F

ederal Member for Lindsay Fiona Scott said Tuesday night’s Federal Budget, handed down by Treasurer Scott Morrison, will provide relief for small businesses, hard-working families and aspirational youth. Ms Scott said the 13,678 small businesses that have a turnover of under $2 million a year in Lindsay will benefit from a decision to cut the company tax rate. “It enables small business to employ more people... to drive jobs and growth in our local economy,” she said. Personal income tax will also be overhauled this coming financial year, to prevent 500,000 fulltime earners across the country from moving into a higher tax bracket. “Thousands of additional wage earners in Lindsay would be prevented from facing the 37 per cent marginal tax rate this coming financial year,” she said. There were a number of changes to superannuation, to encourage people to save more for their retirement and rely less on the aged pension. One of them will benefit 23,157 people in Lindsay earning less than $37,000 a year, who will pay no tax on their superannuation contributions with the introduction of a tax offset. Ms Scott said the Government is investing record amounts in education, and the National Innovation and Science Agenda will provide opportunities in education and jobs for local youth. Education overhauled in Budget Federal Government says increased funding needs to be accompanied by educational reforms

n overhaul of education across the country by the Turnbull Government will capitalise on increased funding included in the 2016 Federal Budget, that was announced on Tuesday. The Coalition’s modest $1.2 billion increase over 2018 to 2020 will bring education funding to $73.6 billion, and includes reforms in a range of educational areas. Member for Lindsay, Fiona Scott said the student achievement plan will invest the money into evidence-based measures, that are proven to lift student performance and results. “We know that while a strong level of funding support for each student matters, what you do with that funding matters more,” she said. “The Turnbull Government’s student achievement plan will improve outcomes in literacy, numeracy, [science, technology, engineering and maths] STEM subjects, teacher quality and engagement with our international partners.” It plans to do this by requiring a proportion of trainee teachers to specialise in literacy and numeracy, and set recruit-

Member for Lindsay Fiona Scott at Penrith High School. Photo: Supplied. ment targets for the number of teachers qualified in STEM subjects. Year 1 students will undertake a reading, phonics and numeracy skills assessment for early intervention, and annual numeracy and literacy reports will be

provided to parents comparing students against national standards. Secondary students wishing to attain an ATAR will be required to complete an English or humanities subject, plus a maths or science subject to receive it;

and there will be a minimum standard for literacy and numeracy skills for those leaving Year 12. For teachers, salaries will progress based on competency and achievement rather than length of service, and high performance teachers will be incentivised to work in disadvantaged schools. Minister for Education, Senator Simon Birmingham said these measures show parents where the money will be going to address generational deficiencies in the schooling system. “While Bill Shorten has promised more money for schools, Labor is ignoring the decades of significant funding growth yet declining performance,” he said. However, the funding commitment falls short of Labor’s $4.5 billion increase over 2018 to 2020, that Labor Candidate for Lindsay Emma Husar is concerned over. “This will undo all of Labor’s reform, progress and consultation with states and territories, with teachers and principals and other education stakeholders,” she said. “The states have rejected this plan, saying that it will not work, saying they will not implement it.” Are you a fan of the 2016 Budget? Morrison doesn’t rock the boat While the upcoming Federal Election is really all about Malcolm Turnbull and Bill Shorten, for a little while this week it was all about Scott Morrison. An election-year Budget is always critical, but when it’s delivered just two months before the country goes to the polls, it becomes an even more vital component of the campaign. Morrison delivered a winner on Tuesday night – a Budget designed to kickstart the economy and give Turnbull the best chance of winning the election. Any individual who wins out of the Budget wins small, but a win is a win. Anyone who loses can afford to lose – that seems to be the general feeling. It is far from the infamous 2014 Joe Hockey Budget that he and former Prime Minister Tony Abbott never recovered from. A Budget should always be about the bigger picture rather than what John, Mary and Steve are getting or not getting, but we’ve become more in the habit of asking ‘what’s it in for me’ ever since Kevin Rudd’s Government decided to hand out $900 cheques a few years back. The bigger picture tells a safe story – Morrison has resisted any dramatic changes that could have rocked the election ship and was clearly aiming to do no serious harm to his party’s chances of winning another term in government. Any Budget where banks and multinational companies are listed in the ‘losers’ column is going to be well-received. The ‘go’ button has well and truly been pushed on Election 2016. As it stands, the sitting Government has scored the first points.

Eels penalty raises questions I feel legitimately sorry for Parramatta fans who are the biggest losers out of the rugby league salary cap scandal that took a dramatic turn this week. But the NRL’s response on Tuesday certainly raised many questions. For me, the biggest was why the Eels will be allowed to compete for competition points this season if they get their current squad under the salary cap. The same opportunity wasn’t afforded to the Melbourne Storm in the 2010 season, which again raises concerns about the lack of consistency at NRL headquarters. Another discussion topic that needs to be raised and dealt with by both the NRL and its clubs is the entire third party payment system. The Eels have been caught, but are other clubs doing similar things and just finding smarter ways to ensure they don’t get busted?

It’s a grey area that the NRL really needs to make a lot clearer moving forward. Hopefully, the Eels and the game can move on from this. Parramatta fans will do it tough this year, especially knowing what might have been, but the NRL and its new CEO Todd Greenberg were left with no choice but to strip them of the points earned so far this season. Anything less would have been a blight on the game and a sign of weakness from headquarters. Now we just need the pig-headed and delusional Directors and management who were involved in all of this to pack up their things and leave the game for good. Sudden death brings sadness I was saddened to hear of the death of Greens MP John Kaye from cancer. While I can’t say I often agree with the Greens and their policies, Mr Kaye always seemed to be a passionate and dedicated operator with the community’s best interests at heart. He was particularly vocal about gambling and the controversies surrounding the greyhound industry, never swerving from his principles or beliefs. Our thoughts are with his friends, family and colleagues. The Leicester miracle I’m writing this week’s column from the glorious New York City, and even here the lead sports story is Leicester’s amazing success in the English Premier League. It is an extraordinary story; one that defies belief and restores hope into any long-suffering sports fan around the globe.

