wentworth Community Housing both made submissions, but Council staff recommended that Astina Apartments be the preferred option.

Wentworth Community Housing, which is currently building a new apartment block on Derby Street in Penrith, proposed a contemporary residential flat building with a mix of one and two bedroom units that would cater to workers, private renters, owners and some tenants who are homeless.

In their proposal, the bottom floor would

be comprised of retail to activate the street.

Astina’s concept is for a seven storey apartment block with two levels of basement parking that would include 39 twobedroom units and three three-bedroom units, a pool and business centre, cafe and commercial space.

Council’s tender evaluation board, including Assistant General Manager Barry Husking and Corporate Executive Manger Vicki O’Kelly found that whilst both proposals met capability and timing criteria, the Astina proposal better met jobs and economic growth targets.

A report to councillors recommended that Astina be shortlisted to provide a detailed proposal for the site and that Wentworth Community Housing be approached about exploring other sites, partnerships, development solutions and delivery models for affordable housing in Penrith.

But councillors all agreed that they wanted to go back to the drawing board and re-evaluate both submissions, after not being privy to a detailed briefing on the two submissions.

In a little mini-series of columns, I’m looking at the three key players when it comes to the future of suburban rugby league grounds – the fans, the corporate sponsors and the politics.

After looking at the fans last week, it’s time to turn to the corporate sponsors.

Rugby league is funded in a variety of different ways – from television, radio and media deals through to ticket and merchandise sales and importantly, sponsors.

Companies of all shapes and sizes pay rugby league clubs for the privilege of partnering with them – and different sponsors have different desires, whether it be to promote their brand to a wide audience or to host guests in corporate suites and the like.

The corporate sponsorship dollar is vitally important to clubs and is why success is so important – brands want to partner with other successful brands, it’s just common sense.

In the NRL landscape, an unfair playing field exists when it comes to the 16 clubs and their ability to cater for corporate sponsors on match days at the grounds.

For example, the Bulldogs and Rabbitohs are able to cater for literally thousands more people in corporate suites and premium seating at ANZ Stadium versus say Penrith or Manly at Sportingbet Stadium or Brookvale Oval.

And further afield, the Broncos have the Brisbane corporate market basically to themselves.

Having the nine Sydney clubs play out of three large stadiums – Allianz, ANZ and a new western Sydney venue – solves this problem to a degree, as the playing field of corporate opportunities is levelled. We should not underestimate just how powerful this element is as sponsorship, particularly corporate hospitality, is one of the major potential growth areas for all clubs. In fact, it is an area that clubs like Penrith have the potential to grow more than any other part of their business.

An unfair playing field exists among the 16 clubs

For fans to get a full understanding of how this whole corporate sponsorship world works, they need to dump the stereotypes surrounding the ‘suits’ of the business world and understand how important it is for big companies to impress key clients, partners and the like. Inviting a client who you may be doing millions of dollars of business with to a corporate box at ANZ Stadium is in all honesty a far better proposition than inviting them to a corporate box at Brookvale Oval.

The facilities are simply no match – ANZ would always win out in that race, particularly when you’re talking about people who may not have a passion for the game that extends to the hills of Leichhardt Oval or Campbelltown Stadium.

Fans often want to live in a world of ignorance where they argue that the game “isn’t a business”. They say they want the hands of time turned back to the 1970’s or 1980’s when the game was essentially an amateur sport played by part-timers. Truth is, they don’t want that at all and the same people would be shouting from the rooftops about how behind rugby league was compared to other sports if we actually did return to the past.

One problem, however, is this – in looking after the top level corporate sponsors, do clubs shut out their local sponsors by moving away from their traditional heartland?

The Penrith business community, for example, is particularly tight knit. You’d have a huge job convincing many in the area to invest in corporate opportunities in Homebush.

The bottom line is this – fans need to accept that the corporate dollar will most likely win in the end. They say money talks. In rugby league, that unfortunately may prove to be correct.

That said, if the fans refuse to follow their teams to the big venues, corporates may reconsider their spending. Does that mean the fans are in the box seat after all?

enrith Council is currently taking action against three brothels that have not been approved for operation in the local area.

Although there is no health legislation requiring the licensing of brothels, Penrith Council maintains a database of brothels in the region and can take legal action against those that are not operating in appropriately zoned areas or have not been development application approved.

Cr Marcus Cornish said that Council officers are doing a good job monitoring “illegal brothels�. “I am glad that Council officers have been checking and picked up on three illegal brothels operating in Queen Street, St Marys,� he said. “I am hoping that this checking regime will continue and by doing so, improve the confidence of businesses in the St Marys community.�

Cr John Thain added that a rigorous monitoring regime will ensure that concerns surrounding bio-waste are addressed.

Council currently regulates six legal brothels in St Marys, one in Jamisontown,

A spokesperson for Council said that in the event that a complaint is received

by Council regarding a brothel or tattoo premises, officers from the Compliance Unit, Health Unit or Fire Safety Unit will conduct an inspection.