Penrith Council tickled pink as their rail dream becomes one step closer DALE DRINKWATER

he Federal Government has committed millions to the design of rail around the future western Sydney airport, a decade before it’s set to open. Released in the Federal Budget on Tuesday night, $115 million was allocated to preparation work for the future airport, that included $26 million to develop a concept design for rail access. After vigorously campaigning for a north-south rail link between Penrith and the airport, Penrith Council welcomed the announcement that brings their dream one step closer. “Rail will re-shape the region and be followed by new town centres and jobs within 30 minutes of where workers live,” a Council spokesperson said. “With the right investment, Penrith and our region can be more competitive nationally and globally, give us a better quality of life and create new business and employment opportunities.” The $115 million is for just two years of work, with the Department of Infrastructure and Regional Development to see $65 million of it in the 2016 to 2017 financial year. Image: Supplied. the airport rail funding is in addition to providing further funding to NSW through the Asset Recycling Initiative, that will speed up the Western Line. “There are three pieces to that rail commitment, one is the planning work, second is the preparatory work for the airport site itself, and third is the efficiency of the Western Line,” she said. But Ms Scott said it will take a range of

infrastructure projects to work together and boost the Australian economy. “It’s not one project in isolation, it’s the whole project working together,” she said. Other projects that were also funded include the Jane Street and Mulgoa Road intersection upgrade, upgrades to the M4 and the $2.6 billion Western Sydney Infrastructure Plan.

fter 10 years volunteering at the Nepean Food Services and a role as Chairman, Scott Wheeler has been awarded the 2016 Mulgoa Senior Achievement Award. Mr Wheeler said while he was delighted to receive the award last Wednesday, he wanted to recognise the Nepean Food Services’ 11 staff and over 80 volunteers. “It feels great, however there’s not enough space on the award to list everybody, because a lot of people have a lot to do with it,” he said.

Member for Mulgoa Tanya Davies said Mr Wheeler dedicated many hours to the most vulnerable members of our community – the elderly and disabled. “It is individuals like Scott who exemplify selfless and sacrificial service, emblematic of the character of the seniors of Mulgoa and NSW,” she said. “I sincerely hope that the work Scott has been doing... serves to spur all members of the community to consider ways in which they can assist others and give back.” Penrith’s branch of Meals on Wheels will be without Mr Wheeler soon when he relocates to Tamworth.

A new Western Sydney Science Centre planned for Western Sydney University’s (WSU) Kingswood Campus, aims to attract young people to careers in science, technology, engineering and mathematics – otherwise known as STEM. Dr Ragbir Bhathal from the School of Computing, Mathematics and Engineering at WSU said western Sydney was missing somewhere people can go to engage with science. “Building such a centre in western Sydney would have tremendous benefits not only for students but also for the public awareness of science and Australia’s future prosperity.” The science centre will complement the high-tech industries that will emerge around the future western Sydney airport over the coming years, including the Sydney Science Park at Luddenham. As part of that ‘innovation corridor’, the science centre will be based on models such as the Exploratorium in San Francisco and could attract up to 180,000 visitors per year. Dr Bhathal noted the “serious decline” in Year 12 students studying biology, chemistry, physics and mathematics, and said a science centre will entice more young people to pursue careers in these fields. “A science centre in western Sydney will be of immense value to science teachers in exposing their students to the latest developments in science and engineering,” he said. Dr Andy Marks, Assistant ViceChancellor, Strategy and Projects, said WSU has contributed the $30 million building, but is yet to secure the further $23.6 million needed from the Government. “We have the building here and it’s waiting to be refurbished and adapted to be a technology rich science centre, but we need just over $23 million to do that,” he said.

tudents wanting to study healthcare at TAFE Western Sydney will be able to do so in the campus’ new $27 million state-of-the-art Health and Student Services Centre. Located on the Nepean College campus in Kingswood, the new facilities were revealed to the public last Friday, April 29, and will cater for students studying nursing, health services assistance, health administration, dental assisting, audiometry, optical dispensing and sterilisation. TAFE Western Sydney’s Institute Director, Rob Shreeve, said students will be presented with a wealth of opportunities. “We are very proud of our new building which is indeed more than a building; it is a learning hub,” he said. “We are excited to be developing practical course delivery methods that enable those who study at TAFE Western Sydney to be job-ready.” The new centre houses high tech training equipment and simulated work environments. Students have access to three hospital training wards with 24 beds and SinMan patient simulators, which faciliate real-life medical scenarios.

There’s also a dental wing with six dental treatment clinics and x-ray machine technology as well as a library, interactive work spaces, study areas, a cafe and a customer service centre. Diploma of Nursing student, Candice Huynh, said she believes the new centre will highly benefit students. “The facility offers students an amazing resource and provides them with the opportunity to see how things work in a real hospital,” she said. “It provides us with an opportunity to learn and practice, so that when we go into a real workplace, we won’t be too nervous as we will know how a lot of things work.” The centre will cater for around 1000 TAFE Western Sydney students. Nepean College is on O’Connell Street in Kingswood.

Man goes rampant after drinking “eight to nine” beers

An Emu Plains man who went on a drinking binge, later hitting a police officer with his car, has been ordered to complete 300 hours of community service. Brendan Philip Tompkins, 37, fronted Penrith Local Court last Thursday charged with high-range drink driving, two counts of negligent driving and one count of failing to obey police. The court heard the father-of-four consumed “eight to nine stubbies” in quick succession on December 3, 2015 after learning his son had been diagnosed with a medical condition. The Penrith car salesman was later observed by police spinning his wheels after filling up his car at an Emu Plains service station, and upon returning home and seeing police out the front of his house, panicked somewhat and lightly struck the leg of an officer as he drove into his driveway. Magistrate Fiona Toose told Mr Tompkins drowning his sorrows was purely “self indulgent” and was never going to help his wife and children. He was suspended from driving for eight months and fined $1,000 for each offence.

Woman fronts court a third time for drink driving offence

A local magistrate has warned Kirima Lisa Hamilton to address her alcohol issues after she pleaded guilty to her third drink driving offence. Ms Hamilton fronted Penrith Local Court last Thursday charged with lowrange PCA. She told the court it was “really out of character” as she “very rarely drinks”, however Magistrate Fiona Toose disagreed. “If you keep coming to court for drink driving offences, you’ve got a problem,” she said. The matter was adjourned to May 18 to allow Ms Hamilton to seek legal advice.

Man fronts court over huge High Street brawl

One of seven men arrested for allegedly brawling in High Street, Penrith on April 2 has faced court. Joseph William Pelasio, 24, fronted Penrith Local Court last Thursday charged with assaulting police and three counts of resisting police. The matter was adjourned to May 12. He is yet to enter a plea.

Man pleads not guilty to playing dress-up

Lachlan Gardner has pleaded not guilty to possessing goods in custody and dressing as a police officer. Mr Gardner fronted Penrith Local Court on Thursday to fight the charges. The matter was adjourned to June 9 for reply.

Mother of four busted for driving with ‘ice’ in system

A mother-of-four has been stripped of her licence and slugged with a hefty fine after she was caught driving with ‘ice’ in her system. Naomi Blissett, 38, appeared before Penrith Local Court last Thursday after failing a random drug test in Glenbrook on December 12, 2015. Magistrate Fiona Toose said it was one thing to takes drugs, but another to put people’s lives at risk. “If you want to wreck you life, that’s a matter for you,” she said. “You’re really lucky that your kids haven’t been taken away from you.” She was disqualified for three months and fined $500.

Man faces court charged with property damage

Robert Victor Godwin faced Penrith Local Court last Thursday charged with three counts of allegedly destroying property in Penrith on April 14. The matter was adjourned to May 12 so Mr Godwin could seek legal advice.

Local father “forgot” he still had drugs in pocket

A father of two young children caught with a “pocketful of speed” has been dealt a severe dressing down by a Penrith magistrate. Paul Vincent Wharton faced Penrith Local Court last Thursday where he pleaded guilty to possessing a prohibited drug at Emu Plains on February 20. Mr Wharton told the court he simply “forgot” that the drugs where still in his pocket since the last time he had worn the pants. “You have random drugs in your clothes and you have children? Shame on you,” Magistrate Fiona Toose said. She strongly suggested Mr Wharton sever ties with all his drug dealers. “Every time you want to put that drug in your mouth, you think of your children,” she said. He was fined $2,000 and the drugs were ordered to be destroyed.

Man gets thrown into slammer after driving disqualified

A man will spend almost a year behind bars after being nabbed driving while disqualified for the fourth time. Ashoor Youkhana, 23, fronted Penrith Local Court last Thursday where he pleaded guilty to the charge. The court heard Mr Youkhana had “no real excuse” as to why he was driving and even had a licenced driver in the passenger seat when he was caught. “You have a fairly extensive criminal history and poor traffic record,” Magistrate Fiona Toose said. He is eligible for release on April 26, 2017.

Drunk man punches security guard and cops big fine

A man who struck a security guard multiple times in the face has been hit with $2,500 worth of fines. Jake Robert Bladwell, 23, fronted Penrith Local Court on Monday charged with

assault occasioning actual bodily harm. The court heard the fridge mechanic was “well intoxicated” when he refused to leave Panthers on December 12. Magistrate Georgia Knight said it was an especially serious offence as “the face contains the brain”, but handed down a fine only due to the low level of injury and the fact the defendant did not have a criminal history. “I’m expecting you will learn from it and not come before the court again,” she said.

Grandpa to serve six month jail sentence after fourth DUI

Paul William Moore has been sentenced to jail for six months after pleading guilty to his fourth drink driving charge. The grandfather-of-three faced Penrith Local Court on Thursday where he was convicted of mid-range drink driving. Magistrate Fiona Toose said she had a duty to send a message to “you and others”. “It is completely unacceptable,” she said. “You are a threat to other road users.” He was taken into custody and disqualified from driving for 10 months.

Single mum sent to jail after numerous driving offences

A single mother caught driving while disqualified six times in two months has been sent to the slammer. Allison Bates, 36, faced Penrith Local Court on Thursday having pleaded guilty to six counts of driving while disqualified, one count of dishonestly obtaining property by deception, and one count of driving with an unrestrained child. The court heard the mother-of-four drove six times while disqualified between December 21, 2015 and February 10 as well as stole petrol. Magistrate Fiona Toose described the defendant’s behaviour as “absolutely appalling” and questioned the example she was setting her children.

Penrith: Man hits ‘collect’ and steals pokie winnings

A man almost lost out after another man came along and allegedly took his winnings from a ‘reserved’ poker machine. At about 2.40pm on Thursday, April 28, a man was playing a poker machine at a licensed premises on Station Street, Penrith, when he hit the ‘reserve’ button and walked away from the machine. A short time later, a 27-year-old Cranebrook man walked up to the machine, unreserved it, and hit ‘collect’. The man allegedly took the winnings and left the location. Police were contacted. At about 4.40pm on the same day, police attended a business premises on High Street in Penrith on an unrelated matter and spoke with man at the location. He was subsequently searched and an amount of money was located in his possession. He was arrested and charged and is due in Penrith Local Court on May 25.

Cranebrook: Man found with white powder and knife

A man was allegedly found with a white powder substance when he was spoken to by police last week. At about 12.20am on Friday, April 29, police were patrolling Pensax Road, Cranebrook, when they stopped a 31-year-old man to talk to him. Due to his responses and behaviour, police searched him. He was allegedly found to have a small amount of white powder in his possession and a knife with a two inch blade. He was given a field court attendance notice to appear in Penrith Local Court.

Penrith: Man refuses breath test after caught swerving

A man initially rejected to take a breath test when he was stopped by police after he almost crashed into them in Penrith. At about 2.30pm on Saturday, April 30,

the 23-year-old Dural man was driving near police when they observed him swerving across a lane, causing him to almost collide with police. He was stopped by police on Woodriff Street, Penrith, and was subject to a Roadside Breath Test. The man allegedly refused to undertake the test and was subsequently arrested. He then attempted to resist police arrest by pulling his arms away and trying to walk away. He resulted in providing a breath sample which returned a negative result. Due to his manner of driving and his behaviour, police took him to the hospital for a blood test, with results still pending. The man has not yet been formally charged with investigations still continuing.

South Penrith: Police nab man with knife at local pub

Police attended a licensed premises in South Penrith last week after a reports of a man brandishing a knife. At about 9.20pm on Friday, April 29, police arrived at the premises and located the man. Police spoke with him and then searched him. They located and seized a knife, with no further description, and the man was given an infringement notice for ‘custody of a knife in a public place’.