“Concerns received are generally related to but not limited to, illegal operation, non compliance with approval, unhygienic conditions and practices, noise, poor waste management, and fire safety concerns,� the Council spokesperson told the Weekender.

Better waste handling

Bathurst Council is labelling the Penrith Panthers’ trip to the region last weekend a huge success.

Bathurst Mayor Gary Rush said the atmosphere at the ground was electric.

“It was a spectacular event, the perfect start to a long term partnership between Bathurst Regional Council and the Penrith Panthers,” he said.

“People came out in droves despite poor weather early in the day to witness the game, whether in the grandstand, around the ground or in a corporate suite, fans were treated to a first class event in Bathurst.

“The event has exceeded our expectations for year one, we look forward to future games with much excitement.”

enrith Council has received funding worth $448,000 from the NSW Government to implement a range of local projects relating to waste management and resource recovery.

And on top of that contribution, Penrith is vying for a share of $465.7 million through the new ‘Waste Less, Recycle More’ initiative.

“We all want our local streets and the places we visit to be free of litter and dumped materials,” said NSW Environment Minister, Robyn Parker.

“We need new approaches to help achieve this by tackling illegal dumping and littering, and working in partnership with local communities, councils and industries.

“The programs in this package offer support across the waste and recycling supply chain to work together to deliver long term change.”

Through Waste Less, Recycle More, Penrith Council has already received funding for the Penrith Litter Prevention Project at Mark Leece Oval and Ched Towns Reserve.

Police get their man months after arrest warrant issued

Three people have been handed cannabis cautions in the last two weeks in three separate incidents. In the first, police spoke to the driver of a vehicle which was parked on David Road, Emu Plains at about 2pm on Wednesday, July 23. An amount of cannabis was located in the vehicle and the 20-year-old from Seven Hills was issued with a cannabis caution. The second incident, which occurred on Thursday, July 24, was similar. Police handed a 53-year-old woman from Jamisontown a cannabis caution after they searched her car, which was parked on Lethbridge Street, at about 2.30pm. In the third incident, police had reason to speak to a 35-year-old man, who was parked on the Great Western Highway, Penrith, in a location known to be suspicious by police, on Monday, July 28 about 2.35pm. He received a cannabis caution after he was found in the possession of the drug.

A man has been arrested at a residence in Rydalmere after evading local police for months. Police allege that on May 25, a 40-year-old male was assaulted in a ‘malicious wounding’ incident at a residence in High Street, Penrith and was hospitalised as a result. Police identified an offender, a 35-year-old man. A warrant for the 35-year-old’s arrest was made however he evaded police and an investigation was launched. As a result of investigations, police arrested the 35-year-old at about 3.30pm on Thursday, July 24, at a location in Rydalmere.

Investigating further, police uncovered a number of other offences allegedly made by the man. He was charged with a number of offences related to the initial incident, as well as driving charges, drug charges, leading police on a pursuit, breaking and entering, stealing and pawn broking offences. He will appear at Penrith Local Court on August 1.

Penrith: Fire guts old house, police look for witnesses

Berkshire Park: Teenager assaulted and robbed

Police are investigating a suspicious fire that occurred this week and are urging any witnesses to come forward. On Monday, July 27, shortly after midnight police were called to a house on King Street, Penrith. Upon arrival the old weatherboard house was well alight. The fire was extinguished but not before significant damage was caused to the house. The house was unoccupied and there were no injuries. Anyone with information about the incident is urged to contact Penrith Police or Crime Stoppers on 1800 333 000.

Police are appealing for witnesses to an assault and robbery in Berkshire Park last weekend. An 18-year-old male was waiting at the site of a hall on the Northern Road at Berkshire Park when he was approached by two males. The males assaulted the 18-year-old and stole his phone before fleeing the scene. One of them has been described as 18 to 20-years-old, Pacific Islander in appearance, with dark hair and bushy eyebrows, wearing a hooded jumper.

Anyone with information or who witnessed the incident should contact Penrith Police.

Monday, July 28, World Hepatitis Day, marked the beginning of Hepatitis Awareness Week, which aims to engage people in conversations about liver health and liver health check-ups.

“If you believe you’re at risk of, or living with, hepatitis B or C ask your doctor about getting tested for the virus,” said Nepean Blue Mountains Local Health District Hepatologist, Professor Martin Weltman.

“Regular liver check-ups for people at risk of, or living with, hepatitis B or C, can also avert a number of serious complications down the line.”

Hepatitis is an inflammation of the liver, caused primarily by the hepatitis virus but also by other infections, toxic substances, lifestyle issues and auto immune diseases that can develop into much more serious diseases if left untreated.

Council seeks answers Penrith Development Application fees are funding projects in other regions

enrith City Council is calling for its fair share of funding from the NSW Government after it was revealed that Penrith Development Application fees are funding projects in other regions.