Penrith: Cops seize more fake $50 notes

Penrith police are reminding residents and business owners to check their money after a spate of incidents surrounding fake notes. Police seized an amount of counterfeit currency on Friday, April 29, at a business inside Penrith Westfield Shopping Centre at about 5.30pm. The money was in the form of $50 notes, with CCTV from the store currently being reviewed and investigations into the matter continuing.

What is common assault? Australia is a patriotic and passionate country. Unfortunately for some, this enthusiasm mixed with a little Dutch courage leads to trouble that often involves the Police. This ANZAC Day, I witnessed a scuffle at a local establishment that got me thinking about the public’s understanding of assault charges. Fortunately, no punches were thrown and nobody was injured however a man could be heard saying to Police “What do you mean you’re going to charge me with assault? I didn’t hit him, I only pushed him.” What many people don’t understand is that a person can still be charged with what is known as “common assault” even though you do not physically harm a person. There are a range of different actions that might constitute a common assault, for example: 1. A mere threat of violence or harm (note that a threat is enough, even if no action is taken); 2. Scuffles that involve pushing, shoving, wrestling etc; 3. Spitting on another person.

Offences that result in harm to another person, usually referred to as “bodily harm” or “grievous bodily harm” are more serious offences which carry greater penalties. The most serious penalty for the offence of common assault is prison. Other offences include Intensive Correction Orders (the equivalent of serving a jail sentence outside prison), Community Service Orders, Good Behaviour Bonds, and at the less serious end of the scale, a fine or Section 10 dismissal. If you are charged with the offence of common assault you will need to come before a Court to plead guilty or not guilty. This type of matter will be heard in the Local Court, usually in proximity to where the offence occurred. This means you will need to come before a Magistrate and decide whether you plead not guilty and go to a full hearing, or plead guilty and make submissions about what penalty you should receive. In either circumstance it is wise to obtain legal advice from a suitably qualified Lawyer. Please contact our criminal law team if you have any questions.

epean Hospital received its 12th neonatal intensive care cot last week, that will provide more vital intensive care for premature babies. Unveiled on the 25th anniversary of the Neonatal Intensive Care Unit (NICU), the extra $1.36 million cot will support more of the region’s sickest newborns. The unit now sees 1000 premature babies per year, 10 times the amount admitted over 1991 to 1992. Neonatologist Dr Vijay Shingde said the extra cot will enable more babies to be cared for locally, closer to their families. “Spending more time with their baby helps with bonding and helps to have a smooth transition from nursery to home, and parents get more confident to look after their own baby,” he said. Joanne Ellen was the first mother to have a premature baby in the NICU in 1991, and her now 25-year-old daughter, Rebecca Ellen, marked the anniversary by cutting the ribbon on the new cot. “We were lucky that Rebecca was able to stay here, because everybody else got shipped out,” she said. “Being close to home is so important,

because you can see your baby several times a day. “When she was sent to Westmead I’d go there and stay all day.” Ms Ellen was born at 28 weeks gestation at just 875 grams, and spent five months in the NICU. As part of the NSW Government, Member for Mulgoa Tanya Davies said she is proud to support the work at the NICU, after having experienced a premature birth herself. “The cost is one thing but you really can’t put a cost on a life,” she said. “Our first child was in a special care nursery, thankfully she was born just that much beyond needing a NICU bed. “It is such a relief as a mum in this region to know that there is exceptional service and facilities to meet the needs of our growing region and our families.” Nepean Neonatal Intensive Care Unit Parents Support group will be holding a Mother’s Day High Tea in the NICU this Saturday, May 7. ocals have turned out in their droves to farewell popular St Marys businessman Russell Dove, who passed away on April 19. The 87-year-old was the owner of Doves Jewellers in Queen Street – arguably one of St Marys’ oldest businesses. Mr Dove opened the Queen Street location way back in 1955 before expanding to include a St Marys Village store in 1986. Both stores continue to trade as an iconic part of St Marys retail culture to this day. Along with his long-standing achievements in the business world, Mr Dove represented Australia at the 1972 Munich Olympic Games. He took part in the 50m prone small bore rifle shooting event, where he finished 25th. Doves Jewellers remains firmly in control of existing family members, and it’s said to be “business as usual” for many more years to come. “We extend our heartfelt gratitude to all our clients and friends for your years of patronage and support of Doves Jewellers,” daughter, Michelle Kon said. Mr Dove was farwelled last Friday morning with a funeral service at Pinegrove Crematorium.

lenmore Park resident, Erin Daniela, said while she is excited for her first Mother’s Day this Sunday, she can’t wait to just spend time with her young family. The mum of one gave birth to her baby boy, Harlan, nine months ago. Mrs Daniela said that although she and her husband, Geoff, had planned to have a baby, she fell pregnant earlier than the pair anticipated. “It was very scary when we found out we were pregnant as it did happen a lot sooner than expected, but we were both also really excited,” she said. “When I think back to the moment I first saw Harlan, it’s very surreal and I get the same feeling I did back then of instant love – all of a sudden you have a reason why you’re put here on Earth.” Not everything is always happy and fun when you have a baby though, as most mothers would know. Mrs Daniela said she always has to think ahead. “I’m always chasing after Harlan and am constantly replacing something that he has touched, while he gets into something