In November 2002, new legislation established a Planning Reform Refund fee to be collected by the Department of Planning on development applications valued over $50,000.

In a report to councillors presented on Monday evening, Senior Governance Officer Glen Schuil explained that the purpose of the fee was to support the development of reforms to local planning processes and that the funds were prioritised for councils that had not prepared local environmental plans or had recently had their boundaries changed.

“The fee was not an additional charge to the applicant. Councils were instructed that the fee was to be collected as part of the maximum fee they may charge for a development application,” he said.

“Since the coming into effect of these regulations, Penrith City Council has forwarded to the Department an amount of $3.157 million.

“It has received in return $740,000. The difference of $2.417 million is a substantial difference.”

The report added that councils in growth areas such as Penrith, “will undoubtedly be paying significant amounts of money to the Department on an annual basis and... it would seem that growth councils are providing funds to the Department to help fund other councils”.

Penrith Councillors voted unanimously on Monday evening to take the issue to the Local Government NSW Annual Conference being held at Coffs Harbour in October.

Clarification from the State Government on what the funds are being used for and when the fee will be terminated is also being sought.

Cr Greg Davies wants answers.

“We should write to the State Government too, rather than just leave it to the Conference to advocate for our concerns,” Cr Davies said.

“I am not against making a contribution to planning reforms, but there has to be a termination date otherwise this fee becomes a tax.

“Those funds are part of Council’s general revenue and could be used for a myriad of projects from parks and roads maintenance to anything really.”

t Clair residents have a new way to stay active and healthy after Penrith City Council recently completed the new playground at Denver Road Park.

There’s a new $75,000 playground as well as $90,000 in fitness equipment and another $21,000 was spent on new pathways.

“Council upgraded the park as part of its regular schedule and after input from local residents,” a Council spokesperson said.

“The playground includes a range of inclusive play elements including a nest swing, G-Pod spinner, raised platform, slides and climbing net. The playground has rubberised softfall (ground surface) and is nestled under trees to take advantage of natural shade.”

The playground caters to a mixed range of age groups and abilities but the exercise equipment was specifically designed with seniors in mind.

“The gym equipment includes a range of resistance training elements – cycling, rowing. The equipment also features elements designed to promote dexterity and flexibility for seniors,” Council said.

ouncillor Bernard Bratusa has called for Penrith Council to look at what savings can be passed on to rate payers after the Federal Government recently repealed the carbon tax.

A report to Council in May found that the impact of the repeal of the tax would be negligible on Council itself, only because costs are recovered through rates and waste levies.

For 2013-14 the carbon tax on Council was $478,848 for its waste services involving landfill, with additional costs for fuel and electricity use.

“The Federal Government has delivered on its commitment to repeal the carbon tax,” Cr Bratusa said.

“Penrith Council should investigate how these savings can be returned to rate payers. The report a few weeks back found that there will be those savings and there are other local councils also looking into how this money can be redistributed.”

Cr Greg Davies pointed out that passing on savings will be dependent on whether third parties such as SITA, who provide waste services for Penrith, will change their fees to reflect changes to the carbon tax.

Councillor Bernard Bratusa A spokesperson for SITA said that cost savings were already being passed on.

“In anticipation of repeal of the carbon tax, SITA removed the carbon tax impact from its landfill fees effective from July 1, 2014 and these savings were passed through to our customers. This applied across all SITA landfills,” the spokesperson said.

“The pricing from July 1 was communicated to our customers and also took into consideration increases in operational and compliance costs and increases in government landfill levies. The pricing also varies from landfill to landfill and for different types of waste.”

Penrith City Council says its wireless Internet point in the Penrith CBD is becoming more and more popular.

A Wi-Fi access point was installed in Memory Park in February, going live in March. Its installation was one of the recommendations that Council adopted from its 2013 Digital Economy Strategy

report. Mayor Ross Fowler said the access point allows tourists and locals to stay connected while visiting the Penrith CBD for whatever reason.

“The access point in Memory Park shows that people in the CBD want to be connected when going about their business in Penrith,” Cr Fowler said.

Welfare reform Lindsay MP Fiona Scott is encouraging people in Penrith and St Marys to have their say on the recently released interim report proposing improvements to Australia’s welfare system.

“The interim report, A New System for Better Employment and Social Outcomes, proposes changes to our nation’s welfare system to help ensure it is sustainable, simple, equitable and effective,” she said.

“The Government is seeking feedback on the interim report, and all feedback will be considered by the Reference Group on Welfare Reform in developing its final recommendations to the Government, due later this year.”

enrith Councillor Karen McKeown says it’s vital that local homelessness services are granted recurrent funding given the seriousness of the issue in Penrith.