else,” she said. Although things are hard sometimes, Mrs Daniela said she just loves being a mum. “The unconditional love you get in return from your baby and the bond that you share between yourself and him is just amazing,” she said. “Being a mum just feels so right and it’s such a natural thing – it’s definitely what life is all about to me.” While Harlan is only young, his parents can’t wait to see what kind of person he becomes. “You always hope that the dreams you have for them come true,” she said. “You hope that they’re ambitious, hard working, loving and just being able to see Harlan’s personality eventuate into something is going to be really special. “I want nothing more than for him to get the most out of life.” Harlan’s father Geoff Daniela is a former Penrith Panthers and Wests Tiger player. egatta Park will host this year’s picnic to ‘Shine the Light’ on the issues facing our local lesbian, gay, bisexual, trans and intersex (LGBTI) community. The picnic on Saturday, May 14 is ahead of International Day Against Homophobia and Transphobia (IDAHOT) on May 17, to highlight that there is no place for discrimination in western Sydney. Pastor Sue Palmer from the Open Door Community of Christ in Cranebrook said this year is more important than ever, with a focus on mental health, wellness and suicidality. “The statistics are there to show a higher rate of mental illness and suicide in our LGBTI community,” she said. “There are specific issues surrounding sexuality and gender dysphoria in our community because of discrimination and exclusion, and that does lead to ill-health and suicide.” The Australian Human Rights Commission reported that LGBTI people are three times more likely to experience depression compared to the broader population. Pastor Palmer said despite the many walls broken down in the last decade, there’s still a stigma that negatively affects the mental health of the LGBTI community. But times are changing, as recent media reports indicate that if the Federal Government was to hold a plebiscite on gay marriage, it would pass. It’s the second year of the IDAHOT Picnic that is also growing in support, with sponsorship by Penrith Council and performances by local artists and musicians. The event is family friendly, with a free BBQ, close to a children’s play area, a jumping castle and face painting. It runs from 11am to 4pm at Regatta Park, Emu Plains. he Penrith region is the home of an innovative new approach to healthcare, that now offers a range of health services all under the one roof. One Point Health in High Street officially launched last week, that has consolidated several local health practitioners under the one roof. tudents and teachers at Penrith Anglican College held a dedication service last Friday to unveil their new ANZAC Cenotaph, gifted to them by the graduating class of 2015. The dedication ceremony was held prior to the college’s ANZAC Service on Friday, April 29, and revealed a large monument with a hollow-shaped man, representing the men that have fallen during war time. Gifted to the school in 2015 to coincide with the ANZAC centenary, last year’s Year 12 students held several fundraisers during their time at the college to afford the Cenotaph, with Penrith City Council and the Federal Government also partially financially supporting the gift. Headmaster at the college, Mark Lewis, spoke about the importance of recognising our soldiers, sailors and aviators. “War is devastating and there are unmeasurable stories of human courage and loyalty which are hardly noticed among the terrible waste of lives,” he said. “We live under the banner of freedom of those who have gone before us and continue to do so to defend this great nation.” Former Year 12 students Jemma Sargeant

and Lachlan McFall were on hand during the dedication service to reveal the monument. The Cenotaph was designed by staff and students, and was constructed by local tradesmen. “We now have two places in the college to come and remember the fallen and those who have served, and to show our respect to those who are currently serving,” Mr Lewis said. After the dedication service, the college held their annual ANZAC Service where staff and students paid tribute to the men and women involved in war. The Federal Government contributed financially through their Saluting their Service Commemorations Program, and Penrith City Council were able to contribute through the Mayoral ANZAC Centenary Gzrant.

After concerns over a lack of community consultation, Penrith Council has outlined the upcoming weeks of work on the Queen Street upgrades. There were delays in work from old trees that caused extensive damage, but now the focus is to complete the remaining asphalt and concrete paving on the western side of Queen Street. The most recent works to be undertaken are from Carson’s Lane to Crana Street, where the kerb and gutter will be removed, including islands, and pavers will be installed. From Crana Street to Charles Hackett Drive the sign pole foundations will be demolished, and trenching and tree pits will follow. Pavers will be installed from Charles Hackett Drive to Belar Street, and also from Belar Street to Nariel Street. A sustainability project by Council that changed our street lights to use LED bulbs has been completed. The Light Years Ahead project installed 1,816 LED street lights across the Penrith LGA, and there are plans to install a further 1,810 in the future. You will see the new LED lights in suburbs such as Cambridge Park, Castlereagh, Colyton, Cranebrook, Erskine Park, Jordan Springs, Kingswood, Llandilo, Orchard Hills, Penrith, St Clair, Werrington and Werrington County.

Werrington County was the first suburb in western Sydney to receive the lights, across nine participating Councils. Stardust Circus has submitted an application to Council to operate their circus in St Marys in July and August. The application suggests it would cost Stardust Circus $1500 to erect their circus big top, and install temporary seating for performances between July 21 and August 21, 2016. The submission comes after Penrith Council created a policy to ban circuses with exotic animals, which Stardust Circus has, from operating on Council land. At the time, one Councillor said he wouldn’t object to Stardust Circus fulfilling pre-commitments, that already involved a plan to operate at St Marys. The outcome of the application is yet to be determined. A $1 million build of six two-storey townhouses in St Marys has been approved by Council. The new homes will be built on Edgar Street, just off Mamre Road, opposite Our Lady of the Rosary Primary School. The next meeting is a Policy Review Committee Meeting on Monday, May 9. lenmore Park resident Jazmine Alessio is on a mission to conquer the globe – the Face of the Globe Beauty Pageant that is. The 15-year-old will be representing the west this September at the Australian Finals of the UK-based international competition held on the Gold Coast. Until then, she is raising money for not one, but two not-for-profit organisations: the Rainbow Child Foundation and Epilepsy Action Australia. The first foundation is nominated by Face of the Globe, and the latter foundation supports a cause that is very close to Jazmine’s heart. “Raising funds for Epilepsy Action Australia is in memory of my cousin, Monique Tyndall, who passed away on February 29, at 26-years-old,” she said. “I can’t really explain how much I miss her, it was so unexpected, but she loved the Penrith Panthers, she was a big fan.” If Jazmine wins, 10 per cent of the total funds raised internationally for Face of the Globe goes to her personal charity, in addition to what she raises herself by September. “On bigger events, funds raised will go to Rainbow Child, and on smaller events, I will raise money for epilepsy. I’m going to try and split it so it’s fair,” she said. “I have a high tea on May 29 at Mulgoa Valley Receptions, and on May 7 I have a stall at the markets at Glenmore Park.” Jazmine’s mother, Gebena Alessio, said as well as raising funds they hope to raise much-needed awareness for epilepsy.