Although she is pleased that under the NSW Government’s ‘Going Home Staying Home’ reforms to homelessness services all five women-specific accommodation providers will remain open in Penrith, Cr McKeown said it is important that funding is guaranteed long term.

“I’m glad to see that the women’s refuges in Penrith will remain open, however, given that their funding is only guaranteed under the reforms for three years, I believe Council needs to write to our State members asking that the funding be made recurrent,” she said.

“The incidence of domestic violence and homelessness is on the rise. We need to ensure that women have a safe place to stay in these situations.”

A report to Council on Monday evening found that specialist women’s services focusing on domestic violence are only being funded by the State Government in the Central Coast and Nepean Blue Mountains districts.

errington and St Marys have been named in the top five suburbs for first home owners according to the NSW Government, which has released data on its First Home Owner grants.

Werrington came in at number three with 211 grants handed out between July 2013 and June 30, 2014, worth a total of $3.13 million. There were also 306 First Home Duty Exemptions of Concessions worth a total of $3.3 million.

St Marys came in at number four with 207 grants given to first home owners totalling $3 million and further duty concessions worth $3.34 million.

Spring Farm topped the list and other suburbs included Doonside, Kellyville, Homebush and Plumpton.

Londonderry MP Bart Bassett said he was proud that so many of his constituents were being helped into the property market.

“It is a very exciting time to be representing the people and businesses of western Sydney, and I am delighted that my years of lobbying for the infrastructure to support these growth areas is paying off,” he said.

Work is still the major stress in people’s lives, according to a new poll conducted as part of Lifeline’s Stress Down Day campaign.

Now in its seventh year, Lifeline’s Stress Poll has found that 77 per cent of Australians indicated they experience stress due to work, followed by 72 per cent of respondents experiencing stress caused by finances.

Of particular concern is that almost half of all respondents indicated they had experienced “a lot” of stress in these areas of their life.

“Lifeline is concerned about the high levels of stress in our community, and each year it increases,” said Lifeline Chairman, John Brogden.

he NSW Government has made an $80,000 contribution to White Ribbon Australia, a male-led organisation dedicated to ending violence against women.

Member for Penrith, Stuart Ayres made the announcement on Tuesday in the days after White Ribbon Night, a new fundraising initiative by the organisation encouraging local residents to “have a night in and get the word out” about the impacts of violence against women.

“The NSW Government, through the Community Relation Commission, is proud to partner with White Ribbon to tackle violence against women and support agencies like NSW Police to sign up to its Workplace Accreditation Program,” Mr Ayres said.

NSW Labor has urged the State Government to re-direct some of the record $149 million collected in camera fines to improve pedestrian road safety – especially children’s safety.

Labor also called on the LiberalNational Government to honour its promise to roll out flashing lights at all schools.

The call was issued by Shadow Roads Minister, Walt Secord after a seventh child was killed this year in a tragic incident last week in Sydney.

There have been 22 pedestrian deaths across NSW as of July 2014 compared with 18 during the same period last year.

“Roads Minister Duncan Gay claims speed camera revenue is going to road safety, but we only see otherwise,” Mr Secord said.

Earlier this month, new Office of State Revenue data showed in the

Funds needed to improve dangerous roads across the Penrith LGA

enrith City Council has nominated five of its most dangerous road intersections and stretches for Black Spot Funding from the Federal Government.

Signed off on Monday evening, councillors voted to apply for funding in 2015/16 for the five projects in Cambridge Park, Llandilo, Werrington, North St Marys and Kingswood.

At the intersection of Dunheved Road and Tasman Street in Cambridge Park, there have been five accidents with nine casualties over the last five years and so Council’s solution is to install a median island worth $60,000.

If successful in gaining funding, Council will also install two median islands at the intersection of Fifth Avenue and Terrybrook Road in Llandilo, where there have been three accidents.

Another blackspot has been Parkes Avenue in Werrington between Victoria

Street and Werrington Road. With five accidents occurring on this stretch, Council is looking to install two pedestrian refuges; one near the basketball court and a second near the tennis court, along with signage, line upgrades and wire rope, costing $80,000.

Drivers have had difficulties navigating the sharp bend on Boronia Road near Kurrajong Road in North St Marys. With four accidents there, Council wants to install a median island, raised pavement markers and curve alignment markers.

pop-up kiosk at Penrith train station will be available on Mondays and Tuesdays to help commuters transfer to the new Opal electronic ticketing system.

Penrith MP Stuart Ayres said that the kiosk has Opal cards available and staff to answer questions about ticketing changes.

Preparations are being made to retire 14 paper tickets from September 1. Periodical tickets bought before that date can be used until they expire.

“I’m pleased that customers using Penrith Station can now speak to helpful staff and obtain an Opal card on the spot,” Mr Ayres said.

“They can obtain an Opal card and load value on to it at a station and immediately join more than 440,000 people who have access to cheaper and more convenient travel with Sydney’s new electronic ticketing system.”

The kiosk at Penrith is now open until the

end of September, Mondays from 7am to 10am and 3pm to 6pm as well as Tuesdays from 7am to 10am.

Mr Ayres said after a customer has their unregistered Opal card from a kiosk they can load the card with value and travel anonymously, which is what some customers want.

“Other customers may also prefer to go online and register their Opal card or call 13 OPAL,” he said.

But the State Government has come under fire for not selling the Opal tickets at all train stations and ticket booths.

“The decision to prevent train station staff from selling Opal cards to commuters clearly demonstrates that providing good customer service is not a priority for the Liberal Government,” Shadow Transport Minister Penny Sharpe said.

“The Opal Card is supposed to make using public transports easier. Yet there is nothing easy about having to be redirected hundreds of metres to an ‘authorised seller’ by train station staff who have been forbidden from selling you an Opal Card.”

At the corner of Gascoigne Street and Phillip Streets in Kingswood, Council wants to install a single lane roundabout that would cost around $160,000.

Senior Traffic Engineer David Drozd informed councillors that the Federal Government had made available an additional $200 million in the next two years for the Black Spot program.

“The criteria have also been amended to allow more funding for the proactive treatment of unsafe roads,” Mr Drozd said on Monday night.

Let races go ahead It would be a crying shame to lose the opportunity for Fernhill to showcase the annual Picnic Races Event (Fernhill debate won’t go away, Western Weekender July 25). Visitors to this historic and glamorous property, are not only recapturing a glance of Nepean’s incredible history and rich architectural past, but also bringing much needed dollars to Penrith’s local businesses. So, let us find a solution to the negative aspects of the cigarette butts and dust, so this important drawcard to Penrith can continue to shine.

My family had horse racing meetings at Thornton Hall, from the 1880’s and ran Penrith Speedway from 1924-1941 where there were also 6,000 spectators over many meetings over many years. To eliminate the dust problem, water and oil were sprayed on the one mile dirt track to try to reduce the dust factor. Maybe some of these elements could be applied to Fernhill using the reticulation and bore water. A grader was actually borrowed from Penrith City Council back then. Why not ban smoking for the event? The majority of the population are

now non smokers. Please allow “The Dust of Time” of our historic past to continue into our present day at Fernhill.

Cuts not needed How angry must the teachers that have the privilege of educating the children in the Catholic Schools of NSW be. The last thing that education needs anywhere is cuts of any sort, as we see not enough men are teaching and the women doing the fantastic work of holding fort in most schools don’t need bigger classes, they need a safe environment to work in and a fair chance to succeed in their classrooms. For all the children to be able to succeed bigger classes will mean some child along the way misses out.

Teachers’ aides’ hours are being cut and more of the workload will rest on the teachers. Students who miss out invariably make the loudest noise and consequently

then the teacher’s time is taken away from the class. Things like this rarely happen in smaller classes. Expectations of teachers in today’s school environment is often big and the blame lays with the teacher from the parents so having more students will invariably have more angry parents.

There is a big disadvantage of teachers striking but when they rarely do parents should support Catholic school teachers at this time.

Bathurst trip As a Panthers fan, I was very disappointed initially with the decision to take the game against Cronulla last weekend to Bathurst, but after a weekend up there with my family, I only have praise and credit for those involved in the decision. COUNCIL SNAPSHOT Councillor Tricia Hitchen has requested that, in light of the recent signage amendments to Russell Street, Emu Heights, a further investigation be conducted into provision of timed parking restrictions (15 minutes) in Russell Street, on the eastern side, for the three parking spaces immediately south of the McDonald’s driveway. Council rangers will investigate the matter and then report back to the Local Traffic Committee.

A Busways representative has advised Council that at a recent Drivers Committee meeting at the Busways Depot in Penrith, concerns were raised regarding vehicles obstructing both buses and taxis exiting the Penrith railway interchange onto Belmore Street. The representative advised that in the mornings, vehicles are queued in the commuter car park at the eastern end of the interchange, waiting for the gates to the public car park off Belmore Street to be opened. When the gates are opened, the vehicles then move into the exit road of the interchange. The number of vehicles queued to exit the car park is causing delays to buses and taxis waiting to exit the interchange, which is affecting Busways in maintaining their schedules. The Busways representative requested the provi-

sion of ‘No Right Turn – Buses, Taxis and Authorised Vehicles Excepted’ signage at the traffic signals at the exit of the interchange with Belmore Street. Council staff are now investigating.

Councillor Michelle Tormey has requested a report to Council on Council’s current position with regard to the approval of circuses with exotic animals/ non domesticated animals on Council owned and private lands, with the report to include any history of community concerns and any similar policies adopted by other councils.

Penrith Council has donated $5,000 to the John Maclean Foundation.