ost people embark on business ownership having at least a vague notion that it will involve a lot of hard work. Although, often the apparent ‘pros’ overshadow the ‘cons’ (I will get to choose my own hours; I will be more available for more kids; I can take holidays whenever I want). Anyone with a modicum of success will provide you with another perspective: running a business also requires sacrifice. Perhaps the ‘failure’ rate of small business (i.e. the number who don’t make it past two years) is linked to a failure to underestimate the price business owners pay to reach their goals. Depending on the nature of your business, you may, initially at least, have to say goodbye to your social life as you knew it. Restaurant and café owners (with their night and weekend working hours) can attest to this, as can bakers (with their early morning starts), as well as anyone with a deadline. Some of your friends won’t stand by you, but hopefully you’ll have some great friends

who are still there when you come up for air! As my business has grown, my TV and movie watching hours have shrunk. This is in part because spare time is often used to catch up on business tasks, or because I am exhausted from a busy week and can’t stay awake! Although perhaps not a great sacrifice, it’s certainly a change. You will have to sacrifice comfort: meaning that in business, you should be constantly learning and facing new challenges. If you are not, it probably means your business is stagnating. If you are, it is a good thing, but it can be mentally exhausting! In our technologyrich, fast-paced society, so many things change quickly and in order to keep progressing, you cannot be content to stay in your comfort zone. This doesn’t mean purposely setting yourself difficult challenges! But it does mean keeping yourself informed about your industry and business in general, and being on the lookout for opportunities to improve and do what you do even better than before.

Adding comments like “A tax on businesses is a tax on their enterprise and the jobs they provide” and “stimulating employment and innovation” mean this Budget is aimed to make it easier for our small businesses. Here are the highlights… Small Business: • The current small business tax rate of 28.5 per cent will be lowered to 27.5 per cent from July 1. Eligibility for the new tax rate has also been increased to capture companies with a turnover of up to $10 million, up from its current $2 million threshold. This threshold change also allows greater access to the instant asset write-off scheme letting small firms immediately write-off an unlimited number of assets worth up to $20,000. • Unincorporated small businesses will also enjoy the benefit of an increase

Workforce participation and productivity: • The centrepiece of the package is the Youth Jobs PaTH (Prepare-Trial-Hire) Program to help young people develop the practical skills needed to enter the workforce. The threestage program involves practical workforce preparation, an internship and employment by a participating business. Participants will receive an up front incentive payment of $1,000, with a wages subsidy of up to $10,000 available for businesses who hire young people from the program. • The Government will also increase the $80,000 threshold to $87,000 to provide tax relief for workers.

Panthers’ unsolved mystery

C

ould this be Penrith’s biggest unsolved mystery? It was supposed to be a night of celebration when, after 25 seasons, the Penrith Panthers won their first premier-

ship. However, Penrith’s big night of celebration went down in history for a very different reason. Just before 11am on Monday, September 23 1991, three masked bandits staged an incredibly organised and frightening armed robbery. Like dramatic scenes from a movie, the bandits stormed into the club and fired shots, dispersing witnesses who were scrambling for safety, including a pregnant woman and her child. At the time witness Carol Barber discussed the drama with the Telegraph. “As soon as I heard the bang I grabbed my daughter and ducked,” she said. “All I could think of is her, and I hid the both of us behind a nearby car.” After the incident, the Telegraph reported that Armaguard had only just officially taken possession of the club’s cash, when moments later the bandits swooped on the two guards. The three bandits were males, and used four vehicles while posing as caterers to gain access to pull off the near perfect robbery. Police said the robbery was “an extremely planned and executed raid” after the men got away with a whopping $360,000. Police said the crooks knew the layout

Grand Final victory party. Despite 40 witnesses who watched the heist unfold, the mystery that surrounds who stole $360,000 from Panthers remains unsolved.

Remember when... This is Dick Snell in the 1940s working for Farley and Lewers, one of five companies involved in the Penrith Lakes Scheme. Farley and Lewers began around 1948 extracting gravel from the river, and 10 years later purchased Eric Boyce’s dairy farm on Farrell’s Lane at Castlereagh.

It was a whole year ago in our May 8, 2015 edition that business owners at Cranebrook Shopping Village were told they had to close their doors six months later. The shock came when owners and developers decided to undertake upgrades all at once, instead of the staged redevelopment as originally planned. The revelation was hard to come to terms with, as it meant some businesses were not coming back after the new renovated centre was to reopen almost two years later. And it was clearly Budget time, with the visit from former Prime Minister Tony Abbott in Jordan Springs to meet with families affected by an $840 million preschool subsidy commitment. Local residents who worked for the No Land Tax Party during March’s State Election were still waiting patiently to be paid. Fire and Rescue NSW kick started their campaign to boost the number of women in the service, after it was revealed just 4.5 per cent of firefighters in NSW were female. In sport, the Western Sydney Wanderers suffered heartbreak after a loss, which was a huge blow to their AFC Champions League title defence.

t wasn’t the prettiest win of the season but it was a win the Penrith Panthers so desperately needed. In front of more than 6000 fans in Bathurst, the Panthers climbed into the top eight for the first time this season following a 19-18 thriller over the Canberra Raiders. For the ninth time this year, a game involving Penrith went right down to the wire – giving the good folk of Bathurst a true Penrith Panthers NRL experience. Speaking after the match, a relieved Panthers coach Anthony Griffin said Penrith’s defence, for large parts of the game, was pivotal in the nail-biting win. “We came here today to defend a lot better and luckily that was our focus all

week… otherwise we would have got beat today,” he said. Penrith led 18-6 for most of the second half before error after error saw the Raiders storm home with two quick tries to level the game. What ensued was a field goal-a-thon that fortunately went the way of the Panthers, courtesy of halfback Peter Wallace in the 79th minute. “He’s kicked a lot of field goals in his time, Pete, and when I saw it go back to him I thought he’d kick it,” Griffin said. However Wallace’s field goal came under fairly controversial circumstances with the on-field referee sending the shot up to the Bunker after claims Raiders defenders were obstructed. The play was swiftly approved, which gave the Panthers a one-point lead with a minute to play. After winning the short kick-off,

Panthers skipper Matt Moylan described the performance as “scrappy”. “It was a bit scrappy… we didn’t complete too many sets in the second half,” he said.

“It was probably what led to them scoring so many points in the second half. “Lucky enough we could swing back the momentum at the end and Wal knocked the field goal over.” Following nine rounds of heart-stopping action, Penrith will enjoy this weekend off before travelling to New Zealand for their first ‘home’ game in Christchurch.