A request had been received from the John Maclean Foundation, for sponsorship to the value of $5,000 to assist John with costs associated with his participation in the very last group of the 2014 Nepean Triathlon behind professional athletes and age group competitors. John’s group known as “The John Maclean Wave” will feature participation by high profile sports people and media personalities. These funds will be allocated towards funding participant t-shirts, caps and other promotional material that will make this event even more successful.

As ambassador for TAFE WSI, the co-host of Nova 96.9’s Fitzy and Wippa show pulled out his best poses for students, who painted, drew, moulded and photographed his likeness on Thursday, July 24, hoping to win an in-house competition that would see their work displayed in a local art precinct.

The TAFE WSI competition ran as a lead up to a large scale competition that will be announced on Nova’s Fitzy and Wippa show later this month.

“As a former TAFE student myself, having tried a couple of things, I want to support people who go out of their way to get off the couch and actually take up something they are interested in,” Wippa said.

“Taking opportunities is exactly what TAFE is all about. It is a place where you put in the effort, not knowing what the outcome will be and where it will lead.”

This opportunity – to have their work displayed on a large scale and out in the community – will make a huge difference in the life of one talented student, but according to TAFE WSI Nepean Arts and Design Centre Fine Arts Head Teacher, Cath Barcan, the experience of creating a work of art in this unique environment will prove valuable to all.

ealth services in the local community have been enhanced this week with the official opening of the newly constructed Lemongrove Community Health Centre and the completion of upgrades on the Cranebrook Community Health Centre.

The new Lemongrove Community Health Centre has been purpose-built to serve the local community, with wide corridors and doorways to accommodate for people in wheelchairs and power chairs, and features a large reception area, six clinic and counselling rooms, an Allied Health preparation room, therapy space and a demonstration kitchen.

While the Lemongrove facility is entirely new, the Cranebrook Community Health Centre underwent a major extension, adding two new clinics, two interview rooms, an outdoor area with a soft-fall surface and two larger rooms for therapy.

Both buildings were officially opened on Thursday, July 24, with a ceremony at the new Lemongrove Community Health Centre, attended by numerous representatives of the local community.

“The NBMLHD Primary Care and Community Health service provides a range of community based services across the district to target prevention, early intervention and clinical care coordination, amongst others,” said Patrick Cregan, NBMLHD board chair.

“Our Primary Care and Community Health staff provide multi-disciplinary care for clients at community health centres, early childhood centres and within people’s homes. With these new facilities, we now have a greater capacity to provide enhanced, improved care for the community .

“This official opening celebrates our hardworking and talented Primary Care and Community Health staff. I look forward to seeing them continue to deliver quality care for the community in these purpose built facilities.”

Resident, Derek Margerison said the idea stemmed from his involvement with the Kings Langley Lions Club. â&#x20AC;&#x153;The Lions Club works very closely with the Lalor Park FOCUS Group and given that Ropes Crossing is a new suburb, I thought it would be a good idea to replicate,â&#x20AC;? Mr Margerison explained.

Youth Parliament concept gives our young students a louder voice

Penrith High School student Priyanka Srithar. Photo: Melinda Jane There aren’t many students who would give up their school holidays, but that’s exactly what Penrith High School student Priyanka Srithar did when she joined the YMCA Youth Parliament program – and she loved it.

The program gives young people a voice in the running of NSW and aims to promote youth-led advocacy, active community leadership and legal and parliamentary education.

For the first six months of the year student participants are taught the ins and outs of developing legislation.

A training camp was run in the Easter holidays where the students from all around the state met each other, which was followed by the residential camp in July, where the students debate their legislation.

“I heard about the program through my school and at first I didn’t know if I would enjoy it because I don’t enjoy politics,” Priyanka said.

“Then, when I started learning it was great, it is completely apolitical and we got to write our own reports and legislation.”

Priyanka was assigned to debating women’s issues and she wrote a bill on contraception.

“In our research we looked at accessibility and affordability of contraception.

We found that sometimes schools do not inform students about contraception, so they do not feel they have an understanding of it,” she said.

“We also found that contraception is not as accessible in rural areas and that it should be improved.”

The bills were debated in the Legislative Council Chamber, with Priyanka’s bill being passed by her fellow students.

“It was a great way to have a say on issues that we personally find important – and even my confidence and public speaking has improved,” Priyanka said, indicating she’d love to participate again.

Businesses cashing in on tragedy

How does your business perform in key areas?

You may have heard about the Australian insurance company who launched an advertising campaign right after last month’s MH17 airline tragedy: “Is MH17 Malaysia Airlines tragedy a sign to consider life insurance?”. They were rightly condemned for this and it was very quickly removed. This was a blatant form of ‘cashing in’ and it is deplorable that any person or business thought it was acceptable to do this.

But it is actually not this sort of ‘cashing in’ to which I am referring in the title of this article.

Each time there is a disaster or a widespread tragedy, most of us feel helpless and many of us want to find ways to help.

As business owners, we are often in a great position to coordinate assistance, but here is the difficult part: at what point do we cross the line between genuinely assisting victims of a tragedy and ‘using’ the tragedy to provide exposure for our businesses?

In the days following the MH17 airline tragedy, a well-known women’s media website posted on social media: “Details here on how to leave messages of support

and condolence…”. But rather than linking directly to the Prime Minister’s condolence website, it linked to an article on their website.

This crossed the line for me as there was no need to go via their site and it was viewed by many followers as ‘cashing in’ on the tragedy.

Perhaps asking yourself the following questions will help you decide what action is appropriate: • Can I achieve the same or similar outcome if this is done anonymously?

• Am I really being generous or am I (truthfully) seeing this as a way to gain publicity for my business?

• Can I partner with larger aid agencies by posting links to their campaigns, rather than donations coming via my business (in response to my ‘special promotion’)?

• Am I prepared to support this cause long term or am I just getting caught up in the hype of a topical issue?

In today’s business world, if you don’t keep moving forward by constantly challenging yourself, your business will not stand out through time. You have to find out where your weaknesses are, because they are the areas that are holding you back.

Think about your business in terms of how it performs in key areas such as marketing, sales, operations, and finance.

Most businesses are strong at one or two

but are lacking with the rest. You can’t have one of the key areas ahead of the others because the weak links always hold you back somewhat.

It doesn’t matter how good your sales are if your invoicing is hopeless and it takes too long for money to come in.

So how do you market your business?

Close sales? Manage your finances?

Everything has to work and grow together.

It is important to remember that you don’t have to be an accountant or marketing manager if that is a gap area in your business. Having great staff, outsourcing or seeking advice from a business advisor are all good options. It is essential for you to be aware of everything but you don’t need to be the expert of it all. Even if you are, there isn’t enough time for you to do it all!

The key is to remove the ‘I’ mentality and be willing to seek help. A business that doesn’t have good processes in place and is OK with mediocrity will have trouble attracting good staff. Growth must be a fundamental part of all aspects of your business.

ual sporting international Ellyse Perry is encouraging young girls from around Penrith to get active during the Ellyse Perry Challenge at Howell Oval on September 17.

A partnership between Cricket NSW and Football NSW, the Ellyse Perry Challenge is for girls in Years 5 and 6 who want to get active and have fun.

The Ellyse Perry Challenge is a free all-day clinic where girls will be taught

basic cricket and football skills. Girls don’t require any previous experience in any sport to be involved.

Perry, who at just 16 represented Australia in both cricket and football, is delighted to support the initiative.

“The Ellyse Perry Challenge is about encouraging young girls to lead an active and healthy lifestyle, and the best way to do this is to make sure that they are enjoying themselves,” the 23-year-old said.

The extensive partnership between McDonald’s and Cricket NSW encompasses a number of levels including major sponsorship of the Sydney Cricket Association and Country Cricket NSW. In addition, McDonald’s will be supporting the recently launched Cricket NSW Community Grants program that will see an investment of $1.6 million offering local cricket clubs assistance in improving practice and playing facilities to help make cricket more accessible across NSW. morning and afternoon bowls. An enjoyable lunch was provided by the Glenbrook Panthers club. A variety of events and raffles were eagerly patronised by bowlers.

THE MONSTAR Foundation were guests at the Paceway last Thursday night, it being part of their efforts in raising funds for charity. Featured races on the program were the Danny Bergen Memorial and the Greg Sarina Memorial and representatives of both families had runners in both of the races. The Monstar Foundation Danny Bergen Memorial went to Gamebreaker ($1.50) with driver Bruce Birch taking him straight to the lead and although challenged strongly by My Entourage on the home turn held on for a good win. Daniel, a son of Danny Bergen and part owner of Gamebreaker, took part in the presentation following the running of the race.

he Western Sydney Academy of Sport (WSAS) are on the hunt for the next wave of local cycling, golf and triathlon stars with nominations for their 2014/15 programs now open.

The Academy’s popular programs focus on high standards of individual performance, achievement and excellence. Each program provides high quality technical and educational content including psychology, sports science and nutrition.

The Academy is currently accepting nominations for their Cycling Development Program, run by Nash Kent of Park Bikes.

Nominees must be aged between 12 and 18 and a financial member of a local cycling club. All nominees will be required to attend an assessment day next Saturday, August 9 at Park Bikes in Sydney Olympic Park.

Nominations are also open for the Academy’s upcoming Golf Program, in partnership with Twin Creeks Golf and Country Club and Jack Newton Junior Golf.

To nominate, athletes must be aged between 13 and 18 and a financial member of a local golf club. Nominees

Triathlon athletes in action are also invited to take part in an optional Golf Talent ID Day held at Twin Creeks next Sunday, August 10.

The Academy is also accepting nominations for the upcoming Triathlon Program, run by Triathlon NSW and OneBody Health and Fitness.