PANTHER RUMBLINGS with the masked panther

WHARE GONE! » Celebrating 25 years since their maiden premiership win over the Canberra Raiders, the Penrith Panthers wore a special throwback ‘liquorice allsorts’ jersey last Saturday afternoon to mark the occasion. The 1991 commemorative jersey features the names of every player who helped claim Penrith’s first title that season. While most Panthers fans love it, the wider rugby league community have been somewhat critical. One punter text me: “The jersey could’ve been awesome without the horrible panther at the bottom… what’s it jumping out of?” When I replied saying the panther is leaping out of a ‘50’ for Penrith’s 50th anniversary season, my mate said: “I think the jersey would look really cool without it”.

and I must say it was poor form from Penrith’s marketing team to announce the jersey less than 72 hours before players were set to run out in it. There were strong whispers for months that Penrith would commemorate the 1991 Panthers with a special edition jersey, but to leave it to the very last minute to actually announce it was quite puzzling. You would have thought Panthers would have wanted to milk a ‘liquorice allsorts’ jersey for as long as possible, especially considering just how popular that version has always been. Let’s hope when the club releases a 2003 commemorative jersey to mark their second premiership win, fans find out a little earlier.

ven though the Penrith Panthers will enjoy a deserved weekend’s rest, they will be well represented during the NRL’s Representative Round with a whopping 17 players selected across various nations and teams. When the round kicks off this Friday in Newcastle, Penrith’s star Kiwi back Dallin Watene-Zelezniak will go up against the new-look Kangaroos. Watene-Zelezniak’s New Zealand selection is a significant one for the 20-year-old after he was forced to withdraw from the team on two previous occasions – the first because of a training mishap in 2014 and the second because of suspension.

Kiwi coach Stephen Kearney said it will be third time lucky for the Penrith flyer. “When I texted Dallin to tell him, he was really, really excited,” he said. “He a kid that’s been in our Junior Kiwis program and I remember watching him score four tries against the Junior Kangaroos a few years ago. “He’s one of those kids that has always been on the cusp of making it, now he finally gets that opportunity.” Peta Hiku was also selected but had to withdraw during the week through injury. In the weekend’s other big match, Penrith will have six players involved in the City v Country fixture this Sunday afternoon in Tamworth. Tyrone Peachey, Bryce Cartwright, Leilani Latu, Josh Mansour and Reagan Campbell-Gillard will turn out for City while Dubbo’s Isaah Yeo is the lone Panther representing Country.

A GREAT EXPERIENCE Representative football is upon us and I must say the two times I was selected to play for the City team were both very proud moments in my career. It was a chance for me to push for higher honours but, apart from that, it gave me great confidence when I went back to play for my club team. This week the Penrith Panthers have plenty of players who are representing the club, and I would like to congratulate all of them. Let’s start with the Junior Kangaroos: Dylan Edwards, Robert Jennings, Nathan Cleary and Tyrone May. The Junior Kiwis have Cowen Epere and James Fisher-Harris. The City team has Reagan Campbell-Gillard, Bryce Cartwright, Josh Mansour, Tyrone Peachy and Leilani Latu, while Isaah Yeo will represent the Country team.

Dallin Watene-Zelezniak will finally make his Test debut alongside experienced campaigner Peta Hiku, who have both been selected for New Zealand. I do apologise if I have failed to mention anybody else who might be playing this weekend, but the point I am trying to make is that the Panthers club is in fantastic shape, and the confidence the players will take away from their representative experience will not only be beneficial for the rest of this season but also the long term. The future of the Panthers looks very prosperous. Finally, congratulations to Penrith who have slipped their way into the top eight for the first time this year. Let’s hope they can string a few wins together and push for a top four finish. See you next week!

Parramatta have certainly found themselves in a dreadful mess but, for a bit of context, please permit me to give you some insight into how tough recruitment and retention decisions can be when working with a salary cap. I know I have lost plenty of sleep arriving at difficult decisions for sustainable success at the three clubs I have worked for – the Bulldogs, Rabbitohs and now Penrith. I’m definitely thankful we have Phil Gould on deck to make the final call on what dollars go where! When it comes to signing and re-signing players, fans are quick to demand their clubs to get the deals done. They can be equally swift to begrudge their clubs when an agreement isn’t reached. Very rarely though would they have an understanding of how complex the processes, calculations and due diligence are behind the scenes to ensure the club is doing good business. Every contract is a result of hours

upon hours of research, discussion and consideration. Under the NRL’s salary cap system, when you spend $100k on one player, you’re essentially taking it away from another. Having such a dominant group of young Panthers coming through the NYC competition is a wonderful thing but, with the necessary forward planning, it also plays a role in how we can negotiate with members of our senior squads. It’s a juggling act. In the midst of all this you have to try and build a strong winning culture, so your players may stay for less than what is on offer at other clubs. If winning footy games becomes part of your club’s fabric, retaining players is still competitive but it becomes easier. If you can put yourself in a position to promise your players they will compete for a Grand Final spot regularly, it has been my experience that your developed players will turn down better offers elsewhere.

It’s been over 40 years of fun times for Grace Knight and the Eurogliders, who came to prominence in the 80s with hits like ‘Heaven (Must Be There)’, ‘City of Soul’, ‘We Will Be Together’ and ‘Can’t Wait to See You’. While Grace may have spent most of the last few decades working on her solo

career, it’s been punctuated by several Eurogliders reformations. What keeps the talented singer coming back is not only her love for the Eurogliders’ songs, but also her longstanding friendship with songwriter and ex-husband Bernie Lynch. “We’re great mates, we’re really good friends, we love working with each other,” Grace said. “I love his songs and he likes the way I interpret his songs. “And it’s fun, it’s a lot of fun.” For Grace, being in a successful band meant there was always a new milestone to look forward to, whether it was making it onto the hit music show ‘Countdown’, or performing live for 65 million people on MTV’s New Year’s Eve concert in New York. “As you’re approaching the success of

each goal there’s always another goal in the distance,” she said. And the goals are not over for Grace who has no plans to leave music anytime soon. Last year she released a solo album titled ‘Fragile’, next month she will head out on a nationwide tour with the Eurogliders, including a stop off at the Rooty Hill RSL, and there’s still more projects in the works. “Bernie’s writing at the moment and half way through the year we’ll be recording a new Eurogliders album,” she said. “We’ve got a lot of work to do before we call an end to our career.” The Eurogliders will be performing at Rooty Hill RSL on Friday, June 17 at 8pm. The popular Emu Craft Market is back! Saturday, May 14