Fans set to fall for Romeo Western Sydney Wanderers strengthen squad ahead of busy schedule @natetaylor87

he Western Sydney Wanderers have swapped one Dutchman for another with the recent signing of Netherlands international Romeo Castelen on a two year deal.

After kissing goodbye to Youssouf Hersi to Perth in the off-season, the Wanderers wasted no time snapping up 31-year-old Castelen, who will play outside of Europe for the first time in his decorated career.

With a pedigree that includes a successful World Cup Qualifying campaign with the Netherlands as well as experience in the UEFA Europa League, Castelen will be an invaluable asset to the squad as the Wanderers prepare for the upcoming A-League, AFC Champions League and FFA Cup campaigns.

Wanderers CEO John Tsatsimas said the speedy winger was a perfect addition to the club.

“Romeo is coming here fresh from a season in the Dutch first division where he was a standout for his club,” he said.

“He’s a creative, attacking player and we look forward to him bringing that form to

Castelen will link up with the Wanderers in the coming weeks to commence preseason training in preparation for a busy 2014/15 schedule that kicks off with a FFA Cup tie on August 12.

Meanwhile, Wanderers defender Matthew Spiranovic has been forced to pull out of the upcoming A-League All Stars match against Juventus after undergoing ankle surgery on Monday.

The surprise surgery means the Socceroo will be out of action for the next 10 weeks missing most of Western Sydney’s preseason campaign including this month’s AFC Champions League Quarter Final matches.

enrith Emus coach Sateki Tu’ipulotu has declared this season a resounding success despite his team losing their final game of the year 50-17.

“I think we left the worst till last,” Tu’ipulotu said of Saturday’s heavy loss to Parramatta.

“I think because we had a good win against West Harbour the week before they thought Parramatta would be easy, but they got a schooling.”

Despite the 33-point defeat to their crosstown rivals, Tu’ipulotu said he was proud of his young brigade who finished the year with an overall two win, 16 loss record.

He believed his side’s ability to score plenty of tries, resulting in 13 bonus points, was the most pleasing aspect of what was a fairly lopsided season.

“I think we finished equal third in bonus points at the end of the season. We’ve learnt how to attack now, we’ve just got to work on a few areas like the breakdown and defence,” Tu’ipulotu said.

Convincing his prized eight to return may not be a difficult task for coach Tu’ipulotu, the challenging part will be convincing new players to join a team that’s only won two games in two years.

“For next year’s squad I’ve got to look at players in the NSW country as well as some guys who’ve been playing second or third grade with other Shute Shield clubs,” he said.

“It’s a hard thing to do (recruiting players to Penrith) but we just have to sell it as a pathway to the National Rugby Championship (NRC) because you can’t play the NRC unless you play first grade.”

Meanwhile, with the finals now underway, Tu’ipulotu has tipped Manly to win the Shute Shield title this season.

enrith’s best hope for a Commonwealth Games medal has been sensationally withdrawn from competition due to an injury.

Local boxer Daniel Lewis, who performed strongly as expected in his opening few bouts, was ruled out of his quarter final battle with India’s Mandeep Jangra due to a cut.

The fight was due to take place on Thursday morning, but doctors won’t let Lewis fight with the injury.

The 20-year-old, who competes in the 69kg Men’s Welter Weight class, won his first fight with a TKO against Sierra Leone’s Mohamed Sillah last Saturday.

The Londonderry resident then backed it up on Tuesday morning with another huge win over Nigeria’s Kehinde Ademuyowa in the Round of 16.

Still in the hunt for a medal is fellow boxer Shelley Watts, who won her first fight on Wednesday morning against England’s Natasha Jonas.

Daniel Lewis was Penrith’s best hope for a medal at the Commonwealth Games gym, was preparing to face Isabelle Ratna from Mauritius in the Quarter Finals of the Women’s Light (57-60kg) class on Thursday morning.

Also hoping for a medal is Penrith-born diver Melissa Wu who competed in the Women’s Synchronised 10m Platform final on Wednesday night.

Also waiting to compete is long distance runner Ben St. Lawrence who is still preparing for the 5,000m and 10,000m run.

Out of medal contention but performing valiantly was Luddenham decathlete Jake Stein, who at 20 was Penrith’s youngest athlete in Glasgow.

This week Stein competed in 10 athletics events winning two of them and finishing on the podium in three others.

Stein won the shot put event with a throw of 14.8m as well as the 400m event with a personal best time of 50.63sec.

Stein also came second in the high jump and javelin throw events with season best results.

He also finished third in the 110m hurdles.

Despite Stein’s incredible individual performances it wasn’t quite enough, finishing the decathlon 14th overall.

Meanwhile, Penrith’s first athlete to compete at the Games was Kemps Creek Pistol Shooting Club member Emily Esposito.

The 20-year-old shooter competed in the 10m Women’s Air Pistol event finishing 11th.