Barnardos Western Region Auxiliary are continuing with their success after working in and around the Penrith area for the last 25 years. The group, made up of volunteers, work to help raise funds for Barnardos, the children’s charity, with money raised going back into the local region. One way the group raise funds is by running the canteen at the Emu Craft Market, held on the second Saturday of each month. “We are all local volunteers and love what we do,” Treasurer, John Kelaher said. “We had a great response to our free Mother’s Day raffle that was held over March and April. “All the stall holders generously donated great gifts and our canteen sold a few tickets as well – there were over 300 entries into the draw.” The next Emu Craft Market will be held on Saturday, May 14 at Nepean Creative and Performing Arts High School on the Great Western Highway, Emu Plains. “We would really like to thank the stall holders who so generously supported us as well as the customers,” Mr Kelaher. “We can’t wait for the next market!”

Claw hammer There are going to be all sorts of jobs where you need to be able to both drive and pull nails. While other hammers can certainly do the first, the second is relegated to the utilitarian claw

hammer. Whether you are hanging frames or assembling furniture, the claw hammer is integral to any tool kit. 2. Screwdriver set Yes, a full set. Don’t skimp out and only purchase a single flathead screwdriver and expect that to be enough. These tools are particularly useful for checking on broken appliances or replacing light switches – and nearly all of them will have different types and sizes of screws. A full set is a necessity! 3. Tape measure It’s not quite as exciting as the other things in your toolbox, but it will probably end up being used more than anything else. Whether you are moving into a new home and need to know if the fridge will fit, or are planning to convert your living room into something more open plan, you’ll need to know the measurements. 4. Hacksaw There are going to be times when you need to cut something – and scissors just aren’t going to handle a plank of wood or PVC pipe. Start simple It may seem like common sense but no matter how much you like the look of that croquembouche they made

Find recipes that have limited ingredients and only a few steps, and work your way up from there. Embrace herbs and spices There is nothing that can make a meal taste amazing easier than herbs and spices. Create one pot wonders I’ve never come across anyone, cooking fanatic or not, who likes doing the dishes. If the messy aftermath is keeping you from enjoying cooking then try to limit the clean up by finding one pot recipes (think hearty winter stews, soups or curries). 4. Use your friends Got friends who love to cook? Then start picking their brain. There’s a very good chance they’ll have some great tips to help make your cooking journey easier.

Urinary obstructions in cats is unfortunately something that we see often as vets. Male cats can develop an obstruction of the urethra which is the small tube that drains urine out of the bladder. It is rare in females as they have a much wider urethra and can generally pass urine easier than males. A urinary obstruction can occur in cats that have inflammatory changes in their bladder; this may be due to blood in the urine, stones or infection. What are the symptoms? Generally the first sign of a

urinary obstruction is straining to urinate. Often, this can look like constipation so it is important to seek immediate veterinary attention if your cat is going to the litter tray more often and hunching over in pain. A blocked bladder can be very painful and some cats will vocalise loudly and stop eating. In the more advanced stages of the disease, a

urinary obstruction can also cause vomiting, lethargy and life threatening renal failure. What causes a blocked bladder? Most commonly obstructions occur due to an accumulation of minerals in the bladder that form little stones or plugs. It can also be caused by urinary tract infections and less commonly lesions in the bladder such as a tumour. How is it treated? Cats that have a urinary obstruction require emergency treatment. An anaesthetic is generally required so that a catheter can be passed into the urinary tract to relieve the obstruction. The bladder is thoroughly flushed and drained; and typically a urinary catheter is left in place for a few days while having the cat on a drip to encourage urine flow. Blood tests are also generally performed to make sure there has been no damage to the kidneys. In extreme circumstances, surgery may be required. Can it be prevented? Not every blocked bladder can be prevented. But, there is a well documented link between stress and urinary disease in cats. Try and keep your cat to a normal routine and avoid sudden changes like food.

Speaking with the Weekender, Penrith coach Jeff Cooper said he was pleased with how his side responded on defence. “I didn’t know what to expect coming into the game but we worked really hard on our defence at training. By half-time we were up 44-18,” he said. “We had 70 points on the board at the end of the third and I know the boys really wanted to hit 100, but we just fell short. “I was very pleased the boys didn’t ease up and wanted to make it a high scoring game, which they did.” The Panthers now sit in sixth position and are just in playoff contention after eight rounds. With a four win and three loss record, Cooper said there’s still a lot of improvement in his young side yet. “I was a little bit disappointed with a couple of the losses. The loss to Maitland (83-62 in Round 5) was very disappointing,” he said. “The game against Bankstown was also disappointing but we play the Bruins again this Saturday to try and get one back.” The Panthers will hit the road this weekend for their first double header of the season. On Saturday they’ll travel to Condell Park to take on the Bruins before heading up the M1 on Sunday to meet the Newcastle Hunters. Cooper said he’ll be relying on his two main men this weekend to return to Penrith with two wins in hand. “I very much rely on Sean Weekes and Adam Lulka, in particular Sean who was the league MVP last year,” he said. “There’s always a lot of expectation on him but he keeps rising to the challenge despite being sick the last three weeks.” Meanwhile, Penrith’s Youth League women’s team also impressed, defeating the South West Sydney Razorbacks 102-33.

ot even some early morning drizzle was enough to dampen the Penrith District Netball Association’s (PDNA) annual March Past event last weekend. Held at Jamison Park Netball Courts last Saturday morning, the annual March Past sees netball clubs from across the entire Penrith district come together to celebrate the start of the netball season. A Penrith Netball tradition of 40 years, this year’s March Past was won by Corpus Christi Netball Club while Cambridge Park Netball Club were deemed runners-up for the second straight year. Speaking with the Weekender, PDNA President Joy Gillett said it was a welcome first time win for the Cranebrook-based club. “They’ve never won it before, so that was really nice for them,” she said. “Cambridge Park feel a bit like the bridesmaid rather than the bride but they have also won it in recent times.” This year’s March Past was judged by local Federal MP Fiona Scott and a number of players from the Panthers Netball NSW Premier League team.
